Ynez at Solano intersection (into the car dealership)
and install a right turn pocket for cars turning east
on Solano from Ynez.
TRAFFIC ENGINEER'S REPORT
SCOTT HARVEY reported on the following:
Provided the Commission with a photo album that was
presented to the City Council for Calle Medusa
recommendation. The City Council approved the Commission's
recommendation for Calle Medusa, as well as making the
extension of Margarita Road and making the signal at

ITEM NO. 3
MEMORANDUM
TO:
FROM:
DATE:
SUBJECT:
Traffic Commission
Scott Harvey, Transportation Engineer
December 6, 1991
Stop Sign Request at Margarita Road and Avenida Barca
RECOMMENDATION:
That the Traffic and Transportation Commission not recommend to install a 4-Way Stop Signs at
Margarita Road and Avenida Barca at this time.
BACKGROUND:
This is in response to a request for a Multi-way stop sign at the intersection of Margarita Road and
Avenida Barca.
DISCUSSION:
Margarita Road is classified as a 4-lane arterial road, 86 feet wide from curb to curb. Avenida
Barca is classified as a local road, it has a width from curb to curb, of 36 foot N/O Margarita Road
and 40 feet S/O Margarita Road. Margarita Middle School is located on the north side of Margarita
Road just east of Avenida Barca. There exist two painted school Cross-Walks at the intersection
of Margarita Road and Avenida Barca. One on the North leg and one on the East leg of the
intersection. The Cross-Walk on Margarita Road has advance School Crossing Signs and pavement
markings. The school district is providing a crossing guard for this intersection. Margarita Road
is posted for 45 mph and is also, posted 25 mph when children are present. Avenida Barca is a
non-posted 25 mph residential street. There exists two stop signs at the subject intersection, one
for S/B and one for N/B traffic for Avenida Barca.

The State of California , "Traffic Manual" policy guideline for warrant for a multi-way stop
are as follows:
POLICY
Where traffic signals are warranted and urgently needed,
the Multi-way stop may be an interim measure that can be
installed quickly to control traffic while arrangements
are being made for the signal installations.
An accident problem, as indicated by five or more
reported accidents within a 12 months period of a type
susceptible to correction by a Multi-way stop installation.
Such accidents include right and left-turn collisions as
well as right-angle collisions.
Minimum traffic volumes
(a) The total vehicular volume entering the intersection
from all approaches must average at least 500 vehicles
per hour for any 8 hours of an average day, and
(b)
The combined vehicular and pedestrian volume from the
minor street or highway must average at least 200 units
per hour for the same 8 hours, with an average delay to
minor street vehicular traffic of at least 30 seconds
per vehicle during the maximum hour, but
(c)
When the 85-percentlie approach speed of the major street
traffic exceeds 40 miles per hour, the minimum vehicular
volume warrant is 70 percent of the above requirements.
The State of California Manual also states:
The "Multi-way Stop" installation my be useful at some locations.
It should ordinarily be used only where the volume of traffic
on the intersecting roads is approximately equal. A traffic
control signal is more satisfactory for an intersection with
a heavy volume of traffic.
The City of Temecula's policy is to use the State of California's Multi-way Stop Sign policy.
