I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA TRAFFIC AND TRANSPORTATION COMMISSION WEDNESDAY, FEBRUARY 26, 1992 A regular meeting of the City of Temecula Traffic and Transportation Commission was called to order Wednesday, February 26, 1992,, at 7:00 P.M., Vail Elementary School, 29915 Mira Loma Drive, Temecula, California. The meeting was called to order by Chairman Roberts. The Commissioner Sander led in the flag salute. PRESENT: 5 COMMISSIONERS: Godnick, Guerriero, Johnson, Sander, Roberrs ABSENT: 0 COMMISSIONERS: None Also present were Traffic Technician Scott Harvey, Police Sgt. Jim Domenoe and Gall Zigler, Minute Clerk. COMMISSION BUSINESS 2. REGULATIONS ON TOWING SERVICES 2.1 Councilmember Sal Munoz gave a presentation on regulations on towing services. Councilmember Munoz expressed concerns whether the community is getting the best services they can at the most reasonable price and asked that the Commission look into the towing services in the City of Temecula. Councilmember Munoz also asked that the Commission study the benefits of an exclusive towing contract. Sgt. Domenoe advised the Commission that the Police Department currently works on a rotation basis with three towing companys that all use the same rate policy. Chairman Roberts indicated that the Highway Patrol is looking at the rates and there may be adjustments to the rates in the very near future. It was moved by Commissioner Godnick, seconded by Commissioner Johnson to postpone taking any action on this item until the new rates are in effect and/or there appears to be a consistent problem in this area. The motion was carried unanimously. TTMIN2/26/92 MINUTES OF JANUARY 23, 1992 1.1 Approve the Minutes of January 23, 1992 as mailed. Scott Harvey requested a correction to the minutes on Page 6, seventh paragraph, amend to read "...this intersection was within the proper sight distance". -1- 3116/92 TRAFFIC AND TRANSPORTATION COMMISSION FEBRUARY 26, 1992 Chairman Roberts requested a correction to the minutes on Page 3, fourth paragraph, delete "is" and insert "it". It was moved by Commissioner Johnson, seconded by Commissioner Godnick to approve the minutes of January 23, 1992 as amended. The motion was carried unanimously. PUBLIC COMMENT Lori Harrison, 30959 Calle Pina Collada, requested that the Commission study the speed limit along La Serena. Ms. Harrison expressed concern that cars were traveling at a high rate of speed and passing on the right, which poses a safety hazard to the residents using Veteran's Park on La Serena Way. Ms. Harrison has asked the Commission in the past to look into off- street parking in the area of the park. Ms. Harrison also reported that the location of the school bus stop on Ynez Road and Quiet Meadow is in a very dangerous location due to the high rates of speed traveled along Ynez Road. Ms. Harrison asked that the Commission look into relocating that bus stop. TRAFFIC CIRCULATION UPDATE 3.1 Presentation by Bod Davis of Wilbur Smith Associates to provide an update on the Traffic Circulation Element of the General Plan. Mr. Davis provided the Commission with handouts and a visual presentation of the status of the Traffic Circulation Element of the General Plan. Mr. Davis requested that the Commission read the handout and provide him with their thoughts and input. Chuck Collins, 27447 Enterprise Circle, Temecula, representing the Chamber of Commerce, indicated his support of the Traffic Circulation Element. Mr. Collins suggested that a sub-committee be formed to work on the plan, involving some of the major developers in the area. Howard Omdahl, 41785 Enterprise Circle, Temecula, asked what zoning was being used to develop the draft model. Bob Davis stated that the draft models will combine the current zoning with Southwest Area Plan proposed zoning and compare that to the zoning be designated in the General Plan. Howard Omdahl stated that he would be interested in creating a committee to lobby for one billion dollars in transportation funds. INVESTIGATION/MAINTENANCE REPORT 4.1 Review of report by Scott Harvey. Commissioner Johnson reported that the Meadowview Homeowner's Association expressed the need for Equestrian Crossing signs on Via Norte, in the area of Calle Pina Colada. Commissioner Sander reported that there is no Stop Sign on the east side of Nicolas Road creek at the new bridge. TRAFFIC ENGINEER'S REPORT None COMMISSION REPORT Commissioner Guerriero asked that staff contact Temecula Environmental and ask that they remind their drivers of the 25 mph speed limit on residential streets in Temecula. Commissioner Johnson requested notification of the meeting dates for the Transportation Technical Sub-Committee for the General Plan. Commissioner Sander advised that the Overland crossing has not been approved to date. Commissioner Sander reported that Cal Trans is currently looking at an underpass. Commissioner Sander expressed concern that the proposed Overland crossing does not have any provisions for bike paths. Commissioner Sander also provided an update on Assessment District 161. Chuck Collins reported that there are not sufficient funds to complete Assessment District 161 and the County is currently requesting approval of a Supplemental Assessment from the property owners. Chairman Roberrs advised the Commission that the City will be sending post cards to the residents in the area of Avenida de la Reina to ask if they would like permanent closure of this road or would like to look at other alternatives. Chairman Roberrs requested that a Speed Survey update be addressed on the next agenda and that the Commissioners submit a list of roads within the City they feel should be surveyed. Chairman Ronald Roberts Secretary l'rMIN2126192 -4- 3116192 ITEM NO. 2 AGENDA REPORT TO: FROM: DATE: SUBJECT: Traffic & Transportation Commission Scott Harvey, Transportation Engineer March 25, 1992 Stop Sign or Signal Request at Margarita Road and La Serena Way RECOMMENDATION: That the Traffic and Transportation Commission recommend to the City Council to direct staff to install a traffic signal at the intersection of Margarita Road and La Serena Way. BACKGROUND: This is in response to a request for the installation of multi-way stop signs or a traffic signal at the intersection of Margarita Road and La Serena Way. DISCUSSION: Margarita Road north of La Serena Way is classified as a four-lane arterial road, 86' from curb to curb, Margarita Road south of La Serena Way has two south bound lanes and one northbound lane. The east side of Margarita Road south of La Serena Way has not been fully improved. The distance from the westerly curb to the easterly edge of pavement is 56 feet. La Serena Way is classified as a secondary street. It is 64 feet wide from curb to curb and is striped as a two-lane road. There exists a stop sign for westbound La Serena Way. There is a 12 foot wide left-turn pocket and a 26 foot wide right-turn lane for westbound La Serena Way and Margarita Road. Both La Serena Way and Margarita Road have a posted speed limit of 45 mph. The State of California, "Traffic Manual", policy guideline for warrants for a multi-way stop are as follows: POLICY "Any of the following conditions may warrant a multi-way stop sign installation: Where traffic signals are warranted and urgently needed, the multi-way stop may be an interim measure that can be -1- pw02traffic~agda%92\0325 031692 installed quickly to control traffic while arrangements are being made for the signal installations. An accident problem as indicated by five or more reported accidents within a 12 month period of a type susceptible to correction by a multi-way stop installation. Such accidents include right and left-turn collisions as well as right-angle collisions. Minimum traffic volumes: The total vehicular volume entering the intersection from all approaches must average at least 500 vehicles per hour for any 8 hours of an average day, and The combined vehicular and pedestrian volume from the minor street or highway must average at least 200 units per hour for the same 8 hours, with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but When the 85-percentlie approach speed of the major street traffic exceeds 40 miles per hour, the minimum vehicular volume warrant is 70 percent of the above requirements." MULTI-WAY STOP SIGN WARRANTS: The following is the data obtained for the warrants for a multi-way stop sign: Only one accident has been reported at this intersection in the past 12 months (susceptible to correction by a multi-way stop). The total vehicular volume entering the intersection for an 8-hour period on an average day was 929, which is greater than 500. The 85 percentlie of Margarita Road approach speed is 40 + and 70% of the above volume warrant is exceeded. -2- pwO2traffic\agda\92\0325 031692 The "Traffic Manual" also states the following: "The "Multi-way Stop" installation may be useful at some locations. It should ordinarily be used only where the volume of traffic on the intersecting roads is approximately equal. A traffic control signal is more satisfactory for an intersection with a heavy volume of traffic." In conclusion, two of the three (volume and speed) warrants are met. Therefore, a multi-way stop sign may be warranted. However, La Serena Way has an average 8- hour approach volume of 274 verses 655 for Margarita Road. These two volumes are not nearly equal. Therefore, staff would not recommend a multi-way stop sign. TRAFFIC SIGNAL WARRANTS: Accident Only one accident has been reported at this intersection in the past 12 months (susceptible to correction by a 'traffic signal). DISCUSSION: This report has been commissioned to further determine whether traffic volumes within the study area exceed those which would be expected for the particular type of residential area and circulation system and identify any impacts that may have resulted from the closure of Avenida de la Reina. The area was similarly studied by the City in December of 1991. The specific study route, beginning at Rancho California Road and proceeding south consists of Calle Tajo, Paseo Del Las Olas, Via Lomas Vista, Corte Sonora and Paseo Goleta. The southerly terminus of the route is the westernmost intersection of Rancho Vista Road and Paseo Goleta. Figure 1 identifies the subject route. In order to evaluate those concerns, data was collected and evaluated to determine the local street characteristics and current operations. Conclusions and recommendations were then developed based on the study results. STUDIES: Included in this study are 24-hour directional machine counts which were taken at eight (8) locations. The counts were taken over a seven (7) day period in order to provide the basis for determining peaks. The 24-hour counts provided an opportunity for determining volumes at any time period for both week-day and week-end time periods. Rancho Vista Road - west of Paseo Goleta (west). -2- pwO2traffic%agda~92\O325 031692 STUDIES: {Continued) Trips were generated using Trip Generation, Fifth Edition. Using projected traffic volumes, JFDA was able to estimate whether or not the traffic volumes are a result of through trips or primarily generated by the immediate area residents. The existing circulation system was also surveyed to determine existing signing and intersection visibility. Accident history for the area was obtained from the City. Field reviews also included observations of driver behavior at specific intersections and other locations within the system. EXISTING CONDITIONS: Figure 2 shows the study area location. The route of concern lies between Rancho California Road and Rancho vista Road between Meadows Parkway and Margarita Road. The study route is shaded on the figures for ease of identification. The route runs from the intersection of Rancho California Road at Calle Tajo and Rancho Vista Road. The route consists of portions of Calle Tajo, Paseo de las Olas, Via Lomas Vista, Corte Sonora and Paseo Goleta. The route segments are made up of local roadway classified streets. That classification provides a forty foot roadway within sixty foot right-of-way. Roadways classified as local streets are designed to accommodate direct access to adjacent land uses. The land uses in this case consist of single-family residential development. The General Plan for the area is included as Figure 3. The intersections within the study corridor area are uncontrolled intersections with the exception of the two end points. Those-end-points are stop-sign controlled with Paseo Goleta stopping for Rancho Vista Road and Calle Tajo stopping for Rancho California Road. The assessor's maps for the study area were reviewed to quantify the number of residences within the study area. A total number of residences within the overall study area was indicated at 482 units, FINDINGS: The daily traffic volumes and spot speeds as a part of this study are shown on Figure 4. Also, included in Figure 4 are the A.M. peak hour volumes. Those results are then compared with the numbers previously obtained by the City in Figure 6. The review of the data suggests that the volumes and speeds are representative of residential streets. Counts conducted during March of 1992 are greater than those conducted by the City during December of 1991. However, it should be recognized that the more current data were obtained from week-long counts thereby identifying weekly peaks. Data obtained by the City are within the daily ranges observed during the week of March 2, 1992. Table I presents daily counts collected through the week. The 85th percentlie speeds were observed at approximately 30+ mph. These speeds were measured throughout the data in order to obtain the necessary character of the street. This speed is typical for residential streets and does not suggest any unique conditions. Trips generated using Trip Generation for the residential area projected most likely to utilize the study route is presented in Table 2. JFDA estimates that 200 of the total 482 units within the study area may use the study route to enter and exit the residential neighborhood. The assignment of the traffic volumes generated by the 200 units is illustrated in Figure 7. The distribution of traffic was based on current traffic patterns. When these projected volumes are compared to the observed counts, it indicates that the traffic using the study route is primarily the result of traffic generated by Paseo Goleta residents. During field reviews, it was observed that drivers within the neighborhood may be cutting corners. No accidents were reported to the City for the study area. The addition of various stop signs may help reduce this activity and minimize potential conflicts. CONCLUSION: The study for the route identifies the character of the streets as residential in nature. Traffic volumes and speeds are typical for residential streets. Observed traffic volumes appear to be primarily residents of the Paseo Goleta area.
