Speakers are limited to two (2) minutes each. If you desire to speak to the Commission about an item not listed on the Agenda, a pink "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address, For all other agenda items, a "Request to Speak" form must be filed with the Recording Secretary before the Commission gets to that item. There is a five (5) minute time limit for individual speakers. COMMISSION BUSINESS 1. Minutes of March 25, 1992 RECOMMENDATION: 1.1 Approve the Minutes of March 25, 1992 as mailed. 2. I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA TRAFFIC AND TRANSPORTATION COMMISSION WEDNESDAY, MARCH 25, 1992 A regular meeting of the City of Temecula Traffic and Transportation Commission was called to order Wednesday, March 25, 1992, at 7:00 P.M,, at Vail Elementary School, 29915 Mira Loma Drive, Temecula, California, Chairman Ron Roberts presiding. Commissioner Sander led in the flag salute. PRESENT: 4 COMMISSIONERS: Godnick, Guerriero, Sander, Roberts ABSENT: 1 COMMISSIONERS: Johnson Also present were Traffic Technician, Scott Harvey and Gall Ziglet, Minute Clerk. PUBLIC COMMENTS James Marpie, 19210 St. Gallen Way, Murrieta, representing the Resource Conservation District, discussed the need for alternative forms of transportation and presented the Commission with photographs of existing transit systems utilizing creek beds as pedestrian bike routes, walkways, etc. COMMISSION BUSINESS 1. MINUTES OF FEBRUARY 26, 1992 1.1 It was moved by Commissioner Godnick, seconded by Commissioner Guerriero to approve the minutes of February 26, 1992. The motion carried unanimously with Commissioner Johnson absent. TRAFFIC SIGNAL AT MARGARITA ROAD AND LA SERENA WAY 2.1 Scott Harvey summarized the staff report. It was moved by Commissioner Godnick, seconded by Commissioner Guerriero to recommend that the City Council direct staff to install a traffic signal at the intersection of Margarita and La Serena Way. The motion carried unanimously with Commissioner Johnson absent. TTMIN3/25/92 -1- 4/15/92 TRAFFIC AND TRANSPORTATION COMMISSION MINUTES MARCH 25, 1992 TRAFFIC STOP FOR PASEO GOLETA AREA 3.1 Ben Dobbins, representing J.F. Davidson as traffic consultant to the City, reviewed the traffic counts and speed survey, initiated as a result of complaints to the closure of Avertida de la Reina. The following individuals concurred with staff's recommendation: David Servetter, 31365 Paseo Goleta, Temeculs. Jean Masek, 31368 Corte Sonora, Temecula. It was moved by Commissioner Guerriero, seconded by Commissioner Godnick to approve staff's recommendation to install "Stop'" signs for Calle Tajo and Corte Sonora at Paseo de las Olas and Paseo Goleta, respectively. The motion was carried unanimously with Commissioner Johnson absent. Chairman Roberts declared a recess at 8:20 P.M. The meeting reconvened at 8:30 P.M. 4. INVESTIGATION/MAINTENANCE REPORT 4.1 Scott Harvey reviewed the traffic investigation and maintenance report with Commission discussion. TRAFFIC ENGINEER'S REPORT Scott Harvey reported the following: Results of Ad-Hoc Committee survey of closure to Avenida de la Reina. Parking and speeding concerns in the area of Veteran's Park reported by the Chairperson of Neighborhood Watch. School District will address relocating the bus stop at Ynez Road and Quiet Meadow. CSD doing a study on bike systems. RCWD will begin their work in May during the night. Speeding of trash trucks was reported to Joe Hreha who stated that the trash company has a meter to monitor the speed of their trucks at all times. TTMIN3/25/92 -2- 4/15/92 TRAFFIC AND TRANSPORTATION COMMISSION MINUTES MARCH 25, 1992 Progress report on Ynez widening and Overland crossing from Bob Davis of Wilbur Smith and Associates at the next meeting. COMMISSION REPORTS Commissioner Sander requested alternative modes of transportation as an agenda item. Commissioner Guerriero discussed the following: Alternative routes during the construction of Ynez Road. Need for a traffic study at Rancho Vista Road and Meadows Parkway. Illegal exits from Post Office on Rancho California Road. ADJOURNMENT Chairman Roberts declared the meeting adjourned at 9:25 P.M.
