PUBLIC COMMENTS
A total of 15 minutes is provided so members of the public can address the Commission on
items that are not listed on the Agenda. Speakers are limited to two (2) minutes each. If you
desire to speak to the Commission about an item not listed on the Agenda. a pink 'Request
to Speak~ form should be filled out and filed with the Commission Secretary.
When you are called to speak. please come forward and state your name and address.
For all other agenda items, a 'Request to Speak' form must be filed with the Recording
Secretary before the Commission gets to that item. There is a five (5) minute time limit for
individual speakers.

1.1 Approve the Minutes of April 22, 1992 as mailed.
2. Permanent Routes for Oversize Vehicles
Appointment of committee members to develop procedures for oversize vehicle
routes.

MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
TRAFFIC AND TRANSPORTATION COMMISSION
WEDNESDAY, APRIL 22, 1992
A regular meeting of the City of Temecula Traffic and Transportation Commission was called
to order on Wednesday, April 22, 1992, 7:00 P.M. at Vail Elementary School, 29915 Mira
Loma Drive, Temecula, California, Chairman Ron Roberrs presiding. Commissioner Johnson
led the flag salute.
PRESENT: 5 COMMISSIONERS: Godnick, Guerriero, Johnson, Sander,
Roberrs
ABSENT: 0 COMMISSIONERS: None
Also present were Traffic Technician Scott Harvey and Minute Clerk Gall Zigler.
COMMISSION BUSINESS
MINUTES OF MARCH 25, 1992
1.1
It was moved by Commissioner Johnson, seconded by Commissioner Guerriero
to approve the minutes of March 25, 1992 as submitted. The motion was
carried unanimously.
ALTERNATE TRANSPORTATION MODES
3.1
Presentation was given by Gary King on the proposed interim bike routes. Mr.
King advised that a telephone survey and two citizen community workshops
were conducted to receive community input on the proposal. Mr. King advised
that the TCSD applied for and received a $20,000 grant for Senate Bilj 821
Funding for the proposed bikeways.
It was moved by Commissioner Guerriero, seconded by Commissioner Johnson
to approve and recommend the interim bikeways for the City of Temecula. The
motion was carried unanimously.

CITYWIDE SPEED SURVEY
2.1 Scott Harvey provided the staff report for Commission discussion.
David Servetter, 31365 Paseo Goleta, Temecula, requested that the
Commission include the streets in the area of Temecula Valley High School and
Villa Avanti as part of the speed surveys.

Scott Harvey advised that Paseo Goleta was included in the speed survey.
Commissioner Johnson suggested the following streets be included:

Ynez Road, North of Rancho California Road, Chairman Roberts
concurred.
Solana Road, at the intersection of Ynez Road where pedestrian traffic
is increasing and the roadway is very narrow.
INVESTIGATION/MAINTENANCE REPORT
4.1 Receive and file.
Scott Harvey reviewed Investigation/Maintenance report for Commission
discussion.
Chairman Roberrs advised that he had received a memorandum from the City
of Temecula Public Safety Commission requesting that the Stop Line on Solana
at the intersection of Ynez be moved back
Chairman Roberrs declared a recess at 8:25 P.M. The meeting reconvened at 8:35 P.M.
PUBLIC COMMENT
James Marpie, 19290 St. Gallen Way, Murrieta, representing the Resource Conservation
District, presented the organization's objectives for preserving and managing the water
resources while using them to provide secondary transit systems.
TRAFFIC ENGINEER'S REPORT
Scott Harvey discussed the following:
* Installation of a raised median island at the northerly ACS driveway approach upon
completion of the Ynez Corridor improvements.
* Review of preliminary design of the Overland Drive overpass.
Commissioner Sander requested that staff present the Winchester Road and Rancho
California ROad preliminary ultimate design to the Commission.
* Distributed the Traffic Division's "Policies, Procedures and Guidelines" for Commission

review and discussion.
COMMISSION REPORTS
Commissioner Sander reported on the meetings he attended regarding RTD, Murrieta Traffic
and Transportation and General Plan update meetings.
Commissioner Johnson indicated that he had artended several General Plan Technical Sub-
Committee meetings with no new information to provide.
Chairman Roberrs requested that "Permanent Routes for Oversize Transportation" be placed
on the next agenda.
ADJOURNMENT
Chairman Roberts declared the meeting adjourned at 9:40 P.M. The next regular meeting of
the City of Temecula Traffic and Transportation Commission will be held Wednesday, May 27,
1992, 7:00 P.M., Vail Elementary School, 29915 Mira Loma Drive, Temecula, California.
