There is a five (5} minute time limit for individual speakers. COMMISSION BUSINESS 1, Minutes of June 24, 1992 RECOMMENDATION: 1.1 Approve the Minutes of June 24, 1992 as mailed. Calle Pi~ia Colada RECOMMENDATION: 2.1 That the Traffic and Transportation Commission recommend for approval to City Council that the speed limit on Calle PiCa Colada be reduced to 25 mph. -1- pw01\treffic\agda\0722 0714c Jefferson Avenue N/O Winchester Road - Street Parkinc~ RECOMMENDATION: 3.1 It is recommended that "No Parking" signs be installed on both sides of Jefferson Avenue from Winchester Road to Santa Gertrudis Creek Bridge, except for a 160' long 2-hour parking restriction on the west side of Jefferson Avenue and install "No Parking" signs on the east side of Jefferson Avenue from the Bridge to Sanborn Avenue (see Exhibit "A"). Also, that Staff will look at the remaining areas north of this area for prohibiting parking when development permits. Proceed with this recommendation to the City Council for approval by a resolution. Commissioner Roberts led the flag salute. COMMISSION BUSINESS MINUTES OF MAY 27, 1992 1.1 Approve the minutes of May 27, 1992 as mailed. It was moved by Commissioner Johnson, seconded by Commissioner Guerriero to approve the minutes of May 27, 1992 as mailed. The motion was carried as follows: AYES: 4 COMMISSIONERS: Guerriero, Sander, Roberts NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Godnick Johnson, RIVERSIDE TRANSIT AGENCY (RTA) Steve Connell, Assistant General Manager, Riverside Transit Agency, gave the Commission an update on the RTA routes in Temecula. Mr. Connell gave the following ridership data: May 1992 Adults 41% Children 20% Students 25.6% Elderly/Disabled 14% TT'MIN6/24/92 -I - '7/13/92 PLANNING COMMISSION MINUTES Chairman Roberts declared a recess at reconvened at 8:10 P.M. JUNE 24,1992 Scott Richardson, Marketing Manager, RTA, discussed passes and shelters. The Commission emphasized the importance of the buses entering into the major shopping areas, specially near the theaters. Mr. Connell stated that the buses would have no problem entering the shopping centers. TEMECULA SHUTTLE Ed Doal, Vice President of Temecula Shuttle, provided a presentation on the Temecula Shuttle service. 8:00 P.M. The meeting was TRAFFIC ACCIDENT DIAGRAM ON JEFFERSON AVENUE/FRONT STREET Ben Dobbins, J.F. Davidson Traffic Engineer and consultant to the City, distributed a collision diagram for discussion, expressing a concern for the number of accidents on Jefferson Avenue/Front Street (specifically in the area of Via Montezuma). 5. INVESTIGATION/MAINTENANCE REPORT Review of monthly investigation/maintenance report. Chairman Roberts advised that the Commission had requested that "No Parking" signs or painted red curbs be implemented along Jefferson/Front Street, however neither has been done. Scott Harvey stated that staff's intention is to have "No Parking" signs installed along Jefferson/Front Street. Commissioner Johnson reported the following: large holes in the pavement on Solana (north side of street). no "End Of Pavement" indicators in the construction area on Ynez (northbound). Chairman Roberts reported that during the pre-ccnstruction meeting of the Rancho California Road over-crossing improvements, there was a statement made that there would be no less than two lanes of traffic in each direction, however TTMIN6/24/92 -2- 7/13/92 PLANNING COMMISSION MINUTES JUNE 24, 1992 there have been several occasions in which traffic has been down to one lane each direction. Councilmember Sal Mu~oz suggested that the Commission direct staff to regularly follow-up on the infrastructure construction projects for compliance. TRAFFIC ENGINEER'S REPORT Ben Dobbins, J.F. Jim Domenoe reported on the increased number of fatal traffic accidents. Commissioner Johnson requested that staff provide a report on the proposed development for the corner of Winchester and Ynez Roads. Chairman Ronald Roberts Secretary ~MIN6/24/92 -3- 7/13/92 ITEM NO. 2 AGENDA REPORT TO: Traffic and Transportation Commission FROM: Scott Harvey, Traffic Technician DATE: July 22, 1992 SUBJECT: Calle PiCa Colada RECOMMENDATION: It is the recommended that the Traffic and Transportation Commission deny the request for closure of Calle PiAa Colada and recommend to City Council to reduce the posted speed limit from 30mph to 25mph by ordinance. BACKGROUND: On July 24, 1991 Staff brought before the Traffic & Transportation Commission the denial of the request for a street closure of Calle PiCa Colada based on the following reasons: The level of peak 1/2-hour traffic volumes is not significantly interfering with driveway or pedestrian movements on the street. The closure would create a significant diversion of traffic to another residential type roadway (Avenida Barca), therefore there is not an appropriate alternative for diverted traffic. Sufficient gaps are available in Calla PiCa Colada traffic during the peak periods to allow side street traffic to access Calla PiCa Colada safely. TRAFFIC VOLUMES: The Traffic & Transportation Commission requested Staff to bring the Calle PiCa Colada issue back to the Commission with new traffic counts data on Calle Pi~a Colada and Avenida Barca. The old counts were taken when school was not in progress and the new counts were at a time that school was in session. The old and new 24-hour volumes counts on Calle PiCa Colada are both less than the 2-lane residential roadway capacity range of 3,000-3,500. Both the old and new peak half-hour traffic counts on Calle Plea Cotada provides for more time than the typical driveway maneuver (worst case backing out) which is 10-15 seconds at most. The new counts show the peak half-hour traffic volumes represent an average of one vehicle every 17 seconds. These gaps should be adequate for traffic on Salt River Court, Yorba Court and Bravo Court to enter the traffic stream at stop controlled "T" intersections. SPEED LIMITS: Since the last Traffic & Transportation Commission Meeting regarding Calle PiCa Colada, a 30mph speed limit has been posted on Calle PiCa Colada from La Serena Way to Det Rey Rd. On July 6, 1992 Staff field-investigated the existing conditions for the possibility of classifying Calle PiCa Colada from La Serena Way to Del Rey Rd. as a Residential District, Per Section 515 of the California Vehicle Code, the following two are definitions of a Residential District: "(a) ... upon one side of which highway, within a distance of a quarter of a mile, the contiguous property fronting thereon is occupied by 13 or more separate dwelling houses or business structures, or (b) upon both sides of which highway, collectively, within a distance of a quarter of a mile, the contiguous property fronting thereon is occupied by 16 or more separate dwelling houses or business structures." The case (b) of the above definition does meet the warrant to classify Calle PiCa Colada from La Serena Way to Del Rey Rd. as a Residential District (see Exhibit "A"). Therefore, Staff recommends that the posted speed limit on Calle PiCa Colada be reduced from 30mph to 25mph. The traffic volumes on Avenida Barca are in most cases higher than Calle PiCa Colada as you can see in the above table. If Calle PiCa Colada was to be closed to vehicle traffic, there would be an additional amount of traffic placed onto Avenida Barca. In the last Staff's report it was stated that 500-700 vehicles could be redistributed to Avenida Barca which would increase the 24-hour volume on Avenida Barca to 2,138-2,338 (30% to 42% higher). By using these percentages, the peak 1/2-hour counts would possibly increase to 165 on Avenida Barca. This increase would only provide 11 seconds of gap time, which is in the range of a typical driveway maneuver (worst case backing out). Proceed with this recommendation to the City Council for approval by a resolution or ordinance. EXISTING CONDITIONS: Jefferson Ave. is classified as a Major Highway, 76' wide from curb to curb. The average daily traffic for Jefferson Ave. north of Winchester Rd. is 14,200. The posted speed limit is 50mph (85 percentlie = 51 m ph). The area adjacent to Jefferson Ave. between Winchester Rd. and the northerly city limits is zoned commercial/industrial. Approximately 1000' north of Winchester Rd. a bridge exists for the Santa Gertrudis Creek. North of the bridge exists mostly vacant graded land with some commercial developments. Only one development north of the bridge has access onto Jefferson Ave. at the present time. The area from the bridge south to Winchester Rd. is fully developed. The Traffic Engineering Staff field-investigated the existing parking conditions on Jefferson Ave. N/O Winchester Rd. and found that parking is allowed on both sides of Jefferson Ave. except on the bridge per the Vehicle Codes Section 22500(k) and an approx. 100' section of red curb on the E/S of Jefferson Ave. Staff has observed that vehicles on the bridge, even though it is illegal. The police department has been notified of this matter. Because of the continuous parking violations that have been observed, Staff recommends that "No Parking" signs be posted on the bridge. Between Sanborn Ave. and Winchester Rd. there exists two commercial driveways on the west side and four commercial driveways on the east side of Jefferson Ave. At the intersection of Jefferson Ave. & Winchester Rd. there exists a 10' wide striped S/B right turn lane without any restriction of parking. Therefore, parking restrictions for the S/B right turn lane is needed. There exist two lanes of traffic for both directions on Jefferson Ave., both #1 lanes are 12' wide, both #2 lanes are 20' wide, and there is a 12' wide two-way left lane in the middle of the roadway. Both #2 lanes provide a 8' wide parking lane along with a 12' wide travel lane. Just for comparison, Jefferson Ave. between Winchester Rd. and Rancho California Rd., is all zoned for commercial and the roadway conditions are similar to the area n/o Winchester Rd., except that there exists no parking on both sides of Jefferson Ave. and the posted speed limit 45mph. ACCIDENT FINDINGS: There were 2 each reported accidents in the subject area in the year of 1990 and 1991. Both accidents involved vehicles exiting the commercial driveways onto Jefferson Ave. To date for the year of 1992 there has not been a reported accident in the subject area. SIGHT DISTANT RESTRICTIONS: Per the Caltrans Highway Design Manual, the 50mph stopping sight distance is 430'. To provide this required stopping sight distance, parking needs to be prohibited for at least 260' from the left side of each driveway on Jefferson Ave. This would require the need to install "No Parking" signs continuously along Jefferson Ave. from Winchester Rd. to the Santa Gertrudis Creek Bridge, except for 188' on the west side of Jefferson Ave. between the first two driveways north of Winchester Rd. Also, there is a need to prohibit parking for 460' on the east side of Jefferson Ave. north of the bridge to Sanborn Ave. to meet the above sight distance requirements. To provide adequate exiting site distance to the right of the driveways, a minimum of 20' is needed to be restricted from parking to allow the person exiting to see any vehicles in the two-way left turn lane. This right side restriction would reduce the above 188' parking to 160' on the west side of Jefferson Ave. Staff recommends to install "No Parking" signs on both sides of Jefferson Ave. from the bridge to the Winchester Rd., except for the 160' on the west side of Jefferson Ave. as mentioned above. Adjacent to the 160' long parking area on the west side of Jefferson Ave. exists several newspaper stands that need to be accessible to the public. Staff recommends to limit the parking time to 2 hours to help this area to have a higher vehicular turnover for the existing business and for the newspaper stands. FISCAL IMPACT: FY92-93 Impact: Install approx. 18-"No Parking At Any Time" (R26) signs on both sides of Jefferson Ave. between the Bridge and Winchester Rd. and on the east side of Jefferson Ave. north of the Santa Gertrudis Creek Bridge (18 X 100 = $1800). Remove existing red curb (100 X 1 = $100). Paint 160' of green curb (160' X 1 = $160). Therefore, the total FY92-93 impact is $2,060. ATTACHMENT: Exhibit "A" ITEM NO. 4 AGENDA REPORT TO: FROM: DATE: SUBJECT: Traffic and Transportation Commission Scott Harvey, Traffic Technician July 22, 1992 Parking At Kentucky Fried Chicken RECOMMENDATION: It is recommended that red curb be painted on the north and south side of Moreno Rd. east of Front St. per Exhibit "A". Proceed with this recommendation to the City Council for approval by a resolution. DISCUSSION: On May 4, 1992 there was a request to paint red and green curbs to prohibit parking near and around the Kentucky Fried Chicken to help sight visibility and to eliminate trucks from parking overnight. EXISTING CONDITIONS: Moreno Road is classified as a Secondary Highway, 64' wide curb to curb. The posted speed limit is 25mph. The area adjacent to Moreno Road is zoned for commercial. In the immediate vicinity are three (3) restaurants, two (2) motels, and a commercial business. The Traffic Engineering Staff field-investigated the existing parking condition on Moreno Rd. and found that there is no restriction of any parking except at the existing fire hydrant in front of Denny's~ Staff observed vehicles parking very near the fire hydrant on several occasions. Therefore, Staff recommends to paint red curb at the fire hydrant location. ACCIDENT FINDINGS: There have been no reported accidents in the subject area in the year of 1991, nor in the year of 1992 to date. SIGHT DISTANT RESTRICTIONS: There exists a sight distant problem for each driveway near the Kentucky Fried Chicken property. Staff recommendations to paint red curb between the driveways at the Kentucky pwO4~ttafflc~agda\0722.4 0714 Fried Chicken, Denny's, Mexico Chiquito and at the Best Western to improve the sight distance for people driving vehicles out of the existing driveways (see Exhibit "A"). OVERNIGHT PARKING: There is no Vehicle Code nor any Temecula Traffic Ordinance that restricts overnight parking for commercial vehicles. Therefore, staff does not recommend restricting the parking of trucks in this area. FISCAL IMPACT: FY92-93 Impact: Stripe 200' of red curb @ 1 X 200 = $200. ATTACHMENT: Exhibit "A" r~ ITEM NO. 5 DISCUSSION ONLY ITEM NO. 6 AGENDA REPORT TO: Traffic and Transportation Commission FROM: Scott Harvey, Traffic Technician DATE: July 22, 1992 SUBJECT: Typical Striping for Knuckle Type of Streets RECOMMENDATION: That the Traffic & Transportation approval a typical double yellow stripe for knuckle type of streets in the City of Temecula. DISCUSSION: Staff has field-surveyed several knuckle streets in the City of Temecula and observed many people cutting the knuckle and driving onto the oncoming travel lane. There is a need to have a definite distinction between both travel ways, especially in this type of situation. For the safety of the general public, Staff is recommending to at least stripe the curve section of a knuckle (see Exhibit "A") with a double yellow stripe per Caltrans Detail No. 21 and to only stripe those knuckles that warrant the striping. ATTACHMENT: Centerline Striping Policy CITY OF TEMECULA CENTERLINE STRIPING POLICY The use of painted centerllne stripes on paved streets is a proven separator and traffic safety device. It should not be used unless the pavement has sufficient width to accommodate opposing lanes of traffic. This policy is established to provide a guide in making judgements so that the goal of ultimately striping all suitably paved City streets can progress in a fair and reasonable manner within the financial ability of the City to maintain, and to serve the greatest number of street users. The following types of roadways will be the first priority in providing centerline striping: arterial, major, secondary, and industrial collector. Due to their residential nature, collectors and local streets would only be considered under special circumstances. Listed below are the guidelines used to determine the centerline striping of a City street. 1. An Average Daily Traffic Volume of 750 vehicles or more. Pavement width to provide at least two adequate traffic lanes of acceptable widths. 3. Route continuity. 4. Established through street (all intersecting streets stop). 5. High motor vehicle accident rate. 6. Multi-lane street. 7.
