Speakers are limited to two (2) minutes each. If you desire to speak to the Commission about an item not listed on the Agenda, a pink "Request to Speak' form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. For all other agenda items, a "Request to Speak" form must be filed with the Recording Secretary before the Commission gets to that item. I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA TRAFFIC AND TRANSPORTATION COMMISSION WEDNESDAY, JULY 22, 1992 A regular meeting of the City of Temecula Traffic and Transportation Commission was called to order on Wednesday, July 22, 1992, 7:05 P.M. at Vail Elementary School, 29915 Mira Loma Drive, Temecula, California, Chairman Ron Roberts presiding. Commissioner Roberrs led the flag salute. PRESENT: 4 COMMISSIONERS: Guerriero, Johnson, Sander, Roberts ABSENT: 1 COMMISSIONERS: Godnick Also present were Director of Public Works Tim Serlet, Traffic Technician Scott Harvey, Traffic Consultant Ben Dobbins, Maintenance Supervisor Brad Buron and Minute Clerk Gail Zigler. PUBLIC COMMENT None COMMISSION BUSINESS MINUTES OF JUNE 24, 1992 It was moved by Commissioner Guerriero, seconded by Commissioner Johnson to approve the minutes of June 24, 1992. The following homeowners spoke in opposition to the recommendation, asking that the Commission approve the closure of Calle Pi~a Colada based on the volumes and speeds of the traffic on their street: Martin Hovenkotter, 30557 Calle Pi~a Colada, Tem. Kim Muscato, 41365 Bravos Court, Temecula Betty Pittet, 30642 Calle Pi~a Colada, Temecula Brett Sanders, 30737 Calle Pi~a Colada, Temecula Sam Cuckovich, 30767 Calle Pi~a Colada, Temecula Peter Huhn, 30879 Calle PiCa Colada, Temecula Lori Harrison, 30969 Calle PiCa Colada, Temecula Jamie Christian, 30762 Calle Pi~a Colada, Temecula Frank Oxandaboura, 30909 Calle Pir~a Colada, Temecula Frank Correa, Salt River Court, Temecula Ann Ralph, 30969 Calle PiCa Colada, Temecula Commissioner Johnson asked that staff re-study and make the assumption that there would be no increased traffic to Avenida Barca if the street were closed and to look at the traffic impacts by the development occurring at the intersection of Ynez and Winchester. Commissioner Johnson added that he was not sure that a 5 mph reduction in speed limit would accomplish anything. Chairman Roberts asked that staff find out when Kahwea is scheduled to open and if possible get it opened. It was moved by Commissioner Sander, seconded by Commissioner Guerriero to send the recommendation back to staff for further review, and to place two (2) Stop Signs as a temporary measure. Tim Serlet stated that he would rather have staff take the recommendation back for further study and bring the item back with a solid recommendation. JEFFERSON AVENUE N/O WINCHESTER ROAD - STREET PARKING 3.1 Recommendation that "No Parking" signs be installed on both sides of Jefferson Avenue from Winchester Road to Santa Gertrudis Creek Bridge, except for a 160' long 2-hour parking restriction on the west side of Jefferson Avenue and install "No Parking" signs on the east side of Jefferson Avenue from the Bridge to Sanborn Avenue. Also, that Staff will look at the remaining areas north of this area for prohibiting parking when development permits. Proceed with this recommendation to the City Council for approval by a resolution. Scott Harvey presented the staff report. At 8:55 P.M. Chairman Roberts opened the meeting for public comment on this item. The following individual spoke in opposition to the recommendation: Greg Treadwell, owner of Granny's Bakery, 27300 "B" Jefferson, Temecula. Mr. Treadwell stated that he felt that "2 Hour Parking" was more appropriate and opposed the recommendation for "No Parking". It was moved by Commissioner Johnson, seconded by Commissioner Guerriero to recommend to restrict parking to the second driveway north of Winchester Road on the east side of Jefferson and 420' north of Winchester Road on the west side of Jefferson and paint red curb on both sides of Jefferson Avenue at the Santa Gertrudis Creek Bridge. It was moved by Commissioner Guerriero, seconded by Commissioner Johnson to approve staff recommendation that red curb be painted on the north and south side of Moreno Road east of Front Street. Commissioner Sander questioned the "Action Taken" on Item No. 8 of January 1992. Scott Harvey advised that he would arrange for a Cal Trans representative to be present at the next meeting to answer the Commissioner's questions. Commissioner Johnson asked if the City was going to do anything about the condition of the some of the older streets in Temecula. Brad Buron, Maintenance Supervisor, advised that the City is one month away from implementing a Pavement Management System. TRAFFIC ENGINEER'S REPORT Ben Dobbins advised that the Traffic Census Program had begun and the results will be available at the August meeting. Tim Serlet presented the Commission with a handout ad memorandum regarding the Temecula-Murrieta Traffic Sub-Committee, with a brief discussion. He also advised the Commission that the traffic signal for Winchester/Margarita is at Cal Trans. Scott Harvey advised of the following: * Traffic signal for Margarita/La Serena is in for first plan check. * Signals should be operating at the Rancho California Road over-crossing by the end of August. * "Bike Lane" signs are being placed throughout the City. TTMIN7/22/92 -6- 8/7/92 TRAFFIC AND TRANSPORTATION COMMISSION JULY 22, 1992 COMMISSION REPORTS Commissioner Guerriero questioned the status of Stop Signs or signals at Highway 79 South and the I-15. Tim Serlet advised that the Assessment District is designing signals for those ramps. Commissioner Johnson advised that his review of the three proposed developments southeast of Ynez show some discrepancies which he is reviewing with staff. ADJOURNMENT It was moved by Commissioner Johnson, seconded by Commissioner Guerriero to cancel the regular meeting of the Traffic and Transportation Commission of August 26, 1992 and re- schedule for August 19, 1992 due to a conflict in vacation schedules. The motion was carried unanimously with Commissioner Godnick absent. DAVID G UND ERMA N DEPUTY D/RECTOR WESTERN RIVERSIDE COUNCIL 0 F G 0 VERNMEN TS ITEM NO. 3 DISCUSSION ONLY ITEM NO. 4 AGENDA REPORT TO: Traffic & Transportation Commission FROM: Scott Harvey, Traffic/Engineering Technician DATE: August 19, 1992 SUBJECT: Speed Limit on Pauba Road RECOMMENDATION: That the Traffic and Transportation Commission recommend to City Council that the posted speed limit on Pauba Road, from Ynez Road to Meadows Parkway, be reduced from 50 m.p.h. to 45 m.p.h. BACKGROUND: The Traffic and Transportation Commission requested that staff conduct a speed zone study on Pauba Road. Staff field investigated Pauba Road, from Ynez Road to Meadows Parkway, and found many horizontal and vertical curves which limit the sight distances. The roadway width, from several hundred feet east of La Primavera Street to Margarita Road, is less than the minimum roadway width of 24 feet. The above field conditions create an unusual condition that warrants a speed limit less than the critical speed. As shown on the attached speed radar survey printouts, the critical speed (85 percentlie) varied from 47 to 55 m.p.h. throughout the survey limits. Therefore, staff recommends, due to the unusual field conditions, that the posted speed limit of 50 m.p.h. be reduced to 45 m.p.h. BACKGROUND: Staff has received several requests for "STOP" signs in the Winchester Creek and Winchester Collection developments, and for the commercial area bounded by Winchester Road on the north, Jefferson Avenue on the east, Via Montezuma on the south, and Murrieta Creek on the west. Staff field-investigated both areas and found inadequate vehicle control at 20 locations. Due to inadequate vehicle control and/or limited sight distance, Staff recommends the installation of "STOP" signs at the intersections listed on Exhibit "A" attached. FISCAL IMPACT: FY92-93 Install twenty "STOP" signs with stop bar and stop legend (20 @ $110.00 ea.) = $2,200.
