A regular meeting of the City of Temecula Traffic and Transportation Commission was called
to order Wednesday, September 23, 1992, 7:00 P.M., Temecula City Hall Main Conference
Room, 43174 Business Park Drive, Temecula, California. The meeting was called to order by
Vice Chairman Knox Johnson. Commissioner Guerriero led the flag salute.

the northbound right-turn lane.

Commissioner Guerriero questioned the status of the traffic signal at Margarita and La
Serena.
Scott Harvey advised that the signal has passed first plan check.
Commissioner Guerriero recommended placing a "Do Not Enter" sign at the Margarita
Road driveways of the Palomar Village Shopping Center to discourage illegal left turns.
Scott Harvey advised that staff is considering re-striping to allow a left turn pocket into
the shopping center off Margarita.
Vice Chairman Knox Johnson questioned the status of access to Kahwea.
Scott Harvey advised that the contractor will be opening Kahwea Road October 15,
1992.
TRAFFIC ENGINEER'S REPORT
Ben Dobbins advised that staff has been receiving requests from the residents along Avenida
De La Reina on how to separate the two streets since you cannot get from one end to the
other.
It was moved by Commissioner Sander, seconded by Commissioner Godnick to add "North"
and "South" to Avenida De La Reina.

Scott Harvey advised that Ed Dool, Temecula Shuttle, has requested a presentation to the
Commission in October to discuss a Dial-A-Ride Program for the City.
Vice Chairman Knox Johnson stated that he would like to see the rules and regulations for the
program.
Commissioner Guerriero stated that staff should contact RTA and inquire if they have a
program as well.
Ben Dobbins advised of the following:
* A traffic study reflected a signal was not warranted at Avenida De La Reina and
the entrance to the high school as requested by the Public Safety Commission.
* Regarding Meadowview:
* Staff is recommending a double yellow centerline strip on Via Norte and
Calle PiCa Collada. After the double yellow line is in place, staff will
perform a speed zone survey.
* "No Outlet" signs being placed where necessary.
* Seven (7) intersection signs will be installed where there isn't proper
sight distance.
* Brad Buron, Maintenance Superintendent, discussed the road
maintenance program.
* Putting a package together to install compatible controller at the intersection
of Winchester and Jefferson that would interconnect with the Caltrans signals
to the east.
Scott Harvey distributed design of the Margarita Road detour.
COMMISSION REPORTS
Commissioner Guerriero suggested that the Commission address its purpose again, which he
feels should be a buffer between the community and the City Council. Commissioner

Guerriero added that he would like to see the City referring traffic problem calls to the
Commission first.
Commissioner Sander added that the Calle Medusa sub-committee established by the Traffic
and Transportation Commission was very effective in working on solutions to the problems.

Vice Chairman Knox Johnson declared the meeting adjourned at 8:30 P.M.

Calle Pifla Colada
RECOMMENDATION:
At the Traffic and Transportation Commission's request, Staff has prepared additional traffic
data and information for their recommendation on the closure of Calle Pi~a Colada.
BACKGROUND:
The residents of Calle Pi~a Colada have requested the closure of the street to prevent through
traffic. The Traffic and Transportation Commission has reviewed this subject at its February
27, 1991,April 24, 1991,July24, 1991,and July22, 1992meetings. At the July 22, 1992
meeting, the Traffic and Transportation Commission recommended that Staff make further
review and studies regarding the closure of Calle Pi~a Colada.
The following is additional data collected by Staff: A license plate study was conducted to
determine the number of vehicles using Calle PiCa Colada not originating within the area
bounded by Del Rey Road and La Serena Way. Observers were stationed on Calle PiCa Colada
at Del Rey Road and on Calle PiCa Colada at La Serena Way from 6:30 a.m. to 9:00 a.m., and
from 2:00 p.m. to 5:00 p.m. License plate numbers were recorded for both north and
southbound vehicles at both locations. Plate numbers were then matched to determine the
number of through-trips. Listed below are the results of the survey.

Conclusion of Study Results.
During the period of the survey, it was found that 67.7% of the traffic entering Calle Pir~a
Colada from La Serena Way is through traffic, while 64.0% of the traffic leaving Calle PiCa
Colada at La Serena Way is through traffic.
It was also found that 77.4% of the traffic entering Calle Pi~a Colada at Del Rey was through
traffic, while 66.7% of the traffic leaving Calle Pi~a Colada at Del Rey was through traffic.
Using an estimated 580 trips for the area traffic (58 lots x 10), it was determined from the
study that 183 vehicles would enter the area from La Serena and 107 vehicles would enter
from Del Bey, with 149 vehicles exiting the area at La Serena and 141 exiting at Del Rey.
From the above, it is estimated that about 248 vehicles, of the 580 locals, would be effected
by a closure.
The School District was contacted regarding the usage of Calle PiCa Colada by the School
Buses. The School District's Transportation Section related that closure of Calle PiCa Colada
would effect 8 minibus trips, 2 standard bus trips. The closure would cause adverse distance
for the buses and additional costs.
The Staff recognizes that the majority of vehicle traffic on Calle Pi~a Colada is through traffic
from outside the local area. Staff at this time would not recommend a closure, but the

implementation of any methods to deter the through traffic usage. Listed below are some
possible methods.
Install signs restricting left turns on Del Rey Road at Calle Pir'ia Colada between the
hours of 7:00 a.m. to 9:00 a.m., and on La Serena Way at Calle Pi~ia Colada between
the hours of 4:00 p.m. to 6:00 p.m. The restrictions would limit the majority of
traffic during peak hours.
Install traffic circles on Calle PiCa Colada at the intersections of Bravo Court, Yuba
Circle, and Salt River Court (see attached drawing).
Install STOP signs on Calle PiCa Colada at Bravo Court, Yuba Circle, and Saltriver
Court. These STOP signs are not warranted.
4. Selective enforcement of speeds and vehicle violations.

Calle Pina Colada between La Serena Way and Del Rey Road
BACKGROUND:
The Engineering Dept. has received nineteen requests to close Calle Pina Colada West of Salt
River Court. These requests were received from residents of Del Rey Road (8), Salt River Ct.
(3), and Calle Pina Colada (8).
A traffic investigation of the area revealed the following information:
Calle Pina Colada is one of approximately six access points for the properties served
by the Del Rey Road/Via Norte loop. If Calle Pina Colada is closed, additional traffic
will be forced to utilize each of the remaining 5 access roads. It is anticipated that
closure of this road would result in similar requests at other locations.
Traffic volume on Calle Pina Colada is estimated to be approximately 1000 vehicles per
day. There have been no accidents reported on Calle Pina Colada, however there was
one accident reported on Del Rey Road at Calle Pina Colada in 1990. Currently, there
is no speed limit posted on Calle Pina Colada.
Calle Pina Colada does not satisfy the requirements of California Vehicle Code (CVC)
Section 515 to be classified as a "residence district". There are 23 residences existing
of Calle Pina Colade which is 2055 feet long, CVC Section 515 requires a minimum
of 25 residences for this distance.
There are five additional residences on Bravos Ct., Yuba Ct. and Salt River Ct. which
lie along Calle Pina Colada but can not be included in the inventory above, due to the
requirements of CVC Section 240.
The design speed of Calle Pina Colada is 30 mph. This is due to limited sight distance
at the cross streets and at a crest vertical curve in the roadway. There are also several
horizontal curves in the roadway with radii of approximately 500 feet which provide
a comfortable ride at 30 mph.
Possible alternative measures to improve traffic conditions on Calle Pina Colada include the
following:
1. Establish a 30 mph speed limit on Calle Pina Colada, based on the design speed of the
road. If additional residential development occurs the speed limit could then be
adjusted to 25 mph, based on CVC Section 515.
2. Enhanced enforcement effort to gain maximum compliance with traffic regulations.
3. Develop additional access points to the Del Rey Road/Via Norte Loop, to offset
additional traffic as development occurs.

Calla Pina Colada
RECOMMENDATION:
Request the City Council to (a) direct staff to prepare a
traffic engineering study addressing traffic conditions on
Calla Pina Colada between Del Ray Road and La Serena Way
and lb) authorize the funds to conduct the study.
BACKGROUND:
Prior to the Commission's February 27, 1991 meeting, the Engineering Department
had received several requests regarding traffic conditions on Calla Pina Colada
between Del Rey Road and La Serena Way. At the February 27,1991 meeting, the
Commission received comments from residents of Calle Pina Colada regarding this
situation. A petition {essentially requesting that Calla Pina Colada be closed just
west of Salt River Court) was also received at that meeting signed by about ~,1
residents | representing about 20-25 residences in the area). Essentially residents
are concerned about speeding and infiltration of through traffic.
At the February 27, 1991 meeting, the Commission directed staff to present'the
approval of a 30 mph. speed zone to the City Council. In order for radar
enforcement to be used, an engineering and traffic survey has been formally
prepared to support the 30 mph. speed limit. This survey is required by California
Vehicle Code {CVC) Sections 22357 and CVC Section 22358. Council action is
scheduled on this recommendation on May lu, th.
In response to the Commission's request to do an investigation of closing Calle Pina
Colada, staff believes that a complete traffic study should be conducted to {1 )
quantify the level of through traffic on Calle Pina colada. {2) examine the affects
closure may have on local access. {3) quantify the possible level of diversion of
traffic to other residential streets and {u,) examine other possible alternative
solutions. The scope of work and anticipated costs are as follows:

This task will involve gathering existing pertinent roadway characteristics (i. e.,
street/right-d-way widths, signing and striping, average daily traffic, peak hour
traffic, and other features of area roadways. Traffic counts will be taken on Calle
Pina Colada, Del Rey Road, La Serena way and Avenida Barca. License plate
surveys will be conducted to quantify through traffic infiltration and area traffic
patterns.

Develop Alternative Solutions
Potential alternative solutions to control through traffic infiltration and excessive
speed will be developed in this task.

Calle Pi~a Colada
RECOMMENDATION
It is the recommended that the Traffic and Transportation Commission deny
the request for closure of Calle Pina Colada based on the facts presented in
this staff report and summarized in the Conclusion.
BACKGROUND:
As the Commission will recall, traffic conditions on Calle Pifia Colada were
discussed initially at the February 27, 1991 meeting in response to requests
from the neighborhood to close Calle Pifia Colada west of Salt River Court and
to concerns regarding "speeders" on this street. (See February 27, 1991
Staff Report - Attachments) Some members of the neighborhood wished to
close Calle Pi~a Colada to prevent an infiltration of traffic which was allegeally
short-cutting through Calle Pifia Colada (Between La Serena and Del Rey)
while traveling between the Ynez-Solana area to areas east of Calle Pifia
Colada near La Serena Way (Calle Medusa area and others).
With regard to the speeding issue on Calle Pi~a Colada, an Engineering and
Traffic Survey was prepared in accordance with California Vehicle Code
Sections 22357, 22358, and 615 to determine the appropriate speed limit which
can be enforceable with radar. An urgency ordinance amendment to institute
a 30-mph speed limit will be introduced before the City Council on July 23rd.
The ordinance could become effective on July 26th. Speed limit signs can be
placed on Calle Pi~a Colada at that time. Since the March meeting was the
Calle Medusa Public Hearing, staff brought to the Commission on April 24th
a recommendation that the Commission request the City Council direct staff to
conduct a complete traffic study relative to closing Calle Pi~a Colada. This
recommendation was denied by the Commission believing the $8,500 study cost
was not justifiable.
At the June 1991 meeting, the Commission referred this matter back to staff
for further study in response to the continuing additional request from
residents of Calle Pi~a Colada at the June meeting to provide relief from the
alleged infiltration of through traffic.
could result in a fragmented street system which loses its capability to
transport the community from point to point without unnecessary delay and
increased circuitry, and associated increases in noise and air pollution.
Fragmentation of the street system can also create significant increases in
emergency vehicle response times, confusion to necessary delivery and
construction travel in the City, and to other visitors and business activity
necessary for economic vitality. Many issues need to be satisfactorily
addressed before a street closure should be seriously considered inclu;clin9 the
followlng:
Is the environmental capacity of the roadway exceeded?
Are driveway and pedestrian movements extremely constrained?
Are safe gaps available at intersections for vehicles to enter the
roadway?
Do the substantial majority (2/3 to 3/u,) of residents concur with
possible street closure?
Are there viable alternatives for both residents and diverted traffic?
Will diversion cause the problem to be shifted to another
adjacent/nearby street?
Will emergency access have acceptable alternatives {no major response
time increases)?
Consideration of Calle PiCa Colada:
Typically the environmental capacity of a 2-lane roadway in a residential
atmosphere is in the 3,000-3,500 vehicles per day range. At this level, when
peak hour volumes have a typical relationship to daily traffic (8-12%)
experience has shown that the spacing of vehicles becomes such as to preclude
driveway and pedestrian movements and residents become generally concerned
that their peaceful environment is becoming threatened. This range
corresponds to an average vehicle spacing of 5 vehicles/minute. Volumes on
Calle PiCa Colada are significantly below these levels (daily volume 1,150;
peak half-hour volumes about 2 vehicles/minute).
During the peak half hour the spacing of vehicles on Calle Pi~a Colada is about
33 seconds. Since a typical driveway maneuver {worst case backing out)
should require 10-15 seconds at most, no significant interference has been
identified by the analysis.
Similarly, a 30-second gap in volume on Calle PiCa Colada should be more than
adequate for traffic on Salt River Court, Yorba Court and Bravo Court to
enter the traffic stream at stop controlled "T" intersections.
Based on the interest shown by the Calle Pi6a Colada residents, it appears a
substantial majority would favor street closure. However, as will be shown,
significant diversion could occur to Avonida Barca to the west. Those
residents, when properly informed, would likely oppose any closure of Calle
Pi~ia Colada.
Figures 7-10 show the anticipated patterns of diversion of through traffic
which is likely to occur with any closure of Calle Pina Colaria. As these figures
indicate, of the four possible movements along Calle Pina Colaria that would be
diverted with a closure, three are anticipated to shift traffic (mostly current
through traffic on Calle Pina Colada) to the west to Avonida Barca, a roadway

The main account for the difference in the volumes in the above table is the difference in time
of the year the counts were taken. The old counts were taken when school was not in
progress and the new counts were at a time that school was in session.
The old and new 24-hour volumes counts on Calle PiCa Colada are both less than the 2-lane
residential roadway capacity range of 3,000-3,500. Both the old and new peak half-hoUr
traffic counts on Calle PiCa Colada provides for more time than the typical driveway maneuver
(worst case backing out) which is 10-15 seconds at most. The new counts show the peak
half-hour traffic volumes represent an average of one vehicle every 17 seconds. These gaps
should be adequate for traffic on Salt River Court, Yorba Court and Bravo Court to enter the
traffic stream at stop controlled "T" intersections.
SPEED LIMITS:
Since the last Traffic & Transportation Commission Meeting regarding Calle Pi~a Colada, a
30mph speed limit has been posted on Calle PiCa Colada from La Serena Way to Del Rey Rd.
On July 6, 1992 Staff field*investigated the existing conditions for the possibility of
classifying Calle Pi~a Colada from La Serena Way to Del Rey Rd. as a Residential District. Per
Section 515 of the California Vehicle Code, the following two are definitions of a Residential
District:
"(a)
... upon one side of which highway, within a distance of a quarter of
a mile, the contiguous property fronting thereon is occupied by 13 or
more separate dwelling houses or business structures, or
(b)
upon both sides of which highway, collectively, within a distance of a quarter
of a mile, the contiguous property fronting thereon is occupied by 16 or more
separate dwelling houses or business structures."
The case (b) of the above definition does meet the warrant to classify Calle PiCa Colada from
La Serena Way to Del Rey Rd. as a Residential District (see Exhibit "A"). Therefore, Staff
recommends that the posted speed limit on Calle PiCa Colada be reduced from 30mph to
25mph.
The traffic volumes on Avenida Barca are in most cases higher than Calle PiCa Colada as you
can see in the above table. If Calle PiCa Colada was to be closed to vehicle traffic, there
would be an additional amount of traffic placed onto Avenida Barca. In the last Staff's report
it was stated that 500-700 vehicles could be redistributed to Avenida Barca which would
increase the 24-hour volume on Avenida Barca to 2,138-2,338 (30% to 42% higher). By
using these percentages, the peak 1/2-hour counts would possibly increase to 165 on Avenida
Barca. This increase would only provide 11 seconds of gap time, which is in the range of a
typical driveway maneuver (worst case backing out). Staff would not recommend a street
closure on Calle Pifia Colada.

It is the recommended that the Traffic and Transportation Commission deny the request for
closure of Calla Pi~a Colada and recommend to City Council to reduce the posted speed limit
from 30mph to 25mph by ordinance.
BACKGROUND:
On July 24, 1991 Staff brought before the Traffic & Transportation Commission the denial
of the request for a street closure of Calla PiCa Colada based on the following reasons:
The level of peak 1/2-hour traffic volumes is not significantly interfering with driveway
or pedestrian movements on the street.
The closure would create a significant diversion of traffic to another residential type
roadway (Avenida Barca), therefore there is not an appropriate alternative for diverted
traffic.
Sufficient gaps are available in Calla PiCa Colada traffic during the peak periods to allow
side street traffic to access Calla PiCa Colada safely.
TRAFFIC VOLUMES:
The Traffic & Transportation Commission requested Staff to bring the Calla PiCa Colada issue
back to the Commission with new traffic counts data on Calla PiCa Colada and Avenida Barca.

Proposed "STOP" Signs
RECOMMENDATION:
That the Traffic and Transportation Commission recommend to the City Council the
installation of thirty (30) "STOP" signs per Exhibit "A."
BACKGROUND:
Staff has received several requests for "STOP" signs in the residential area bounded by Pala
Road on the north, Via Eduardo on the east, Pechanga Creek on the south, and Rainbow
Canyon Road on the west. Also, there have been requests for a "STOP" sign at the
intersections of North General Kearney Road at Salerno Road, and North General Kearney at
Deer Meadow Road.
Staff field-investigated both areas and found inadequate vehicle control at thirty (30)
locations. Due to inadequate vehicle control and/or limited sight distance, Staff recommends
the installation of "STOP" signs at the intersections listed on Exhibit "A" attached.
FISCAL IMPACT:
FY92-93:
Install thirty (30) "STOP" signs with stop bar and stop legend (30 @ ~110.00 ea.) = ~3,300.

Multi-way "STOP" Control at Rainbow Creek and Springtime
RECOMMENDATION:
Submitted to the Traffic and Transportation Commission for their recommendation the City
Council for the installation of additional stop control at the intersection of Rainbow Creek
Drive and Springtime Drive.
BACKGROUND:
The intersection of Rainbow Creek Drive and Springtime Drive is a "TEE" residential
intersection within the Winchester Collection area. Springtime Drive now stops for Rainbow
Creek Drive. This "STOP" sign was recommended by the commission due to visibility
limitations. Attached please find the existing entering traffic volumes.
No accidents have been recorded at this location.

Driveway Turn-Arounds, North General Kearney Road
RECOMMENDATION:
Discussion and recommendations by the Traffic and Transportation Commission.
BACKGROUND:
The Traffic and Transportation Commission is being asked to review the driveway
requirements for Tract 22627 lots fronting North General Kearney Road. The grading plan
approved by the County required that the lots fronting North General Kearney Road driveways
should be built to allow vehicles to turn around and enter North General Kearney Road front
first (no backing). See attachment.
The tract has been completed and most of the homes have been sold, and the required turn-
around driveways were not constructed. The Builder has stated that he would construct the
driveways per plans, but would need the new homeowners to concur. The street with of
North General Kearney is 44 feet curb-to-curb.
Staff has received numerous complaints of speeding.
