I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION THURSDAY, AUGUST 26, 1993 A regular meeting of the City of Temecula PublicrFraffic Safety Commission was called to order on Thursday, August 26, 1993, 7:00 P.M., at Tomecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. Chairman Guerriero called the meeting to order. Commissioner Perry led the flag salute. PRESENT: 4 ABSENT: 2 COMMISSIONERS: Johnson, Perry, Sander, Guerriero COMMISSIONERS: Holliday, Knopp Also present were Traffic Engineer Marry Lauber, Officer Mark Legget't, Division Fire Chief Jim Wright and Recording Secretary Gall Zigler. PUBLIC COMMENT Neal Cleveland, 28465 Front Street, Temecula, representing the property owners of the Kinko's commercial center, asked the Commission to consider opening up the red curb along Jefferson Avenue in front of the center, to allow one or two vehicles to park on the street or to allow limited parking (i.e. 15 minutes only parking). Mr. Cleveland stated Kinko's is requesting that their customers be allowed the convenience of parking on Jefferson for "quick stops" at this location. Traffic Engineer Marty Lauber said the City could consider a 15 minute parking zone as opposed to opening up parking along the red curb area. Ed Dool, 28657 Front Street, Temecula, representing Temecula Shuttle, provided the Commission with an update on the services provided by Temecula Shuttle and their request for funding to the City of Temecula for a new taxi-shuttle service. Chairman Guerriero questioned the amount of funds requested and what the funds would be used for. Ed Dool advised that Temecula Shuttle is requesting $100,000 from the RDA to fund a new facility and a computer/communications system. COMMISSION BUSINESS 1. Minutes of July 22.1993 Chairman Guerriero requested page 3 of the minutes, Border Patrol discussion, reflect a statement made by the INS representative regarding the frequency at which the Border Patrol is stationed along Rainbow Canyon Road. PTSMIN08/26193 -t- 09108~3 PUBLIC/TRAFFIC SAFETY COMMISSION MINUTES AUGUST 26. 1993 It was moved by Commissioner Perry, seconded by Commissioner Johnson to approve the minutes of July 22, 1993. The motion carried as follows: AYES: NOES: ABSENT: 4 COMMISSIONERS: 0 COMMISSIONERS: 2 COMMISSIONERS: Johnson, Perry, Sander, Guerriero None Holliday, Knopp No Parkino Zone - Rancho California West of Front Street Traffic Engineer Marty Lauber presented the staff report. It was moved by Commissioner Perry, seconded by Commissioner Sander to recommend to the City Council establishing a "No Parking" zone on Rancho California Road from Front Street to the western city limits. The motion carried as follows: AYES: NOES: ABSENT: 4 COMMISSIONERS: 0 COMMISSIONERS: 2 COMMISSIONERS: Johnson, Perry, Sander, Guerriero None Holliday, Knopp Truck/Semi-Trailer Parkins Reauirements Traffic Engineer Marty Lauber advised the Commission he spoke with several different agencies regarding this issue and was told that they feel trucks/semi-trailers are adequately marked and do not pose a safety hazard to the general public. Chairman Guerriero asked staff to request information from state and federal agencies to assist the Commission in formulating a city ordinance to deal with trucks/semi- trailers being parked on city streets. OTHER BUSINESS 4. Traffic Enaineer's Report Traffic Engineer Marty Lauber reported the following: Regarding a taxi-cab ordinance, staff received very little response, however PTSMIN08/26193 -2- 09/0~/93 PUBLIC/TRAFFIC SAFETY COMMISSION MINUTES AUGUST 26, 1993 comments made by Police, Risk Management and the City Attorney, will be presented to the Commission at the September meeting. The Engineering Department is currently completing the striping design for Ynez Road, north of Winchester Road. This will include a request for a no parking zone just north of Winchester Road. The Engineering Department is working on the traffic signal timing along the Ynez Road corridor. The Speed Undulation policy was presented to the City Council and the policy was approved with a change from 75% to 65% approval required on petitions from the affected property owners. The Council agreed to consider Calle PiCa Colada as the pilot project and a petition was picked up and the property owners are currently in the process of obtaining the necessary signatures. Engineer Lauber advised the Commission that he has been in contact with Cal Trans regarding the recommendation by Commissioner Perry that airport signage be placed on Interstate 15 and Highway 79 (Winchester Road). He said Cal Trans said they wilt consider the request but could not provide him with a time frame for their official response. The City will acknowledge the airport on the City's kiosk signs on Winchester Road. The City Council will be holding a workshop on Assessment Districts 159 and 161 on August 31, 1993, 6:00 P.M., at Temecula City Hall Main Conference Room. Police Chief's Reoort The Commission unanimously agreed to receive and file the police chief's report as submitted with no further discussion. Fire Chief's Report The Commission unanimously agreed to receive and file the fire chief's report as submitted with no further discussion. Engineer Lauber updated the Commission on the status of the Opticom System. PTSMINO8/28/93 -3- 09108/93 PUBLICrrRAFFIC SAFETY COMMISSION MINUTES AUGUST 26, 1993 8. Commission Reoorts Commissioner Perry provided an overview of the first Traffic-Watch sub-committee meeting held in August. Commissioner Perry said that the committee is considering a radio broadcasted traffic program, hosted by a Public Works employee, allowing listeners to call-in and comment or ask questions about city traffic problems and concerns. Chairman Guerriero asked staff to study the left lane on Jefferson, in front of the AM/PM mini-market, which gets congested and confusing during peak periods during the day. The Commission asked staff to study the left turn movements along the section of roadway from Diaz to Winchester Road. Staff informed the Commission that with limited staff this complex project could take many months to complete. Adjournment It was moved by Commissioner Perry, seconded by Commissioner Johnson to adjourn at 8:25 P.M. The motion was unanimously carried. BACKGROUND: The Traffic Engineering Division has prepared a Striping Plan for Ynez Road north of Winchester Road including County Center Drive and Equity Drive to its ultimate configuration. The ultimate configuration of Ynez Road will consist of five (5) lanes; four (4) twelve foot through lanes and a twelve foot two way left turn lane. The striping configuration on County Center Drive and Equity Drive will consist of two (2) thirteen foot through lanes and a fourteen foot two way left turn lane. Parking will be accommodated on both sides of County Center Drive, Equity Drive, and Ynez Road. Due to the reduction of street width on Ynez Road, 540 feet north of Winchester Road, staff recommends that this portion be designated as a "No Parking" zone to accommodate for uniform lane configurations. FISCAL IMPACT: 590 feet of red curb @ ~0.58/L.F. = $342.00 Attachment: Exhibit "A" pw15\traffic\commissn\egenda\93\1028 1028 1'1 II ITEM NO. 4 AGENDA REPORT Public/Traffic Safety Commission FROM: Marty Lauber, Traffic Engineer DATE: October 28, 1993 SUBJECT: Item 4 Speed Limit on Margarita Road North of Winchester Road RECOMMENDATION: That the Public/Traffic Safety Commission recommend to City Council the approval of posting the speed limit of 50 miles per hour on Margarita Road north Winchester Road to the northern City limits when the street is accepted by the City. BACKGROUND: On August 23, 1993, Margarita Road was opened to traffic from Winchester Road to Rustic Glen Drive. A citizen notified staff that a speed limit had not been posted on Margarita Road, north of Winchester Road to the northern City limits. Staff conducted a Traffic and Engineering Survey for Speed Zoning to determine if the existing maximum speed limit is reasonable. Staff found the 85th percentlie speed to be 52 miles per hour and the ten (10) miles per hour pace range is 43 miles per hour through 52 miles per hour. After acceptance by the City, staff recommends posting Margarita Road from Winchester Road to the northern City limits at 50 miles per hour. BACKGROUND: Staff has been requested to install two (2) additional stop signs on Pauba Road at Meadows Parkway which would make it an all-way stop. The California Department of Transportation Traffic Manual identifies three (3) criteria for the consideration of multi-way stops. Where traffic signals are warranted and urgently needed, the multi-way stop may be an interim measure that can be installed quickly to control traffic while arrangements are being made for the signal installations. An accident problem, as indicated by five (5) or more reported accidents within a twelve (12) month period of a type susceptible to correction by a multi-way stop installation. Such accidents include right-angle and left-turn collisions as well as right-angle collisions. 3. Minimum traffic volumes a. The total vehicular volume entering the intersection from all approaches must average at least 500 vehicles per hour for any eight (8) hours of an average day, and b. The combined vehicular and pedestrian volume from the minor street or highway must average at least 200 units per hour for the same eight (8) hours, with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but c. When the 85-percentlie approach speed of the major street traffic exceeds 40 miles per hour, the minimum vehicular volume warrant is 70 percent of the above requirements. pw15\treffic\commissn\egenda\93\1028 1028 Although an all-way stop is currently not warranted, staff has reviewed existing school area signing and striping, and has recently striped cross-walks and upgraded pedestrian signage. We have also worked with Riverside Transit Agency (RTA) to relocate a bus stop to reduce pedestrian crossings. BACKGROUND: A request was received during the public comment portion of the August 26, 1993 Commission Meeting to remove the existing parking restriction adjacent to Kinko's Copies. The Commission asked staff to investigate creating a 15 minute "Parking Zone" away from existing driveways. Jefferson Avenue is a 76 foot wide roadway within a 100 foot right-of-way. This road is classified as a major street on the City's circulation element of the draft general plan. It is also shown as a class II or III bicycle route. Staff can not support the installation of a 15 minute limited parking zone based on the following concerns: The ultimate use of the eight feet adjacent to the curb will be used for a bike lane from Front Street to the City's northern limit as well as for emergency parking. Additional on-street parking could only add to the number of traffic conflicts and view obstructions which could lead to an increased accident rate. The limited parking area may not meet its intended purpose of high turn-over without a concentrated policing effort. As a condition of development approval all properties are required to provide adequate off-street parking to handle their proposed use(s). The following report reflects the Part I Crimes, Traffic Activity, and mkcellaneous activity occurring in the City of Temecula during the month of August 1993. As in previous months the Part One Stats are broken down by individual districts within the City. This provides a greater understanding of the criminal activity within the City for police staff deployment and for Council/ Commission interest. The f'wst drug identification program was such a success a request for another program was received. Persons interested in the subject are invited to attend. The date for the meeting is October 27th, 1993. The starting time is 7:00 P.M. at the Temecula High School Performing Arts room. With the start of the school year Officer Navarro will be returning to the T.V.U.S.D. along with a second officer who was assigned to the Temecula Valley High School. Officer Savala will be working the High School program. Both progrants are jointly funded between the City and School District. Community based policing ks here to stay. It is effective and one of the solutions to the problems facing our society. The Temecula Police Department is founded on these principles. Attached to this report is a sample of one of the programs that is in place in the City. Officer Panene is our Business Watch Officer. Daily he is involved with business owners who present community issues that need to be addressed. The following report reflects the Part I Crimes, Traffic Activity, and miscellaneous activity occurring in the City of Temecula during the month of September 1993. As in previous months the Part One Stats are broken down by individual districts within the City. This provides a greater understanding of the criminal activity within the City for police staff deployment and for Council/ Commission interest. The Department of Justice published it's annual crime slats report .from which the Press Enterprise published an article comparing cities to one another. As most of you saw the Temecula ranked as one of the safer cities in the Riverside County. How the numbers are collected varies from city to city. For example our stating system tracks attempted crimes as crimes that occurred. Some systems show them as attempted and do not record the incident as a crime. When there are multiple offenses some systems show the event as a single crime where others show multiple crimes. For example, a person breaks into a ear dealership office, steals the keys to a car, while leaving assaults a security guard, and then drives off in a stolen car. Three crimes took place, burglary, assault, and auto theft. Our system shows three crimes even though there was only one event. Some cities stat the single most serious offense and the others are not recorded. Our system records the three POLICE ACTIVITY REPORT OCTOBER, 1993 PAGE TWO events, which are included in the end of the year report to the F.B.I. This tends to increase the number of events. Numbers or statistics alone do not indicate how safe a community is. There are a variety of indicators that need to be considered such as, how do people feel about their well being, how do they feel about the city, what activities are available to the community members, what does the community look like, what is the school system like, and most important is there a sense of community ownership by the community members. All issues need to be considered before a community can be called better or safer than another. Temecula is a safe community. This months report has attached the monthly School Resource Officer Report. Each month a report from the various programs in the Police Department will be attached for information. Deputy Savala, the new high school S.R.O. rode along with me to familiarize himself with all of Temecula City schools. We drove a total of 72 miles. We visited all ten schools. While at T.V.H.S. we handled a call involving a student threatening suicide at her home. We interviewed the subjects mother who was at the school and then went to the home, contacted the subject and spoke with her. After speaking with her,the mother arrived and a long discussion took place clearing up the possible problem between the subject and mother. Today was spent on administrative duties. Met with Paul Collaluca at the office regarding this years focus. Also completed reports while at the station. 09-09-93 Today I drove 29 miles. During the morning I drove around the school areas monitoring the vehicle and ped traffic to see if there are going to be any traffic problems in the future. I later met with Deputy Savala at T.V.H.S. and discussed his position and duties. 09-10-93 Today I drove 65 miles. I met with the crossing guard at Rancho Elem. We discussed a problem dealing with motorists dropping off children at the school and the unsafe driving. I met with the Traffic Deputy and made arrangements for him to be at the school to monitor the traffic. I also visited Nicolas Elem., Rancho Elem., Sparkman Elem. and T.V.H.S. I introduced myself and explained to everyone my position and duties for the year. I also spent their time at recess and lunch meeting the children and talking to them, Everyone was very receptive and friendly. 09-14-93 Today I drove 40 miles. I spent thid day at Rancho Elem. As I did yesterday I visited every class and introduced myself. I also met with the kids during break and lunch. 09-15-93 Today I drove 27 miles. Today I visited Temecula Elem. and introduced myself to every class. Again I spent time with the kids during their breaks. I also met with Deputy Savala and exchanged information regarding students. 09-16-93 Today I drove 33 miles. During the morning I monitored the traffic at Vail Elem. I then had a meeting with Paul Collaluca at the office. After the meeting I returned to Vail Elem. and visited all of the classrooms. I then handled an incident involving one of their students. A report was completed and Ms. Yavno was given the report number. The student was taken to the Temecula station and released to his mother. 09-17-93 Today I drove 29 miles. Activity Report 09-18-93 / 09-19-93 Regular days off 09-20-93 Today I drove 29 miles. This morning I assisted the Temecula Motor Unit at Temecula Elem. with locating the parent of a lost child. I then went to Sparkman Elem. and visited the classes and students during their breaks and lunch periods. At the end of the afternoon I returned to Vail Elem. and we discussed the earlier incident involving their student. We also discussed how we could better the response for assistance if needed in ~he future. 09-21-93 Today I drove 36 miles. This day was spent at Red Hawk Elem. I was only able to visit with the children during break and lunch period today due to a special assembly they were having. I did attend the assembly which was about the Native American and enjoyed listening to the speaker. 09-22-93 Today I drove 40 miles. This morning while checking the Sports Park I located two students from Temecula Middle who were truants. I transported them to school and turned them over to Mr. Schwartz. I then attended the Interagency meeting at T.V.H.S. m~et with the different deptartment representatives and spoke about what each department had to offer, to assist the other. The meeting was headed by Paul Collaluca. Also had the opportunity to meet with the S.R.O. from the city of Murrieta, Officer Carrillo. The rest of the day was spent at Margarita Middle. While there I interviewed a student regarding her truancy.,A follow-up to the subjects home is necessary and I will be meeting with the parent for further discussion. 09-23-93 Today I drove 39 miles. Today I went to Temecula Middle. I spent time meeting and talking with the students during their breaks and lunch time. Many familar faces from Sparkman Elem. I now will be able to monitor these particular kids activities at T.V.M.S. I also assisted the Detectives in the afternoon with translating in their investigation. 09-24-93 Today was spent at the station completing weekly activity reports and conducting necessary follow ups. August proved to be a fairly routine month, and so far this year, our local summer fire activity has been minimal. It appears that our local citizens are practicing common sense and safety and that our mandatory weed abatement has contributed to this lack of fire starts. The fires, so far, have been small. On August 6th, our department responded to a grass fire at Nicolas Road and Liefer. Several homes were threatened but none were damaged. We contained the fire at about 1/2 acre. On August 10th, a small grass fire on Camino Del Sol ignited a shake shingle roof on a nearby house, but our crews extinguished it quickly preventing any serious damage. A Fire Safety presentation was given to the Kiwanis Club brealcfast on August llth and was well received. A beloved friend to many Temecula citizens and our fire department passed away in August. All on duty and many off duty personnel attended the memorial service for Mr. August Fredy held at the Temecula Town Association building. Personnel from many fire departments attended including the Camp Pendleton Fire Dept. where Mr. Fredy was the Chief for many years. The border patrol also had a large number of officers attend. He was a great friend and supporter of our department and was a Temecula Volunteer firefighter for many years as well. At the time of his death, he was working on a book about the fire history of the Temecula Valley. He'll be missed~ On August 271h, at 1435 hours, we responded to a brush fire south of the Temecula Creek Inn in the Rainbow area. The fire burned between 1-15 and last years big fire. Many resources were used and the fire was contained at about 65 acres. C) © J. M. The Temecula Valley Volunteer Fire Company 12 has recently taken delivery of their new rescue squad. There is still much work to do as far as clean up and minor detail work to do to the vehicle before it is presented to the City Council and placed into service. It should be ready for emergency response some time in October. Emergency call load and non-emergency activities have been routine.
