I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION THURSDAY, OCTOBER 28, 1993 A regular meeting of the City of Temecula Public/Traffic Safety Commission was held on Thursday, October 28, 1993, Chairman Ron Guerriero presiding. Commissioner Sander led the flag salute. PRESENT: 4 ABSENT: 1 COMMISSIONERS: Johnson, Perry, Sander, Guerriero COMMISSIONERS: Coe Also present were Traffic Engineer Marry Lauber, Sergeant Jim Domenoe, and Recording Secretary Gall Zigler. PUBLIC COMMENT Kathy Nolte, 31720 Corete Padrera, Temecula, asked the Commission to consider a four-way stop sign at Rancho Vista Road and Meadows Parkway. Ms. Nolte said cars travel this road at a high rate of speed which creates a hazard for children who use this as a route to school. Chairman Guerriero suggested staff look at the traffic counts at the intersection of Rancho Vista and Meadows Parkway. Traffic Engineer Lauber said staff did a sight distance evaluation however, no traffic counts have been done yet. Commissioner Johnson said he feels drivers do not see the stop signs at night and continue through the intersection. Traffic Engineer Lauber said a lot of drivers approaching a four-way stop sign location at night will continue through the intersection failing to make a complete stop if headlights are not seen on the other approaches. It was moved by Commissioner Perry, seconded by Commissioner Guerriero to place this item on the next agenda for discussion and a recommendation. Virginia Horton, 31883 Corte Mendoza, Temecula, told the Commission the population of the city is increasing and the population of school is growing as well. She said several children use this as a route to school and expressed concern for their safety. Dr. Karen Dubrill, Principal, Temecula Middle School, 1764 Via Gianni, Fallbrook, said she hears many concerns from the parents regarding safety at this intersection. Commissioner Johnson said he feels the crossing guards need more training in traffic movement and traffic safety. He said he feels speed/stop signs can be posted under the school zone warrants regardless of the results of a traffic study and asked staff to bring back a recommendation to the Commission. It was moved by Commissioner Perry, seconded by Commissioner Sander to continue this item to allow staff to investigate the warrants under the school zone for a four- way stop at this intersection. The meeting reconvened at 8:20 P.M. LIMITED PARKING ON JEFFERSON AVENUE TO REPLACE EXISTING "NO PARKING" ZONE Marty Lauber presented the staff report. Nell Cleveland, 28465 Front Street, owner of the property, said he does not agree that there is a sight distance problem, however he does agree there is a cross-traffic congestion problem created by the ARCO/Chico's Taco Center. Mr. Cleveland asked the Commission to consider allowing three or four parking spaces, with a limited parking time, in the middle of the block from curb cut to curb cut for a six month interim period to address the traffic safety concerns. Sergeant Domenoe explained the limited parking time would be difficult to enforce. Sergeant Domenoe said the reason parking is allowed further down the street is because the parking area is farther away from the intersection of Winchester Road and Jefferson Avenue. Craig Grimm, 3740 Via Viento, Fallbrook, part owner of the property, stated he feels this area of roadway is unsafe for use as a bike lane. He said he would like to see green curb along the entire curb length except for at the curb cut. Commissioner Perry said he agrees the bike lane is not an immediate concern, however, he said it is the Commissions duty to insure the health, safety and welfare of the citizens and the potential of traffic making left turns in the middle of the street concerns him. Commissioner Johnson suggested the business owners north of Winchester and Jefferson should be included in the workshop which will address the traffic problems related to this intersection and Jefferson Avenue south of Winchester Road. It was moved by Chairman Guerriero, seconded by Commissioner Johnson to approve staff recommendation and deny the request to convert an existing "No Parking" zone, on Jefferson Avenue north of Winchester Road, to "Limited Parking". MCGRUFF STICKER IDENTIFICATION PROGRAM Chairman Guerriero gave an overview of the program. He said the police department is endorsing the program and the utility companies are currently considering the program. The overall consensus of the Commission was to endorse the program. OTHER BUSINESS 11. TRAFFIC ENGINEER'S REPORT Traffic Engineer Marry Lauber reported the following: Two field reviews were completed with Cal Trans for 79 South and Margarita and Avenida Barca and Margarita. They are going to streamline the signal implementation at the intersection of Highway 79S and Margarita Road. The signal for Avenida Barca and Margarita Road is on schedule. Staff will be performing turning movement counts at the high school and once the data is compiled, a letter will be issued to the school district with staff's recommendations. Commissioner Perry suggested installation of a red curb on Rancho Vista Road, north of the high school, south side of the street, to allow additional traffic flow during peak hours. Commissioner Guerriero advised the Temecula School Board has approved a year-round school program. Commissioner Johnson said he would like the Commission to review the site plan for the proposed new high school on Winchester Road. Chuck Collins advised the Commission the engineer for the school district project is going to pursue conceptual ingress/egress and driveways and upon approval of the conceptual plans by Cal Trans, these will be added to the Winchester Road plans. An executive committee has been formed with representatives from Police, Fire, the maintenance superintendent and the Chairman of the Public Traffic Safety Commission to meet monthly and preview upcoming agendas. 12. Police Chief's Reoort Sergeant Domenoe advised the Commission that due to the fires, the drug identification program was canceled and will be re-scheduled. PTSCMIN 1 O/28/93 -6- 11/11/93 PUBLIC/TRAFFIC SAFETY COMMISSION OCTOBER 28, 1993 Sergeant Domenoe talked about the impacts of Proposition 172 and the impacts on the public agencies. He reviewed monthly crime stats. Chairman Guerriero noted the increase in auto thefts from September 92 compared to September 93. Sergeant Domenoe said auto thefts are one of the city's and other jurisdictions highest crime incidents. Chairman Guerriero asked how the parking ticket program was working. Sergeant Domenoe said the City is still working on contracting for an outside agency to handle these citations. Sergeant Domenoe said the department is looking into notifying the public of the fines for various parking violations. 13. Fire Chief's Report No report given. 14. Commission Reports Commissioner Johnson reported a continuing standing water problem on Solana Way, near the entrance to the Park Manor Apartments. He said people try to avoid the water and travel into the oncoming lane. Commissioner Johnson said he spoke with the Maintenance Superintendent Brad Buron and they will be continuing the improvements on Solana past where the road widens which will alleviate this problem. Commissioner Johnson said when traveling North on Margarita Road, approaching the Winchester Road intersection, one of the left turns lanes looks directly into a through lane across the road. He said he has observed people getting in the far left turn lane and traveling straight through the intersection. Commissioner Johnson suggested making that lane a left turn or straight through lane. Commissioner Johnson also said he feels it is important to get a dedicated right turn lane from Ynez onto Rancho California Road. Commissioner Johnson said he appreciated the photographs which are being included in the agenda reports however, he said he would like the City to invest in a video camera to assist the Public/Traffic Safety Commission in observing traffic situations for staff reports. It was moved by Commissioner Johnson, seconded by Chairman Guerriero to recommend the City of Temecula purchase a video camera system for the Public Works Department to provide their reports to the Commission. BACKGROUND: City staff was contacted by Tracy Vackar from the County Office of Education regarding their Safe Traffic Cities Grant Program. Subsequently, Tracy made a project presentation at the October 28, 1993 Public/Traffic Safety Commission meeting to educate everyone as to grant requirements. The Commission requested that staff bring this item back so a Task Force can be established and to set goals. The Task Force should be directed to set their first meeting date and location. The Commission was advised to appoint a Police Officer, School District Representative, and a member of City staff. Tracy Vackar has been invited back to answer any questions and to provide direction. Please be prepared to make recommendations for potential Task Force members. FISCAL IMPACT: None pwl 5\traffic\commiesn%agenda%93\l 209 1209 ITEM NO. 3 AGENDA REPORT TO: FROM: DATE: SUBJECT: Public/Traffic Safety Commission Marty Lauber, Traffic Engineer//Z~ December 9, 1993 Item 3 All Way Stop, Pauba Road at Meadows Parkway RECOMMENDATION: That the Public/Traffic Safety Commission recommend to City Council that the intersection of Pauba Road and Meadows Parkway be established as a four-way stop by the addition of two (2) stop signs on Pauba Road. BACKGROUND: Staff has been requested to install two (2) additional stop signs on Pauba Road at Meadows Parkway which would make it an all-way stop. The California Department of Transportation Traffic Manual identifies three (3) general criteria for the consideration of multi-way stops. Where traffic signals are warranted and urgently needed, the multi-way stop may be an interim measure that can be installed quickly to control traffic while arrangements are being made for the signal installations. An accident problem, as indicated by five (5) or more reported accidents within a twelve (12) month period of a type susceptible to correction by a multi-way stop installation. Such accidents include right-angle and left-turn collisions as well as right-angle collisions. 3. Minimum traffic volumes The total vehicular volume entering the intersection from all approaches must average at least 500 vehicles per hour for any eight (8) hours, of an average day, and The combined vehicular and pedestrian volume from the minor street or highway must average at least 200 units per hour for the same eight (8) hours, with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but When the 85-percentlie approach speed of the major street traffic exceeds 40 miles per hour, the minimum vehicular volume warrant is 70 percent of the above requirements. pw15\traffic\commissn\agenda\93\1209 1209 Although these three (3) warrants are not met, other factors to be considered include, sight distance, local travel patterns and any other site specific impacts. A field review revealed that northbound vehicles on Meadows Parkway, stopped at the stop sign, have limited visibility of vehicles approaching from the west on Pauba Road. This limitation also exists for pedestrians crossing on their way home from school. Existing traffic volumes entering on Pauba Road and Meadows Parkway are nearly balanced with a 45%-55% split. Based on limited visibility and near balance of vehicles entering the intersection staff recommends two (2) additional stop signs for Pauba Road at Meadows Parkway. BACKGROUND: In September, 1993 staff met with the Temecula Valley Unified School District to discuss District changes being implemented at the start of the new school year. The main subject of our meeting was the removal of campus supervisors from directing school busses in front of the Temecula Valley High School. District representatives requested that staff to consider restricting parking on Margarita Road to allow for bus drop-offs and pick-ups. The school district also advised staff to review traffic operation subsequent to their operational changes. The Traffic Division of the Public Works Department immediately implemented an emergency "No Parking" zone on Margarita Road to support the district's request. We also began a comprehensive traffic study for the entire high school area incorporating the analysis of the new bus loading zone. The outcome of staff's evaluation is the subject of this item. Staff reviewed both the morning peak (6:45 a.m. - 7:45 a.m.) and the afternoon peak (2:00 p.m. - 3:00 p.m.) periods. Both Margarita Road and Rancho Vista Road were studied adjacent to the school grounds as well as each approach to their intersection. Traffic counts were conducted on Rancho Vista Road and at all access points to the school grounds. Pedestrians were also counted and specific routes were noted. The two primary concerns regarding public safety are discussed below: Reduction of Traffic Conflict Points - A traffic conflict point occurs where the path of two traffic movements intersect. The attached Exhibit "B" illustrates all existing conflicts at the intersection of Rancho Vista Road and Calla Rio Vista. Exhibit "B" also includes a lane utilization diagram and a summary of all conflict types. Crossing conflicts are the most serious because of the potential for high speed head-on, or near head-on, and right-angle collisions, and should be reduced if possible. Exhibit "C" shows the reduction in all conflicts if the driveway across from Calle Rio Vista is restricted as an entrance only. This would require the driveway across from Avenida De La Reina to be restricted to exiting vehicles only as represented on Exhibit "D" . Note that crossing conflicts are reduced significantly. Creating an exclusive entrance and exit to the school parking lot could significantly reduce all conflicts, especially the most serious crossing movements. pw15\treffic\commisln%agenda\93%1209 1209 Vehicle Channelization - Channelization describes those physical improvements used to provide direction to the motorist in order to increase driver predictability. Currently Rancho Vista Road is striped for two through lanes and protected left turn channelization (Pockets). The through lanes are approximately 27' wide (including an 8' parking lane) with exclusive right turn pockets striped at each driveway. The large lanes seem to confuse motorists creating reduced safety. Restricting parking on Rancho Vista Road, at all times, will make it possible to restrip additional through lanes. This will both increase roadway capacity and improve channelization on Rancho Vista Road. BACKGROUND: The Traffic Engineering Division of the Public Works Department has received multiple requests to adopt a Taxicab Ordinance. The Public Utilities Commission (PUC) requires cities to establish an ordinance to regulate the transportation of persons for compensation. The City of Temecula was given a sample Taxicab Ordinance made up of specific ordinance sections from other cities in this region. This sample was used as a base ordinance, which was distributed to all City Departments including Police and Fire, from which the attached draft was created. Staff also reviewed numerous existing ordinances to insure inclusion of all pertinent topics. To clearly identify all changes proposed, the attached draft ordinance has identified deletions with strike-outs and additions with bolded text. Staff has recently received back-up information as shown in the attached memo. Staff recommends the referenced PUC requirements be included in our ordinance. Please be prepared to discuss any further refinements recommended to be included in the final draft to be submitted to City Council. "Chauffcored Limousine" means a motor vehicle used for the transportation of passengers for hire along public streets, not over a defined route, but a route under the control of the person hiring such a vehicle. A Chauffcored Limousine shall not bear any distinguishing insignia or monogram or Top Lights, and shall operate and be dispatched from a fixed location, and shall be hired by contract on a minimum hourly basis, or a fixed point to point basis only. A. "Business License Officer" means Finance Officer for the City of Temecula. B. "Driver" means an individual natural person engaged by an Operator to drive a Taxicab. "Driver" includes every person driving any passenger-carrying or motor-propelled vehicle, either as an owner-operator, contractor, franehisee, agent, employee, or otherwise. C. "Operator" means a person or entity engaged in the business of providing transportation services for hire through the use of Taxicabs. An Operator may be an owner or an agent, contractor, licensee, or franchisee of an owner. D. "Operator Permit" means a permit issued by the City of Temecula authorizing an Operator to operate Taxicabs within the City of Temecula E. "Owner" means the person or entity identified as the Owner of a Taxicab on the Certificate of Ti~e issued by the California Department of Motor Vehicles (DMV). F. "Street" means any place commonly used for the purpose of public travel. G. "Street Stand" means a portion of a street designated by the City of Temecula a member city or the county within which the stand is located for the use, while awaiting employment, of any Taxicab, except for locations at which a stand is located within the boundaries of any airport. H. "Taxicab" means every automobile or motor-propelled vehicle, of a distinctive appearance such as is in common usage in this country for Taxicabs, where the driver's seat may be separated from the passenger's compartment by a glass or other partition, equipped with a Taximeter, used for the transportation of passengers for hire over the public streets of the City of Temecula, and not over a defined route, irrespective of whether the operations extend beyond the boundary limits of the City of Temecula member cities, at rate for distance traveled or for waiting time, or for both, and the vehicle is routed under the direction of the passenger or of the person hiring same. I. "Taximeter" means a device that automatically calculates, at a predetermined rate or rates, and indicates the charge for hire of a vehicle, either for distance traveled or for waiting time, or for beth. I. *Top Light" means illuminated sign, attached to the top of a Taxicab, which, when illuminated, clearly indicates top of a taxicab, which, when illuminated, clearly indicates whether or not the Taxicab, which, when illuminated, clearly indicates whether or not the Taxicab is vacant and available for hire. Section 12.08.611 IIotcl Limousine Exemption Operator Permit - Required A. It is unlawful for any person to operate, or cause to be operated, a Taxicab without having first obtained an Operators Permit from the Business License Officer (BLO) as provided in this ordinance. The Operator Permit shall include a list of the Vehicle Identification Number CVIN'') of the Taxicabs which have passed the vehicle safety inspection required by this ordinance and amendments thereto and only vehicles so listed on the Operator Permit may be operated as Taxicabs within the City of Temecula. B. The Operator shall maintain with the City of Temecula a current list of all Drivers authorized to operate any vehicle listed in its Operator Permit. The Operator shall update the list no less frequently than monthly by reporting additions and deletions of names of the drivers from its most recent list. C. Operators are required to ensure that all drivers operating a taxicab listed in their Operator Permit are familiar with the provisions of this ordinance as amended from time to time and with all regulations adopted by the City of Temecula from time to time. Operators shall promp~y notify their drivers of any changes in the provisions of this ordinance and regulations adopted to implement it. Section 12.08.612 Operator Permit -- Insurance Required A. Before any Operator Permit required by this chapter is issued for a prospective operator, the owner shall procure and maintain, at its cost, comprehensive general liability and property damage insurance, against all claims for injuries against persons or damages to property which may arise from or in connection with the operation of Taxicabs by the operator, its agents, representatives, employees, franchisees, or subcontractors.. If applicable, the operator shall also carry Workers' Compensation Insurance in accordance with the State of California Workers' Compensation laws. B. The policies shall contain or be endorsed to contain the following provisions: 1. General Liability and Automotive Liability Coverage: a. The City of Temecula its officials, officers, employees, and volunteers are to be covered as insured for liability related to: i. Activities performed by or on behalf of the operator; ii. Premises owned, occupied, or used by the operator; and iii. Automobiles owned, leased, hired, or borrowed by the operator 2 The coverage shall contain no special limitations on the scope of protection afforded to the City of Temecula, its officers, officials, employees, agents, representatives, or volunteers. b. The operator's insurance coverage shall be primary insurance as respects the City of Temecula, its officers, officials, employees, agents, representatives, and volunteers. Any insurance or self-insurance maintained by the City of Temecula, its member entities, their officers, officials, employees, agents, representatives, or volunteers shall be in excess of the operator's insurance and shall not contribute with it. c. Any failure to comply with reporting provisions of the policy shall not affect coverage provided to the City of Temecula, its officers, officials, employees, and agents. d. Operator's insurance shall apply separately to each insured against whom a claim is made or a suit is brought, except with respect to the limits of the insurer's liability. All Coverage: a. Each insurance policy required by this section shall be endorsed to state that coverage shall not be suspended, voided, canoeled by either party, reduced in coverage or in limits except after thirty (30) days' prior written notice by certified mail, return receipt requested, has been given to the City of Temecula. b. Operator shall furnish the City of Temecula duplicate originals of policies and endorsements effecting the coverage required hereunder. The policies and endorsements are to be signed by a person authorized by that insurer to bind coverage on its behalf. At the City of Temecula's option, endorsements and any certificates of insurance required by the City of Temecula shall be on forms provided or approved by the City Attorney. All endorsements and certificates are to be received and approved by the City of Temecula prior to the operation of any Taxicab by the operator in the City of Temecula. c. Operator shall include all agents, contractors, franchisees, or other sub-operators ("Sub-operators") as may be permitted by the City of Temecula, as insured under its policies or shall insured under its policics or shall furnish separate certificates and endorsements for each sub- operator. All coverage for such sub-operators shall be subject to all of the requirements stated herein. 3 d. The procuring of such insurance or the delivery of endorsements and certificates evidencing the same shall not be construed as a limitation of the operator's obligation to indemnify the City of Temecula, its officers, officials, employees, agents, representatives, and volunteers. e. The amount of insurance required hereunder shall be: i. for injury or death in any one accident or occurrence, hundred and fifty thousand dollars one ml!llon dollars ($1,000,000 $759,000~); ii. for the injury or destruction of property in any one accident or occurrence, seven hundred fifty thousand dollars ($750,000) one million dollars ($1,000,0130). 3. Sufficiency of Insurer: Insurance required by this section shall be satisfactory only if insured by companies qualified to do business in California. Section 12.08.613 Operator Permit -- Color Scheme A. All Taxicabs operating under an Operator Permit shall be of distinctive appearance such as is in common usage in this country for Taxicabs or shall clearly indicate that the vehicle is offered for the use of transportation of passengers for hire. B. No Operator Permit shall be issued to any persen or entity whose color scheme, name, monogram or insignia to be used on its Taxicabs is in conflict with, or imitates, any color scheme, monogram, name, or insignia used by another person or entity operating with an Operator Permit within the City of Temecula city limits in such a manner as to be misleading to, or which would tend to deceive or defraud the public. Section 12.08.614 Vehicle Inspection A. Prior to obtaining an Operator Permit, an applicant for an Operator Permit shall first submit presem each vehicle to be used as a Taxicab to City's Police Department or Police Department certified servlce center CPD") for a vehicle safety inspection. The PD shall be that person who is appointed by the City Business License Officer CBLO") to fill that position. The City of Temecula shall establish and publish vehicle safety inspection standards and procedures as a part of the regulations adopted in order to implement this ordinance. The PD shall report to the BLO the VIN of each vehicle which successfully completes the vehicle safety inspection, and the BLO shall list said vehicle on the Operator Permit. The PD shall also maintain a record of the VIN of each vehicle that fails the vehicle safety inspection. The vehicle safety inspection shall be valid for a period of one (1) year. Every taxicab shall at all times be subject to the inspection by any City police officer. 4 B. Whenever an Operator proposes to add a vehicle to its Operator Permit, the Operator shall, prior to placing the vehicle in operation as a Taxicab, submit preacr, t the vehicle to the PD for the vehicle safety inspection, the PD shall report to the BLO the VIN of said vehicle, and the BLO shall amend the Operator Permit to include and said vehicle. C. Every taxicab subject to a vehicle inspection must be accompanied by a detailed statement from an automotive mechanic licensed under the laws of the State of California as an automotive mechanic. Such detailed statement shall specify the conditions of tires, brakes, upholstery, motor, passenger safety restraints and overall cleanliness. Every taxicab shall be equipped at aH times with a fully charged standard type f'we extinguisher in good working condition. D. The taxicab business must keep and maintain a maintenance log on every taxicab. The maintenance log must include the following information: (i) a record of break inspection, the name and address of the garage that performed the inspection, the date of the inspection; and (ii) any other inspection or maintenance performed on the Taxicab vehicle. The garage mechanic must sign and date the maintenance log after each appointment. The maintenance log must be kept at the Taxicab Business principal office and be available for review by the BLO for at least three (3) years after the date of the last entry in the log. Prior to the commencement of any initial or annual vehicle safety inspection, the operator shall pay a vehicle safety inspection fee in an amount to be determined by resolution of the City Council. Section 12.08.615 Operator Permit -- Fee At the time of issuance of an Operator Permit, the operator shall pay the Operator Permit Fee as established by resolution of the City Council. Section 12.08.616 Driver Permit A. Before a person may operate a Taxicab for an operator, or as an operator if the operator and the driver are the same person, he or she shall apply for and obtain, from the Business License Officer at the City of Temecula, a Driver Permit. B. An applicant for a Driver Permit shall complete an application form which shall contain the following information: l. Applicant's full name, address, and age; 2. Applicant's last two previous addrcsscs; 2. A listing of all equivalent permits which have been issued to the applicant by any governmental agency; 3. Applicant's height, weight, sex, and color of eyes and hair; 5 4. The number and expiration date of applicant' s California Driver' s License; 5. All criminal convictions other than minor traffic violations, including dates of conviction and the court where the conviction was rendered; 6. Authorization for the City of Temecula, of its agents or employees to seek information and conduct an investigation into the qualifications of the applicant. 7. The place where the vehicles, proposed to be used as Taxicabs in the business, are to be regularly garaged when not in use. C. At the time the applicant submits an application for a Driver Permit, the applicant shall be photographed and fingerprinted by the Temecula Police Department. The applicant shall also make arrangements to submit to the drug testing procedures pursuant to City of Temecula policy regulations for drug testing, at the time the Driver Permit application is submitted. D. At the time the application is submitted, the applicant shall pay the Driver Permit Fee as established by resolution of the City Council to cover the administrative costs of the City of Temecula processing the application as required by this section. No Driver Permit application shall be processed without the payment of such fee. E. Applications for a Driver Permit shall be referred to the Temecula Police Department for the purposes of conducting a local criminal background check. The local law enforcement agency shall conduct a criminal background check and submit a recommendation to the BLO that the application be granted or denied. A recommendation for denial by the Temecula Police Department may only be based on the applicant's conviction of an offense enumerated in Section 12.08.618 F. In the event of a recommendation for denial for an application for a Driver Permit, the applicant may, within ten (10) days of notification of such recommendation, apply to the Appeal Committee for a hearing and reconsideration of such recommendation in accordance with the procedures set forth in Section 12.08.620 ! .OO. !20. G. A copy of the application along with the fingerprint card shall also be referred to the California Department of Justice for a general criminal background check. If the results of a general criminal background check indicate that the applicant has been convicted of any criminal charge enumerated in Section 12.08.618 ' n,~, m the BLO shall immediately any Driver Permit previously issued to applicant. H. In the event that drug testing of the applicant indicates the applicant's use of controlled substance as defined by the California Health and Safety Code, the application shall be denied. The applicant may, within ten (10) days of notification of denial based on drug testing results, apply to the Appeal Committee for a hearing and reconsideration of the application in accordance with the procedures set forth in Section 12.08.620 !.00.120. I. An applicant over the age of eighteen years holding a valid California Driver's license is entitled to a Driver Permit provided that the following conditions are satisfied: 6 1. The local law enforcement agency conducting the criminal background check recommends granting the permit, and; 2. the applicant successfully completes the drug testing procedures established by the City of Temecula, and; 3. the applicant successfully completes any driver certification requirements established by the BLO. as authorized in Section 12.08.618. J. The Driver Permit shall be valid for a period of one (1) year unless cr suspended, revoked or surrendered, within the one (1) year period. Section 12.08.618 Driver Certification Requirements A. The BLO is heroby authorized to establish a Driver Certification Program and regulations required to implement it for the purpose of ensuring that Taxicab Drivers are familiar with the Tcmecula area and are advised of provisions of this Ordimmec and regulations adopted to implement it. The BLO may require that Taxicab Drivers pass a test demonstrating familiarity with this Ordinance and the City of Temecula regulations as a condition of cnti~cmcnt to or renewvat of a Drivcr Itemit. B. Once a Driver Certification Program is established, all nc~v Driver Permit applicants and applications for renewal of a Driver Permit must successfully enmplcte the Driver Certification Program within the time limits cstablished by the City of Temecula regulations. Section 12.08.617 Permits -- Authority The BLO shall have the power to grant, deny, suspend, or revoke any of all of the permits and approvals required by or authorized by this Ordinance when, in the exercise of reasonable discretion, it has determined that the applicant has or has not complied with all the provisions of this Ordinance relating to the granting of permits. Section 12.08.618 Permits -- Denial. Revocation or Suspension A. The BLO may, and the BLO is hereby authorized to deny, suspend or revoke any of the permits and approvals mentioned in this Ordinance when the permittee: 1. has not complied with the provisions of the Ordinance, or; 2. has knowingly made a false statement of fact required to be revealed in an application for such permit, or; 3. has charged rates other than those which the permittee has on file with the City of Temecula, or; 4. has violated any of the rules and regulations of the City Council or the BLO pertaining to the operation of Taxicabs, or; 7 5. has been convicted of a crime, if the crime is substantially related to the qualifications, functions, or duties of an Operator or Driver. A conviction within the meaning of this section means a plea or verdict of guilty or a conviction following a plea of nolo contendere. Any action which the BLO is permitted to take following the establishment of a conviction may be taken when the time for appeal has elapsed, or the judgemerit of conviction has been affirmed on appeal, or when an order granting probation is made suspending the imposition of sentence, irrespective of a subsequent order under the provisions of Section 1203.4 of the Penal Cede. B. Crimes which are substantially related to qualifications, functions, or duties of an Operator and Driver include, but not limited to, the following: 1. reckless driving; murder; rape; vehicular manslaughter; a violation of Califomia Vehicle Code Sections 20001, 20002, or 20003 or any corresponding substitute sections; robbery; a violation of California Penal Code Section 314 or any corresponding substitute section; pande~ng; crimes related to the use, sale, possession, or transportation of controlled substances, narcotics or intoxicating liquors; assault; battery; or indent exposure. 2. In addition to the crimes listed above, no permit shall be granted to an applicant who has been convicted of three (3) or more hazardous moving violations within the State of California within three (3) years previous to submission of the application. C. From the time of the revocation or during the suspension of an Operator Permit or a Driver Permit granted under the provisions of this Ordinance, it is unlawful for any person whose permit is suspended or revoked to operate or drive, respectively, a Taxicab within the City limits until a new permit has been procured or until the period of suspension has expired. Section 12.08.619 Permits -- Duration A. All Operator Permits issued under the provision of this Ordinance shall be for a period of one (1) year. Upon expiration of an Operator Permit, the operator may apply for a renewal thereof for an additional year. An operator may a~^-.'.! be enti~ed to a one (1) year renewal of the Operator Permit provided that the opentot presents proof that each of the vehicles listed or added to the permit have passed the vehicle inspection required by Section 12.08.614 I.~'20~.07e within the previous twelve (12) months, and the operator is otherwise in compliance with the remaining requirements of this Ordinance and the regulations adopted by the City of Temecula pertaining of Taxicabs. B. All Driver Permits issued under the provisions of this Ordinance shall be for a period of one (1) year. Upon expiration of a Driver Permit, the driver may apply for a renewal thereof for an additional year. A driver shall be entitled to a one (1) year renewal of the Driver Permit provided that; 1. the driver pays the permit renewal fee, and; 2. the driver submits to the drug testing procedures pursuant to the City of 8 Temecula policy :c. gul:~an: for drug testing for Driver Permit applicants; 3. the results of such testing indicate that the driver has not been using a controlled substance as defined by the California Health and Safety Code, and; 4. the driver has not been convicted of any of the crimes enumerated in Section 12.08.618 I.~'20. I le during the proceeding year. The rights of appeal provided for by Section 12.08.620 1 .~'~e~. 12e are available to a driver in the event that renewal of his or her Driver Permit is denied based on the provisions of this section. Section 12.08.620 Aimeats A. Any applicant for an Operator or Driver Permit whose application was denied by the BLO, any holder of an Operator or Driver Permit whose permit has been suspended or revoked by the BLO, and any Operator or Driver assessed administrative monetary penalties by the BLO may appeal such action(s) under this section. B. The City Council shall make up appoint a council (the "Appeal Committee") of thmc (3) membors from among the members of the council, to serve on the Appeal Committee for a period of one (1) year from the time of appointment or until his or her resignation or until he or she ceases to be a member of the City Council. C. An appeal of the denial, suspension or revocation of a permit or from the imposition of administrative monetary penalties must be taken within ten (10) days following notification of the decision from which the appeal is taken by filing a written appeal with the City of Temecuia. The Appeal Committee shall conduct a hearing within thirty (30) days of submission of a written appeal to determine whether to affirm, reverse, or modify the decision of the BLO. D. At least fourteen (14) days prior to the meeting of the Appeal Committee to consider the appeal of the applicant or permittee, the City of Temecula shall send, by United States mail, certified, return receipt requested, written notice to the applicant or permittee of the time and place at which the Appeal Committee will consider the application, suspension or revocation, and the applicant or permittee shall be provided an opportunity to be heard by the Appeal Committee prior to its decision being made. E. The decision of the Appeal Committee shall be final and the City of Temecula shall notify the applicant or permittee, as applicable, in writing of the decision of the Appeal Committee. 9 Section 12.08.621 Rules. Regulations and Fees A. The City Council shall have the authority to adopt and promulgate such roles and regulations as may be necessary for the implementation of this Ordinance and as necessary for the service and safety of the operation of Taxicabs within the City of Temecula and the passengers carried therein. The City Council, by resolution, may delegate the promulgation of such rules and regulations to the BLO. 1. LIMITATION ON DRIVING HOURS. No person shah drive a Taxicab for compensation for more than twelve (12) consecutive hours. Regardless of aggregate driving time, no driver shah drive a Taxicab for more than twelve (12) hours in any 24-hour period unless eight consecutive hours off duty have elapsed after the accrual of twelve (12) hours of driving time. 2. FASTEN SEABELT SIGN. In every Taxicab, there shah be a sign no smaller than five (5) inches by seven (7) inches, stating that aH occupants of the Taxicab, including the driver, must wear his or her seatbelt at aH times while the vehicle is in motion. 3. NO SMOKING. Driver shah not smoke while the taxicab is occupied, without the consent of aH passengers. 4. REFUSAL OF SERVICE. No owner or driver of any Taxicab licensed under this Chapter shah fall or refuse, when in service and not engaged for hire, to transport to an announced destination within the service area of the business which operates the Taxicab, and at rates authorized in this Chapter, any person who presents blm~elf for passage in an orderly manner and for a lawful purpose. Notwithstanding the foregoing, a dispatcher or a driver of a Taxicab shah have the right to refuse service to any person who refuses to provide call-back information regarding any fare. 5. REFUSAL TO PAY FARE. No person shah refuse to pay the legal fare for the hire of any Taxicab, after having hired the same. No person shah hire any vehicle described in this Chapter with the intent to defraud the person from whom it is hired of the charges or fare. B. The City Council shall have authority to adopt a schedule of fees to be charged to any applicant, permittee or prospective permittee in connection with activities Taxi Service under this Ordinance. Section 12.08.622 Use of Top Light Each Taxicab shall have affixed to the top of the Taxicab an operable top light. The lights of the top light shall be connected to the Taximeter so that the top light clearly indicates when the taximeter is in operation. 10 Sectlon 12.08.623 Information Display A. Every Taxicab shall display an information card in full view of the passenger compartment. The information card, which shall be approved by the BLO, shall bear the Owner's name or the corporate or fictitious name under which the Owner operates, the business address and telephone number of the owner, the operator's name or the fictitious name under which the operator operates the business address and telephone number of the operator, a picture of the driver, and the rates, including any surcharges, to be charged for the vehicle. B. In addition to the information card, every Taxicab shall display a rate card in full view of all passengers. The rate card shall state all of the following: I. the maximum hourly, base, per mile or other rate on f'de with act by the City of Temecula; and 2. the hourly rate, the rate per mile and the base or other rate charged by the operator. "Base rate" for the purposes of this Ordinance shall mean the minimum charge to a customer regardless of time or mileage, being that rate which is programmed to show in the Taximeter when first activated. C. The information contained in both the information and rate cards shall be printed in type no smaller than twenty-four (24) twelve (12) point (1/4 inch). Section 12.08.624 Identification Display In addition to the posted rate, every Taxicab shall have conspicuously displayed thereon, at one or more locations on the outside thereof, the name of the operator, or the corporate or fictitious name under which the operator operates, the operator's (or company's) telephone number, and the cab or vehicle number. Section 12.08.625 Route -- Number of Passengers A. Every driver who is engaged to carry passengers shall take the most direct route possible that will carry the passengers safely and expeditiously to their destinations, unless otherwise directed by a passenger. B. When a Taxicab is engaged, the person engaging the Taxicab shall have the exclusive right to the full and complete use of the passenger compartment, and it shall be unlawful for the driver to solicit or carry additional passengers unless authorized by the person engaging the Taxicab. C. The driver of the Taxicab may transport two or more passengers who voluntarily agree to share the vehicle from the same pickup point to one discharge point. A passenger who first engages a Taxicab has the exclusive right to conveyance therein to his or her desired destination and the driver may not solicit additional passengers without the express permission of the first passenger. 11 D. For the purposes of this subsection, the term "adult passengers" is defined as a person age thirteen (13) years of age or older. The number of adult passengers which may be carded in a Taxicab shall be limited to the seating capacity of the vehicle as specified by the manufacturer. The number of passengers consisting of adults plus children (age twelve years or less) which may be carried in a Taxicab shall be limited to adult seating capacity of the vehicle as specified by the manufacturer plus one. No person shall be carded in a Taxicab who is required to share in any way the seating space occupied by another, nor shall any person be carded who is required to occupy a space in or on the Taxicab which is not a scat. E. In no event shall the number of passengers carried interfere with compliance, and the operator and the driver shall comply with, Vehicle Code Sections 27315(d) and 27360(c), regarding the use of seat belts and child passenger seat restraints. Section 12.08.626 Taximeter -- Accuracy It shall be the duty of every owner and operator to at all times keep the Taximeter accurate. It shall be certified as to its accuracy by the County of Riverside in accordance with County requirements and a certificate to that effect shall be kept available for inspection in the Taxicab. A true and correct copy of certificate shall be ~ed with the BLO. The Taximeter shall be subject to inspection from time to time, by the BLO, or any peace officer. The BLO Taxicab Administrator is authorized, at his or her discretion, or upon information received from any peace officer, or upon the complaint of any person, to investigate the Taximeter and to remove or cause to be removed from the streets of the City of Temecula, any Taxicab upon discovery of a faulty or inaccurate Taximeter, until the Taximeter has been adjusted and evidence of its accuracy has been presented to the BLO. Section 12.08.627 Taximeter-- Use All Taxicabs must base their charges on Taximeters. All Taximeters shall be placed so that the reading dial showing the amount to be charged is well lighted and readily discernible by the passenger(s) riding in the Taxicab. Section 12.08.628 Taximeter -- Misuse A. It is unlawful for any driver, while carrying one (1) or more passengers, to fall to activate the Taximeter as if the Taxicab is not employed, or to activate the Taximeter when the Taxicab is not actually carrying one (1) or more passengers, or to fail to de-activate the Taximeter at the termination of each and every service. B. It is unlawful for any driver, upon initial engagement of a Taxicab for service by a passenger(s), to fail to activate the trip counter of the Taximeter. so as to cause the Taximeter to register a surcharge. Section 12.08.629 Receipt for Fare It is unlawful for the driver, upon receiving full payment of a fare, to refuse to give a receipt upon the request of any passenger making the payment. 12 Section 12.08.630 Street Stands A. The City of Temecula Each of the member cities and the county shah have the power of decision as to whether Street Stands may be located within its boundaries and if so, their location or locations. The following provisions shall apply to any Street Stand. B. Taxicabs may stand while awaiting employment at any properly approved Street Stand in accordance with the requirements of this Ordinance and such regulations as may be adopted by the City of Temecula. No more than three (3) Taxicabs may be engaged in standing at a Street Stand at any one time. While at a Street Stand, a Taxicab shall not ~rdL~-----i!y have its engine running unless necessary to control the interior temperature of the Taxicab. a.';d '&on only to the extent necessary. Section 12.08.631 Operation by Other Than Owner or Employee No Taxicab for which an Operator Permit has been issued shall be operated by anyone but the owner thereof, or an employee or independent contractor of the owner. Section 12.08.632 Rates Every owner operating Taxicabs in the City of Temecula under this Chapter shah at all times keep on f'de with the City Clerk a schedule of rates proposed to be charged for the transportation of passengers. Reduced rates should be included for students, seniors and the disabled. Such schedule of rates shah be effective ten (10) days after filing with the City Clerk. The owner shah also cause to be printed, rate cards setting forth the current rates, shah f'de one rate card with the City Clerk and shah cause a copy of the rate card to be continuously on display in each Taxicab operating under the owner's certificate in full view of the passengers. A. The City Council, by resolution, shall establish, and thereafter may modify, increase, or decrease, the maximum rates to bc charged for the transportation of Taxicab passengers. B. No Taxicab operating in the City of Tcmecula may charge a rate in excess of any maximum rate established by the City of Tcmecnla. Maximum rates may be adjusted annually by resolution of the City Council. C. An operator may charge a rate that is less than the maximum rate set by the City of Tcmecula. Only one base, hourly, mileage or other rate may bc charged by an operator and such rates shall be uniform for all vehicles listed in the Opcrator's Bennit regardless of the location of the trip origination or destination within the City of Temecula. D. Every Taxicab shall clearly display on the exterior of the vehicle the base rate, the rate charged per mile for its usage and the hou~y rate. 13 Section 12.08.633 Administrative Enforcement and Penalties A. As an alternative to the provisions of Sections 1.00.250 and 1.00.255 hereof authorizing enfomc~nent and imposition of Administrative Enforcement may be imposed as monetary penalties through civil actions, by the BLO or under this section if, in the exercise of his/her reasonable discretion, such enforcement is appropriate under the circumstances. B. The BLO is authorized to adopt from time to time, administrative hearing procedures designed to implement this section and to afford duc process to permittee. B. In addition to the authority of the BLO contained in Section 1.00.110, to deny, suspend or revoke any Driver or Operator Permit, the BLO shall have the power to impose administrative monetary penalties in amounts not to exceed those set forth in Section 1.00.255 ~cr^,.c~f for violations of this Ordinance or the regulations adopted to implement it. Administrative penalties may be imposed after a hearing conducted by the BLO in accordance with the hearing procedures adopted pursuant to Sub Section B hereof. In determining the mount of any administrative monetary penalty to be applied to any particular violation, the BLO shall consider the gravity of the violation, the record of the operator or driver involved and the harm threatened to the public by the violation. C. The decision of the BLO shall be in writing and may be hand delivered or mailed by regular mall to the operator and/or driver affected by the decision. In the event that the decision is mailed, it shall be directed to the address of the driver and/or operator on file with the City of Temecula. For puqmses of calculating the time for filing an appeal, notice shall be deemed to be effected five (5) days from the date of such mailing counting the date on which the notice was mailed. If the notice is hand delivered to the permittee's address curren~y on file with the City of Temecula such notice shall be deemed effective on the date of such deliver. D. Any operator or driver may appeal the suspension or revocation of his or her permit and the imposition of administrative monetary penalties to the Appeal Committee in accordance with the procedures contained in Section 12.08.620 hereof. E. If an administrative monetary penalty remains unpaid for a period of fourteen (14) days from the date of the BLO's decision, if there is no appeal, or from the date of the decision of the Appeal Committee if there is an appeal, the permit of the operator or driver upon whom the administrative penalty was imposed shall be suspended pending payment in full. F. The BLO may specify that any suspension or revocation of permit shall remain in effect, notwithstanding any appeal, for the protection of the public health, safety, or welfare. 14 Section 1.00.~70 Severability ff any section, sub section, sentence, clause or phrase of this Ordinance is for any reason held to be invalid or unconstitutional by the decision of a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of tho Ordinance. The City Council hereby declares that it would have passed this Ordinance, and cach section, sub section, clause, sentence or phrase thereof, irrespective of the fact that any one or more other sections, sub sections, clauses, sentences or phrases may be declared invalid or unconstitutional. Section 12.08.634 Severability The City Council of the City of Temecula hereby declares that should any section, paragraph, sentence or word of this Ordinance of the Cede, hereby adopted, be declared for any reason to be invalid, it is the intent of the Council that it would have passed all other portions of this Ordinance independent of the elimination herefrom of any such portion as may be declared invalid. Section 12.08.635 Effective Date This ordinance shall be in full force and effect ninety (90 days) after its passage. The Public Utilities Commission (PUC) standard is $750,000 combined single limit liability coverage for up to seven (7) passengers. This limit covers both property and injury. Further, it should be noted that taxicab owners must have a PUC license in order to operator their service. The City's establishment of a $750,000 minimum limit would be consistent with the requirements operators must meet to obtain a PUC license to provide service. BACKGROUND: Margarita Road was recently improved from Winchester Road south to Solana Way. Staff conducted a Traffic and Engineering Survey for Speed Zoning to determine if the existing maximum speed limit is reasonable. Staff found the 85th percentlie speed to vary from 50 mph to 53 mph. This portion of Margarita Road is not completely improved and does not have street lights. In addition, the roadway follows a curvalinear alignment with some unexpected driveway locations. Due to these unusual conditions, not readily apparent to the motorist, staff recommends the posted speed should be 45 mph. As in previous months the Part One Slats are broken down by individual districts within the City. This provides a greater understanding of the criminal activity within the City for police staff deployment and for Council/Commission interest. During the month of November a special enforcement program will occur at the Park Manor apartment complex. There has been an increased level of criminal activity at that location, drug sales, gang activity, and general rowdiness. A meeting will be scheduled with the property City Manager David Dixon and I to discuss the situation. As the holiday season approaches there will be increased patrols in the shopping areas. This will include bike patrols, reserve officers and dedicated patrols. As the year ends public radio spots will be announced to address safety issues for holiday shoppers. Crime prevention officers have been in touch with the various merchants who sell spray paint and markers in order to seek voluntary compliance with the new City ordinance regulating the sale of these items. The ordinance is generally being accepted by the business community and there is compliance. There are few who have voiced dissatisfaction over the ordinance. Merchants have been asked to comply with the ordinance by the first of the new year. POLICE ACTIVITY REPORT OCTOBER, 1993 PAGE TWO The officers assigned to the traffic division have been very busy keeping up with the various requests for enforcement. During the F.Y. 94/95 budget a request to consider the addition of one traffic officer and police motor bike will be made. The Midnight Round Up has not been a burden on the Police Department. The management seems to maintain an orderly operation. This months report has attached a summary from the monthly N.I.P.E.T. meeting. N.I.P.E.T. stands for Neighborhood Improvement and Police Enforcement Team. The purpose of the group and their meetings are to share community problems with members from each of the City Departments to ensure that a collective approach to problem solving is in place. During the labor negotiations for F.Y. 93-94 the County and Riverside Sheriffs Association agreed to twelve hour work shifts for field officers. The arrangement calls for four 12 hour days and three 12 hour days during a pay period, for a total of 84 hours per pay period, (14 days). The exact hours and other management issues are being worked out. It is expected that the shifts will begin during the first of the year. I will be monitoring the fatigue issue and productivity. There are mixed reports on the twelve hour shift schedules, some positive others negative. I will monitor the concept closely. MEETING OF 10-24-~ Dan Feltenberger N.I.P.E.T. stands for Neighborhood Improvement & Police Enforcement Team. The purpose of N.I.P.E.T. is to gather members of different agencies, departments or groups together in one place and discuss what problems or issues we are having trouble dealing with as individual entities. The idea behind the group is to combine resources to effectively and efficiently solve the problem. The committee gives each of us a face and a contact in the community. N.I.P.E.T. was designed as the initial step in forming a Community Oriented Police System, (COPS). The future for N.I.P.E.T. will include members of the community and embrace the idea that "we'll" solve our problems instead of relying solely on The City, Police Department or Fire Department, ect. N.I.P.E.T. encourages the community to get involved in itself. The committee has had some success in it's endeavors to date. The recent problems at Jimmys Coffee House for instance was handled by a number of committee members. Each did everything they could from within their department towards the common goal of ending the problem. Continuous contact and cooperation by members ended the problem quickly. Becky advised committee that in addition to the Sheriff's Department doing a license inspection, the County Health Department also does one. There is a $60.00/hour fee involved. Committee decided that there have been no business applications for a "Massage Parlor" in the City of Temecula, only applications for individual "therapists" desiring to do therapy in a customers home. All applicants to date appear to be legitimate physical therapists. 2) Kennel Operation: Discussion between the various departments about requirements for a Kennel wishing to open in City. County Health to work with Planning. 3) Alcohol: Refers to old business of a month ago involving Jimmys Coffee House and alcohol. I advised committee that drinking an alcoholic beverage in a public place is not an offense unless it's in a City Park. Members of committee expressed an interest in other City's Drinking in Public Ordinance and it's effectiveness. I have made a request to Lk. Elsinore for a copy of their Ordinance. Further discussion next month after information is gathered. 4) Graffiti Ord.: Lynn discussed business compliance with the new ordinance. All departments reviewed ordinance to insure we are all on the same wavelength regarding compliance and enforcement. Information regarding certain businesses reluctancy to conform will be presented to City Manager and City Council for their information. 5) Skateboard Ord.: Committee discussed what options are presently being considered by the City Council and that it is on the agenda tonight. Further discussion next month. 6) Legislation: Charlie advised of new legislation regarding handicapped persons in commercial areas. This legislation will impact the City's commercial districts. Bathrooms, counters, ect. will need to be altered in these areas to conform. New legislation regarding the Electrical Cede will be coming into effect. Charlie will alert the committee to the verbiage when it becomes available. 7) Overland Bank: Linda advised the bank is having an open house this Saturday. They are giving away free food and drink. The event is an inside/outside event and has been publicized. May attract crowds. FYI to patrol operations. 8) Sportspark: County health has been working at the Sportspark. It seems the new pool being built is having serious problems reference draining. The problems involve the pools plumbing. Building and Safety to work with County Health and the pool builder to get the problem resolved. 9) Tractor Race: A problem arose at the Tractor Race/Rodeo between the Fire Department and County Health. It appears that some of their codes regarding vendors directly conflict one another. Each requires things that violate the other's cedes. Laura and Becky will work out a compromise for future events. October is traditionally a very busy month for the fire department. Along with the traditional requests for Fire Prevention Week activities, we inspect and provide safety coverage for the participants and visitors of the Great Temecula Tractor Race, Pro-Rodeo, etc. Fire personnel inspect all tents and vendor / activity areas for fire and life safety prior to the beginning of the events. Most vendors are required to provide fire extinguishers for their operation, and must use only State Fire Marshal approved and fire treated tents. Vendors preparing foods must follow safety guidelines and potential danger areas throughout the events are posted for everyones safety (example: no smoking in hay and hay bale areas, etc.). Both fire stations participated in numerous school and community show and tell and educational programs emphasizing fire and life safety. Many personnel hours were invested in these worthwhile activities. The Temecula Valley Volunteer Fire Company officially introduced it's new Rescue Squad 12 to the City of Temecula and placed it into service as well. It has created quite a positive stir within Temecula and surrounding communities and most people appear impressed by this latest tool to serve the community. As often happens in Southern California (historically), Fall proved to be a very challenging fire season. Major fires erupted through out the area, the first one occurring on October 261h in the Winchester area. This fire grew to around 25,000 acres and the 50 mph winds we faced at 1 - 5 am in the morning were very devastating. The fire was blown into the French Valley area and threatened many homes. Some were lost. Most were saved. The value of our dooryard safety inspections and weed abatement programs proved of great value in many cases. Fire engines came to our aid from CDF / Riverside County Fire Dept., CDF / San Bernardino County Fire Dept., CDF San Diego, and surrounding local government fire departments where their resources were available. Many CDF engine strike teams came from Central California as well, to back us up. After this fire was controlled, many of the released fire crews were sent to the other fires in So. California including the one in Banning / Cherry Valley and Malibu. Some fire personnel were on duty with no time off approaching 3 weeks. During this time, full fire resources and response capability were maintained within our own community as well. Along with the usual emergency call load of medical aids, traffic collisions, and the handling of community programs and concerns, it indeed has been a trying time for us all. We certainly appreciate your continued support of your fire service.
