Restrictin~l Trucks Over Three (3) Tons From Pala Road and Rainbow Canyon Road
RECOMMENDATION:
3.1 That the Public/Traffic Safety Commission recommend to City Council to restrict
Trucks over Three (3) Tons from Rainbow Canyon Road.
Traffic Onerations Adjacent to the Temecula Community Recreation Center and Rancho
California Snorts Park
RECOMMENDATION:
4.1 That the Public/Traffic Safety Commission approve the re-striping of Rancho
Vista Road from Margarita Road to 415 feet west of Southern Cross Road, and
to establish a limited time parking zone on the west side of Margarita Road
between Pauba Road and Rancho Vista Road.
"No Parkinn" - Rancho California Road East of Lvndia Lane
RECOMMENDATION:
5.1 That the Public/Traffic Safety Commission recommend to City Council to
establish a "No Parking" zone on the north side of Rancho California Road east
of Lyndia Lane for a distance of 130 feet.
"No ParkinQ" - On Palma Drive and Vallejo Avenue across from the Rancho Community
Church
RECOMMENDATION:
6.1 That the Public/Traffic Safety Commission recommend to City Council to
establish a "No Parking" zone on Palma Drive and on the north side of Vallejo
Avenue from Palma Drive west for a distance of 500 feet.

THURSDAY, JANUARY 27, 1994
A regular meeting of the City of Temecula Public/Traffic Safety Commission was held on
Thursday, January 27, 1994, 7:00 P.M., at Vail Elementary School, 29915 Mira Loma Drive,
Temecula, California. The meeting was called to order by Chairman Ron Perry.

1. Minutes of December 9, 1993
1.1 Approve the minutes of December 9, 1993.

All-Way Stop At Meadows Parkway and Rancho Vista Road
Traffic Engineer Marty Lauber presented the staff report.
Johnson, Perry,
Brad Karcher, 31562 Paseo Goleta, Temecula, a student at Temecula Middle School,
advised the Commission he uses this route to travel back and forth to school and he
has witnessed several near miss traffic accidents. Mr. Karcher said the road is very
dangerous for students who walk or ride their bikes to the school.

JANUARY 27, 1994
Kathy Nolte, 31720 Corte Cabrera, Temecula, addressed the Commission with her
concern for the safety of her children and other students who use this route to travel
back and forth to school.
Traffic Engineer Marry Lauber advised he is currently working with individual schools
to draft a "safe routes to school program". He said he would contact the school
district and ask that Temecula Middle School be the next school a program is drafted
for.
Commissioner Guerriero said eventually the traffic counts will warrant an all-way stop
however, the need for the stops are there now, and should not be put bff to a later
date.
It was moved by Commissioner Guerriero, seconded by Commissioner Coe to
recommend to the City Council that an all-way stop be installed at Meadows Parkway
and Rancho Vista Road and a 45 mph speed limit be established on Rancho Vista
between Butterfield Stage Road and Meadows Parkway.

3. "NO-ParkinQ" - Avenida Barca North of MarQarita Road
Traffic Engineer Marty Lauber presented the staff report and a video presentation. Mr.
Lauber advised the Commission that prior to the start of the meeting, a petition was
presented containing thirty-four signatures and photographs by Peggy Ko.
William Couch, 29881 Los Nogales Road, Temecula, addressed the Commission with
his concerns relating to the traffic dangers posed by individuals who use this street to
pick-up and drop-off students.
It was moved by Commissioner Johnson, seconded by Commissioner Coe to
recommend the City Council establish a "No Parking" zone on Avenida Barca from
Humher Drive to Via Monterey.

Marty Lauber presented the staff report recommending the opening of Kahwea Road
between Calle Medusa and Via Norte. Mr. Lauber advised the Commission that prior
to the meeting, staff received the following regarding this issue:

The following were some of the concerns expressed by those in opposition to the
opening: no sidewalks, no street lights, driveways which back onto the street,
inadequate sight distance, steep grade, unsafe speeds, narrow street width, increased
traffic flow to the Meadowview area, in particular Via Norte and Del Rey Road, which
are narrow roads with many blind curves.
Chairman Perry asked for comments from the Police Department representative.
Sergeant Domenoe said the first concern would be whether closure delayed response
time of emergency services however, it is felt that could be mitigated. Sergeant
Domenoe said he understands the safety concerns expressed regarding the steep grade
and the narrow road width however, he could not make a recommendation to open or
not open the street.
Commissioner Guerriero said he is not in favor of opening Kahwea Road. He said
opening the road will not shorten trips throughout Temecula and everyone will be
negatively impacted if the street is opened.
Commissioner Johnson concurred with Commissioner Guerriero.
Commissioner Coe said he feels the speed limits along Del Rey Road and Via Norte
should be decreased to 25 mph. He stated he did not feel opening Kahwea Road
would increase the overall traffic to Meadowview and it could possibly decrease the
traffic on Calle Pina Colaria and Avenida Barca.
Commissioner Sander said without a network of arterial roads, he could not support
the opening of Kahwea Road.
Chairman Perry said although he believes the City should have open traffic routes, he
can not support the opening of Kahwea Road at this time. Chairman Perry said if the
opening of the road were attached to the completed improvements of Via Norte, Del
Rey Road and to Kahwea Road, he could support the opening.
It was moved by Commissioner Guerriero, seconded by Commissioner Johnson to deny
staff recommendation and recommend to the City Council permanent closure of
Kahwea Road and installation of traversable type barriers, to accommodate emergency
vehicles only at the closure.

Engineer Marty Lauber reported the following:
Asked the Commission to respond to staff's solicitation for comments regarding
the Western Riverside County Congestion Management Program.
Distributed an update to the Brown Act.
The City has approved a contract for the landscaping along Ynez Road which
was not included as part of the road improvements.
The City has held a bid opening for the improvements to Solana Way, from
Margarita Road to Ynez.
Striping of Rancho Vista Road adjacent to Temecula Valley High School is
complete. The School District will be placing appropriate signage for the
parking lot.
Striping of Ynez Road, north of Winchester Road is complete.
The City has awarded the contract for the sidewalk project along Margarita
Road, between Pauba and Rancho Vista Road.
The city maintenance crew cleared the weeds in front of the deflectors on
Rancho California Road.
City staff posted a "Not A Through Street" sign on Via Las Colinas.
Traffic Engineer Lauber asked for two volunteers from the Commission to serve on a task
force which will address the re-issuance of an M.O.U. from Cal Trans for Highway 79 South
and Highway 79 North.
Commissioners Guerriero and Coe volunteered to serve on the task force.

Police Report which would reflect crime totals by district for the various communities within
Temecula.

Sub-Committee to Study the Jefferson Avenue Corridor from Via Montezuma North to
Sanborn Avenue
Traffic Engineer Lauber presented the staff report.
Commissioner Johnson suggested the sub-committee include property owners and
business owners along the Jefferson Avenue Corridor.
Commissioner Sander recommended the sub-committee study the collision reports for
the intersection of Jefferson and Winchester, primarily the area between Kinko's and
the ARCO gas station. Commissioner Sander suggested the sub-committee also review
the Winchester Road interchange design plan.
Commissioner Guerriero and Commissioner Johnson volunteered to participate on the
sub-committee with Commissioner Sander as an alternate.
Commissioner Guerriero suggested that staff contact the property owners north of the
ARCO gas station to discuss additional access.
Marry Lauber said the first meeting of the sub-committee will be scheduled for March
11, 1994, at 8:30 A.M.
Traffic SiGnal Priority List - MethodoloGy
Traffic Engineer Marty Lauber presented the staff report. He advised the Commission
the methodology to be used to establish a Traffic Signal Priority List was based on the
state standards as well as the expert advice of the City's Traffic Consultant Ben
Dobbins.
It was moved by Commissioner Johnson, seconded by Commissioner Guerriero to
approve the Methodology to be used to establish a Traffic Signal Priority List.

Pedestrian, Vehicular and Bicycle Traffic Adjacent to Temecula Community Recreation
Center/Rancho California Soorts Park
Commissioner Guerriero said he has received several calls in the past two weeks
expressing concern regarding the area in front of the new Community Recreation
Center (CRC). Commissioner Guerriero said Vehicle Code Section 22.357.1 applies to
this location, which could lower the speed to 25 mph during restricted hours.
Commissioner Guerriero suggested marked crosswalks with a warning signal adjacent
to the CRC.
Commissioner Johnson said that studies have shown that marked crosswalks imply
safety and actually increase risk. He suggested staff investigate use of a pedestrian
activated stop at the crosswalk.
Traffic Engineer Marry Lauber suggested placing this item on the next agenda to allow
staff the opportunity to perform the necessary traffic counts and evaluations.
Speed Undulations - Follow-Up Report
Traffic Engineer Marry Lauber presented the staff report and a slide presentation from
Calle Pina Colada. He said travel patterns indicate an average decrease in speeds of
4 mph during off peak periods. Engineer Lauber reported the results of the Public
Survey indicate a feeling that speeds have remained the same or decreased, that traffic
volumes have remained the same and that noise has stayed the same or increased. He
said those surveyed were evenly split between the benefit and detriment of installing
this type of residential traffic control.

Traffic Engineer's Reoort
Traffic Engineer Marty Lauber reported the following:
Cal Trans has set March 3, 1994 as the installation date for the Four-way stop
at Highway 79 South and Margerita Road.
Staff is in the process of performing turning movement counts for Pale Road

and Highway 79 South to determine the left turn pocket requirements for this
intersection.
Staff is working with RTA to redistribute one of the bus benches from locations
that have two benches and place them at locations that have no benches.
He provided the Commission with a draft agenda for the next Executive
Committee meeting.
The meeting with the School District and the safe routes to school committee,
which meets monthly alternating discussions on safe routes to school with any
school issues.
Public Works
Responding to a request for bike lanes on Nicholas, staff will research and make
a recommendation however, the design does not include a bike lane.
Speed surveys for Via Norte and Del Rey have been completed and will be
included in the staff report to the City Council.
Director Tim Serlet reported the following:
The City's Capital Improvement Plan Program places the Winchester Road over-
crossing as the highest priority. The City hopes to award a contract for the
construction in December of 1994.
The Overland Crossing is currently in the design process. Cal Trans has decided
to divide the structure in such a way that the portion in the Cal Trans right-of-
way will be maintained by Cal Trans and the other portion to be maintained by
the City. Anticipated completion of the design phase is December 1994. There
is currently no funding mechanism for this project.
Staff has received authorization to solicit environmental consultants for the Pala
Road Bridge. Anticipated construction to begin in 1996.
The City Council will be holding a workshop regarding the Pechanga Reservation
Casino and staff will notify the Commission.
City Manager David Dixon has assumed a new position as City Manager of the
City of Orange. The City Council has hired Ron Bradley as interim City Manager
and to assist in the recruitment of a new City Manager.
The City has recently applied for a ~270,O00grant in CEMAC funds. The funds
will be used to purchase a master controller which would control all traffic
signals from City Hall.

An Engineering Consultant has been selected for the Walcott Corridor.
The improvements to John Warner Road and Leifer Road will be funded through
Service Level R. The property owners have agreed to fund construction of the
improvements if the City agrees to take over the maintenance.
Staff is considering forming a sub-committee to look at implementing the
Transportation Demand Ordinance and address high peaks by requesting large
volume employers to stagger their work hours.
City Departments are currently working on their budgets and Traffic Engineer
Lauber will be putting together a work program for his division. The
Commission should direct any items that they would like to see addressed to
Mr. Lauber.
The City anticipates awarding the contract for Solana Way and Ynez Road on
March 8, 1994.
Police Chief's Report
Sergeant Jim Domenoe reported the following:
The patrol officers are on twelve hours shifts with two shifts working.
The Traffic Team, K-9 Team and SET Team are working a 4/10 shift, and
Sergeants work twelve hours.
There were no arrests during the D.U.I. check point on New Years Eve. There
were a total of twelve D.U.I. arrests for the three day weekend not associated
with the check point.
The California Highway Patrol is doing a grant with O.T.S. to provide funding
for officers to do additional overtime for enforcement of seat belt, D.U.I. and
helmet laws. Members of the Highway Patrol will ride with police and assist in
those citations.
Commissioner Guerriero asked if the Police Department has plans for hiring an
additional motorcycle officer.
Sergeant Domenoe said the Police Chief is looking at adding one additional motor
officer and purchasing two motorcycles, one as a replacement and one for the new
officer.

9. Fire Chief's Reoort
Fire Chief Jim Wright reported the following:
Distributed an Annual Re-Cap Report for 1993.
He advised the Commission that the City will be going out to bid for the
ambulance service.
The County Board of Supervisors has approved a new equipment request. This
includes 16 new fire engines, with both of the City's technical first line engines
to be replaced within the next 18 months. A request is going to City Council
to add a Fire Systems Field Inspector to the contract.
The French Valley Fire Station will go out to bid in April or May. He said the
County Board of Supervisors strongly supports the construction of this fire
station.
Fire Chief Wright reported on his special assignment for the last month to the County
of Los Angeles to assist in the earthquake disaster.
10. Commission Reports
Commissioner Johnson suggested the Commission hold a workshop to review the
previously established goals and objectives of the Public Safety Commission and the
Traffic Commission.
Commissioner Johnson reported cars making left turns against a red signal both
northbound and eastbound at Mergarita Road and Highway 79 North (Winchester
Road).
Commissioner Johnson reported during New Years Eve he heard several gun shots and
fireworks.
Sergeant Domenoe responded that the Sheriff's Department cannot respond to all these
calls on this particular evening.
Commissioner Johnson said he was asked by the Meadowview Homeowners
Association equestrian group to request the City place a stop sign at Calle Pina Colada
and Via Norte.
Traffic Engineer Lauber requested a copy of the equestrian trails and markings within
Meadowview.

Commissioner Guerriero advised that the Temecula Community Partnership Programs,
the McGruff identification stickers and the on-going drug forums are successful and
continue to grow. He said currently the Police Department, Fire Department, water
company, Southern California Edison, Southern California Gas Company and the City
vehicles are displaying the McGruff stickers. This programs offers a safe haven for
children who are concerned they are being approached and allows those individuals
displaying the McGruff decal to radio assistance for a child.
Commissioner Guerriero said the ABC has a new underage drinking program for liquor
sales establishments and several businesses in the community are taking part in the
program.
Commissioner Guerriero reported witnessing two vehicles parked at the narrowing of
Margarita Road at Rancho California Road. He said the incident took place during peak
traffic and caused traffic to back-up and drive into the dirt.
Public Works Director Tim Serlet advised the City Council has placed this area of
roadway on high priority and directed City staff to complete these improvements
through a reimbursement agreement with the property owner. The property owner
however, does not want to pay prevailing wages.

9:30 P.M. The motion was carried unanimously.
The next regular meeting of the City of Temecula Public/Traffic Safety Commission will be held

2.44.010 Established.
Pursuant to Section 2.44.010, them is created an
advisory commission to the city council which shall
be known as the Temecula public/traffic safety com-
mission. (Oral. 92-17 § I (12.01.010))
2.44.020 Composition and membership.
The public/traffic safety commission shall consist
of seven members appointed by the city council
pursuant to Section 2.40.050. No officers or employ-
ees of the city or person under an employment con-
tract subject to the jurisdiction of the city council
shall be members of such commission. (Ord. 92-17
§ 1 (12.01.020))
2.44.030 Terms of office.
Terms of office for public/traffic safety commis-
sioners shall be three years with staggered terms.
Initially, all seven members may be selected at once.
In order to achieve staggered terms, three members
shall be appointed for tenns of three years; two
members for terms of two years; and two members
for terms of one year, such terms to be determined
by the drawing of lots. At the completion of any
term a commission member may be reappointed
pursuant to the procedures set forth in Section
2.40.050. (Ord. 92-17 § I (12.01.030))
2.44.040 Time and place of meetings.
The public/traffic safety commission shall estab-
lish a regular date, time and place for commission
meetings, which shall be open to the public. Such
meetings shall occur no less frequently than once a
month. (Ord. 92-17 § 1 (12.01.050))
2.44.050 Powers and duties.
The public/traffic safety commission shall advise
the city council on all matters subject to the jurisdic-
tion of the council pertaining to the public and
traffic safety. The duties of the public/traffic safety
commission shall be established by resolution of the
city council. (Ord. 92-17 § 1 (12.01.060))
2.44.060 Public hearings.
Whenever the comraission determines, by a two-
thirds majority of those members present, that its
deliberations with respect to a particular matter or
matters would be substantially aided by the presen-
tation of teslimony from the citizens of the city, or
of a certain area of the city, the commission may
direct a public hearing be held conceming such
matter or matters. Notice of such a hearing shall be
provided by publication in a newspaper of general
circulation published in the city, and/or by posting
the same in at least three public places, not later
than seven days prior to the date of the hearing.
Such hearings shall be conducted in accordance with
the roles established for the conduct of hearings
before the city council unless the council, by resolu-
tion, shall otherwise provide. (Ord. 92-17 § 1
( 12.01.070))
2.44.070 Staff assistance.
The city manager shall ensure that adequate staff
will be allocated to provide necessary technical and
clerical assistance to the commission. (Ord. 92-17

Restricting Trucks Over Three (3) Tons From Pala Road and Rainbow
Canyon Road
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend to City Council to restrict trucks over
three (3) tons from Rainbow Canyon Road.
BACKGROUND:
The Traffic Division of the Public Works Department has been requested by Commissioner Coe
to investigate limiting truck traffic on Pala Road and Rainbow Canyon Road.
Pala Road and Rainbow Canyon Road are both north-south collector streets starting in San
Diego County in the south, and cross Riverside County before entering Temecula. In order to
create either restriction both Counties were contacted. In both cases it would be wrong to
post signs at our City boundary without providing the appropriate turn around areas.
Rainbow Canyon Road is located just east of Interstate 15 (I-15) which will serve as an
alternate route for all restricted trucks. The California Highway Patrol (CHP) was also
contacted regarding trucks using Rainbow Canyon Road as a by-pass to the truck scales on
I-15. The CHP supports the imposition of a weight limit on Rainbow Canyon Road.
In November 1990, the San Diego County Traffic Advisory Committee approved limiting truck
traffic on Pala Road within San Diego County. This decision was repealed in September, 1991
because the Pala Band of Mission Indians challenged the initial approval. They claimed that
this restriction would result in excessive out-of-direction travel, and the Committee agreed.
Staff recommends posting Rainbow Canyon Road to restrict trucks over three (3) tons. San
Diego County has supported our efforts by allowing us to post the restriction in that County
for northbound trucks. Additional signs will need to also be posted in Temecula for south
bound trucks. Staff also recommends denying the request to restrict Pala Road based on
previous actions taken by San Diego County.
FISCAL IMPACT:

Vehicles exceeding a maximum gross weight
limit of six thousand pounds are prohibited ,on the
streets designated in Section 10.20.070 of this chap-

10.20.070 Designation of restricted streets.
When signs a~ erected giving notice thereof. the
following streets or portions of streets ate restricted
to vehicles not exceeding a roaximum gross weight
of six thousand pounds:

ed street, the city engineer shall cause said street to

1020.090 Exceptions.
The provisions of this article shall not apply to:
A. Commercial vehicles coming from an unre-
stricted s~reet having ingress and egress by direct
route to and from a restricted street when necessary
for the purpose of making pickups or deliveries of
goods, wares and merchandise from or to any build-
ing or structure located on the restricted street, or
for the purpose of delivering materials to be used in
the actual and bona fide repair, alteration, remodel-
ing or construction of any building or structure upon
the reslricted street for which a building permit has
previously been obta'roed;
B. Passenger buses under the jurisdiction of the
public utilities commission;
C. Any vehicle owned by a public utility neces-
sa~ for the construction, installation, maintenance
or repair of public utilities; or
D. Any vehicle owned and operated by a public

Traffic Operations Adjacent to the Temecula Community Recreation
Center and Rancho California Sports Park
RECOMMENDATION:
That the Public/Traffic Safety Commission approve the re-striping of Rancho Vista Road from
Margarita Road to 415 feet west of Southern Cross Road and to establish a limited time
parking zone on the west side of Margarita Road between Pauba Road and Rancho Vista Road.
BACKGROUND:
The Public/Traffic Safety Commission requested staff to investigate future traffic operations
on Rancho Vista Road and Margarita Road adjacent to the Temecula Community Recreation
Center (CRC} and Rancho California Sports Park. Commission concerns included parking, left
turn lanes and pedestrian controls because of the opening of the CRC.
Rancho Vista Road currently is a fully improved secondary roadway with a curb to curb width
of 64 feet. It is currently striped for three (3) lanes (two eastbound and one westbound), two
(2) bike lanes and parking on both sides. There are no left turn pockets for Argo Court,
Southern Cross Road, or any driveways to the park site. Currently there are 174 parking
spaces provided adjacent to Rancho Vista Road at the existing ball fields. An additional 296
spaces have been built for the new CRC and approximately 300 more are planned for the
southwest corner of Margarita Road and Rancho Vista Road. The west side of Margarita Road
adjacent to the ball fields currently has approximately 1,050 feet of parking (approximately 44
parking spaces).
The ultimate striping for a secondary roadway consists of four (4) through lanes, a center
island and two (2) bike lanes as exists east of Margarita Road. The painted median area is
provided for left turn storage at intersections and no parking is allowed.
In order to provide three (3) additional left turn pockets and provide 440 linear feet of on street
parking, two (2) different striping patterns will be utilized with transition between them as
shown on Exhibit "A". Left turns could be restricted from all driveways except one (1) if it
is desired. Exhibit "B" shows those changes proposed for Margarita Road which includes
adding over 550 feet of parking (approximately 24 parking spaces) and a limit time parking
restriction from 6:00 a.m. to 4:00 p.m. weekdays. To insure proper speed limit posting, a
traffic and engineering survey will be conducted approximately one (1) month after re-striping
to see if the critical speed changes significantly enough to effect the posted limit.

"No Parking" - Rancho California Road East of Lyndia Lane
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend to City Council to establish a "No
Parking" zone on the north side of Rancho California Road east of Lyndia Lane for a distance
of 130 feet.
BACKGROUND:
The Traffic Engineering Division of the Public Works Department has received a request to
eliminate parking on Rancho California Road adjacent to Lyndia Lane. The resident complained
that parked vehicles on the north side of Rancho California Road obstruct visibility when
looking east from Lyndia Lane.
Traffic Division Staff has investigated the location to see if parked vehicles could create an
obstruction which could be alleviated by imposing a parking restriction. We also ensured that
existing off-street parking would meet the demand created by displaced vehicles.
Our research revealed that vehicles parking on Rancho California Road, east of Lyndia Lane
stop to shop at the Quick Mart. This development was not required to provide pedestrian
access from the sidewalk adjacent to Rancho California Road. The Quik Mart parking lot
appears to be only partially utilized and can handle any displaced vehicles.
By restricting parking on Rancho California Road sufficient sight distance is provided at Lyndia
Lane. Displaced vehicles will be able to park in the existing parking lot provided by the
development.

"No Parking" on Palma Drive and Vallejo Avenue across from the Rancho
Community Church
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend to City Council to establish a "No
Parking" zone on Palma Drive and on the north side of Vallejo Avenue from Palma Drive west
for a distance of 500 feet.
BACKGROUND:
The Traffic Division has received a request to post "No Parking" on Palma Drive and Vallejo
Avenue across from the Rancho Community Church. Cars have been reported to park off of
the roadway in an existing grass drainage swale.
Palma Drive is a residential cul-de-sac with a twenty-four (24) foot width and is about 320
feet long. Vallejo Avenue is also a local street twenty-four(24) feet wide except adjacent to
the Rancho Community Church where it has been partially improved to thirty-six (36) feet
wide. Twenty-four (24) feet are required to provide for two through lanes without parking.
The additional twelve (12) feet adjacent to the Church allows for parking on one side of Vallejo
Avenue only.
Staff investigated the parking situation and found that although the Church parking lot was
not being fully utilized, vehicles continue to park across from the Church. These vehicle
partially restrict available pavement for through movements and destroy the existing erosion
control planting maintained by the adjacent property owner.
In order to properly utilize the existing roadways and not destroy needed erosion controls
planting, staff recommends restricting parking from the partially improved roadways of Palma
Drive and Vallejo Avenue as shown on Exhibit "A".
FISCAL IMPACT:
"No Parking" signs and posts - 10 @ $125.00 = $1,250.00

The Maintenance Crew has also put in 66.5 hours of overtime which includes standby time, P.M.
surveillance (weekends only), and response to street emergencies.

POLICE ACTIVITY REPORT FOR 1993
The following report reflects the Part I Crimes,
Traffic Activity, and miscellaneous activity occurring
in the City of Temecula during the year of 1993.
As in regular monthly reports the Part One Stats are
broken down by individual districts within the City.
This provides a greater understanding of the criminal
activity within the City for police staff deployment
and for Council / Commission interest.
The overall picture presented by the report shows that
crime was not as serious a problem in Temecula as
perhaps found in other areas. It would be foolish to
indicate that the issue is not one that requires
constant attention and concern, however I do believe it
needs to be put into perspective.
Page 2 of the report shows that over half of the
robberies were strong arm. This is when a person takes
something from another by force without the use of a
weapon.
All rapes are violent crimes, where the offender needs
to be dealt with in a serious and swift manner. There
are common denominators in the majority of the rapes
reported in 1993: adult suspect, minor victim, both
knew one another, alcohol was involved, and there had
been a party sometime in the previous twelve hours.

An interesting and predictable fact is that traffic cites for
hazardous violations went down and traffic accidents went up.
The number of driving under the influence arrests is slightly
lower. The traffic accident issue will be monitored through
1994.
Lynn Fanene did an outstanding job with gaining business
community compliance with the graffiti ordinance this year.
During 1994 he will be working on compliance with the business
license requirement.
The issues of false alarms is going to have to be addressed
through a false alarm ordinance. The number of false alarms for
1993 was 3104. At 15 minute per call this equals 776 staff hours
a year used to respond to the calls.
The number of felony arrests were up, and other arrests down.
Drug arrests were generally up, this I attribute to training and
skill levels being elevated.
Again this year the law enforcement program was well under
budget.
The incident tracking system that has produced the stats since
incorporation has remained the same. No changes happened that
would alter the numbers. If errors exist they are the same as in
the previous years. As you know the report is merely one of many
tools used in judging the safety of the community.
The monthly report for February 1994 will be included in next
months report.
I am pleased with the end of year report. The community should
be proud of itself.

1993 Year End Report
This information is provided as a year end summary of the activities of the Temecula Fire
Services during calendar year 1993.
Temecula Fire units and personnel responded to a total of 3,460 incidents during 1993. This is
an increase of 8.9% over the number of 1992 incident responses. The avera~,e increase in
annual incident responses has been 10.7% per year for the past 4 years. Medical aid responses
continue to account for a full 42% of our total emergency work load. This is virtually the same
percentage as 1992. The extended fire season and Santanna wind conditions helped to increase
the total number of vegetation fires to 7% above last year though minimal damage was sustained
within the City of Temecula. The number of structure fires to which we were dispatched
increased by 67% over last year, but there was not any significant change in structural fire
damage.
Though operating without a dedicated fire prevention captain, the department continued to
provide basic fire prevention services. Special public events were pre-inspected for everyones
safety. Many of our children were taught the basic fire safety rules through our school
presentations. With the addition of a fire safety specialist to the City staff, commercial building
plans, tenant improvements, and changes of occupancy were processed more efficiently. The
other fire prevention activities, commercial fire safety inspections, weed abatement, fire
extinguisher classes for local manufacturers employees, all proceeded as planned.

There were 2200 commercial fire safety inspections conducted by the fire station personnel in
1993. Weed abatement inspections totaled 647 parcds or 85 % more than in 1992. A new
computer program also provided improved documentation and tracking of the inspection process.
A total of 132 parcels required clearing by the approved city contractors. That is about 20% of
the total number of parcels inspected.
During 1993, your fire department volunteers purchased a new rescue squad to serve the
community. Full medical, traffic collision, and swiftwater rescue equipment is carried in this
vehicle and is staffed by our volunteers. The volunteers supplement the paid staff and continue
to assist in providing cost effective service. More paid and volunteer staff were trained for
swiftwater rescue operations. Additional water rescue gear was recently issued to our fire
stations.
As always, the routine fire, medical, hazmat, public service, and fire menace standby responses
were handled dally. But there were some noteworthy incidents that we as a city dealt with in
1993. In January, Temecula experienced flooding conditions which required the implementation
of a full scale major incident organization. Law enforcement, fire, public works, finance,
building and safety, and other city and fire department functions had to adapt and work together
as a team to mitigate the immediate flood problems. Past disaster drills which included city staff
had paid off in a relatively smooth operation. Injury and property damage were minor compared
to the potential that existed. Proper record keeping allowed prompt reimbursement to the city
by FEMA to help offset some of the costs of the emergency flood operations.
In March, units responded to a gas pump fire at the Mobil station located at Front and Del Rio.
Fire department units on scene encountered a fire fueled by the leaking gasoline. After several
minutes, the very stubborn fire was extinguished. A customer paid his bill but drove away
without removing the dispenser nozzle. This caused the entire pump to be yanked from its based
and dragged about 15 feet. No one was injured and property damage was minor. The month of
April saw a condominium fire at 44671 La Paz off of Highway 79 South. First in units
discovered a fully involved garage just beginning to impinge into the living area of the condo.
The fire was quickly suppressed with no damage to the living quarters or surrounding condo
units. As fire season began, a grass fire erupted east of Moraga and south of Margarita Roads.
The fire spread very quickly through the dry grass and burned a 75 foot length of redwood
fencing bordering the back yards of residents living on Humher Drive. The fire was contained
at 16 acres with no injuries or further significant fire damage. In October, some of our local fire
units were dispatched to the Winchester Fire. This fire burned toward Temecula at a frightening
pace, eventually scorching 25,000 acres. Many homes in the French Valley area were saved and
the fire was kept from getting any closer to Temecula. In December, the Winchester bridge
HAZMAT fire incident occurred which tasked the fire service' s and other jurisdictional agencies
ability to deal with hazardous material situations.

In 1994, we will continue to address pertinent public safety issues. More fire suppression
personnel will be required to be certified as swiftwater rescue first responders to further enhance
our water rescue capabilities. With the approach of the Africanized bees, we are issuing specific
standard operating procedures to our fire personnel explaining how to rescue anyone who will
be attacked by these very aggressive swarms. Special bee protective equipment is beginning to
be issued to the field at this time. We continue to monitor civil unrest potential in our
geographical region and have trained in specialized techniques to be able to serve the public
during times of civil unrest while protecting our personnel. We will strive to continue aggressive
weed abatement measures within our community and provide fire safety training to as many of
our children as we can. The construction of two additional fire stations in our community are
planned for 1994 as well. The City of Temecula will construct a new fire station on the east side
of I-15, located centrally to enhance emergency response times within the City. Coverage during
disasters will be improved as well. The Riverside County Fire Department plans to build the
French Valley Fire Station at the airport, in the City of Temecula's sphere of influence. This
will provide more close resources to support public safety.
As the year unfolds, we plan to continue to deliver a professional, courteous, responsive, and
cost effective fire service for the City of Temecula. Please feel free to contact me if you have

February 1994 Activity Report
The following statistics reflect the monthly fire suppression and fire prevention activity of your
fire department for the month of February, 1994.
All emergency incidents in the City were routine in nature. Overall, emergency calls were down
about 8.5 % in February compared to January's activity. Station personnel continued with their
daily fire prevention inspection and public relations duties. Both an engine company and the
ladder truck visited Margarita Middle School for both consecutive career days activities. Two
hundred and three commercial fire safety inspections were conducted by station personnel this
month.
Battalion State funded personnel are beginning to gear up for our annual LE-38 (Dooryard Fire
Safety Inspections) Program. This will begin in the area around the City limits and in our area
of influence. Actual inspections begin in April. In addition, City weed abatement activities will
begin in the near future as well.
