Traffic Division Policy No. 01 - Hierarchy of "Stop" Controlled
Intersections
RECOMMENDATION:
That the Public/Traffic Safety Commission approve Traffic Division policy regarding Hierarchy
of "Stop" controlled intersections.
BACKGROUND:
In order to provide appropriate intersection controls consistent throughout Temecula, the
Traffic Division of the Public Works Department has proposed Policy No. 01. This is the first
in a series of proposed policies directed at establishing local criteria for items not specifically
covered in the California Vehicle Code or the California Department of Transportation Traffic
Manual. The goal of these policies is to establish a citywide criteria by which traffic
operational improvements can be standardized.
The pavement markings and signing of none signalized intersections will be governed by the
following policy.
POLICY NO.1
HIERARCHY OF "STOP" CONTROLLED INTERSECTIONS
The following policy applies to all stop or yield controlled intersections. Prior to installing any
controls, each location must be approved by the Public/Traffic Safety Commission and the
Temecula City Council.
1. Intersection between a single cul-de-sac and local streets, should have:
a. A 30" yield sign (these signs are proposed to reinforced the recent change to the
California vehicle code which requires drivers on the stem of a "T" intersection to
yield to the through traffic.) or;
b. A 30" stop sign and;
c. A 12" limit line
2. Intersections between two (2) local streets, should have;
a. A standard 30" stop sign and;
b. A 12" limit line

3. Intersections between local streets and collector streets, the local street should have;
a. A standard 30" stop sign and;
b. A 12" limit line and;
c. An 8' metric Stop legend
4. Intersection between all streets and arterial streets, should have;
a. An oversized 36" stop sign and;
b. A 12" limit line and;
c. An 8' metric stop legend
This criteria is graphically shown on Exhibit" 1 ". Stop Ahead Signs and legends should only
be placed in advance of Stop signs when an obstruction does not provide stopping sight
distance. All stop ahead signs should be 36" X 36" and be accompanied by a stop ahead
legend for each approach lane.
Note: All signs must be constructed using high intensity reflective sheeting.

"No Parking" - to Facilitate Emergency Access
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend to City Council to establish "No
Parking" zones on Villa Alturas, Loma Portola Drive, Santa Suzanne Place, Mira Loma Drive
and La Primavera street adjacent to medians as shown on Exhibits "B" through "I".
BACKGROUND:
The Maintenance Division of the Public Works Department has recently re-painted existing red
curb at an entrance to the Lake Village neighborhood on Via Alturas at Pauba Road. During
this routine maintenance our Maintenance Superintendent extended the existing red curb, as
directed by the City's insurance carrier, to ensure clear access for emergency vehicles. This
additional parking restriction was objected to by an adjacent property owner. This item was
then brought to the attention of the Traffic Division for resolution.
The County of Riverside originally passed resolutions establishing "No Parking" zones adjacent
to entrance medians on Via Alturas from Pauba Road to a point 100 feet northerly. The
County then painted red curb to conform with their resolution as shown on Exhibits "B" and
"I".
The Fire Department was contacted to see if the existing restriction would facilitate the use
of emergency vehicles. The criteria identified by Battalion Chief Brodowski was that the
minimum roadway width (through lane), for fire department and emergency vehicle access,
should be 1 8 feet.
The City's insurance carrier was also contacted to be sure our efforts, to conform with
recommendations from the Fire Department, did not have any negative ramifications. Their
loss control consultant stated that it is imperative that these areas be restricted to indicate
that no parking is allowed.
Based on input received at the April 28, 1994 Public/Traffic Safety Commission, from both
adjacent property owners and the Commissioners, staff has analyzed the fiscal impacts for
three proposed alternatives. These alternatives are:

The estimated costs were calculated for Location No.2. Costs at other locations could vary
slightly based on roadway, median and driveway configurations.
The Lake Village Home Owners Association (HOA) Management Company was contacted prior
to the April 28, 1994 meeting and supported staffs efforts to provide adequate access using
a red curb parking prohibition. The HOA was also contacted after the April 28, 1994 meeting
to discuss Alternatives No. 2 and No. 3 They still felt Alternative No. 1 would be most
appropriate and reinforced their support for red curb. The HOA felt adamantly opposed to
removing the medians especially after the HOA recently spent time and money beautifying the
medians.
Staff analyzed 17 locations of which 8 were identified as falling short of meeting the 18 foot
criteria. Although staff research found that City Ordinance No. 91-16 restricts vehicles from
parking on the left side of one-way roadways (medians), the police recommend either red curb
or signs also be included for the medians.
Staff recommends extending the existing parking restrictions to create a minimum 18 foot
through lane. The exact limits of our purposed restrictions are shown on Exhibits "B" through
Exhibit "I". These exhibits also show how the additional restrictions were calculated.

All-Way "Stop" - Via Norte at Calle Pilia Colada
RECOMMENDATION:
That the Public/Traffic Safety Commission deny the request to establish an all-way "Stop" on
Via Norte at Calle Pii'la Colada.
BACKGROUND:
Staff has been requested to install two (2) additional stop signs on Via Norte at Calle Pii'la
Colada, thereby creating an All-way Stop.
The California Department of Transportation Traffic Manual identifies three (3) general criteria
for the consideration of multi-way stops.
1. Where traffic signals are warranted and urgently needed, the multi-way stop may be an
interim measure that can be installed quickly to control traffic while arrangements are
being made for the signal installations.
2. An accident problem, as indicated by five (5) or more reported accidents within a twelve
(12) month period of a type susceptible to correction by a multi-way stop installation.
Such accidents include right-angle and left-turn collisions as well as right-angle collisions.
3. Minimum traffic volumes
a. The total vehicular volume entering the intersection from all approaches must
average at least 500 vehicles per hour for any eight (8) hours, of an average day,
and
b. The combined vehicular and pedestrian volume from the minor street or highway
must average at least 200 units per hour for the same eight (8) hours, with an
average delay to minor street vehicular traffic of at least 30 seconds per vehicle
during the maximum hour, but
c. When the 85-percentile approach speed of the major street traffic exceeds 40 miles
per hour, the minimum vehicular volume warrant is 70 percent of the above
requirements.

11. ON GOING PROJECTS:
A. Held the second meeting of the Public/Traffic Safety Commission's Jefferson
Street Sub-Committee. All adjacent property owners and businesses received
announcements to either of two available workshop sessions. Input was
received and a follow-up workshop set for May 20, 1994.
B. Designed Traffic signal and Roadway Striping changes to create dual left turn
lanes for southbound Front Street at Rancho California Road.
C. Met with Caltrans to discuss potentiaL improvements to State Highway 79(S)
between 1-15 and Pala Road. Two options discussed were installing a four-way
stop at SR79 (S) and 1-15 south bound ramps and creating a right turn only lane
for west bound approach to 1-15 north bound ramp.
E.
Finalized the Traffic Division's Traffic Control Plan Checklist. This handout is
available to all Contractors and Engineers requested to submit plans. This takes
the guess-work out of plan development by defining City requirements prior to
submittals.

F. Submitted final grant application to the Office of Traffic Safety for a portable
radar display trailer and public informational brochures. This is the primary step
in developing a Neighborhood Traffic Watch program.

tree trimming, sign repair, A.C. failures, litter removal. and catch basin c1eanings.
This is compared to 23 service order requests for the month of March, 1994.
The Maintenance Crew has also put in 39 hours of overtime which includes standby time, P.M.
surveillance (weekends only). and response to street emergencies.

The following report reflects the Part I Crimes, Traffic
Activity, and miscellaneous activity occurring in the
City of Temecula during April 1994.
As in past monthly reports the Part One Stats are broken
down by individual districts within the City. This
provides a greater understanding of the criminal activity
within the City for police staff deployment and for
Council/Commission interest.
The K.I.D.s program continues to gain nation interest. It
is not uncommon for the Department to receive several
calls a week from various agencies across the united
States.
The Balloon and Wine event went without incident. The
program seemed to be well thought out and planned.
The past months activity was similar to the previous
months.
The first segment of City budget hearings were completed
with no change in police staffing requested.
Temecula Valley High School Class of 1994 is planning a
graduation event. Again as last year the program's goal
is to have a sober graduation. The Police Department is
in total support of the program.

April 1994 Activity Report
The following statistics reflect the monthly fire suppl'l:ssion and fire prevention activity of your
fire department for the month of April, 1994.
Our Fire Department was kept very busy with many community activities this month. Both fire
stations provided station tours to local school children. Material presented to the children
included Stop-Drop-and Roll, the 9-1-1 emergency phone system, and our safety equipment I
fire engines. One group included a small girl scout troop. The firefighters did their duty and
bought some cookies from the girls. About 130 persons toured our stations this month. Three
schools in Temecula provided more opportunities for fire prevention education and positive
public relations. Approximately 130 students at Nicolas Elementary School were taught fire
safety rules by Station 73 personnel. At Margarita Middle School, over 300 people met
firefighters and received information while attending the April 13th Health Fair. The paid and
volunteer staff from Station 12 brought E12 and Squad 12 to Temecu1a Valley High School for
the "Friendship Games". An estimated 1000 people saw our static display while at the school.
Static displays at Albertsons on Ynez Road and in the Redhawk Tract provided contact with an
additional 550 people as well.
As a service to the Temecu1a Valley Community, complete fire and rescue services were again
provided by our department for all three days of the Temecu1a Balloon and Wine Festival. A
paid crew (E73) and volunteers (E73B I Squad 12 I Event Cart) provided standby for the Mark
and Brian show Friday morning at the Festival. The remainder of the three day event was
covered by the Temecu1a Volunteer Fire Company at no cost to the Festival organization except
for meals. Numerous medical aids and two fires were handled by the volunteers during the
event.
The Riverside County Fire Department's Hazardous Materials Unit remains busy almost
constantly, responding county wide to hazardous materials incidents. They rarely are dispatched
to Temecula. Recently, they responded into our City twice in the same day. On April 16th, the
first incident occurred at 8:31 a.m at the intersection of Stonewood and Selby Circle.

A resident found a plastic bag in front of his house with a plastic soda pop bottle inside of it.
The bottle had a greenish liquid in it. The Battalion Chief, E12, Hazmat 1, and 2 employees
from County Health responded to the incident. The area was blocked off to prevent any unsafe
exposure to all citizens and emergency personnel. Once the fire department Hazmat team
arrived, the bottle was identified as an expansion bomb filled with a very strong acid. Once
identified, the hazard was neutralized and cleaned up, making it safe for neighborhood
pedestrians and pets once again. Later the same day, at 9:09 p.m, gasoline was noticed
proceeding down the gutter in the vicinity of Margarita Road and Avenida Barca. E12, Hazmat
1, and County Health responded. The source of the disposed fuel was identified and county
health will pursue legal action against the offending party.
On April 20th at 5: 10 p.m, a small trailer caught fire at 41720 Calle Cabrillo. A father was able
to enter the burning structure and retrieve his two children from the flames. At 6:31 a.m. on
April 30th, units responded to an apartment fire at Park Manor Apts. A fire started in the living
room of a one bedroom apartment. Fortunately, the father had recently practiced fire drills with
his children the week before (they had just moved in). The father and children crawled at floor
level beneath the smoke and escaped through the front door. Both children sustained bum
injuries on their lower legs (ages 2 and 5) and the father burned his hands on the door knob and
deadbolt of the front door as he made their escape. They were very lucky. Just days previous
to the fire, the occupant disconnected the smoke detector because it was activating occasionally.
His intention was to buy a new one but he forgot to do so. They were fortunate he woke up to
discover the fire.
Fire season should be officially declared in May. So far, the damp, cool weather has prevented
any vegetation fires in our area. County wide, some vegetation fires are occurring and are on
the rise.
