For all other agenda items, a 'Request to Speak" form must be filed with the Recording

RECOMMENDATION:
2.1 That the Public/Traffic Safety Commission approve Traffic Division Policy

RECOMMENDATION:
3.1 That the Public/Traffic Safety Commission review and comment on the
Suggested Safe Route to School exhibit to be supplied to the Temecula Valley
Unified School District for distribution.

RECOMMENDATION:
4,1 That the Public/Traffic Safety Commission deny the request for a Disabled
Parking restriction at 29815 Marhill Circle.
5. Traffic Operations on Mira Loma Drive Adjacent to Vail Elementary School
RECOMMENDATION:
5.1 That the Public/Traffic Safety Commission recommend to City Council to
establish a 270' "No Parking" zone for loading and unloading of passengers
(students) adjacent to Vail Elementary School on Mira Loma Drive.
6, Pedestrian Safety on Rancho Vista Road in the Vicinity of the Temecula Community
Recreation Center
RECOMMENDATION:
6.1 That the Public/Traffic Safety Commission receive and file status report for the
Pedestrian Safety on Rancho Vista Road.
7. Pronosed Keen Temecula Clean Adont-A-Street ProQram
RECOMMENDATION:
7.1 That the Public/Traffic Safety Commission recommend that the City Council
endorse the Keep Temecula Clean "Adopt-A-Street" Program.

THURSDAY. APRIL 28, 1994
A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to
order on Thursday, April 28, '1994, 7:00 P.M, at the Temecula City Hall Main Conference
Room, 43174 Business Park Drive, Temecula, California.

Also present were Traffic Engineer Marty Lauber, Traffic Technician Hasib Baha, Sergeant
Jim Domenoe, Battalion Chief Mark Brodowski, Fire Chief Jim Wright and Recording
Secretary Gall Zigler.
PUBLIC COMMENT
Laura Cannon-Behnke, 44528 La Paz Road, Temecula, spoke to the Commission about her
concerns for the safety of Highway 79 South and the intersections at La Paz Road and
Highway 79 South and Bedford Court and Highway 79 South. Ms. Behnke said the traffic
has increased over the past couple of years and has made it difficult to exit from La Paz
onto Highway 79 South.

1.1 Approve minutes of February 24, 1994.
It was moved by Commissioner Guerriero, seconded by Commissioner
Johnson to approve the minutes of February 24, 1994.

TEMECULA NEIGHBORHOOD EMERGENCY SERVICE TEAM (T-NEST) PROGRAM
Assistant City Manager Harwood Edvalson presented the staff report. He said staff
evaluated the following options: 1 .) Continue to look for a volunteer who can run
the program and perform the community outreach, or 2.) Consider a part-time
position that would have T-NEST as the primary responsibility and community
education resource for the Fire Department as the secondary responsibility.
It was moved by Commissioner Johnson, seconded by Commissioner Guerriero to
recommend to the City Council Option 2 on a six month basis with a status report
back to the Commission in four months.
Fire Chief Wright asked the Commission to consider amending the motion to make
the six month trial period from the employee's start date rather than the date of
hire.
Commissioner Johnson and Commissioner Guerriero agreed to amend the motion
per the request by Chief Wright.

RIVERSIDE TRANSIT AGENCY (RTA) BUS ROUTE CHANGES
Assistant General Manager Steve Connell provided an overview of the route service,
ridership, and projected route services.

Fd DOol, owner of Temecula Shuttle, told the Commission he feels the RTA bus
route in Temecula is inadequate. Mr. Dool said he feels a Dial-A-Ride would have
been better suited to the City like Temecula. Mr. Dool said he has performed
transportation studies to determine the needs within the City, however, RTA has
declined to utilize these reports.
Commissioner Johnson said he feels the RTA buses should drop off and pick-up
passengers in all of the shopping centers (i.e. Lucky's and Mervyns) and advertise
through the newspapers that RTA will be providing these services.
Commissioner Coe asked why there is no route service along Highway 79 South.
Mr. Connell explained there has been no interest from that area.
Commissioner Coe suggested the RTA update their survey of the residents in the
Rainbow Canyon area.
Chairman Perry declared a recess a 8:40 P.M. The meeting reconvened at 8:50 P.M.
Commissioner Guerriero excused himself from the meeting at 8:40 P.M.
PROPOSED TRANSPORTATION TERMINAL - "OLD TOWN"
Ed Dool, owner of Temecula Shuttle, presented the Commission with a proposal for
a Transportation Terminal in Old Town Temecula. The terminal would be located at
6th and Mercedes Streets and consist of the following:
Transportation Terminal and Waiting Area
Public Restrooms
Temecula Shuttle Offices
Ticket and Baggage
Snack Bar
Transportation Information Center
Group Parking for five (5) coach type buses
Parking for up to five (5) RTA buses or taxi cabs
102 total parking spacing
Mr. Dool explained that Temecula Shuttle has a verbal commitment from Greyhound
to serve as agent for their passengers and freight. Mr. Dool said the cost to
develop the terminal would be ~101,400 and he proposes to ask the City of
Temecula to provide the off-site improvements. Temecula Shuttle would then
request a 20 year lease with two 5 year options. The City of Temecula would
receive a percentage of the freight, ticket and parking revenues.

Commissioner Sander asked Mr. Dool if he has presented his proposal to the City
Planning Department.
Mr. Dool said he has presented his proposal to Dave Hogan and Mr. Hogan said he
cannot find too much that he doesn't like about the project.
5. "NO PARKING" TO FACILITATE EMERGENCY VEHICLE ACCESS
Traffic Engineer Marty Lauber presented the staff report and provided a slide
presentation of the island medians in the Lake Villages development.
Jack Mowry, 30261 Via Alturas, Temecula, told the Commission no one parks on
the street near the island medians. Mr. Mowry said he feels the red painted curbs
are an eyesore and resemble graffiti.
Traffic Engineer Marry Lauber said the red painted curb is accepted throughout the
Country and he feels painted curbs have less visual impact than posted "No Parking
Signs".
Scott Chainberlin, 30233 Via Alturas, Temecula, suggested the medians be
removed. Mr. Chamberlin said it would cut down on maintenance costs for the
association and remove any problems related to emergency vehicle access.
Engineer Lauber said Staff could provide an estimate on the cost of removing the
medians, however, the majority of the Homeowner's Association would have to
approve and finance their removal.
Merle Miller, 30247 Via Alturas, Temecula, told the Commission there have been no
problems with emergency vehicles during the past 17 years. Mr. Miller said he is
strongly opposed to the staff recommendation.
Battalion Chief Mark Brodowski told the Commission he recently was parked in the
area of the island taking measurements and he was approached by a family who
expressed their concern for the safety of the intersections.
It was moved by Commissioner Johnson, seconded by Commissioner Coe to
continue this item and direct staff to report back to the Commission on May 26,
1994, with the cost of maintaining the medians versus removing the trees and
medians. Staff was also directed to determine an acceptable approach to relieve the
width restrictions on the street and to advise the Homeowners Association of the
recommendation by letter.

Traffic Engineer Marty Lauber reported the following:
A Commissioner workshop will be held in October. The Commission was
asked to plan to be in attendance.
A Jefferson Street Sub-committee meeting will be held May 20, 1994 at
9:00 A.M.
The previously scheduled May 12, 1994 workshop to discuss common goals
and objectives has been cancelled to allow staff to report back.

COMMISSIONER'S REPORT
Commissioner Coe asked for an update on Rainbow Canyon Road and the status of
the right turn pocket at Highway 79 South and Pala Road. Commissioner Coe
suggested the Commission pursue a name change for Highway 79 South.
Chairman Perry advised the Commission the Winchester Road overpass is in the
final engineering stage and will be funded very soon using RDA money.

It was moved by Commissioner Coe, seconded by Commissioner Johnson to adjourn at
10:25 P.M. The motion was carried with Commissioner Guerriero absent.

3. "No Parking" - to Facilitate Emeraencv Vehicle Access
Traffic Engineer Marty Lauber presented the staff report and recommendation to
establish "No Parking" zones on Villa Alturas, Loma Portola Drive, Santa Suzanne
Place, Mira Loma and La Primavera Street adjacent to entry medians.
Commissioner Johnson asked if the individuals who were present at the April 28, 1994
meeting to discuss this item, had been notified of tonights meeting.
Traffic Engineer Lauber said staff had notified those members of the public who were
present at the April 28, 1994 meeting.
Commissioner Johnson asked the Fire Department representative to comment on the
issue.
Battalion Chief Mark Brodowski said he has no documents indicating any impedment
to the access, however, there have been fires in the proposed area and the Fire
Department has a definite concern regarding access into this area.
Traffic Engineer Lauber said he has had correspondence with the Lake Villages
Homeowners Association and they stated they cannot remove any of the landscaped
medians.
It was moved by Commissioner Johnson, seconded by Commissioner Coe that the
Public/Traffic Safety Commission recommend to the City Council to establish "No
Parking" zones on Villa AIturas, Loma Portola Drive, Santa Suzanne Place, Mira Loma
and La Primavera Street adjacent to entry medians.

staff recommendation to deny the request to establish an All-Way "Stop" at Via Norte
and Calle Pina Colada.

Commissioner Johnson asked Engineer Lauber to send a letter to the Meadowview
Homeowners Assocation Equestrian Committee to advise them of the Commission's
action on this item.
5. Traffic Enoineer's Reoort
Traffic Engineer Marty Lauber reported the following:
Engineer Lauber said he was available to attend Homeowner's Association
meetings.
Updated the the Commission on Highway 79 South road improvements.
The City is still negotiating with property owner on the Margarita Road
improvements between Rancho California Road and La Serena.
Advised the Commission of recent City Council action:
Awarded a contract for the Ynez Road landscaping.
Approved additional funding for the contract for Overland Drive.
Approved the Commission's recommendation for "No Parking" on
Rancho Vista Road across from the new Community Recreation Center
(CRC).
Commissioner Johnson said he feels a pedestrian activated signal at
Southern Cross or somewhere in the location of the CRC is a necessity.
Commissioner Johnson said Commissioner Guerriero has expressed the
same concern,
The Cal Trans Cooperative Design Agreement for the Overland Drive
Overcrossing improvements was approved.
Provided the Commission with an update on the Winchester Road overcrossing
and ramps improvements.
Chairman Perry said he feels the Winchester Road improvements should not
begin until the Overland Drive overcrossing is complete.

Commissioner Johnson asked Engineer Lauber to arrange a presentation on the
schedule of improvements and impacts to lane utilization, by the representatives
of the Winchester Road overcrossing project, for the July meeting.
Commissioner Johnson asked staff to perform vehicle counts on the ramps and
the overcrossing prior to the report at the July meeting. Chairman Perry asked
that Public Works Director Tim Serlet attend that meeting also.
Advised the Commission the City Council approved an urgency ordinance for
licensing Taxi Cabs and will be re-considering the ordinance that was reviewed
by the Commission.
Advised the Commission that a Traffic Impact Study was received regarding the
proposed Pechanga Indian Casino, however, the report is incomplete and the
firm that prepared the report will forward an amended report.
Engineer Lauber reported he attended a Non-Motorized Transportation
Committee meeting which is working on bike trails and equestrian trails.
Staff has modified the striping at Sparkman Elementary School to allow for left
turns for buses out of the bus loading zone.
A Traffic Engineer's Workshop is scheduled for October. Engineer Lauber asked
those Commissioners interested in attending to notify staff as soon as possible.
6. Police Chief's Reoort
Sergeant Domenoe reported the following:
Updated the Commission on a recent shooting incident in the City of Temecula.
Advised the Commission the Police Chief feels certain a new motorcycle officer
will be added to the force.
New forms and fee schedules for parking citations will be provided to the
Commission.
Reviewed monthly report.
7. Fire Chief's Report
Battalion Chief BrodoWski reported the following:
Presented an overview of the volunteer fire department's participation at this
year's Balloon and Wine Festival.
Provided an update on the status of Council's action to approve the addition of

one part-time individual to assist the Fire Prevention Officer.
8. Commissioner Reoorts
Commissioner Coe asked the status of the weight restrictions on Rainbow Canyon
Road.
Engineer Lauber said staff is in the process of performing a classification study and will
be finalizing that report and forwarding it to City Council on June 14, 1994.
Commissioner Coe advised staff he received a complaint that the crosswalk at Hope
Luthern Church on Rancho California Road does not allow adequate time to cross
before vehicles are allowed to proceed on a green light.
Commissioner Coe asked staff to provide an update on his suggestion for a name
change on Highway 79 South. Engineer Lauber said he was advised by the Public
Works Director this is an elaborate process, however, he will pursue the matter with
Cal Trans.
Commissioner Johnson asked staff to approach Cal Trans with a recommendation to
modify the traffic signal for north bound traffic on Winchester Road to allow for a
"through" and "left turn" arrow in place of the left turn only arrow.
Commissioner Sander asked for an update on the Winchester Road/Nicholas Road
signal. Engineer Lauber said staff is waiting for finalization of their plan check.

Traffic Division Policy No. 02 - Median End Treatment
RECOMMENDATION:
That the Public/Traffic Safety Commission approve the Traffic Division policy regarding Median
End Treatment as shown on Exhibit "A".
BACKGROUND:
The Traffic Engineering Division of the Public Works Department is standardizing traffic
operations in the City of Temecula. In order to convey information uniformally to the public,
certain design features need to be defined for local implementation. These items are not
specifically defined by the California Department of Transportation (Caltrans) Traffic Manual
and should be to establish for City wide consistency.
Proposed Policy No. 02 establishes sign configurations and locations for median island
treatment. It also includes curb marking requirements for the median noses.
In many instances median signage was positioned based on the standard sign height
requirement of seven (7) feet for urban environments. The Caltrans Traffic Manual states:
"Signs erected at the side of the road in rural areas shall be mounted at a height of at
least 5 feet, measured from the bottom of the sign to the near edge of the pavement.
In business, commercial and residential areas where parking and/or pedestrian
movement is likely to occur or where there are other obstructions to view, the
clearance to the bottom of the sign shall be at least 7 feet. The height to the bottom
of a secondary sign mounted below another sign may be I foot less than the
appropriate height specified above.
Exceptions to these mounting heights are the FREEWAY ENTRANCE and DO NOT
ENTER packages which are mounted lower to avoid sight restrictions and be most
responsive to headlights. The FREEWAY ENTRANCE and DO NOT ENTER packages
should be mounted with the bottom of the lower sign 2 feet above the edge of
pavement. ONE WAY arrows (R10) should be mounted 11/2 feet above the edge of
pavement."
Based on the above guidelines, staff's recommendation is to install a combination of a "Keep
Right" sign and a type "N" object marker approximately two (2) feet above the roadway
surface to include painting the median nose yellow incorporating reflective glass beads. This
sign height would be most responsive to headlights and not cause a hazard to pedestrians.
This policy would recluire new and replacement installations to meet this standard and
establish a program to systematically replace signs that do not currently meet this criteria.

Suggested Route to School Exhibit - Sparkman Elementary School
RECOMMENDATION:
That the Public/Traffic Safety Commission review and comment on the Suggested Route to
School exhibit to be supplied to the Temecula Valley Unified School District for distribution.
BACKGROUND:
In cooperation with the Temecula Valley Unified School District (TVUSD) the Traffic Division
has prepared a suggested route to school exhibit as attached. This exhibit is a major
component of a complete school area pedestrian safety program.
The Caltrans Traffic Manual states:
"Traffic accidents involving the injury or death of pedestrians are one of the most critical
problems confronting Traffic Engineers. This traffic issue arouses significant emotion and
public indignation when pedestrians are school-age children. Parents and civic leaders are
persistent in their demands for more signs, markings, signals, and crossing protection in and
around school areas and other locations which attract children.
Accident statistics indicate that children are more often involved in non-school related
accidents, They may be indicative that the standard treatments prescribed for traffic control
around school facilities are effective. More effort is apparently spent on providing protection
for children than on teaching them how to protect themselves. Adherence to these uniform
standards and safety provisions is apparently a critical contributing factor to improving the
overall pedestrian accident problem.
School Responsibility:
Problems about school pedestrian safety on the approaches to the school, raised by parents
and others, shall be referred to the local principal for review and transmission to the
appropriate staff person or to the school safety advisory committee. The principal or
designated staff person of every school serving kindergarten and elementary students should:
Develop, coOperatively with local officials, a "Suggested Route to School" plan
showing all streets, school location, and the routes to be used by students enroute to
and from school. School routes should be planned to take advantage of the protection
afforded by existing traffic controls. This planning criterion may make it necessary for
children to walk an indirect, longer distance to an established school crossing located
where there is existing traffic control, and to avoid the use of a more direct crossing
where there is no existing traffic control."

Marhill Circle - Blue Curb
RECOMMENDATION:
That the Public/Traffic Safety Commission deny the request for a Disabled Parking restriction
at 29815 Marhill Circle.
BACKGROUND:
The Traffic Division received a request to restrict parking between 29815 and 29803 Marhill
Circle. Currently the resident of 29803 Marhill Circle primarily parks his vehicle along the
somewhat level portion of Marhill Circle which could best accommodate for disabled access.
Factors considered include:
1. Is the current disabled resident living at this address permanently.
2. Could the Police Department provide reasonable enforcement of a blue curb restriction
in residential areas throughout Temecula.
3. City wide financial implications with respect to installing, maintaining, removing and
verifying this type of restriction.
4. Input from other local jurisdictions regarding marking disabled parking on public
streets.
5. Willingness of neighbors and the applicant to work together, unofficially, to solve the
problem without implementing a formal restriction.
The Traffic Divisions research identified the following responses to the above concerns.
1. As public officials for the City of Temecula, we would hope the current residence
would live out their lives in Temecula, but there is no guarantee of this. Upon
relocating, the curb marking must be removed.
2. With limited resources available to our police force, the enforcement of a blue curb,
disabled parking restriction could be very limited. Patrols may be able to visit specific
blue curb locations if they are dispatched near a location.
3. The City wide fiscal impacts of such a president setting decision could not be
determined prior to this meeting, if ever. The impacts are unknown based on the
information available to the Traffic Division from the California Department of Motor
Vehicles and the 1990 census of population and housing.
By contacting other local jurisdictions enabled my staff to utilize the experience of
other transportation professionals from San Diego and Riverside Counties. The item
listed above cover the concerns of all Traffic Engineering staff contacted, all of which
have not implemented disabled parking restrictions on public streets within their
jurisdictions.
To step beyond the technical aspects of this issue and into the humanistic realm, I felt
this community could work together to satisfy the needs of our neighbors. The
resident located at 29803 said he parks his car in front of his house because his
garage can not currently accomodate his vehicle at this time. He said he will be
clearing his garage soon, and at that time he will park his vehicle inside. I asked if he
would park on the west side of his driveway, and he said that neighbor had requested
him to move his vehicle from his view.
If the resident of 29803 Marhill Court could relocate his vehicle to the west side of his
driveway temporairly, until his garage can accommodate it, the disabled person would have
a greater chance of parking near his residence on a relatively flat portion of road.

Traffic Operations on Mira Loma Drive Adjacent to Vail Elementary
School
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend to City Council to establish a 270' "No
Parking" zone for loading and unloading of passengers (students) adjacent to Vail Elementary
School on Mira Loma Drive as shown on Exhibit "A".
BACKGROUND:
Staff was requested to review traffic operations on Mira Loma Drive adjacent to Vail
Elementary School with respect to pedestrian safety. This request included marking existing
crosswalks, bringing order to student loading/unloading, and keeping school access areas clear
of stopped vehicle obstructions.
As the California Vehicle Code states:
.... Crosswalk" is either:
(a) That portion of a roadway included within the prolongation or connection of the
boundary lines of sidewalks at intersection where the intersecting roadways meet at
approximately right angles, except the prolongation of such lines from an alley across a street.
(b) Any portion of a roadway distinctly indicated for pedestrian crossing by lines or
other markings on the surface.
Notwithstanding the foregoing provisions of this section, there shall not be a crosswalk
where local authorities have placed signs indicating no crossing."
The marking of crosswalks are primarily used at signalized intersections, and stop controlled
intersections located near schools, to reinforce safe pedestrian paths. Currently marked
crosswalks exist at both the north and south ends of the Vail Elementary school property. The
southern location, at the intersection of Mira Loma Drive and Rancho Vista Road, facilitates
students access to the school ground on foot. Pedestrian indications currently are provided
for all crossing directions as part of the existing traffic signal. This affords residence advanced
pedestrian controls from the south by means of a concrete sidewalk on the west side of Mira
Loma Drive. The northern location, with marked crosswalks, is located adjacent to the
schools entrance driveway at Santa Cecilia Drive on Mira Loma Drive. Currently the Temecula
Valley Unified School District provides a crossing guard at this location. This accommodates
for adult supervision which facilitates student access for residence located north and east of
the school site.
Current driver behavior includes illegal use of red curb parking restrictions and double parking
on both sides of Mira Loma Drive. This general confusion exists primarily due to the lack of
driver guidance. Staff proposes to handle this on three (3) fronts, those avenues are:
Institute a clearly designated student loading and unloading zone and provide for
centerline striping.
Communicate the proposed system directly to parents utilizing school district flyers
and staff attendance at P.T.A meeting.
Enhanced enforcement effort to reinforce both the existing red curb and new loading
zone restrictions at the beginning of implementation.

Pedestrian Safety on Rancho Vista Road in the Vicinity of the Temecula
Community Recreation Center
RECOMMENDATION:
That the Public/Traffic Safety Commission receive and file status report for Pedestrian Safety
on Rancho Vista Road.
BACKGROUND:
The Traffic Division was requested to research pedestrian safety on Rancho Vista Road in the
vicinity of the Temecula Community Recreation Center (CRC). Staff was specifically request
to include consideration of pedestrian activated traffic signals on Rancho Vista Road. Staff
has also received a request for a marked crosswalk at Southern Cross Road on February 2,
1994. Staff has responded to the crosswalk requested to the satisfaction of the citizen,
(correspondence attached). To properly address this issue, it must be established that a
problem currently exists.
To determine existing pedestrian safety, staff contacted both the Recreation Superintendent
of the Temecula Community Services District and the Traffic Sergeant of the Temecula Police
Department.
Herman Parker, Recreation Superintendent, stated that he has not been made aware of any
pedestrian problems and agreed to conduct a travel mode survey for the Traffic Division. Mr.
Parker also stated that he didn't envision a problem of mid-block crossings, based on the large
slope on the north side of Rancho Vista Road between existing intersections, The travel mode
survey reinforced Mr. Parker' further allegation that he felt the majority of travel to and from
the CRC is by automobile.
The Police Department has polled the Traffic Division as to pedestrian safety to establish need
for action of restricting pedestrian access from the north. With the existing topography
restriction pedestrian access from the north and excellent sight distance at the intersection of
Southern Cross Road and Rancho Vista Road, they do not feel pedestrians would cross
illegally. The Police Department also felt the pedestrian signal controls at Margarita Road
could facilitate crossings of Rancho Vista Road for citizens residing east of Margarita Road and
on Argo Court.
Until it becomes apparent that a pedestrian safety problem exists, staff feels it would not be
appropriate to make any changes including pedestrian activated controls.

I am responding to your letter dated January 27, 1994. As I understand, your concerns are vehicular
speeding on Rancho Vista Road near the new Temecula Community Recreation Center. In addition, you
are requesting a possible cross-walk near Southern Cross on Rancho Vista Road.
As you know the speed limit at Rancho Vista Road is 45 mph. This 45 mph speed limit was established
by an engineering and speed survey in February, 1991. A speed survey is performed every five years
on certain city streets, providing the roadway features have not changed. I would like to summarize an
engineering and speed survey as follows:
A radar-gun (speed detector) is used at a specific location, usually mid-block, to detect the speed of at
least 50 vehicles in both directions. Each block of a long street should be surveyed separately. After
the data collection, the critical speed or 851h percentlie is calculated. The 851h percentile speed is the
speed at or below which 85% of the motorists travel.
The speed limit is based on critical speed. Speed limit should always be posted below the critical speed
(851h percentile) in intervals of 5 mph. For example if critical speed is 46 mph speed limit should be
45 mph.
I enclosed two informational sheets with this letter. First sheet is about speed limits and the second about
crosswalks. Please read these materials and if you have any questions or comments regarding this matter

WHEN WILL A LOWER SPEED LIMIT BE POSTED ON MY STREET?
A common belief is that posting a speed limit will influence drivers to drive at that speed,
The facts indicate otherwise.
Research conducted in many parts of this country over a span of several decades has
shown that drivers are influenced more by the appearance of the highway itself and the
prevailing traffic conditions than by the posted speed limit.
California's Basic Speed Law requires that:
"No person shall drive a vehicle upon a highway at a speed greater than is responsible or
prudent having due regard for weather, visibility, the traffic on, and the surface and width
of the highway, and in no event at a speed which endangers the safety of persons or
property."
Under California law, the maximum speed limit for any passenger vehicle is now 55 miles
per hour. All other speed limits are called prime facie limits, which "on the face of it" are
safe and prudent under normal conditions. Certain prime facie limits are established by
law and include the 25 MPH limit in business and residential districts, the 15 MPH limit in
alleys, at blind intersections and blind railroad crossings and a part-time 25 MPH limit in
school zones when children are going to and from school. These speeds are not always
posted but all California motorists are required to know these basic 15, 25, and 55 mile
per hour speed laws.
Intermediate speed limits between 25 and 55 miles per hour may be established by local
authorities on the basis of traffic engineering surveys. These surveys include an analysis
of roadway conditions, accident records, and the prevailing speed of prudent drivers. If
speed limit signs are posted for a lower limit than is needed to safely meet these
conditions, many drivers will simply ignore the signs. At the same time, other drivers will
stay within the posted limits. This generally increases the conflicts between faster and
slower drivers, reduces the gaps in traffic through which
crossings could be made safely and increases the difficulty for
pedestrians to judge the speed of approaching vehiclrs.
Studies have shown that where uniformity of speed is not
maintained, accidents generally increase.
CROSSWALKS
WHEN IS A CROSSWALK UNSAFE?
Apparently, whenever it is painted on the street!
A number of years back, the City of San Diego published some startling results of a very
extensive study of the relative safety of marked and uomarked crosswalks. San Diego
looked at 400 intersections for five years (without signals or four-way stops) that had a
marked crosswalk on one side and an unmarked crosswalk on the other. About two and
one half times as many pedestrians used the marked crosswalk, but about six times as
many accidents were reported in the marked crosswalks! Long Beach studied pedestrian
safety for three years (1972 through 1974) and found eight times as many reported
pedestrian accidents at intersections with marked crosswalks than at those without.
One explanation of this apparent contradiction of common sense is the false security
pedestrians feel at the marked crosswalk. Two painted lines do not provide protection
against an oncoming vehicle and the real burden of safety has to be on the pedestrian
to be alert and cautious while crossing any street. A pedestrian can stop in less than three
feet, while a vehicle traveling at 25 MPH will require 60 feet and at 35 MPH
approximately 100 feet.
The California Vehicle Code says that a crosswalk exists at all intersections unless
pedestrian crossing is prohibited by signs. Some of these crosswalks are marked with
painted lines, but most of them are not. Pedestrian crosswalk marking is a method of
encouraging pedestrians to use a particular crossing. Such marked crossings may not be
as safe as an unmarked crossing at the same location. Therefore, crosswalks should be
marked only where necessary for the guidance and control of pedestrians, to direct them
to the safest of several potential routes.

RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council endorse the Keep
Temecula Clean "Adopt-A-Street" Program.
BACKGROUND:
Across the nation, civic organizations and businesses are "adopting" sections of highways,
roads, streets, and center medians. These "adoptions" include not only litter removal, but tree
planrings, center median landscaping, and graffiti removal.
The proposed Keep Temecula Clean "Adopt-A-Street" Program is designed to enhance the
community. The proposed program encourages and supports clean-up and beautification
efforts by citizens and the business community.
In addition to the enhanced clean-up efforts of the program, one of the primary goals of this
program is to provide a means for youth groups to participate in and contribute to the
beautification of their community. The youth groups are also encouraged to obtain a sponsor
for their "adopted" location. The sponsor may provide support by assisting in the clean-up
efforts or may provide a monetary donation to be used for supplies or any use the group may
deem necessary. In turn, the sponsor's business will be acknowledged on the "Adopt-A-
Street" sign.
Initially fifteen locations throughout the City have been selected for the program. Currently,
City crews can only service these locations on an on-call basis, at an annual cost of $5,600
for fifteen locations identified in the program to where the "adopted" locations will provide
"clean-up" four times a year. The initial cost for the proposed program is approximately
~3,500 and include thirty speciality signs, trash bags, and Worker's Compensation Insurance.
Costs for the second year are projected at t~2,000.
Attached for your review and comments is a "Adopt-A-Street" program guideline.

GUIDELINES
IN'rRODUCTION
Across the nation, civic organizations and businesses are 'adopting' sections of highways, roads, streets,

There are two ways to participate in this program:
Volunteer manpower and/or
· If a business arranges to have an organization do the actual clean-up and make a donation directly
to them and/or just make available all supplies. (i.e. orange vests, trash bags, litter pickers)
LITfER, WED AND MISCELLANEOUS DEBRIS REMOVAL
· Participants agree to pick-up litter and miscellaneous debris from a section of roadside (no less
than 1 mile, but no more than 2 miles) for a minimum of one year. Participants do all the debris
pick-up on the roadside and parkway. Participants may not pick-up debris in the center medians
(unless prior arrangements have been made).
· Debris should be picked up from both sides of the highway.
· Debris must be picked up no less than 4x's a yea~ (dates will be set up by Keep Temecula Clean
Coordinator)
· All org~niTations are requested to put litter and trash with home or business garbage for their
scheduled weekly refuse colleaion. Arrangements can be made to have large pieces of debris
transported to the City's corporate yard for dumping.

the parkway. Each participant must complete the City of Temecula/Keep Temecula Clean CKTC) Clean-
Up Volunteer Waiver Form.
Participants will remove litter for the parkway/walkway area and will not go into the traffic lanes to
remove liner.
Participants will work without direct City of Temecula/KTC supervision and without traffic control.
However, organizations are required to provide one adult supervisor for every five (5) minors on the
parkway under the age of 13.
City of Temecula/KTC safety requirements must be reviewed before entering the right-of-way. Adult
group leaders are responsible for conducting a safety briefing for all participants prior to a clean-up.

in the Program without direct City supervision and without
traffic control which may subject Minor to some degree of risk to

understand the City's safety requirements regarding the Program
and will comply with those requirements and will bear full
responsibility for Minor's personal safety as a participant in
the Program.
2. I [we] hereby WAIVE and RELEASE any and all claims,
rights and/or causes of action which I [we] now have or may have
against the City, its officers and employees FOR ANY AND ~J,
CLAIMS, SUITS, LIABILITY, INJURIES, LOSSES OR DAMAGES which may
occur to or be inflicted upon Minor, including but not limited to
those which relate to, or which may in any way arise out of any
negligence of the City, its officers and employees in connection
with Minor's participation in the Program.
4. I [we] hereby INDEMNIFY and HOLD HARMLESS the City, its
officers and employees from any and all CLAIMS, SUITS, LIABILITY,
INJURIES, LOSSES OR DAMAGES to the person or property of any
individual or entity which may in any way arise out of Minor's
participation in the Program.

condition and is physically able to participate in the Program.
6. I [we] am [are] over eighteen (19) years of age, and
it, married, I [we] have executed this document on behalf o£

tree trimming, sign repair, A.Co failures, litter removal, and catch basin cleanings.
This is compared to 28 service order requests for the month of April, 1994.
The Maintenance Crew has also put in 37 hours of overtime which includes standby time, P.M.
surveillance (weekends only), and response to street emergencies.

POLICE ACTIVITY REPORT FOR MAY 1994
The following report reflects the Part I Crimes, Traffic
Activity, and miscellaneous activity occurring in the
City of Temecula during May 1994.
As in past monthly reports the Part One Stats are broken
down by individual districts within the City. This
provides a greater understanding of the criminal activity
within the City for police staff deployment and for
Council / Commission interest.
The photographing and fingerprinting of all participating
elementary school children has been completed as part of
the K.I.D.s program. The Police Department personnel is
continuing to work with Kodak and School District
personnel on the program. The joint group has planned a
test of the system for August 1994.
Residential Burglaries are down from both last month
(April 94) and in comparison with May of 1993. Commercial
burglaries are up slightly from last month. The SET
(Special Enforcement Team) is currently directing efforts
towards specific programs designed to target burglaries
and auto theft.
Bicycle Patrols remain in place in the commercial areas
on high volume days and times and continue to be very
positive in contacting citizens and deterring criminal
activity.
We received our first shipment of 800 MHZ hand held
radios. Each radio has a voice MIC attached with a
flexible cord. When you see the officers you will notice

May 1994 Activity Report
The following statistics reflect the monthly fire suppression and fire prevention activity of
your fire department for the month of May, 1994.
Fire season was officially declared on May 30th. There have been a few grass fires in the
Temecula area, but they have been contained to less than 1/4 acre each. Weed abatement in the
City and surrounding county areas is in full swing, and many of the critical areas have already
been cleared by disking or mowing.
Public relations activities continued with ten station tours, two school programs, and two
static displays within Temecula.
The old Redhawk sales office located on Redhawk Parkway near Highway 79 South caught
fire on May 14th. at 2:15 a.m. The building presented itself as a simple woodframe / stucco
Spanish style building with red roof tiles. As the incident progressed, many fire behavior traits
uncommon to ordinary construction was observed by the fire crews at scene. As it turned out,
the outer building was a shell that actually housed a double wide mobile home. Because of this,
extra time and care was required to locate and extinguish the fire.
