I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION MAY 26, 1994 A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order on Thursday, May 26, 1994, 7:05 P.M., at the Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. Chairman Ron Perry called the meeting to order. Commissioner Sander led the flag salute. PRESENT: 4 COMMISSIONERS: Coe, Johnson, Sander, Perry ABSENT: 1 COMMISSIONERS: Guerriero Also present were Traffic Engineer Marty Lauber, Traffic Technician Hasib Bahia, Battalion Chief Mark Brodowski, Sergeant Jim Domenoe and Recording Secretary Gall Zigler. Traffic Division Policy No. 01 - Hierarchy of "Stop" Controlled Intersections 2.1 That the Public/Traffic Safety Commission approve a Traffic Division policy regarding the Hierarchy of "Stop" Controlled Intersections. PTSCOMMINOS/26/94 1 06/09/94 PUBLIC/TRAFFIC SAFETY COMMISSION MAY 26, 1994 COMMISSION BUSINESS 3. "No Parkina" - to Facilitate Emergency Vehicle Access Traffic Engineer Marty Lauber presented the staff report and recommendation to establish "No Parking" zones on Villa Alturas, Loma Portola Drive, Santa Suzanne Place, Mira Loma and La Primavera Street adjacent to entry medians. Commissioner Johnson asked if the individuals who were present at the April 28, 1994 meeting to discuss this item, had been notified of tonights meeting. Traffic Engineer Lauber said staff had notified those members of the public who were present at the April 28, 1994 meeting. Commissioner Johnson asked the Fire Department representative to comment on the issue. Battalion Chief Mark Brodowski said he has no documents indicating any impedment to the access, however, there have been fires in the proposed area and the Fire Department has a definite concern regarding access into this area. Traffic Engineer Lauber said he has had correspondence with the Lake Villages Homeowners Association and they stated they cannot remove any of the landscaped medians. It was moved by Commissioner Johnson, seconded by Commissioner Coe that the Public/Traffic Safety Commission recommend to the City Council to establish "No Parking" zones on Villa Alturas, Loma Portola Drive, Santa Suzanne Place, Mira Loma and La Primavera Street adjacent to entry medians. All-Way "Stoo" - Via Norte at Calle Pina Colada Traffic Engineer Marty Lauber presented the staff report. It was moved by Commissioner Johnson, seconded by Commissioner Coe to approve staff recommendation to deny the request to establish an All-Way "Stop" at Via Norte and Calle Pina Colada. Traffic EnQineer's ReDoft Traffic Engineer Marty Lauber reported the following: Engineer Lauber said he was available to attend Homeowner's Association meetings. Updated the the Commission on Highway 79 South road improvements. The City is still negotiating with property owner on the Margarita Road improvements between Rancho California Road and La Serena. Advised the Commission of recent City Council action: Awarded a contract for the Ynez Road landscaping. Approved additional funding for the contract for Overland Drive. Approved the Commission's recommendation for "No Parking" on Rancho Vista Road across from the new Community Recreation Center (CRC). Commissioner Johnson said he feels a pedestrian activated signal at Southern Cross or somewhere in the location of the CRC is a necessity. Commissioner Johnson said Commissioner Guerriero has expressed the same concern. The Cal Trans Cooperative Design Agreement for the Overland Drive Overcrossing improvements was approved. Provided the Commission with an update on the Winchester Road overcrossing and ramps imp~'ovements. Chairman Perry said he feels the Winchester Road improvements should not begin until the Overland Drive overcrossing is complete. PTSCOMMIN05/28/94 3 06/09/94 PUBLIC/TRAFFIC SAFETY COMMISSION PTSCOMMIN05/26/94 MAY 26, 1994 Commissioner Johnson asked Engineer Lauber to arrange a presentation on the schedule of improvements and impacts to lane utilization, by the representatives of the Winchester Road overcrossing project, for the July meeting. Commissioner Johnson asked staff to perform vehicle counts on the ramps and the overcrossing prior to the report at the July meeting. Chairman Perry asked that Public Works Director Tim Serlet attend that meeting also. Advised the Commission the City Council approved an urgency ordinance for licensing Taxi Cabs and will be re-considering the ordinance that was reviewed by the Commission. Advised the Commission that a Traffic Impact Study was received regarding the proposed Pechanga indian Casino, however, the report is incomplete and the firm that prepared the report will forward an amended report. Engineer Lauber reported he artended a Non-Motorized Transportation Committee meeting which is working on bike trails and equestrian trails. Staff has modified the striping at Sparkman Elementary School to allow for left turns for buses out of the bus loading zone. A Traffic Engineer's Workshop is scheduled for October. Engineer Lauber asked those Commissioners interested in attending to notify staff as soon as possible. Police Chief's Report Sergeant Domenoe reported the following: Updated the COmmission on a recent shooting incident in the City of Temecula. Advised the Commission the Police Chief feels certain a new motorcycle officer will be added to the force. New forms and fee schedules for parking citations will be provided to the Commission. Reviewed monthly report. Fire Chief's Report Battalion Chief Brodowaki reported the following: Presented an overview of the volunteer fire department's participation at this year's Balloon and Wine Festival. Provided an update on the status of Council's action to approve the addition of 4 06/09/94 PUBLIC/TRAFFIC SAFETY COMMISSION MAY 26, 1994 one part-time individual to assist the Fire Prevention Officer. 8. Commissioner Reports Commissioner Coe asked the status of the weight restrictions on Rainbow Canyon Road. Engineer Lauber said staff is in the process of performing a classification study and will be finalizing that report and forwarding it to City Council on June 14, 1994. Commissioner Coe advised staff he received a complaint that the crosswalk at Hope Luthern Church on Rancho California Road does not allow adequate time to cross before vehicles are allowed to proceed on a green light. Commissioner Coe asked staff to provide an update on his suggestion for a name change on Highway 79 South. Engineer Lauber said he was advised by the Public Works Director this is an elaborate process, however, he will pursue the matter with Cal Trans. Commissioner Johnson asked staff to approach Cal Trans with a recommendation to modify the traffic signal for north bound traffic on Winchester Road to allow for a "through" and "left turn" arrow in place of the left turn only arrow. Commissioner Sander asked for an update on the Winchester Road/Nicholas Road signal. Engineer Lauber said staff is waiting for finalization of their plan check. Sugqested Route to School Exhibit - SDarkman Elementary School 3.1 JUNE 23, 1994 That the Public/Traffic Safety Commission review and comment on the Suggested Safe Route to School exhibit to be supplied to the Ternecula Valley Unified School District for distribution. COMMISSION BUSINESS Marhill Circle - Blue Curb Traffic Engineer Marty Lauber presented the staff report on a request for a disabled parking restriction at 29815 Marhill Circle. Alice Lacasse, 29803 Marhill Circle, Temecula, said she is opposed to the request for a blue curb at 29815 Marhill Circle. Ms. Lacasse said she lives next door to the individuals who have made this request and she feels there is adequate parking at the residence to accommodate the handicapped individual. It was moved by Commissioner Guerriero, seconded by Commissioner Sander to approve staff recommendation and deny the request for a Disabled Parking restriction at 29815 Marhill Circle. Jessica Zeldin, 29500 Mira Lema Drive, Temecula, asked the Commission to consider placing a cross-walk at the exit end of the school driveway. Ms, Zeldin said during the afternoon pick-up there are over 100 cars present picking up students and students are running across Mira Loma to get to the cars. Ms. Zeldin presented photographs of the area during the afternoon pick-up illustrating the traffic congestion. Janis Prinslow, 30030 Via Velez, Temecula, said she is concerned about the safety of the children at this school. Commissioner Guerriero suggested asking the school district to consider staggering school hours. Commissioner Sander agreed the school district should look at Traffic ODerati0ns on Mira LOma Drive Adjacent to Vail Elementary School PUBLIC/TRAFFIC SAFETY COMMISSION JUNE 23, 1994 staggered hours. Chairman Perry suggested that staff look at moving the buses up to Mira Loma and allowing the vehicles ~o use the driveway and parking lot. It was moved by Commissioner Guerriere, seconded by Commissioner Sander to continue this item to the meeting of July 28, 1994 to allow staff to discuss the issue with the School District and bring a recommendation back to the Commission. The motion carried as follows: AYES: 3 COMMISSIONERS: Guerriero, Sander, Perry NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Coe, Johnson Pedestrian Safety on Rancho Vista Road in the Vicinity of the Temecula Community Recreation Center(CRC) Traffic Engineer Marty Lauber presented the staff report. Engineer Lauber advised the Commission the CRC will be included in the RTA bus route beginning July 1, 1994. Commissioner Guerriero said he would like staff to perform a speed survey and pedestrian counts as of the dates of the CRC opening. Chairman Perry said he feels staff should focus their studies in the area near the CRC and the Sports Park. Janis Prinslow, 30030 Via Velez, Temecula, said she is concerned about the safety in the area of the CRC. She said many children cross the street in the area of the CRC and will not walk down to the end of Rancho Vista Road and Margarita Road to use the cross walk. It was moved by Commissioner Guerriero, seconded by Commissioner Sander to continue this item off calendar to allow staff to perform the necessary surveys. JUNE 23, 1994 Prooosed Keeo Temecula Clean Adoot-A-Street Proaram Public Works Maintenance Superintendent Brad Buron presented the staff report. Commissioner Guerriero suggested the Commission recommend that one adult supervisor carry some type of warning device (i.e. air horn, whistle). Commissioner Sander asked staff to consider adding Via Lobo to the list of locations. Superintendent Buron .said the list can be revised. It was moved by Commissioner Guerriero, seconded by Chairman Perry to recommend that the City Council endorse the Keep Temecula Clean "Adopt-A- Street" program adding a requirement under "Safety" that one adult supervisor have one of the following items for additional safety protection: whistles, hard hat and/or cellular phone. The motion carried as follows: AYES: 3 COMMISSIONERS: Guerriero, Sander, Perry NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Coe, Johnson TRAFFIC ENGINEER'S REPORT Traffic Engineer Marty Lauber reported the following: It is anticipated Butterfield Stage Road, between Pauba Road and Highway 79 South, will Open November 1994. CalTrans permits will be issued by Monday, June 20, 1994 for the right turn lane from Highway 79 South onto Pala Road. Staff will present a request to solicit bids to City Council. CalTrans will be issuing a work order for all-way stops at both the northbound and southbound ramps at I-15 and Highway 79 South. Staff anticipates the work order will be completed by mid-July. The Riverside Transit Authority will be changing their route on July 1, 1994 to accommodate the Temecula Community Recreation Center on Rancho Vista Road. Commissioner Guerriero suggested staff advise the Boys and Girls Club of PTSCOMIMIN06/23/94 4 06/29/94 PUBLIC/TRAFFIC SAFETY COMMISSION JUNE 23, 1994 Temecula there will be a bus route to the Community Recreation Center. Ben Dobbins will no longer be working for the City of Temecula. A farewell breakfast is planned for him on June 30, 1994, 6:30 A.M. at Colombo's Restaurant. The truck weight restriction ordinance for Rainbow Canyon Road has had the first reading at City Council and was approved. Staff will be noticing both San Diego and Riverside County of the posting of signs regarding weight restrictions after its second reading if approved. 9. Police Chief's Reoort Sergeant Jim Domenoe reported the following: He advised staff and the Commission he discussed the idea of a Public/Traffic Safety column with the local newspapers and they have expressed interest in the idea. The Police Department was approached by the Temecula Valley Community Partnership about posting "Don't drink and drive" signs. Sgt. Domenoe said it was suggested the Police Department use sponsorship for sign purchases. A new motorcycle was approved by the Council and has been ordered. A new officer will be hired. Distributed the new 1994 Vehicle Code Book to staff and the Commission. Commissioner Guerriero suggested staff hold a "flagging" seminar for the contractors who are working in the city. 10. Fire Chief's Reoort Fire Chief Jim Wright advised the Commission he has been promoted to Deputy Chief of the Riverside County Fire Department. Chief Wright provided an overview of his new position and duties. He told the Commission Larry Benson will take over the Southwest County Division. Fire Chief Wright reported the following: During the last month the Department and City Staff were successful in employing a Fire Systems Inspector who will perform field inspections and assist the Fire Protection Systems Inspector. The County has ordered sixteen new fire engines. Two will come to Temecula to replace front line fire engines. PTSCOMIMIN06/23/94 5 06/29/94 PUBLIC/TRAFFIC SAFETY COMMISSION JUNE 23, 1994 The County is currently in the fire season. Nine State fire fighters are stationed at Stiltion 12. Commissioner Guerriero asked Fire Chief Wright to schedule a tour of HAZMAT 1. Chairman Perry asked for demonstration of the Emergency Mobile Response Unit. Fire Chief Wright said he would try to arrange for a demonstration at the November meeting. COMMISSIONER REPORTS Commissioner Guerriero thanked the Police Department and the Fire Department for their work at the Balloon and Wine Festival. Commissioner Guerriero said members of the public have expressed concern regarding no left turn lanes on Diaz Road, between Rancho California Road and Winchester Road and Margarita between Solana and Moraga. Commissioner Guerriero discussed the issue of bicycle helmet safety. He said he has witnessed several children riding their bikes to school without helmets. Commissioner Guerriero suggested the school district should consider a policy requiring helmets be worn by all students riding a bike to school. Chairman Perry asked for an update on the left turn/straight arrow on the Winchester Road overpass. Engineer Lauber said Cal Trans will not agree to modify this signal and have it operate differently than all other signals. He advised the Commission he will provide an update next month on the detour lane utilization. ADJOURNMENT Chairman Perry declared the meeting adjourned at 10:05 P.M. Chairman Ronald Perry Secretary PTSCOMIMIN06/23/94 6 06/29/94 ITEM NO. 2 AGENDA REPORT TO: Public/Traffic Safety Commission FROM: Marty Lauber, Traffic Engineer DATE: July 28, 1994 SUBJECT: Item 2 Traffic Division Policy No. 03 - Roadway End Treatment RECOMMENDATION: That the Public/Traffic Safety Commission approve Traffic Division policy No. 3 regarding Roadway End Treatment for temporary dead end roads, as shown on Exhibit "A". BACKGROUND: The Traffic Engineering Division of the Public Works Department is standardizing traffic operations in the City of Temecula. In order to convey information uniformally to the public, certain design features need to be defined for local implementation. These items are not specifically defined by the California Department of Transportation (Caltrans) Traffic Manual and are needed to establish City wide consistency and increase driver expectancy. The Public Works Department of the City of Temecula currently has two (2) approved standard drawing as options for indicating the temporary end of roadways. Caltrans Traffic Manual describes the use of red object markers to signify the end of e roadway with a combination of warning signs for advance notification. The proposed standard refinement incorporates both Type N-2 (red) object markers and W31 (END) and W31A (roadway ends __ feet) warning signs, as depicted on Exhibit "A". Proposed Policy No. 03 establishes one standard drawing modified to incorporate sign configurations and locations for appropriately visible roadway barricading. Maintenance Superintendent, Brad Buron, expressed concern for using wooden barricades. Current wooden barricade locations require constant maintenance due to vandalism such as graffiti and destruction by off-road vehicles. This policy would require new and replacement installations to meet this new standard. Standard Drawing NO. 604 has been modified and Standard Drawing No. 604A will be deleted. BACKGROUND: In cooperation with the Temecula Valley Unified School District (TVUSD) the Traffic Division has prepared a suggested route to school exhibit as attached. This exhibit is a major component of a complete school area pedestrian safety program. The Caltrans Traffic Manual states: Accident statistics indicate that children are more often involved in non-school related accidents. They may be indicative that the standard treatments prescribed for traffic control around school facilities are effective. More effort is apparently spent on providing protection for children than on teaching them how to protect themselves. Adherence to uniform standards and safety provisions is apparently a critical contributing factor to improving the overall pedestrian accident problem. School Responsibility: Problems about school pedestrian safety on the approaches to the school, raised by parents and others, shall be referred to the local principal for review and transmission to the appropriate staff person or to the school safety advisory committee. The principal or designated staff person of every school serving kindergarten and elementary students should: Develop, cooperatively with local officials, a "Suggested Route to School" plan showing all streets, school location, and the routes to be used by students enroute to and from school. School routes should be planned to take advantage of the protection afforded by existing traffic controls. This planning criterion may make it necessary for children to walk an indirect, longer distance to an established school crossing located where there is existing traffic control, and to avoid the use of a more direct crossing where there is no existing traffic control. The attached suggested Route to School exhibit has been created by the Traffic Division, utilizing a computer based graphics program, as proposed by the Temecula Valley Unified School District representative and reviewed by the Police Department and staff. The Contractor shall furnish all labor, equipment, and materials required to design, construct, and remove all sheeting, shoring, and bracing or other equivalent method of support of this project. Excavation for any trench five (5) feet or more in depth shall not begin until the Contractor has received approval from the City Engineering of the Contractor's detailed plan for worker protection from hazards of caving ground. Such plan shall be submitted at least five (5) days before the Contractor intends to begin excavation and shall show the details of the design of shoring, bracing, sloping, or other provisions to be made for worker protection during excavation. No such plan shall allow the use of shoring, sloping, or a protective system less effective than requited by Construction Safety Orders of the Division of Industrial Safety; and if such plan varies from the shoring system standards established by the Construction Safety Orders, the plan shall be prepared and signed by the Engineer who is registered as e Civil or Structural Engineer in the State of California. Prior to the beginning of excavations requiring shoring, the Contractor shall designate in writing to the Engineer someone whose responsibility it is to supervise the project safety measures and someone whose responsibility it is to supervise the installation and removal of sheeting, shoring and bracing. In addition to shoring the excavations in accordance with the minimum requirements of Industrial Safety Orders, it shall be the Contractor's responsibility to provide any and all additional shoring required to support the sides of the excavation against the effects of load which may exceed those desired by using the criteria set forth in the Industrial Safety Orders. The Contractor shall be solely responsible for any damages which may result from his failure to provide adequate shoring of the excavation under any and all of the conditions of loading which may exist or which may arise during construction of the project. The Contractor shall include in his bid all costs for the above requirements. Full compensation for sheeting, shoring, bracing, and all other things necessary shall be considered as included in the appropriate bid items of work, and no additional allowance will be made therefor. TRENCH PROTECTION AND EXCAVATION. CONTRACTOR shall submit its detailed plan for worker protection during the excavation of trenches required by the scope of the work in accordance with Labor Code Section 6705. a. CONTRACTOR shall, without disturbing the condition, notify CITY in writing as soon as CONTRACTOR, or any of the CONTRACTOR's subcontractors, agents, or employees have knowledge and reporting is possible, of the discovery of any of the following conditions: i. The presence of any material that the CONTRACTOR believes is hazardous waste, as defined in Section 25117 of the Health and Safety Code; ii. Subsurface or latent physical conditions at the site differing from those indicated in the specifications; or iii. Unknown physical conditions at the site of any unusual nature, different materially for those ordinarily encountered and generally recognized as inherent in work of the character provided for in this Contract. b. Pending a determination by the CITY of appropriate action to be taken, CONTRACTOR shall provide security measures (e.g., fences) adequate to prevent the hazardous waste or physical conditions causing bodily injury to any person. c. CITY shall promptly investigate the reported conditions. If CITY, through, and in the exercise of its sole discretion, determines that the conditions do materially differ, or do involve hazardous waste, and will cause a decrease or increase in the CONTRACTOR's cost of, or time required for, performance of any part of the work, then CITY shall issue a change order. d. In the event of a dispute between CITY and CONTRACTOR as to whether the conditions materially differ, or involve hazardous waste, or cause a decrease or increase in the CONTRACTOR's cost of, or time required for, performance of any part of the work, CONTRACTOR shall not be excused from any scheduled completion date, and shall proceed with all work to be performed under the contract. CONTRACTOR shall retain any and all rights which pertain to the resolution of disputes and protests between the parties. 11.1.03 Traffic Control Attention is directed to Sections 7-1.08, "Public Convenience" 7-1.09, "Public Safety," and 12, "Construction Area Traffic Control Devices," of the Standard Specifications of these Special Provisions. Nothing in these Special Provisions shall be constructed as relieving the CONTRACTOR from his responsibility, as provided in said Section 7-1.09. The first and third paragraphs of Section 12-2.02, "Flagging Costs," of the Standard Specifications are superseded by the following: The cost for furnishing all flagmen, including transporting flagmen, under the provisions in Section 7-1.08, "Public Convenience," and Section 7-1.09, "Public Safety," shall be borne solely by the Contractor. The Contractor shall furnish, install, maintain, move, and remove all signs, lights, flares, barricades, and other devices for the convenience and safety of the public as required by Sections 7-1.08, 7-1.09, and 12 of the Standard Specifications, the plans, and these Special Provisions. The Contractor shall maintain a minimum of one lane of traffic in each direction during working hours, unless otherwise approved by the Engineer. Only one lane closure at any one time will be permitted unless otherwise approved by the Engineer. The Contractor shall provide and maintain all signs, barricades, pedestals, flashers, delineators, and other necessary facilities for the protection of the motoring and pedestrian public within limits of the construction area and all its approaches, including advance signing and barricades. All temporary signing and devices shall be maintained to the satisfaction of the Engineer. Payment for Traffic Control will be considered as included in the lump sum price bid for traffic signal and safety lighting, and shall be considered full compensation for all labor, materials, tools, and equipment necessary to perform all the work as specified herein and on the plans, and no additional compensation will be allowed therefor. CITY OF TEMECULA TRAFFIC CONTROL PLAN CHECKLIST The basic objective of each traffic control plan (TCP) is to permit the contractor to work within the public right of way efficiently and effectively while maintaining a safe, uniform flow of traffic. Construction workers and the public travelling though the work zone in vehicles, bicycles or as pedestrians must be given equal consideration when developing a traffic control plan. Each traffic control plan shall be developed consistent with both the CALTRANS Manual of Traffic Control Devices for Construction and Maintenance Work Zones, and the Standard Specifications for Public Works Construction, latest edition. Data to be included on a traffic control plan will vary depending upon the complexity of the project, the volume of traffic affected and the roadway geometries where the construction is being performed. The TCP must dearly depict the exact sequence of the construction operation(s), the construction to be performed and the travelled way that will be utilized by all movements of traffic during each phase of construction. Multiple phases of construction will require a separate traffic control plan for each different construction phase or operation. The checklist should be used as a guide to ensure that all of the basic elements are included on the traffic control plan. This will help expedite the plan checking process. A traffic control plan that does not include each of the appropriate elements listed below will be returned for revision and re-submittal. Traffic control plans should be submitted at least two weeks prior to starting work. It is important to note that each TCP must be developed specific to the actual construction work zone location. Approved traffic control plan will be reviewed at the preconstruction conference. TRAFFIC CONTROL PLAN CHECKLIST AND GUIDELINES TCP to be drawn on 24" x 36" or 11" x 17" plans, unless otherwise approved by the Department of Public Works. 2. Draw TCP with ink or sogt pencil using legible lettering and symbols. Indicate contractors name, address and telephone number. Include name and telephone number of the 24-hour contact person representing the contractor. 4. Indicate north arrow and scale or NOT TO SCALE (N.T.S.). 5. Show all nearby streets with street names to assure proper orientation. 6. Show existing traffic signals and regulatory signs, as appropriate. Show existing striping and pavement markings, including painted crosswalks and bike lanes. 8. Show existing curbs, gutters, sidewalks and driveways in the construction work zone. Snow location and dimensions of the construction work zone. 12. Show staging area and materials storage area, as appropriate. 13. A minimum of eleven (11) foot travel lanes must be maintained. 16. Use a legend to define all symbols and designate them with CALTRANS nomenclature. 17. Show "NO PARKING" signs, as appropriate. 18. Road closures, or detour roads require City Council approval. 18.5 Night work requires written approval from the Department of Public Works. 19. All lane closures on arterial streets requires use of a solar powered flashing arrow board. Lane closures, road detours, road closures, and traffic signal modifications associated with overnight construction activities will require warning signs be placed at least one week in advance of starting construction. 20. Signs and barricades will be required to direct pedestrians through or around the construction work zone and shall be shown on the TCP. 21. GENERAL NOTES (to be included on all plans): All traffic control devices must conform with the latest edition of CALTRANS Traffic Manual. The City Engineer or his representative has the authority to initiate field changes to assure public safety. All traffic control devices shall be removed from view when not in use. SPECIFIC NOTES (include if applicable): Work hours to be restricted to 8:30 a.m. to 3:30 p.m. unless approved otherwise. Trenches must be back filled or plated during non-working hours. Pedestrian controls will be provided as shown. Temporary "NO PARKING" signs will be posted 24 hours prior to commencing work. Access will be maintained to all driveways or other arrangements made. Traffic signal loop detectors will be replaced by the contractor within 72 hours, if accidentally damaged. Striping will be replaced by the contractor within 24 hours, if removed or damaged (or replaced with temporary tape). All Workers shall be equipped with an orange vest (or a white vest at night). EXHIBIT "C" ITEM NO. 7 AGENDA REPORT Public/Traffic Safety Commission FROM: Marry Lauber, Traffic Engineer DATE: July 28, 1994 SUBJECT: Item 7 Traffic Operations Associated with Vail Elementary School RECOMMENDATION: That the Public/Traffic Safety Commission recommend to the Temecula Valley Unified School District (TVUSD) to inform parents of concerns regarding children crossing Mira Loma Drive between Rancho Vista Road and Santa Cecilia Drive. BACKGROUND: As directed at the June 23, 1994 meeting of the Public/Traffic Safety Commission meeting, staff arranged a meeting between the School District, Police Department, Public Works Department, citizen representative, and a member of the Public/Traffic Safety Commission. Pat Yavno, Vail Elementary School Principal, Forrest Thomas, TVUSD, Director of Transportation and Safety Administrator, Officer Mark Leggett, Jessica Zeldin (citizen), Traffic Engineers Marty Lauber and Hasib Baha, and Commissioner Coe artended that meeting on July 14, 1994 at approximately 3:00 p.m. The meeting took place at the southern driveway (Exit) to Vail Elementary School on Mira Loma Drive. I asked all representatives to please observe driver and pedestrian behaviors and not to intervene. Police Officer Leggett was requested to attend this meeting in plain clothes in order to not influence altered driving habits. A majority of those present agreed that this area did become congested from approximately 3:05 p.m. to 3:20 p.m. school days. This congestion forces vehicles to proceed slowly with a heightened awareness of the many potential conflicts created. Some vehicles did violate parking restrictions, but this did not drastically decrease public safety. With the addition of a district safety person controlling vehicles exiting the southern school driveway, staff would consider reducing the existing red curb at the driveway, reducing violations. Everyone in attendance also agreed that it is unsafe for students to cross Mira Loma Drive between Rancho Vista Road and Santa Cecilia Drive. Although most of the parents who park on the east side of Mira Loma Drive cross safely with their kids, some parents provoke their children to cross at mid-block locations while remaining in their vehicles. If the school or the parents are concerned about eliminating this situation, we recommend utilizing the schools newsletter and/or fliers to convey this message to parents that might not be aware of this hazard. The Suggested Route to School Exhibit clearly recommends that children living on the east side of Mira Loma Drive walk to either the existing traffic signal or crossing guard when un-escorted. Staff is also willing to speak to the PTA meeting or any group to discuss safety concerns. The School District should feel free to contact my office requesting educational materials available through the Automobile Club of Southern California (AAA). The City is continually applying for SB821 funding to increase pedestrian facilities throughout Temecula, usually associated with schools. BACKGROUND: The Traffic Division has received several requests from the public and business community to create a protected left turn lane to increase safety on Diaz Road and facilitate traffic flow. This item has also been requested to be placed on this agenda by the Commission to be brought forward at the June 23, 1994 meeting. This portion of Diaz Road is currently a 37 foot wide partially improved street running north and south, west of Murrieta Creek. The roadway between Rancho California Road and Avenida Alvarado is currently striped for one (1) 14 foot northbound and one (1) 23 foot southbound lane with parking permitted, The east side of this roadway is not improved and does not facilitate parking due to insufficient roadway width. Staff has witnessed vehicles stopping in the northbound lanes waiting to turn left with other vehicles passing on the dirt shoulder. Cars sometimes park adjacent to existing driveways limiting sight distance. The Traffic Division is proposing to re-strip Diaz Road by restricting parking in order to provide a lane for left turning vehicles. As in past monthly reports the Part One Stats are broken down by individual districts within the City. This provides a greater understanding of the criminal activity within the City for police staff deployment and for Council / Commission interest. During the 93-94 fiscal year the police department operated well under budget while still purchasing two replacement motorcycles as well as setting aside funds to resolve the booking fee costs agreed to by council. Operating well within budget has been a tradition since incorporation. The July 4th events were completed without incident from law enforcement's perspective. The reserves along with several citizen volunteers helped present a strong law enforcement presence. One area that needs discussion is the relationship between police and code enforcement. Traditionally code enforcement handles issues or violations that occur on private property and violations noted on public right of way are handled by police staff. There are exceptions to this such as parking cars for sale on private property without the property owners permission. A third motorcycle officer will be added during 94/95. The motor and related equipment has been purchased. The selection process for the rider is underway. June has proven to be a very busy month. Station 12, which houses two State funded fire engines for fire season use, as well as our City engine and volunteer squad, saw its' seasonal firefighting staffing increase to nine seasonal employees to assist the regular full time staff. When not handling state responsibility fires, the State engines and crews remain available for use in Temecula. The City received it's new Fire Inspector this month. Mr. Brian Hampton arrived to continue the on site fire inspections for new construction, tenant improvements, and changes of occupancy in our commercial areas. He will also be performing larger occupancy building inspections not handled by our fire engine personnel. Laura Cabral, who was performing all these duties and the plan check function, will now be able to concentrate on quicker tom around times on all the fire department plans checks. On June 16th, the Temecula Fire Crews performed a controlled bum at the Sports Park to eliminate the combustible vegetation that could possibly ignite during the Fourth of July fireworks. Only the light grass was burned, leaving the larger vegetation in place. During this bum, many new volunteer firefighters received valuable training and experience under these controlled conditions. This training was put to use very soon, as the last week of June saw an incredible increase in fire activity in Riverside County. Weed abatement within the City continues well. Most identified bnTnrds have been mitigated, and as always, a few new ones are identified by citizen calls and fire department / cede enforcement observation. The state crews have been enforcing Public Resources Code 4291 to insure that residential door yard fire safety is practiced in the areas just outside the city limits. This insures a more efficient, system wide approach to all of our communities fire safety. prin ted on recycled paper ~ During the fire siege in late June, CDF / Riverside County Fire assigned pairs of CDF peace officers to patrol assigned geographical areas. These personnel were seen patrolling the Temecula area for high visibility and to provide preliminary fire investigation and law enforcement services to our engine crews as needed. Locally, we have been very fortunate. Vegetation fires have been small. June 4th saw our engines respond to 1/4 acre of grass and brush at Linde Lane and Rancho California Roads. The cause was bottle rockets and the person was identified. On June 10th, our department responded to a condominium fire on Tierra Vista Road, cross street of Ynez, at 11:00 a.m. Upon arrival, smoke was coming from the unit. No one was home and we had to force entry. Firefighters found a burning saucepan on the stove and removed the smoke from the building. The same day, a natural gas line at the Summerbreeze Apartments was broken during some excavation. The fire department responded to secure the area and await the gas company. There was no fire or injuries. Two grass fires in French Valley were quickly extinguished before they could become a threat to surrounding homes and the City. One occurred on June 17th and was two acres, the other on June 291h and it was 1/4 acre. As can be seen by the monthly graphs, our normal medical and other monthly emergency workload remains constant. Thank you for your support of the fire services in Temecula.
