JULY 28, 1994
A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to
order on Thursday, July 28, 1994, 7:02 P.M., at the Temecula City Hall Main Conference
Room, 43174 Business Park Drive, Temecula, California. Chairman Ron Perry called the
meeting to order. Commissioner Johnson led the flag salute.

Also present were Traffic Engineer Marty Lauber, Traffic Technician Hasib Baha, Battalion
Chief Mark Brodowski, Sergeant Jim Domenoe, Officer Leggett, Don Spagnolo, Principal
Engineer - Capital Projects, Forrest Thomas, Dir. of Transportation, Temecula Valley Unified
School District and Recording Secretary Anita Pyle.
Commissioner Coe arrived at 7:10 P.M.

3. Suaaested Route to School Exhibit
3.1 That the Public/Traffic Safety Commission approve the Suggested Route to
School Exhibit for Vail Elementary School, and direct staff to supply an 11" X
14" color version to the Temecula Valley Unified School District for distribution.
COMMISSION BUSINESS
4. McGruff Truck Proeram
Chairman Perry introduced Paul Colaluca, Temecula Valley Unified School District,
Coordinator, Temecula Community Partnership/D.A.T.E. Programs.
Mr. Colaluca gave an overview of the McGruff Truck Program and the current status
of the program involving the City, utility company's and the Community in the program.
Mr. Colaluca described the training for the City staff that would be involved with the
program displaying the McGruff emblems on City vehicles and training of children and
parents to inform them of what the program is about and what to do when in need.
The program is to be implemented on September 20, 1994.
Commissioner Coe inquired how to prevent the McGruff emblem from getting out to
the public.
Mr. Colaluca responded that every emblem has an identifying number and this number
is assigned to the vehicle that will be displaying the emblem, it is the agencies
responsibility to keep track of these vehicles with the names of who drives the vehicle,
this is than reported to the school district.
Commissioner Guerriero inquired to the investigation process of the drivers of these
vehicles and what training they go through.
Mr. Colaluca responded that the hiring practices of the agencies covers the background
checks and that the training is on-going.
Commissioner Sanders inquired of the training of the children.
Mr. Colaluca responded that there will be training through the schools as to the proper
procedures for children and parents to signal for help.
Chairman Perry suggested to Mr. Colaluca combining the McGruff Program with the
Public/Traffic Safety Commission Show and Tell Day, and requested Commission
Guerriero chair this sometime in November or December, 1994.
5. Winchester Road Interchanae Improvements - Detour Lane Utilization
Don Spagnolo, Principal Engineer - Capital Improvement, gave an overview and status
of the Winchester Interchange Improvements, and explained that the project will be
phased and described the traffic patterns during the construction,

Mr. Spagnolo introduced John Canty, J.F. Davidson Associates, the consulting firm
that is preparing plans for Caltrans review.
Mr. Canty presented the detour plans and stated that they will minimize the problem
and the conflicts the City will experience to make the inconvenience as minimal as
possible. The southbound ramp from Winchester Road to I-15 will be going ahead of
any construction. Possibly be under construction by the end of summer.
The overall construction program will be broken into three phases which are:
Widening of the bridge
North bound off-ramp moved from present position
Loop ramp
Mr. Canty stated that possibly phase 1 and 2 can go concurrently.
Mr. Canty explained the construction pre-cautions that will be taken and displayed the
end result of three full 12' through lanes, with medians on both sides, three right turn
lanes south bound, widen the area on north west corner to allow for better traffic flow
onto the freeway.
Chairman Perry inquired if the pattern of the Overland overpass circulation takes the
shopping center at Ynez Road and Winchester Road into consideration.
Mr. Canty stated the City has completed an update of the Traffic General Plan for the
area.
Commissioner Guerriero inquired as to the degree of reduction of traffic upon
completion and what will this do to the stacking on Jefferson Avenue.
Mr. Canty responded there will be significant reduction to the traffic on Jefferson
Avenue turning right onto Winchester Road.
Commissioner Sanders inquired as to how pedestrians and bike traffic are to cross the
bridge during construction.
Mr. Spagnolo responded that there will be no pedestrian or bike traffic across the
bridge during construction, that Rancho California Road would have to used as an
alternate route for public safety and that staff will be aggressive about notifying the
public ahead of the start of construction. Signs for construction will be posted at least
one month ahead of the start date, a monthly construction update will be published in
the Sunday paper, also meetings with the business associations and flyers will be to
the businesses about the construction progress.
Sgt. Domenoe inquired if there was a plan to change the signalization or stripping for
Jefferson Avenue north bound to accommodate two right turn lanes at Winchester
Road.
Traffic Engineer Lauber responded that there has been discussion of modifying the
right-turn green arrow.

Traffic Engineer Lauber requested that Item 7 be moved ahead of Item 6 to accommodate
people wishing to speak.
7. Traffic Operations Associated with Vail Elementary School
Traffic Engineer Lauber presented the staff report and video of Vail Elementary School
showing the traffic flow during school hours, and stated that plans for additional
sidewalks in the area are in process. He stated that he has been working with the
school district and the PTA to educate parents and children as to the safe route to
school.
Jessica Zeldin, 29500 Mira Loma Drive #M201 ,Temecula, spoke concerning the safety
of children being picked up at school. She stated that telling parents is not the answer,
that there is a need for traffic control or a cross walk guard so that children have
someone to protect them at crossings.
Michael Boyer, 29870 Mira Loma Drive, Temecula, representing the home owners of
the area spoke regarding the parking problems at Vail Elementary School. He said a
possible solution to the problem is to open a gate on Rancho Vista Road to include a
bike lane that can be used as an emergency exit.
Chairman Perry inquired of Forrest Thomas, Temecula Valley Unified School District
(TVUSD), about the possibility of a gate on Rancho Vista Road.
Mr. Thomas responded it is possible but that steps would have to be constructed as
well as handicap access and that the cost and security would have to be taken into
consideration.
Chairman Perry inquired if there is a logical path to be used without major excavation.
Mr. Thomas stated that they would have research the need and possible location of
steps.
Commissioner Coe expressed concerns if a gate access on Rancho Vista Road would
create more congestion and the possibility of children crossing Rancho Vista Road
which is a more dangerous street.
Commissioner Sanders inquired as to the possibility of widening the area between the
driveways, creating additional parking by using diagonal parking.
Sgt. Domenoe stated he is opposed to diagonal parking due to cars backing blindly into
the street.
It was moved by Commissioner Johnson, seconded by Commissioner Coe to
recommend the TVUSD inform parents of the safety concerns for the children crossing
Mira Loma Drive and to begin a formal education campaign to include the Temecula
Police Department to provide assistance in reinforcing safe and legal driving/parking
behaviors.

Chairman Perry called for a recess at 8:55 p.m.
The Commission was reconvened at 9:05 p.m.
Chairman Perry read letter of resignation from Recording Secretary Gall Zigler, wishing Ms.
Zigler good luck and thanking her for her years of work with the Commission.
6. Vehicular/Pedestrian Safety Adjacent to Trenchina Operations
Commissioner Gurriero expressed his concerns regarding the requirements for trench
shoring of construction sites.
The Commission recommended using the Public Works Construction Specifications for
Trench Shoring Safety and to give to contractors as a hand out when excavation is a
part of the plans.
8. "No Parking" Zone on Diaz Road from Rancho California Road to Avertida Alvaredo
Traffic Engineer Marty Lauber presented the staff report recommending for a "No
Parking" zone on Diaz Road from Rancho California Road to Avenida Alvarado.
Commissioner Johnson inquired if the off street parking for existing businesses was
adequate.
Traffic Engineer Lauber responded that the existing businesses were in favor of the "No
Parking" on Diaz Road because of adequate off street parking.
Motion by Commissioner Coe, second by Commissioner Johnson to approve staff
recommendation.

9. Traffic Enaineer's Report
Traffic Engineer Marty Lauber reported the following:
Staff is working with Caltrans on the Pala Road right-turn lane, bids to close on
August 4, 1994. Construction planned for 25 working days. Lower 79(S) at
I-15 tO Pala Road proposed striping plan.
Requested that Caltrans conduct a traffic survey for approved posted speed
limit between I-15 and Pala Road.
Commissioner Johnson inquired if a four-way stop would be installed at the I-15
and 79(S) intersections.
Traffic Engineer Lauber responded that a four-way stop was on the plan for this
intersection.
Staff is working with consultant, Mark Miller for Winchester Road and I-15
Interchange signal timing, to coordinate timing with City and Caltrans signals.
Commissioner Johnson inquired about pedestrian safety on Rancho Vista Road
at the Community Recreation Center (CRC), if it be possible to install a
pedestrian push button control traffic signal.
Traffic Engineer responded that staff would be reviewing the traffic speeds and
where pedestrians cross to the CRC and the Sports Park.
A Radar trailer has been approved for the City's use.
A Jefferson Avenue Sub-Committee meeting is scheduled for July 29, 1994at
9:00 a.m. at City Hall.
Executive Committee to review the Commission Agenda will be held August 3,
1994 at 8:00 a.m.
10. Police Chief's Rel~ort
Sergeant Domenoe reported the following:
A Bicycle Licensing Program is to be implemented in cooperation with the
Department of Motor Vehicles requiring all bicycles within the City limits to be
licensed. This program will assist with recovering and identifying stolen
bicycles.
Selection of a new motorcycle officer is expected soon, the motorcycle is in,
and being outfitted with necessary equipment this week. Officer training is
scheduled in October and an officer should be on the streets by November or
December, 1994.

Commissioner Coe inquired about the enforcement of wearing bicycle helmets.
Sergeant Domenoe responded that the law states under 18 years of age are
required to wear a helmet. During 1994 enforcement is to warn individual
offenders and in 1995 officers will start issuing citations, a $20 fine will be
imposed.
Staff is working on improving the communication and coordination between law
enforcement and the City Code Enforcement Officer.
Fire Inspector Brian Hampton is also issuing citations for parking in fire zones.
Fire Chief's Report
Battalion Chief Brodowski reported the following:
This evening a 1/2 acre grass fire on Butterfield Stage Road, south of Pauba
Road, was contained and fire crews were finishing the mop up.
A new Division Chief Larry Benson had been named to fill Chief Jim Wrights
place.
The Fire Department is also involved in the McGruff Truck Program training with
police and school district.
CFD employees in the County/City in the process of their yearly skills evaluation
to meet the minimum proficiency levels for emergency handling and
performance.
Chairman Perry inquired who to notify for weed abatement on private property.
Battalion Chief Brodowski responded that City Code Enforcement should be
notified.
Commission Report
Commissioner Sander inquired regarding the meeting for Commission Goals and
Objectives.
Traffic Engineer Lauber reported that a tentative date for the RTA Workshop is
scheduled for September 13, 1994 at 2:00 p.m. - 5:00 p.m.
Chairman Perry requested staff to schedule September 8, 1994 for the Commission
Goals and Objectives Workshop at 7:00 - 9:00 p.m. to be held at City Hall.
Commissioner Guerriero reported on the progress of the Jefferson Avenue
Subcommittee.

Commissioner Gurriero reported on the first Joint MurrietaFFemecula Transportation
Committee, the funds are available for NBS/Lowry, the Project Managers to proceed
with Traffic Model Study.
Commissioner Sanders reported he attended the Assessment 161 meeting, discussed
Murrieta Hot Springs Road as a possible arterial west from Winchester Road.
Commissioner Coe complemented staff for the progress on Hwy. 79(S) to Pala Road.
He also commented that residents were pleased with the weight restrictions on
Rainbow Canyon Road.
Chairman Perry reported he had a meeting with Tim D. Serlet, Director of Public
Works/City Engineer regarding the Capital Improvement Program (CIP) for Fiscal Years
1995-1998. Any questions contact him or Tim Serlet.

COMMISSION BUSINESS
2. Existinq Ordinance Regardinq City Advertising Regulations
Traffic Engineer, Marty Lauber presented the staff report regarding the existing City
sign ordinance for advertising.
Commissioner Johnson expressed concern regarding the businesses on Jefferson
Avenue, the difficulty of locating businesses with sign restrictions and inquired if
possible to have address signs placed at the front of the properties.
It was moved by Commissioner Johnson, seconded by Commissioner Sanders to draft
a letter to the Planning Commission to research identifying street addresses in business
areas, in the interest of public safety.

Chairman Perry announced the resignation of Tim D. Serlet, Director of Public Works/City
Engineer, effective September 23, 1994, wishing Mr. Setlet well in his new position as
Director of Public Works/City Engineer for the City of Tustin.
Caltrans Memorandum of Understandinq (MOU) Reoardinq Access Confiaurations to
State Route 79 (SR79)
Ray Casey, Principal Engineer - Land Development, presented the staff report and
reviewed exhibits of the City of Temecula's current MOU with Caltrans for SR79 South
and Winchester Road and the recommended access configuration revisions to the
MOU.
Sonny Saligind, 35975 Glen Oaks Road, Temecula owner of the strip center located
on Winchester and Murrieta Hot Springs Road expressed the need for a right-in/right-
out access to the site for traffic.
Mr. Casey stated that the current recommended revision is for a right-in/right-out
access for the property.
Larry Markham, Markham & Associates, 41750Winchester Road, Suite N, Temecula,
spoke in favor of the proposed access configuration revisions to the MOU. Mr.
Markham also stated that he would like to take this opportunity to thank Mr. Casey and
staff for pulling the Adhoc Committee meetings together and getting property owners
involved in solving the issues of these revisions to the MOU.
John Moromarco, P.O. Box 906, Temecula, spoke in favor of the proposed access
configuration revisions to the MOU and expressed his appreciation to staff for their help
in making these revisions a reality.
Jeff Minkler, Kernper Development, 40925 County Center Drive, Suite 120, Temecula
spoke regarding the turning restrictions for the property at the corner of Margarita Road
and Highway 79(S). Kemper Development would like to petition for a right-in/right-out
access point for this property site similar to that being considered for the Old Vail
Commercial Center on the southwest corner of Margarita and Highway 79{S).
Mr. Casey stated staff could support the proposed petition contingent upon the
developer providing a supplemental traffic study showing adequate traffic flow.
It was moved by Commissioner Johnson, seconded by Commissioner Coe to approve
staff recommendation.

4. City of Temecula - Street Closure or Modification Policy
Traffic Engineer Marty Lauber presented the staff report regarding the draft Street
Closure or Modification Policy.
Commissioner Sanders inquired if the policy referred to only residential streets.
Traffic Engineer Lauber responded that residential streets are referred to as "local
streets" in the policy criteria.
It was the Commissions recommendation to continue this item off calendar, to allow
staff to do further research, receive additional input, and to bring back to the
Commission at a later date.
Chairman Perry called for a recess at 9:50 p.m. The Commission reconvened at 9:55 p.m.
5. Traffic Enqineer's Report
Traffic Engineer Marty Lauber reported on the following:
Pala Road/SR 79(S) Right Turn Lane - Caltrans coordination, received one bid
which was over the engineers estimate, staff to recommend to City Council to
reject bid and to re-advertise.
Contacted Greyhound Bus Line Service - One stop in Temecula located on
Jefferson Avenue at McDonalds.
Contacted representative for RTA regarding Future Route Change Workshop on
September 13, 1994. A representative will attend the workshop and provide
their current schedule for the Temecula area.
Contacted three shopping centers, two centers provided exhibits showing their
on-site bus sites.
Reviewed upcoming meeting dates, Commissioners Coe, Guerriero, Johnson
and Perry will be attending the Traffic Commissioners Workshop, October 15,
1994 at Cal Poly, Pomona.

6. Police Chief's Report
AUGUST 25, 1994
Officer Mark Leggett reported on the following:
Training and testing for a third motorcycle officer to be completed by the end
of November, to be on the street by mid-December, 1994.
The additional motorcycle officer and a fourth patrol car will increase the
available officers for traffic control coverage throughout the City.
Chairman Perry inquired as to the number of citings in Old Town, particularly
for seat belt violations.
Officer Leggett responded that the seat belt law was being enforced but that
no specific statistics are available.
Chairman Perry inquired if radar was continuing to be used for speed violations.
Officer Leggett responded that two hand held radar guns were in use on the
motor bikes and two stationery radar units in patrol cars.
Fire Chief's Report
Battalion Chief Mark Brodowski reported on the following:
He would like to schedule a demonstration of the Hazmat Team
Commission possibly the first Commission meeting in December.
Commission Reoort

Chairman Perry stated that he and Commissioner Guerriero were working on a
Public Safety day for the month of November or December and would like to
coordinate with the Fire Department and the Fire Birds to assist in the planning
of this event.
Commissioner Coe inquired about truck traffic through the Redhawk area, and
the prospect of placing weight limit signs at Wolff Valley Road and Redhawk to
allow enforcement of some restriction.
Traffic Engineer Lauber responded that he would inquire if the area was within
the City's jurisdiction.
Commission Coe inquired as to the criteria for changing a state highway route
specifically if Butterfield Stage Road becomes a through road, could it be
considered for connecting State Highway 79(N) to State Highway 79(S).
Traffic Engineer Lauber responded that Butterfield Stage Road is one ofthe
considered alignment for the by-pass between State Highways 79(N) and 79(S).

The Commission requested staff place consolidation of the regularly scheduled meetings of
November and December, 1994 on the Agenda for consideration at the meeting of September
22, 1994.

A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to
order on Thursday, September 22, 1994, 7:07 P.M., at the Temecula City Hall Main
Conference Room, 43174 Business Park Drive, Temecula, California. Chairman Ron Perry
called the meeting to order.

PUBLIC COMMENT
Ed Mowles, 27595 Dandelion Court, Temecula requested that a traffic flow study be placed
as an agenda item for next months meeting.
Gary Sullivan, 27591 Dandelion Court, Temecula requested the Commission initiate a traffic
flow study in Roripaugh Hills with the opening of Sanderling Way.
Commissioner Johnson requested Traffic Engineer Marty Lauber provide one commission copy
of the City's General Plan traffic element that contains proposed traffic flows. He also
requested the specific plans for the Campos Verde Project that gives the traffic studies.

Mr. Sullivan stated that letters have been sent to the City Council stating disappointment
about the plans for Roripaugh Hills road openings into Campos Verdes.
Commissioner Johnson said a vehicle plan would be more specific and he would like to see
the final version of the circulation plan as it relates to the general plan, and the circulation
elements that are in the specific plan for Campos Verdes.
It was moved by Commissioner Johnson, seconded by Commissioner Coe to direct staff to
provide the information for the Commission to understand the traffic circulation plans for the
Roripaugh Hills and Campos Verdes areas, and to schedule an agenda item at he nearest date
possible.

Ed Mowles stated that the draft, circulation study of 1993 did not include the connecting
roads into Roripaugh Hills. The two lane extension of North General Kearny Road east to
Nicolas Road would be completed in 1996. This study report was the basis of Mr. Sullivan
and Mr. Mowles information.

2. Parkinq on Valleio Avenue near Rancho Community Church
Traffic Engineer Marty Lauber presented the staff report and slide presentation on the
issue of parking on Vallejo near the Rancho Community Church.
Larry Markham, 41750 Winchester Road, #N, Temecula, California 92590, President,
Los Ranchitos Homeowners Association spoke in favor of a "No Parking" zone. He
requested a curb or asphalt berm be placed in front of the property owned by Mr.
Cianfarini.
It was moved by Commissioner Guerriero, seconded by Commissioner Coe to accept
staff recommendation and re-affirm the prior non-establishment of a "No Parking" zone
on Vallejo Avenue.

3. Speed Limit - Nicolas Road from Winchester Road to Calle Medusa
Traffic Engineer Marty Lauber presented the staff report, Based on a survey of over
300 vehicles, 54 mph was the average speed. Based on this survey Mr. Lauber
recommended that the speed limit be set at 50 mph.
It was moved by Commissioner Johnson, seconded by Commissioner Guerriero to accept staff
recommendation to set the speed limit to 50 mph, and recommend that staff look into
installing a "Pavement End" or appropriate sign close to the intersection of Calle Medusa and
Nicolas Road.

4. Street Closure/Modification Policy
Traffic Engineer Marry Lauber presented the "City of Temecula Policy for Closure or
Modification of Traffic Flow on Public Streets" in its original form with changes noted
in strike-out form.
Mr. Lauber also stated he is also working to update the travel forecast model for the
City, and incorporate some streets in that system. If it can be funded it will be
presented as a mini work station, the closest facility is in Riverside.
It was moved by Commissioner Johnson, seconded by Commissioner Guerriero that staff refer
the Street Closure/Modification Policy to the City Attorney for review and comment as to its
application as a general release document, and to make the document consistent by using the
word "Property Owner" in place of "residents or long term renters".
It was further directed that after review by the City Attorney the policy is to go directly to the
City Council with copies to the Commission.

6. Traffic Enaineers Report
Traffic Engineer Marty Lauber presented the following:
On September 13, 1994 the City Council approved the "No Parking" zone for
Diaz Road from Rancho California Road, 160 feet north of Avenida Alvarado,
He is finishing the signing and striping plans for the roadway.
On September 13, 1994the City Council requested staff to study the feasibility
of two traffic signals. One at Hwy. 79(S) and La Paz and one at Hwy. 79(S)
and Pala Road.
7. Police Chief's Report
Sergeant Domenoe reported on the following:
· The new Motorcycle Officer is scheduled to be in operation soon.

8. Commission Report
Commissioner Guerriero thanked Traffic Engineer Lauber for the new left turn
pocket on Margarita Road south of Solana Way, and for taking down the "Road
Narrows" sign for the east bound traffic from Ynez Road.
Mr. Lauber stated that staff is investigating the remainder of Margarita to
analyze installing another left turn pocket.
Commissioner Johnson requested Mr. Lauber to investigate the street east of
Margarita Road on Solana Way, which is a single lane east bound, and two
lanes, full width developed west. His concern being several cars have been
forced into the fence at the edge of the road. He suggested possible re-

stripping for a left turn pocket into the Woodcrest tract.
A Jefferson Avenue Sub-committee meeting was held September 20, 1994.
Mr. Lauber gave a report on action items and the traffic accident history for east
bound and west bound lanes of Winchester Road at Jefferson Avenue. The
next meeting for the Jefferson Avenue Sub-committee has not been set.
The Planning Commission and Planning Department are reviewing a request
from Kinkos to reconsider allowing short term parking for a few spaces in from
of Kinkos, on Jefferson Avenue.
Commissioner Coe asked if there is a warrant for some type of control at Pio
Pico Road and Margarita Road near Sparkman Elementary School.
Mr. Lauber stated staff is looking at additional crosswalks one block east of
Margarita Road and Pio Pico Road and at the need for a pedestrian ramp on the
school side of the road.
Commissioner Coe inquired about the fiscal impact on the name change for
Hwy. 79(S).
Mr. Lauber reported that he is working with Caltrans, but has received no
response from them to date.
Commissioner Coe asked if any new bids for the right turn pocket at Pala Road
have come in.
Mr. Lauber reported that only one bid had been received and that this item was
going back to City Council on September 27, 1994to recommend that the City
reject the bids and go back out to bid.
Commissioner Guerriero requested that Mr. Lauber look at sidewalk
improvements at Temecula Middle School. His concern being it is dirt now and
could be hard to travel in winter.
Commissioner Sander reported he had talked with Gary Thornhill, Director of
Planning, regarding a decision of the Planning Commission against a restaurant
at Ynez Road and Rancho California Road. Commissioner Sander suggested
that they hold an occasional meeting with the Planning Commission, particularly
for special projects.
Commissioner Sander requested Mr. Lauber initiate a study of a street light at
the intersection of Calle Medusa and Nicolas Road.

Riverside Transit Agency - Current Programs Update
RECOMMENDATION:
Discussion only
BACKGROUND:
The members of the Public/Traffic Safety Commission that were present at the Riverside Transit Agency
(RTA) workshop on September 13, 1994 recommended that the Commission be updated on the progress
of issues covered. The workshop raised three (3) major concerns as listed below.
1. Scheduled implementation of a demonstration bus route from Lake Elsinore to Temecula.
2. Bus stops and routes through local shopping centers.
3. Assessment of bus service to the Heritage Mobile Home Park on South General Kearny.
A representative for RTA will be present to provide a status report on all items discussed at the
September 13, 1994 Workshop.

Community Recreation Center/Sports Park - Pedestrian Study
RECOMMENDATION:
That the Public/Traffic Safety Commission receive and file this report regarding pedestrian safety on
Rancho Vista Road adjacent to the Temecula Community Recreation Center (CRC) and Sports Park.
BACKGROUND:
Staff was requested to conduct a specific pedestrian study regarding safety on Rancho Vista Road adjacent
to the Community Recreation Center (CRC)/Sports Park. Staff was directed to account for exact
pedestrian volumes crossing Rancho Vista Road during peak usage of both facilities. Also, the speed of
vehicles on Rancho Vista road was requested to be survey during the same study period.
As advised by the Recreation Superintendent, of the Temecula Community Services Department,
September 17, 1994 was chosen as a potential worse case scenario. On this Saturday, the Sports Park
had a fall schedule of youth soccer games which included team photos requiring overlapping parking
demands. The games took place, from 8:00 a.m. to 6:00 p.m., in approximately one (1) hour intervals.
The CRC held Special Olympics beginning at 9:00 a.m. and concluding at 5:30 p.m. Other minor events
also contributed to traffic in the study area.
Staff conducted our investigation from 9:00 a.m. to 1:00 p.m. During this four (4) hour period, nine
(9) pedestrians were counted crossing Rancho Vista Road. This included a family of three (3) who
elected to park on the north side of Rancho Vista Road even though parking was still available at the
CRC and the dirt parking lot near Margarita Road. This dirt lot is planned for an additional park facility
with over 270 paved parking spaces.
Speeds were first surveyed during normal weekday conditions to determine the average and 85% speeds
to be used for a base line comparison. Speeds were also surveyed on Saturday, September 17, 1994
during the study period to determine if weekend speeds were more hazardous during the same times these
facilities generate peak traffic and pedestrian impacts. The results of both speed surveys are provided
below:

The results of our investigation identify no specific hazards to pedestrians within the study area based on
the findings listed above and the four (4) hour eye witness review of traffic (pedestrian, non-motorized,
and vehicular) operations during this peak demand periods. The reduction of speeds is traditionally
associated with increase activities adjacent to the roadway, which reinforces drivers adjustments to
roadway conditions. Staff recommends no action at this time.

State Route 79 South - Fiscal Impacts of Naming
RECOMMENDATION:
For Discussion Only
BACKGROUND:
The Traffic Division of the Public Works Department has received requests from the Public/Traffic Safety
Commission, the public and business owners to name State Route 79 South (SR 795). The goal of this
naming is to clearly differentiate between the two (2) portions of Route 79 through the City of Temecula.
Staff has also been advised by the Public/Traffic Safety Commission to perform a fiscal impact study,
on this item, as a critical initial step in evaluating this proposal.
Through contacts with Caltrans, staff was able to obtain a sample preliminary cost estimate which was
prepared for a similar City of Moreno Valley project. A copy of this estimate is attached for your
information (Exhibit "A" and "B"). This project includes two (2) structural signs, and four (4) signs on
wooden posts at an estimated cost of $22,986.
Currently a total of eight (8) Guide Signs which contains the designation of SR 795 are located on
Interstate 15 (I-15). Six (6) of these signs are on steel structures, one (1) on a wooden post and one (1)
is attached to the Rancho California Road overpass. According to Caltrans, approximate unit prices for
replacing or modifying these signs are as follows:

Public/Traffic Safety Commission Goals and Objectives
RECOMMENDATION:
That the Public/Traffic Safety Commission direct staff to present the attached Goals and Objectives to
the City Council for consideration.
BACKGROUND:
On September 8, 1994, the Public/Traffic Safety Commission held its first workshop to discuss
Commission Goals and Objectives. Staff was present to provide input and answer questions as requested.
The workshop produced draft Goals and Objectives derived from a previously proposed list from the
Temecula Public Safety Commission in 1991. It also included some wording from other ordinances and
resolutions associated with this Commission.
Our final workshop was held on October 13, 1994 and developed the final list of Goals and Objectives
to be brought before this Commission for consideration.

PROPOSED DUTIES OF THE
PUBLIC/TRAFfIC SAv'E-I'}{ COMMISSION
The Mission of the Public/Traffic Safety Commission is to advise the City Council on all matters
subject to the jurisdiction of the Council pertaining to public and traffic safety. The duties of
the Public/Traffic Safety Commission shall be established by Resolution of the City Council.
That the Commission will accomplish this mission by serving as a citizen's advisory arm of the
City Council, focusing on Public/Traffic Safety and transportation issues within the City of
Temecula. In this role this Commission will: a) Encourage public input on public/traffic safety
and transportation issues and seek resolution of their concerns; b) on specific matters referred
to it by the City Council, serve as the City Council's principle reviewing body; and, c) upon
request, review specific matters for staff, prior to their being presented to the City Council for
final approval.
That the Commission will operate under the guideline set forth in the "City of Temecula",
Resolution No. 92-80, as amendad or superseded.
That the Commission shall be kept informed and review matters relative to law enforcement and
fire protection services to ensure that the level of services being provided are commensurate with
the City's needs.
That the Commission shall participate in the City's annual budgeting activities by previewing and
commenting on programs and capital projects related to public/traffic safety and transportation
issues.
That the Commission will assist in the improvements of the City's Multi-Hazard Emergency Plan
and monitor its implementation.
That the Commission shall be prepared to assist all City Commissions on matters of
public/traffic safety and transportation.

The Commission selects a member to serve as Chairperson and Co-Chairperson annually. This position
is assumed at the first meeting of the Commission in January, and the newly elected Chairperson and Co-

Also, City Maintenance staff responded to 14 service order requests ranging from weed abatement,
tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings.
This is compared to 23 service order requests for the month of September, 1994.
The Maintenance Crew has also put in 42 hours of overtime which includes standby time, P.M.
surveillance (weekends only), and response to street emergencies.

POLICE ACTIVITY REPORT FOR SEPTEMBER 1994
The following report reflects the Part I Crimes, Traffic
Activity, and miscellaneous activity occurring in the
City of Temecula during September 1994.
As in past monthly reports the Part One Stats are broken
down by individual districts within the City. This
provides a greater understanding of the criminal activity
within the City for police staff deployment and for
Council / Commission interest.
The office space at Tower Plaza and the CRC have proven
to be very helpful to the field staff. The offices offer
an opportunity for staff to write reports and make phone
calls.
Two drug enforcement programs were conducted during this
period. One at the Park Manor apartments and one in the
Pujol Street area. Several arrests were made for a
variety of violations. There was an editorial in one of
the local papers which alluded to the program being
directed toward poor people and minorities. Reality is
the program was directed toward the area where problems
are found. The vast majority of persons arrested were
male whites. It has been my experience that persons, who
live in areas that have drug and criminal activity
welcome law enforcement programs that attempt to deal
with those issues. Several calls of thanks were received
by staff.
Property crime continues to be the number on issue in the
community. The Police Department will continue to work
to eliminate this problem.

TEMECULA FIRE SERVICES
September 1994 Activity Report
The following reflects the monthly fire suppression and fire prevention activity of your fire
department for the month of September, 1994.
Though the emergency call load was an increase of over 100 calls more than in August,
there were no significant major incidents to report. The decrease in fire activity has allowed us
to regroup and catch up on some of our routine tasks. The staff at the Embassy Suites Hotel
received a class on use of fire extinguishers from one of our engine companies. Hopefully, this
may pay off some day if needed at the complex.
City fire prevention staff are preparing to do fire safety inspections for the Tractor Races,
Rodeo, etc. to prevent any fire hazards and to insure the safety of participants, vendors, and the
public.
Planning for the hazmat demonstration at the PTSC meeting in December is on track. The
county fire hazmat team will demonstrate their capabilities with a mock hazardous material drill.
Planning is proceeding on the city fire station to be located on the East side of the freeway.
Remember, though summer is over, the bad part of fire season is usually October and
November when the weather provides the East Winds. Be careful out there.
