Hazardous Material Incident Demonstration
RECOMMENDATION:
That the Public/Traffic Safety Commission observe a full Hazardous Material Incident demonstration
presented by the City Fire Department and the Riverside County Fire Department Hazardous Material
Response Unit.
BACKGROUND:
The Riverside County Fire Department provides specialized services, as well as daily fire department
protection, to the City of Temecula. one of these services is the identification and mitigation of life and
property hazards caused by hazardous materials spills. A simulated spill demonstration will be held
during the December 8, 1994 Public/Traffic Safety Commission meeting to exhibit the capabilities and
operations of the Fire Department during such emergencies, from identification of hazards to final
alecontamination of all personnel. This will enhance everyone's understanding of this particular function
of the fire department.

Riverside Transit Agency (RTA) Local Transit Operations
RECOMMENDATION:
That the Public/Traffic Safety Commission provide input to Riverside Transit Agency (RTA) regarding
local transit operations.
BACKGROUND:
The Riverside Transit Agency (RTA) has presented an overview, of existing and planned transit systems
associated with Temecula, at the October 27, 1994 Public/Traffic Safety Commission meeting. At the
conclusion of that meeting, RTA representative Cis LeRoy requested the opportunity to discuss local
transit operations with the Commission. Ms. LeRoy briefly identified a problem with the existing bus
route in the vicinity of Ynez Road and Winchester Road and asked the Commissioners to observe bus
service around the Carl's Jr. bus stop.
Ms. LeRoy will be present to describe the existing situation and receive input from the Commission and
staff.

Jefferson Avenue/Front Street Speed Limit - Update Existing Zone
RECOMMENDATION:
That the Public/Traffic Safety Commission receive and file this report changing the posted speed limit
on Jefferson Avenue/Front Street from Rancho California Road to Winchester Road.
BACKGROUND:
Jefferson Avenue is currently a five (5) lane major arterial road (78' wide) with four (4) through lanes
and a dual left turn lane, that provides specific intersection turn storage, from Winchester Road to Rancho
California Road. Designated bike lanes currently do not exist but are planned for future inclusion.
The Traffic Division has conducted a Traffic and Engineering Survey to determine the appropriate posted
speed limit as a part of our current updating program being conducted. This location was recommended
at the Jefferson Avenue Sub-committee meeting held on September 20, 1994 due to a rising accident rate.
There has been an increase in accidents over the past year while traffic volumes have remained constant.
Speed Trap Evidence

(c) When a traffic and engineering survey is required pursuant to subdivision (b) of Section
40802, evidence that a traff'~c and engineering survey has been conducted within five years of
the date of the alleged violation or evidence that the offense was committed on a local street or
road as defined in subdivision (b) Section 40802 shall constitnte a prima facie case that the
evidence or testimony is not based upon a speedtrap as defined in subdivision Co) of Section
40802.
Posted speed limits are primarily based on an analysis of a sampling of speeds (851h percentlie) surveyed.
Section 627 of the CVC defines Engineering and Traffic Survey as:
Engineering and Traffic Survey
627. (a) "Engineering and traffic survey", as used in this code, means a survey of highway and
traffic conditions in accordance with methods determined by the Department of Transportation
for use by the state and local authorities.
(b) An engineering and traffic survey shall include, among other requirements deemed necessary
by the department, consideration of all of the following:
(1) Prevailing speeds as determined by traffic engineering measurements.
(2) Accident records.
(3) Highway, traffic, and roadside conditions not readily apparent to the driver.
The table below shows the 851h percentile speeds surveyed in February 1991 and November 1994.

Since the critical speed has dropped on three (3) of the four (4) sections, and to reinforce consistent speed
zones, staff recommends reducing the posted speed limits from 45 MPH to 40 MPH throughout this
section of road.

Also, City Maintenance Staff responded to 33 service order requests ranging from weed abatement,
tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings.
This is compared to 14 service order requests for the month of September, 1994.
The Maintenance Crew has also put in 43 hours of overtime which includes standby time, P.M.
surveillance (weekends only), and response to street emergencies.
ORANGE COUNTY STRIPfNG AND STENCILING COMPANY has completed the following:
· 18,484 L.F. of new and repainted striping
· 1,543 L.F. of sand blasting
The total cost for Orange County striping services was $4,245.91 compared to $0.00 for September,
1994.

POLICE ACTIVITY REPORT FOR OCTOBER 1994
The following report reflects the Part I Crimes, Traffic
Activity, and miscellaneous activity occurring in the
City of Temecula during October of 1994.
As in past monthly reports the Part One Stats are broken
down by individual districts within the City. This
provides a greater understanding of the criminal activity
within the City for police staff deployment and for
Council / Commission interest.
Officer Boris Robinson will begin teaching classes on
gang activity and prevention starting the first of 1995.
The classes are intended to provide information to
parents of children who are interested in gang
prevention. The Community Recreation Center will
cosponsor the class.
Property crimes continue to be the number one issue
facing the Department. This includes auto theft,
burglary, and general larceny. These are crimes of
opportunity and are challenging to deal with. It is not
uncommon for this to be a police department's top
priority. We are fortunate not to have to deal with
violent crimes against persons to the extent most other
cities do.

I personally monitored a true priority one call and the time from
dispatch to arrival was 3 minutes. This is well within our goal of
6 minutes to priority one calls.
Members of the Temecula Police Department offer their sincere
thanks for the many years of support given to them from Council
member Pat Birdsall. She is thought of as a true supporter of the
public safety community. We are certain that she will continue to
make contributions to the community as a citizen of Temecula.

October 1994 Activity Report
The following reflects the monthly fire suppression and fire prevention activity of your fire
department for the month of October, 1994.
October is Temecula's busiest special event month for the fire department. Events requiting
fire and life safety inspections included the Temecula Tractor Race and the Temecula Pro
Rodeo. Inspections generally consist of insuring good, safe housekeeping by all vendors, that
Fire Marshall approved tarps and tent awnings are being used, adequate and safe wiring and
extension cords are in use, and that there are enough entry and exit areas for people and
emergency vehicle movement within each event. In addition to the two above events, the
Temecula Pumpkin Run also required a certain level of emergency crew coverage, most of
which was provided by the Temecula Valley Volunteer Fire Company while the paid crews
continued with their dally emergency response responsibilities. All went well.
Both fire stations spent many hours on station / school tours, school presentations, fire
extinguisher classes for businesses, etc. Excluding the big special events, over 900 additional
people were contacted through our education efforts. Events ranged from pre-school
presentations and show and tells to participating in a Scout Awards Program and shuffling the
cheerleaders onto the field on a fire engine for the TVHS Homecoming game.
Staff has been working on projections related to the Old Town Improvement Project and how
the Zev Buffman project would impact our emergency call load and fire planning ! engineering
operations. A fire department representative attended the recent reception for our Japanese Sister
City guests.

Our new assistant city manager is renewing the city's efforts to coordinate, update, and
practice our disaster preparedness capabilities in conjunction with the county fire department's
emergency services division represented by Mary Moreland. Fire department staff is working
on identifying electrical load needs and specifying the proper size emergency standby generator
for the Community Recreation Center. The CRC would be the City's primary Emergency
Operations Center in time of local disaster. The "footprint" for the EOC is being finalized at this
time.
The fire department continues to co-partner the McGruff child safety program in our
community. So far, there have been no reportable incidents from our field personnel. Local fire
crews responded to a grass fire just East of Butterfield Rd. and South of Pauba Rd. Upon arrival
of the first in unit, five acres were burning and the fire was spreading very rapidly to the East
and to all the home in the area. The incident commander ordered ten additional fire engines to
help fight the fire and protect the homes in the ~re's path. In addition, a full aircraft and
bulldozer assignment was requested. With just three fire engines (one Temecula City and the two
Temecula State units), the fire was aggressively attacked and brought under control before the
other engines arrived. Five of the extra engines, one helicopter, and one bulldozer were retained
to help secure and mop up the twenty acre bum.
Planning is about complete for the December 8, 1994 PTSC meeting hazardous material
response demonstration. We hope you will find it informative.
