RECOMMENDATION:
2.1 That the Public/Traffic Safety Commission approve the re-striping plan for the
intersection of Diaz Road and Winchester Road as shown on Exhibit "A" .

3. Special Street Name Signs - To Replace Existing Wooden Signs
RECOMMENDATION:
3.1 That the Public/Traffic Safety Commission select a specific design for Special Street
Name signs to replace existing sub-standard residential wooden street name signs.
4. Request to Allow the ExistinE Wooden Street Name Signs -
Meadowview Community Association
RECOMMENDATION:
4.1 That the Public/Traffic Safety Commission consider the request to allow the existing
wooden street name signs to remain, subject to an agreement acceptable to the City.
5. "Don't Drink and Drive" Sians
RECOMMENDATION:
5.1 That the Public/Traffic Safety Commission provide direction to staff regarding "Don't
Drink and Drive" signs proposed by the Temecula Community Partnership.
6. Loading Zone on East Side of Jefferson Avenue North of Winchester Road
RECOMMENDATION:
6.1 That the Public/Traffic Safety Commission deny a request to create a loading zone on
Jefferson Avenue adjacent to Kinko's.
7. "Keep Clear" Pavement Legend for Jefferson Avenue South of Winchester Road Adjacent to the
Tony Roma's Center
RECOMMENDATION:
7.1 That the Public/Traffic Safety Commission deny a request to add "Keep Clear" pavement
legends to Jefferson Avenue south of the existing legends.
8. Speed Limit on Amarita Way from Pio Pico Road to McCabe Drive and on Montelegro Way
from Pio Pico Road to McCabe Drive
RECOMMENDATION:
8.1 That the Public/Traffic Safety Commission recommend to City Council to adopt an
ordinance to establish speed limits on Amarita Way from Pio Pieo Road to McCabe
Drive and Montelegro Way from Pio Pico Road to McCabe Drive when roads are
accepted by the City.

THURSDAY, OCTOBER 27, 1994
A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to
order on Thursday, October 27, 1994, at 7:02 P.M., in the Temecula City Hall Main
Conference Room, 43174 Business Park Drive, Temecula, California. The meeting was
called to order by Chairman Perry. Chairman Perry led the flag salute.
PRESENT: 5 COMMISSIONERS: Guerriero, Sander, Johnson, Coe, Perry
ABSENT: 0 COMMISSIONERS: None
Also present were Traffic Engineer Marry Lauber, Traffic Technician Hasib Baha, Battalion
Chief Mark Brodowski, Sergeant Jim Domenoe, RTA Planning Manager Cis Le Roy, and
Recording Secretary Barbara Maltby.

COMMISSION CONSENT CALENDAR
1. Approval of the Minutes of July 28, 1994. August 25, 1994, and September 22, 1994
It was moved by Commissioner Coe, seconded by Commissioner Johnson to approve Consent
Calendar Item 1.1, 1.2, and 1.3. Roll call was taken for approval as follows:

2. Riverside Transit Agency - Current Program Update
Cis Le Roy, Riverside Transit Agency (RTA) Planning Manager, presented an overview of
RTA routes in Temecula, Murrieta, and Lake Elsinore.
Commissioner Sander inquired as to adding another bus to lesson the times between routes.
Ms. Le Roy stated that Murrietta has requested bus service to Temecula for shopping
purposes.

3. Community Recreation Center/Sports Park - Pedestrian Study
Traffic Engineer, Marry Lauber, presented the staff report and stated the results of the
investigation identify no specific hazards to pedestrians.
Chairman Perry inquired about a lighted cross walk similar to the one the City of Santa Rosa
is using on a trial basis. Mr. Lauber will inquire with the City of Santa Rosa for specifics.
Commissioner Guerriero thanked Mr. Lauber and requested a copy of the staff report for the
City Council.
4. State Route 79 South - Fiscal Impacts of Naming
Traffic Engineer, Many Lauber, presented a slide show, showing existing signs with the staff
report. He informed the Commission that before an estimate can be established, a name has
to be submitted to Caln:ans for approval and a cost estimate.
Chairman Perry inquired about Exhibit "A", $5,000 for traffic control systems. Mr. Lauber
responded that one cost was for coning off lanes, night crews, and flashing arrows.
Chairman Perry requested staff put together a package to present to the City Council for
approval.
Commissioner Coe suggested Caltrans be contacted and given a specific number of letters for
an estimate.
Mr. Lauber stated he did not include any of the administrative work in the cost estimate.
Chairman Perry stated that he would like to see one commission decide to either go ahead
with the project or send it back to staff and have staff come up with a couple of different
plans, one of which would require minor costs in the initial stages. This would involve
surface sweet sign changes and excluding the freeway signs and phasing in other signs over a
period of time.
Commissioner Coe asked if Caltrans would be in favor of changing some of the signs but not
all of them. Mr. Lauber responded that he would inquire with Calt~ans and report back.
Commissioner Johnson stated there are plans for realigning Highway 79 to the east of
Temecula, which is included in the Riverside County Transit long range planning and in State
Planning.

Chairman Pen-y stated that he would go to the Planning Commission to make a presentation
if Mr. Lauber would arrange with the Planning Department to put this item on their agenda.
Commissioner Coe moved and Commissioner Guerriero seconded that the Public/Traffic
Safety Commission agrees to move forward with the continued investigation of changing the
name of Highway 79 South and to authorize Chairman Perry to present the Public/Traffic
Safety Commission's recommendation to the Planning Commission to solicit their help and
cooperation.

Chairman Perry called for a 5 minute recess at 8:25 p.m. The Commission reconvened at
8:30 p.m.
5. Public/Traffic Safety Commission Goals and Objectives
Traffic Engineer, Marty Lauber, presented the staff report.
Chairman Perry stated that he would agree if Item No. 2, line 5 is changed from principle to
principal.
Commissioner Guerriero objected to Item No. 5. He stated he does not agree that the
Commission should be involved in the City's annual budgeting activities. Chairman Perry
stated that all this does is open the door so that the budget comes to the Commission prior to
being submitted to the City Council. Commissioner Guerriero stated that he would like to
talk to the Chief of Police and the Fire Chief and get their input on this issue before he
agrees with Item No. 5.
With no further comments Chairman Perry called for a vote as follows:

6. Election of Public/Traffic Safety Commission Chairperson and Co-Chairperson

for Chairperson. Commissioner Coe seconded the nomination which carried as follows:

7. Traffic Engineer's Report
Traffic Engineer, Marry Lauber, reported the following:
· Bids will be opening on November 10, 1994 for the Pala Road right turn lane.
Dual south-bound left turn lanes on From Street of Rancho California Road are
in place.
A Hazardous Materials Incident Demonstration will be held at 6:00 p.m. on
December 8, 1994.
The Radar Trailer will cost over $10,000 which requires the City Councils' approval
and will be placed on the City Council agenda for November 15, 1994.
Commissioner Guerriero asked if staff is going forward with the Neighborhood Traffic
Program. Mr. Lauber stated the brochure, which is an informational neighborhood
traffic safety brouchure will be incorporated with the program and he will bring it
forward to the Commission for review.
Chairman Perry inquired about a sample brochure very similar to what San Diego did
that was a lot less costly and very impressive. Mr. Lauber volunteered to check with
the people who put on the workshop for a copy of the brochure.
The fence along Solana Way in the area of Rycrest Drive has been relocated. Plans to
grade the parkway with a possibility of adding a left turn pocket from Solana Way onto
Rycrest Drive is being investigated.
· The Street Closure Policy will be presented to the City Council.
PUBLIC/TRAFFIC SAFETY COMMISSION
OCTOBER 27, 1994
The Temecula Community Services District is looking for two volunteers from the
Public Traffic/Safety Commission to participate and to provide input to the Project
Committee for the Parkview Fire Station Project. An all day committee meeting will
be held at the CRC on November 22, 1994 from 8:30 a.m. to 5:00 p.m. to gather
input and to do a walk-thru of the site. Mr. Lauber informed the Commissioners that
anyone interested can let him know.
In response to Commissioner Guerrieros' inquiry regarding the need to inform
Developers about construction of sidewalks to go ahead of development schedules.
Mr. Lauber wrote a memo to the Principal Engineer in Land Development to see if he
could work with Developers to supply some sidewalk links to be part of their required
improvements. Staff is investigating at this time.
Commissioner Guerriero stated his concern with the Temecula Middle School site is
that the slope that comes away from the wall is quite significant, and if it becomes wet
this could possibility cause injuries.
Commissioner Sander ask about the traffic light at Nicolas Road/Winchester Road and
informed Mr. Lauber that another crash occurred there this week. Mr. Lauber
responded that the poles are not available until February, 1995.
Chairman Perry asked to have the Safe Route for Schools on the agenda for December
8, 1994 meeting. He would also like to go to the Planning Commission and request
that they require all elementary and middle schools to have student loading/unloading
lanes on the school grounds.
8. Police Chiefs Report
Sergeant Domenoe reported the following:
A drug enforcement program resulted in several arrests for under the influence and
possession of narcotics.
Chairman Perry asked if the department would consider posting a sign "special
enforcement" similar to the one Yorba Linda has. Sergeant Domenoe stated that he will
contact Yorba Linda to find out their procedure.
The "under the influence" statistics went up for the month, due to targeted sweeps that
took place.
· Assaults statistics have also gone up.
· Auto theft has gone down, and burglary has gone up.

The department is gearing up for the Holiday Season. Parking lots at shopping centers
and Old Town will have additional personnel including reserves, volunteers, bicycle
patrols and school resource officers providing extra security.
Chairman Perry asked if false alarms are causing a problem. Sergeant Domenoe stated
they are and that the department is looking at charging an alarm users fee.
Commissioner Johnson asked if this would include home alarms. Sergeant Domenoe
informed him that it would.
Commissioner Johnson asked if there are any specific intersections showing high
accident rates. Sergeant Domehoe informed him that Mr. Lauber has a list of the top
fifteen. Commissioner Johnson requested to see the list on a monthly basis. Mr.
Lauber said that by the middle of January, 1995 the list would be available.
9. Fire ChieFs Report
Battalion Chief Mark Bredowski reported the following:
A 20 acre fire occurred yesterday, October 26, 1994, just outside the city limits
southeast of Butterfield Stage Road and Pauba Road. He also stated that the fire
season is not over and will probably go into November.
The department is preparing for the Hazardous Materials Incident Demonstration at the
next Public/Traffic Safety Commission meeting of December 8, 1994.
10. Commission Report
Commissioner Guerriero requested a program be developed for the high school to teach the
students about driver fatigue. He has also requested the help of the Police and Fire
Department to form an Ad-Hoc committee. Commissioner Coe volunteered to help
Commissioner Guerriero in organizing the committee.
Commissioner Guerriero commended the Fire Department for its diligence at the Tractor
Race.
Commissioner Coe thanked Mr. Lauber and Hasib Baha for the work done on the sign on
Hwy 79.

Larry R. Markham, 41750 Winchester Road, N. Temecula, CA 92590, President, Los
Ranchitos Homeowners Association requested that an investigation of a time limit parking
zone on Jefferson Avenue adjacent to Kinko's be agendized for January 26, 1995.
It was moved by Commissioner Coe and seconded by Commissioner Johnson to place the
parking zone on Jefferson Avenue on the January 26, 1995 agenda.

2. Hazardous Materials Incident Demonstration
Fire Chief Jim Wright introduced Larry Benson, Division Chief for the City of Temecula.
Riverside County Hazardous Material Response Unit (HAZMAT) gave a demonstration on
contamination and clean up of a hazardous waste spill.
Commissioner Perry arrived at 7:00 p.m.
3. Riverside Transit Agency (RTA) Local Transit Operations
RTA Planning Manager Ms. Cis Le Roy presented the report.
· Ms. Le Roy requested that Traffic Engineer Lauber go on a field trip with her
to the pick-up location at Carl's Jr. on Winchester and Ynez Roads. There is a
safety issue at this location due to the drivers ignoring the stop sign pulling
out of Carl's Jr.
· Chairman Perry asked Mr. Lauber if the area can be re-stripped to allow a right turn
lane onto the freeway. Mr. Lauber replied that he would investigate and report back.
4. Capital Improvement Pro~am - PrQject Updates
Principal Engineer Don Spagnolo presented the staff report.
· The consauction for the signal at Winchester Road and Nicolas Road has slowed down
due to a pipeline that has to be installed. The poles have been ordered and should be
delivered in January, 1995.
· The traffic signal pre-emption installation was awarded in November, 1994. The
intersections include Rancho California Road and Front Street, Rancho California Road
and Margarita Road, and Margarita Road and La Serena Way.
· Consauction for Pala Road, Hwy 79 South, right turn lane will begin January, 1995
and will take approximately 3 to 4 weeks.
PUBLIC/TRAFFIC SAFETY COMMISSION DECEMBER 8, 1994
· Edmondson Construction has been awarded the contract for the Winchester Road
interim improvements. Construction, to include night work, will begin in January,
1995 with a completion date approximately in March, 1995.
· The traffic signal bids for Margarita Road and Avenida Barca were opened in
December, with 10 bids received. The project was awarded to Macadee Electrical by
City Council on December 13, 1994. Construction will begin in January, 1995 with an
approximate completion date of April, 1995.
· Plans for the Walcott Corridor are 85 % complete and will go out to bid in the Spring
of 1995.
· Plans are being completed for the Moranga Road widening project. Permits from
Fish & Game are required. The project will go to bid in the Spring of 1995.
The Plans are nearing completion for the Overland Drive Project. The project will go
to bid approximately July, 1995.
5. Jefferson Avenue/Front Street Speed Limit - Update Existing Zone
Traffic Engineer Many Lauber presented the staff report.
It was moved by Commissioner Johnson and seconded by Commissioner Coe to recommend
to City Council, reducing the speed limit on Jefferson Avenue/Front Street from Rancho
California Road to Winchester Road to 40 MPH and to direct staff to prepare an Ordinance
adopting the 40 MPH speed limit.

6. Traffic Engineer's Report
Traffic Engineer Marty Lauber presented the staff report:
A "No Parking" sign will be posted on Palma Drive and Vallejo Avenue.
The Educational Radar Trailer Display Unit arrived December 2, 1994.
Chairman Perry requested a sign "in use" displayed when Radar Trailer is being used.
PUBLIC/TRAFFIC SAFETY COMMISSION DECEMBER g, 1994
Seven Goals and Objectives were submitted to the City Council. They were referred to
staff for preparation of a resolution.
Request for Proposals (RFP) are being prepared to put interim traffic signals at La
Paz Street and Highway 795, and Pala Road and Highway 79S.
· An RFP has been submitted for a signal at Margarita Road and Highway 795.
The City of Santa Rosa was contacted by Mr. Lauber at Commissioner Johnsons'
request for information regarding being a test city for a new pedestrian crosswalk
with warning lights. The City of Santa Rosa did not recommend use at this time
due to the fact that it is still experimental. Associated problems include heavy
maintenance. A report from the City of Santa Rosa will be sent upon completion of
the study.
AAA was contacted by Mr. Lauber in response to Commissioner Guerrieros' request
for information on "Driver Fatigue Syndrome". The use of the films have not been
confirmed yet.
Commissioner Johnson stated that Channel 2 News did an article on Driver Fatigue
Syndrome in Arizona. Mr. Lauber will call Channel 2 News for more information.
Sergeant Jim Domenoe agreed to call "SWITTERS" to obtain Driver Fatigue statistics.
7. Police Chiefs Report
Sergeant Domenoe reported the following:
A safe holiday program will be implemented. Safe/exemplary drivers will be pulled
over and issued a $50.00 gift certificate that can be redeemed from Bank of
Commerce.
A grant was received from the Federal Government for eight preliminary alcohol
screening devices which are used by officers in the field in detecting drivers "under the
influence ".
Commissioner Guerriero inquired how many persons under the age of 18 were found
under the influence. Sergeant Domehoe replied "very few".
Effective January 1, 1995, first offense drivers found to be unlicensed or who have had
their license suspended are subject to vehicle impound for 30 days. Upon the second
offense, the vehicle will be confiscated by the state.

· A new officer will be added to replace Virginia Busbee who transferred to court
services. An additional officer will be added in April or May, 1995, for a total of
five traffic control officers.
8. Fire Chiefs Report
Battalion Chief Brodowski reported the following:
· A special staffing pattern was declared today ordering all State-funded fire engines, all
inmate fire crews, and all bull dozers in Southern California to be fully staffed.
9. Commission Report
· Commissioner Guerriero reported on the Joint Temecula/Murrieta Transportation
meeting of December 8, 1994 and informed the Commission that the Cities were
preparing a Request for Proposal for the 1-15/I-215 Corridor Planning Study.
· Commissioner Sander attended the Committee meeting at the CRC on November 22,
1994 to review the Parkview Fire Station Project.
· Commissioner Johnson requested the Jefferson Avenue Sub-Committee be re, convened
to discuss the possibility of re-striping Jefferson Avenue.

Dual Tun Lanes - Diaz Road at Winchester Road

RECOMMENDATION:
That the Public/Traffic Safety Commission approve proposed striping changes at the intersection of Diaz
Road and Winchester Road as shown on Exhibit "A" .
BACKGROUND:
Citizens requested the intersection of Diaz Road and Winchester Road be investigated to determine the
feasibility of allowing dual right turns from northbound Diaz Road onto eastbound Winchester Road and
dual left turns from westbound Winchester Road onto southbound Diaz Road.
Currently, westbound Winchester Road at the intersection of Diaz Road is 78 feet wide, and the
westbound approach has a left turn lane, a through lane, and a through/right lane, as shown on Exhibit
"A" . Diaz Road is also 78 feet wide at this intersection and the northbound approach has an exclusive
right turn lane, a through lane, and a left turn lane. Both the north and west legs of this intersection
generate very low traffic volumes, while the turning movements being studied have exceptionally high
volumes, especially during peak traffic periods.
Due to the fact that there is very limited through traffic and a much higher left and right turn demand
on both streets, staff recommends re-striping Winchester Road for dual left turns and Diaz Road for dual
right turn lanes.

Special Street Name Signs - To Replace Existing Wooden Signs
RECOMMENDATION:
That the Public/Traffic Safety Commission select a specific design for Special Street Name signs to
replace existing sub-standard wooden street name signs.
BACKGROUND:
During regular maintenance activities, the Department of Public Works Street Maintenance crews began
replacing damaged wooden street name signs with City apprnved standard white and green signs. This
replaeament procedure was challenged by local residents who felt that the standard signs were not an
acceptable replacement for the older wooden signs and was very inconsistent. The residents felt that the
approved standard did not reflect the unique quality of the specific neighborhood.
The Department of Public Works began to research the possibility of designing an alternate street name
sign that would reflect the unique nature of ranch styled neighborhoods and also satisfy current visibility
and directional requirements of official traffic control devices.
A rough prototype was then created that utilized an alternate color scheme, and a shape that generally
replicated the current sign configuration. This prototype was then presented to representatives of the six
(6) Home Owners Association (HOA) that curren~y have wooden street name signs. The attendees were
asked to provide input regarding the color, shape, lettering type, block numbers, and pictorials that were
proposed for an alternate sign design. The group also discussed possible funding mechanisms needed to
make this concept a reality.
The results of this meeting produced a sample drawing which was used to solicit additionally refined
prototypes for presentation to the Commission. Discussion regarding financing this project covered the
entire spectrum from the HOA paying the total cost, to HOA only paying the differential (upgrade) cost,
to City paying all cost for which the whole community will bear the burden. Estimated cost for the
special street name signs is approximately $225 - 250 installed. The current standard sign cost $110
each, with wooden signs costing approximately $545.
The City currently has 123 residential wooden street name signs, minus the few that have required
immediate replacement. In most neighborhoods the existing signs are in a state of dis-repair, although,
Meadowview Community Association has recently taken it upon themselves to refurbish all of the signs
in their neighborhood. The phased implementation of possible sign replacements would conclude in
Meadowview based on the current conditions of their signs, unless the request of HOA of Meadowview
Community is approved.
At this time, no funds are budgeted for this specific project, and no agreements exist between City and
HOA's regarding funding. These issues, if the program is approved by the Commission would be subject
to the agreements between the City and HOA's, and appropriations through the budget process for the
City's portion of the cost.

RECOMMENDATION:
That the Public/Traffic Safety Commission consider the request to allow the existing wooden street name
signs to remain, subject to an agreement acceptable to the City.
BACKGROUND:
The Department of Public Works received a letter from the Meadowview Community Association on
December 5, 1994 requesting that existing wooden street name signs not be considered for replacement.
In their letter, the HOA of Meadowview has made certain commitments, which would be incorporated
into an agreement between the City and the HOA. These commitments and any other conditions would
be subject to review by our City Attorney, and approval by the City Council.

"Don't Drink and Drive" Signs
RECOMMENDATION:
That the Public/Traffic Safety Commission provide direction to staff regarding "Don't Drink and Drive"
signs proposed by the Temecula Community Partnership.
BACKGROUND:
The Temecula Community Partnership * Community Committee, has contacted the Traffic Division of
the Public Works Department regarding possible "Don't Drink and Drive" signs. They felt it would be
beneficial to their efforts to gather input from the Commission to refine the project.
The Traffic Division was not personally familiar with the use of signs of this type. We contacted 16
cities within Southern California and found that none were currently using similar signs. The attached
table identifies the responses received.
The proposed signs are not official traffic control devices recognized by the State of California
Department of Transportation. The City has allowed informational type signs in limited use, such as the
"Buckle-Up For Safety" signs. The proposed sign design is attached.
FISCAL IMPACT:
None
The Temecula Community Partnership is offering to bear the cost of all signs required to remind our
citizens of the dangers of drinking and driving.

Loading Zone on East Side of Jefferson Avenue North of Winchester Road
RECOMMENDATION:
That the Public/Traffic Safety Commission deny request to create a loading zone on Jefferson Avenue
adjacent to Kinko's.
BACKGROUND:
The Traffic Division of the Department of Public Works has received a request for a passenger loading
zone on the east side of Jefferson Avenue adjacent to Kinko's Copies. The property management
company, leasing a portion of this site to Kinko's, alleges that because their site can not handle parking
demands, the City should allow limited time parking on this congested portion of roadway.
This portion of Jefferson Avenue contains two (2) northbound and two (2) southbound lanes with a two-
way turn lane in the center. An exclusive right and left turn lanes are provided on the southbound
approach to Winchester Road. Numerous turning movements conflicts exist along this short corridor
impacting operations greatly during the noon and afternoon peak periods. This condition has been
amplified by the recent posting of a left torn restriction, by the applicant, at a driveway on the west side
of Jefferson Avenue in this area.
The Traffic Division is concerned about the following items:
1. Parking restrictions created based on the impacts of a temporary building use.
2. The addition of turning conflicts in an area that already has complex travel patterns.
Allowing parking along a roadway designated in the City's General Plan as a Class II (striped
lane) bike route and which is already restricted.
That the Commission has recently evaluated this area and has created the existing parking
restriction.
The parking provided on-site has been reviewed to determine the actual need for additional spaces. Table
"A" summarizes the survey results. The vehicle entering the existing parking areas have the ability to
turn around in a safe and expected place to do it. The City plans on adding an exclusive bike lane on
Jefferson Avenue per the City's General Plan and the Parks and Recreation Master Plan. The Traffic
Division is in the process of formally informing the property management company of the laws regarding
placing official traffic control devices such as the recently posted turn restriction.
FISCAL IMPACT:
The cost of removing the existing red curb and painting 92 feet of yellow curb is approximately $100.00.

"Keep Clear" Pavement Legend for Jefferson Avenue South of Winchester Road

RECOMMENDATION:
That the Public/Traffic Safety Commission deny a request to add "Keep Clear" pavement legends to
Jefferson Avenue south of the existing legends.
BACKGROUND:
The Public/Traffic Safety Commission has previously formad a Sub-Committee to study traffic patterns
on Jefferson Avenue from Winchester Road to Via Montezuma. During one of the meetings held to
gather input, an attendee requested the placement of "Keep Clear" pavement legends on the east side of
Jefferson Avenue adjacent to the Tony Roma's Center.
The Traffic Division agreed to place legends, even if there would be no enforcement, on a trial basis,
adjacent to the third (3rd) driveway south of Winchester Road. The Sub-Committee encouraged staff to
implement the painting, as soon as possible, to reinforce appropriate driver behavior that would allow
site access through the line of northbound vehicles waiting to make a right turn at the queue traffic signal.
When the Maintenance Division tried to paint the new legends, they identified a conflict with an existing
"Signal Ahead" legend. The Traffic Division was contacted and decided to locate the new legends at the
driveway at the middle of the center. Since its implementation, the business owner requested another
legend at the original location.
Staff collected information regarding the actual lengths of queues throughout the day to gage actual need.
We also observed driver behavior to quantify delay caused by the queued vehicles.
Exhibit "A" shows the actual lengths of stopped vehicles throughout an ordinary weekday. This shows
that the potential blocking of driveways does exist during some periods of the day. Staffs observations
revealed that at driveways with and without "Keep Clear" legends, drivers generally take actions to avoid
blocking access and seemed unusually polite. Staff recommends using "Keep Clear" legends at
intersections that encounter vehicular blockages that can be shown to influence safety in a negative way.

RECOMMENDATION:
That the Public/Traffic Safety Commission recommend to City Council to adopt an ordinance to establish
speed limits on Amarita Way from Pio Pico Road to McCabe Drive and on Montelegro Way from Pio
Pico Road to McCabe Drive, when the roadways are accepted by the City.
BACKGROUND:
The City of Temecula Police Department has recommended that staff conduct an engineering and traffic
survey for speed zoning on Amarita Way and on Montelegro Way, to determine the appropriate posted
speed limits. Staff found the 851h percentile speed to be 36 MPH for both Amarita Way and on
Montelegro Way. Based on roadway speeds, geometries, and accident history, staff recommends posting
Amarita Way and on Montelegro Way at 35 MPH upon acceptance by the City.
FISCAL IMPACT:
Install ten (10) "35 MPH signs - 10 @ $125 = $1,250

I. WORK UNDER CONSTRUCTION:
1. Pala Community Park:
Construction began on August 15, 1994. The contractor has completed the
construction of the structural portions of the concession stand. The tennis courts,
basketball courts, parking lots, and the street improvement for Temecula Lane have
been completed. Service meters are in place for electricity and water and the street
lights are expected to be installed by the end of January, 1995. The play equipment
has been installed within the tot-lots and some trees have been delivered to the site.
The footings and light pole bases have been installed throughout the park and the
irrigation mainline for the landscaping has been installed and tested.
Several items of work are scheduled to be completed during the months of January
and February providing that there is a break from the rain. The picnic area shade
structures, the play surfaces of the tennis and basketball courts, the irrigation system
and the landscaping, the fencing and the hardscape within the park should be
completed by the beginning of March, 1995. Construction is approximately 50%
complete and is scheduled to be completed by mid June, 1995.
2. Sports Park Slope Repair:
Construction began at the end of April, 1994. The construction of the project has
been completed and the 90-day maintenance period began October 3, 1994. The
project is expected to be accepted by the middle of January, 1995. The project
consisted of the reconstruction of the slope below Margarita Road, the installation of
an irrigation system and landscaping on the reconstructed slope, and the
reconstruction of a portion of the earthen channel meandering through the park.
3. Loma Linda Park - I1:
Construction began at the end of July, 1994, The construction of the project has
been completed and the 90-day maintenance period began October 31, 1994. The
project is scheduled to be accepted by the beginning of February, 1995. The project
consists of grading and the installation of irrigation, landscaping, play equipment and
other amenities.

4. Ynez Road Landscave Imorovements:
On October 13, 1994 the construction of the Ynez Road Landscaping Improvements
were completed, which began a 90 calendar day landscaping maintenance period.
Due to the rains the final walk through has been postponed until January 18, 1995.
5. Traffic SiQnal at Winchester Rd. (HWY. 79N) & Nicolas Rd.:
The City Council awarded a contract to Paul Gardner Corporation for the construction
of a temporary three-way traffic signal at the intersection of Winchester (HWY. 79N)
and Nicolas Road. The contract is for 90 working days and is expected to be
completed by the beginning of March, 1995. The contractor is now performing all the
necessary underground work including installation of the conduits, pull boxes and pole
foundations. The poles have arrived from the manufacture and are awaiting Caltrans
approval.
6. Kent Hintergardt Memorial Park:
Construction began August 22, 1994 and the project is approximately 95% complete.
Work is expected to be completed prior to the end of January, 1995. The items of
work remaining include the final grading and the completion of punch list items, The
project consists of the construction of a 950 square foot concession stand and rest
room facility with a 225 square foot porch.
7. Traffic Signal & Vehicle Pre-Emption Installation:
On November 15, 1994 the City Council awarded a contact to Paul Gardner Corp. A
pre-construction meeting will be held on January 18, 1995. The project includes the
installation of Traffic Signal Emergency Pre-Emption equipment at four (4) signalized
intersections and Vehicle Emergency Pre-Emption equipment on nine (9) Fire
Department vehicles.
8. Pala Road/Route 79S Interim Improvements:
A pre-construction meeting is being scheduled with the contractor Pro-Civil
Engineering for the week of January 23, 1995. The work to be performed includes,
construction of asphalt pavement, traffic striping and signing, embankment
construction, and traffic control to construct a right turn lane for traffic proceeding
east on Route 79S to south on Pala Road.

9. Winchester Road Interim Ramo Imorovements:
Staff has delivered a "Construction Update'" notice which provided information about
the up coming construction activities to all four commercial areas adjacent to the
intersection of Winchester Road and Jefferson Avenue. An additional notice will be
handed out before construction begins and other notices will be distributed at various
phases of the project to keep the business informed about the construction project.
A pre-construction meeting will be held by the end of the January.
10. Traffic Signal at Margarita Rd. & Avenida Barca:
A pre-construction meeting will be held at the beginning of February with the
contractor Macadee Electrical. This project is Federally funded and consists of the
installation of a fully actuated traffic signal, signing and striping at the intersection of
Margarita Rd. and Avenida Barca.
II. PROJECTS BEING BID:
1. Moraaa Rd. Street Widening:
Council has authorized this project for bid. This project should be out to bid by the
end of January and construction is expected to start in early March. Staff has
obtained all necessary permits and agreements from Fish & Game, Army Corp of
Engineer, and the California Regional Water Quality Control Board. This project
required a redesign of the box culvert outlet structure due to the significant changes
in the existing site conditions which were created after the rains in the past year and
a half.
III. WORK IN DESIGN
1. I-15/Winchester Road Interchange Modifications:
The Project Report has been submitted to Caltrans for approval before the end of
January. Plans and specifications have been sent to Caltrans for final review and
comments should be returned to the consultant by the week of January 16, 1995.
The plans and specification should be approved by Caltrans by March 30, 1995. The
City has obtained the services of Riverside County to help in the acquisition of right-
of-way. The project is on schedule for bid advertisement by May 1, 1995.

2. Walcott Corridor:
Staff is currently reviewing the plans and expects to return the second plan check to
the consultant by the end of January, The project will provide for two (2) travel lanes
(total of 32' of pavement width) within the 66' wide dedicated right-of-way. The
alinement will follow the existing right-of-way and accommodate a 30-mph design
speed. The total length of the project is approximately 8,500 feet. This project will
also include the relocation of Rancho California Water District's existing water main.
3. Rancho California Sports Park Improvements:
The engineer resubmitted the improvement plans for a third and final plan check on
January 11, 1995. The plans and specifications are expected to be ready for the
solicitation of bids by the middle of February, 1995. The improvements include
grading, installation of irrigation, landscaping, roller hockey rink, skateboard park,
sidewalk, rest room facility and parking lot.
4. Sam Hicks Monument Park Improvement Project:
Second plan check comments were returned to the architect November 9, 1994. The
architect should complete the revisions and resubmit for a third plan check by the
middle of January, 1995. The plans and specifications are expected to be ready for
the solicitation of bids by the middle of February, 1995. The improvements include
the construction of a 950 square foot concession stand and rest room facility, an
asphalt parking lot, landscaping and irrigation improvements, and assorted park site
amenities. The construction activities are to be coordinated with the construction of
the museum and church renovation projects.
5. Rancho Vista Road and Mira Loma Drive Sidewalk Improvements:
This project is funded from Senate Bill 821 funds for Fiscal Year 1994-95. The project
consists of the installation of approximately 14,600 square feet of sidewalk on the
northerly side of Rancho Vista Rd. between Mira Loma Dr. and Santa Suzanne Dr., the
easterly side of Mira Loma Drive between Rancho Vista Rd. and Santa Cecilia Dr., and
the southerly side of Rancho Vista Rd. east of Avenida de la Reina. This project is in
the early stages of design and is expected to be out to bid by May, 1995.

6. Solana Way Storm Drain Improvements - RFP No. 26:
The City received seven RFP's on November 28, 1994 from local engineering firms
for the construction of the Solana Way storm drain improvements (Ynez Road to
Acacia Park Resort Apartments). The improvements to be constructed include, but
not limited to grading, main line storm drain, utility relocations, misc. structures,
erosion control, and traffic control. A recommendation to award a design contact will
be presented at the final Council meeting in February.
7. I-15/Rancho California Road Interchange Modifications:
The project plans and specifications are approximately 95% complete and will be
resubmitted to Caltrans after the consultant completes the plans for the off-ramp
grading.
8. I-15/Overland Drive Overcrossing Improvements:
The Project Report and Project Study Report have been reviewed and approved by
Caltrans. The plans and specifications will be submitted to Caltrans for final review
on Friday, January 13, 1995. The structural plans have been submitted to Caltrans
(Division of Structures) on Friday, January 6, 1995 for review. The consultant is
preparing the legal plats and descriptions of the properties that need to be acquired.
9. Temecula Middle School Lighting Project:
The design project was awarded to Dream Engineering, Inc. at the December 13,
1994 Board of Director's Meeting. The design schedule will be submitted January 17,
1995. The project is expected to be ready to advertise for bids by mid April, 1995.
The project consists of installing a sports lighting system at the Temecula Middle
School so that the City and the school district will have joint use of the facilities.
Lighting will be provided for the two baseball fields and soccer field overlay and the
football field and track.

tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings.
This is compared to 13 service order requests for the month of November, 1994.

POLICE ACTIVITY REPORT FOR NOVEMBER 1994
The following report reflects the Part I Crimes, Traffic
Activity, and miscellaneous activity occurring in the
City of Temecula during November of 1994.
As in past monthly reports the Part One Stats are broken
down by individual districts within the City. This
provides a greater understanding of the criminal activity
within the City for police staff deployment and for
Council / Commission interest.
Consideration is being given to requesting funding from
the Federal Government for two or more officers. Under
the COPS FAST program funding officers must be used in
problem oriented policing,"POP's", or community oriented
policing,"COP's", programs. Both are essentially the
same thing with a different name. The target areas would
be those with the greatest amount of community problems.
This does not limit itself to crime alone, but housing
problems, poverty, issues related to juveniles, code
enforcement and so on. This could be a very interesting
project if funded.
The recent attempted car jacking at the intersection of
Winchester and Jefferson is an example of how important
communications between agencies is. The suspects fled to
the Lake Elsinore area and were spotted by an off duty
reserve officer. The officer informed Lake Elsinore
Station staff who were aware of the incident from a radio
broadcast.
The 1994 annual report is being prepared. It should be
ready by the end January.

November 1994 Activity Report
The following reflects the monthly fire suppression and fire prevention activity of your fire
department for the month of November, 1994.
One fire engine provided fire standby at Rancho California Road and Business Park Drive.
It was requested by the Temecula Police Department for a SWAT operation at 0430 hours on
November 7th. Also during the week of November 7th, Temecula Chief Officers performed our
annual fire station inspections of buildings, grounds, personnel, mobile equipment, and disaster
readiness. All stations and personnel performed well with only some minor repairs being
identified as needed on some of the stations and vehicles. The ladder truck received its annual
safety certification to insure its safety and efficiency. Tests include an x-my examination by
experts for any minute cracks or distortions on the ladder assembly itself. This is necessary to
prevent equipment failures.
On Saturday, November 12th, the Temecula Valley Volunteer Fire Company held its first
annual Fishing Derby at Lake Skinner. Though the weather was rather cold and windy, there
was a good turnout of contestants who had a wonderful time. No one caught the tagged catfish.
If they had, they would have driven home in a new Chevrolet S-10 pick up truck. Paradise
Chevrolet was a cooperator for this fund raiser. Prizes were awarded for various types and sizes
of fish caught, and all who left vowed to bring their friends for next years event.
Planning continues for the new fire station to be constructed on Pauba Road above the Sports
Park. The fire department is tasked with obtaining specifications for an emergency standby
generator for the Community Recreation Center. In case of a local disaster, the CRC will be the
Primary Emergency Operations Center (EOC) for the City, and a generator is required to power
the building to support the EOC operations. On approximately November 19th, ground was
broken for the new fire station located next to the airport terminal building at the French Valley
Airport. Plans are to have this station complete by around May of 1995.

The volunteer fire company has a video of one of our emergency calls and will be contacting
the Rescue 9-1-1 Show to see if they would be interested in it. On the 30th, Chiefs Bredowski
and Winder took City Finance Director Genie Roberrs and Risk Management Officer Luci
Romero on a tour of the City Fire Department. There was also an orientation given by Chief
Larry Benson as to the budget, services, and operations of the department. Both ladies came
away with a much better understanding of the services they suppert as part of City staff.
During the month, there were also some interesting emergency calls. On the 2nd, units
responded to a treehouse fire near Liefer and Nicolas Roads. A gas leak in a trench on Ynez
Road North of Winchester Road required a fire engine, ladder truck, the police, public works,
and the gas and water companies. Until the leak could be stopped, police and fire personnel
evacuated the county building complex (courthouse, library, etc. ) and the DVI / Golds Gym
building as well. Everyone was allowed to return to their businesses after about one hour. On
November 16th at 1310 hours, units responded to a residence fire at 30880 Jons Place off of
Seraphina. The home sustained fire and smoke damage in the garage, two bedrooms, and part
of the attic. Though the fire was contained quickly, the occupant, one of our Goodhew
Ambulance paramedics, had to move out until the home can be repaired.

December 1994 Activity Report
The following reflects the monthly fire suppression and fire prevention activity of your fire
department for the month of December, 1994.
Unusual for this late in the year, all State funded CDF resources were placed onto a special
staffing pattern due to high speed East winds in Southern California. This pattern increases
staffing levels for CDF fire engines, handcrews, and bulldozers. Christmas time means the
Temecula Christmas parade, and Temecula participated with Mr. and Mrs. Claus riding in the
"basket" of Ladder Truck 73. As a department, we also participated in a toy collection drive
sponsored by KABC television called the Sparks of Love drive.
The Temecula Public Traffic and Safety Commission was treated to a full simulation of a
hazardous material incident. Participants included the Riverside County Hazardous Response
Team, Temecula Public Works, and our local paid and volunteer fire personnel with our
engines, squad and breathing support. This hopefully provided a better understanding of this
emergency response function for all in attendance.
The City Fire Prevention inspector took delivery of a new Chevrolet S-10 pick up truck
with which to cover the City while performing all of his fire and life safety inspections. The
construction of the French Valley fire station has begun. Riverside County Fire Station # 83 is
located adjacent to and just north of the airport terminal building. When completed, this station
will cover the county and airport areas and will also respond into the City of Temecula on a
regular basis. Temecula fire personnel and volunteers artended the French Valley Pilots
Association dinner to relay the types of services this station will provide. There are future plans
to have training seminars on aircraft emergency operations in cooperation with the pilots
association.

There were several interesting / significant emergency calls this month. Fire personnel
responded to two fire incidents on December 1st. The first occurred at 0904 hours at 28801
Pujol St. and was a kitchen fire. The second was a fully involved double wide mobile home and
barn at the north end of Seraphina Rd. near Rim Way. This occurred at 1134 hours. December
2nd. saw another kitchen fire at 29977 Via Cuesta Del Sol. Two vegetation fires, the first on
December 8th, was a 90' by 90' spot near Winchester and Murrieta Hot Springs Rd. while the
second one occurred on December 9th at the Linfield School athletic field area. December 281h
was busy. First thing in the morning (0811 hours), a structure fire was reported in the general
vicinity of Pauba Road and La Primavera. Upon arrival, first in units found the 2100 square foot
single family dwelling about 50% to 60% involved in fire, most of it on the second floor. Fire
was showing through the roof and out of the second story windows. The fire department
managed to prevent the spread of fire to adjacent homes, this being a concern in Lake Village
area where the majority of roofs are still wooden shake shingle. The fire was stopped as it
entered the garage area and the majority of the garage contents was saved by the firefighters.
There was a significant delay in the reporting of this fire through the 9-1-1 system, with
incoming reports providing general or conflicting locations to the dispatchers. There was also
a multi-injury traffic collision at the intersection of Winchester and Nicolas Roads that same
evening.
Fire prevention inspections by the fire station personnel are reduced during the holiday
season due to the busy sales of all the commercial vendors. We do not wish to interrupt dally
operations for vendors during the busiest time of the year for them. All other fire prevention
and emergency work load was as per normal routine. Thank you for your continued support.

1994 Year End Report
This information is provided as a year end summary of the activities of the Temecula Fire
Services during calendar year 1994.
Temecula fire units and personnel responded to a total of 3,621 incidents during 1994.
This in an increase of 4.6% over the number of 1993 incident responses. The average annual
increase in responses has been 9.4% per year for the past five years. Medical aid responses
accounted for a full 45% of our total emergency work load, a 3% increase over last year.
Though the month of June began fire season with many brush fires (with a vengeance), the
overall remaining fire season in our area was relatively mild. Aggressive weed abatement played
a large roll in this success. The response to vegetation fires in 1994 was down 9% from 1993.
Structure fires were down about 17.5 % as well. Types of calls that displayed a notable increase
over last year include: medical aids (+12%), traffic collisions (+6.5%), and false alarms
(+13%).
Again this year, all community special events were pre-inspected to insure the safety of
vendors and the public. Many school children were taught fire safety, 9-1-1 use awareness, and
received tours of either fire stations or fire engines. It remains very important that we teach our
children fire safety and how to deal with and report any type of emergency. The fire department
is also an active member in the McGruff Truck Program as well.
There were 2,150 commercial fire and life safety inspections conducted by the fire
station personnel in 1994. Weed abatement duties within the City were transferred to our Code
Enforcement Officer Marianne Salazar who did a thorough job in her very first year with the
abatement assignment.

The Temecula Valley Volunteer Fire Company continues to support the paid fire
department staff, as they are available, for emergency and special event coverage. The
volunteers provided fire and medical aid services at the Tractor Races, Balloon and Wine
Festival, Rodeo, Pumpkin Run, and other events as needed. This keeps the paid staff more
available for the dally emergency needs within the City. A note: the volunteers handled a total
of 18 emergency calls at the Balloon and Wine Festival which included 2 fires and 16 medical
aids. If fire department staff were not staged at the festival, a fire in the generator of a motor
home would have ended in the loss of the motor home. As it turned out, the volunteers held the
damage to the generator area itself. The Firebirds, an auxiliary fund raising group for the fire
department volunteers were very active in their support of us this year, selling refreshments from
their food trailer at local events. As usual, the Firebirds also provided a great family evening
for the firefighters by providing us with the annual Christmas dinner party at Station 73. It was
very much appreciated by us all.
Available members of our department responded to assist in operating the emergency
management, planning, and support functions for the Northridge Earthquake. CDF and Riverside
County Fire played a major role in insuring the smooth and methodical operations of all the
emergency functions of the quake stricken areas. Some of our local Temecula personnel
participated as well, and came away with valuable first hand major disaster operations
experience. As usual, emergency incidents covered the entire scope of possibilities this year,
ranging from a defective television filling a home with smoke to refuse fires, medical
emergencies, traffic collisions, structure fires, and hazardous materials incidents. Back in April,
our fire units and RCOFD Hazmat Unit responded to and neutralized what was identified as two
acid bombs found by a homeowner at the corner of Stonewood and Selby Streets. Since then,
there has been a rash of mailbox bombings of this sort in Riverside County, some of them
occurring in Temecula. All structure fires were aggressively attacked by our personnel and the
majority of the fires were contained to the room of origin, sparing the remaining building from
fire damage. A natural gas leak in June of this year near Ynez and County Center Drive
prompted the one hour evacuation of people from Golds Gym, DVI, and the entire county
building complex which includes the Courthouse, Library, etc. Once the gas leak was stopped
and air sample readings taken by our fire personnel confirmed there was no danger, everyone
was allowed to return to their routines. There was excellent cooperation with City police and
Public Works in assisting with evacuations and road closures. An apartment fire in Park Manor
apartments off Rancho California Road was quickly extinguished. Ironically, the father had just
moved in and had practiced a fire drill the night before with his two small children. Cause of
the fire was a defective living room lamp. The family just barely escaped, the father burning his
hands on the front door knob as he opened it. An injured hiker was stranded on Rainbow
Mountain and a friend called 9-1-1. Two Temecula fire engines, and a sheriff helicopter with
infra-red search capabilities was used to locate the victim. A 15 person female inmate crew from
CDF's Rainbow Conservation Camp was used to carry the victim out in a stretcher.

The most recent news involved the substantial damage to the Shapiro residence on La
Primavera Street. The home was 50% to 60% involved in fire upon our arrival. Because of the
fire load (contents) of the building and it's advanced fire phase, fire personnel fighting the fire
in the interior could not suppress the fire adequately, even though a great deal of water was
being applied. Due to safety concerns, and fighting the fire for about twenty five minutes from
inside the building with little success, we then began putting the fire out from the outside with
larger water streams. Once the fire was knocked down, the finish work was done inside after
a thorough safety check was done. Upon examination, parts of the attic structure were weakened
and the upstairs floor had collapsed in the center. This has served to accelerate our Eastside fire
protection plans with the inclusion of the temporary station site to be staffed with three paid
persons per shift until the new permanent station is completed.
