A regular meeting of the City of Temecula Public/Traffic Safety Commission was called
to order on Thursday, April 27, 1995, 7:00 P.M., at the Temecula City Hall Main
Conference Room, 43174 Business Park Drive, Temecula, California. Chairman Knox
Johnson called the meeting to order.

Chairman Johnson called for Public Comments on non-agenda items.
PUBLIC COMMENTS:
Larry Markham spoke to the Commission to request re-consideration on
Kinko's loading zone request.
The motion was made by Commissioner Perry and seconded by
Commissioner Guerriero to place Kinko's request for a loading zone on
the May agenda.

Air-Quality - City of Temecula
Mr. Frank Klein, 30180 Santiago Road, Temecula, spoke to the
Commission with information on air-quality for the future of Temecula.
Mr. Klein's information was gathered from the South Coast Air-Quality
District and other sources. Mr. Klein made several suggestions to protect
air quality and suggested anyone wishing additional information contact
him through Traffic Engineer Marty Lauber.
Commissioner Perry requested Mr. Klein develop a manuscript inclusive
of this information.
Commissioner Guerriero asked if the EPA indicated that the carbon
monoxide was above 200 points in Temecula. Mr. Klein responded that
it was not.
Commissioner Johnson asked if Temecula was close to a minor stage
alert. The answer was no, Commissioner Johnson also thanked Mr. Klein
for this valuable information.
French Valley Airoort Master Plan
Larry Markham, representing Friends of the French Valley Airport,
presented the report on the French Valley Airport Master Plan. Mr.
Markham detailed the requested extension of the runway from 4,600' to
6,000'.
Commissioner Perry spoke on the economic benefit and additional jobs
which would be generated by the expansion of the airport runway.

PUBLIC/TRAFFIC COMMISSION MEETING
APRIL 27, 1995
Larry Markham reported that the Board of Supervisors meeting to
approve the General Plan is May 16, 1995. Various groups in the
Temecula Valley have sent letters of support for the approval of this
expansion.
Commissioner Guerriero requested the Environmental Impact Report for
the French Valley Airport Master Plan be made available to the Joint
Murrieta/Temecula Public/Traffic Safety Commission.
"No ParkinQ" 9:00 a.m. to 11:00 a.m. on Corte Alamar and Calle Rio
Vista.
Traffic Engineer Lauber reported on the petition received and concerns
on the parking situation at Corte Alamar and Calle Rio Vista. Engineer
Lauber spoke with regard to the Temecula Valley School District's plan
to expand the high school's parking facility to allievate the street parking
in near-by neighborhoods. Staff recommends denial of the request for
limited parking on Corte Alamar and recommends approval of a parking
restriction on Calle Rio Vista.
Avery Hale, 31063 Corte Alamar, Temecula, spoke regarding loss of City
services due to vehicles parking on Corte Alamar and Calle Rio Vista. Mr.
Hale spoke in favor of limited parking on Corte Alamar and a parking
restriction on Calle Rio Vista.
Kenneth J. Harpham, 31062 Corte Alamar, Temecula, spoke in favor of
limited parking and parking restrictions.
Robert Oahs, 31112 Corte Alamar, Temecula, spoke in favor of limited
parking and parking restrictions.
Don Rorabaugh, 31073 Corte Alamar, Temecula, spoke in favor of
limited parking and parking restrictions.
Commissioner Guerriero suggested a 30 day delay to allow the school
district to educate the students to park in the expanded school facility
and not in nearby neighborhoods.
Commissioner Perry asked what percent of homeowners are represented
on the petition.

Commissioner Sander spoke in favor of the School District's expansion
of their existing parking facility.
Commissioner Johnson asked staff if an ordinance was in force regarding
the street sweeping schedule, Engineer Lauber responded that no
ordinance existed, however, he will investigate this with Public Works
and respond back to the Commission.
The motion was made by Commissioner Guerriero and seconded by
Commissioner Perry to table action on this item for 30 days in order to
give the school district time to educate the students to park in the
expanded parking facility. The Commission will review this item and if
approved, the "no parking" time limit will be 7:00 A.M. to 11:00 A.M.

5. "Stop" Controls on Milky Way Drive at Asteroid Way
Engineer Lauber reported on correspondence received from residents in
Starlight Ridge regarding traffic problems at the intersection of Milky
Way Drive and Asteroid Way. Engineer Lauber stated that traffic warrant
No. 5 exists and staff recommends approval.
It was moved by Commissioner Perry and seconded by Commissioner
Guerriero to recommend to City Council that "Stop'" controls on Milky
Way Driver and Asteroid Way be installed.

6. Flashing Beacons on Margarita Road for School Area Safety
Engineer Lauber reported receiving requests from traffic officers to define
the perimeters within the school zone. Engineer Lauber presented solar
powered fiashers which would be installed. The City will coordinate with
the school district to specify hours when children are present. Funding
will be shared with the school district.
Commissioner Johnson asked the cost of the flashing signals. Engineer
Lauber responded it will be approximately ~80,000.
It was moved by Commissioner Perry and seconded by Commissioner
Guerriero to recommend the City Council authorize the purchase and
installation of solar-powered flashing caution signals at seven (7)
Temecula School sites with Temecula Valley School District's assistance
in funding the project.

Traffic Controls on Winchester Road at Jefferson Avenue and the I-15
Northbound and Southbound Ramps
Engineer Lauber reported on the consideration to utilize traffic control
officers until January 1997, from 3:00 P.M. to 6:00 P.M. This will
improve traffic flow during construction of the road widening. One
officer will be stationed at the Winchester Road/Jefferson Avenue
intersection and one (1) officer at the North ramp and one at the South
ramp. Caltrans has given their approval and staff recommends approval.

8. TRAFFIC ENGINEER'S REPORT
Traffic Engineer Lauber reported on the following:
A prototype street sign made from recycled plastic and
wood fiber material was presented for the Commissioner's
information only.
A refinement of a "Don't Drink/Don't Drive" sign was
displayed and will be presented at the City Council Meeting
on May 9. Several locations for the signs were discussed.
The access road from Joseph Road to Ynez Road, parallel
to Nicolas Road is proposed for biking/hiking trails. Staff
has not received a response from Caltrans as yet.
Commissioner Johnson requested staff provide a priority list on proposed
traffic signals for the next Commission meeting. Engineer Lauber will
include this in the Traffic Report.
Commissioner Guerriero requested the Neighborhood/Emergency Service
Disaster Preparation Program be placed on the May 25, 1995 agenda for
discussion only. Commissioner Guerriero will provide information he
obtained from Huntington Beach.
Lieutenant Domenoe reported on the SCARE Grant applied for by the
Police Department and invited the Commissioners to a presentation on
the program on June 4, 1995 at 12:00 P.M.

9. POLICE CHIEF'S REPORT
Sergeant Brandt reported on the following:
APRIL 27, 1995
The Department is focusing on D.U.I's as we move into
summer. Special programs are being implemented.
The radar taller located near Sparkman Elementary School
was very successful.
Officers will be assigned to the same area creating a so
called "beat".
10. FIRE CHIEF'S REPORT
Battalion Chief Mark Brodowski was called away for business reasons at
7:40 P.M. The report has been given to the Commissioners in their
Commission packet.
11. COMMISSION REPORTS
Commissioner Sander reported on attending the ribbon
cutting for the signal at Winchester Road and Nicolas Road.
Commissioner Johnson requested information on the traffic
counts at the west end of Calle Medusa as a result of the
signal.

RECOMMENDATION:
That the Public/Traffic Safety Commission approve a limited parking restriction on Corte Alamar (7:00
a.m. to 11:00 a.m weekdays) and red curb for Calle Rio Vista.
BACKGROUND:
This item was previously presented to the Commission at the April 27, 1995 meeting and continued to
the meeting of May 25, 1995. At the meeting of April 27, 1995, the Commission requested that a
representative from Temecula Valley Unified School District present the District's informational program
focussed on requesting students to park on campus. The Commission felt that without a cooperative
effort between the School District and the Department of Public Works, the proposed parking restriction
would be necessary.
The Traffic Division has requested the presence of Mr. Forrest Thomas, Director of Transportation and
Safety Administrator, to attend the meeting of May 25, 1995 to present all educational materials presented
to the High School students, since school began on May 2, 1995. Mr. Thomas agreed and will also give
an update on student parking on Corte Alamar and Calle Rio Vista.
Staff has contacted the street sweeping service to ensure this area is swept during the proposed parking
restriction. The current schedule enables street cleaning at approximately 9:30 a.m., which fits into the
7:00 a.m. 11:00 a.m. restriction suggested by the Commission.

'lNo Parking" 9:00 a.m. to 11:00 a.m. on Corte Alamar and Calle Rio Vista
RECOMMENDATION:
That the Public/Traffic Safety Commission deny the request for limited parking on Corte Alamar and
approve a parking restriction on Calle Rio Vista.
BACKGROUND:
On March 21, 1995 the City was presented with a petition requesting the installation of a limited parking
restriction on Corte Alamar and Calle Rio Vista. The request specified the restriction to be from 9:00
a.m. to 11:00 a.m. weekdays. The goal of the proposed restriction was to eliminate student parking
generated by Temeeula Valley High School. Recently, students have been parking on both residential
streets blocking mail boxes and precluding refuse removal.
Previous to the submittal of this petition, the Traffsc Division of the Department of Public Works had
received comments from two (2) residents regarding the schools overflow parking situation. We then
contacted the school district to verify the lack of on-campus parking. The school district was aware of
this problem and was already working on a resolution.
The Temecula Valley Unified School District (TVUSD) offered to convert the existing bus storage lot
from the High School to the new maintenance facility being built adjacent to the future Chaparral High
School site off of Winchester Road. This relocation would facilitate the striping of the extra parking area
to accommodate 144 extra vehicles. The school district informed me that approximately 35 vehicles were
parking on Corte Alamar or Calle Rio Vista because of the lack of on-campus parking.
We have worked with TVUSD to schedule this conversion between April 3, 1995 and May 1, 1995 in
order to take advantage of the school break. Forrest Thomas, Director of Transportation and Safety
Administrator, has promised to inform students about the expanded parking lot and to request them to
stay out of the neighboring residential areas.
In order to reduce the conjestion on Calle Rio Vista, we recommend eliminating parking over its entire
length. This road is used extensively for delivering students to campus, requiring many motorists to turn
around. If cars are restricted from parking along this roadway, the potential for incident will be reduced.
The removal of parked cars on Calle Rio Vista will increase sight distances and driver predictability.

Trap Right Turn Lane - Eastbound Winchester Road at Enterprise Circle South
(East)
RECOMMENDATION:
That the Public/Traffic Safety Commission approve the addition of an exclusive right turn lane for
eastbound Winchester Road at Enterprise Circle South (East).
BACKGROUND:
The Department of Public Works has received a request from a citizen to investigate ways of reducing
the potential for accidents at the intersection of Winchester Road at Enterprise Circle South (East).
The request was sparked by the collision of a vehicle attempting to make a westbound to southbound left
turn when another vehicle was passing to the right of stopped traffic in the two (2) eastbound through
lanes. Exhibit "A" depicts the existing lane configurations and the accident type described above. Two
(2) accidents of this type have occurred this year with none reported prior to that. Staff feels this
situation has been recently agitated by the increase stacking of vehicles west of the Jefferson Avenue
intersection, during the afternoon peak period.
The Temecula Police Department was contacted and confirmed concern for increasing traffic safety at
this location. During our on-site meeting, with a traffic officer, police staff recommended consideration
of installing of an exclusive eastbound right turn lane on Winchester Road approaching Enterprise Circle
South (East). Exhibit "B" identifies proposed improvements.
Based on the recent accident history and the advice from the Police Department, staff is recommending
the addition of an exclusive right turn lane with glue down raised delineators to preclude passing on the
right of stopped vehicles.

Loading Zone - Jefferson Avenue Adjacent to Kinko's
RECOMMENDATION:
That the Public/Traffic Safety Commission deny a request for a loading zone on the east side of Jefferson
Avenue north of Winchester Road, adjacent to Kinko's Copies.
BACKGROUND:
Larry Markham, Markham and Associates, requested re-consideration of a loading zone at Kinko's
Copies during the public comment section of the April 27, 1995 Public/Traffic Safety Commission
meeting. Members of the Public/Traffic Safety Commission requested that this item be placed on this
agenda. The Commission had previously heard this item at the January 26, 1995 meeting and directed
staff to re-evaluate the request based on the submittal of additional information not previously made
available to the Commission.
Staff has updated the original Exhibit "A" to show all restricted and permitted parking areas in the
vicinity of Kinko's Copies. We have included the request for additional red curb received at our last
Jefferson Avenue Sub-Committee meeting. Staff has not been able to respond to this request at this time.
Also included, is the letter to the applicant as referenced in the January 26, 1995 agenda report. To date
(May 17, 1995), no action has been taken by the applicant to remove the illegally placed turn restriction
signs, shown on Exhibit "A".
In review, staff would like to reiterate the major concerns if a loading zone is approved:
1. Parking restrictions created based on the impacts of a temporary building use.
2. The addition of turning conflicts in an area that already has complex travel patterns.
Allowing parking along a roadway designated in the City's General Plan as a Class II (Striped
lane) bike route and which is already restricted.

Dear Mr. Greenburg:
The Traffic Division of the Temecula Department of Public Works is very concerned about the
illegal placement ofan of~cial traffic control device. The "No Left Turn" sign, placed adjacent
to your driveway on the west side of Jefferson Avenue north of Winchester Road, has not been
approved for installation.
Our office was previously contacted regarding the issue of vehicles passing through the parking
lot connecting Jefferson Avenue and Enterprise Circle north. During our discussions you
recommended the placing of a turn restriction for exiting vehicles at Jefferson Avenue. The
Traffic Division denied your request because of several reasons and informed you of other
options available for on-site medifications.
The attached Municipal Cede section assigns that power and duty to place and maintain official
traffic control devices to the City Traffic Engineer. Another attached section defines official
traffic control devices and another describes the authority to remove unauthorized signs.
Based on the City of Temecula Ordinances and the negative impacts of restricting left toms at
this driveway, we are requesting you to remove the sign. We have been in contact with our
Police Department to request that they do not enforce this restriction because it was illegally
placed. If you feel our office has not prope~y served the public good, you could submit a
written request to place this item on the Public/Traffic Safety Commission Agenda. The
Commission is made up of five (5) citizens appointed by our City Council for advice on
transportation related issues.

Loading Zone on East Side of Jefferson Avenue North of Winchester Road
RECOMMENDATION:
That the Public/Traffic Safety Commission deny request to create a loading zone on Jefferson Avenue
adjacent to Kinko's.
BACKGROUND:
The Traffic Division of the Department of Public Works has received a request for a passenger loading
zone on the east side of Jefferson Avenue adjacent to Kinko's Copies. The property management
company, leasing a portion of this site to Kinko's, alleges that because their site can not handle parking
demands, the City should allow limited time parking on this congested portion of roadway.
This portion of Jefferson Avenue contains two (2) northbound and two (2) southbound lanes with a two-
way turn lane in the center. An exclusive right and left turn lanes are provided on the southbound
approach to Winchester Road. Numerous turning movements conflicts exist along this short corridor
impacting operations greatly during the noon and afternoon peak periods. This condition has been
amplified by the recent posting of a left turn restriction, by the applicant, at a driveway on the west side
of Jefferson Avenue in this area.
The Traffic Division is concerned about the following items:
1. Parking restrictions created based on the impacts of a temporary building use.
2. The addition of turning conflicts in an area that already has complex travel patterns.
Allowing parking along a roadway designated in the City's General Plan as a Class II (striped
lane) bike route and which is already restricted.
That the Commission has recently evaluated this area and has created the existing parking
restriction.
The parking provided on-site has been reviewed to determine the actual need for additional spaces. Table
"A" summarizes the survey results. The vehicle entering the existing parking areas have the ability to
turn around in a safe and expected place to do it. The City plans on adding an exclusive bike lane on
Jefferson Avenue per the City's General Plan and the Parks and Recreation Master Plan. The Traffic
Division is in the process of formally informing the property management company of the laws regarding
placing official traffic control devices such as the recently posted turn restriction.
FISCAL IMPACT:
The cost of removing the existing red curb and painting 92 feet of yellow curb is approximately $100.00.

Traffic Division Project Status:
a. Interim Traffic Signals - Margarita Road, Pala Road and La Paz Street at SR 79(S). Staff has recoived initial
traffic signal plans submitted by all consultants.
b. Staff is currently developing a list of improvements proposed for the SB821 Program. This program involves
bicycle and pedestrian improvements that could increase safety. Please call before May 24th with your
suggestions.
c. A copy of the Department of Public Works draft Traffic Signal Priority List is attached for your information.
Capital Proiects Status:
The status of all transportation projects currently being managed by the Capital Projects Division of the Public Works
Department, are included in their monthly activity report, which is attached.
Maintenance Activities:
A summary of all maintenance activities accomplished over the past month is also included for your information.
Commission Recommendations - From the Meeting of An~l 27. 1995:
Chairman Johnson Commissioner Johnson recommended that the Traffic Division count vehicles on Calle
Madusa near Nicolas Road, to gage changes in traffic volumes associated with the signalizing
of Nicolas Road/Winchester Road intersection.
Commissioner Johnson requested staff provide a priority list of proposed traffic signals for
the next Commission meeting. Engineer Lauber will include this in the Traffic Report.
Commissioner Guerriero Commissioner Guerriero recommended that staff include a presentation on Neighborhood
Emergency Preparedness programs at the meeting of May 25, 1995. Commissioner
Guerriero will provide information he obtained from Huntington Beach.
Provide the Commission with a citation statistics report which summarizes the type and
location of citations along major City streets.

CAPITAL IMPROVEMENT PROJECTS

I. WORK UNDER CONSTRUCTION:
1. Pala Community Park:
Construction is expected to be completed by the end of May, 1995 and the
maintenance period is expected to be completed by the end of August, 1995. The
bardscape, building, and utility substructure are complete. The majority of the work
remaining consists of landscaping the park and installing the site amenities such as
barbecues, benches and fencing.
2. Traffic Signal at Winchester Road (HWY. 79N) & Nicolas Road:
This project is completed except for some minor punch list items. Once these items
are taken care of by the contractor, staff will recommend the acceptance of this
project to City Council. This project provided an interim three-way traffic signal to
provide traffic control until the ultimate improvements in this area can be constructed.
3. Traffic Signal & Vehicle Pre-Emption Installation:
This project is complete except for the delivery of additional pre-emption emitters.
Once the emitters are delivered, staff will recommend the acceptance of this project
to City Council. This project consisted of installing pre-emption equipment at four
signalized intersections and nine emergency vehicles.
4. Pala Road/Route 79S Interim Improvements:
This project is complete and staff will recommend the acceptance at the next City
Council meeting. This project provided an exclusive right turn lane for east bound
traffic on Highway 79 South onto Pala Road.
5. Winchester Road Interim Ramp Improvements:
The contractor has completed the relocations of the traffic signal poles and has
installed the curb & gutter on both sides of Winchester Road. The base material,
pavement, striping, and traffic loops should be completed this week, Winchester Road
is scheduled to be opened to its ultimate width on May 19th. The project will consist
of widening both the south and north sides of Winchester Road between Jefferson
Avenue and the 1-15 south bound ramps.

6. Traffic Signal at Margarita Road & Avertida Barca:
This project is complete and staff will recommend the acceptance of this project at the
next City Council meeting. This project is Federally funded and consists of the
installation of a fully actuated traffic signal, signing and striping at the intersection of
Margarita Road and Avenida Barca,
7. Moraga Road Street Widening:
A pre-construction meeting was held on May 8, 1995 and the contractor is expected
to start work on May 15, 1995. This project includes the widening and restriping of
Moraga Road between Margarita Road and Rancho California Road, extending the two
double box culverts an outlet structure, channel grading and landscaping.
8. Soorts Park Parking and Skate Board Park:
A Contractor has been selected and Construction is expected to begin by the middle
of June, 1995 and be completed by December, 1995. The improvements include
grading, installation of irrigation, landscaping, roller hockey rink, skateboard park,
sidewalk, rest room facility and parking lot.
II. WORK IN DESIGN
1. I-15/Winchester Road Interchange Modifications:
The Project Report was approved by Caltrans on January 25, 1995, The plans and
specifications have been signed by Caltrans. The City has retained the services of the
Riverside County Real Property Branch to assist in the acquisition of right-of-way.
Two (2) sections of property must be acquired for construction of the loop on-ramp.
The project is on schedule for bid advertisement as soon as the property has been
acquired.
2. Walcott Corridor:
The third plan check has been returned to the consultant for corrections. The plans
are expected to be resubmitted to the city by the end of this month, The letters for
permission to grade and the easement documents for the acquisition of right-of-way
have been sent to the adjacent property owners. The project will provide for two (2)
travel lanes (total of 32' of pavement width) within the 66' wide dedicated right-of-
way. The alignment will follow the existing right-of-way and accommodate a 30-mph
design speed, The total length of the project is approximately 8,500 feet, This
project will also include the relocation of Rancho California Water District's existing
water main.

3. Sam Hicks Monument Park Improvement Project:
The City has received approval from the Riverside County EDA to solicit construction
bids. The bid opening will be scheduled for the end of July, 1995. The construction
activities are to be coordinated with the construction of the museum and church
renovation projects. The improvements include the construction of a 950 square foot
concession stand and rest room facility, an asphalt parking lot, landscaping and
irrigation improvements, and assorted park site amenities,
4. Rancho Vista Road and Mira Loma Drive Sidewalk Improvements:
The design for this project is completed and staff will recommend that the City Council
authorize the Public Works Department to solicit public construction bids at the May
23, 1995 Council Meeting. This project is funded from Senate Bill 821 funds for
Fiscal Year 1994-95. The project consists of the installation of approximately 14,600
square feet of sidewalk on the northerly side of Rancho Vista Road between Mira
Loma Drive and Santa Suzanne Drive, the easterly side of Mira Loma Drive between
Rancho Vista Road and Santa Cecilia Drive, and the southerly side of Rancho Vista
Road east of Avenida de la Reina.
5. Solana Way Storm Drain Improvements - RFP No. 26:
Albert A. Webb Associates has been selected to provide design engineering services
for the Solana Way storm drain improvements (Ynez Road to Acacia Park Resort
Apartments). The improvements to be constructed include, but not limited to,
grading, 78" main line storm drain, utility relocations, misc. structures, erosion control,
and traffic control. The consultant will be submitting the plans and specifications for
review on Monday, May 15, 1995.
6. I-15/Rancho California Road Interchange Modifications:
The project plans and specifications are approximately 80% complete and will be
resubmitted to Caltrans after the consultant completes the plans for the northbound
off-ramp using the option which includes a 2:1 slope design and the purchase of
additional right-of-way.
7.1-15/Overland Drive Overcrossing Imorovements:
The Project Report and Project Study Report have been reviewed and approved by
Caltrans. The plans and specifications were submitted to Caltrans for final review on
Friday, January 13, 1995 and comments should be returned to the consultant by the
end of May. The structural plans have been submitted to Caltrans (Division of
Structures) on Friday, January 6, 1995 for review and comments have been sent to
J.F. Davidson's structural engineer for incorporation into the plans. The consultant
is preparing the legal plats and descriptions of the properties that need to be acquired.

8. Temecula Middle School Lighting Project:
A professional services contract was awarded to Dream Engineering, Inc. to prepare
the plans and technical specifications for the sports field lighting at the Temecula
Middle School. The engineer has received comments from the State Architect's Office
and will revise the plans before submitting them to the City. The plans and
specifications are expected to be ready for the solicitation of bids by the end of May,
1995.
9. Emergency Generator:
A professional services contract was awarded to RWR Pascoe to prepare the plans
and technical specifications for the emergency generator to be constructed at the
Community Recreation Center. The engineer is expected to return the plans and
specifications by the end of May for second plan check.
10. Access Ramps:
The design for this project is completed and staff will recommend that the City Council
authorize the Public Works Department to solicit public construction bids at the May
23, 1995 Council Meeting. This project is funded from Community Development
Block Grant (CDBG) funds and will modify 23 concrete handicap access ramps at
various locations throughout the City to comply with the most recent Americans with
Disabilities Act (ADA) requirements.

Also, City Maintenance staff responded to 16 service order requests ranging from weed abatement,
tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings.
This is compared to 22 service order requests for the month of March, 1995.
The Maintenance Crew has also put in 31 hours of overtime which includes standby time, P.M.
surveillance (weekends only), and ,response to street emergencies.
I.P.S. STRIPING AND STENCILING COMPANY has completed the followina:

The total cost for I.P.S. striping services was $5,784.16 compared to $0.00 for March, 1995.
PESTMASTER SERVICES has completed the followina:
· 75 sites, 1,167,337 S.F. of right-of-way weed control, total cost $16,050.88 compared to
~ 10,203.78 for March, 1995.
The total cost for Street Maintenance performed by Contractors for the month of April, 1995 was
~45,420.70 compared to $79,206.60 for the month of March, 1995.

POLICE ACTIVITY REPORT FOR APRIL, 1995
The following report reflects Part I Crimes, traffic
activity, and miscellaneous activity occurring in the
City of Temecula during April of 1995.
As in past monthly reports, the Part I Crime statistics
are broken down by individual districts within the City.
This provides stable parameters for monitoring criminal
activity within the City, and is useful in planning
police resource deployment.
Traffic citations issued for hazardous violations
decreased slightly over last year's figures, while the
number of reported traffic collisions remained consistent
with last year.
Arrests for virtually all narcotics offenses, and for
driving under the influence, increased over March of 1994
and April of 1995.
With the exception of grand theft, reported property
crimes, including burglary, were down from last year.

April 1995 Activity Report
The following reflects the monthly fire suppression and fire prevention activity of your fire
department for the month of April, 1995.
The big news this month was the opening of the interim Fire Station 84 at 1200 noon on April
1, 1995. The station is a temporary one located on the campus of Linfield School and consists of
two 12' by 40' modular buildings with a roofed structure in between them in which to park the
new fire engine. The brand new fire engine purchase was "piggy backed" onto the existing county
fire dept.purchase of 17 new fire engines. This allowed the City to receive a significant discount
on the engine versus buying only one. With the addition of the new fire station, reporting
procedures for monthly stats are being changed. During the month of April, Station 84 responded
to 58 calls or about 2 per day. Only four days after it's opening, Station 84 responded to a two
story dwelling under construction in the area of Via Chapiro and Via Sabina. The building was
burning so intensely that it was beginning to char and ignite the adjacent home under construction.
There was the potential for about two or three houses being burned but the quick response from
nearby Sta. 84 confined the fire to the one building with only minor scorching to the adjacent
structure.
The City Battalion personnel participated in the monthly multi-company training drills to
continue to enhance and perfect their emergency management skills. The crew at Station 12
refurbished current Engine 12. When the new El2 arrives soon, current El2 will be assigned to
the volunteer staff at the old town fire station. Weed abatement inspections by the State funded
crewmembers have begun outside the City limits. The wildland urban intermix areas around the
City officers a large potential for wild fires and structure loss. With these inspections, it is hoped
the property owners will clear adequate safety zones around their buildings.
The Balloon and Wine Festival has reached a certain level of maturity now. Attendance
increased impressively this year. The fire department provided it's new CDF communications van
to help coordinate event communications. There were no fires reported this year, but there was
a 300% increase in medical aids over last year. There were also 4 arrests by RSO at the event.
School programs and some community events were attended by our personnel. Public
relations and education remain a high priority with us.
