Engineer Lauber also reported staff commissioned the street sweeper for the neighborhood to assist the residents. Minutes. Pts\052595 1 PUBLIC/TRAFFIC COMMISSION MEETING MAY 25, 1995 Forest Thomas, Temecula Valley School District representative, spoke concerning the procedures utilized in educating the students to park in the expanded parking lot. He stated there were still 7-10 student cars parking in the nearby neighborhood. It was moved by Commissioner Perry and seconded by Commissioner Guerriero to approve the red curb on both sides of the Calle Rio Vista entrance including the fire hydrant and to delay consideration of the "no parking" restriction on Corte Alamar to the August meeting of the Public/Traffic Commission. It was moved by Commissioner Guerriero and seconded by Commissioner Coe to approve the addition of an exclusive right turn lane for eastbound Winchester Road at Enterprise Circle South (East). Commissioner Coe was in favor of some form of parking zone but was concerned with large trucks parking Illegally if the space was too large. Minutes. The exact location to be determined by Engineer Lauber and at no cost to the City of Temecula. Neiqhborhood Emerqencv Preparedness Proorams Discussion Only Commissioner Guerriero presented a prototype emergency preparedness program he obtained from the City of Huntington Beach. The commission discussed who would serve as a trainer for the community. Battalion Chief Brodowski stated this is needed in the community but cautioned to start the program slowly and build on it to assure it doesn't "fizzle out". Commissioner Perry suggested an organizational workshop with the local senior citizens and local industry. Staff will notice the workshop to the community. Commissioner Guerriero will coordinate the workshop for the Temecula Neighborhood Emergency Survival Team (NEST), which will be held on Thursday, June 8, 1995 4:00 - 6:00 P.M., Temecula City Hall, Main Conference Room, 43174 Business Park Drive, Temecula, California. 6o TRAFFIC ENGINEER'S REPORT Traffic Engineer Lauber reported on the following: * A Traffic Signal Priority List was presented for the Commission's information only. * A prototype street sign including the City Seal was presented for the Commissioner information only. MAY 25, 1995 POLICE CHIEF'S REPORT Sergeant Brandt reported on the following: * The burglary rate is down in the City of Temecula, although narcotic violations and D.U.I's are up. * The vehicle code publication which was presented to the Commissioner's was discussed. FIRE CHIEFS REPORT Battalion Chief Mark Brodowski reported on the following: * Station 84 is now up and operating. Also there are now three new engines in the city, which makes response time significantly faster. * The re-adjustment of signals over the Winchester bridge has facilitated travel for the engines. * The department is working on providing more fire prevention education within the community. * Commissioner Johnson spoke concerning the procedure to be followed if a lot in the City is over-grown with weeds. * Chief Brodowski responded by recommending a call to the Code Enforcement Officer who assists in weed abatement. COMMISSION REPORTS * Commissioner Guerriero requested staff look into painting the curb red in front of the Bank of Commerce. * Commissioner Guerriero reported on the Driver Fatigue Program presented on T.V.'s Channel 9. Chief Brodowski will try to obtain a copy of the show for the Commission to view. * Commissioner Guerriero reported on the increase in speeding vehicles on Rancho California Road between Margarita and Butterfield Stage Roads on weekends. Sergeant Brandt responded that the speed survey included this area. * Commissioner Guerriero requested the Police Department list the designated locations of the radar trailer. Sergeant Brantit responded that this would be provided to the Commission. Minutes. Pts\052595 4 PUBLIC/TRAFFIC COMMISSION MEETING MAY 25, 1995 Commissioner Johnson requested the status on hiring a Traffic Technician in support of Traffic Engineer Lauber. He asked if being short staffed delayed projects or Engineer Lauber's ability to respond to tasks for the Public/Traffic Commission. Engineer Lauber responded that the City was in the process of re-writing the job description prior to making the decision to hire support staff for the Traffic Division. He also stated that the assistance would be appreciated. It was moved by Commissioner Coe and seconded by Commissioner Perry to adjourn the meeting of the Public/Traffic Safety Commission at 9:25 P.M. Pts\052595 5 ITEM NO. 2 AGENDA REPORT TO: FROM: DATE: SUBJECT: PublicfFraffic Safety Commission Marry Lauber, Traffic Engineer ,"/ZZ~ June 22, 1995 Item 2 Stop Controls on Agena Street at Santa Cecilia Drive RECOMMENDATION: That the Public/Traffic Safety Commission approve the installation of stop controls on Agena Street at Santa Cecilia Drive. BACKGROUND: The Traffic Division was contacted regarding traffic safety in the Starlight Ridge neighborhood. The major concern was that some intersections in the northeastern portion of Starlight Ridge do not have any controls. More specifically, the Traffic Division was asked to evaluate the intersections of; Santa Cecilia Drive, Agena Street, Cosmic Drive and Asteroid Way. Three (3) of these intersections are local street "T" intersections. At these intersections, motorists are required to yield to traffic if they are approaching on the steam of the "T" . There is a provision in the California Vehicle Code (CVC) which regulates the assignment of right-of-way (ROW) at all "T" intersections. If sight distance limitations exist, the posting of stop or yield signs are advised. All three (3) intersections have good approach visibility. The intersection of Agena Street and Santa Cecilia Drive currently forms a four (4) way intersection without any assignment of ROW. The Caltrans Traffic Manual describes seven (7) conditions which indicate the possible need for stop controls. These warrants are listed below. · Warrants for STOP Signs Because the STOP sign causes a substantial inconvenience to motorists, it should be used only where warranted. A STOP sign may be warranted at an intersection where one or more of the following conditions exists: 1. On the less important road at its intersection with a main road where application of the normal right of way rule is unduly hazardous as evidenced by accidents susceptible to correction by STOP signs. 2. On a county road or city street at its intersection with a state highway. 3. At the intersection of two main highways. The highway traffic to be stopped depends on approach speeds, volumes, and turning movements. 4. On a street entering a legally established through highway or street. 5. On a minor street where the safe approach speed to the intersection is less than 10 miles per hour. 6. At an unsignalized intersection in a signalized area. 7. At other intersections where a combination of high speed, restricted view, and accident record indicates a need for control by the STOP sign. Staff has reviewed all conditions and found number 5 to apply to Agena Street when approaching Santa Cecilia Drive. Therefore staffrecommends placing "Stop" signs with limit lines on Agena Street at Santa Cecilia Drive. BACKGROUND: The Department of Public Works has received a request from the Assistant Vice President, Branch Manager of the Temecula Bank of Commerce, for a red curb parking restriction on the east side of Jefferson Avenue. Mr. Randell complained of large semi-trucks parking south of their driveway and obstruction sight distance. Although this condition was not witnessed as happening frequen~y, the impact of a single semi-trailer imposes on sight distance can be dramatic. The City has no record of collisions at this location and would like to avoid potential conflicts in the future. This portion of Jefferson Avenue is designated as a major highway with a 76' curb to curb width. The outer ten (10) feet of both sides of the pavement are reserved for curb parking, bike lane and/or distress lane. This portion of Jefferson Avenue carries approximately 12,000 vehicles per day. Jefferson Avenue is also included in the City of Temecula Parks and Recreation Master Plan as a Proposed Class II or III Bicycle Route and shown on the Western Riverside County Regional Bikeways Plan. The City of Temecula has recen~y applied for a SB821 grant to create a Class II Bikeway on Front Street/lefferson Avenue from Rancho California Road to the Northern City Limits. The proposed restriction would reinforce the future proposed uses of this roadway. FISCAL IMPACT: 400' of Red Curb at $.58 = $232.00 ITEM NO. 4 AGENDA REPORT TO: FROM: DATE: SUBJECT: Public/Traffic Safety Commission Marty Lauber, Traffic Engineer//ff~ lune 22, 1995 Item 4 "No Parking" on Jefferson Avenue adjacent to Filippi's Restaurant RECOMMENDATION: That the Public/Traffic Safety Commission approve a 55' parking restriction on the west side of Jefferson Avenue, north of the driveway to Filippi's Restaurant. BACKGROUND: The Department of Public Works has received a request for a red curb restriction on the west side of Jefferson Avenue just south of the Santa Gemdis Creek Bridge. Sight obstructions were again posed as the need for removal of on-street parking just north of the driveway accessing Filippi's Restaurant north of Winchester Road. This request came from the adjacent property management company, during the Commiasion's Jefferson Avenue Sub-Committee meeting. The same conditions exist for this location as described in Item 3 because this site is on the same roadway segment. Staff has found three (3) collisions in the past three (3) years that are susceptible to correction by creating additional driveway sight distance. Staff recommends creating an additional 55' of red curb to connect the existing parking restrictions. HSCAL IMPACT: 55' of Red Curb $.58 = $31.90 ITEM NO. 5 AGENDA REPORT TO: FROM: DATE: SUBJECT: PublicfFraffic Safety Commission Marty Lauber, Traffic Engineer //ff,~ June 22, 1995 Item 5 Painted Crosswalk on Rancho Vista Road at Calle Rio Vista RECOMMENDATION: That the Public/Traffic Safety Commission deny a request for a painted crosswalk on Rancho Vista Road on the west side of Calle Rio Vista. BACKGROUND: The Temecula Valley Unified School District has submitted a written request for a painted crosswalk on Rancho Vista Road at Calle Rio Vista. The letter is attached and identifies the School District's commitment to assign a school area crossing guard at this location if the request is approved. The Traffic Engineering Division receives many requests to install marked crosswalks. Although such requests reflect a concern for pedestrian safety, we have found that marked crosswalks do not result in increased pedestrian safety. Studies indicate that pedestrians are twice as likely to be struck in marked crosswalks as in unmarked crosswalks. Unfortunately, some pedestrians think that the motorist can and will stop in all cases, even when it is impossible to do so. Even under the best conditions, motorists often do not see a crosswalk until it is too late to stop for pedestrians. Under the illusion that drivers will yield, pedestrians enter the crosswalk believing that they are safe. This situation can have tragic results for the pedestrian. Rancho Vista Road is a four (4) lane secondary roadway with a posted speed limit of 45 mph except during the 25 mph school zone, before and after classes. Calle Rio Vista is one local street accessing a single family residential neighborhood, north of the Temecula Valley High School, with a 25 mph prima facia speed limit. A two (2) lane entrance driveway to the school parking area forms the forth leg of this intersection. The only marked school crosswalks on Rancho Vista Road are 1,200 feet to the westj at the Margarita Road traffic signal and 1,000 feet to the east at the entrance to Rancho Vista High School. All intersections have at least three legal crosswalks. Bike lanes are also striped on both sides of Rancho Vista Road and are included in Exhibit "A" . The California Department of Transportation Traffic Manual includes a suggested policy for assigning adult crossing guards, only to crossings serving elementary school pedestrians, on the "Suggested Route to School". The School Area Pedestrian Safety section clearly differentiates between elementary school students from older kids. I believe high school students are responsible for crossing streets at unmarked crossing in the manner to be safe to both the pedestrians and the motoring public. The marking of the crosswalk at any intersection is created to encourage pedestrians to use that location to cross because it has specific safety advantages over other intersections. Staff does not feel that this location provides any clear advantage to crossing safely and we feel high school age pedestrians will cross at the most convenient intersection on their route to school. If the school is concerned about pedestrian safety, we will be glad to work with them to establish a pedestrian safety plan to increase student safety awareness. FISCAL IMPACT: None. Attachments: 1. Maintenance Activities: A summary of all maintenance activities accomplished over the past month is also included for your information. r:\traffie\engtpt95 .jurdajp Commission Recommendations - From the MeetinE of May 25. 1995: Commissioner Guerriero Commissioner Guerriero supported a request from the Bank of Commerce for red curb adjacent to their building on Jefferson Avenue. He also, felt that staff should conduct a speed count on Raneho California Road from Margarita Road to Butterfield Stage Road to determine severity of speeding violations in that area. The Commission recommended that a workshop be set-up, including Community leaders, to discuss and begin implementation of a Temecula Emergency Survival Team (TEST). Example of other existing programs were presented by Commissioner Guerriero, which has taken the initiative to lead this effort. WORK UNDER CONSTRUCTION: 1. Pala Community Park: Construction has been completed and the maintenance period is expected to be completed by the end of August, 1995. 2. Traffic Signal at Winchester Road (HWY. 79N) & Nicolas Road: This project is completed except for some minor punch list items. Once these items are taken care of by the contractor, staff will recommend the acceptance of this project to City Council. This project provided an interim three-way traffic signal to provide traffic control until the ultimate improvements in this area can be constructed. 3. Traffic Signal & Vehicle Pre-Emption Installation: This project is complete except for the delivery of additional pre-emption emitters. Once the emitters are delivered, staff will recommend the acceptance of this project to City Council. This project consisted of installing pre-emption equipment at four signalized intersections and nine emergency vehicles. 4. Winchester Road Interim Ramp ImPrOvements: The project is completed and staff will recommend the acceptance at the next City Council meeting. The project consist of widening both the south and north sides of Winchester Road between Jefferson Avenue and the I-15 south bound ramps. 5. Moraga Road Street Widening: The contractor has began clearing and grubbing the site and is expected to start removing the existing concrete rip-rap and headwall this week. This project includes the widening and restriping of Moraga Road between Margarita Road and Rancho California Road, extending the two double box culverts an outlet structure, channel grading and landscaping. 6. SPorts Park Parking and Skate Board Park: A Contractor has been selected and Construction is expected to begin on July 5, 1995 and be completed by February, 1996. Solana Way/I-15 Sewer (CFD88-12/EMWD) The contractor began excavating the bore pit for the sewer under crossing at the I-15 Freeway. The project is expected to be completed by the middle of August, 1995. II. OUT TO BID 1. Sam Hicks Monument Park Improvement Project: The City has received approval from the Riverside County EDA to solicit construction bids. The bid opening is scheduled for July 20, 1995. The construction activities are to be coordinated with the construction of the museum and church renovation projects. The improvements include the construction of a 950 square foot concession stand and rest room facility, an asphalt parking lot, landscaping and irrigation improvements, and assorted park site amenities. 2. Rancho Vista Road and Mira Loma Drive Sidewalk Improvements: The bid opening for this project will be on July 13, 1995. This project is funded from Senate Bill 821 funds for Fiscal Year 1994-95. The project consists of the installation of approximately 14,600 square feet of sidewalk on the northerly side of Rancho Vista Road between Mira Loma Drive and Santa Suzanne Drive, the easterly side of Mira Loma Drive between Rancho Vista Road and Santa Cecilia Drive, and the southerly side of Rancho Vista Road east of Avenida de la Reina. 3. Access Ramps: The bid opening for this project will be on July 20, 1995. This project is funded from Community Development Block Grant (CDBG) funds and will modify 23 concrete handicap access ramps at various locations throughout the City to comply with the most recent Americans with Disabilities Act (ADA) requirements. 4. Temecula Middle School Lighting Project: The City has received approval from the State Architects Office and the bid opening date is set for June 29, 1995. I-15/Winchester Road Interchange Modifications: The plans and specifications have been approved by Caltrans and the project is ready for construction bids as soon as the additional right-of-way has been acquired. The City has retained the services of the Riverside County Real Property Branch to assist in the acquisition of right-of-way. Two (2) sections of property must be acquired for construction of the loop on-ramp. The Resolution of Necessity authorizing the commencement of the eminent domain processes will be reconsidered at the June 27, 1995 City Council Meeting. Once the process is complete, authorization will be given by Caltrans to bid the project. 2. Waicott Corridor: The design for this project is completed and staff has received authorization from City Council to solicit public construction bids. Staff is expecting to bid the project by the beginning of July, 1995. The project will provide for two (2) travel lanes (total of 32' of pavement width) within the 66' wide dedicated right-of-way. The alignment will follow the existing right-of-way and accommodate a 30-mph design speed. The total length of the project is approximately 8,500 feet. This project will also include the relocation of Rancho California Water District's existing water main. 3. Solana Way Storm Drain Improvements - RFP No. 26: The consultant will be submitting the plans and specifications for final review next week. The improvements to be constructed include, but not limited to, grading, 78" main line storm drain, utility relocations, misc. structures, erosion control, and traffic control. The project is scheduled to go out to bid in July. 4. I-15/Rancho California Road Interchanae Modifications: The Project Report was submitted on April 10, 1995 and comments were received on May 25, 1995, Revisions will be made and the report will be resubmitted on June 16, 1995. Plans and specifications for the project will also be submitted on June 16, 1995. 5.1-15/Overland Drive Overcrossing Improvements: The plans and specifications were submitted to Caltrans for final review and comments were received on May 25, 1995. The Engineer will resubmit the plans, specifications and cost estimates on July 14, 1995. The consultant is preparing the legal plats and descriptions of the properties that need to be acquired. As in past monthly reports, the Part One Crime statistics are broken down by individual districts within the City. This provides stable parameters for monitoring criminal activity within the City, and is useful in planning police resource deployment. The Police Department issued more traffic citations last month than during May of 1994. May also saw a reduction in both non-injury and injury traffic collisions, with significantly more drivers arrested for driving under the influence of alcohol. There were fewer arrest for narcotics offenses than during a comparable period last year. However, with the Special Enforcement Team again directing its efforts at street level narcotics enforcement, an increase in arrests in this area may be anticipated during the Summer months. With the exception of grand theft, reported property crimes, including burglary, were down from last year. In June, the Temecula Police Department will host approximately sixty peace officers from neighboring law enforcement agencies, including the Lake Elsinore, Murrieta and Moreno Valley Police Departments, the TEMECULA POLICE DEPARTMENT ACTIVITY REPORT FOR MAY, 1995 PAGE TWO California Highway Patrol, the Riverside County Probation Department, and several stations of the Riverside County Sheriff's Department for what we are dubbing "Operation Southwest Sunrise." This multi-agency task force will form for a one day operation, and will involve the service of search and arrest warrants, and parole/probation searches, in the City of Temecula. The results of Operation Southwest Sunrise will be discussed in next month's Police Activity Report.
