Speakers are limited to two (2) minutes each. ff you desire to speak to the Commission about an item not listed on the Agenda, a pink "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. For all other agenda items, a "Request to Speak" form must be filed with the Recording Secretary before the Commission gets to that item. There is a five (5) minute time limit for individual speakers. I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION AUGUST 24, 1995 A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order on Thursday, August 24, 1995, 7:00 P.M., at the Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. Chairman Johnson called the meeting to order. PRESENT: COMMISSIONERS: 4 ABSENT: COMMISSIONERS: 1 Guerriero, Coe, Sander, Johnson Perry Also present were Traffic Engineer Marty Lauber, Police Sergeant Brandt, and Recording Secretary Joan Price. Chairman Johnson called for Public Comments on non-agenda items. PUBLIC COMMENTS None given. CONSENT CALENDAR Minutes of July 27, 1995 It was moved by Commissioner Guerriero and seconded by Commissioner Sander to approve Consent Calendar Item No. 1.1, the minutes of July 27, 1995 with the following amendments: page 3 - Commissioner Sander stated that Caltrans not residents - Page 5 - Marty Lauber stated it would be 3 to 4 months to secure eminent domain he did not say completion of construction; and Page 6 - Street name Via Norte not Via Monte. The motion carried as follows: AYES: COMMISSIONERS: 4 Guerriero, Coe, Sander, Johnson NOES: COMMISSIONERS: 0 None ABSENT: COMMISSIONERS: 1 Perry COMMISSION BUSINESS 2. Dual Left Turns for Southbound Marqarita Road at Rancho Vista Road Traffic Engineer Marty Lauber reported a concern received regarding possible future problems due to the traffic signal modification. PUBLIC/TRAFFIC COMMISSION MEETING AUGUST 24, 1995 Commissioner Guerriero expressed concern that the public would contact Public Works and not the Ad-Hoc Committee which was formed to facilitate these problems. He spoke in opposition to this recommendation. Commissioner Johnson spoke in opposition of this recommendation. He recommended this proposal be referred to the Ad-Hoc Committee prior to being heard by the Commission. Engineer Lauber stated that this dual left movement would be operable at the start of school and only on demand, not for the entire day. It was moved by Commissioner Guerriero and seconded by Commissioner Sander to deny staff recommendation to install a dual left turn at southbound Margarita Road at Rancho Vista Road pending the AD-Hoc Committee's recommendation. Stoo/Yield Controls for Costain Homes Neiclhborhood near Meadowview Engineer Lauber explained that the Public Works Department has received complaints from residents concerning near accidents at these intersections. He also stated that over-grown vegetation causes a visibility problem for motorists. Staff recommends the "Stop" signs be installed. Commissioner Guerriero spoke regarding a City Policy adopted 2 or 3 years ago regulating criteria for placement of "Stop" signs in a residential area. Since there have been no reported accidents, staff was directed to further explore the rationale for installation of "Stop" signs. Commissioner Coe expressed concern with installing too many "Stop" signs therefore ~aking away the need for motorists to drive safely. Commissioner Sander recommended a "Yield" sign be installed before reaching the intersection as a reminder to motorists. Commissioner Johnson stated there was somewhat of a sight problem but if drivers were cautious there would be no problem. Commissioner Guerriero expressed concern that additional enforcement would be needed due to additional "Stop" signs. It was moved by Commissioner Guerriero and seconded by Commissioner Coe to deny Minutes. Pts\O82495 2 PUBLIC/TRAFFIC COMMISSION MEETING AUGUST 24, 1995 installation of "Stop" controls but to approve a "Yield" sign with direction to staff to research the City Policy on "Stop" sign criteria for future use. The motion carried as follows: AYES: COMMISSIONERS: NOES: COMMISSIONERS: ABSENT: COMMISSIONERS: Starliqht Ridqe Traffic Study 4 Guerriero, Coe, Sander, Johnson 0 None 1 Perry Engineer Lauber reported on the study requested by the Commission regarding "Stop" controls at Asteroid Way, Cosmic Drive, Agena Street, Santa Cecilia Drive and Southern Cross Road. Caltrans is in agreement based on implemented criteria of sight restrictions. He stated that motorists had been more observant and cautious of their speed since the Radar Trailer Display Unit has been in place. Commissioner Coe asked what time of day high speeds were most likely. Engineer Lauber responded that high volumes of traffic occur between 4:00 p.m. - 6:00 p.m. and early morning. Also a small number of vehicles are cutting through the neighborhood. Commissioner Guerriero agreed that some problems do exist but according to the study it appears standard. He said it is not. feasible to have enforcement in this area as requested. Engineer Lauber responded that enforcement would be on a selective basis. Chairman Johnson opened for Public Comment at 7:10 PM. Ken Bruckman, 42244 Cosmic Drive, spoke in favor of "Stop" signs being installed at all four intersections. He stated there has been an increase in accidents in the first 3 months of 1995. Wayne Hall, 42131 Agena Street, commended the Police Department for the fine job in the area. He spoke in favor of "Stop" controls. Don Maston, 42176 Cosmic Drive, expressed concern that motorists increase speeds up the grade starting at 35 MPH, and by the time they reach his home it's 40-50 MPH. He spoke in favor of "Stop" controls, speed bumps or closure of the street. Commissioner Guerriero stated that since warrants have been met at Santa Cecilia Drive and Agena Street and Cosmic Drive, a 3 way "Stop" is recommended and staff will look into special school warrants to deal with the Vail Elementary access problem. Engineer Lauber stated that "Stop" controls are not used for speed control. Children may think a car will stop if a "Stop" sign exists but this is not always the case and someone can get hurt. PUBLIC/TRAFFIC COMMISSION MEETING AUGUST 24., 1995 It was moved by Commissioner Coe and seconded by Commissioner Sander to approve direction to the Temecula Police Department's implementation for consistent speed enforcement, and to the Department of Public Works to regularly schedule the Radar Trailer Display Unit for Asteroid Way, Cosmic Drive, Agena Street, Santa Cecilia Drive and Southern Cross Road, and further to table staff recommendation that the Public/Traffic Safety Commission approve the installation of "Stop" controls on Agena Street at Santa Cecilia Drive. Staff was directed to further explore warrant counts on 1 ) Santa Cecilia Drive at Agena Street 2) Santa Cecilia Drive at Mira Loma and, 3) Cosmic Drive at Agena Street. The motion carried as follows: AYES: COMMISSIONERS: 4 Guerriero, Coe, Sander, Johnson NOES: COMMISSIONERS: 0 None ABSENT: COMMISSIONERS: 1 Perry Commissioner Guerriero requested the study be conducted four times per day to account for when the speed counts are up. Engineer Lauber stated that the update study has been completed and he will go ahead with the recommendation to do a follow-up. TRAFFIC ENGINEER'S REPORT Traffic Engineer Lauber distributed a list for the RadarTrailer Display Unit locations, and reviewed these with the Commission. This will be utilized as a cooperative effort with the police department to heighten driver awareness. Commissioner Johnson requested staff expand the Monthly Activity Report to include all former and present requests and detail what action was taken on each one. POLICE CHIEFS REPORT Sergeant Brandt reported on the following: A CHP sponsored, D.U.I. check point is scheduled for Saturday in an unspecified County area. * The SCARE Grant OTS is doing well, the last location was a success. Commissioner Guerriero asked if the department had received feedback on the "Don't Drink and Drive" signs. Sergeant Brandt responded it was a good idea and citations have been reduced. Minutes. Pts\082495 4 PUBLIC/TRAFFIC COMMISSION MEETING AUGUST 24, 1995 FIRE DEPARTMENT REPORT None given. COMMISSION REPORTS Commissioner Guerriero reported a joint meeting with the Planning Commission was being considered. The topic of discussion will be high school traffic and the possible construction of a service road between the high school and other schools. Plans to alleviate traffic problems in the future should be worked on now. Commissioner Guerriero reported on sight distance problems at Meadows Parkway south at Rancho California Road and he recommended the police department explore this further. Public Safety Day scheduled for November 4, 1995 is coming along very well. A pancake breakfast will be served from 9:00 a.m. - 12:00 noon and Councilmembers and Commissioners will be asked to serve the meal. The high school will set up food booths and the Border Patrol, CHP, Fire, and Police Departments will begin publicize soon. The Disaster Preparedness Program will be set-up to educate the public. Commissioner Coe commended the Temecula Station Border Patrol for the fine job they are doing. He also commented on the increased traffic volume on Pala Road and recommended a traffic study be conducted. Engineer Lauber responded that a signal control is being considered at Highway 79S and Pala Road. Commissioner Johnson requested that Caltrans be invited to present information to the Commission on the Winchester Road Bridge and Pala Road Bridge. He also requested staff provide the environmental circulation portion of the traffic study and-the Air Quality Report on the Buffman Project to the Commission. It was moved by Commissioner Coe and seconded by Commissioner Guerriero to adjourn the meeting at 9:25 P.M. Pts\082495 5 MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION SEPTEMBER 28, 1995 A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order on Thursday, September 28, 1995, 7:00 P.M., at the Temecula City HaLl Main Conference Room, 43174Business Park Drive, Temecula, California. Chairman Knox Johnson called the meeting to order. PRESENT: COMMISSIONERS: Johnson, Guerriero, Perry, Coe, Sander ABSENT: COMMISSIONERS: None Also present were Traffic Engineer Marty Lauber, Battalion Chief Mark Brodowski, Sergeant James Brandt, Lieutenant Domenoe, Recording Secretary Joan Price. Chairman Johnson led the flag salute. An emergency agenda item was brought to the Commission as a result of City Council discussion on Tuesday, September 26, 1995. Chairman Johnson read the following statement: SINCE THIS MATTER IS NOT ON THE COMMISSION'S AGENDA, IT IS NECESSARY, UNDER THE PROVISIONS OF THE BROWN ACT, SECTION 54954.2(B), TO MAKE A FINDING OF "SUBSEQUENT NEED". A FINDING OF "SUBSEQUENT NEED" MEANS THAT THE NEED TO ADDRESS THIS MATTER CAME UP SUBSEQUENT TO THE PUBLICATION AND POSTING OF THE COMMISSION AGENDA AND THERE IS A NEED TO TAKE IMMEDIATE ACTION. A MOTION WOULD BE IN ORDER TO MAKE A FINDING OF "SUBSEQUENT NEED" TO CONSIDER EVALUATION OF SIGHT DISTANCE WEST SIDE OF YNEZ ROAD FROM THE SOUTHERLY DRIVEWAY OF RANCHO FORD, NORTH TO WINCHESTER ROAD. A SECOND MOTION WOULD BE IN ORDER TO ADD THIS MATTER TO THE AGENDA. It was moved by Commissioner Perry and seconded by Commissioner Guerriero to approve the finding of "subsequent need" for this item to be placed on the Agenda. Johnson, Coe, Guerriero, Perry, Sander None None Evaluation of Siqht Distance West Side of Ynez Road from the Southerly Driveway of Rancho Ford, North to Winchester Road Traffic Engineer Marty Lauber reported that cars had been parking excessively along Ynez Road in front of the Rancho Ford car dealership. He cited out of the Roadway Functional Desiqn Guidelines, which in this situation recommends "no parking allowed". Sight distance may be restricted to drivers exiting from the car dealerships. Staff has invited the dealers to come in and talk about this situation. Commissioner Sander asked who the cars belonged to. PUBLIC/TRAFFIC COMMISSION MEETING SEPTEMBER 28. 1995 Commissioner Perry stated that he has observed this situation and employees are parking there and vehicles for sale are also parked along this curb. Commissioner Johnson asked if accidents had resulted from this situation. Engineer Lauber responded no accidents had been reported, but semi-trucks delivering new vehicles were observed unloading in the middle lane of Ynez Road. Commissioner Coe asked if the dealers were in favor of a red curb to restrict parking. Engineer Lauber responded they had no objection. Eric Gosch, 26895 Ynez Road, owner of Rancho Ford, spoke to apologize for this problem and report that he has held a manager's meeting hoping to resolve the situation. Rancho Ford has experienced a large amount of service business and also Rancho Ford and Paradise Dealerships employees have been parking there. He spoke in support for additional red stripping at the entrance lane as staff recommends but is not in favor of "No Parking" entirely along the frontage of the dealerships on Ynez Road. Commissioner Perry suggested considering a 2 hour parking zone and that employees should not be parking along Ynez Road, which should be customer parking only. Commissioner Guerriero expressed concern for the police department being able to handle any limited parking restriction. Sergeant Brandt responded that this was not a problem. Commissioner Coe spoke in support of red curb installation where needed. Traffic Engineer Lauber stated that staff had discussed a 2 hour limit with the owners responsible for self-policing of the limit. It was moved by Commissioner Perry and seconded by Commissioner Coe to approve a red curb of sufficient length to assist sight distance at the driveways per staff recommendation and that 60 days be allowed for the dealerships to resolve the situation. Staff was directed to bring this back as an Agenda Item for review by the Commission. Engineer Lauber will examine the result 2 weeks prior to the Commission meeting in November. "Stop" Siqn Installation Policy Traffic Engineer Lauber presented the Warrant Policy regulating "Stop" Sign installations, as previously requested by the Commission. PUBLIC/TRAFFIC COMMISSION MEETING SEPTEMBER 28. 1995 Commissioner Guerriero recommended adding School Area Safety as part of the policy. Engineer Lauber responded that he will research this and provide a copy of the chapter on School Area Safety from the Traffic Engineers Manual to the Commission. The direction from the Commission is to file the Warrant Policy. 3. Starliqht Ridqe Soeed Enforcement Traffic Engineer Lauber distributed the speed report and showed slides depicting sight distance at the intersection of Santa Cecilia Drive and Agena Street. Staff recommended moving forward on the "Street Modification Policy". Staff would like to work with the community to create modifications. PUBLIC COMMENTS Wayne Hall, 42131 Agena Street, representing Starlight Ridge Home Owners' Association, reiterated his concern as the problem has not been resolved and the area is not safe until "Stop" signs are installed. William Utermomlen, 42231 Cosmic Drive, distributed photos of vehicle skid marks resulting from excessive speed in front of his home in Starlight Ridge, he recommended a "Stop" sign at every intersection. Ken Bruckman, 42244 Cosmic Drive, President of Starlight Ridge Home Owners' Association, spoke in favor of curb modifications including islands to define the neighborhoods. He offered his services to be part of a possible committee to help resolve this problem, Commissioner Guerriero expressed concern for this problem but felt the Commission could not approve a 4-way "Stop" on Santa Cecilia Drive and Agena Street. He mentioned that a grant had been received in conjunction with the school district to install a side walk on Santa Cecilia Drive from Cosmic Drive to Vail Elementary. Engineer Lauber asked the Starlight Ridge residents to work with the community to design the new sidewalk by getting together as Temecula citizens. He also stated that he will provide a copy of his report to the Starlight Ridge residents. Engineer Lauber stated that after researching all other possibilities, if staff finds that nothing else can be done the "Stop" sign will be installed. Commissioner Perry recommended that the Commission explore the area themselves and place installation of "Stop" signs as an action item on the next Agenda. He stated that "we need to take remedial action in this area". Engineer Lauber stated that the Public Works Department is taking the "Stop Sign Installation Policy" before the City Council on October 17, 1995 which requires Council approval. PUBLIC/TRAFFIC COMMISSION MEETING SEPTEMBER 28. 1995 Commissioner Perry suggested staff review and consider speed undulations midway on Agena Street. Commissioner Johnson stated that if "Stop" signs are installed where warrants do not exist, a liability problem for the City could exist. Commissioner Guerriero: * He recommends that staff track the "Stop Sign Policy" and provide the status to the Commission. * He would like clarification on page 2 paragraph C, "what is meant by proper confirmation"? * He recommended as an Agenda item, a status report on the proposed policy for street closure. Commissioner Perry asked to go on record that he feels we are not solving this problem fast enough. Commissioner Guerriero agreed with Commissioner Perry. Direction of the Commission was to Receive and File the Project Update. "Stop" Siqn on Camino de Este at Via Puerta Engineer Lauber presented the staff report and reported that this intersection is working properly at this time. Staff recommended denial of the "Stop" sign on Camino de Este at Via Puerta. It was moved by Commissioner Guerriero and seconded by Commissioner Coe to deny the request for a "Stop" sign on Camino de Este at Via Puerta. The motion carried as follows: AYES: COMMISSIONERS: 5 NOES: COMMISSIONERS: 0 ABSENT: COMMISSIONERS: 0 Johnson, Coe, Guerriero, Perry, Sander None None "No Parkinq" Zone on Rainbow Canyon Road East of Birdie Drive Engineer Lauber presented the staff report outlining the Home Owners' Association request for a red curb parking restriction on Rainbow Canyon Road east of Birdie Drive, due to vehicles parking all day along the curb impairing visibility at the intersection. Attard, 45099 Putting Green Ct, representing the HOA, expressed concern that drivers are using this street as a "park and ride" making it difficult for homeowners to see while turning at the corner. He spoke in support of a parking restriction at this location. It was moved by Commissioner Sander and seconded by Commissioner Perry to approve a parking restriction on both sides of Rainbow Canyon Road, 75' of red curb on one side and 30' of red curb on the opposite side. The motion failed as follows: AYES: COMMISSIONERS: 2 Sander, Perry NOES: COMMISSIONERS: 3 Coe, Guerriero, Johnson ABSENT: COMMISSIONERS: O None RECESS Chairman Johnson called for a recess at 8:50 P.M. The meeting was reconvened at 9:00 P.M. Chairman Johnson presiding. Chairman Johnson introduced Jim Durou, Commissioner of Murrieta Valley. TRAFFIC ENGINEER'S REPORT Traffic Engineer Lauber presented the Traffic Engineer's Report which included the following: * Slides were shown on the obstructions at Meadows Parkway and Rancho California Road. The Parks and Recreation Department has been contacted to remove the trees and plant lower growing shrubs. * A status report on the traffic requests received on Pauba Road was presented. * The Traffic Safety Brochure, which is now available at City Hall counters. * The site traffic project analysis on the Buffman Project. * Caltrans has been contacted to provide a status report on the Pala Bridge Road and the Winchester Road Bridge. This report is not available at this time. This will be followed up. Commissioner Johnson requested that the date a request came in be included in the Traffic Request Report in the future. Commissioner Guerriero requested plans be reviewed on proposed schools, if they were available so traffic issues can be planned. PUBLIC/TRAFFIC COMMISSION MEETING SEPTEMBER 28, 1995 Commissioner Perry agreed that proposed schools should come before the Traffic Commission. Engineer Lauber will contact Forrest Thomas of the Temecuta School District. Commissioner Guerriero commended Engineer Lauber for a well done report. POLICE CHIEF'S REPORT Sergeant Brandt reported on the following: * He will be with the Temecula Police Department full-time as of today. * Thefts and citations are down for the month. * He is recommending a "gang unit" be formed so the Department can keep a check on any problems. * SCAIR was successful last month. * The Department is working on a grant to fund a permanent DUI trailer for Temecula, which would be utilized as a Mobile Command Post. FIRE CHIEF'S REPORT Battalion Chief Mark Brodowski had nothing more to add to the written report. COMMISSION REPORT Commissioner Coe: * Commended Texaco for their creative use of a Flag Pole as a sign for the Chic 'N Station Restaurant. * A blind intersection exists on YardIcy Road and Riverton Lane, off Calle Medusa, * Would like to know the status on hiring additional staff in the Traffic Department. Engineer Lauber responded that the selection process had not been completed to hire additional staff. Commissioner Guerriero: * A concern had been voiced at a school district meeting regarding speeding vehicles on Vail Ranch Road which is a consistent problem. This should be checked. BACKGROUND: The Department of]Public Works has received a request from a citizen to post a speed limit on Pio Pico Road adjacent to here residence. The citizen felt that cars are traveling at speeds that are greater than is reasonable or prudent having due regard for existing conditions. Pio Pico Road is a local residential street not identified on the City's General Plan, Circulation Element. The portion between Margarita Road and De Portola Road is approximately 2000' in length and varies in width from 24' to 44'. There have not been any reported collisions on this portion of Pio Pico Road between January 1, 1992 and June 30, 1995. There are no sidewalks on either side of Pio Pico Road throughout this section. This roadway does not qualify for the 25 MPH residential prima facie speed limit due to the density of existing development adjacent to Pio Pico Road. The basic speed law applies. There are two reasons for installing speed controls according to the Fundamentals of Traffic Engineering published by the Institute of Traffic Studies. The objective of speed controls is to reduce accidents and to increase capacity. A posted speed limit is used to group travel speeds to reduce the variation in deferential speeds. A more uniform speed in the Waffle stream reduces the need for overtaking and a tendency to follow another vehicle too closely. Traffic moving at fairly uniform speed flows more smoothly which increases capacity. Due to the lack of any reported accidents and the inability to establish a true traffic stream on a roadway less than a half mile in length, staff recommends taking no action. It is staffs objective to continually improve our arterial street system to reduce the amount of through trips inappropriately using local streets. BACKGROUND: On September 28, 1995 the Commission felt that they should reconsider their previous recommendation regarding the financing of the Flashing Beacon project. On April 27, 1995 the Commission recommended to City Council to authorize the purchase and installation of solar powered flashing caution signals at seven (7) Temecula school sites with Temecula Valley Unified School District's (TVUSD) assistance in funding the project. Since that recommendation, staff has notified the school district of your direction and requested a reply to how much the District will be able to finance. Since the request was made staff has contacted Forrest Thomas, Director of Transportation, TVUSD every month to see if TVUSD had responded. He informed staff that the request has been submitted to the appropriate office and that he has not received a response to date. In order to facilitate the implementation of this project, the Commission may want to consider their initial recommendation. These proposals are currently being reviewed and ranked based on company's abilities to successfully complete all required tasks. Staff held a workshop to gather input from the business community regarding the possible modification and extension of the median on Winchester Road, west of Jefferson Avenue. Moraga Road Street Widenincl: The contractor has completed the grading for the downstream portion of the channel and will start widening the west side of Moraga Road next week. The construction is expected to be completed by the first week of November, 2. Sports Park Parking and Skate Board Park: The contractor has completed most of the underground utilities, completed rough excavation for the skate board park, and constructed curbs for the parking areas. The contractor has started the restroom foundation and will be constructing the building and roller hockey rink during October. The project is expected to be completed by February, 1996. 3. Temecula Middle School Liqhting Project: The contractor has completed all underground installations and poles have been installed. The lighting controller hardware has been delivered and is being assembled. Construction is anticipated to be complete by the last week in October. 4. Access Ramps: The contractor has completed the construction of 23 concrete handicap access ramps at various locations throughout the City to comply with the most recent Americans with Disabilities Act (ADA) requirements. Staff will recommend the acceptance at the next City Council meeting. 5. Solana Way Storm Drain Improvements: A pre-construction meeting will be set up once the contractor submits his construction documents. OUT TO BID 1. Sam Hicks Monument Park Improvement Project: Construction bids were opened on July 20, 1995. Due to irregularities in the contractors bids, the City Council rejected all bids. This project will start advertising for new bids at the end of October. The improvements include the construction of a 950 square foot concession stand and restroom facility, asphalt parking lot, landscaping and irrigation improvements, and assorted park site amenities. 2. Walcott Corridor: Staff will be recommending the award of the project at the first City Council meeting in November. The project will provide for the realignment of an underground waterline and a paved road surface on Nicolas Road, Calle Giraslo, Calle Chapos, Walcott Lane and La Serena Way. 3. Fire Station #84: Bids for construction of the new fire station and improvements on Pauba Road are currently being solicited. Bids will be opened October 19, 1995. The project will include grading, sewer, road improvements on Pauba Road between the new church site and Margarita Road, construction of the new fire station and landscaping. III. WORK IN DESIGN 1. I-15/Winchester Road Interchange Modifications: The plans and specifications have been approved and the acquisition of the two sections of property became effective on September 1, 1995. Caltrans has also released the encroachment permit which was received the week of October 9, 1995. I-15/Rancho California Road InterchanGe Modifications: The Project Report as well as the plans and specification were submitted to Caltrans on June 16, 1995. Caltrans is in the process of reviewing these items and staff is expecting comments to be returned to the City during the month of October, 1995. This project provides for the widening of the Rancho California Road bridge over the I-15 freeway and construction of a northbound loop ramp. 3.1-15/Overland Drive OvercrossinG Improvements: The plans and specifications were submitted to Caltrans for final review at the end of July, 1995. Caltrans is in the process of reviewing the plans and specifications and staff is expecting comments to be returned to the City during the month of October, 1995 .' The consultant is conducting a new soils investigation, which was requested by Caltrans, for design of the piles supporting the bridge. Legal plats and descriptions are being prepared for those properties that need to be acquired for construction of the project. 4. Emergency Generator: The project includes installing an emergency generator at the Community Recreation Center to provide power for emergency operations. The engineer has returned the plans and specifications to the City for second plan check. Staff is expecting to request authorization from the City Council to solicit public construction bids in November. 5. Traffic SiGnal @ Route 79S and MarGarita Road/Redhawk Parkway The third plan check will be submitted to Caltrans by October 9, 1995 and the consultant expects an encroachment permit to be issued. This project will be installing a complete 4-way traffic signal and removing the median island on the south leg of the intersection to provide for a dual north bound left turn pocket. Staff has submitted an agreement to the County of Riverside for the City to pay 75% and the County to pay 25% of the design and construction costs since the southeast corner of the intersection is in the County. Once the County executes their portion of the agreement, staff will bring to the City Council a recommendation for the approval of the agreement. 6. Interim Traffic Signal @ Route 79S and La Paz Street The third plan check should be submitted to Caltrans by October 16, 1995. Part One Crime statistics are broken down by individual districts within the city, providing stable parameters for monitoring criminal activity, and aiding in planning police resource deployment. The Police Department issued fewer traffic citations for moving violations last month than during September of 1994. However, both injury and non-injury traffic collisions decreased over last year. Temecula experienced one fatal traffic collision last month, this an alcohol-related, single vehicle incident. Arrests for driving under the influence of alcohol remained consistent with last year's figures. Street level narcotics enforcement continues to be a priority of the Special Enforcement Team, which served one search warrant and arrested thirteen suspects in seven criminal cases last month. The Team also seized an unusually large quantity of narcotics, numerous weapons and over one thousand dollars cash. Reported burglaries, grand thefts and robberies increased over a comparable period last year, while reported rapes, felony assaults and auto thefts declined. Most miscellaneous criminal activity categories showed increases. Police Department response time to priority one calls averaged six and one half minutes during the month of September. The Police Departments's two School Resource Officers conducted twenty criminal investigations, making two arrests and apprehending nine truants. They completed thirty four reports which would otherwise have been assigned to patrol personnel. POLICE DEPARTMENT ACTIVITY REPORT SEPTEMBER, 1995 PAGE TWO With several major special events occurring in the City this Fall, the Police Department's Crime Prevention Officers were particularly busy last month. Two Neighborhood Watch meetings, four public talks and sixty two business checks were conducted. Consultation was provided on three construction projects, two articles were written for local media release, one radio interview conducted and eleven graffiti investigations initiated. Crime Prevention personnel were also heavily involved in current and advance planning for several major special events, including Temecula's first annual Public Safety Expo, the Tractor Race, HOG Rally, French Valley Air Show and early planning for next year's Rod Run. It has been a very busy fire season in Southern California this year, but in Temecula, we remain very fortunate. On September 15th, we received a report of persons trapped in the underground tunnels leading from behind Target down to Ynez Road. The drainage tunnels were searched by fire department crews and no one was found. This area is known to be a gathering area for kids and we should be looking at some sort screening over these tunnel openings to prevent playing in the tunnels. Proper screening should allow good water flow as well. On 9/29, we responded to a vegetation fire at Liefer and Nicolas. Though the winds were pushing the flames toward several homes and an occupied chicken coop, nothing was damaged and the fire was held to one acre. Immediately after this fire, another vegetation fire broke out above the CRC on Rancho Vista Road just below the church excavation area. Upon my arrival, the earth movers in the area were in the process of wiping out all traces of any flame or ash. No action was necessary by the fire department. Cause suspicious - most likely a student from the high school on the way home. Fire department personnel attended the City' s Customer Service Training class held at the CRC. It provided us with excellent insight on good and positive customer relations and problem solving. Mary Moreland of the Riverside County Fire Department Emergency Services Division provided staff with training on the City' s disaster plan overview and commonly accepted procedures and systems. Some fire officials from Tehama County contacted us regarding the Buffman old town project. They may send down a representative to review the impact of the project to the City to date, and to try to see some of the problems and petentiai problems the proposed project has experienced so far. Apparently there is a similar project planned between the cities of Red Bluff and Redding in Tehama County. CDF (Ca. Dept. of Forestry and Fire Protection) also provides the local government fire protection for Tehama County. The county has opened the new French Valley Fire Station located adjacent to, and North of the airport terminal. The 7,198 square foot station is the newest one in the county system. Curren~y, there is no paid staffing for this station (Station//83) but the Temecula Valley Volunteer Fire Company staffs it on an as available basis. It is hoped that the county Board of Supervisors will find the money for paid staffing in the near future. The new station was opened the same weekend as the French Valley Air Show, and several of our fire engines were there to provide emergency and crash rescue services. Planning continued on the November 4th (Saturday) First Annual Temecula Public Safety Expe. Donations are being sought by Denni Mighell of Paradise Chevrolet for the foodstuffs for the Firecamp Pancake Breakfast. Their will be pancakes, sausage, orange juice, and coffee. A donation of $2. Per adult and $1. per child will be asked for the breakfast. The money will be applied to next years Expo, the Police and Fire Explorer Posts, and the Volunteer Fire Department. Over 1000 students and members of the public had contact with our personnel this month, mainly through our school fire prevention programs, station tours, job fair, and the air show. If we can squeak through October and November with no major fires, we will be able to look back at another successful and relatively event free fire season in Temecula. Many thanks to our code enforcement section, county weed abatement, who enforces areas adjacent to our city limits, and to the cooperative citizens within our town who are cencemed with fire and life safety and follow our rules and laws. We welcome James Barron as our new Southwest County fire Division Chief. He replaces Larry Benson as our city Division Chief. In addition, he works with the cities of Lake Elsinore, Perris, and Canyon Lake. He is from So. California and has worked in San Diego County, Orange County, and Tulare County for our department. He will be a real plus to our organization and he looks forward to continuing our tradition of responsive, professional, and cost effective fire service to Temecula.
