A total of 15 minutes is provided so members of the public can address the Commission on items that
are not listed on the Agenda. Speakers are limited to two (2) minutes each. If you desire to speak to
the Commission about an item no. It listed on the Agenda, a pink "Request to Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state your name and address.
For all other agenda items, a "Request to Speak" form must be filed with the Recording Secretary before
the Commission gets to that item. There is a five (5) minute time limit for individual speakers.

All matters listed under Consent Calendar are considered to be routine and all will be enacted by
one roll call vote. There will be no discussion of these items unless members of the
Public/Traffic Safety Commission request specific items be removed from the Consent Calendar

COMMISSION BUSINESS
2. Speed Limit on Margarita Road from Solana Way to Rancho California Road
RECOMMENDATION:
2.1 That the Public/Traffic Safety Commission recommend to the City Council, adoption of
a resolution re-affirming the speed limit on Margarita Road from Solana Way to Rancho
California Road.
3. "All-Way" Stop - Margarita Road at Stonewood Road
RECOMMENDATION:
3.1 That the Public/Traffic Safety Commission deny a request to place two (2) additional
"Stop" signs on Margarita Road at Stonewood Road and to place this intersection on the
City's Signal Priority list for potential future signalization.
4. "No Stopping" - Margarita Road between Rancho Vista Road and Pauba Road
RECOMMENDATION:
4.1 That the Public/Traffic Safety Commission approve a "No Stopping" zone to replace the
existing "No Parking" zone on Margarita Road between Rancho Vista Road and Pauba
Road.

MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
PUBLIC/TRAFFIC SAFETY COMMISSION
JANUARY 25, 1996
A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to
order on Thursday, January 25, 1996, 7:00 P.M., at the Temecula City Hall Main Conference
Room, 43174 Business Park Drive, Temecula, California.
Chairman Charles Coe called the meeting to order.
PRESENT: 4 COMMISSIONERS: Coe, Guerriero, Sander, Perry
ABSENT: 1 COMMISSIONERS: Johnson
Commissioner Johnson gave advance notice for his absence.
Also present were Traffic Engineer Marty Lauber, Police Lieutenant James Domenoe, Battalion
Chief Mark Brodowski.
Chairman Coe called for non-agenda items at 7:05 P.M.
Ken Bruckman, President Starlight Ridge Homeowners' Association, reported on two
accidents which happened on Cosmic Drive and shared photos of various skid marks
in front of his home. He asked the Commission to consider resolving the traffic
problem in the Starlight Ridge area. He also stated that the Home Owners Association
has selected curb modifications be installed in conjunction with the construction of the
sidewalk along Santa Cecilia Drive and also to explore traffic circles, ball chokers and
stop signs as resolutions to the traffic problems. Further, he spoke in opposition to the
requirement for 75% of home owners to sign petitions in order to have traffic
modifications implemented.
Chairman Coe recommended this item be on the next agenda. The Commission
indicated their desire to resolve this situation.
Traffic Engineer Marty Lauber responded that a meeting will be set-up with Ken
Bruckman of the Starlight Ridge area to scope the project and he will present an
estimate of costs to the Commission at the next meeting.
Commissioner Perry stated that he has driven in the area to explore the problem and
has not personally seen any violations. He asked the time of day or night the traffic
violations were taking place. Ken Bruckman responded that during early morning and
evening when children are traveling to and from school is the best time to see traffic
violators.
Cynthia Arocha, 44535 Bedford Court, spoke in support of signalization at Bedford
Court/Hwy 79(S) intersection. A petition containing 2,000 signatures has been
obtained and warrants have been met.

Commissioner Perry asked for the warrant results and recommended this item be
placed on the agenda for the next Commission meeting.

It was moved by Commissioner Guerriero and seconded by Commissioner Sander to approve
Consent Calendar Item 1.1 the minutes of December 7, 1995.

COMMISSION BUSINESS
ProDosed Detour for Winchester Road Construction- Maraarita Road to Murrieta Hot
Sorinas Road (Area 1)
Traffic Engineer Marty Lauber presented the staff report.
Chairman Coe requested public comments:
Susan Reeves, 39814 Roripaugh Road, spoke in opposition to the detour routing
through Roripaugh Ranch and recommended the temporary road way through the dirt
parcel as a viable alternative.
Ed Moils, 27595 Dandelion Court, Roripaugh Ranch Home Owners' Association, spoke
in opposition to the detour through Roripaugh Hills.
Dave Gallaher, 31350 Rancho Vista Road, representing Temecula Valley School
District, spoke in support of Alternative #2.
Kelley Donovan, Representative for Riverside County Transportation Department,
detailed the construction process and the timeline which is required in order to
complete the improvements prior to the high school opening in 1997.
Larry Markham, 41745 Winchester Road, spoke for Leo Roripaugh and concerned
property owners who had not been noticed as to the detour through the dirt parcel at
the Winchester Road/Nicholas Road intersection. He also reported that plans were in
process for a service station at Murrieta Hot Springs Road and Winchester Road and
the detour would harm business at this site. He recommended this item be continued.
Commissioner Perry asked if the service station would be affected. Kelly Donavan

responded that traffic would be diverted from Murrieta Hot Springs Road to Nicholas
Road; only local traffic would be permitted and this could affect business at that
location.
Commissioner Coe expressed concern for a possible major traffic problem in this area.
Commissioner Guerriero stated that he was not comfortable making a recommendation
due to the limited information given to the Commission and he recommended that the
owner of the dirt parcel be notified.
Kelly Doricvan stated that Caltrans possibly would not oppose a detour on Margarita
Road or Murietta Hot Springs Road, if the City is in agreement. A traffic signal at that
intersection would facilitate traffic. He also agreed to contact the owner of the dirt
parcel regarding the detour plan.
Traffic Engineer Lauber stated that staff would do all they could to avoid routing the
detour through the Roripaugh Ranch homes.
Kelly Donovan expressed confidence that everything could be worked out with the
property owners.
Commissioner Perry asked when the construction from Margarita Road to Nicholas
Road would be complete. Kelly Donovan responded that it would take approximately
nine (9) months.
Sonny Salkind, P.O. Box 971, Temecula, spoke to request the Commission consider
not closing the Winchester Road/Murrieta Hot Springs Road intersection during the
construction on Winchester Road. The purpose of this request based on construction
scheduled to start in 30 days on a Texaco Station near the intersection of Winchester
Road and Murrieta Hot Springs Road and the driveway needs to be kept open.
Commissioner Perry stated that he believed businesses on the north end could be
accommodated, but expressed concern for those at the Nicholas RoadANinchester
Road intersection.
It was moved by Commissioner Guerriero and seconded by Commissioner Perry to accept
detour alternative #2 with the following additions:
· All property owners affected will be notified
· A study is recommended on commercial businesses for accommodation during
construction
Requested competitive bids if staff feels it is necessary
Eliminate Roripaugh Ranch detour traffic
Conduct a school impact study for traffic
Study the availability of emergency vehicle access to Roripaugh Ranch during

Chairman Coe reconvened the meeting at 8:55 P.M.
3. Kiwanis Club Sian Provosal
Traffic Engineer Marty Lauber shared correspondence received from the Temecula
Kiwanis Club requesting approval to install signs which will remind drivers to buckle
their safety belts. He also thanked the Temecula Kiwanis Club for providing safety
seats to the police department for use in transporting young children.
Don Meyer, representing Temecula Kiwanis, requested the Kiwanis be permitted to
install seat belt check signs around the City for education in the area of safety.
Commissioner Guerriero recommended the Kiwanis install them at school entrances.
Don Meyer responded that the Kiwanis wanted more exposure,
Commissioner Sander commented that perhaps street light posts might be the location
for these signs.
Traffic Engineer Lauber pointed out that the City ordinance required only one sign per
post, therefore, a precedent should not be set.
Chairman Coe stated that he would like to research this request before a
recommendation is made.
Commission Perry commented that the flashing lights at school sites might be a good
location for the signs.
Commissioner Sander stated that perhaps this should be on the agenda for the next
meeting.
Traffic Engineer Lauber recommended the Kiwanis Club research locating the signs at
school entrances or other private locations.
4. Parking Restriction on Puiol Street
Traffic Engineer Lauber shared slides depicting the apartment building on the corner of
Pujol Street where 65' of red curb is recommended. The property manager has been
contacted and supports this restriction.

It was moved by Commissioner Guerriero and seconded by Commissioner Sander to
recommend the City Council adopt a resolution establishing a 65' "No Parking" zone on Pujol
Street, south of Sixth Street.

5. All-Way "Stop" - Pala Road at Wolf Valley Road
Traffic Engineer Marty Lauber presented the staff report.
It was moved by Commissioner Perry and seconded by Commissioner Guerriero to recommend
the City Council adopt a Resolution establishing an All-Way "Stop" at the intersection of Pala
Road and Wolf Valley Road.

Speed Limits - Rancho California Road East of Marqarita Road and Pala Road South of
SR 79 (S)
Traffic Engineer Lauber presented the staff report. He stated that it is not mandated
to post speed limits, however, staff recommends speed limits be posted on Margarita
Road and Pala Road.
Commissioner Perry spoke in opposition to posting speed limits since 55 MPH is the
legal State speed limit.
Commissioner Guerriero recommended the speed limits be posted as he has
experienced many conflicting speeds with vehicles traveling east to west on Rancho
California Road.
Lieutenant Domonoe spoke in support of posting speed limits.
Chairman Coe asked for public comments.
Jim Gero, 28780 Front Street, Aces Driving School, spoke in favor of lowering the
speed limits on Rancho California Road and recommended 35 MPH, and 35 MPH on
Pala Road due to the terrible driving conditions.

Lieutenant Domonoe responded that Margarita Road and Pala Road do not meet the
criteria to lower speed limits and it would be unenforceable since it is in the County's
jurisdiction.
It was moved by Commissioner Guerriero and seconded by Commissioner Perry to recommend
the City Council adopt a Resolution to establish the following speed limits: 55 MPH on Rancho
California Road east of Margarita Road; 35 MPH on Pala Road from Carte Taco to the City
limits; 35 MPH on 79/Clubhouse Drive; 50 MPH on Pala Road between Clubhouse Drive and
Loma Linda; 50 MPH between Loma Linda and Wolf Valley Road and 50 MPH between Wolfe
Valley Road and south City limits.

TRAFFIC ENGINEER'S REPORT
Traffic Engineer Lauber reported that a survey has gone out to business owners on
Winchester Road to ascertain their hours of operation. Staff will then explore
staggering business hours in order to smooth out peaks of traffic during construction
on Rancho California Road and Diaz Road, and Ynez Road to the Towne Center.
Commissioner Perry requested a quarterly report on the status of CIP projects. He also
asked the status of the construction on Winchester Road. Traffic Engineer Lauber
responded that construction would begin in February.
POLICE CHIEF'S REPORT
Lieutenant Domonoe introduced officer Rod Crisp, who has been re-assigned to
Temecula.
The Police Department has initiated two man teams which have been targeting problem
areas in order to resolve problems.
Commissioner Guerriero commended the police department for the fine job they have
been doing and he reported that he has also received positive feedback from the
citizens of Temecula.
FIRE CHIEF'S REPORT
Battalion Fire Chief Brodowski reported on the following:
Construction has begun on the new station on Pauba Road.
He recommended noticing of the construction and also approval for signalizing for
emergency vehicle access be placed on the next Commission agenda.

COMMISSION REPORT
Commissioner Perry requested the status on the installation for the signal at La Paz
Street. Engineer Lauber responded that construction would begin in mid-summer.
Commissioner Sander recommended a joint session/workshop with the City Council to
explore opinions on traffic in the City with police, fire, and county districts.
Commissioner Guerriero commented on the following:
· A pot hole on Margarita Road, south of Winchester Road, near General Kearny
Road is in need of repair.
· Recommended the southern exit on Ynez Road going south at the Mervyn's
Center be a right-turn only, due to accidents occurring.
· Restriction of heavy truck traffic might be considered over the Winchester Road
Bridge during the Winchester Road construction.
· Requested a report on the cause of accidents occurring near the schools and
also the Starlight Ridge area.
· Recommended the Police Department educate students on the new law
authorizing use of pepper spray.
Commissioner Coe requested that staff look into trimming the bushes on Rainbow
Canyon Road.
It was moved by Commissioner Guerriero and seconded by Commissioner Perry to adjourn the
meeting at 10:10 P.M. the motion was unanimously carried.
The next regular meeting of the Public/Traffic Safety Commission will be held on Thursday,
February 22, 1996, at 7:00 P.M., Temecula City Hall, Main Conference Room, 43174

MINUTES OF A REGULAR MEETING

FEBRUARY 22, 1996
A regular meeting of the City of Temecula Public/Traffic Commission was called to order on
Thursday, February 22, 1996, 7:00 P.M., at the City Hall Main Conference Room, 43174
Business Park Drive, Temecula, California. Chairman Charles Coe called the meeting to order.
PRESENT: COMMISSIONERS: Johnson, Guerriero, Perry, Sander, Coe
ABSENT: COMMISSIONERS: None
Also present were Traffic Engineer Marty Lauber, Lieutenant Domenoe, and Battalion Chief
Mark Brodowski.
Chairman Coe introduced newly appointed Councilmember Steve Ford. Councilmember Ford
addressed the Commission and thanked them for their input and valuable information to the
Council, which is noted and appreciated. He commented that he was attending tonight to
listen and get to know the Commission.
Chairman Coe called for comments on non-agenda items.
PUBLIC COMMENTS
Roy Cornstock, 36775 Mesa Road, owner of Carousel Carriage, spoke concerning a
proposed horse drawn carriage ordinance and stated his desire to take part in the
creation of this ordinance. His intention is to start a horse drawn carriage business in
Old Town.
Lieutenant Domenoe stated he believes an ordinance exists. Staff will research this
and also request samples of ordinances, on horse drawn carriages, from other cities.
Commissioner Guerriero asked where the horse drawn carriage would be based. Mr.
Cornstock responded that it would be based at the Transportation Shuttle Information
Center.
Commissioner Sander asked what the hours of operation would be. Mr. Comstock
responded it would operate 5 hours a day, Saturday and Sunday 11:00 a.m. - 4:00
p.m.

It was moved by Commissioner Perry and seconded by Commissioner Johnson to continue the
Minutes of January 26, 1996, to the meeting of March 28, 1996.

2. Starliqht Ridqe - Community Traffic Calming Request (Discussion Only)
Traffic Engineer Lauber presented a summary of events and shared a letter from the
Starlight Ridge Home Owners' Association. They do not offer to financially assist with
the implementation of traffic calming devices and indicated they were upset to be
asked.
Lieutenant Domenoe reported that officers spent 15 hours during the month of
February in the Starlight Ridge area and only issued 5 citations for speeding. He also
reported the Radar trailer will be located in the neighborhood from 7:00 a.m. - 7:00
p.m. on a continuous basis.
Commissioner Perry invited other Commissioners to check on this for themselves from
3:00 - 5:00 p.m. He stated that he has been there and doesn't see a problem to the
extent that has been described. He also agreed to leave the trailer there for a longer
period of time.
Commissioner Sander stated that publicity could be the answer and to publish the
speed limit as 25 MPH in residential areas.
Engineer Lauber stated he has requested public information videos to educate the
citizens of Temecula on speed limits in residential areas.
Commissioner Guerriero asked if this could be a legal problem and could the City be
challenged in court. Engineer Lauber responded that this could not be challenged.
Commissioner Johnson stated that he has also visited the neighborhood and did not
see a problem with excessive speeds.
3. Bedford Court - Request for Traffic Signal
Chairman Coe opened the Public Comment at 7:30 PM,
Cynthia Arocha, 44535 Bedford Court, spoke to express support and pleasure with the
proposal being submitted for the signal at Bedford Court and HWY 79S. She thanked
the Public Works Department and the Commission.
John Moramorco, P.O. Box 906, Temecula, spoke to commend the Commission for the
fine job they have been doing.

Engineer Marty Lauber presented slides of the site on Bedford Court. He stated that
Caltrans was working on a "no parking" restriction in front of the Mobile Station on
HWY 79S. Engineer Lauber also informed the Commission on the proposed signal
projects for the freeway interchange.
Commissioner Perry stated that when the La Paz Street signal and other signals are
operating it will ease the traffic problem of getting out onto State Route 79S from the
adjoining side streets.
Michael Christensen, 44715-ALa Paz Street, expressed concern with the 4-way
stop that has been installed on State Route 79S at the Interstate 15 Freeway
entrance. He stated this has made traffic back up and the problem has become
worse.
Engineer Lauber responded that the interim traffic signal at La Paz Street was
to go out to bid after approval by Caltrans.
4. "No Parkina" - Bedford Court
Traffic Engineer Lauber presented the staff report and shared slides depicting
the location of the proposed red curb on Bedford Court and the right turn lane
proposed onto State Route 79S.
Commissioner Guerriero asked if there were sufficient parking on-site. Engineer
Lauber responded that there is ample on-site parking.
It was moved by Commissioner Guerriero and seconded by Commissioner Perry to approve
staff recommendation to establish "No Parking" on Bedford Court south of State Route 79S.

5. Installation of "Stop" Controls in Rancho Highlands Subdivision
Traffic Engineer Lauber presented the staff report. He shared a detailed map of the
proposed intersection controls. He stated that this plan had been overlooked at the
time of construction when it should have been installed.
Commissioner Johnson asked about the street north of Buckeye Road having a stop
sign. Engineer Lauber stated no stop sign was needed at that location.
Commissioner Perry stated that it was important to put stop signs where needed for
good traffic flow.

Commissioner Guerriero spoke in opposition to staff recommendation. He stated that
he could not support this since speed surveys, citation and accident history had not
been conducted and other areas that have requested stop signs have been denied.
Commissioner Coe stated that the Commission might benefit by continuing this item
until speed surveys had been conducted.
Commissioner Perry commented that this area will become more of a problem as the
development continues to build out.
It was moved by Commissioner Guerriero and seconded by Commissioner Johnson to continue
this item pending more data.

TRAFFIC ENGINEER'S REPORT
Traffic Engineer Lauber reported that the Winchester Road Bridge Improvement
construction had officially begun as of February 12, 1996.
POLICE CHIEF'S REPORT
Lieutenant Domenoe reported on the following:
_ Sergeant Crisp had been involved in closing down an illegal drug lab last night
and the department made arrests and confiscated a C-4 military explosive.
. He stated he has read the State of the City Address and found it to be
excellent.
_ A narcotics team will be housed in our area, however, special enforcement will
go out of the city limits, if necessary.
_ Very little gang activity has been going on since a number of top gang leaders
have left the area.

Commissioner Guerriero stated that a lot of out of town vendors are going house to
house to sell their services. He asked if the police department is called what would
happen. Lieutenant Domenoe responded that the police department had not received
many calls but residents should ask to see a business license, and if vendors have
none, they should be told to leave.
Commissioner Perry stated that the citizens of Temecula should be educated to ask for
a business license and recommended this be part of a Crime Prevention News item.
FIRE CHIEF'S REPORT
Battalion Chief Brodowski reported that the rod run went very well and no fire
emergencies took place.
Commissioner Johnson thanked the Fire Department for the quick response to his 911
call when he broke his leg.
COMMISSION REPORT
Commissioner Sander commented that drivers could use Walcott Corridor to get around
the Nicolas Road intersection and to avoid using Calle Medusa while the Winchester
Road Bridge is being constructed.
Commissioner Perry thanked Councilmember Ford for his comments and the action
taken by the Council in considering the comments of the Commission.
Commissioners Coe and Johnson expressed agreement with the statement made by
Commissioner Perry.
Commissioner Guerriero reported on the Murrieta/Temecula Joint Committee. There
is a lack of support by Murrieta on the extension of Diaz Road. Additional studies are
being conducted and he will give an update on March 21.
Commissioner Perry stated that Temecula should go ahead with the Diaz Road
extension plans even if Murrieta does not favor it.
Commissioner Guerriero expressed concern for the privately placed 3-way stop in the
auto park. Engineer Lauber responded that he is not aware of who installed it since it
is on private property.
Commissioner Guerriero expressed concern with the dangerous left turns being made
by drivers out of the Target Center onto Rancho California Road. He recommended a
solution be explored and this item be placed on the next agenda.
Councilmember Ford commented that the new retail center proposed on Hwy. 79Sand
Margarita Road will take some of the traffic away from the Target Center.
Traffic Engineer Lauber asked if the Commission was interested in a presentation on
the signal connect from 1-15 through Hwy 79S. He will schedule this for the next
meeting.

Commissioner Johnson commended the Temecula Police Department for their quick
response to the problem of jay walking near the High School.
Councilmember Ford stated the following:
He will make a recommendation to restrict permit loads on Winchester during
construction.
He commended the Commission for their communication with the public and
encouraged them to keep communicating.
He recommended the Commission explore a park/ride at La Paz Street and HWY
79S. He stated there are FHWA grants available.
He asked to be provided with the policy for warranting stop signs, Engineer
Lauber will provide this to Councilmember Ford.
Commissioner Guerriero requested a profile on the causes of accidents in the City.
Lieutenant Domenoe responded that Sergeant Crisp may be able to provide that
information by next month.
Commissioner Johnson requested a list of all new projects.
Commissioner Perry asked if Engineer Lauber has had an opportunity to comment to
the Planning Department on upcoming projects. Engineer Lauber responded that
Principle Engineer Cresswell involves him in the proposed projects.
Councilmember Ford stated that he could assist with getting the Planning and Traffic
Commissions reports reviewed by each other. He asked if the Commission were willing
to have two meetings per month. The consensus response was that they would be
willing. He also stated that an Ad-Hoc Committee needs to be established with the
School District in order to assist in selection of proposed school sites.
Commissioner Sander recommended a joint session with the Planning Commission to
discuss future developments.
Commissioner Johnson thanked Councilmember Ford for attending the meeting.
Commissioner Perry requested the opportunity to review plot plans when they come
before the Planning Department.
Commission Coe commended the Fire Department and the Police Department for the
great job they did at the Rod Run.

RECOMMENDATION:
That the Public/Traffic Safety Commission recommend to the City Council, adoption of a resolution re-
affirming the speed limit on Margarita Road from Solana Way to Rancho California Road.
BACKGROUND:
In order to enforce posted speed limits, a Traffic and Engineering Survey must be conducted within a five
(5) year period per Section 40803(c) of the California Vehicle Code (CVC). In order to comply with the
requirements of the CVC, the Traffic and Engineering surveys must periodically be updated. The Traffic
Division has conducted Traffic and Engineering surveys to update the existing 45 MPH speed limit on
Margarita Road between Solana Way and Rancho California Road.
Posted speed limits are primarily based on an analysis of prevailing speeds (851h percentile), as measured
in the field, accident history and roadway conditions. Section 627 of the CVC defines Engineering and
Traffic Survey as follows:
Engineering and Traffic Survey
627.(a)"Engineering and traffic survey", as used in this code, means a survey of highway and
traffic conditions in accordance with methods determined by the Department of Transportation
for use by the state and local authorities.
(b)An engineering and traffic survey shall include, among other requirements deemed necessary
by the department, consideration of all of the following:
(1) Prevailing speeds as determined by traffic engineering measurements.
(2) Accident records.
(3) Highway, traffic, and roadside conditions not readily apparent to the driver.

"All-Way" Stop - Margarita Road at Stonewood Road

RECOMMENDATION:
That the Public/Traffic Safety Commission deny a request to place two (2) additional "Stop" signs on
Margarita Road at Stonewood Road and to place this intersection on the City's Signal Priority list for
potential future signalization.
BACKGROUND:
Staff has been requested to install two (2) additional stop signs on Margarita Road at Stonewood Road
which would make this intersection an "All-Way Stop". The posted speed limit on Margarita Road near
Stonewood Road is 45 MPH. Currently there are two (2) travel lanes in each direction on Margarita
Road which transition to one (1) lane near the intersection of Stonewood Road. As a part of a
forthcoming re-surfacing project on Margarita Road, the existing striping will be modified to provide a
left-turn lane from southbound Margarita Road to Stonewood Road. This re-striping will also provide
left turn storage at other intersections utilizing a two-way left turn lane.
The California Department of Transportation Traffic Manual identifies four (4) criteria for the
consideration of multi-way "Stops" as identified in the City of Temecula "Stop" and "Yield" Sign Warrant
Policy.
1. Minimum Traffic Volumes
a. The total vehicular volume entering the intersection from all approaches must average at least
500 vehicles per hour for any eight (8) hours of an average day, and
b. The combined vehicle and pedestrian volume from the minor street or highway must average
at least 200 units per hour for the same eight (8) hours, with an average delay to minor street
vehicular traffic of at least 30 second per vehicle during the maximum hour, but
c. When the 85-percentile approach speed of the major street traffic exceeds 40 miles per hour,
the minimum vehicular warrant is 70 percent of the above requirements.
An accident problem, as indicated by five (5) or more reported accidents within a twelve (12) month
period of a type susceptible to correction by a multi-way stop installation. Such accidents include
right-angle and left-turn collisions as well as right-angle collisions.
Where traffic signals are warranted and urgently needed, the multi-way stop may be an interim
measure that can be installed quickly to control traffic while arrangements are being made for the
signal installations.
4. All locations are also analyzed for school area traffic control recommendations/warrants.
Staff has collected speed and volume data and evaluated this location for installation of an "All-Way Stop"
as requested. The following is a summary of the analysis.
a. The total vehicular volume entering this intersection during the busiest eight (8) hours averages
1,057 as compared to 350 (500 X 70%) needed to meet this portion of the warrant.
b. The vehicular volume from the minor street averages 123 during the same eight (8) hours as
above, and the pedestrian volume does not appear to be sufficient to meet the 140 (200 X 70%)
minimum vehicular and pedestrian volume from the minor street for the same eight (8) hours.
2. Two (2) accidents have been reported at this location from January 1, 1995 to January 1, 1996, as
compared to five (5) needed to meet this warrant.
Since this intersection does not meet the warrants for installation of an "All-Way Stop", staff recommends
that the request for "All-Way Stop" installation be denied.
This intersection was also analyzed for traffic signal installation and met some of the warrant
requirements established by Caltrans. This intersection was added to the City's Signal Priority List and
is currently ranked number ten (10) on the revised list of 17 locations.

The purpose of this letter is to inform you of the need of a
4 (Four) way stop sign, at the intersection of Margarita Road
and Stonewood Road. The reason's are listed below:
1.) Over the past couple of years we have seen the amount of
traffic increase immensely, due to the extension of Margarita
Road to Murrieta. The flow of traffic is constant, it's
really bad during the hours of 6:45 A.M. to 9:00 A.M. and
from the time school gets out around 2:05 P.M. to 6:30 P.M.
A single car can wait 6-7 minutes to enter or exit the
housing track. Not to mention all of the sports activities
that take place at the Elementary and Middle Schools. There
is a lot of traffic created from these activities not only
during the week but also on the weekends. We are not against
sports, we just need better traffic control.
2.) When traveling south on Margarita Road the 2 (Two) south
bound lanes turn into 1 (One) lane right at this
intersection. The cars merge at this point into 1 (One) lane,
more so than not at an excessive amount of speed. Cars
heading north bound travel up a "Blind" hill, and these cars
cannot be seen by those cars trying to enter or exit from the
housing track. Again at excessive speeds.
3.) We the residents of the Verano Housing Track feel that
something needs to be done before another accident occurs, or
much worse, a child is killed. I would hope that it wouldn't
take~a fatality for the City to look into this intersection.
We know that this would benefit this area since Margarita
Road is such a major throughway for all Temecula residents.
Please consider our request for a 4 (Four) way stop sign, or
possibly a traffic signal. Thank you for your time in this
matter, and we will await your response.

"No Stopping" - Margarita Road between Rancho Vista Road and Pauba Road
RECOMMENDATION:
That the Public/Traffic Safety Commission approve a "No Stopping" zone to replace the existing "No
Parking" zone on Margarita Road between Rancho Vista Road and Pauba Road.
BACKGROUND:
The Department of Public Works was recently contacted regarding the current parking restriction on the
west side of Margarita Road between Rancho Vista Road and Pauba Road. The intent of the previously
approved restriction was to discourage student pick-ups, drop-offs and parking in an area that would
entice students to illegally jaywalk across Margarita Road.
The Temecula Police Department has reported that vehicles are stopping along Margarita Road without
turning off their engines, therefore not violating the "No Parking" restriction. Staff has also received a
request to shorten the time restriction by ending it at 3:00 p.m. instead of 4:00 p.m. because school gets
out at 2:14 p.m.
In order to facilitate both requests, and improve public safety, staff is recommending the replacement of
the "No Parking" - 6:00 a.m. to 4:00 p.m. signs with "No Stopping" - 6:00 a.m. to 3:00 p.m. except
weekends and holidays, signs.
FISCAL IMPACT:
9 - "No Stopping" signs at $75 each = $675.00

As part of the City's Traffic Signal Interconnect project, staff is investigating Rancho California
Road between Via Lss Colinas and Ynez Road to create an additional westbound through lane.
This could facilitate better traffic coordination by reducing the amount of vehicles stacking at
related signals. This additional through lane will set up for and exclusive right-turn lane onto
northbound 1-15 between Ynez Road and 1-15.

DIVISION PROJECTS:
The Department of Public Works has issued a letter to the Temecula Valley Unified
School District requesting attention be given to routing school traffic south of Nicolas
Valley Elementary School. We are urging drivers to use Joseph Road from Nicolas Road
instead of North General Kearney Road. The City is ready to support any action to
divert traffic by reinforcing the 25 mph speed limit on North General Kearney with our
Radar Trailer Display Unit and Police Enforcement.
In order to ensure that all City speed limits can be properly defended in court, the Traffic
Division has reviewed the expiration dates for all established zones. City staff will be
used to update all Traffic and Engineer survey certifications to guarantee legal citations.
We have completed this year's Highway Performance Monitoring System (H.P.M.S.)
update. The H.P.M.S. is a Federally mandated inventory system and planning study
designed to assess the Nation's highway system. It is used as a management tool to
determine the allocation of Federal aid funds, set policies, and forecast future
transportation trends as it analyzes the system's length, condition and performance.
Staff is completing negotiations with the Inland Valley Cable Company to share a utility
trench in order to accommodate both traffic signal interconnection and broadcasting from
our new City Hall.

I. WORK UNDER CONSTRUCTION:
1. I-15/Winchester Road Interchange Modifications:
The contractor began construction on February 12, 1996 and has completely cleared
the site. The contractor is in the process of delivering and compacting the soil for the
northbound loop on-ramp and relocating the existing drainage channel adjacent to
Palm Plaza. The contractor is scheduled to begin bridge falsework construction
immediately after the placement of concrete barrier rail along the sidewalk on the
south side of the bridge. The project provides for the widening of the Winchester
Road Bridge over the I-15 freeway, the widening of the Santa Gertrudis Creek Bridge,
and the construction of a new northbound loop ramp.
2. Sports Park Parking and Skate Board Park:
Concrete placement for the upper and lower skateboard bowls has been completed.
The contractor expects to complete the restroom building and landscaping during the
next two weeks. The parking lot has been completed and the contractor is working
on the irrigation system. The remainder of the park improvements are scheduled to
be completed by the middle of April, 1996. The park will be opened for public use
after the 90-day maintenance period.
3. Fire Station #84:
The contractor has completed the rough grading for the building site. Barring further
delays due to the rains, the contractor expects to start placing concrete for the
building foundation the second week of March. The project is scheduled to be
completed by December, 1996. This project includes, new sewers, road
improvements on Pauba Road between the new church site and Margarita Road,
construction of the new fire station and landscaping.
4. Sam Hicks Monument Park Improvement Project:
Construction began on the February 20, 1996 and is scheduled to be completed by
September of 1996. The contractor has cleared the site and has completed the
grading operation. Work has started on the restroom building including installation of
the underground piping and conduits. The contractor expects to place concrete for
the foundation within the next couple of weeks barring any rain delays. The

improvements include the construction of a 950 square foot concession stand and
restroom facility, asphalt parking lot, landscaping and irrigation improvements, and
assorted park site amenities.
5. Pavement Management System
City Council has awarded the project and a pre-construction meeting will take place
on March 19, 1996. The project plans and specifications are proposing two (2) types
of pavement rehabilitation which include asphalt overlay with a stress relief membrane
(geotextile fabric), and the removal and reconstruction of the existing asphalt
pavement. There are seven (7) roadways to be rehabilitated, four (4) are arterial,
which includes portions of Margarita Road, Pala Road, Rancho California Road and
Ynez Road, and three (3) are secondary streets at various locations throughout the
City. Work is scheduled to begin the first week of April, 1996.
6. Walcott Corridor:
The City is in the process of acquiring right-of-way at the intersection of Nicolas Road
and Calle Giraslo and accepting the offers of dedication throughout the project for
public street and utility purposes. An appraisal has been completed and is being
reviewed by the City Attorney's office. The project will provide for the realignment
of an underground waterline and a paved road surface on Nicolas Road, Calle Giraslo,
Calle Chapos, Walcott Lane and La Serena Way.
7. Diaz Traffic Signal Controller Modification & Signal Timing on Rancho Cal. Road
To reduce congestion on Rancho California Road during the Winchester/l-15
Interchange Modifications, the City retained the services of a consulting firm to
improve signal timing on Rancho California Road between Diaz Road & Hope Way.
The controller at Rancho California Road & Diaz has been upgraded by replacing the
existing controller with a type 170, which is compatible with the Caltrans signals at
the freeway interchange. The project is complete and the new timing plan has been
implemented for all the signals from Diaz Road to Hope Way including the two signals
on ¥nez Road.

8. Traffic Signal at Route 79S and Margarita Road/Redhawk Parkway
The City Council awarded the project to DBX Inc. on March 12, 1996. A complete
4-way traffic signal will be installed as part of the project as well as the removal of the
median island on the south leg of the intersection to provide for a dual north bound
left turn pocket. The agreement between the County of Riverside and the City for the
costs of the design and construction has been executed by the County. Construction
will begin following the installation of the underground storm drain in the intersection
proposed by the County Assessment District (AD 159) Project which is scheduled for
June.
9. Interim Traffic Signal at Route 79S and Pala Road
A contract was awarded to Peek Traffic Inc. on March 12, 1996. This project will
install a 3-way interim traffic signal at Route 79S and Pala Road. The ultimate
improvements will be constructed when the new Pala Road Bridge is constructed and
the highway is widened. A pre-construction meeting will be scheduled for mid-April.
10. Barrier Rail on Front St. at Emoire Creek
Caltrans has authorized the City to proceed with a pre-construction meeting which
should take place by the end of March. This project will be Federally funded under the
Highway Bridge Replacement and Rehabilitation Program (HBRR). This project is
designed to install a barrier rail on each side of Front Street at Empire Creek so that
vehicles that deviate from the roadway will not enter the channel.
II. OUT TO BID
1. Rancho California/Santa Cecilia Sidewalk Project No. 5
City Council has authorized the Department of Public Works to solicit public
construction bids for the project. The project should be out to bid by the week of
March 18. This project will provide new sidewalk on the north side of Santa Cecilia
Drive between Mira Loma Drive and Cosmic Drive and on the north side of Rancho
California Road between Lyndie Lane and the existing sidewalk at Rancho California
Plaza shopping center.

III. WORK IN DESIGN
1. I-15/Rancho California Road Interchanc~e Modifications:
This project provides for the widening of the Rancho California Road bridge over the
I-15 freeway and construction of a northbound loop on-ramp. Utility relocations are
being coordinated with Southern California Gas Company and Rancho California Water
District. The County of Riverside is appraising two parcels that are required for the
construction of the northbound exit ramp. The City will return plan check comments
to the consultant by the week of March 25, 1996 for final revision and submittal to
Caltrans.
2. I-15/Overland Drive Overcrossing Improvements:
The revised geotechnical report was completed on January 9, 1996 and the
consultant is revising the roadway and structural plans to submit to Caltrans the week
of March 18, 1996. The consultant will revise the st.,uctural plans when they receive
the electrical relocation sheets for the 12 KV and 33 KV power lines. SCE is currently
trying to find a route for the relocation of the 115 KV power lines.
3. City Wide Intelligent Traffic Management System (ITMS)
The consultant currently is collecting data and working on a presentation Of the
proposed improvements as well as options to the City during the week of March 18,
1996. This project will interconnect all major arterials and will coordinate traffic
signals along the major corridors in the city. This project has been funded by
Congestion Mitigation and Air Quality (CMAQ) funds which is a federal funding source
and is administered by Caitrans.
4. Interim Traffic Signal at Route 79S and La Paz Street
Final plans & specifications have been approved by Caltrans and an encroachment
permit is being finalized. A 4-way interim traffic signal will be installed as part of the
project at the intersection of Route 79S and La Paz St, The ultimate signal and
striping improvements will be constructed when the highway is widened.
5. Traffic Signal at Margarita Road and Rustic Glen Drive

Margarita Road and Rustic Glen Drive. The County Assessment District 161 Project
is proposing to widen Winchester Road from Murrieta Hot Springs Road to Margarita
Road. The street widening project will be detouring traffic from Winchester Road onto
Margarita Road. This project will provide a traffic signal for the residents in the area
bounded by Margarita Road, Santa Gertrudis, and Winchester Road. The traffic signal
is expected to be in place before the traffic is detoured.
6. Emergency Generator:
The project includes installing an emergency generator at the Community Recreation
Center to provide power for emergency operations. The final location of the generator
was changed to allow better delivery and public access to the gym entrance. The new
location will be in an area west of the gym along the south side of the parking lot.
The engineer has completed the necessary changes and staff is presently conducting
final plan review. Staff anticipates requesting authorization to solicit public
construction bids from the Council in April.
7. Soorts Park Creek Restoration
The plans and specifications were submitted for final review on March 8, 1996°
Advertisement for bids is anticipated to begin the third week of March. The project
includes the installation of landscaping and gabion slope protection along the channel
slopes to mitigate erosion. A concrete walkway along the north side of the channel
is proposed as a contract alternate.

Also, City Maintenance staff responded to 26 service order requests ranging from weed abatement,
tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings.
This is compared to 33 service order requests for the month of January, 1996.
The Maintenance Crew has also put in 95 hours of overtime which includes standby time, special
events and response to street emergencies.

POLICE DEPARTMENT ACTIVITY REPORT FOR FEBRUARY, 1996
The following report reflects Part One Crimes, tmfflc enforcement and miscellaneous activity
occurring during February of 1996.
Part One Crime statistics are broken down by individual districts within the City, providing stable
parameters for monitoring criminal activity, and aiding in planning police resource deployment.
The Police Department issued 411 citations last month, which compares with 412 issued in February
of 1995. However, the number of citations issued for hazardous violations increased by nearly one
hundred over last year while the number of traffic collisions remained consistent with that reported
last year. Temecula experienced no fatal traffic collisions last month. Arrests for driving under the
influence of alcohol fell dramatically from February of 1995. However, this figure does not include
the results of a SCAIR DUI checkpoint held in Temecul.a on February 17, 1996. This event was
staffed by California Highway Patrol officers, and the sixteen arrests made during the event are not
included in Police Department statistics.
Reported burglaries, grand thefts and felony assaults decreased over last year, while auto thefts
increased slightly. None of these changes are viewed as statistically significant. Total arrests made
during the month declined slightly over 1995.
The Police Department responded to forty three "priority one" calls for service during the month of
January, with an average response time of slightly over seve~/minutes. A total of 928 calls for police
service were generated in the City of Temecula during the month.
The Police Depaxtment's Special Enforcement Team made nineteen arrests for narcotics related
offenses last month and wrote and served seven search warrants.

The Police Department's two School Resource Officers issued one citation, made fifteen arrests and
returned three truants to school. They completed forty eight reports which would otherwise have
been assigned to patrol personnel.
The Police Department's two crime prevention officers conducted sixty five business checks last
month. One article concerning the danger of abusing inhalants was written for local media release.
Two neighborhood watch meetings were held, and a presentation given for 200 in attendance at a
Temecula Drug and Youth Forum at the Community Recreation Center.
The Police Depa~hnent provided augmented special event policing during the Temecula Rod Run on
February 17 and 18, 1996. The event went relatively smoothly, with notably improved
communication between event organizers and Police Department staff.. More appropriate police
staffing levels permitted stepped up enforcement action, with the result that thirty attendees were
arrested for various offenses, a dramatic increase over last year' s event, which saw only three arrests.
Volunteen fi'om the community continue to be an integral part of the Temecula Police Department's
staff. Under the guidance of volunteer coordinator Ed Beckas, the Police Department's volunteer
staff contributed 364 hours of service in January.

occurring during January of 1996.

The Police Department issued fewer citations for moving violations last month than during January
of 1995. However, the total number of collisions declined by a slight margin over last year.
Temecula experienced no fatal traffic collisions last month. Arrests for driving under the influence
of alcohol remained consistent with last year' s figures.
Reported burglaries, grand thefts and assaults increased over last year, while auto theft decreased.
The 200 arrests made during the month of January represented an increase from 150 last year.

On January 24, 1996, Crime Prevention Officers joined the City' s Problem Oriented Policing Team
and Public Works employees in a sweep and clean up of several homeless encampments in the Old
Town arm Two people were contacted, both of whom were arrested. Several truck loads of debris
were recovered.
Volunteers from the community continue to be an integral par~ of the Temecula Police Department' s
sta~. Under the guidance of volunteer coordinator Ed Beekas, the Police Department's volunteer
staff contributed 376 hours of service in January.
