I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC COMMISSION MARCH 28, 1996 A regular meeting of the City of Temecula Public/Traffic Commission was called to order on Thursday, March 28, 1996, 7:00 P.M., at the City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. Chairman Coe called the meeting to order. PRESENT: 3 COMMISSIONERS: Johnson, Coe, Perry ABSENT: 2 COMMISSIONERS: Guerriero, Sander Also present were Traffic Engineer Marty Lauber, Police Sergeant Ron Crisp and Fire Battalion Chief Mark Brodowski. Chairman Coe called for non-agenda items at 7:05 P.M. Ed Dool, Sixth Street and Front Street, Transit Center, requested consideration of Commission approval for installation of a 4-way stop at Sixth Street and Front Street in Old Town. He stated this would facilitate left turns for the shuttle buses. He updated the Commission on the construction for the bus depot, which should begin construction late May, 1996. Commissioner Coe requested staff look into the request for a 4-way stop. Traffic Engineer Lauber responded that the City was currently researching this location to determine if a 4-way stop sign is warranted. Commissioner Perry requested that Front and Main Streets be researched for traffic signal consideration. CONSENT CALENDAR 1. Minutes of January 25.1996 and February 22.1996 It was moved by Commissioner Perry and seconded by Commissioner Johnson to continue Item 1.1 the Minutes of January 25, 1996, to April 25, 1996 and to approve Item 1.2 the Minutes of February 22, 1996. The motion carried as follows: AYES: 3 COMMISSIONERS: Johnson, Coe, Perry NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Sander, Guerriero MINUTES :03/28/96 PUBLIC/TRAFFIC SAFETY COMMISSION MARCH 28.1996 COMMISSION BUSINESS 2. Speed Limit on Margarita Road from Solana Way to Rancho California Road Traffic Engineer Marty Lauber presented the staff report. He explained that this location does not meet the 85 percentlie criteria for changing the speed limit. He also stated that a left comfort lane is needed in front of the apartments in order to facilitate vehicles turning into oncoming traffic. Staff recommended the reaffirmation of 45 MPH. Chairman Coe called for public comments at 7:30 P.M. Philip de Schauwer, 29549 Corg Way, expressed concern about speeding vehicles traveling from Margarita Hot Springs Road to Moraga Road on Margarita Road. He also discussed the location where Margarita Road narrows in front of the Villa condominiums where it is impossible to make a left turn out of the homes into the traffic. He recommended the speed limit be limited to 35 MPH on Margarita Road between Solana Way and Moraga Road. Commissioner Coe responded that it would be difficult to drop the speed limit. Lieutenant Domonoe responded that this area is not considered residential and therefore does not qualify for the 35 MPH limit. Traffic Engineer Lauber explained that the City is considering two (2) projects which would assist in easing traffic for residents: a joint use parking site with the elementary school on Moraga Road; and a park site where the road narrows between Solana Way and Winchester Road. Commissioner Perry requested information, about these projects be reported in the Traffic Engineer's Report, or as an agenda item next month if the timeline on these projects is scheduled for more than one year. It was moved by Commissioner Johnson and seconded by Commissioner Perry to recommend the City Council adopt a Resolution re-affirming the speed limit of 45 MPH on Margarita Road from Solana Way to Rancho California Road. This intersection has been added to the priority list for installation of a traffic signal, therefore staff requests denial of the request for the "All- Way" stop. It was moved by Commissioner Perry and seconded by Commissioner Johnson to deny the request for an "All-Way" stop at Margarita Road at Stonewood Road. "No Stol;)Ding" - Margarita Road between Rancho Vista Road and Pauba Road Traffic Engineer Lauber presented the staff report with an amendment to the posted time which is recommended to be from 6:00 A.M. to 3:00 P.M. It was moved by Commissioner Perry and seconded by Commissioner Johnson to approve a "No Stopping" zone to replace the existing "No Parking" zone on Margarita Road between Rancho Vista Road and Pauba Road. The motion carried as follows: AYES: 3 COMMISSIONERS: Johnson, Coe, Perry NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Sander, Guerriero TRAFFIC ENGINEER'S REPORT Traffic Engineer Marty Lauber reported on the following: Due to construction on Winchester Road, there is a need to divert traffic onto Rancho California Road. Signal cycles will be modified from Ynez Road to Diaz Road. The cycle schedule will be reviewed periodically to determine if it is working properly. Staff is working with the Starlight Ridge residents on an extensive report, which will be presented to the City Council at their April 23, 1996 meeting. MIIqUTES :03128196 3 PUBLIC/TRAFFIC SAFETY COMMISSION MARCH 28.1996 The traffic counters have been down and giving incorrect information. They are back on-line and staff will be able to present more information at the next meeting. Commissioner Coe asked if the Starlight Ridge residents were pleased with the progress in their area. Traffic Engineer Lauber responded that he did not know if they were and that Mr. Bruckman had met with the Mayor to discuss installation of one-way streets or a cul-de-sac on Cosmic Drive. Staff is keeping a close look at the area and conducting an extensive study and will be relocating the radar trailer to a better position. Commissioner Johnson asked the status of the installation of flashers adjacent to school zones which had been recommended for approval by the Commission. Traffic Engineer Lauber responded that this project is being funded by the City from the FY96/97 budget. He also stated that one additional flasher is being added at the Paloma Del Sol Elementary School. POLICE REPORT Police Sergeant non Crisp reported on the following: Temecula officers spent 28 hours during the month of February, 1996 in the Starlight Ridge area. Ten (10) citations were issued, five (5) on Cosmic Drive and five (5) on Rancho California Road, which were mostly residents of Starlight Ridge. He is working with Traffic Engineer Lauber on researching the Starlight Ridge resident's concerns. · A SCAIR Operation is scheduled for Saturday. · Citations are up 1 O0 from last year at this same time. There is a change of the Officer in Charge of the Radar Trailer as of April 11, 1996, which will allow it to be utilized 12-14 hours per day. Commissioner Perry commended the Police Department for their extensive visibility on the streets of Temecula. Commissioner Johnson concurred with Commissioner Perry and thanked the officers for the good work they do. FIRE CHIEF'S REPORT Due to a call to Battalion Chief Mark Brodowski, no report was given. MINUTES:03/28/96 4 PUBLIC/TRAFFIC SAFETY COMMISSION MARCH 28.1996 COMMISSION REPORT Commissioner Johnson asked how the newly installed right turn on South Winchester Road was working. Traffic Engineer Lauber responded that the delineators to the south had not been keeping people out of the turn and it will be extended to correct this. Commissioner Perry expressed concern that the right turn only sign into Palm Plaza is not visible to oncoming drivers. Traffic Engineer Lauber responded that the delineators would be extended and the sign would be moved to a more visible location. He also asked the status of the study of Front and Main Streets, and Sixth and Front Streets in the Old Town circulation pattern. Traffic Engineer Lauber will provide a copy of the Old Town Specific Plan to the Commission. Commissioner Johnson stated that he would like staff to explore the possibility of an "All-Way" Stop at Sixth Street and Front Street. It was moved by Commissioner Johnson and seconded by Commissioner Per~y to adjourn the meeting at 8:50 P,M. The motion was unanimously carried. Chairman Charles Coe called the meeting to order. Chairman Coe called for comments on non-agenda items at 7:05 P.M. Frank Klein, 30180 Santiago Road, requested the Commission consider placing on a future agenda Temecula's Air Quality for a future meeting. He informed the Commission that new computations had been developed with the assistance of staff members All Moghadam, Assistant Engineer, and Marty Lauber, Traffic Engineer. Chairman Coe responded that the Commission would review the information provided and contact him shortly. Old Town Specific Plan Traffic Engineer Marty Lauber introduced Senior Planner John Meyer who highlighted the Old Town Specific Plan document. He also commented on the alignment changes on Diaz Road. Commissioner Perry stated that he had not completed the review of the Specific Plan document and he would also like to review the alignment changes on Diaz Road. It was moved by Commissioner Perry and seconded by Commissioner Sander that the Old Town Specific Plan be received and filed. The motion carried unanimously. 3. Speed Limit - Rancho California Road between Diaz Road and Moraga Road Traffic Engineer Marty Lauber presented the staff report and explained that the traffic survey had expired and all the speed surveys are being updated. Staff recommends 35 MPH be posted on Rancho California Road. Commissioner Johnson requested a presentation on the signal coordination and on the demand system and closed circuit T.V. being proposed on Rancho California Road and Ynez Road. Commissioner Guerriero requested a traffic study be conducted on Rancho California Road from Ynez Road to Moraga Road. It was moved by Commissioner Guerriero and seconded by Commissioner Perry that the Commission recommend the City Council adopt a resolution establishing speed limits on Rancho California Road between Diaz Road and Moraga Road at 35 MPH. "No Parking" and RestriDing on Pujol Street Traffic Engineer Lauber presented the staff report. He also stated that a 35 MPH speed limit is being investigated on Pujol Street. Commissioner Guerriero asked if "Children Playing" signs should be installed along with additional lighting due to the added transient traffic. Traffic Engineer Lauber responded that this was also being explored by staff. Minutes.p/t.04/25/96 2 PUBLIC/TRAFFIC COMMISSION APRIL 25.1996 Commissioner Sander expressed concern regarding the high crime rate in the Pujol Street area. Sergeant Crisp responded that the residents have been assisting police officers in cleaning up the area. It was moved by Commissioner Johnson and seconded by Commissioner Guerriero that the Commission recommend the City Council establish "No Parking"' on Pujol Street. Temporary "All-Way" Stop-Margarita Road at Rustic Glen Drive Traffic Engineer Marty Lauber presented the staff report. He informed the Commission that the opening date for the detour/signalization project has not been announced as yet. Commissioner Guerriero recommended an acceleration lane be considered at this intersection. Traffic Engineer Lauber responded that a lane will be installed prior to the all-way stop construction. It was moved by Commissioner Perry and seconded by Commissioner Johnson that the City Council adopt a resolution establishing a temporary "All-Way" Stop at the intersection of Margarita Road and Rustic Glen Drive. Chairman Coe commended staff on a remarkable job on the Starlight Ridge report and stated that he was pleased with what had been accomplished. POLICE REPORT Sergeant Ron Crisp reported on the following: · Traffic Citations are down. · Ms. Kathy Carwood has been assigned the responsibility for scheduling the Radar trailer which has been successfully implemented. Commissioner Guerriero recommended an article be published concerning the radar trailer. Sergeant Crisp responded that an article has been published in the local paper, Traffic Engineer Lauber reported that installation of a recorder on the Radar Trailer designed to verify readings for drivers will be implemented shortly. FIRE CHIEF'S REPORT Fire Battalion Chief Brodowski reported on the following: · Fire personnel have been training for 3 days on the defibrillator and are ready for the exhibit at the Balloon and Wine Festival. · Fire season is upon us, starting in mid-May. · The Public Safety Expo planning is taking place and it is expected to be bigger and better than last year's event Commissioner Perry recommended that Fire Chief Brodowski request a Proclamation from the City Council for the Expo, Commissioner Sander commended the Fire Department for the expert and expeditious manner in which they handle medical calls. Minutes.p/t.04/25/96 4 PUBLIC/TRAFFIC COMMISSION APRIL 25.1996 COMMISSION REPORT Commissioner Perry announced that the author of the original disaster plan for Temecula, Joe Hreah, will be speaking on Wednesday, May 1, at 10:00 a.m., at the Murrieta Fire Department. Commissioner Johnson will be on vacation and out of the Country for the May 23, 1996 Commission meeting. Commissioner Guerdero reported on the Joint Temecula/Murrieta Transportation Committee traffic study which recommends the Rancho California Road Interchange improvements as priority No. 1 over the Overland Overcrossing construction, due to funding. These are the two priorities that will go to City Council for approval. Commissioner Perry stated that the City Council needs to know the economic ramifications in order to make a credible decision. Traffic Engineer Lauber responded that the Winchester Road Interchange improvements will facilitate traffic movement from the west side to the east side of Temecula. Chairman Coe reported on the following: Requested staff review the speed limit on Hwy 79(S). He stated that 65 MPH is dangerous in that area. Traffic Engineer Lauber responded that Caltrans will be conducting a traffic study between Hwy 79(S) and Margarita Road and will not post 65 MPH signs until after the completion of the study. The pavement on Rainbow Canyon Road is in poor visual and structural condition, Traffic Engineer Lauber responded he would look into this. There is a constant pot hole on Front Street by the cement plant. Staff will look into this. Vice-Chairman Guerriero called the meeting to order. PRESENT: COMMISSIONERS: Guerriero, Perry, Sander ABSENT: COMMISSIONERS: Coe, Johnson Vice-Chairman Guerriero announced the excused absence of Commissioner Coe and Commissioner Johnson. The motion carried as follows: AYES: 3 COMMISSIONERS: Guerriero, Perry, Sander NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Coe, Johnson Speed Limit - Rancho California Road from Moraga Road to Margarita Road and Diaz Road to West City Limits Assistant Engineer All Moghadam presented the staff report updating the Commission on the speed survey which was completed in April. He stated there had been 13 accidents on Rancho California Road between Margarita Road and Moraga Road but none were speed related. Staff recommended a E0 MPH speed limit be maintained. Commissioner Guerriero expressed concern that visibility is limited when making a right- turn from Moraga Road to Rancho California Road looking east and asked if a re- alignment could be done. Assistant Engineer Moghadam responded that he was not aware of any realignment project but he will look into it. If sight distance cannot be improved, a "No Turn on Red" sign can be considered. MINUTES:5/23/96 1 PUBLIC/TRAFFIC SAFETY COMMISSION MAY 23. 1996 It was moved by Commissioner Perry and seconded by Commissioner Guerriero to accept staff recommendation and update the speed limit on Rancho California Road from Moraga Road to Margarita Road and Diaz Road to the West City Limits. The motion carried as follows: AYES: 3 COMMISSIONERS: Guerriero, Perry, Sander NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Coe, Johnson 3. SI;eed Limit - Pujol Street from Sixth Street to its Southerlv Terminus Assistant Engineer All Moghadam presented the staff report and stated that complaints have been received concerning excessive speed on Pujol Street. Staff recommends a 30 MPH speed limit be posted in that area. The center line is currently being re-striped to the actual center of the roadway. Commissioner Guerriero expressed concern with the limited lighting in that area and because vehicles may tend to go faster at night when the center line is re-aligned. He asked if the Commission could review this item after tonight's action. Assistance Engineer Moghadam responded that the item would be brought back to the Commission for review at a future meeting following the proposed restriping of the centerline. Sergeant Crisp spoke in support of the 30 MPH speed limit, and he stated that vehicles have been clocked at 45 MPH with the Radar Trailer on Pujol Street. Commissioner Guerriero stated that perhaps 25 MPH should be considered. Assistant Engineer Moghadam responded that 25 MPH is not allowable per the Vehicle Code for this kind of area and he is concerned it will not be enforceable by radar. Commissioner Perry stated that City Council could authorize lowering the speed limit to 25 MPH, if the Commission so recommended. Sergeant Crisp stated that the Police Department could enforce the 25 MPH speed by pacing the vehicles instead of using radar. It was moved by Commissioner Perry and seconded by Commissioner Sander to approve staff recommendation of 30 MPH on Pujol Street, and the Commission will review this item in 90 days. MINUTES:5/23/96 2 PUBLIC/TRAFFIC SAFETY COMMISSION MAY 23, 1996 The motion carried as follows: AYES: 3 COMMISSIONERS: Guerriero, Perry, Sander NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Coe, Johnson 4. Rancho Highlands Subdivision "Stop" Sign Installation and Traffic Control Assistant Engineer All Moghadam presented the staff report and stated that a sight limitation existed on Tierra Vista Road at Buckeye Road. Assistant Engineer Moghadam has spoken with one resident of the area and learned that high speeds have slowed down, but a speed survey is needed in order to establish speed limits. Commissioner Perry expressed opposition with location #2 Via Fanita at Calle Nacido and location #3 Corte Rialto at Via Fanita, but supports installation of the stop sign on Buckeye Road at Preece Lane. He expressed opposition to controlling residents in their own track. Commissioner Sander recommended that stop signs be approved by the book and not by the request. Signalization at Rustic Glen Drive and Margarita Road will go out to bid on May 30, 1996. Signalization interconnect project will be presented for information at the next Commission meeting by the consultant. This program will make it possible to monitor and modify traffic lights in the new City Hall. Commissioner Guerriero asked if the on and off ramps will be seen by the equipment. Assistant Engineer Moghadam responded this would be considered as part of the project. Commissioner Perry recommended that the Commission review plans for the proposed mall in order to make recommendations to the Planning Department in regard to traffic circulation and traffic issues. POLICE CHIEF'S REPORT Sergeant Rodney Crisp reported on the following: · A pedestrian accident which occurred this month was fatal. · Traffic collisions overall are down. · All the SCAIR projects have been very successful. Commissioner Guerriero asked the status for additional funding for the Police Department. Sergeant Crisp responded that the Department was working on a grant to be funded by October. Commissioner Guerriero asked if the Commission could help by recommending to the City Council that the City purchase a breathalator for the department. Sergeant Crisp responded that the CHP may donate this and they may also assist in obtaining a trailer for transportation of the breathalator equipment. Commissioner Guerriero asked if there had been any incidents of using pepper spray at the high school. Sergeant Crisp responded that no incidents had occurred. FIRE CHIEF'S REPORT None given. MINUTES:5/23/96 4 PUBLIC/TRAFFIC SAFETY COMMISSION MAY 23. 1996 COMMISSION DISCUSSION Commissioner Sander expressed concern that burglaries had increased. He also stated that the Walcott Corridor would be under construction within 2-3 weeks and will result in a big improvement in the traffic flow. Commissioner Guerriero recommended that the Commission be provided any plans for the construction of new elementary schools in Temecula. Commissioner Sander recommends that an additional exit be considered at the new high school. He recommended staff review traffic circulation in future school construction projects in order to make recommendations or comments to the school district. Commissioner Guerriero reminded the Commission of the Joint Temecula/Murrieta Transportation Committee meeting on June 6, 1996, held in Temecula. Commissioner Guerriero requested the Radar Trailer be placed on Rancho California Road from Margarita Road going east. He also informed staff that the signals on Margarita Road and Rancho California Road, Rancho California Road and Ynez Road are not phasing properly, and are not consistent. Commissioner Perry requested the status of the right hand turn only sign at the south entrance of Palm Plaza on Ynez Road which is not visible. Assistant Engineer Moghadam responded that the work order had been submitted to stripe the right-turn lane. BACKGROUND: Each year 485,000 people will die from cardiovaseular disease. Of those, 250,000 will die out of the hospital prior to receiving medical care. Of these, up to 3/4 will be in a lethal heart rhythm that can only be corrected by electronic de~brillation. Early conversion of the heart to a normal rhythm is vital in the care of cardiac patients. If a shock is given within 4-8 minutes of the persons collapse, the pattern survival rate can be up to 48% when combined with CPR, oxygen, and followed by a cardiac medicalions delivered by paramedics (American Heart, 1992). The Laerdal Heartstart 3000 is a portable battery powered semi-Automatic Electronic De~brillator (AED) unit. The initial price of the AID, spare battery, spare command module, battery charger and computer hardware for downloading the command module is $5,643.69. Additional AED units (minus the $982.14 computer bardwere) are priced at $4,661.55, with spare batteries priced at $148.72 each. In addition to Emergency Medical Training, the initial training for personnel earrifled to operate the AED is a 3 hour video segment, followed by a 4 hour "bands-on" training class given by paramedic instructors. All personnel that are AED certified receive refresher training every 1-3 months. Currently, Engine 12, Truck 73 and Engine 84 all carry an AED for widespread coverage of the City. This grant is intended for use on projects which will reduce air pollution. Air pollution can be reduced by reducing stop delays at signalized intersections which can be achieved by coordinating and optimizing the waffle signal timing on major arteries within the City. The other benefits of this project include reduced overall delay and congestion on major arteries within the City and reduced fuel consumption. To achieve these goals within the federal and state guidelines, a comprehensive analysis of the existing conditions and the available technology was necessary. Some of the major tasks in this project include installation of communication devices which will link all traffic signals within the City to a central control system at the new City Hall and development and implementation of a coordinated signal timing which cotrid be monitored and modified from the central control room located in the City Hall. The preliminary investigation and design of the system has been completed and the design team is currenfiy preparing the final plans for the project. The consulting firm of Albert Grover and Associates has extensive experience and knowledge in this type of project and has successfully completed several similar projects for other cities in the Southern California region. FISCAL IMPACT: A grant in the amount of $537,800 has been allocated to this project from CMAQ Funds which is a Federal grant and is administered by Caltrans. The City will be reimbursed for the cost of design and implementation of the project following its completion. The California Department of Transportation Traffic Manual has established four (4) criteria for lhe consideration of multi-way "Stops". These requirements are as follows: 1. Minimum Traffic Volumes a. The tom vehicular volume entering the intersection from aH approaches must average at least 500 vehicles per hoar for any eight (8) hours of an average day, and; The combined vehicle and pedestrian volume from the minor street or highway must average at least 200 units per hour for the same eight (8) hours, with an average delay to minor sweet vehicular traffic of at least 30 second per vehicle during the maximum hour, but; c. I-15/Winchester Road Interchange Modifications: The contractor is in the process of driving concrete foundation piles for both bridge abutments and the center support column, replacing the existing drainage channel adjacent to Palm Plaza with a underground storm drain, re-aligning an existing sewer main and installing street lights. The contractor is scheduled to begin bridge falsework construction immediately after the placement of concrete barrier rail along the sidewalk on the south side of the bridge. 2. Rancho California Skate Board Park: The contractor'~nas completed the landscaping and is in the process of finalizing a correction punch list prior to the scheduled opening on June 27, 1996. 3. Fire Station #84: The contractor has completed construction of the building masonary walls with the wood framing construction presently under way. Installation of structural steel to support the roof has also been completed as well as the sewer main in Pauba Road between La Primavera Street and the Fire Station. Construction of street improvements are scheduled to begin within six weeks, The project is scheduled to be completed by the fall of 1996. 4, Waloott Corridor; The project has been awarded to Genesis Construction at the City Council on June 11, 1996. The project will provide for the realignment of an underground waterline and a paved road surface on Nicolas Road, Calle Girasol, Calle Chapos, Walcott Lane and La Serena Way. A pre-construction meeting will be scheduled upon receipt of an executed contract along with bonding and insurance documents from the contractor. The project is anticipated to start by the end of June and be completed by April 1997. 5. Sam Hicks Monument Park Improvement Project: The contractor has completed the restroom masonary wails and has nearly completed the roofing. Paving of the parking lot was completed the first week of June. Installation of the walkways and the gazebo construction is scheduled for the second week of June. The improvements include the construction of a 950 square foot concession stand and restroom facility, asphalt parking lot, landscaping and irrigation improvements, and assorted park site amenities. Traffic Signal at Route 79S and Margarita Road/Redhawk Parkway: A complete 4-way traffic signal will be installed as part of the project as well as the removal of the median island on the south leg of the intersection to provide for a dual north bound left turn pocket. The agreement between the County of Riverside and the City for the costs of the design and construction has been executed. Construction will begin following the installation of the underground storm drain in the intersection proposed by the County Assessment District (AD 159) Project. 7. Interim Traffic Signal at Route 79S and Pala Road: A contract was awarded to Peek Traffic Inc. on March 12, 1996. This project will install a 3-way interim traffic signal at Route 79S and Pala Road. The ultimate improvements will be constructed when the new Pala Road Bridge is constructed and the highway is widened. A pre-construction meeting was held on April 11, 1996. The notice to proceed has been issued and the contractor has placed an order for the signal poles and=other necessary equipment. The expected completion date is in mid- Juty. 8. Interim Traffic Signal at Route 79S and La Paz Street: The contract was awarded to DBX, Inc. and a pre-construction meeting was scheduled for June 18, 1996, A 4-way interim traffic signal will be installed as part of the project at the intersection of Route 79S and La Paz Street, The contractor is expected to begin work during the last week in June. 9. Rancho California/Santa Cecilia Sidewalk Project No. 5: A pre-construction meeting was held on June 3, 1996. The contractor is expected to start work the week of June 17, 1996. The project will provide new sidewalk on the north side of Santa Cecilia Drive between Mira Loma Drive and Cosmic Drive. The contractor will be handing out the construction notice to the residents adjacent to the proposed sidewalk and to Vail Elementary School before construction begins. The contractor expects to complete the work by mid-July. 10, North/South Restroom Facility: A pre-construction meeting is scheduled to be conducted by the end of June. The project will be rehabilitating the existing restroom facility at the North/South ball fields in the Rancho California Sports Park. The work will include modifying both the men and women restrooms to conform with ADA (Americans with Disabilities Act) requirements and adding a A.C. handicap parking space just north of the existing building. Work is anticipated to start by the first week of July and be completed by August. 11. Sports Park Creek Restoration: The contractor began work on the Creek Restoration Project on May 24, 1996. Work presently underway consists of the installation of the ball field drain lines and a concrete walkway along the north side of the creek. Installation of the irrigation system is scheduled to began the week of June 18th. The project includes the Monthly Acdvity RepoR June 25, 1996 Page 3 installation of landscaping and gabion slope protection along the channel slopes to mitigate erosion. Underground drainlines will be installed to reduce ball field surface ponding. City Hall Modification: Work on the City Hall building improvements began on May 30, 1996. The demolition work has been completed and the structural steel work along with the electrical, plumbing and mechanical improvements began the second week of June. Final completion of the improvements is scheduled for the end of August. 13, Traffic Signal at Margarita Road and Rustic Glen Drive: The project has been awarded and a pre-construction meeting will be scheduled upon receipt of an executed contract along with bonding and insurance documents from the contractor. The signal poles and controller have been ordered to expedite the signal installatiQ,q. The County's Winchester Road Widening Project from Margarita Road to Murrieta Hot Springs Road is scheduled to conduct a pre-construction meeting on June 19, 1996. If the signal is not operating prior to the County's contractor starting the road work, then a 3-way stop will be installed at the intersection of Margarita Road and Rustic Glen Drive. II. OUT TO BID: 1, city Maintenance Facility: The project plans and specifications were approved by the City Council on March 26, 1996 and the project is out to bid. The bids will be opened June 27, 1996. Award of bid by City Council is scheduled for July 9, 1996. II1. WORK IN DESIGN: 1. I-15/Rancho California Road Interchange Modifications: This project provides for the widening of the Rancho California Road bridge over the 1-15 freeway and construction of a northbound loop on-ramp. Authorization to acquire the necessary right-of-way for the project has been approved for the two parcels that are required to construct the northbound exit ramp. Final revisions have been made by the consultant and the plans and specifications were resubmitted to Caltrans on May 6, 1996, for approval and authorization to bid the project. 2, I-15/Overland Drive Overcrossing Improvements: The consultant has revised the roadway and structural plans and resubmitted to Caltrans the week of March 18, 1996. The consultant will revise the structural plans when they receive the electrical relocation sheets for the 12 KV and 33 KV power lines. SCE is currently trying to find a route for the relocation of the 115 KV power Monthly Activity Report June 25, 1996 Page 4 lines. 3. City Wide Intelligent Traffic Management System {ITMS]: Data collection has been completed and the consultant has submitted a discussion paper. for the proposed improvements as well as various options on the available hardware and software. Staff has reviewed the various alternatives and has finalized the project scope. Currently, the consultant is preparing the construction plans for the installation of communication system between the traffic signals. This project will interconnect all major arterials and wUI coordinate traffic signals along the major corridors in the City. Staff will be able to monitor the traffic from the new city hall and make timing adjustments as necessary. This project has been funded by Congestion Mitigation and Air Ouality (CMAQ} funds which is a federal funding source and is administered by Caltrans. 4. Emergency Generator: The project incl~cles installing an emergency generator at the Community Recreation Center to provide power for emergency operations. Revised plans were submitted by the consultant and staff has completed final review. Staff will request authorization to solicit public construction bids from the Council on June 25, 1996. Advertising for bids is anticipated to occur in early July. 5. Margarita Community Park: The plans and specifications were submitted for preliminary review and were returned to the architect for revision. The project includes picnic areas, a tot play area, restroom facilities and open turf areas. The development of two ball fields on the School Districts property, two lighted tennis courts, and one lighted roller hockey facility will be bid as add-alternates. 6. Part One Crime statistics are broken down by individual districts within the City, providing stable parameters for monitoring criminal activity, and aiding in planning police resource deployment. The Police Department issued 431 citations last month, which compares with 543 issued in May of 1995. The number oftraffc collisions remained consistent with that reported last years. Temecula experienced no fatal traffic collisions last month. Arrests for driving under the influence of alcohol decreased from May of 1995. Reported burglaries and robberies increased from last year, while reported grand thefts, felony assaults and auto thefts decreased. None of these changes are viewed as statistically significant. Total arrests made during the month decreased by thirteen over 1995. The Police Department responded to thirty "priority one" calls for service during the month of May, with an average response time of slightly over six minutes. A total of 2,306 calls for police service were generated in the City of Temecula during the month. The Police Department's Special Enforcement Team made twenty-four arrests for narcotics related offenses last month, and wrote and served five search warrants. The Team seized methamphetamine, heroin, cocaine and marijuana with an estimated street value exceeding 650 dollars. POLICE DEPARTMENT ACTIVITY MAY 14, 1996 The Police Department's two School Resource Officers completed forty-seven reports that would otherwise have been assigned to patrol officers. They made seven arrests, issued four citations and returned seven truants to their respective campuses. The Police Department's two crime prevention officers conducted sixty-one business checks last month. One article concerning vacation security was written for the June edition of the Valley Business Journal. Two neighborhood watch meetings were held. Volunteers Rom the community continue to be an integral part of the Temecula Police Departmem's staff. Under the guidance of volunteer coordinator Ed Bekas, the Police Department's volunteer staff contributed 457 hours of service in May.
