AUGUST 22, 1996
A regular meeting of the City of Temecula Public/Safety Traffic Commission was called to order
on Thursday, August 22, 1996, 7:00 P.M., at the City Hall Main Conference Room, 43174
Business Park Drive, Temecula, California. Chairman Coe called the meeting to order.

Also present were Assistant Engineer All Moghadam, Police Lieutenant Jim Domenoe,
Administrative Secretary Anita Pyle, and Minute Clerk Pat Kelley.
Chairman Coe called for non-agenda items at 7:00 P.M. There were no items.

2. Speed Limit - Pujol Street from Sixth Street to its Southerly Terminus
Assistant Engineer All Moghadam presented staff recommendation to retain the recently
established posted speed limit of 30 MPH on Pujol Street between Sixth Street and its
southerly terminus. On May 23, 1996, the Commission approved the 30 MPH speed
limit on Pujol Street. At that time, improvements such as establishment of "No Parking"
zones adjacent to all driveways, relocation of the centerline striping, and installation of
additional street lights on existing Southern California power poles were planned. The
Commission asked staff to bring the 30 MPH speed limit matter back following
implementation of the improvements. After completion of the improvements, staff
conducted a new Traffic and Engineering Survey and there was no major change in the
prevailing speeds on Pujol Street between Sixth Street and First Street and on Pujol
Street between First Street and its southerly terminus.

3. "No Parking" Zone - Via la Vida between Margarita Road and Via Renate
Assistant Engineer All Moghadam presented staff recommendation that the
Public/Traffic Safety Commission recommend the City Council adopt a resolution
establishing a "No Parking" zone on Via la Vida between Margarita Road and Via Renate.
Due to Via la Vida's narrow width, parked vehicles on its south side, and a relatively
sharp horizontal curve midway between Margarita Road and Via Renate which limits the
visibility of oncoming vehicles, eastbound traffic occasionally crosses over to the
westbound travel lane. In order to stripe a centerline on this roadway, it is necessary
to restrict parking on the north side of Via la Vida to allow adequate width for south
side parking and two (2) 12-foot travel lanes for east and westbound traffic.
Commissioner Perry stated he is against using red paint unless absolutely necessary and
he has never seen cars parked on the north side of Via la Vida.
Chairman Coe agreed that he didn't recall ever seeing cars parked on the north side.
Mr. Moghadam stated the issue is to stripe the centerline to eliminate traffic easing into
the on coming traffic lane, and in order to do that, parking must be restricted.
Lt. Domenoe commented with a centerline in place, it is easier to justify who was on
the wrong side in an accident situation.
It was moved by Commissioner Perry and seconded by Commissioner Johnson to recommend
the City Council adopt a resolution establishing a "No Parking" zone on Via la Vida between
Margarita Road and Via Renate.

4. "No Parking" - Ynez Road between Rancho Highlands Drive and Rancho Vista Road
Assistant Engineer All Moghadam presented the staff recommendation that the
Commission recommend the City Council adopt a resolution establishing a "No Parking"
zone on the west side of Ynez Road between Rancho Highlands Drive and Rancho Vista
Road. Ynez Road, between Rancho California Road and Pauba Road, is designated as
a major four-lane roadway on the City of Temecula Circulation Element of the General
Plan. There is an existing "No Parking" zone on the west side of Ynez Road between
Rancho California Road and Rancho Highlands Drive. The proposed "No Parking" zone
will establish a continuous parking restriction on Ynez Road from Winchester Road to
the beginning of the bike lane, north of Rancho Vista Road and will eliminate potential
hazards caused by motorists who may park on the west side and try to cross Ynez Road
to visit the duck pond.
Mr. Frank Flynn, 27735 Tierra Vista Road, Temecula, stated that when vehicles are
parked on Ynez Road, traffic is forced to cross over the centerline. It is particularly bad
when a large truck or motor home is parked there as visibility is severely hampered. It
is very difficult to make a left turn onto Ynez Road from Tierra Vista Road with parked
cars on Ynez Road. Whenever Embassy Suites has an event, there is a lot of parking
on the west side of Ynez Road. Additionally, there is no lighting in that area.
Chairman Coe raised the issue of looking at another alternative such as widening the
road. Assistant Engineer Moghadam responded that widening of Ynez Road is not on
the Five-Year Capital Improvement Plan at this time. Even if such a widening project
was approved today, it would be years before construction.
Chairman Coe stated he saw conflicts with people exiting onto Ynez Road from Oscar's
Restaurant. Mr. Moghadam answered that Oscar's Restaurant does not have access to
Ynez Road; only to Rancho California Road. When the duck pond parking lot is
developed, it is possible Oscar's Restaurant will tie in and utilize the exit at Rancho
Highlands Drive.
Commissioner Perry asked the length of the "No Parking" zone. Mr. Moghadam replied
300 feet of red curb and additional 1000 feet which will be designated as "No Parking"
with signs.
It was moved by Commissioner Johnson and seconded by Commissioner Perry to recommend
to the City Council adoption of a resolution to establish a "No Parking" zone on the west side
of Ynez Road between Rancho Highlands Drive and Rancho Vista Road.

TRAFFIC ENGINEER'S REPORT
Assistant Engineer Moghadam reported on the following:
Traffic Signal at Hwy 79(S) and Margarita Road/Redhawk Parkway, contractor
is doing minor work in preparation for the signal installation until the County
Assessment District Project is completed.
Interim Traffic Signal at Hwy 79(S) and Pala Road, signal will be turned on
Tuesday, August 27, 1996.
Interim Traffic Signal at Hwy 79(S) and La Paz Street, traffic signal project has
been awarded and poles ordered. Project is expected to be completed in a
month.
Traffic Signal at Margarita Road and Rustic Glen Drive, contractor has started
project and signal should be in operation in approximately three (3) weeks,
Traffic Signal at Rancho California Road and Cosmic Drive, poles are expected
to arrive by the end of August. Signal should be in operation by the end of
September 1996.
City-Wide Traffic Control Device Inventory, all City streets have been videotaped.
The Engineering staff will be able to retrieve the data from their computers. This
inventory will be especially helpful for the Maintenance Department.
City Wide Intelligent Traffic Management System (ITMS), bids for Phase I, which
includes installation of conduits from the new City Hall to Lyndie Lane, are to be
opened September 12, 1996.
Traffic Signal at Hwy 79(S) and Bedford Court, plans, specifications and
encroachment permits have been submitted to Caltrans. Hopefully
encroachment permits will be issued in six (6) months with a traffic signal in
operation within a year.
Traffic Signal at Margarita Road and Solana Way, signal should be in operation
by March 1997.
Mr. Moghadam reported on the progress of issues raised at the July 25, 1996 meeting.
· Installation of median barriers on Interstate 15
Public Works Director Joseph Kicak met with Caltrans District 8 Director,
Caltrans is reviewing the issue to determine justification.
· Rainbow Canyon Road resurfacing schedule.
The resurfacing is currently scheduled for 1999/2000. A proposed Pavement
Management Study may change that timing.
· Exits for Oscar's Restaurant

There is no driveway to Ynez Road at this time. The only exit is onto Rancho California
Road. When the parking lot for the duck pond goes in, a driveway will be realigned to
Rancho Highlands Drive and it may be possible for Oscar's Restaurant to utilize that
driveway.
POLICE CHIEF"S REPORT
Lt. Domenoe stated the Traffic Violations statistics were rerun and the corrected
numbers are: Total violations for July 1996: 654; Hazardous: 394; Non-Hazardous: 158
Commissioner Perry asked Lt. Domenoe about Councilmember Ron Roberts' memo to
City Manager Ron Bradley. Lt. Domenoe replied that Mr. Roberts and Police Chief Peter
Lebahn met and discussed the issues contained in the memo. The following agreements
were reached:
The Police Department will continue to work the special projects as they are
geared toward education and it is believed education is probably more important
than writing citations.
People, especially teenagers, pay more attention to a fully-equipped policeperson
talking about enforcement than anyone else.
It is the Traffic Sergeant's call to determine involvement in follow-up of hotline
or City requests. If people think they have a problem, it has to be investigated.
On the other hand, people need to recognize that the police can only be in so
many places at one time.
It is difficult to maintain goals when the normal enforcement situation is reaction
to a problem.
Commissioner Perry remarked it was his observation that the level-of-view of the police
was above that usually seen in cities the size of Temecula.
Chairman Coe agreed with Commissioner's Perry remark and said the high school
students really paid attention to the fully-equipped motorcycle officers speaking to
them.
Lt. Domenoe reported the Public Works Department and the Police are putting together
a trailer equipped with traffic control devices which the Police Department can utilize
when necessary. This will eliminate having to call out City crews for traffic control due
to an accident.

Request for Financial Assistance by the Temecula Volunteer Fire Depar~nent
RECOMMENDATION:
That the Public/Traffic Safety Commis~'on review the request from the Temecula Volunteer Fire Department
for financial assistance.
BACKGROUND:
At the July 2.5, 1996 Public/Traffic Safety Commission meeting, Mr. Jim Nelson, Treasurer of the Temecula
Volunteer Fire Department, requested financial assistance in the amount of $24,446.17. The requested
funding, if approved, would be used to pay off an existing loan on a fire truck and to purchase a de~brillator.
Although the Temecula Volunteer Fire Department's contribution to the community is recognized and greatly
appreciated, staff is unable to make a recommendation to approve or deny requests concerning dissemination
of public funds. Budgetary decisions are made at the City Council level. Therefore, this request should be
submitted to the City Council for review and consideration.

Speed Limit - Commerce Center Drive from Via Montezuma to Rider Way
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council, adopt an ordinance establishing
a speed limit on Commerce Center Drive from Via Montezuma to Rider Way.
BACKGROUND:
The City received a request to determine if a 25 MPH prima facie speed limit for a "Business District" as
defined by the California Vehicle Code (CVC) applies to Commerce Center Drive.
Commerce Center Drive between Via Montezuma and Rider Way is a 44 foot wide street which provides
access to several commercial and light industrial businesses. Commerce Center Drive is also designated as
"Service Commercial" and "Light Industrial" on the City's zoning map.
Although the CVC's definition of "Business District" is not as precise as definition of "Residence District", it
appears that Commerce Center Drive meets the CVC requirement for determination of a "Business District".
However, Section 22357 (a) of the CVC states that the local authorities upon the basis of an Engineering and
Traffic Survey may increase the prima faeie speed limit of 25 MPH to a more appropriate speed to facilitate
the safe and orderly movement of traffic.
Posted speed limits are primarily based on an analysis of prevailing speeds (851h percentile), as measured in
the field, acoident history and roadway conditions. Section 627 of the CVC defines Engineering and Traffic
Survey as follows:
Engineering and Traffic Survey
627.(a)"Engineering and Waffle survey", as used in this code, means a survey of highway and traffic
conditions in accordance with methods determined by the Depa, i~,,ent of Transportation for use by
the state and local authorities.
Co)An engineering and traffic survey shall include, among other requirements deemed necessary by
the department, consideration of all of the following:
(1) Prevailing speeds as determined by traffic engineering measurements.
(2) Accident recerda.
(3) Highway, traffic, and roadside conditions not readily apparent to the driver.

2. Two (2) speed related accidents were reported on Commerce Center Drive within a 12 month period.

Calltans Traffic Manual states that in absence of excessive number of accidents and unusual conditions, the speed limit should
be posted at the first 5 MPH increment below the 851h pereentile speed. Therefore, a speed limit of 35 MPH is recommended
for Commerce Center Drive between Via Montezuma and Rider Way.

Removal of Unauthorized Parking Restriction - Mira Loma Drive
RECOMMENDATION:
That the Public/Traffic Safety Commission review and direct City staff to remove the unauthorized parking
restriction on Mira Loma Drive adjacent to Rancho Apartments driveways.
BACKGROUND:
Mira Loma Drive fronting the Rancho Apartment complex is a 44 foot wide public residential collector sweet.
Recently, the City was notified of an unauthorized parking restriction on the north side of Mira Loma Drive
adjacent to the two (2) driveways which provide access to Rancho Apartment complex. This unauthorized
parking restfiction was initialed by the owner of the Rancho Apartments without the City' s consent and without
the necessary Publie/Traffic Safety Commission review and City Council resolution.
We have determined that the curbs have been painted red on both sides of the two (2) existing driveways by
a contractor retained by the owner of the apartment complex without the City' s approval.
Although the rationale behind this unauthorized parking restriction is unknown, it does not appear to be safety
related. There is adequate sight distance from these driveways and no accidents have been reported on this
segment of Mira Loma Drive from July, 1995 to July, 1996. Therefore, since this parking restriction is
unnecessary and unauthorized, it should be removed immediately.

Rancho Vista Road near the Community Recreation Center/Sports Park
RECOMMENDATION:
That the Public/Traffic Safety Commission review and file fixis report regarding pedestrian safety on Rancho
Vista Road near the Community Recreation Center/Sports Park, and consider establishing a "No Parking" zone
on the north side of Raneho Vista Road west of Margarita Road.
BACKGROUND:
Recenfiy, Traffic Engineering staff was directed to evaluate the safety of pedestrians who cross Rancho Vista
Road at or near the Community Recreation Center (CRC) and Sports Park.
Rancho Vista Road, in the vicinity of the CRC is a 64 foot wide street which is designated as a secondary 4-
lane roadway on the City's circulation element of the General Plan. Currently, Raneho Vista Road, west of
Margarita Road is striped to provide one (1) west bound lane and two (2) eastbound lanes which are separated
by a double yellow centerline. Parking is resWieted on the south side of Rancho Vista Road due to an existing
striped bike lane. Currently parking is permitted on the north side of Raneho Vista Road for a distance of
approximately 850 feet to the west of Margarita Road intersection. Parking is restricted with b'~ce lane
markings to the west of this location. The posted speed limit on this segment of Rancho Vista Road is 45
MPH.
A pedestrian and vehicular volume count and a speed survey was conducted on Rancho Vista Road in from
of the CRC and Sports Park. The following data was obtained on Saturday, September 14, 1996 between 9:00
a.m. and 11:00 a.m., which was a typical weekend with several activities taking place at both the CRC and
Sports Park. Only three (3) pedestrians corssed Rancho Vista Road after parking on the northside of the road
during the two (2) hour study period, 1,024 vehicles were observed during the same period. The 851h
percentHe speed was measured at 47 MPH. Adequate parking was available at both the CRC and Sports Park
parking lots.
Caltrans Traffic Manual has established warrants and guidelines for installation of "school cross'mg traffic
signals", "flashing yellow beacons" and "crossing supervision". However, since this location is not on a
"Suggested Route to School" and the pedestrian volume is very low, warrants for the above options can not
be met. In addition, due to a horizontal curve on Raneho Vista Road in the vicinity of the CRC which reduces
the sight dislance, the relatively high approach speed and the 64 foot wide roadway section, pedestrian crossing
at this location should be discouraged. Since the newly constructed 300 parking stall parking lot at the Sports
Park meets the demand for parking for almost all occasions and events which are held at the CRC and Sports
Park, the parking on the north side of Raneho Vista Road west of Margarita Road can be eliminated to provide
a continous and unintrupted bike lane and to eliminate pedestrian crossing at this location.

Public/Traffic Safety Commission Meeting
That the Public/Traffic Safety Commission establish a specific meeting date for the months of October,
November and December, 1996 Commission Meeting.
BACKGROUND:
Due to the upeomin~ relocation to the new City Hall facility in October and the upcoming holiday season, it
is recommended ~hat the Commission consolidate the meetings of October, November and December, 1996
into one meeting. Staff recommends combining the three (3) meetings into one (1), to be scheduled for
Thursday, December 12, 1996 at 7:00 p.m. at City Hall 43200 Business Park Drive.

CAPITAL IMPROVEMENT PROJECTS
Monthly Activity Report

I. WORK UNDER CONSTRUCTION:
1. I-15RVinchester Road Interchange Modifications:
The contractor has constructed the concrete columns for the new bridge section
along the center of the freeway. The contractor is forming the false work for the
Santa Gertrudis Bridge Widening and installation of the concrete deck will occur
during the next two weeks. A tieback retaining wall is being constructed under the
bridge along the new northbound loop on-ramp and is scheduled to be completed by
the end of September. When the contractor completes the tieback retaining wall,
construction on the Winchester Road prestressed box girder bridge can be started.
2. Fire Station #84:
Roof framing is near completion with roof tile placement scheduled for the last week
of September. With the exterior masonary and framing in the final stage, installation
of exterior masonary veneer and wall stucco is scheduled the 1st of October. Interior
drywall installation should also be underway by this time. Grading of Pauba Road
continues with placement of the curb and gutter anticipated to be installed the last
week of September.
3. Walcott Corridor:
The contractor has installed the first of two temporary above ground water line
systems. This system is along Walcott Lane and will provide continuous water
service for the property owners while the existing water main is remove and a new
main installed. The second temporary system which will be along Calle Chapos and
Calle Girasol is expected to be installed in October. The contractor is still preparing
for the mass grading operations which should start in two to three weeks and last for
at least two months. The contractor expects to complete this project in May of
1997.
4. Sam Hicks Monument Park Iml~rovement PrOject:
The contractor has completed the concession stand/restroom building and the brick
paving for the church and monument areas. Lattice work for the church courtyard
is nearly complete. Installation of the gazebo will begin the third week of September
with the final landscaping, fencing and parking lot striping scheduled for completion
the first week of October. The improvements include the construction of a
concession stand and restroom facility, asphalt parking lot, landscaping, gazebo and
assorted park site amenities.
5. Traffic Signal at Route 79S and Margarita Road/Redhawk Parkway:
The City has received poles and mastarms which are stock piled in the city yard. The
contractor is currently coordinating the work with the contractor for the road

widening project. This project should be completed by November.
6. Interim Traffic Signal at Route 79S and Pala Road:
The traffic signal has been installed per the Caltrans approved plans. Currently, the
city is in the process of obtaining a permit for addition of a left-turn arrow from
westbound 79(S) to southbound Pala Road and road widening at the southwest
corner to allow for a larger truck turning movement.
7. Interim Traffic Signal at Route 79S and La Paz Street:
The contractor has received the signal poles and other signal equipment and is
currently scheduling the underground work, which should be completed within a few
weeks. This project is expected to be completed by the end of November.
8. North/South Restroom Facility:
The contractor has received all of the necessary supplies and materials for this project
and is expected to start demolition work the week of September 16. This project will
be modifying the restroom facilities at the North/South ball fields in the Rancho
California Sports Park. Once the project is completed the restrooms will conform
with ADA (Americans with Disabilities Act) requirements. The contractor should be
completed with the building modifications and a handicap parking stall by October 14.
9. Sports Park Creek Restoration:
The majority of the work for this project has been completed. A walk through
inspection was conducted with the contractor on August 29. Corrections are
underway and a final walk through inspection is scheduled September 16. A 90-day
landscape maintenance period will begin thereafter. Project improvements include a
concrete sidewalk and gravel trail along the top of the channel bank, sub drain lines
to drain the ballfields, gabion channel protection, irrigation and landscaping including
trees shrubs and turf.
10. City Hall Modification:
The new city hall modification work is in its final stage. The contractor has
completed the installation and finish work for the partition walls and doors along with
the installation of the lighting system. Placement of carpet and floor tile are
scheduled for completion by the second week in September. Wiring installation for
the computers, phones and security system is presently underway. Installation of the
furniture and cabinet work is also in progress. Installation of the audio/visual system
is proceeding and will require an additional four to five weeks to complete.
11. Traffic Signal at Margarita Road and Rustic Glen Drive:
The pole foundations and most of the underground conduit work has been completed.
The contractor is working with Southern California Edison to provide the necessary
power for the traffic signal. Once this is completed the signal will be up and running
within a week.

12. Emergency Generator:
The project includes installing an emergency generator at the Community Recreation
Center to provide power for emergency operations. The contract was awarded to
Rohm Construction, Inc. on August 13. A pre-construction meeting has been
scheduled for September 17 and construction is anticipated to begin the final week
of September. Completion of project is scheduled for mid-January, 1997.
13. City-Wide Traffic Control Device Inventory
The consultant has collected the preliminary data on the existing traffic control
devices within the city and currently is in the process of inputting the data in the
computer system. Anticipated completion date for this project is December.
14. Traffic Signal at Rancho California and Cosmic Drive:
Poles and mastarms have been ordered by the city to expedite construction of this
signal. This equipment was scheduled to be shipped on September 27. The
contractor anticipates that the signal could be in operationSwithin 2 to 3 weeks after
starting the work.
15. City Maintenance Facility:
Grading of the site began on September 10. The contractor anticipates placement of
the concrete footings by the end of September. This project includes the
construction of a two story maintenance building, storage bays, paving, fencing,
landscaping and irrigation. Project completion is scheduled for the end of February.
II. OUT TO BID:
1. City Wide Intelligent Traffic Management System {ITMS):
Phase I of this project which will install conduit from the new city hall to Lyndie Lane
is scheduled for bid opening on September 12. On September 13, staff will meet
with the design engineer to finalize the plans for phase II of this project.
II1. WORK IN DESIGN:
1. I-15/Rancho California Road Interchange Modifications:
Roadway plans will be resubmitted to Caltrans(District 8) on Wednesday, September
18 for final approval. The structural plans were resubmitted to Caltrans Division of
Structures and final approval and signatures should be completed by Wednesday,
September 18. The Construction Cooperative Agreement will be sent to the City
when the Agreement Section at Caltrans(District 8) is finished with it's review.
2. I-15/Overland Drive Overcrossing Improvements:
The structural plans were signed by Caltrans Division of Structures on June 14,

1996. Roadway plan comments were received by the consultant on September 10
and the roadway plans will be resubmitted to Caltrans(District 8) for signature by
Friday, September 20. The Construction Cooperative Agreement was approved by
the City Council on September 10.
3. Mergerite Community Park:
Preliminary review of the plans and specifications have been completed by staff and
returned to the architect for revision. As a result of meetings between TCSD and the
School District the plans will be revised to include certain improvements to the school
ballfields. Design review should be complete by mid-October. The project includes
picnic areas, a tot lot, restroom facilities and open turf areas. The development of
two ball fields on the School District's property, two lighted tennis courts, and one
lighted hockey facility will be as add-alternates to~ the construction documents.
4. Traffic Signal at SR-79S and Bedford Court
The preliminary design for this 3-way interim signal was submitted to Caltrans for
review on August 14. Caltrans is scheduled to complete the 1st plan check within
4 weeks of the submittal date. This traffic signal will be interconnected with the
traffic signal at the intersection of La Paz Road and 79(S) to allow for coordination
of the signals.
5. Traffic Signal at Margarita Road & Solana Way
The preliminary design for this interim traffic signal has been completed by the city
staff. This signal will utilize the existing equipment which are currently stored in the
city yard. The anticipated completion date for this project is February of 1997.
6. FY95-96 Pavement Management System
The consultant has submitted the first plan check for review and staff should be
returning the plans with comments by September 20. This project will rehabilitate
three streets, which include Rancho Vista Road, Solana Way, and LaSerena Way.

Also, City Maintenance staff responded to 31 service order requests ranging from weed abatement,
tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings.
This is compared to 19 service order requests for the month of July, 1996.
The Maintenance Crew has also put in 78 hours of overtime which includes standby time, special
events and response to street emergencies.

POLICE DEPARTMENT ACTIVITY REPORT FOR AUGUST, 1996
The following report reflects Part One Crimes, traffic enforcement and miscellaneous activity
occurring during August of 1996.
Part One Crime statistics are broken down by individual districts within the City, providing stable
parameters for monitoring criminal activity, and siding in planning police resource deployment.
The Police Department issued 581 traffic citations last month, which compares with 440 issued in
August of 1995. The number of traffc collisions remained relatively consistent with that reported
last year, with a modest increase in non injury collisions. Temecula experienced no fatal traffic
collisions in August.
Arrests for driving under the influence of alcohol decreased significantly ~'om August of 1995. Some
of this d~crease can be attributed to the end of the SCALP, interagency checkpoint program, and to
the fact that no checkpoints were conducted last month.
Reported burglaries, robberies grand thefts, felony assaults and auto thefts decreased. These changes
are not viewed as statistically significant. Total arrests made during the month declined over 1995.
The Police Department responded to forty "priority one" calls for service during the month of August,
with an average response time of slightly under six minutes. A total of 2,520 calls for police service
were generated in the City of Temecula during the month.
The Police Department's Special Enforcement Team made forty eight arrests for narcotics related
offenses last month, and wrote and served six search warrants. The Team seized methamphetamine,
heroin and madjuana with an estimated street value exceeding 15,000 dollars, and seized five

firearms. These figures are particularly impressive, and represent a record for number of arrests in
a given month by the team.
The Police Department's High School Resource Officer was assigned to patrol this month, as
Temecula Valley High School has been on Summer break. The School Resource Officer assigned
to elementary and middle schools completed two misdemeanor investigations, two non-criminal
investigations, issued four citations, made one physical arrest, and returned one truant to class.
Police Department crime prevention officers conducted fifty six business checks last month. One
article rifled, "Schemes, Scants and Flim-Flams" was written for the September edition of the Valley
Business Journal.
During the month, (Crime Prevention) Officer Kevin Rupe attended a two week Drug Recognition
Expert (DRE) instructor's course in Los Angeles, and will now be one of two Southwest Riverside
County-based police officers trained to certify other drug recognition experts.
Crime Prevention personnel, under the support and guidance of Sergeant Mitch Alto, continue
advance planning for this year' s Temecula Tractor Race.
Volunteers ~om the community continue to be an integral part of the Temecula Police Department's
staff.. Under the guidance of volunteer coordinator Ed Bekas, the Police Department's volunteer staff
contributed 412 hours of service in August. In addition to their usual duties, Police volunteers will
augment paid staffers at this year's Temecula Tractor Race.

August 1996 Activity Report
The following reflects the monthly fire suppression and fire prevention activity of your fire
department for the month of August.
It continues to be a very busy and destructive fire season for all local, state, and federal
fire agencies. Locally, there were some significant incidents to report during the month of August.
On 8/1, we assisted Murrieta with a 2 acre fire which started on the right shoulder of NB 1-15 and
spread eastward into some residential yards. On 8/7, 2 acid bombs were exploded in Temecula,
one in a Meadowview mailbox and one in a Roripaugh mailbox. Box mail boxes were totally
destroyed and our FD Hazmat team arrived to neutralize the remaining acid and insure that all
hazards were removed. On 8/9, an underground electrical vault exploded causing a power outage
along Front Street from Calle Cortez South. Traffic signals, Bianchi, and several other businesses
were affected for about an hour. We sent a full commercial fire response to this incident and
coordinated with police and business owners during this event. Also on 8/9, we controlled a fire at
10 acres on Winchester Road near Benton Road. This fire had the potential to burn about 400
acres. On 8/20, someone at 43250 Business Park Drive discovered the remnants of a drug lab in
their company dumpster. This is next door to and just South of City Hall. Riverside County Fire
Department Hazmat Team responded along with County Health to neutralize and remove the
hazards.
In town, we met with 160 people this month to discuss both fire and earthquake safety.
We made presentations to the employees of 1 st. Pacific Bank and the ABC Pre-school. I firmly
believe that a significant part of our low fire incidents in Temecula is in pan due to our local fire
prevention and education efforts. We appreciate your support in our everyday operations. The
emphasis placed on Public Safety by our City Council, City Staff, and City Commissions provides
an excellent foundation from which to successfully perform our fire service functions.

This fire season appears like it will last well into the fall if the weather continues as it has
been. We urge everyone to be careful when mowing weeds with mowers and tractors. Many fires
have been started by weed abatement efforts conducted in the late, hot, dry afternoons. Do weed
abatement in the cooler, more moist mornings. County Fire Chief Mike Harris has promoted to
the CDF Southern California Area Chief position which oversees all CDF operations in Southern
California (San Diego, San Bernardino, Riverside, San Luis Obispo). Jim Wright has been
designated as the acting CDF / County Fire Chief for Riverside County until a permanent
assignment is made.
