JANUARY 23, 1997
A regular meeting of the City of Temecula Public/Traffic Commission was called to order on
Thursday, January 23, 1997, 7:02 P.M., at the City Hall Council Chambers, 43200 Business
Park Drive, Temecula, California. Chairman Markham called the meeting to order,

Also present were Public Works Associate Engineer All Moghadam, Police Sergeant Rodney
Crisp, Battalion Chief John Winder, Administrative Secretary Anita Pyle.
Chairman Markham called for non-agenda items at 7:05 P.M. There were no items.
COMMISSION CONSENT CALENDAR

It was moved by Commissioner Guerriero and seconded by Commissioner Johnson to
approve the Minutes of December 12, 1996.

2. SI;)eed Limit - Via Norte and Del Rey Road
Associate Engineer All Moghadam presented staff's recommendation to deny the
request to lower the speed limit from 35 MPH to 30 MPH on Via Norte and Del Rey
Road. He stated an Engineering and Traffic Survey, conducted on January 7, 1997, did
not support a lower speed limit. Also, these roads did not meet the criteria for prima
facie 25 MPH speed limit on "Residence District" as defined by the California Vehicle
Code. Mr. Moghadam also stated that the Meadowview Homeowners Association had
sent a letter, dated January 22, 1997, requesting stop signs at specific locations, but
staff has not had an opportunity to analyze the locations other than looking at last
year's traffic volumes which indicate warrants are not met.
Commissioner Johnson stated it is often necessary to consider sight distance and
conditions which are not obvious to a driver unfamiliar with the area in addition to the
warrants. He said southbound Via Norte, Calle Pina Colada, Avenida Barca, and Del Rey
Road, to the east of the stop sign at Calle Pina Colada, has limited sight distance. He
mentioned existing signs did not meet warrants, but in his opinion failed sight distance
criteria.

Commissioner Perry inquired if the speed survey was done in one day. Mr. Moghadam
replied the survey was completed in one day during off-peak hours.
Kathy Hoagland, 40461 Calle Fiesta, Temecula, representing the Meadowview
Homeowners Association, asked the Commissionmembers to drive the loop, to observe
the narrow streets in an equestrian area with no sidewalks and sight distance problems.
She believes three-way or four-way stop signs are needed, and that speeding in the area
is a problem.
Chairman Markham asked why the Association was not in favor of striping the roadway.
Ms. Hoagland stated the Association decided striping gives children a false sense of
security and might lead to "no parking" areas. She said on-street parking is necessary
in the area.
John McCusker, 29170 Via Norte, Temecula, asked for a definition of the term "85th
Percentlie." Mr. Moghadam stated 85th percentlie means the speed 85% of the
motorists are traveling at or lower; 15%, at a higher speed. Mr. McCusker stated
reduced speed signs are posted under certain circumstances for public safety and this
area warrants such signs due to curves, hills, and reduced sight distances. He stated
the stop sign at Del Rey Road at Calle Pina Colada has worked well. Mr. Moghadam
reiterated that if posting lower speed limits would actually lower speeds, it would be
considered, but studies show, without enforcement, traveling speeds are not lowered
and in most cases the residents of the area are speeding. He stated staff will look
further into the stop sign location request.
Ron Roberrs, 41140 Ave Verde, Temecula, stated he has seen an increase in traffic and
speed levels from five (5) years ago. He said the driveways, lack of sidewalks, and
horse crossings create a dangerous situation. Mr. Roberts mentioned existing stop signs
were justified because of a dangerous intersection. He asked that a decision be delayed
tonight to give staff an opportunity to drive the area, to conduct further traffic studies,
and to consider traffic calming methods before making a recommendation. He agreed
with the Association's request for stop signs at Via Norte at Calle Pina Colada and Del
Rey Road at Via Norte.
Ron Jolivette, 29795 Del Rey Road, Temecula, stated he lives on the southwest corner
of Via Norte and Del Rey Road, where a fatal accident occurred in December 1996. He
believes an additional stop sign would have prevented the accident; and since traffic
goes down Via Norte Road very fast, he recommends a reduced speed.
Commissioner Guerriero asked Mr. Jolivette when the best time would be for a traffic
survey to be conducted. Mr. Jolivette replied early evening till 10:00 PM and early
morning, Monday trough Friday.
Denise Carter, 29723 Del Rey Road, Temecula, asked the Commission to consider a stop
sign on Del Rey Road.
Ron Barbeau, 29741 Del Rey Road, Temecula, stated Via Norte and Del Rey Road is a
blind intersection for cars coming from the north and the foliage there also cuts down
visibility. He requested that the residents of Meadowview be notified when these issues
are back on the agenda.

Commissioner Guerriero wondered if traffic calming measures, such as white striping
along the roadside, speed undulations etc., had been considered by the Homeowners
Association and suggested that they set up an ad hoc committee to look at alternatives
other than stop signs, and stated he would be happy to participate.
Ray McLaughlin, 30773 Del Rey Road, Temecula, said enforcement of speed limits is
needed and the radar trailer presence seemed to lower speeds.
Commissioner Perry stated the radar trailer is a good tool so residents of the area can
see exactly what speeds are being traveled since vehicles often are not traveling as fast
as appears.
It was moved by Commissioner Perry and seconded by Commissioner Johnson to deny
the request to lower the speed limit from 35 MPH to 30 MPH on Via Norte and Del Rey
Road.
Commissioner Guerriero stated he would like a Monday thru Friday 24-hour traffic study
conducted.
Commissioner Perry expressed his agreement, but suggested adding a Saturday.
Commissioner Johnson stated he is not in favor of additional speed surveys as these
possibly would result in a higher 85th percentlie.
Chairman Markham said the speed surveys could demonstrate where to focus traffic
calming methods.
The motion was amended by Commissioner Perry and seconded by Commissioner
Guerriero to table staff's recommendation until the February 27, 1997 meeting to allow
staff time to conduct a speed survey over a 48-hour period including a Saturday.

Commissioner Guerriero asked staff to investigate stop signs for Del Rey Road at Via
Norte and Via Norte at Calle Pina Colada at this time, and the other locations which
were submitted by the Meadowview Association's January 22, 1997 letter.
Chairman Markham suggested the City's Maintenance Division be made aware of the
foliage obstruction, poor pavement and recommended staff develop creative design
features, in addition to numbers, to slow traffic down.
Commissioner Johnson asked staff to provide the Commission with the survey's raw
data. Chairman Markham requested staff send the February 27, 1997 agenda package
to Kathy Hoagland, the Association's Board of Directors President.

All-Way "Stol;)" - Clubhouse Drive at Bavhill Drive
Associate Engineer Ali Moghadam presented staff's recommendation to deny a request
for installation of an All-Way "Stop" at the intersection of Clubhouse Drive and Bayhill
Drive because this intersection does not meet warrants, as outlined in the California
Department of Transportation Traffic Manual.
It was moved by Commissioner Guerriero and seconded by Commissioner Johnson to
deny the request for installation of an All-Way "Stop" at the intersection of Clubhouse
Drive and Bayhill Drive.
The motion carried as follows:

All-Way "StolO" - North General Kearny Road at Pauma Valley Road
Associate Engineer All Moghadam presented staff's recommendation to deny the
request for an All-Way "Stop" at the intersection of North General Kearny Road and
Pauma Valley Road because the intersection does not meet warrants, outlined in the
California Department of Transportation Traffic Manual, and to continue the use of the
radar trailer and enforcement of the existing posted speed limit.
Chairman Markham stated he visited the site and believes this situation will get worse
as a result of additional houses and the street curvature. and asked if there is anything
the City can do to modify this area. Mr. Moghadam mentioned requests for sidewalks
have been forwarded to the County, but he has not received any response.
It was moved by Commissioner Guerriero and seconded by Commissioner Perry to deny
the request for installation of an All-Way "Stop" at the intersection of North General
Kearny Road and Pauma Valley Road.

"No-Parking" Zone - Winchester Road West of Diaz Road
Associate Engineer All Moghadam presented staff's recommendation that the
Commission recommend the City Council adopt a resolution establishing "No-Parking"
zones on Winchester Road, west of Diaz Road, due to restriction of visibility for vehicles
exiting the Rancho California Water District's driveways caused by parked trucks and
roadway curvature.

Commissioner Perry stated enforcement of the City's ordinance prohibiting truck parking
on City streets was needed rather than painting red curbs.
Sergeant Crisp stated parked trucks are issued warnings and tickets, which correct the
problem for a time. He will reemphasize this problem with his staff.
Bill Dendy, 41975 Winchester Road, Temecula, developer of Westside Business Center,
stated the CC&R's for his developments prohibit parking on the street and when he
recently asked a trucker to move, he was told truckers could park anywhere except in
a red curb area. Mr. Dendy stated he would ask for "no parking" on Zevo Lane,
Wilmington, Winchester and Diaz Roads, but agrees with not painting the town red;
perhaps "No Parking" signs would be better and he is willing to help with the cost of
such signs.
Commissioner Perry suggested trying increased enforcement for a 60 day period and if
at the end of that time there is still a problem, consider further action.
Chairman Markham asked if it is necessary to have "No Truck Parking" posted for
enforcement because it is a City ordinance and outsiders might not be aware of local
ordinances. Sergeant Crisp said he will check into the matter.
Commissioner Guerriero stated "No Parking" signs would include all vehicles and asked
if specific signage for trucks could be made. Mr. Moghadam replied the City could
probably come up with signage specifically for trucks, and he will look into any legal
ramifications.
It was moved by Commissioner Perry and seconded by Commissioner Guerriero to table
staff's recommendation to establish "No Parking" zones on Winchester Road west of
Diaz Road until increased enforcement is conducted by the Police Department for 60
days.

SDeed Limit - Margarita Road from Rancho California Road to State Route 79 South
Associate Engineer All Moghadam presented staff's recommendation that the
Commission recommend the City Council adopt a resolution reaffirming the speed limit
on Margarita Road from Rancho California Road to State Route 79(S).
Chairman Markham stated if a Pauba Road at Margarita Road intersection signal is not
in the Five (5) Year Capital Improvement Program, staff should look at including this
location for future signalization.
Commissioner Perry stated the issue of widening the west side of Margarita Road, south
of Pauba Road, and installing a signal should be placed on a future agenda.

Commissioner Johnson asked staff to give each Commissioner a copy of the Signal
Priority List.
It was moved by Commissioner Perry and seconded by Commissioner Johnson to
recommend the City Council adopt a resolution reaffirming the speed limit on Margarita
Road from Rancho California Road to State Route 79S.

TRAFFIC ENGINEER'S REPORT
Mr. Moghadam reported on the following concerns raised at the December 12, 1996
meeting:
La Paz striding - A work order to strip a southbound right-turn lane north of Hwy 79S
has been submitted. Commissioner Johnson asked if the edge of La Paz was going to
be stripped and Mr. Moghadam answered, not at this time due to the road edge being
in poor repair.
Installation of stop signs at Nicholas Road and North General Kearny Road - the last
study, conducted November 1995, did not meet warrants and has a No. 18 priority for
signalization. A new study will be conducted after the construction on Winchester Road
is completed in order to obtain accurate data. Chairman Markham agreed waiting until
construction is completed is appropriate.
Median break at Claim Jumper - three (3) accidents per year have been caused by left-
turn movements. This item will be addressed on a future agenda, and the shopping
center owner will be notified. Commissioner Guerriero stated traffic flow, "no parking"
areas, delineators etc., on Rancho California Road between Ynez Road to Lyndie Lane
need to be addressed and staff needs to develop strategies to alleviate the traffic
problems.
Right-turn lane for eastbound Winchester Road at Jefferson Avenue - a right-turn lane
was striped, two (2) large signs erected, and an arrow painted on the pavement a
couple of weeks ago.
Lyndie Lane signal - a malfunction (yellow lock) in the controller was discovered which
caused the signal to change even though there was no traffic on Lyndie Lane.
False alarm policy - staff has not received a requested San Marcos' policy.
Commissioner Guerriero mentioned the City of Riverside also has a false alarm
ordinance.

Commissioner Guerriero asked about utilizing reflective tape/paint for markings as the
current markings are obliterated in the rain. Mr. Moghadam stated cost could be a
factor.
POLICE CHIEF'S REPORT
Chairman Markham reported the Police Department is involved with the supplemental
allocation grant for equipment and the RAID grant he mentioned at the December 12,
1996 meeting.
Commission Perry stated burglary seems to be on the increase and asked if it is a trend
or a seasonal issue. Sergeant Crisp replied burglary is generally a seasonal issue, but
it is up from last year probably due to the increase in population, and advised the
department is targeting this problem.
FIRE CHIEF'S REPORT
Commissioner Guerriero asked Battalion Chief John Winder if he had an opportunity to
look at the fire rope. Chief Winder replied he had not had that opportunity but is
interested in any articles Commissioner Guerriero might have regarding the fire rope.
Chief Winder mentioned he was looking into the possible purchase of a second Cairns
Iris helmet.
Chairman Markham asked when Fire Station 84 on Pauba Road will open. Chief Winder
responded by mid-February 1997, it will be fully equipped and staffed upon opening.
Commissioner Guerriero asked if Temecula was still relying on ASMAC I and II for air
support and if any new equipment had been purchased. Chief Winder replied new
sniffers, which are basically CO and hydrocarbon monitors, have been purchased for
each Battalion.
COMMISSION DISCUSSION
Chairman Markham requested a general policy regarding red curbs for arterial circulation
element streets (with a map showing their location) be placed on the February 27, 1997
agenda. Commissioner Perry asked that it be a discussion item with public notice so
merchants can respond.
Chairman Markham mentioned he would like the Commission to rewew the Capital
Improvement Plan prior to approval. Commissioner Perry suggested a written request
from the Commission to Public Works Director Kicak would be appropriate.
Commissioner Guerriero stated the Neighborhood Traffic Watch Program should be
readdressed at a future meeting to implement the program and to encourage people
about educating their sphere of influence.
Commissioner Guerriero discussed a Long Beach juvenile delinquency program which has
eliminated habitual truants by approximately 35 percent; parents of students are fined
and if that does not work, community service for both parents and students is required.
Sergeant Crisp will discuss truant problems in Temecula with Officer Mike Roberts.

Commissioner Guerriero explained a program concerning drugs, seat belts, bicycle/traffic
safety, etc. put on by Jurupa law enforcement for students. Chief Winder stated he will
look into the matter.
Commissioner Johnson reiterated, that this Commission has been opposed to using stop
signs for speed control.
Commissioner Johnson inquired if the mall was a reality. Chairman Markham replied all
indications are the mall will occur with a projected opening Thanksgiving 1998 or
Thanksgiving 1999.
Commissioner Johnson inquired about placing an interim signal at Solana Way and
Margarita Road with the improvements of Margarita Road from Solana Way to
Winchester Road. Mr. Moghadam stated the signal will be installed as planned.
Chairman Markham asked staff to review the small stop signs at signalized intersections
in the Tower Plaza.
Chairman Markham asked staff to look into getting Rule 20A funds for under grounding
of overhead utility lines, these funds, paid by utilities based on a percentage of their
billing, may be used at a local jurisdiction's discretion for under grounding of overhead
lines.
Chairman Markham suggested a workshop focusing on Jefferson Avenue/Winchester
Road, Rancho California Road/Ynez Road and Rancho California Road/Front Street
intersections, the north/south corridors, Western By-Pass Phase 2, and Diaz Road
connection to Washington Street and other Level D, E, and F intersections as advance
planning is necessary, and the Five-Year Capital Improvement Program review could also
be incorporated. He believes such a workshop with Traffic and Planning staffs,
businesspeople, and possibly consultants, be held in a room large enough to gather
around maps/exhibits.
Chairman Markham stated the plans for the Overland Overpass show a dual left-turn
lane southbound to eastbound which is double-stripped to Del Taco. He feels if these
plans are implemented, a left-turn on the west side of Jefferson Avenue could not be
made until the third driveway of Stater Brothers.
Commissioner Guerriero asked staff to advise the Commission if any California Traffic
Engineers Workshops are available.
Chairman Markham asked for any information/workshops on traffic calming measures.

ADVANCED TRAFFIC PLANNING WORKSHOP
FEBRUARY 13, 1997
A Special Workshop Meeting of the City of Temecula Public/Traffic Safety Commission was
called to order by Co-Chairman Guerriero on Thursday, February 13, 1997, 6:03 P.M., at the
City Hall Main Conference Room, 43200 Business Park Drive, Temecula.

Chairman Markham arrived at 6:08 P.M.
Also present were Director of Public Works Joseph Kicak, Associate Engineer All Moghadam,
Administrative Secretary Anita Pyle and Minute Clerk Pat Kelley.
PUBLIC COMMENTS
Chairman Markham called for non-agenda items at 6:10 P.M.
Bill Benson, 30734 Del Rey Road, Temecula, presented the Commission with a traffic count he
had conducted for Del Rey Road between Calle Pina Colada and Buena Suerte. He suggested
Botts Dots be placed on the roadway to alert drivers of a pending stop sign and said he is
willing to purchase such buttons for a test area to determine their effectiveness. He also
express concerns of dangerous situations caused by people turning right at red lights on Solana
Way and Ynez Road and Winchester Road an Ynez Roads.
Chairman Markham stated the items would be referred to staff and taken under consideration.
COMMISSION WORKSHOP
Chairman Markham stated his concept for this meeting was a forum for the Commissioners to
voice their concerns, ideas and questions which, staff would then review for associated costs,
prioritization, etc. and return with their recommendations or responses.
Commissioner Johnson stated his comments are:
1. The no-parking area along the south side of Rancho California Road, east of Margarita
Road to the Temecula City Limits recommendation - there are long stretches with no
access and utility and/or maintenance people will have to park on side streets which
are often a significant distance from their work area. He suggested a bike lane for the
south side of Rancho California Road instead of red curbing; or "no parking" for several
hundred feet east of the Post Office.
PUBLIC/TRAFFIC SAFETY COMMISSION WORKSHOP FEBRUARY 13. 1997
Chairman Markham asked staff to confirm if utility or maintenance workers are allowed
to park along red curbs that are signed "No Parking" zones if cones and other safety
devices are in place for traffic control.
Commissioner Guerriero stated the red curbing of Rancho California Road was initially
raised because of sight distance problems at Rancho California Road and Meadows
Parkway.
Ynez Road and Rancho California Road Intersection - He recommends restrict parking
on Rancho California Road east of Ynez Road; or widen Rancho California Road through
to Moraga Road.
Public Works Director Kicak mentioned that at a recent meeting with Bill Johnson, the
property owner of Oscar's and vacant land to the south of the park property, Mr.
Johnson had agreed to give an easement for a driveway into the park, opposite Sierra
Vista.

Northbound traffic on Ynez Road at the intersection with Rancho California Road - he
feels additional stacking room is needed.
Santiago Road and Ynez Road - showing an increase of traffic. Recommendation: Widen
Ynez Road between Rancho California Road and Pauba Road.
Mr. Kicak reported widening of the east side of Ynez Road, between Rancho California
Road and Pauba Road, is in the Capitol Improvement Program (CIP) with construction
in 1998/99.
Front Street and Santiago Road - He has observed an increase in traffic beginning to
form in that area.
6. Intersections of Del Rey/Buena Suerte and Del Rey/Del Repose - sight distance problems.
Chairman Markham stated that area will be on the next meeting's agenda. Associate
Engineer Moghadam reported staff has not had sufficient time to develop the
information for the next meeting due to slurry seal work in the area.
Commissioner Coe reported his concerns are:
Rainbow Canyon Road and Pala Road - Possible "All-Way Stop" sign he feels it should
be revisited.
Texaco Service Station on Front Street - Rider trucks currently park on the west side of
the limits sight distances,.

Ynez Road and Rancho California Road - Oscar's is creating a serious traffic problem
while publicizing their product in the center median.
Mr. Moghadam stated the Police Department talked to Oscar's management and
employees will now stay on the sidewalk.

4. Widen Hwy 79(S) to Interstate 15
5. Pala Bridge - He questioned if a decision regarding the new location. Mr. Kicak stated
it will be about 400' east of the existing bridge. The Environmental Study will probably
have total approval by the end of March 1997. The existing bridge will remain as a
bike/pedestrian trail. Mr. Kicak stated the Hwy 79(S) and Pala Road intersection will be
resignalized when the bridge is complete and Hwy 79(S) widened.
Commissioner Guerriero had the following observations:
1. North Jefferson Avenue, north of Winchester Road - at a minimum the northwest corner
shopping center needs another turnout north of the existing one.
2. Diaz Road extension to Murrieta shown in the CIP - desperately need this extension, 35
to 36 percent of the Jefferson Avenue traffic is going to Murrieta.
3. Enterprise Circle/Winchester Road - signal needed at the west entrance.
4. Front Street and Rancho California Road - a southbound tractor/trailer rigs making a left
turn backs up traffic and impacts the entire signal system. Extend or change the
phasing.
5. Oscar's - red curb west of their entrance as eastbound vehicles are stopping in the #2
lane to enter the parking lot due to parked cars; or make a right-turn-only lane.
6. Walcott Corridor - how to get vehicular traffic to use it. He said the design speed was
going to be 45 MPH, but came back at 35 MPH so people probably will not use it.
7. Meadows Parkway and Rancho California Road - may need a traffic signal due to an
increase of development in the area.
8. Extension of Meadows Parkway to La Serena in CIP - should be left as is because if
extended, it will impact Calle Medusa.
9. Margarita Road south of Rancho California Road, both directions - need additional speed
enforcement.
10. North bound Cosmic Drive at Rancho California Road - strip the street (Cosmic Drive),
right-turn drivers get confused and activate the signal trying to decide the correct lane.
Mr. Moghadam stated that the signal timing and phasing would be corrected
immediately.
11. Astroid Way and Rancho California Road - Astroid Way is now being used by Starlight
Ridge traffic since the installation of the traffic signal at Cosmic Drive and Rancho
California Road.
12. West bound Rancho California Road at the Target Shopping Center entrances - right-
turn-only lane needs delineators; or close driveways.

Pauba Road between Meadows Parkway and Ynez Road - speed limits should be
reviewed and speed enforcement increased.
Pujol Street, south of Main Street - a flat-bed rig parks on Pujol Street where it curves
and creates a dangerous situation, possible red curb at curve. Staff will check on it.
Jefferson Avenue and Winchester Road - impossible to make a left turn out of the
driveway of the car wash - maybe a sign "no" left turns. Mr. Moghadam stated a
physical barrier is probably the only solution as closing existing driveways is very
difficult if not impossible.
Additional traffic enforcement on major streets as it is common to see vehicles not
stopping at red lights when turning right and traveling at excessive speeds.
Middle school plans on North General Kearney - would like to have the Commission
review the plans and provide input in the design phase rather than trying to resolve
traffic issues after the fact.
Winchester Road in front of Chaparral High School - major problems getting in and out.
Front Street - If the Commission had been part of the design for the boardwalks going
in Old Town, traffic cut-outs might have been considered which would get cars
completely off the roadway.
Jefferson Avenue Ad Hoc Committee - Questioned what happened to the
recommendation to install a concrete median with dedicated left-turn lanes to avoid
cross-over right of way violations.
Mr. Kicak stated cost estimates were given to Marty and he never heard anything back.
Commissioner Johnson stated another suggestion was to restripe for left-turn zones and
eliminate acceleration lanes.
Commissioner Perry stated there is a threat of a head-on collisions inside the center lane
with two vehicles attempting left turning movements, and a designation of left turn
pockets are needed.
Chairman Markham remarked there are problems due to driveways which are opposing.
The proposed Overland Bridge stripping plan shows all driveways to Del Taco frozen due
to double left lanes to access the bridge. Look at a median or interim stripping, inform
the businesses in exchange for closing off or restricting a driveways to a right-in/out
configuration, the Stater Bros' center driveway will be signalized. The entire section
should be looked at, not individual sections.
Mr. Kicak stated staff needs to look at any restrictions of moving from one parking lot
to another. Chairman Markham suggested reciprocal easements as there are only two
or three ownerships in the area.

Commissioner Perry expressed the following concerns:
1. Consider cameras installed on signal posts that take pictures of cars going thru red
lights.
Mr. Moghadam will research the pros and cons. A possibility is having "Red Lights Are
Enforced By Cameras" signs posted at the City limits.
Mr. Kicak mentioned an application for an ISTEA grant for cameras to monitor traffic at
intersections has been submitted. Murrieta recently installed such cameras.
2. Jefferson Avenue south of Winchester Road from Overland Drive to the City Limits -
traffic increasing.
3. Margarita Road completion in the CIP - should be accelerated as Margarita Road is
becoming a primary north and south arterial from Hwy 79S for the north of Temecula;
particularly widening approximately 2,000' south of Pauba Road.
Chairman Markham offered the following items for consideration:
1. Jefferson Avenue, from Overland Drive north to Santa Gertrudis Creek - the entire area
should be reviewed. Most of the driveways are the old style with 8" curbs and have
been broken up by drivers trying to exit fast enough to beat the traffic or they almost
stop in the curb lane so they do not bottom out. Standard commercial return driveways
would solve a lot.
2. Winchester Road from Jefferson Avenue to Diaz Road - extend median to the second
entrance of Enterprise Circle, prohibit left turn lanes; signalize the westerly entrance of
Enterprise Circle.
3. Diaz Road at Rancho California Road - Old Town Plan shows tie into Vincent Moraga and
possibly tieing into Felix Valdez and the Western Bypass. Why wait for the Western
Bypass the second intersection is worst due of no signals.
4. Rancho California Road and Ynez Roads intersection - double left turn lanes on Ynez
Road; widened Rancho California Road from Ynez Road to the freeway to get additional
left-turn movements.
5. Old Town Streetscape Plan - is Front Street, immediately south of Rancho California
Road, to be widened. Mr. Kicak stated he is not sure, but Front Street will be 40' at the
6th Street parking lot. Chairman Markham stated the Commission would like to review
the design plans.
6. Rancho California Road and Front Street - additional turning capacity needed.
7. Meadowview Area in general - develop a comprehensive plan of the Meadowview loop
and get the Homeowner Association's agreement so the issue can be permanently
resolved. Install a traffic circle, change roads, close streets for example.

Los Ranchitos, Santiago Estates, Santiago Ranchos - area is developing problems due
to differences in land use and high speed traffic. Look at circulation elements,
realignments.
Diaz Road through to Washington Street - work with the Rancho California Water
District (RCWD) and finish Diaz Road, which is dedicated, to RCWD's property line and
let Murrieta finish their section.
Mr. Kicak reported Ben Minamide, City of Murrieta, said if Temecula wants to build Diaz
Road go right ahead and Mr. Minamide estimates it will cost $4 million.
Chairman Markham stated Murrieta wants Diaz Road to be a four-lane road to Murrieta
Hot Springs Road when a two-lane connector, no bridge widening can be built. One
problem is the City of Murrieta not accepting it for maintenance and then RCWD has the
liability and they will not allow a road to be built that puts them in a liable situation.

Commissioner Perry commented Overland Drive ending at Margarita Road, just south of
North General Kearney Road, creates another Z shape situation.
Mr. Kicak stated in conjunction with the mall, Margarita Road from Winchester Road
to Solana Way will be widened, and proposed development on the northeast corner of
Solana Way and Margarita Road will complete that portion of Margarita Road; Overland
Drive coming across Ynez Road into Margarita Road will eventually tie into the bridge.
Mr. Kicak mentioned according to the original traffic study that determined functional
circulation, Diaz Road had 30,000 cars per day; most recent study shows 9,000;
Western Bypass Corridor still fairly high.
Rancho Way - He asked Rancho Way going to come off the general plan since the City
is building a park over the alignment. Mr. Kicak replied a general plan amendment for
a circulation element is needed to take it off and at the same time do Overland Drive to
Diaz Road.
Pujol Street - will it connect to the Western Bypass and then up the hill. Mr. Kicak will
look into it.
Rancho California Road east of Ynez Road - signalize, red curb, restrict left turn
movements,
Design of collector streets with driveways; i.e., Calle Medusa - do we want these to be
tree-branch type circulation systems; look at traffic circles, cul-de-sacs, while still
maintaining proper fire, police and pedestrian access; 40' or less width to control speed
since speed surveys would not be required.
Pujol Street and Main Street - consider a three-way stop at this intersection.

GENERAL DISCUSSION
Commissioner Johnson suggested putting in a trial traffic circle at Cosmic Drive and Santa
Cecilia to determine traffic calming effectiveness, costs, impact to fire and police, etc.
Commissioner Guerriero asked if this Commission could be involved with the plans of the mall,
specifically safety and traffic issues and questioned if a pedestrian overpass to Palm Plaza was
considered. Mr. Kicak replied he would have Forest Cities Development Traffic Engineer present
their plans at a Commission meeting. Forest Cities Traffic Engineer developed the traffic plan --
i.e., widening of Margarita Road, signals around perimeter, deceleration lanes at the entrances,
etc. -- and a consultant will be selected soon for those projects.
Kenneth Ray, 31647 Pio Pico, Temecula, asked why traffic plans for the proposed mall were
not brought to the Commission. Mr. Kicak responded that since the proposed project is smaller
than the original plan and the original EIR's traffic study addressed the issues, the plans do not
have to be reconsidered.
Commissioner Coe stated the Commission's mandate has been to solve problems rather than
to prevent problems.
Commissioner Guerriero remarked that as a Commission, it is necessary to address our posture
with the fire and police departments and what impact this Commission has with them as there
is no interaction.
Commissioner Guerriero stated several Commissioners visited other cities to determine the pros
and cons of a Neighborhood Traffic Watch, developed a proposal which was agreed to and then
it was dropped. Writing educational newspaper articles regarding everyday traffic situations;
i.e., when does a car continue after a traffic guard has the children across the street; how long
can you travel in a left-turn lane; justification needed for stop signs, speed bumps, etc.
Chairman Markham suggested video tapes explaining how different traffic methods work would
educate the Commission and the public.
Commissioner Guerriero mentioned San Diego's neighborhood traffic watch tapes were brought
back and should be in the files.
Chairman Markham suggested it would be beneficial to do traffic counts to determine where
traffic is originating. Mr. Benson offered to set up a group of retired and other interested
people to help with anything the City needs at no cost. Commissioner Perry suggested they
could be called the Traffic Watch Task Force. Chairman Markham expressed his appreciation
for the offer and asked Mr. Benson to work with Mr. Moghadam.
Chairman Markham asked staff to consider innovative things such as 11' foot lanes, red curbs,
less bike lanes, etc. to obtain needed capacity.
Commissioner Guerriero mentioned the valley's growth means more and more white lights
which violate the Mt. Palomar Observatory agreement.

Mr. Kicak assured the Commissioners that staff will address each item to determine what can
and cannot be done with a possible time frame. He cautioned that to accomplish many of the
items mentioned tonight, a consultant might have to be hired which means the general plan
circulation element should be reviewed.
Chairman Markham reiterated the Commissioners want to be more involved in the CIP process
and to deal with traffic issues on a proactive basis and perhaps a consultant needs to be hired
to handle specific projects and he is willing to interact with the City Council.
Mr. Moghadam handed out traffic calming information. He reported Stage 1 traffic calming
methods have been activated in Temecula; Stage 2 have not.
It was moved by Commissioner Coe and seconded by Commissioner Johnson to adjourn the
meeting at 8:20 P.M. The motion was unanimously carried.
The next regular meeting of the Public/Traffic Safety Commission will be held on Thursday,
February 27, 1997, at 7:00 P.M., Temecula City Hall, Council Chambers, 43200 Business Park

Speed Limit - Jefferson Avenue from Winchester Road to North City Limits
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council adopt an ordinance re-affirming
the speed limit on Jefferson Avenue from Winchester Road to North City Limits.
BACKGROUND:
In order to enforce posted speed limits, an Engineering and Traffic Survey must be conducted within a five
(5) year period per Section 40803(c) of the California Vehicle Code (CVC). In order to comply with the
requirements of the CVC, the Engineering and Traffic Surveys must periodically be updated. The Traffic
Division has conducted Engineering and Traffic Surveys to update the existing 50 MPH speed limit on
Jefferson Avenue from Winchester Road to north City Limits.
Posted speed limits are primarily based on an analysis of prevailing speeds (851h percentile), as measured in
the field, accidem history and roadway conditions. Section 627 of the CVC defines Engineering and Traffic
Survey as follows:
Engineering and Traffic Survey
627.(a) "Engineering and traffic survey", as used in this code, means a survey of highway and traffic
conditions in accordance with methods determined by the Department of Transportation for use by the
state and local authorities.
Co) An engineering and u~affic survey shall include, among other requirements deemed necessary by the
department, censideration of all of the following:
(1) Prevailing speeds as determined by traffic engineering measurements.
(2) Accident records.
(3) Highway, Waffle, and roadside conditions not readily apparent to the driver.

There has been one (1) speed related accidents within a 12 month period on Jefferson Avenue between
W'mchester Road and north City Limits; however, a downward speed zoning is not required sinco this is
not considered to be a high accident rate.
Traffic or roadside conditions that are not readily apparent to the drivers were not observed on Jefferson
Avenue between Winchester Road and the north City Limits. Therefore, the existing posted speed limit
of 50 MPH should remain the same.
Upon modification to the existing signing, striping and access on this segment of Jefferson Avenue, staff will
conduct a new survey to determine if a different speed limit is justified.

"No Parking" Zone - Raneho California Road
RECOMMENDATION:
That the PublieFFmffie Safety Commission review the parking situation on Rancho California Road and make
a recommendation to the City Cotmeil as necessary.
BACKGROUND:
At the December 12, 1996 meeting of the Public/Traffic Safety Commission, the Commission reviewed a
request regarding parking restriction on Rancho California Road between Margadta Road and east City
Limits.
After a brief discussion, the Commission unanimously approved a "No Parking" zone on both sides of Raneho
California Road east of Margarita Road to the City Limits at Butterfield Stage Road (verbatim transcript is
attached as Exhibit "A'). The PublicFrraffie Safety Commission' s recommendation was placed on the January
28, 1997 City Council meeting as a consent ealender item (Exhibit "B"). However, this item was pulled from
the consent ealender due to an apparent inceusisteney between the Public/Traffic Safety Commission's
recommendation and the staff report to the City Council. Therefore, this item is placed on the agenda for
further review, discussion and recommendation. Exhibits "C" and "D' are the December 12, 1996 Agenda
Report and the approved minutes of this item.

RECOMMENDATION:

Basically, I'll make it very brief. I'm sure everybody has used that Post Office.
We have received many phone calls from the Post Master to establish "No Parking"
zone on both sides of the driveways basically because people are parking there,
especially larger vehicles and they obstruct the view of people who are coming out
of these driveways, especially the driveway to the east which is a full movement
driveway, and can make a left out of that driveway, so you need to be able to see
the traffic approaching from the west, westbound traffic approaching at a high rate
of speed. We reviewed the situation and again recommend establishing a "No
Parking" zone.
After this report was submitted, one of our Council people brought up a good
point. Why aren't we making the entire length of Rancho California Road "No
Parking Bicycle Zone", as designated in the General Plan. I agree with that, I just
wanted to look at this particular issue at this time, however, I really don't see any
reason why we cannot establish hike lane, no parking from Margarita Road all the
way to east City limits. I don't notice any demand for parking. This is a four
lane arterial currently the only place parking occurs is in front of the duck pond,
some people park there to use the park. If the Commission desires to entertain the
motion, I will change the recommendation to "No Parking - Bicycle Lane" zone on
Rancho California Road from Margarita Road to east City limits.
Chairman Coc:
I also spoke with that Councilman, and he was hoping we could do that this
evening too. Do you have any problem with that?
Commissioner Markham: I have no problem with that

If you approve this, all you'll do is end up with the postal trucks will be parking
101 feet east of the driveway, so I have no problem with it at all

The Public/Traffic Safety Commission recommends that the City Council adopt a resolution

BACKGROUND:
The City received two (2) separate requests to establish "No Parking" zones on various locations
on Rancho California Road including in front of the Post Office east of Margarita Road.
Rancho California Road is designated as a four-lane divided arterial roadway on the circulation
element of the General Plan. Curr6Ptly: this roadway is 86 feet wide with two (2) travel lanes
in each direction and striped median/left-turn lane. The speed limit is posted at 55 l~r>l-i un
Rancho California Road east of Margarita Road.
Although on-street parking does not often occur on Rancho California Road, an occasional on-
street parking could create an unsafe condition for bicyclists and vehicular traffic. Therefore,
parking should be restricted on Rancho California Road from Margarita Road to the easterly City
limits. At the December 12, 1996 meeting of the Public/Traffic Safety Commission, the
Commission reviewed the proposed parking restriction on Rancho California Road and
unanimously approved staffs recommendation to eliminate parking on Rancho California Road
east of Margarita Road.
It should be noted that Rancho California Road has been identified as a "No Parking" - Bike Lane
arterial roadway on the City's General Plan.

The City Council of the City of Temecula does resolve, determine and order as follows:
Section 1. Pursuant to Section 10.12.100, of the Temecula Municipal Code, "No
Parking" zones are hereby established in the City of Temecula on both sides of Rancho California
Road between Margarita Road and east City Limits as shown on Exhibit "A".
Section 2. The City Clerk shall certify to the passage and adoption of this Resolution.
PASSED, APPROVED AND ADOPTED, by the City Council of the City of Temecula
at a regular meeting held on the 281h day of January, 1997.

RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council adopt a resolution establishing
a "No Parking" zone on the south side of Rancho California Road, east of Margarita Road.
BACKGROUND:
The City received a request from the Temecula Post Office to establish a ~No Parking" zone on the south side
of Rancho California Road in front of and adjacent to the Post Office driveways.
Rancho California Road is designated as an arterial 4-lane roadway on the Circulation Element of the General
Plan. Currently, Rancho California Road is 86 feet wide with two (2) travel lanes in each direction and a
swiped median/left-turn lane. The posted speed limit on this portion of Rancho California Road is 55 MPH.
The Post Office currently has two (2) access driveways to Rancho California Road. The westerly driveway
is designated as a right-in, right-out only and the easterly driveway is a full access driveway.
Parked vehicles adjacent to these driveways limit the visibility of the oncoming cars. Therefore, parking
should be restricted adjacent to beth driveways per attached Exhibit "B".
FISCAL IMPACT:
400 feet of red curb at $0.40 per L.F.

It was moved by Commissioner Perry and seconded by Commissioner Guerriero to
recommend the City Council adopt a resolution to extend the red curb on the north side
of Mira Loma Drive by 30 feet on the east and west ends of the driveways; to fill in the
red curb between the two (2) driveways; and also to have staff look at the drainage
problems with the silt.

Associate Engineer All Moghadam stated that staff has received a request from the Post
Office to establish a "No Parking" zone on Rancho California Road, east of Margarita
Road in front of the Post Office. However, since Rancho California Road is a major
arterial, parking should be restricted on both sides of Rancho California Road from
Margarita Road to the east City Limits.
Mr. Moghadam said this recommendation covered Items 3 and 6 on the Agenda.
It was moved by Commissioner Markham and seconded by Commissioner Guerriero to
recommend the City Council adopt a resolution to establish a "No Parking" zone on both
sides of Rancho California Road, east of Margarita Road, to the Temecula City Limits at
Butterfield Stage Road.

"No-Parking" Zone - Rainbow Canyon Road at Birdie Drive
Associate Engineer All Moghadam presented the staff recommendation to establish a
"No Parking" zone on Rainbow Canyon Road at Birdie Drive to improve the visibility of
approaching vehicles when exiting Birdie Drive.
Commissioner Markham asked if establishing the red curb on the north side of Rainbow
Canyon Road from Pala Road to Pechanga Creek would be beneficial due to the high
speed traffic down Rainbow Canyon Road. Mr. Moghadam replied he saw no
disadvantages. Commissioner Coe stated that might impact the homes in the area who
already have limited parking,

"All-Way Stop" - Pala Road at Rainbow Canyon Road
RECOMMENDATION:
That the Public/Traffic Safety Commission deny the request to establish an "All-Way Stop" at the intersection
of Pala Road and Rainbow Canyon Road.
BACKGROUND:
Request for instaliation of an "All-Way Stop" at the intersection of Pala Road and Rainbow Canyon Road was
reviewed by the Public/Traffic Safety Commission on July 25, 1996. This request was defied pending
installation of the traffic signal at the intersection of State Route 79 South (SR 795) and Pala Road. It was
anticipated that the traffic signal at SR 79(S) and Pala Road would improve the traffic flow on Pala Road and
at its intersection with Rainbow Canyon Road. However, it appears that the traffic signal has not improved
the conditions at this intersection significantly.
New traffic volume data (Exhibit "C") was collected to determine if this intersection met the warrants required
for installation of an "All-Way Stop". The existing traffic volumes satisfy the "minimum traffic volumes"
warrant as follows:
The total vehicular volume entering this intersection during the busiest eight (8) hours averages 1,242
as compared to 350 (70% of 500) needed to meet this pertion of the warrant. The vehicular volume
from the minor street averages 148 during the same eight (8) hours as compared to 140 (70% of 200)
needed to meet this portion of the warrant.
Since the 851h percentile approach speed on Pala Road exceeds 40 MPH, 70 percent of the volume
requirements were used. Based on the existing traffic volumes and the capacity of an "All-Way Stop"
intersection, it is staffs opinion that an "All-Way Stop" at this location could cause the southbound traffic on
Pala Road to hack up to SR 79(S) and adversely affect the operation of this intersection. The traffic volumes
in this area will continue to increase with development of the eurrentiy vacant properties within the City and
the unincorporated areas of the County. Therefore, although the intersection of Pala Road and Rainbow
Canyon Road meets the warrants for an "All-Way Stop", installation of stop signs at this intersection could
adversely affect the overall traffic flow in the area and should be denied.

CAPITAL IMPROVEMENT PROJECTS
Monthly Activity Report
FEBRUARY 1997
Date: February 25, 1997
I. WORK UNDER CONSTRUCTION:
I. 1-15/Winchester Road Interchange Modifications:
The contractor has finished placing the concrete for the new bridge deck and will remove the
bridge false work during the week of February 10. The only remaining bridge items will be to
place concrete for the new barrier rail and sidewalk and to place the concrete closure between the
new and existing bridge decks. The contractor will be continuing the grading operation for the
new northbound loop on ramp during the month of February. The Contractor is scheduled to
place concrete for the bridge wing wails during the week of February 17. The completion date
for the project is September 1997.
2. Fire Station #84:
Installation of the large roll up doors and placement of the apparatus slab have been completed.
Cabinets and floor tiles have been installed in the offices and living quarters and the landscaping
is complete, including planting of the trees and shrubs. The asphalt overlay on Pauba Road has
been placed with pavement striping planned for the final week of February.
3. Wakott Corridor:
The contractor is currently working on the storm drain systems. The utility companies are
completing this installation of the dry utilities. During the week of February 18, the contractor
will begin preparation of the road bed for the asphalt pavement and expects to complete the entire
project including hydro seeding of the slopes in June, 1997.
4. Sam Hicks Monument Park lnXprovement Project:
The project maintenance period is scheduled to end on Febraary 17, 1997. A final inspection will
be held and the project will be recommended for acceptance of the project following satisfactory
completion of any outstanding items.
5. Traffic Sigpal at Route 79S and Margarita Road/Redhawk Parkway:
The traffic signal has been installed and is currently operating on flashing red, since the existing
striping does not align with the signal heads. Upon completion of the assessment district's road
work and re-striping of the intersection, the traffic signal will be put into full operation.
6. Emergency Generator:
The contractor has completed the original contract tasks and is presently finishing additional items
of work requested by T.C.S.D. The additional items include the application of a graf~ti coating
to the block wall enclosure and the installation of a control switch for the gymnasium scoreboard.
7. City-Wide Traffic Control Device Inventory
The computer system is now complete and all the data has been imputed making the system fully
operational. A complete listing of all traffic control devices throughout the City can now be

obtained by using this system.
8. City Maintenance Facility:
Rough framing in complete along with interior electrical, plumbing and HVAC work. Installation
of drywall is scheduled for the third week of February. Exterior work has been delayed due to
the rains. Application of the roof membranes and exterior stucco is presently underway.
Installation of the windows and the placement of the parking lot slab is scheduled for the last week
of February. The project completion is scheduled for mid-March.
9, City Wide Intelligent Tnnffic Management System (ITMS):
Plans and specifications for Phase II of this project were submitted to Caltrans to obtain an
encroachment permit. Caltrans has required additional documents and our consultant is preparing
the requested information. This project should be ready to be advertised in March.
H. BID
1. Acoustic Panels at the CRC Gym:
On February 13, the bids were opened and staff will be recommending award of a construction
contract to City Council on February 25. This project will include installation of acoustical panels
on the walls and on the ceiling in the baskethall gym at the Community Recreation Center. Also,
additional protection pads will be placed at both ends of the basketball court to provide a cushion
for the ball players. The contract documents requires the work to be done between March 26 and
April 16 due to scheduling of the gym facility.
2. FY95-96 Pavement Management System
The bid opening will be on February 20 and staff expects to recommend an award of a
construction contract to City Council on March 11. This project includes removing and
reconstructing the A.C. pavement and providing only an overlaying portions of Rancho Vista
Road, Solana Way, and La Serena Way.
IH. WORK IN DESIGN:
1.1-15/Rancho California Road lnterch:nlge Modifications:
Final roadway plans have been resubmitted to Caltrans (District 8) for final approval. The
structural plans have already been appruved and signed by Caltrans Division of Structures and the
Construction Cooperative Agreement has been approved by both Caltrans and the City Council.
The project will be bid as soon as Caltrans approves the plans. This project includes widening
the Rancho California Bridge and providing a north bound loop on ramp.
2. 1-15/Overland Drive Overcrossing Invt0rovements:
The structural plans were approved and signed by Caltrans Division of Structures. Roadway plans
were revised by the consultant on December 30, 1996 and were resubmitted to Caltrans (District
8) on January 17, 1997 for final review. The Construction Cooperative Agreement has been
approved by both Calltans and the City Council. SCE is considering where to move the 115 KVA
overhead power lines currently located in the way of the proposed Overland Drive Street

Improvements.
3, Marglrita Community Park:
Second plan check is presently underway and the plans are expected to be complete and ready for
bidding during the first part of April. The project includes picnic areas, a tot play area, restroom
facilities, and open tuff areas. The development of the two bail fields on the school district
property will include two lighted tennis courts, and one lighted hockey facility and will be an add-
aiternate bid item.
4. Traffic Signal at SR-795 and Bedford Court
Caitrans has apprnved the plans and specifications for this project and has issued the encroachment
permit. Recommendation will be put on the first Council Agenda in March to solicit public
construction bids.
5. Traffic Signal at Margarita Road & Solana Way
The preliminary design has been competed and staff will ~naiize the plans this month. This traffic
signai will be constructed using the existing equipment that are stored in the city yard.
6. FY96-97 Pavement MariaCement System
City Council approved the design consultant contract at the February 11 meeting. The consultant
will provide the design services for the third annuai pavement project which will be for the
rehabilitation of Jefferson Avenue from the northerly City limits to Rancho Caiifornia Road.
7. Pavement Manaeement System Up-Date
City Council approved the design consultant contract at the February ll meeting. This project
will review and up-date the existing Pavement Management System which will include adding all
new streets, preparing a new 5-year street maintenance program, and up-dating the computer
generated City map.

Also, City Maintenance staff responded to 29 service order requests ranging from weed abatement,
tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings.
This is compared to 54 service order requests for the month of December, 1996.
The Maintenance Crew has also put in 71 hours of overtime which includes standby time, special
events and response to street emergencies.
I.P.S. STRIPING AND STENCILING COMPANY has coml;)leted the following:

The total cost for I.P.S. striping services was $2,122.24 compared to $19,100.02 for December,

POLICE DEPARTMENT ACTIVITY REPORT FOR JANUARY, 1997
The following report reflects Part One crimes, traffic enforcement and miscellaneous activity
occurring during January of 1997.
Part One crime statistics are displayed by district within the City, providing stable parameters for
monitoring criminal activity, and siding in planning police resource deployment.
The Police Department issued 365 traffic citations last month, which compares with 277 issued in
JanuanJ of 1996. The number of traffic collisions remained consistent with that reported last year.
Temecula experienced no fatal traffic collisions in January. Arrests for driving under the influence
of alcohol decreased slightly from January of 1996. Reported burglaries, grand thefr and felony
assaults decreased slightly, while robberies increased from five to six for the month. Arrests made
during the month totaled 82, which represents a significant reduction from the previous year' s figure.
The Police Department responded to forty-eight "priority one" calls for service during the month of
January, with an average response time of slightly under six minutes. A total of 1,912 calls for police
service were generated in the City of Temecula during the month.
The Police Department's Special Enforcement Team made ~irty nine arrests for narcotics related
offenses and sewed three search warrants last month. The Team seized methamphetamine, heroin
and marijuana with an estimated street value exceeding sixty ~Ry thousand dollars, and seized over
two hundred dollars in cash.

January, 1997
During January, the Police Department added one school resource officer to our "SRO Team," with
the result that we now have officers dedicated to the high school, middle schools and elementary
schools. This experimental program was initiated to address concerns that middle school campuses
were receiving inadequate police response with only one officer assigned to serve all middle and
elementary school campuses.
Temecula' s school resource officers made two felony arrests and seven misdemeanor arrests in
January. They had over one hundred contacts concerning student behavior and conduct, and
submitted over forty reports that otherwise would have been assigned to patrol personnel.
The Temecula Police Department' s crime prevention officer conducted fifty two business checks last
montk One article titled, "Family Violence Reduction," was written for the February edition of the
Valley Business Journal. Additionally, the crime prevention officer conducted four neighborhood
watch meetings and one "Stranger Danger" presentation. He also completed and submitted ten police
reports.
Volunteers from the community continue to be an integral pan of the Temecula Police Department's
staff. Under the guidance ofvolunteff coordinator Ed Bekas, the Police Department's volunteer staff
contributed 546 hours of senAce in January.

1996 Year End Summary Report
Typical of each year, the majority of the fire department's emergency calls
fall within the medical aid category, 44% being the case in 1996. Although we
did see a slight decline in total response volume this year in comparison to
1995, looking back on the last 4 years statistics indicates a trend towards a
steady increase in call volume. We anticipate that this trend will continue,
particularly in light of the projected population increase predicted in the
coming years for our community.
Automatic defibrillators were added to Our compliment of life-saving
equipment in 1996. Each engine and the truck company are equipped with a
defibrillator used for patients suffering from ventricular fibrillation during
a cardiac arrest.
We were the first fire department on the west coast to purchase and place
into service a Carin Iris infrared helmet. This helmet can pick up a 1/2 degree
difference in temperature change when in use. Its uses are many, but the biggest
advantage is the ability to see through dense smoke during a structure fire
allowing us to rescue possible trapped or unconscious victims quickly. We are
also able to detect the initial source of the fire more rapidly. The Temecula
Rotary club has already raised funds to purchase the second unit that will be
placed into service on Engine 84, assigned to the east side station, within the
first quarter of this year.
I am pleased to inform you that the new Park View Fire Station is near
completion. We anticipate the move from Our temporary station site at Linfield
school sometime in late March. Also, the volunteer program will be relocating
to this facility. The new station will serve as the battalion headquarters for
the department.
