A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order
on Thursday, March 27, 1997, 7:03 P.M., at the City Council Chambers, 43200 Business Park
Drive, Temecula, California. Chairman Markham called the meeting to order.

Commissioner Coe led the flag salute.
Chairman Markham called for non-agenda items at 7:05 P.M.
M. D. Benson, 30734 Del Rey Road, stated street lighting and/or lighted directions are needed
to locate City Hall. Mr. Benson also asked if a form was available to make written comments
to the Public/Traffic Safety Commission.
Commissioner Guerriero stated a letter addressed to the Public/Traffic Safety Commission with
the City Hall address would reach the Commissioners.
Steve Palmer, 30832 Del Rey Road, requested a stop sign at Avenida Buena Suerta and Del Rey
Road as there have been two (2) accidents in two (2) years along with numerous potential ones
as vehicles come around the curve at high speeds.

2. SI;)eed Limit and "Stop" Sign Installation on Via Norte and Del Rey Road
Associate Engineer All Moghadam presented staff's report recommending re-affirmation
of the 35 MPH speed limit on Via Norte and Del Rey Road based on the road's design
speed and establishing "All-Way Stops" at Del Rey Road and Solana Way and Del Rey
Road at Avenida Del Reposo due to limited sight distances.
Kathy Hoagland, 40481 Calle Fiesta, Temecula, representing the Meadowview
Homeowners Association, stated Avenida Buena Suerta remains an issue even though
it may not meet traffic warrants. She reported four (4) homeowners have been named
to consider traffic calming methods; and the Board does not believe stripping the
roadway edge is viable as it gives a false sense of security because people may think
it is a bike lane or a walk path.
Commissioner Perry stated sight distances are adequate at 35 MPH and questioned if
Meadowview residents are willing to suffer the inconvenience of stop signs to slow
speeds down, Ms. Hoagland said she believes the majority of residents would not mind
the inconvenience.
Commissioner Guerriero said he is interested in being involved in an ad hoc committee
to develop traffic calming methods; and applauded staff's idea of a Neighborhood Traffic
Watch Program and is also interested in being involved in its establishment,
It was moved by Commissioner Guerriero, seconded by Commissioner Coe, to
recommend the City Council adopt an ordinance re-affirming the 35 MPH speed limit on
Via Norte and Del Rey Road and to recommend the City Council adopt a resolution
establishing an "All Way Stop" at the intersections of Del Rey Road at Solana Way and
Del Rey Road at Avenida Del Reposo.

Chairman Markham asked staff to consider traffic calming methods at Buena Suerta and
Del Rey Roads which will address Mr. Palmer's concerns.
Reouest for Crosswalk and School Crossing Traffic Signal at Rancho Vista Road at
Camino Romo
Associate Engineer All Moghadam presented staff's report recommending denial of a
traffic signal as vehicular traffic does not meet warrant requirements. Staff proposes
conducting a study for alternatives --i.e., flashing yellow lights, crosswalk with guard --
after school opens in July 1997.

Brian Baber, 31677 Corte Padrera, expressed his concern that children attending Vintage
Hills Elementary School will cross Rancho Vista Road at Camino Romo instead of going
to Meadows Parkway where there is a 4-way stop. He would like to have a demand
traffic signal and crosswalk at Rancho Vista Road and Camino Romo.
Commissioner Guerriero mentioned the Temecula Valley Unified School District (TVUSD)
is considering a "fee" busing program; and is considering a crossing guard at Meadows
Parkway. In his opinion, a crosswalk at Camino Romo would create a dangerous
situation.
Robert Brand, 31605 Corte Padrera, asked about other alternatives to make certain the
children can cross Rancho Vista Road safely.
Commissioner Guerriero mentioned the possibility of signage notifying drivers they are
approaching a school zone or stating children present and asked staff to investigate
Section 21372 of the Vehicle Code; another possibility might be a flashing yellow light.
He will contact TVUSD next week regarding their Safe Route to School Program for this
area.
Nell Stone, 31786 Corte Padrera, expressed his support for a crosswalk/traffic signal at
Rancho Vista Road and Camino Romo.
Judy Baber, 31677 Corte Padrera, stated her main objective is to have a safe place and
a safe way for the children to cross Rancho Vista Road.
It was moved by Commissioner Coe, seconded by Commissioner Guerriero, to table the
item until the April 24, 1997 meeting while staff reviews Section 21372 of the Vehicle
Code and/or considers other alternatives; and Commissioner Guerriero pursues a meeting
with the School District.

Speed Limit - Corte Cantera between Calle Aranda and its Easterly End
Associate Engineer Ali Moghadam presented the staff report recommending a 30 MPH
speed limit on Corte Cantera.
It was moved by Commissioner Coe to recommend the City Council adopt an ordinance
establishing a 30 MPH speed limit on Corte Cantera. The motion died for lack of a
second.
It was moved by Commissioner Perry, seconded by Commissioner Guerriero, not to place
any speed limit signs in this area as all criteria for the 25 MPH prima facie speed limit
is met except for road width.

Speed Limit - Cabrillo Avenue between Vallejo Avenue and Jedediah Smith Road
Chairman Markham stepped down due to a possible conflict because he lives in the area.
Associate Engineer Ali Moghadam presented staff's recommendation to establish a 35
MPH speed limit on Cabrillo Avenue between Vallejo Avenue and Jedediah Smith Road
based on the results of an engineering and traffic study.
It was moved by Commissioner Guerriero, seconded by Commissioner Coe, to
recommend the City Council adopt an ordinance establishing a 35 MPH speed limit on
Cabrillo Avenue between Vallejo Avenue and Jedediah Smith Road.

recommend the City Council adopt a resolution re-affirming the 40 MPH speed limit on
Moraga Road between Margarita Road and Rancho California Road.

Speed Limit - Ynez Road between Rancho California Road and Winchester Road
Associate Engineer All Moghadam presented staff's recommendation to re-affirm the 45
MPH speed limit on Ynez Road between Rancho California Road and Winchester Road.
Wayne Hall, 42131 Agena, shared his experiences with the unloading of vehicles on
Ynez Road in the early morning hours near the Ford dealership.
It was moved by Commissioner Coe, and seconded by Commissioner Guerriero, to
recommend the City Council adopt a resolution re-affirming the 45 MPH speed limit on
Ynez Road between Rancho California Road and Winchester Road.

On-Street Parking - Citywide (Discussion Item)
Associate Engineer All Moghadam presented maps of existing parking restrictions and
bike lanes in Temecula.
Bill Dendy, 41975 Winchester Road, developer of the Westside Business Center, stated
his CC&Rs contain a "no parking" clause for Winchester Road. He mentioned seeing
trucks parked for two to three days on Winchester Road, and when he tells the drivers
about Temecula's no truck parking ordinance, he is told the fine is cheaper than a motel
room. Mr. Dendy offered to pay for the installation of "No Parking" signs.
Sergeant Crisp reported four (4) violations for truck parking have been issued in the last
60 days.
Commissioner Guerriero suggested white curbs for unloading zones and "No Parking"
signs.
Chairman Markham asked staff to develop a uniform policy for the circulation streets -
i.e, no parking by exception or parking by exception -- and for loading/stopping zones.

Commissioner Guerriero suggested getting policies on this matter to review from San
Diego, Riverside and Rancho Cucamonga, and to determine any direction provided by
the Traffic Engineer's manual.
Chairman Markham requested staff provide an overlay of bike path locations; and to
show Winchester Road, west of Diaz Road on the map.
It was moved by Commissioner Perry, seconded by Commissioner Guerriero, to have the
matter returned as an action item on the April 24, 1997 meeting to give staff an
opportunity to obtain other city's ordinances and to develop map/overlays.

TRAFFIC ENGINEER'S REPORT
Mr. Moghadam reported on the following concerns raised at the February 27, 1997
meeting:
Rainbow Canyon Road Resurfacing - Presently scheduled for 1999. A consultant has
been hired to study paving prioritizing and Rainbow Canyon Road will probably be
rescheduled for an earlier date.
Photo Enforcement - He talked to the City of Poway's traffic engineer who stated photo
enforcement has been effective. The manufacturer receives a percentage of the fines
rather than an up-front charge. Many of the pictures do not clearly identify the driver
and therefore a citation cannot be issued.
Neighborhood Watch Program - The Police Department has an individual assigned to this
program who can be invited to make a presentation to the Commission.
Commissioner Guerriero asked that both the Neighborhood Watch and Gang Intervention
officers be invited to make presentations.
Rancho California Road East of Ynez Road - A median closure and no parking
recommendation will be on the April 24, 1997 agenda.
Steve Sanders ADpreciation Plaque - To be presented at the April S, 1997 City Council
meeting.
Chairman Markham asked about the Capital Improvement Project list. Mr. Moghadam
stated Don Spagnolo, who supervises the Capital Improvement Projects, will be invited
to attend a Commission meeting to answer questions about the FY97-98 CIP, currently
being developed.

Commissioner Guerriero expressed his continuing concern about the entrance to Oscar's
Restaurant and the need to either red curb or make a right-hand turn into their parking
lot. Mr. Moghadam stated that issue will be on the April 24, 1997 agenda.
POLICE CHIEF'S REPORT
Sergeant Rodney Crisp reported the Police Department received a grant to purchase four
(4) radar units for the traffic units and another radar trailer has been ordered. There
were six (6) fatalities in Temecula last year and the City's traffic officers will be in court
for the next several weeks as the cases come to trial.
Commissioner Guerriero mentioned noticing several cars for sale being parked on
corners. Sergeant Crisp stated quite a few citations for this have been issued recently.
FIRE CHIEF'S REPORT
Battalion Chief John Winder reported several fire department personnel have received
Heavy Rescue Systems II training, which involves techniques for rescuing victims from
collapsed areas. Additional equipment for this work is needed which should cost under
$20,000, and additional training at about $5,000 to 7,000.
Commissioner Coe asked if a safety exposition is planned for this year. Chief Winder
stated one is being planned for 1997 and it is hoped it will become an annual event.
Commissioner Guerriero inquired about a multi-agency training session. Chief Winder
reported one is planned for May 8, 1997 at the Community Recreation Center.
COMMISSION DISCUSSION
Commissioner Perry asked if there are plans to correct the sight restriction created by
a pile of dirt at North General Kearney and Margarita Road. Mr. Moghadam replied the
proposed mall development, will widen Margarita Road which should take care of the
problem.
Commissioner Guerriero inquired into the progress of developing an ordinance for false
alarms. Chief Winder stated there is nothing to report at this time.
Commissioner Guerriero discussed the need for an ordinance on tow trucks. Sergeant
Crisp stated he has not noticed any problem and an ordinance is probably premature at
this time.
Commissioner Guerriero asked if there is an emergency evacuation route plan in place
and if not, the Commission should look at evacuation routes. Sergeant Crisp stated he
was unaware of an official plan, but believes one could be implemented fairly quickly.
Commissioner Coe stated since the City owns the duck pond, it should be possible to
widen Ynez Road to facilitate right-hand turns off of Ynez Road heading east of Rancho
California Road. Mr. Moghadam replied that issue will be discussed at the April 24,
1997 meeting.

Commissioner Coe asked about placing dot delineators for the two left-turn lanes on
southbound Front Street at Raneho California Road. He has noticed motorists in the
number two lane going straight rather than turning left. The delineators might alert
motorists of the correct driving pattern. Mr. Moghadam replied this can be done.
Commissioner Coe mentioned there appears to be sufficient space on southbound Front
Street approaching Rancho California Road to begin lane stripping a little sooner to allow
motorists time to get into the appropriate lane.
Chairman Markham reported on March 18, 1997, the City Council approved an
amendment to the contract which includes the design for widening of 1,100 feet of
Ynez Road, south of Rancho California Road.
Chairman Markham inquired about the status of projects developed at the February 13,
1997 workshop. Mr. Moghadam stated the projects are being categorized and should
be ready for the April 24, 1997 meeting.
Chairman Markham asked about the progress of the Capital Improvement Plan being on
the Commission's agenda for input before it is approved. Mr. Moghadam replied the
matter is being discussed.
Chairman Markham mentioned development of an ordinance regarding traffic control,
fire suppression and overall safety at special events. Commissioner Guerriero said he
has spoken to Councilmember Roberts who is considering the issue.
Chairman Markham inquired about a Traffic Calming Workshop at a future meeting. He
asked staff to schedule an ad hoc committee meeting regarding traffic calming methods
for Meadowview, that he and Commissioner Guerriero will attend. Commissioner
Guerriero requested blowup photos of possible solutions.
Chairman Markham inquired if the Commissioners had received the Sunnyvale
Conference package and material for the joint workshop with Murrieta and Temecula
Councilmembers and Commissioners.
It was moved by Commissioner Coe and seconded by Commissioner Guerriero to adjourn the
meeting at 9:05 P.M. The motion was unanimously carried.

A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order
on Thursday, April 24, 1997, 7:10 P.M., at the City Hall Council Chambers, 43200 Business
Park Drive, Temecula, California. Chairman Markham called the meeting to order.

PUBLIC COMMENTS
Chairman Markham called public comments on non-agenda items.
Ed Pool, Temecula Stage Stop, reported on the RTA meeting held on Wednesday, April
16, 1997, regarding a new RTA route which will fulfill the community's needs. He
requested if this issue could be placed on the Commissions agenda in the near future.

COMMISSION BUSINESS
Reouest for Crosswalk and School Crossing Traffic Signal -Rancho Vista Road at
Camino Romo
Associate Engineer All Moghadam presented the staff report.
Commissioner Perry asked why there was no morning period to match the 2:15 PM
peak. Mr. Moghadam stated he did not know and it was very unusual to have such a
high peak (209 vehicles) within a 15-minute period. Mr. Markham noted the high
volumes was for eastbound traffic away from the school and everyone leaves school at
about the same time, yet arrive at varying intervals.
Judy Baber, 31677 Corte Podrera, stated the school district's opinion that Meadows
Parkway is the appropriate school route is because there is no safe route to school, but
the children will not walk the additional 700 feet to cross safely. She stated there is no
sidewalk at the top of the hill.

Chairman Markham inquired if the recommendation for a yellow warning light installation
at Rancho Vista Road and Camino Romo had been forwarded to the City Council. Mr.
Moghadam replied he was waiting for tonight's decision before forwarding the
recommendation, but the yellow warning light is included in next fiscal year Capital
Improvement Projects.
Chairman Markham suggested a temporary or permanent asphalt sidewalk be
constructed to connect with the existing sidewalk and bring the sidewalk to opposite
Paseo Goleta and the yellow warning light.
Commissioner Perry stated he sees Camino Romo as a potential hazard and would rather
see crossing at Paseo Goleta,
Sergeant Crisp stated that a crosswalk with a crossing guard at Paseo Goleta was
preferable.
It was moved by Commissioner Johnson and seconded by Commissioner Perry to deny
the request for installation of a crosswalk and a school crossing traffic signal on Rancho
Vista Road near Camino Romo.

It was moved by Commissioner Johnson and seconded by Commissioner Perry to have
staff review the costs for adding a five (5) foot asphalt sidewalk on the south side of
Rancho Vista Road between Paseo Goleta and the existing sidewalk, a few feet west
of Camino Romo, and a yellow warning light westerly on Rancho Vista Road.

Associate Engineer All Moghadam presented the staff report.
Commissioner Perry inquired as to the existing bike lane and no parking zone percentage
for these roads. Mr. Moghadam replied approximately 50% of the proposed area is
existing bike lane and 50% no parking zones.
Mr. Moghadam stated he reviewed the Vehicle Code relative to truck parking and found
that the only prohibited truck parking is for trucks over six (6) feet in height which are
prohibited from parking within 100 feet of an intersection.
Chairman Markham noted Margarita Road, at Temecula Valley High School is an existing
problem. Sergeant Crisp stated buses park on the east side of Margarita Road in the
afternoons and red curbing would be helpful. Mr. Moghadam reported staff is studying
installation of median islands on Margarita Road and Rancho Vista Road with fencing
and lights at one or two locations on Rancho Vista Road to limit access for pedestrians
and vehicles.

recommend the City Council adopt a resolution establishing '"No Parking" zones on
Rancho California Road, Winchester Road, Pala Road, Santiago Road, Pauba Road, and

Associate Engineer All Moghadam presented the staff report.
Commissioner Johnson asked who would pay for the signal at Via Las Colinas. Mr.
Moghadam replied the City has budgeted this signal.

Commissioner Johnson noted this median/signal modification will help traffic flow, but
will not solve the area's long-term traffic problems and there remains a need to increase
westbound storage.
Chairman Markham commented he agrees with this proposal and reported Commissioner
Guerriero had expressed to him his strong support for staff's proposal and would like
to see the left-turn pocket into Town Center driveway extended to provide additional
storage space.
Sergeant Crisp and Chief Winder concurred with the proposal.
It was the consensus of the Commissioners to have this issue brought back as an
agenda item at a future Commission meeting.
6. Prioritization of Present and Future Traffic Improvement Needs (Discussion Item)

TRAFFIC ENGINEER'S REPORT
Mr, Moghadam reported the following:
Ynez Road at Rancho California Road - Staff is working on striping modifications to
provide southbound dual right-turn lanes on Ynez Road at Rancho California Road.
Chairman Markham requested hook into coordinating the intersection. At present, the
free right turn traffic backs up with no protected area.
Bedford Court/Hwy 79S - Traffic signal bid opening is May 22, 1997.
Pala Road/Rainbow Canyon Road - Signal has been re-prioritized to Number 1 and
proposed to be included in the 1997/98 budget.
Winchester Road from Jefferson Avenue to Enterprise Circle West (second loop) - Install
median island on Winchester Road from Jefferson Avenue to Enterprise Circle West and
install a traffic signal at Winchester Road and Enterprise Circle West (second loop). Mr.
Moghadam stated he discussed this item with property owners of the center at
Jefferson Avenue and Winchester Road and they are agreeable. They are also requesting
a "Keep Clear" pavement marking for the driveway to ARCO to prevent blocking of the
driveway, and the possibility of a second northerly driveway, by Pasquales Restaurant.
These issues will be brought back to the Commission at a later date.

Chairman Markham stated he would like to see the driveway issue deferred until an
overall Jefferson Avenue Study with an operational analysis regarding a raised median,
consolidating and signalizing driveways, etc is completed. Mr. Moghadam stated
owners seem to be willing to consider alternatives and participate in costs.
Commissioner Perry mentioned when designing the median on Winchester Road,
consider a long storage pocket for left turns onto Enterprise Circle from westbound
Winchester Road. Commission Johnson and Chairman Markham concurred.
Commissioner Johnson inquired about the installation of the signal at Margarita Road
and Solana Way. Mr. Moghadam replied the proposed apartment complex at the
northeast corner will be constructing roadway improvements and installing a traffic
signal at this location.
Commissioner Johnson asked when the last traffic count was taken for northbound
traffic on Ynez Road at Rancho California Road as traffic has increased significantly in
the last few months. Mr. Moghadam responded the count was conducted July 1996,
with the next count scheduled for July 1997.
Chairman Markham asked about widening of Ynez Road at the duck pond. Mr.
Moghadam replied that widening is being considered along with expansion to Embassy
Suites, and staff is also working on striping to provide northbound dual left-turn lanes
on Ynez Road. He mentioned one problem is a majority of the traffic is heading for
northbound Interstate 15 and there would be two lanes competing for one lane.
Commissioner Perry inquired about the status of the 1-15/Hwy 79S temporary
interchange. Mr. Moghadam replied the plans for an interim signal installation and
realignment of Front Street have been signed and will go out to bid soon.
Commissioner Perry asked for an update on the Western Bypass. Chairman Markham
suggested an update of the City's position/direction be presented at the May 22, 1997
meeting.
Commissioner Markham asked if the Commission will have an opportunity to review the
Capital Improvement Plan before it goes to City Council. Chief Winder stated the
committee is still in the prioritizing process.
Chairman Markham asked if the Meadowview traffic calming methods meeting had been
scheduled. Mr. Moghadam stated it had not been scheduled. Mr. Markham suggested
getting in touch with Mr. Benson to determine a satisfactory time for their members and
schedule the meeting with input back to the Commission at the May 22, 1997 meeting.
He stated Mr. Palmer's request for improvements at Buena Suerta would be a good test
case.
POLICE CHIEF'S REPORT
Sergeant Crisp reported Officer Alexander finished at the top of his motor school class
and is out in traffic; and the second radar trailer is in the field.

Commissioner Perry asked why Area G has such a high crime rate. Chairman Markham
replied G is mainly apartments with no single family residences and only a few
commercial establishments. Sergeant Crisp stated it has been a high crime zone

Commissioner Johnson asked if the City Attorney could provide written direction
regarding Conflict of Interest for the Commissioners.
Chairman Markham asked staff to review:
· The 2 ',/2 to 3 '~ -foot drop off on the west side of Ynez Road back of the Bank
of America's parking lot for consideration of a railing for public safety due to
skate boarders, people walking at night, etc.
· Fencing at the Santiago Overpass, there is a gap between the freeway right-of-
way fence and the bridge fence, people are going through the gap.
· Providing grates over big, pipe and/or box culverts.
Chairman Markham reported Ruth Ann Taylor-Burger will attend the May 22, 1997
meeting to discuss air quality in regards to dirt roads and measures that need to be
taken, and requested staff invite Mr. Klein to attend.

meeting at 8:28 P.M. The motion was unanimously carried.

RECOMMENDATION:
That the Public/Traffic Safety Commission recommend lhat the City Council adopt a resolution establishing
an "All-Way Stop" at the intersection of Via Elinda and Calle Haleon.
BACKGROUND:
The City received a requnst from a resident of the area to install an "All-Way Stop" at the intersection of Via
Elinda and Carte Haleon. This request was made due to the restricted visibility caused by a relatively sharp
curve on Via Elinda south of Calle Haleon.
Both Via Elinda and Calle Haleon are residential streets with low traffic volumes. Although no accidents have
been reported at this intersection, due to the very limited sight distance, installation of an "All-Way Stop" is
recommended at this intersection. Per Caltrans Design Manual, at 30 MPH, 200 feet of stopping sight distance
is required while the existing sight distance at this intersection is only 130 feet.

Installation of Raised Median Island - Winchester Road
RECOMMENDATION:
That the Public/Traffic Safety Commission review and recommend that the City design and install a continuous
raised median island on Winchester Road between Jefferson Avenue and Enterprise Circle West, including
a traffic signal at Enterprise Circle West.
BACKGROUND:
Winchester Road between Jefferson Avenue and Diaz Road is designated as a major four-lane arterial highway
on the circulation element of the General Plan. This roadway classification includes four (4) travel lanes and
a raised median island within a 100 foot right-of-way (Exhibit "C").
The Department of Public Works has requested funding for installation of a raised median island on
Winchester Road between Jefferson Avenue and Enterprise Circle West. This project will also include
installation of a traffic signal at the intersection of Winchester Road and Enterprise Circle West (Exhibit "A").
A traffic signal was also considered for the easterly Enterprise Circle; however, due to the proximity of this
intersection to the intersection of Winchester Road and Jefferson Avenue it was not approved. A traffic signal
at this location would adversely affect the overall traffic flow on Winchester Road.
A median island exists on Winchester Road just m the west of Jefferson Avenue intersection; however, this
median does not extend across Enterprise Circle East. Currently full access is allowed at both Enterprise
Circle intersections on Winchester Road and at several driveways. The existing traffic volume dated July 1996
on this segment of Winchester Road is 16,727 (Exhibit "E"). This traffic volume is expected to increase
drastically with development of the West Side Business Park, extension of Diaz Road to Washington Avenue
in the City of Murrieta, construction of the Western Bypass Corridor, and development of a regional mall at
the southeast corner of Winchester Road and Ynez Road. Speed limit is currently posted at 40 MPH on this
portion of Winchester Road (Exhibit "F").
The unrestricted access and relatively high vehicular speed and volumes have resulted in an excessive number
of accidents in this area. Between the period of January 1996 and April 1997, eleven (11) accidents were
reported at Enterprise Circle East and two (2) at Enterprise Circle West (Exhibit "D"). Out of a total of 13
reported accidents at these intersections, ten (10) were caused by vehicles turning left. Three (3) of these
accidents resulted in injury.
A median island on Winchester Road between Jefferson Avenue and Enterprise Circle West will eliminate this
type of accidents and will provide for a safe and protected left and "U" turns at the proposed signalized
interseclion of Winchester Road and Enterprise Circle West. Also, by eliminating conflicting movements at
these intersections and driveways, the capacity of this important east-west corridor could be greatly improved.
Staff recognizes that the proposed median will cause some inconvenience to the drivers who currently are able
to turn left in and out of Entorprise Circle and other driveways in this area. However, the additional safety
and capacity provided by restricting left turns at these uncontrolled intersections and driveways well over
weigh the minor inconveniences caused by median installation. It should be noted that the interchange
improvements on Winchester Road at Interstate 15 will improve the traffic flow on Winchester Road and at
the nearby intersection of Jefferson Avenue.

Request for Installation of Various Traffic Control Devices - Old Town Temecula
(Continued from the meeting of April 24, 1997)
RECOMMENDATION:
That the Public/Traffic Safety Commission review and make recommendations on a request to install a
crosswalk, direc~onal signs and parking limitations.
BACKGROUND:
At the April 2.4, 1997 meeting of the Public/Traffic Safety Commission, the Commission recommended that
this item be continued and discussed at the May 22, 1997 meeting.
Since the last Public/Traffic Safety Commission meeting, staff had an opportunity to meet with Mr. Ed Dool
(Temeeula Stage Stop) to further discuss the requested signing and striping. The requested items are as
follows:
Painted crosswalk (with or without flashing ligh0 at Front Street and Sixth Street.
This intersection is eurren~y controlled by an "All-Way Stop" which includes limit lines and "Stop"
pavement markings. A 25 MPH speed limit is posted in this area. There have been no reported
pedestrian accidents at this intersection. It is staffs opinion that adequate traffic control devices exist
hi the area and the requested crosswalk wLIl not improve or enhance the safety of pedestrians crossing
at this intersection.
Bus signage and directional flow.
This item is currently being reviewed by the Old Town Local Review Board and the Planning
Department. Both the Public Works Department and the Planning Department staff believe that the
preferred route could be conveyed to the bus drivers without installation of the requested non-
standard signs.
ATM Parking on From Street.
Limited time parking for ATM's are usually established on private properties and parking lots. Since
Front Street is a public road it may not be appropriate to designate a parking for a private business
as it may set precedent for other businesses.
On-Street parking for trolley, taxi service and RTA.
This issue should be considered as part of the design and improvements planned for the Front Street
in the Old Town Temecula area. In addition, it is the City's intention to avoid proliferation of signs
and markings to maintain the old western appearance of the Old Town area.

The following is the Planning Division's recommendations on Temecula Stage Stop's requests
to the Traffic Commission:
i. Crosswalk and flashing yellow light (Front Street at Sixth Stree0
Absent a public health and safety issue, the Planning Division would discourage this
request. We believe the proliferation of regulatory signs is inconsistent with the Old
West theme that everyone is working hard to reinforce and preserve in Old Town.
2. Bus signage and directional flow
The Old Town Specific Plan and other City Ordinances do not provide for bus
directional signs. Off-site signs are generally prohibited in the City. The only "public
signs" the Old Town Specific Plan provides for are Gateway Entry Signs, Public
Parking Directional Signs, and Street Name Pole Signs. There does not appear to be a
public health or safety issue. Therefore, we believe the proliferation of regulatory or
guide signs is inconsistent with the Old West theme that everyone is working hard to
reinforce and preserve in Old Town. Additionally, because they are non-regulatory
signs, their design must be approved by the Old Town Local Review Board.
3. ATM parking on Front Street
A few time limited parking spaces on Front Street for the ATM is acceptable to the
Planning Division subject to the approval of the Traffic Commission.
4. On-street parking for trolleys, taxis, and RTA
This issue is being addressed by the consultant preparing the design for the Old Town
Streetscape Improvements.

Speed Limit - Various Locations
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council adopt an ordinance re-affirming
the speed limits on the following roadways:
1. Winchester Road between Jefferson Avenue and Diaz Road
2. Pauba Road between Ynez Road and Meadows Parkway
3. Diaz Road between Raneho California Road and Winchester Road
4. Rancho Vista Road between Ynez Road and Meadows Parkway
BACKGROUND:
Engineering and traffic surveys have been conducted to update the speed limits on the roadway segments as
shown on Exhibit "A". Section 40803 of the California Vehicle Code (CVC) states that in order to enforce
posted speed limits using radar, an engineering and traffic survey must be conducted within a five (5) year
period.
Engineering and Traffic Survey
627.(a) "Engineering and traffic survey", as used in this code, means a survey of highway and traffic
conditions in accordance with methods determined by the Department of Transportation for use by the
state and local authorities.
(b) An engineering and traffic survey shall include, among other requirements deemed necessary by the
department, consideration of all of the following:
(1) Prevailing speeds as determined by traffic engineering measurements.
(2) Accident records.
(3) Highway, traffic, and roadside conditions not readily apparent to the driver.
The following table is a summary of the updated speed surveys, number of accidents, and prevailing speeds.

RECOMMENDATION:
That the PublicFFmffic Safety Commission review and prioritize projects from the Advanced Traffic Planning
Workshop to be considered for future implementation.
BACKGROUND:
At the April .24, 1997 meeting of the Public/Traffic Safety Commission, the Commission recommended that
this item be continued and discussed at the May 22, 1997 meeting.
On February 13, 1997 the public/Traffic Safety Commission held a special meeting to discuss present and
future traffic improvement needs within the City. Several potential projects were identified by the
Commissioners for consideration and future implementation. Staff has divided these projects into four (4)
categories. This list is attached as Exhibit "A". It is recommended that the Commissioners prioritize these
projects and identify a few projects from each category with the highest priority to be considered for future
implementation. The City is currently in the process of preparing the Fiscal Year 1997/1998 Capital
Improvement Budget.

Oscar's (RG).
Encourage use of Walcott Corridor (RG).
Speed enforcement on Rancho California Road south of Margarita Road CRG).
Stripe lane usage at Cosnile Drive and Raneho California Road signal (RG).
The signal timing has been modified to eliminate this problem.

I. WORK UNDER CONSTRUCTION:
1.1-15/Winchester Road Interchange Modifications:
During the last two weeks, the contractor completed the placement of a new concrete sidewalk on
the easterly and westerly sides of the bridge, installed two new street lights on the south side of
the bridge, placed base material consisting of crushed rock within the new road section for the
new northbound loop entrance ramp and within the new road section on the south side of
eastbound Winchester Road between the southbound entrance ramp and the west side of the
bridge, and installed a chain link fence on the south side of the bridge. During the next two
weeks, the contractor will be installing a freeway sign on the south side of the bridge, installing
an iragallon system for the new landscaping, paving the new northbound loop entrance ramp, and
grinding and repaying portions of Winchester Road. The completion date for the project is
September 1997.
2. Fire Station #84:
The building and off-site improvements are substantially complete. In response to insufficient
water main pressure in Pauba Road a domestic and fire booster pump system is being installed at
the building. The domestic buster pump was installed on May 13. The fire booster pump design
has been complemd. Following receipt of an acceptable cost proposal, the contractor will expedite
delivery and installation of the fire pump system.
3. Waicott Corridor:
The contractor has completed the project, except for minor punch list items. These items should
be completed by the week of May 19 upon completion of these minor items the road will be open
to the general public. Once the maintenance bond and affidavit are submitted by the contractor,
staff will recommend that the project be accepted by the City Council.
4. Traffic Signal at Route 79S and Margarita Road/Redhawk Parkway:
This traffic signal is in full operation as of May 7. Once the maintenance bond and affidavit are
submitted by the contractor, staff will recommend that the project be accepted by the City
Council.
5. City Maintenance FacDity:
The maintenance facility is substantially complete. Maintenance staff will be moving equipment
and materials during the last week in May and are scheduled to be fully operational during the first
week in June. The Public Works department will recommend acceptance of the project by City
Council upon receipt of close out documents from the contractor including the maintenance bond.

6. Acoustic Panels at the CRC Gym:
Due to the deFlvery of the wall acoustical panels, the project has been split up into two phases.
Phase I was completed on April 15, which included the installation of the ceiling acoustical panels
and the wall pads. Phase II included the wall acoustical panels installation which was recently
completed on May 15. Once the maintenance bond and affidavit are submitted by the contractor,
staff will recommend that the project be accepted by the City Council.
7. FY95-96 Pavement Management System:
The contractor started work on May 6 by grinding the existing pavement and completed the
remaining items on May 19, which included paving, traffic loops, striping, and manhole
adjusting. This project included pavement reconstruction and overlays on Rancho Vista Road,
Solana Way, and La Serena Way. All the work was accomplished with minimal disturbance to
vehicular traffic. Once the maintenance bond and affidavit are submitted by the contractor, staff
will recommend to City Council for the project's acceptance.
8.6th Street:
The concrete driveway along Metcedes Street wffi be poured the week of May 19 and the parking
area will be cut to grade and prepared for paving. Also, the parking area light fixtures will be
installed. The restroom building and the stair cases to the transportation depot pad area will be
completed and the landscape irrigation mainline will be tested and the landscaping will be planted.
Project completion scheduled for the latter part of May.
II. BID
1. Traffic Signalat SR-79S and Bedford Court:
The bid opening for this project is scheduled for May 22. This project includes construction of
an interim 3-way traffic signal within the State right-of-way at the intersection of Highway 79
South and Bedford Court.
2. City Wide Intelligent Traffic Management System (ITMS~:
Plans and specifications for Phase II of this project have been completed. The project will bc
advertised for public bid the week of May i9. This is a federally funded project which is being
administered by Caltrans. Caltrans issued the necessary permits for work within their right-of-
way.
III. WORK IN DESIGN:
1.1-15/Rancho California Road Interchange Modifications:
Caltrans (District 8) returned plan check comments to the consultant during the third week of
April and the consultant w'~l resubmit roadway plans to Caltrans when a new contract is awarded
to the Canty Engineering Group (formally J.F. Davidison and Associates). Relocation of GTE
facilities is required and an agreement between the City and GTE has been approved by the City
Council. The project will be bid as soon as Caltrans approves and signs the plans. This project
includes widening the Rancho California Bridge and providing a new northbound loop on-ramp.

2. 1-15/Overland Drive Overcrossiug Improvements:
Caltrans (District 8) returned plan check comments to the consultant during the first week of
March and the consultant will resubmit roadway plans to Caltrans when a new contract is awarded
to the Canty Engineering Group (formally J.F. Davidison and Associates). The structural plans
were approved and signed by Calltans Division of Structures. SCE will relocate the existing 115,
33, & 12 KVA overhead power lines prior to the construction of the proposed Overland Drive
Overcrossing Improvements.
3. Margarita Community Park:
Lighting for the two school district ball fields has been added to the project design. Once the
revised plans have been reviewed by City staff the project will be put out to bid. The project
includes picnic areas, a tot play area, restroom facilities, and open turf areas. The development
of the two ball fields on the school district property w'~l include two lighted tennis courts, and one
lighted hockey facility and will be an add-alternate bid item.
4. FY96-97 Pavement Management System:
The consultant has completed the majority of the design and anticipates the first plan check
submittal will be during the week of May 26. This project will provide street rehabilitation of
Jefferson Avenue from the northerly City limits to Rancho California Road.
5. Pavement Management System Up-Date:
The consultant will be evaluating the streets to obtain the physical conditions of the existing
pavement and determining the surface characteristics of each road segment including cracks,
potholes and pavement trenching during the week of May 26. This project will review and update
the existing Pavement Management System which will include new streets which were added to
the City's maintained system, preparing a new 5-year street maintenance program, and updating
the computer generated City map.
6. Winchester Road & Ynez Road Street Widening:
This project is Project I of the City's portion of the development agreement by and between the
City and Forest City Development California, Inc. All of the Requests for Proposals were
submitted by the consultants on May 19 and the City is currently reviewing the proposals. This
project will design of the street widening improvements on the south side of Winchester Road
between Ynez Road and Margarita Road and for the improvements on the east side of Ynez Road
between Winchester Road and Overland Drive.
7. Overland Drive Street lntprovements & Margarita Road Street Widening:
This project is Project II of the City's portion of the development agreement by and between the
City and Forest City Development California, Inc. All of the Requests for Proposals were

submitted by the consultant on May 19 and the City is currently reviewing those proposals. This
project will design of storm drain improvements south of Winchester Road between Ynez Road
and Margarita Road.
9. ADA lnt0rovement Project
The project consists of the construction of sidewalk access and playground surface improvements
to Veterans Park, John Magee Park, and Calle Aragon Park; and ADA improvements to Rancho
Vista fields at the Rancho California Sports Park. First plan check has been completed and the
architect is presently making the necessary revisions to the plans. The project is anticipated to bid
in mid-June.
10. Winchester Creek Park
The project consists of an approximately 4.5 acre neighborhoed park with various improvements
including restroom, basketball courts, volleyball courts, play equipment, polygon shelter, picnic
tables. concrete walkways, and parking. The plans and specifications were submitted on May 6
and are presently being reviewed by staff. The project is scheduled to be bid in late June.

POLICE DEPARTMENT ACTIVITY REPORT FOR APRIL, 1997
The following report reflects Part One crimes, traffic enforcement and miscellaneous activity
occurring during April of 1997.
Part One crime statistics are displayed by district within the City, providing stable parameters for
monitoring criminal activity, and aiding in planning police resource deployment.
The Police Department issued 307 traffic citations last month, which compares with 380 issued in
April of 1996. The number of collisions in all categories remained consistent with that reported last
year. Temecula experienced no fatal traffic collisions in April. Arrests for driving under the influence
of alcohol increased from April of 1996. Reported burglaries, grand thetis and auto thetis increased
over last year, while robberies and felony assaults decreased. Arrests made during the month declined
from the previous year' s figure.
The Police Department responded to forty one "priority one" calls for service during the month of
April, with an average response time of slightly under six minutes. A total of 2,368 calls for police
service were generated in the City of Temecula during the month.
During the month of April, The Temecula Police Department' s crime prevention officer was involved
in preparation for opening of the new satellite office located in the Town Center Shopping Center.
An open house for this facility was held on April 17, 1997, with area business people and residents
in attendance. The satellite office provides a police presence in Central Temecula, and serves
residents with a convenient location to receive report copies, schedule fingerprinting, process City
licenses and receive crime prevention information.

The satellite office also provides a work environment for the Police Department's second Problem
Oriented Policing (POP) Team, this made up of Officers leffKubel and Steve Mike.
Volumeers from the community continue to be an integral part of the Temecula Police Department's
staff.. Under the guidance of volunteer coordinator Ed Bekas, the Police Department's volunteer staff
contributed 652 hours of service in April.
