A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order
on Thursday, April 2a,, 1997, 7:10 P.M., at the City Hall Council Chambers, 43200 Business
Park Drive, Temecula, California. Chairman Markham called the meeting to order.
PRESENT: COMMISSIONERS: Johnson, Perry, Markham

Also present were Public Works Associate Engineer All Moghadam, Police Sergeant Rodney
Crisp, Battalion Chief John Winder, Administrative Secretary Anita Pyle, and Minute Clerk Pat
Kelley.
Battalion Chief Winder led the flag salute.
PUBLIC COMMENTS
Chairman Markham called public comments on non-agenda items.
Ed Dool, Temecula Stage Stop, reported on the RTA meeting held on Wednesday, April
16, 1997, regarding a new RTA route which will fulfill the community's needs. He
requested if this issue could be placed on the Commissions agenda in the near future.

COMMISSION BUSINESS
Reouest for Crosswalk and School Crossing Traffic Signal -Rancho Vista Road at
Camino Romo
Associate Engineer All Moghadam presented the staff report.
Commissioner Perry asked why there was no morning period to match the 2:15 PM
peak, Mr. Moghadam stated he did not know and it was very unusual to have such a
high peak (209 vehicles) within a 15-minute period. Mr. Markham noted the high
volumes was for eastbound traffic away from the school and everyone leaves school at
about the same time, yet arrive at varying intervals.
Judy Baber, 31677 Corte Podrera, stated the school district's opinion that Meadows
Parkway is the appropriate school route is because there is no safe route to school, but
the children will not walk the additional 700 feet to cross safely. She stated there is no
sidewalk at the top of the hill.

Chairman Markham inquired if the recommendation for a yellow warning light installation
at Rancho Vista Road and Camino Romo had been forwarded to the City Council. Mr.
Moghadam replied he was waiting for tonight's decision before forwarding the
recommendation, but the yellow warning light is included in next fiscal year Capital
Improvement Projects.
Chairman Markham suggested a temporary or permanent asphalt sidewalk be
constructed to connect with the existing sidewalk and bring the sidewalk to opposite
Paseo Goleta and the yellow warning light.
Commissioner Perry stated he sees Camino Romo as a potential hazard and would rather
see crossing at Paseo Goleta.
Sergeant Crisp stated that a crosswalk with a crossing guard at Paseo Goleta was
preferable.
It was moved by Commissioner Johnson and seconded by Commissioner Perry to deny
the request for installation of a crosswalk and a school crossing traffic signal on Rancho
Vista Road near Camino Romo.

of Camino Romo, and a yellow warning light westerly on Rancho Vista Road.

"No Parking" Zones on Rancho California Road. Winchester Road. Pala Road. Santiago
Road, Pauba Road and Rancho Vista Road
Associate Engineer All Moghadam presented the staff report.
Commissioner Perry inquired as to the existing bike lane and no parking zone percentage
for these roads. Mr. Moghadam replied approximately 50% of the proposed area is
existing bike lane and 50% no parking zones.
Mr. Moghadam stated he reviewed the Vehicle Code relative to truck parking and found
that the only prohibited truck parking is for trucks over six (6) feet in height which are
prohibited from parking within 100 feet of an intersection.
Chairman Markham noted Margarita Road, at Temecula Valley High School is an existing
problem. Sergeant Crisp stated buses park on the east side of Margarita Road in the
afternoons and red curbing would be helpful. Mr. Moghadam reported staff is studying
installation of median islands on Margarita Road and Rancho Vista Road with fencing
and lights at one or two locations on Rancho Vista Road to limit access for pedestrians
and vehicles.
It was moved by Commissioner Johnson, seconded by Commissioner Perry, to
recommend the City Council adopt a resolution establishing "No Parking" zones on
Rancho California Road, Winchester Road, Pala Road, Santiago Road, Pauba Road, and
Rancho Vista Road.

Proposed Median Modification - Rancho California Road between Ynez Road and Lyndie
Lane (Discussion Item)
Associate Engineer All Moghadam presented the staff report.
Commissioner Johnson asked who would pay for the signal at Via Las Colinas. Mr.
Moghadam replied the City has budgeted this signal.

Commissioner Johnson noted this median/signal modification will help traffic flow, but
will not solve the area's long-term traffic problems and there remains a need to increase
westbound storage.
Chairman Markham commented he agrees with this proposal and reported Commissioner
Guerriero had expressed to him his strong support for staff's proposal and would like
to see the left-turn pocket into Town Center driveway extended to provide additional
storage space.
Sergeant Crisp and Chief Winder concurred with the proposal.
It was the consensus of the Commissioners to have this issue brought back as an
agenda item at a future Commission meeting.
Prioritization of Present and Future Traffic Improvement Needs (Discussion Item)
It was moved by Commissioner Johnson and seconded by Commissioner Perry to
continue this item to the meeting of May 22, 1997.

TRAFFIC ENGINEER'S REPORT
Mr. Moghadam reported the following:
Ynez Road at Rancho California Road - Staff is working on striping modifications to
provide southbound dual right-turn lanes on Ynez Road at Rancho California Road.
Chairman Markham requested look into coordinating the intersection. At present, the
free right turn traffic backs up with no protected area.
Bedford Court/Hwy 79S - Traffic signal bid opening is May 22, 1997.
Pala Road/Rainbow Canyon Road - Signal has been re-prioritized to Number 1 and
proposed to be included in the 1997/98 budget.
Winchester Road from Jefferson Avenue to Enterprise Circle West (second loop) - Install
median island on Winchester Road from Jefferson Avenue to Enterprise Circle West and
install a traffic signal at Winchester Road and Enterprise Circle West (second loop). Mr.
Moghadam stated he discussed this item with property owners of the center at
Jefferson Avenue and Winchester Road and they are agreeable. They are also requesting
a "Keep Clear" pavement marking for the driveway to ARCO to prevent blocking of the
driveway, and the possibility of a second northerly driveway, by Pasquales Restaurant.
These issues will be brought back to the Commission at a later date.

Chairman Markham stated he would like to see the driveway issue deferred until an
overall Jefferson Avenue Study with an operational analysis regarding a raised median,
consolidating and signalizing driveways, etc is completed. Mr. Moghadam stated
owners seem to be willing to consider alternatives and participate in costs.
Commissioner Perry mentioned when designing the median on Winchester Road,
consider a long storage pocket for left turns onto Enterprise Circle from westbound
Winchester Road. Commission Johnson and Chairman Markham concurred.
Commissioner Johnson inquired about the installation of the signal at Margarita Road
and Solana Way. Mr. Moghadam replied the proposed apartment complex at the
northeast corner will be constructing roadway improvements and installing a traffic
signal at this location.
Commissioner Johnson asked when the last traffic count was taken for northbound
traffic on Ynez Road at Rancho California Road as traffic has increased significantly in
the last few months. Mr. Moghadam responded the count was conducted July 1996,
with the next count scheduled for July 1997,
Chairman Markham asked about widening of Ynez Road at the duck pond. Mr.
Moghadam replied that widening is being considered along with expansion to Embassy
Suites, and staff is also working on striping to provide northbound dual left-turn lanes
on Ynez Road. He mentioned one problem is a majority of the traffic is heading for
northbound Interstate 15 and there would be two lanes competing for one lane.
Commissioner Perry inquired about the status of the 1-15/Hwy 79S temporary
interchange. Mr. Moghadam replied the plans for an interim signal installation and
realignment of Front Street have been signed and will go out to bid soon.
Commissioner Perry asked for an update on the Western Bypass. Chairman Markham
suggested an update of the City's position/direction be presented at the May 22, 1997
meeting.
Commissioner Markham asked if the Commission will have an opportunity to review the
Capital Improvement Plan before it goes to City Council. Chief Winder stated the
committee is still in the prioritizing process.
Chairman Markham asked if the Meadowview traffic calming methods meeting had been
scheduled. Mr. Moghadam stated it had not been scheduled. Mr. Markham suggested
getting in touch with Mr. Benson to determine a satisfactory time for their members and
schedule the meeting with input back to the Commission at the May 22, 1997 meeting.
He stated Mr. Palmer's request for improvements at Buena Suerta would be a good test
case.
POLICE CHIEF'S REPORT
Sergeant Crisp reported Officer Alexander finished at the top of his motor school class
and is out in traffic; and the second radar trailer is in the field.

Commissioner Perry asked why Area G has such a high crime rate. Chairman Markham
replied G is mainly apartments with no single family residences and only a few
commercial establishments. Sergeant Crisp stated it has been a high crime zone
historically.
FIRE CHIEF'S REPORT
Battalion Chief John Winder stated he had nothing to report.
COMMISSION DISCUSSION
Commissioner Johnson asked if the City Attorney could provide written direction
regarding Conflict of Interest for the Commissioners.
Chairman Markham asked staff to review:
The 2 ~ to 3 ~ -foot drop off on the west side of Ynez Road back of the Bank
of America's parking lot for consideration of a railing for public safety due to
skate boarders, people walking at night, etc.
Fencing at the Santiago Overpass, there is a gap between the freeway right-of-
way fence and the bridge fence, people are going through the gap.
Providing grates over big, pipe and/or box culverts.
Chairman Markham reported Ruth Ann Taylor-Burger will attend the May 22, 1997
meeting to discuss air quality in regards to dirt roads and measures that need to be
taken, and requested staff invite Mr. Klein to attend.
It was moved by Commissioner Johnson and seconded by Commissioner Perry to adjourn the
meeting at 8:28 P.M. The motion was unanimously carried.
The next regular meeting of the Public/Traffic Safety Commission will be held on Thursday, May

Chairman Markham called for public comments on non-agenda items.
Frank Klein, 30180 Santiago Road, reiterated his offer to make a 20-minute presentation on
Temecula winds.
David Simon, 12555 High Bluff Drive, Suite 160, Del Mar, representing Winchester Plaza,
reported customers are having difficulties leaving his parking lot during the AM, noon and PM
peak hours; it is affecting tenants' businesses, and the leasing of offices. He suggested three
(3) ideas for consideration which his company is willing to fund: 1) add an additional curb cut
on Jefferson Avenue; 2) put directional arrows in existing driveway; and 3) add some sort of
cross hatch in the median to create a break similar to the other side of the intersection for left
turn movements. Mr. Simon left his exhibits for the record. He stated he supports the raised
median on Winchester Road.

PRESENTATION
2. Air Quality Programs. Western Riverside Council of Governments
Ms. Ruthanne Taylor-Berger, Director of Air Quality Programs, Western Riverside Council
of Governments (WRCOG) presented a report on air pollutants and stated Temecula has
relatively good air, but the air pollutants for the Riverside metropolitan area exceed
federal standards by 138% and exceed the State's clean air standards by a significant
amount. She further reported on the State Implementation Plan (SIP) when tied to the
Regional Transportation Plan (RTIP) and if the RTIP does not conform to the air quality
mandated within the Air Quality Management Plan (AQMP), there could be sanctions,
loss of federal funds or disapproval of projects.
Commissioner Guerriero asked about the test locations used to generate SCAG's
numbers. Ms. Taylor-Berger stated the numbers were generated from the inventory and
modeling data done for the 1997 Air Plan which includes meteorological data, and the
issue of transport which is based on wind along with heat.
Commissioner Guerriero asked if Ms. Taylor-Berger had any recommendations for the
Winchester Corridor Program. Ms. Taylor-Berger stated Temecula might be a logical
stop for a commuter-type rail, like Southtracks, because short trips are the gross
polluters.
Commissioner Perry asked if WRCOG is working with the City of Temecula on any
program. Ms. Taylor-Berger replied she is working with them on the Quick Charge
Program. Councilmember Ron Roberts is Temecula's representative on WRCOG.
Commissioner Perry inquired about grants available to assist cities in converting their
vehicles to non-polluting ones. Ms. Taylor-Berger answered grants are available to make
up the differential between the purchase price of a standard combustion-engine truck
or larger vehicle and a CNG vehicle.
Chairman Markham asked about Federal PM 2.5 regulations. Ms. Taylor-Berger stated
Particulate Matter 2.5 is most unhealthy. Congress is empowered to change the method
of measurement for that standard; and if they change the measurement method,
California will have 400+ counties in violation of the Federal Clean Air Act which will
in turn put pressure on the federal government to address national standards.
Chairman Markham asked how unpaved rural roads will be handled from the County's
and WRCOG's perspective. Ms. Taylor-Berger stated WRCOG revised Rule 1186 which
was developed to handle fugitive dust, PM 10, and WRCOG now says dirt and debris
which accumulate through a storm need to be cleared within 72 hours of notification.
State law, Ayala Bill 191, which sunsets in 2006. The date we are supposed to reach
PM 10 attainment, allows a city one of three (3) options to remain in compliance: 1)
lower speed limit to 15 MPH on three (3) miles of dirt road per year; 2) chemically
stabilize two (2) miles per year; or 3) pave one (1) mile per year. In 1999, PMIO
efficient street sweepers must be purchased for roads identified with heavy silt loading
by a City's Traffic Engineer. WRCOG has committed to find additional funding to help
cities pay for the street sweepers or to defray costs, possibly pooling resources so cities
can share the street Sweepers.

3. "AII-Wav StoD" - Intersection of Via Elinda and Calle Halcon
Associate Engineer All Moghadam presented the staff report.
Larry Murphy, 30326 Calle Halcon, expressed his appreciation for the professionalism
of the Public Works staff, and asked for a "Dead End" sign on Calle Halcon as well as
the "Stop" sign at the intersection of Via Elinda and Calle Halcon.
Robbin McGregor, 30345 Calle Halcon, stated he was in favor of the "All Way Stop"
sign.
Commissioner Guerriero inquired about the possibility of getting the brush cut back as
close to 200 feet as possible. Mr. Moghadam replied some of the trees and bushes can
be trimmed/removed, but it may not help due to the roadway alignment.
It was moved by Commissioner Perry, seconded by Commissioner Guerriero, to
recommend the City Council adopt a resolution establishing an "All-Way Stop" at the
intersection of Via Elinda and Calle Halcon.

4. Installation of Raised Median Island - Winchester Road
Associate Engineer All Moghadam presented the staff report.
Commissioner Guerriero would like to see the median landscaped.
Chairman Markham stated there are businesses on the south side with a predominate
number of customers coming from the east, and asked if there is a possibility of
providing a protected left-only turn into a driveway near M&M Tire and El Rancho
Animal Hospital. Mr. Moghadam said it is a possibility and he will look at this during the
design stage.
Chairman Markham shared a letter he received from the El Rancho Animal Hospital and
reported he distributed the staff report to properties on the north and south sides of
Winchester Road affected by this action.
Commissioner Guerriero reminded the Commissioners of an Ad Hoc Committee of
several years ago that approved the concept of a raised median with signalization at one
end and a request for a protected left-turn placed toward the middle for this portion of
the roadway.
Mr. Moghadam expressed his support of Mr. Simon's request for the second driveway
on Jefferson Avenue.

Linda Peterson, 41670 Winchester Road, representing El Rancho Animal Hospital,
thanked the Commissioners for considering the left-turn lane near their location.
Mark Telford, 28481 Rancho California Road, Suite 204-A, representing Business Center
One Association, expressed concern with the traffic flow stating while a stop light will
help the situation, a median which prevents access to business would be another
deterrent at a time when businesses struggling to survive.
Chairman Markham mentioned he served on the Board of Directors for First Pacific
National Bank and their facilities staff reviewed and support the proposal. Chairman
Markham suggested an alternate solution with the raised median in place, Mr. Telford
could move the driveway so it lines up with a straight-thru-shot with the driveway that
runs from front to rear. Mr. Telford replied he had looked at doing a second driveway
to make it easier for trucking and was told the driveway was too close to the next
driveway. Chairman Markham replied with a raised median that restriction does not
apply and encouraged Mr. Telford to approach staff with the issue.
Donald Coop, 41755 Rider Way, a left- turn only by the tire store will facilitate a new
project coming forward and it might relieve the pressure of people not stacking up at
the signal. He supports a signal at Enterprise Circle West.
David Simon, 12555 High Bluff Drive, Suite 160, Del Mar, asked if there was any
consideration of having a protected left turn for eastbound Winchester Road onto
Enterprise Circle North by the bank. Commissioner Perry stated that would be an open
invitation to come across both ways due to the streets on both sides of Winchester
Road.
Commissioner Coe stated he was not in favor of left turn pockets in either direction.
It was moved by Commissioner Guerriero, seconded by Commissioner Perry, to
recommend the City design and install a continuous raised landscaped median on
Winchester Road between Jefferson Avenue and Enterprise Circle West, including a
traffic signal at Enterprise Circle West and a protected left turn lane somewhere in the
vicinity of the M&M Tire Co./El Rancho Animal Hospital.

Chairman Markham asked staff to notice property owners and tenants along this stretch
so they can provide input into the process.
Commissioner Perry requested the north side driveway issue suggested by Mr. Telford

Associate Engineer All Moghadam presented the staff report.
Ed Dool, 41920 Sixth Street, representing The Temecula Stage Stop, stated the
crosswalk at Sixth and Front Streets is very important due to the 20 busses per day
with 200 to 250 people getting off and heading to Old Town. He showed photos of
other transportation centers with entrance/exit signage and requested the same for
Temecula. Mr. Dool asked that parking for the ATM and direct parking for taxis,
trolleys, and RTA be discussed.
Commissioner Coe stated his comments are: 1) never been convinced crosswalks
accomplished anything; 2) signage for the busses seems to be a good idea to avoid
busses coming from opposite directions which could have a conflict at small
intersections-i.e., Sixth and Front Streets; 3) he believes the signage shown by Mr.
Dool would fit within the context of what is being done on Front Street, and would get
the busses off Front Street. As for the ATM taxis, trolleys and RTA parking, he stated
it probably would be a good idea some time in the future.
Commissioner Perry stated a crosswalk provides a false sense of security and would like
to see the Redevelopment Agency's projection of the traffic circulation pattern for Old
Town before approving a crosswalk.
Commissioner Guerriero said he was not in favor of marked crosswalks in light of the
national findings which show marked crosswalks are more negative than positive in
assisting pedestrians; if it is a problem after the terminal opens, it should be revisited.
He believes there is bus signage that would not take away the aesthetics of the Old
Town Plan since signage for bus traffic is necessary. Commissioner Guerriero stated
with 40 foot width lanes, there is room for curbside parking, and he is not in favor of
any additional parking for the taxis, etc. on Front Street for aesthetic and safety
reasons; he said he would like to determine traffic at some future time and revisit this
matter if necessary.
It was moved by Commissioner Coe, seconded by Commissioner Perry, not to install a
crosswalk at Sixth and Front Streets at this time; to direct staff, to investigate and
consider putting up bus directional signing; to not include a limited parking area in front
of the ATM; and to not have special on-street parking for taxis, trolleys, and RTA.
Commissioner Guerriero moved to amend the motion to include the issue of designated
on-street parking for trolleys, taxis and RTA will be revisited. Commissioners Coe and
Perry agreed to amend the motion.

Prioritization of Present and Future Traffic Iml;)rovement Needs
Short-term Projects by Traffic Staff
Jefferson Avenue Corridor - Commissioner Guerriero stated he would like to see
Mr. Simon's recommendations followed. He would recommend a solid median,
and extend the left-turn bay (Southbound Jefferson Avenue movement to
eastbound Winchester Road) be able to stack more cars.
Commissioner Guerriero reiterated two (2) Ad Hoc Committees recommended raised
medians with dedicated left-turn lanes and driveways going north which has never been
brought to this Commission. He said modified driveways are needed, plus signalization
for a couple driveways.
Chairman Markham stated during a discussion with Mr. Simon and Mr. Lowry, owners
of the opposite corner, they were open to working with the City to widen Winchester
Road in order to get more turn movement/stacking capacity and possibly adding a
dedicated right-turn lane with two (2) through and two (2) left-turn lanes eastbound
onto Winchester Road. It is his opinion there are three (3) critical intersections -
Winchester Road/Jefferson Avenue, Ynez Road/Rancho California Road and Front
Street/Rancho California Road.
Installation of "No Left Turn" sign at car wash driveway at the northeast corner
of Jefferson Avenue and Winchester Road - Chairman Markham stated this needs
to be considered with the Jefferson Avenue Corridor item.
Concern over sight distance at the intersections of Del Rey Road/Avenida Del
Reposo and Del Rey Road/Avenida Buena Suerta - Commissioner Guerriero
reported on an Ad Hoc Committee meeting with the Meadowview Homeowners
Association (HOA) concerning this issue, and recommendations for traffic
calming methods were made which are to be taken to the HOA.

Estimated cost of traffic circles - Mr. Moghadam stated costs could range from
$2,000 to $50,000 depending upon location. Chairman Markham suggested
estimating the cost for an intersection with two (2) 40 foot paved streets, and
a standard R-1 tract type scenario. He also suggested putting in a traffic circle
on Calle Medusa as a test case.
"No" Parking on Rancho California Road adjacent to the Duck Pond and right-turn
lane to Oscar's - Commissioner Guerriero stated he continues to see people
making a right turn into Oscars from the middle of the number two eastbound
lane which causes problems especially when cars are parked at the south
curbline. Chairman Markham mentioned a "No Parking" Zone recommendation
for this area was passed at the April 24, 1997 meeting and forwarded to the
City Council, where it should be heard at their June 10, 1997 meeting.
Encourage use of Walcott Corridor - Mr. Moghadam reported the completion date
is May 23, 1997. Commissioner Guerriero stated with the 30 MPH speed limit,
the public is going to have to be educated that Walcott is open and it is the
eastern corridor to get from La Serena Way to Winchester Road or Nicholas Road
instead of Calle Medusa. Mr. Moghadam noted enforcement of Calle Medusa's
speed limits may encourage use of Walcott Corridor. Commissioner Perry asked
Sergeant Crisp if someone in the Police Department could write press releases
to let the public know when new routes are opened and to encourage their use.
Sergeant Crisp stated he would look into the matter.
Speed enforcement on Margarita Road south of Rancho California Road -
Sergeant Crisp requested a review of a raised/landscaped median in front of the
Margarita Middle School to discourage U-turn movements which are dangerous
due to sight distance, speed, and children in the area. Chairman Markham asked
staff to review the situation and possibly agendize the matter.
Red curb on Pujol Street south of First Street around the curve - Mr. Moghadam
stated a traffic ordinance allows staff to extend a red curb without bringing it to
the Public/Traffic Safety Commission or City Council when sight distance is
limited. It was the consensus of the Commission to have staff to handle this
matter.
Review of plans for Middle School on North General Kearny Road - Chairman
Markham requested staff contact Mr. Gallaher or Ms. Dixon of the School District
and ask them to submit the proposed site plans. He would like to see the item
agendized.
Pursue Neighborhood Speed Watch Program/Articles on California Vehicle Code -
Commissioner Guerriero stated he would like articles on codes which are most
often violated -- right-of-way, speed, tailgating, failure to yield. He discussed
this with the Meadowview Ad Hoc Committee as part of the Neighborhood
Watch Program and it was agreed these articles should be published, on a
periodic basis, in the newspaper. It was suggested Sergeant Crisp and Public
Works staff come up with a program. Chairman Markham suggested the
pamphlets, which are posted downstairs and never noticed, be handed out at
Commission meetings.

Review circulation in Los Ranchitos, Santiago Estates, and Santiago Ranchos
area and review Pujol Street connection to Western Bypass - Chairman Markham
suggested moving these issues to the Long-Term Capital Improvement Projects
category. Chairman Markham stated Pujol Street needs to connect to the
Western Bypass to provide access to the plateau.
It was the consensus of the Commission the Number 1 priority is the Jefferson Avenue
Corridor study with proactive recommendations regarding widening, medians and
driveway movements and signalization from Santa Gertrudis Creek to Via Montezuma,
and they would like the process to begin as soon as possible.
Short-Term Capital Improvements Projects
Pala Road/Rainbow Canyon Road - stop signs/traffic signal - Chairman Markham
stated this project has been moved to Number 1 on the Traffic Signal Priority
List.
Installation of delineators at the entrance to Target or a closed driveway -
Commissioner Guerriero stated delineators are needed to keep westbound traffic
from going straight to the intersection along Target's easterly entrance prior to
the signalized intersection. Mr. Moghadam stated it is being proposed to close
the median and to signalize Via Las Colinas and the item will probably be on the
agenda for the June 26, 1997 meeting.
Installation of reflective marks on major arterials - Commissioner Guerriero
reiterated the striping on Rancho California and Winchester Roads disappear
when wet. Mr. Moghadam stated additional funds have been requested in the
Fiscal Year 1997/98 budget for pavement markers.
Long-Term Capital Improvement Projects
Diaz Road Extension to Murrieta - Mr. Guerriero reported at the request of the
Joint Temecula/Murrieta Transportation Commission, Murrieta has agreed to
continue Diaz Road through to Murrieta and Ynez Road through to the North City
Limits, and it is going before both Councils for funding capacity. The Joint
Committee recommended to DKS, an engineering firm, that Overland Drive
should end at Commerce Center Drive instead of Jefferson Avenue and that is
being passed on to both Councils. At the Joint Transportation Commission, DKS
reported that at 2015, most intersections will be at today's level -- Hwy 79S/1-15
would stay a D level; but he is unclear whether or not Redhawk Development or
Butterfield Stage as a corridor were included in the numbers.
Dual left-turn lane from Rancho California Road to Front Street - Chairman
Markham requested the engineer for Old Town to bring modification of the first
two or three lanes by adding lane capacity to Public Works staff.
Pedestrian bridge between the proposed mall and Palm Plaza - Mr. Moghadam
reported unless a fence is erected on both properties to direct people, the bridge
will not be utilized.

Rancho California Road/Front Street intersection improvements as part of Old
Town Redevelopment - Chairman Markham stated the item has been forwarded
to the Old Town Redevelopment engineer.
Rancho California Road/Diaz Road realignment and signal installation - Chairman
Markham stated realignment of Diaz Road to tie into Felix Valdez is planned. Mr.
Moghadam mentioned that the project is on hold.
Miscellaneous Issues
Public/Traffic Safety Commission involvement with future projects
Commissioner Guerriero stated he would like the Commissioners to receive a
copy of site plans and have staff review them with the Commission.
Removal of Rancho Way from circulation element of the General Plan - Chairman
Markham stated Margarita Park is being built over a part of Rancho Way.
Modify and review design of collector streets keeping speeding problem in mind -
Chairman Markham requested staff to bring how this issue is being accomplished
back to the Commission. Mr. Moghadam stated one of the problems is that 44
foot wide streets are not prima facie 25 MPH and streets can be designed that
are not straight shots which people then use as a highway; the developer still
gets the same number of lots and speeding is not as easy. Commissioner Perry
reiterated you are encouraging the Planning Department to require developers to
design 40 foot residential streets instead of 44 feet. Chairman Markham noted
collectors without driveways should be narrow because there will never be
parking -- red curb or bike lane.
TRAFFIC ENGINEER'S REPORT
Mr. Moghadam reported the following:
Bedford Court/Hwy 79S - Traffic signal bids were opened today.
Western Bypass - John Firestone and Zev Buffman are reconsidering their plans and if
anything, they will build the bypass.
Southbound Ynez Road at Rancho California Road - Dual right-turn lanes working well.
Rancho Vista Road Sidewalk - Mr. Moghadam reported it would cost approximately
$50,000 to construct a temporary asphalt sidewalk on Rancho Vista Road because the
toe of the slope comes down to the pavement edge thereby requiring a retaining wall,
to install a flashing beacon and to remove dirt. Chairman Markham suggested getting
a slope easement rather than building a retaining wall. Commissioner Guerriero reported
Mr. Thomas, of the School District, was in favor of putting up warning lights, especially
for eastbound traffic.
It was moved by Commissioner Guerriero, seconded by Commissioner Coe, to accept
the Maintenance Superintendent's report with thanks to him and his staff for the great
work they do regarding tree trimming, road maintenance, etc. The motion was

Commissioner Guerriero reported on the traffic controls that will be in place for the June
8, 1997 Taste of the Valley event.

emergency agenda item regarding traffic and crowd control for the Taste of the Valley
event held June 8, 1997.
The motion was unanimously carried with Commissioner Johnson absent.
It was moved by Commissioner Guerriero, seconded by Commissioner Coe, to accept
the Police Department's recommendations for traffic and crowd control for the Taste of
the Valley event on June 8, 1997, from 5:00 AM to 9:00 PM.

Traffic Calming Request - Southern Cross Road
RECOMMENDATION:
That the PublieFFraffie Safety Commission deny the request for installation of "Stop" signs and partial street
closure on Southern Cross Road.
BACKGROUND:
The City has received several requests from the residents of the Starlight Ridge South Homeowners
Association (HOA) to study the feasibility of "All-Way Stop" installation or partial road closure on Southern
Cross Road to reduce vehicular speed.
Southern Cross Road is a 44 foot wide residential collector street in the Starlight Ridge Community. This
roadway connects Margarita Road to Rancho Vista Road and its geometric design includes several horizontal
and vertical curves. The speed and other traffic related issues in this area have been studied by City staff and
reviewed by the Public/Traffic Safety Commission and the City Council on several occasions in the past. In
March of 1996 staff conducted a comprehensive study of traffic flow conditions in the Starlight Ridge
Community. This study reveled that beth the Waffle volumes and the average speeds were within an acceptable
range (Exhibit "C'~ and that the Caltrans warrant requirements for installation of an "All-Way Stop" were not
met at any of the intersections within this community. However, to discourage use of the roadways within the
Starlight Ridge Community as a short-cut, several "All-Way Stop" intersections were established. The "All-
Way Stop" signs were installed at the intersections of Cosmic Drive and Santa Cecilia Drive, Cosmic Drive
and Agena Street, and Santa Cecilia Drive and Agena Street.
Recently the Traffic Division staff conducted additional studies and collected new speed and volume data on
Southern Cross Road. Warrant analysis for installation of "All-Way Stop" at the intersections of Southern
Cross with Agena SWeetand Spica Court (Exhibit "B"), indicated very low traffic volumes and accident rates.
Been January 1, 1996 and May 1, 1997 two (2) accidents were reported on Southern Cross Road, one (1)
of which involved a DUI (Exhibit "E").
Staff also conducted both machine and manual speed surveys on two (2) locations on Southern Cross Road
(Exhibit "C"). The total daily traffic volumes varied from 541 to 926 trips per day. The average speed and
851h percentfie speed were measured at 28 MPH and 33 MPH respectively (Exhibit "C"). To confirm this data
staff conducted a manual speed survey using a radar gun in an inconspicuous location. The restfits of this
survey indicated an average speed of 31 MPH and 851h percentfie speed of 34 MPH (Exhibit "D'). This new
data was also compared with the data collected in March of 1996 and the restfits are consistent.
It should be noted that the Temeeula Police Department has provided additional specialized enforcement in
this area and determined that the majority, if not all, of the speeding and "Stop" sign violators are the local
residents (Exhibit ~F"). City slaff also conducted a study to determine the age group of speeding drivers. This
study, which was conducted between 2:00 p.m. and 3:00 p.m. on a weekday, indicated that the majority of
speeding drivers were adult drivers and not high school students as suggested by some of the area residents.
Staff also recommended installation of a centerline striping on Southern Cross Road to reduce the roadway
width available for each direction of traffic and possibly reduce vehicular speed; however, Lh. is
recommendation was declined by the Starlight Ridge South HOA representatives.
In summary, since the Callxans and City guidelines and requirements for installation of "All-Way Stop" or
partial s~reet closure were not met, staff recommends continued use of radar trailer, police enforcement and
alternative traffic calming measures such as installation of "Chieanes", etc. if they prove to be effective.

Dear Ms. Kye-Olsen,
Thank you for you letter dated December 09, 1996 and lhe copies of letters written July 26 and
October 30, 1996. ] would like to take this opportunity to inform you as to the actions the Temecula
Police Depaxiu~ent, in conjunction with the City of Temecula, has taken in the Starlight Ridge Area.
In the past ten months the Starlight Ridge area has received 71.5 hours of specialized traffic
enforcement. These are hours in which officers were assigned to work in the Starlight Ridge area
exclusively, and do not include hours spent in this area by patrol deputies during their normal patrol
duties. The specialized enforcement occurred during reported peak traffic hours, morning and
afternoon.
During these speciMi~,ed enforcement hours, 19 citations have been issued, or one citation for every
four hours spent in Starlight Ridge. Of the 19 citations issued, all were to residents of Starlight
Ridge, indicating the problem is being caused by the residents of the Starlight Ridge area.
In addition to requesting the specialized enforcement, the City of Temecula installed stop signs at
various points throughout the Starlight Ridge urea. The Temecula Police Depao,i:ent's Traffic
Division has been monitoring the stop signs which has resulted in Starlight Ridge residents being
stopped for failing to obey the stop signs.
Other deterrents which are being used within the Starlight Ridge area are deployment of a marked
Temecula Police Department patrol car and a radar trailer parked at various locations. The radar
trailer measures vehicle speed and displays it with the posted speed limit, thus alerting the driver of
any potential speed violations.
Overall, the Temecala Police Department and the City of Temecula have given the Starlight Ridge
area special consideration not afforded other areas within the city. All indications are that the people

who are violating the laws arc, to a significant degree, residents of Starlight Ridge.
The City of Temecula has a "Traffic Calming" program which may be a source of education for the
residents of Starlight Ridge. I suggest that you conlact the Assistant City Engin~cr's office and
request a copy.

Many homeowners have voiced a concern recently with regard to excessive water in the bike
lane on Rancho Vista Road just across the street and north of the Community Recreation
Center..
The water in this area has created a slick surface within the bike lane. This lane is used by
many Temecula residents, especially children due to the close proximity of schools. The
surface has become a safety hazard for the Starlight Ridge residents.

Safety Issue
Dear Mr. Lawbar:
Equity Management represents the Starlight Ridge South Homeowners Association made up of
167 homeowners. The homeowners are concerned about the speed of vehicles traveling through
the Association. The homeowners feel the excessive vehicle traffic is hazardous especially to the
children and pedestrians on their way to the high school and recreation center.
As you know, Southern Cross runs south from Margadta through the Association ending on
Rancho Vista, adjacent to the community center. Vehicles using this street are continually
exceeding safe speeds for a residential area. Continual complaints have been made to the city by
homeowners living on Southern Cross.
The Board's believes a speed check was conducted within the last year To date the City has not
taken any action to reduce speeding on this street. No result from the speed check has been
available to the residents beyond the statement "speed of vehicles is excessive." The Association
is concerned the City will postpone action on this issue until someone is hurt or killed.
The Association respectfully requests the City take a serious look at this safety problem and take
positive steps to correct the situation immediately.

This letter is in regards to your letter of March 4, 1997 (Received April l, 1997), in which you
have shown a concern about speeding on Southern Cross Road. In addition, you have requested
city staff to perform stop sign warrant studies at various locations along Southern Cross Road.
Staff has scheduled all-way stop warrant studies and speed/volume counts for this area. The
study locations are as follows:
· All-Way Stop Warrant Study at Southern Cross Road and Agena Street, and Southern
Cross Road and Spica Court.
· Speed/Volume count study at 2 (two) locations along Southern Cross Road.
Once the traffic study is completed, they will be presented to the Public/Traffic Safety
Commission. The Public/Traffic Safety Commission will discuss the alternatives and make
recommendation to the City Council as appropriate.
Starlight South Homeowners Association will be notified in advance of the Public/Traffic Safety
Commission meeting to voice their concern and participate in the discussions.

CITY OF TEMECULA
POLICY FOR CLOSURE OR MODIFICATION
OF TRAFFIC FLOW ON PUBLIC STREETS
Traffic flow modifications covered by this policy include all "official traffic control devices"
authorized by the California Vehicle Code. Some of the methods authorized in particular
circumstances might include traffic islands, curbs, traffic barriers, or other roadway design
features, removing or relocation traffic signals and one-way traffic flow.
CRITERIA
A petition request for the closure or modification of traffic flow on public streets, including re-
opening previously closed streets, will be considered by the City for those streets meeting all of
the following criteria:
a. The street must be classified as a "local street" based on the City's Circulation Element
of the General Plan.
b. The street should be primarily residential in nature.
Traffic volumes on the street must equal or exceed 2,000 vehicles per day for a
complet6 closure. Volumes for a partial closure must equal or exceed 1,000 vehicles
per day.
d. Public Safety Agencies have not provided sufficient evidence of any major public safety
concerns regarding the proposed street closure or traffic flow modification.
e. An engineering safety study has determined that the proposed closure or traffic flow
modifications will not create unreasonable traffic on the subject street or on streets
which may be impacted by diverted traffic.
f. The changes in traffic flow will not result in unreasonable liability exposure for the
City.
All persons signing a petition requesting a street closure or traffic flow modification
acknowledge it is the City's policy that they will need to participate in all costs directly
associated with the street closure or traffic flow modification in order to facilitate the
funding of the ultimate improvements needed to implement the street closure or traffic
flow modifications.
h. The requested action is authorized by legislative authority in State law.
PETITION REQUIREMENTS
The following procedures must be followed for submitting a petition to the City:
The City Traffic Engineer will examine the technical feasibility and anticipated impacts
of the proposed street closure or traffic flow modifications. This review will include,
but will not be limited to, items such as State law, the Circulation Element of the City' s
General Plan, the type of road or street involved, compliance with engineering
regulations, existing traffic conditions, projected traffic conditions, the potential for
traffic diversion to adjacent streets, the increased Iiability exposure for the City or
conflicts with future planned improvements.
The City Traffic Engineer will determine the boundary of the "affected area" to be
petitioned. The affected area will include those properties where normal travel routes
are altered by the street closure or traffic flow modifications, and/or properties which
.~ e significantly impacted by traffic that is to be diverted.
The petition requesting the street closure or traffic flow modifications must be
supported by a minimum of 75 percent of the total number of properties within the
"affected area." Persons submitting petitions must attempt to contact all property
owners within the affected area to determine their views on the proposed street closure
or modifications in traffic flow. The City will not accept a petition unless the petitioner
offers confirmation in a form satisfactory to the City Traffic Engineer that at least 85
percent of the property owners in the affected area have been contacted and have either
signed the petition in support of the street closure or traffic flow modification or have
signed a document indicating non-support for the street closure or traffic flow
modification.
d. At a minimum, petitions submitted to the City for review must include the following:
· A statement that all persons signing the petition acknowledge it is the City's polic
y that they wLll need to participate in all costs directly associated with the street closure or traffic
flow modifications in order to facilitate the funding of the ultimate improvements needed to
implement the street closure or traffic flow modifications.
A drawing showing the exact location of the proposed street closure or traffic flow
modifications and the boundary of the "affected area" must be provided: The
drawing must include changes in traffic patterns anticipated as result of the
proposed street closure or traffic flow modifications.
· The petition language must also clearly explain the location and nature of the
proposed street closure or traffic flow modifications.
The petition language and attached drawing must be reviewed and approved by the
City Traffic Engineer prior to circulation to ensure its accuracy and ability to be
clearly understood.
· A specific reference to the Vehicle Code section authorizing such street closure or
traffic flow modifications must be provided.
A sample petition has been provided as an attachment to this policy.
PETITION REVIEW PROCESS
The following process will be used to review all petitions associated with a proposed street closure
or traffic flow modifications:
The City Traffic Engineer will review any petition to verify compliance with all petition
requirements set forth above, including whether the request in the petition is authorized
by State law. Any petition not complying with these requirements will not be accepted
for consideration.
If the petition contains all of the required information under this policy, the proposed
street closure or traffic flow modifications will be referred to all affected public
agencies in conjunction with the environmental review process. When applicable, these
agencies will include all City Departments, the local office of the California Highway
Patrol, County Sheriff and Fire Departments, all affected local utility companies,
Temecula Valley Unified School District, Riverside Transit Agency, the local office of
California Department of Transportation and any other agencies affected by the
requested closure or traffic flow modification.
If the petition contains all of the required information under this policy, where the street
closure or traffic flow modifications on a street or system of streets may be
accomplished by several different methods, a public workshop will be held to which all
petitioners, affected property owners, and long-term tenants such as mobile home park
residents will be invited to participate after the petition requesting the traffic flow
modifications or street closure has been received and verified by the City. The purpose
of the workshop will be to attempt to determine the method that has the greatest
community support.
CITY ACTION ON STREET CLOSURE OR TRAFFIC FLOW MODIFICATION
REQUESTS
Once a petition contains all of the required information and all of the matters described above
under "Petition Review Process" have been completed, the City Traffic Engineer will prepare a
report with recommendations and initiate and complete the environmental review process for the
project. Project alternatives to the extent required will be defined for a temporary or permanent
street closure or traffic flow modifications. The City of Temecula, Public/Traffic Safety
Commission will review the street closure or traffic flow modifications request, any environmental
review document prepared for the project, all public agency referral responses received during the
environmental review process, and the results of the technical staff review. The City of Temecula
Public/Traffic Safety Commission may support or recommend against the street closure or traffic
flow modifications. If the Public/Traffic Safety Commission denies the proposed street closure
or traffic flow modifications, that action will be final unless within ten days from the date of the
City Traffic Engineer's notification of the Commission's decision to all property owners within
the affected area, a property owner within the affected area appeals the Commission's decision
to the City Council. In order to appeal the decision. the property owner shall file a written notice
of appeal with the Department of Public Works. The appeal will be heard in accordance with the
Appeal Process listed below. If the request is recommended for further consideration, after public
notice is given, the City Council may, after making any necessary findings, establish a temporary
or permanent period of street closure or traffic flow modifications.
When the City Council considers a recommendation of the Public/Traffic Safety Commission or
an appeal of a decision of the Public/Traffic Safety Commission with respect to a proposed street
closure or traffic flow modifications, it will follow the process outlined below:
A letter explaining the street closure or traffic flow modifications and the time and
place when the matter will be heard by the City Council will be sent to all property
owners, within the affected area prior to its installation.
b. All approaches to the proposed closure or modification will be posted notifying
motorists of upcoming Public Hearing.
A Public Hearing will be set before the City Council and public notice will be given
at least ten (10) days prior to the hearing by letter to property owners in the affected
area and by posting of signs on the affected roadways as described in this Section and
by a notice published in the newspaper.
Public notification of the City Council action will be given in cases when a street
closure or traffic modifications is approved by the City Council, and signs giving notice
of the street closure or traffic flow modifications will also be erected at least two weeks
prior to the date of implementation of the street closure or traffic modifications.
In the event the action involves a highway not under the exclusive jurisdiction of the
City of Temecula, the City will obtain the proper approvals from the California
Transportation Commission pursuant to California Vehicle Code Section 21101 or
21 i00 (d) prior to implementation of the street closure or traffic flow modification.
A letter explaining the final City Council decision will be sent by the City to all
property owners, within the affected area.
The City Council has the sole discretion, subject to all applicable laws, to approve, modify,
continue or deny any street closure or traffic flow modifications request regardless of any support
or lack thereof via the petition process. Any action by the City Council to approve or deny a
street closure or traffic flow modifications request will be by adoption of a formal resolution.

RULES AND REGULATIONS: SUBJECT MATTER
VEHICLE CODE SECTION
21100. Local authorities may adopt rules and regulations by ordinance or resolution regarding the
following matters:
a. Regulating or prohibiting processions or assemblages on the highways.
Licensing and regulating the operation of vehicles for hire and drivers of passenger vehicles for
hire.
c. Regulating traffic by means of traffic officers.
Regulating traffic by means of official traffic control devices meeting the requirements of Section
21400.
Regulating traffic by means of any person given temporary or permanent appointment for such
duty by the local authority whenever official traffic control devices are disabled or otherwise
inoperable, at the scenes of accidents or disasters, or at such locations as may require traffic
direction for orderly traffic flow.
No person shall, however, be appointed pursuant to this subdivision unless and until the local authority
has submitted to the commissioner or to the chief law enforcement officer exercising jurisdiction in the
enforcement of traffic laws within the area in which such person is to perform such duty, for review, a
proposed program of instruction for the training of a person for such duty, and unless and until the
commissioner or such other chieflaw enforcement officer approves the proposed program. The commissioner
or such other chief law enforcement officer shall approve such a proposed program if he reasonably
determines tint the program will provide sufficient lraining for persons assigned to perform the duty described
in this subdivision.
Regulating traffic at the site of road or street construction or maintenance by persons authorized
for such duty by the local authority.
Licensing and regulating the operation of tow truck service or tow truck drivers whose principal
place of business or employment is within the jurisdiction of the local authority, excepting the
operation and operator of any auto dismantter's tow vehicle licensed under Section 11505 or any
tow m~ck operated by a repossessing agency licensed under Chapter 11 (commencing with Section
7500) of Division 3 of the Business and Professions Code and its registered employees. Nothing
in this subdivision shall limit the authority of a city or city and county pursuant to Section 12111.
h. Operation of bicycles, and, as specified in Section 21114.5, electric carts by physically disabled
persons, or persons 50 years of age or older, on the public sidewalks.
Providing for the appointment of nonstudent school crossing guards for the protection of persons
who are crossing a street or highway in the vicinity of a school or while reinruing thereafter to a
place of safety.
Regulating the methods of deposit of garbage and refuse in streets and highways for collection by
the local authority or by any person authorized by the local authority.
Regulating cruising. The ordinance or resolution adopted pursuant to this subdivision shall
regulated cruising, which shah be defined as the repetitive driving of a motor vehicle past a traffic
control point, in traffic which is congested at or near the traffic control point, as determined by
the ranking peace officer on duty within the affected area, within a specified time period and after
the vehicle operator has been given an adequate written notice that further driving past the control
point will be a violation of the ordinance or resolution. No person is in violation of an ordinance
or resolution adopted pursuant to this subdivision unless (i) that person has been given the written
notice on a previous driving ~xip past the control point and then again passes the control point in
that same time interval and (2) the beginning and end of the portion of the street subject to cruising
controls are clearly identified by signs that briefly and clearly state the appropriate provisions of
this subdivision and the local ordinance or resolution on cruising.
Regulating or authorizing the removal by peace officers of vehicles unlawfully parked in a fire
lane, as described in Section 22500.1, on private property. Any removal pursuant to this
subdivision shall be consistent to the extent possible with the procedures for removal and storage
set forth in Chapter 10 (commencing with Section 22650).
TRAFFIC CONTROL DEVICES: UNIFORM STANDARDS AND SPECIFICATIONS
VEHICLE CODE SECTION
21100.1 Whenever any city or county, by ordinance or resolution, permits, restricts, or prohibits the
use of public or private highways pursuant to this article, any waffle control device erected by it on or after
January 1, 1981, shall conform to the uniform standards and specifications adopted by the Department of
Transportation pursuant to Section 21400.
REGULATION OF HIGHWAYS
VEHICLE CODE SECTION
21101. Local authorities, for those highways under their jurisdiction, may adopt rules and regulations
by ordinance or resolution on the following matters:
a. Closing any highway to vehicular traffic when, in the opinion of the legislative body having
jurisdiction, the highway is no longer needed for vehicular traffic.
Designating any highway as a through highway and requiring that all vehicles observe official
traffic control devices before entering or crossing the highway or designating any intersection as
a stop intersection and requiring all vehicles to stop at one or more entrances to the intersection.
Prohibiting the use of panicniar highways by certain vehicles, except as otherwise provided by the
Public Utilities Commission pursuant to Article 2 (commencing with Section 1031) of Chapter 5
of Part 1 of Division I of Public Utilities Code. No ordinance which is adopted pursuant to this
subdivision after November 10, 1969, shall apply to any state highway which is included in the
National System of Interstate and Defense Highways, except an ordinance which has been
approved by the California Transportation Commission by a four-fifths vote.
d. Closing particular streets during regular school hours for the purpose of conducting automobile
driver training programs in the secondary schools and colleges of this state.
Temporarily closing a portion of any street for celebrations, parades, local special events, and
other purposes when, in the opinion of local authorities having jurisdiction, the closing is necessary
for the safety and protection of persons who are to use that portion of the s~reet during the
temporary closing.
Prohibiting entry to, or exit from, or both, from any street by means of islands, curbs, traffic
beers, or other roadway design features to implement the circulation element of a general plan
adopted pursuant to Article 6 (commencing with Section 65350) of Chapter 3 of Division 1 of Title
7 of the Government Code. The rules and regulations authorized by this subdivision shall be
consistent with the responsibility of local government to provide for the health and safety of its
citizens.
LOCAL AUTHORITY TO TEI~IPORARILY CLOSE HIGHWAY: CRIMINAL ACTIVITY
VEHICLE CODE SECTION
21101.4 (a) A local authority may, by ordinance or resolution, adopt rules and regulations for
temporarily closing to through traffic a highway under its jurisdiction when all of the following conditions are,
after a public hearing, found to exist.
The local authority finds and determines that there is serious and continual criminal activity in the
portion of the highway recommended for temporary closure. This finding and determination shah
be based upon the recommendation of the police deparUnent or, in the case of a highway in an
unincorporated area, on the joint recommendation of the sheriff s department and the Department
of the California Highway Patrol.
2. The highway has not been designated as a through highway or arterial street.
3. Vehicular or pedestrian traffic on the highway contributes to the criminal activity.
The closure will not substantially adversely affect the operation of emergency vehicles, the
performance of municipal or public utility services, or the delivery of freight by commercial
vehicles in the area of the highway proposed to be temporarily closed.

A highway may be temporarily closed pursuant to subdivision (a) for not more than 18 months, except
that period may, pursuant to subdivision (a) , be extended for one additional period of not more than 18

RECOMMENDATION:
That the Public/Traffic Safety Commi~on review and recommend median modifications on Rancho California
Road between Ynez Road and Lyndie Lane as shown on Exhibit "A".
BACKGROUND:
Rancho California Road between Ynez Road and Lyndie Lane is designated as a four (4) lane arterial roadway
on ~he City of Temecula General Plan Circulation Element. This segment of Rancho California Road is
cturrentiy heavily waveled and rite existing un-restricted le~-ttwn access to the Town Center driveways causes
an excessive number of traffic collisions and creates congestion. Currently full tin-restricted access exists on
Rancho California Road at Claim Jumper driveway and Target Center driveway. Exhibit "A" depicts the
existing median island configuration and the proposed modifications. Due to several confiicting movements
at these driveways during the AM, PM, and mid-day peak hours, numerous traffic collisions have been
reported oa Rancho California Road in this vicinity. A total of 27 accidents were reported from January 1,
1996 to May 1, 1997 on Rancho California Road at these driveways. Exhibit "B" is the accident summary and
collision diagrams on Rancho California Road at these uncontrolled driveways.
It should be noted that the intersection of Rancho California Road and Vial Las Colinns is sehednied for
S~nali~aOn in Fw~:al Year 1996/1997. The proposed lraffic signal at Via Las Colinas and the existing lraffic
signal at Hope Way/Town Cemer should provide adequate and safe access to the Town Center from eastbound
Rancho California Road. Also, by eliminating the left-turn movement at these driveways the existing striped
right-turn only lane to the Town Center and Ynez Road can be utilized as a through lane which will increase
the capacity of this major cast-west corridor.
The collision diagram (Exhibit "B") indicates a low accident frequency caused by the eastbound left-turn
movement at the first driveway east of Ynez Road (Claim Jumper driveway). Therefore, to accommodate
some of the easthound left-awa demand (Exhibit "C"), a left-turn-in without a/eft-turn-out may be considered
at rids location. The proposed project will also include modifications to the existing median islands to provide
additional left-turn storage capacity at the signalized intersections of Rancho California Road with Hope
Wayfrown Center and Via Las Colinas,
FISCAL IMPACT:
This project has been iden~fied in the proposed FY97/98 Capilal Improvement Program.

RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council adopt an ordinance re-affirming
the speed limits on the following roadway segments:
1. Solana Way between Ynez Road and Del Rey Road
2. Santiago Road between Front Street and Ynez Road
3. La Serena Way between Margarita Road and Calle Medusa
4. Rainbow Canyon Road between Pala Road and South City Limits
BACKGROUND:
Engineering and traffic surveys have been conducted to update the speed limits on the roadway segments listed
above. Section 40~03 of the California Vehicle Code (CVC) states that in order to enforce posted speed limits
using radar, an engineering and traffic survey must be conducted within a five (5) year period.
Engineering and Traffic Survey as Described by the CVC:
627.(a) "Engineering and traffic survey", as used in this code, means a survey of highway and traffic
conditions in accordance with methods determined by the Department of Transportation for use by the
state and local authorities.
(b) An engineering and traffic survey shall include, among other requirements deemed necessary by the
department, consideration of all of the following:
(1) Prevailing speeds as determined by traffic engineering measurements.
(2) Accident records.
(3) Highway, traffic, and roadside conditions not readily apparent to the driver.
The following table is a summary of the updated speed surveys, number of accidents, and prevailing speeds.

I. WORK UNDER CONSTRUCTION:
1.1-15/Winchester Road Interchonge Modifications:
During the last two weeks of May, the contractor placed the asphalt pavements on Winchester
Road from Jefferson Avenue to the west side of the bridge and from the east side of the bridge
to the northbound exit ramp, graded the slopes next to the northbound auxiliary lane, installed
approximately 64 traffic detector loops within Winchester Road, and finished the concrete
sidewalk next to the southbound entrance ramp. During the month of June, the contractor will
install chain link fencing, place roadside signs, refinish the old bridge deck, finish the new bridge
deck, paint traffic stripes, and place pavement markers. The contractor has scheduled the new
loop on-ramp to be open to the public on June 20. The remainder of the project is scheduled for
completion in September.
2. Fire Station
The building and off-site improvements are complete. In response to insufficient water main
pressure in Pauba Road a domestic water pump system was installed in mid-May. A design has
been completed to install a fnce pump system that would provide the additional pressure necessary
to meet the requirements of the fire sprinkler system. Following receipt of an acceptable cost
proposal, the contractor will expedite delivery and installation of the fire pump system. As an
alternative, a separate water line service to the building from a water main in Margarita Road is
being examined.
3. Walcott Corridor:
The contractor has completed the project. The read was opened to the general public on May 30.
Staff is recommending acceptance of the project at the June 24 City Council meeting.
4. Acoustic Panels at the CRC Gym:
Both Phases of this project have been completed. Staff will be recommending acceptance of the
project at the June 24 City Council meeting.
5. FY95-96 Pavement Management System:
The contractor completed the work except for some minor punch list items which are scheduled
to be completed in the next two weeks. This project included pavement reconstruction and
overlays on Rancho Vista Road, Solana Way, and La Serena Way. Once all the items are
complete and the maintenance bond and affidavit are submitted by the contractor, staff will
recommend that the City Council accept the project.

6. 6th Street:
The contractor will be completing most of the major items of work, including striping the parking
area and installing the landscaping. The restroom building is also in the final stages with a second
coat of paint being applied to the exterior. The project is scheduled for completion in mid-June.
II. BID
1. Traffic Signal at SR-79S and Bedford Court:
Bids were opened on May 22 and the award of a construction contract was on the June 10 City
Council meeting. A pre-consWuction will be schedule by the end of June. This is a 3-way interim
traffic signal which will be replaced upon widening of SR 79(S) by AD 159.
2. City Wide Intelligent Traffic Management Sy~em fITMS):
The Phase H of this project has been advertised and bids will be opened on June 19. This Phase
of the project includes installation of additional conduits, interconnect cable, new controllers, and
cabinets.
HI. WORK IN DESIGN:
1.1-15/Rancho California Road Interchange Modifications:
The consultant will resubmit roadway plans to Caltrans(District 8) during the last week of June.
An agreement between the City and GTE has been approved by the City Council and GTE. GTE
is currently receiving bids for the proposed work and will start the relocation of it's facilities when
a contract has been awarded. The project will be bid as soon as Caltrans approves and signs the
plans. This project includes widening the Rancho California Bridge and providing a new
northbound loop entrance-ramp.
2.1-15/Overiand Drive Over crossing Improvements:
The consultant will resubmit roadway plans to Caltrans(District 8) during the first week of August.
The structural plans were approved and signed by Caltrans Division of Structures. SCE will
relocate the existing 115, 33, & 12 KVA overhead power lines prior to the construction of the
proposed Overland Drive Over Crossing Improvements. The City has received a proposed
alignment from SCE and will be preparing legal descriptions and plats for the SCE easements and
right- of-entry documents for the maintenance of poles and wires.
3. Margarita Community Park:
The design for the roller hockey rink is being modified to include a more durable dasher board
system utilizing a recycled plastic as opposed to plywood. Once the revised plans have been
reviewed by City staff the project will be advertised for public bid. The project includes picnic
areas, a tot play area, restroom facilities, and open tuff areas. Development of the two ballfields
on the school district property and the installation of two lighted tennis courts and one lighted
hockey facility will be bid as add-alternate items.

4. FY96-97 Pavement Management System:
One the results of the street coring are known, the consultant will complete the design within one
week and submit for first plan check. This project will provide street rehabilitation of Jefferson
Avenue from the northerly City limits to Rancho California Road.
5. Pavement Management System Up-Date:
The consultant has evaluated approximately 75 % of the streets to obtain the physical conditions
of the existing pavement and determining the surface characteristics of each road segment
including cracks, potholes and pavement trenching. This project will review and update the
existing Pavement Management System which will include new streets which were added to the
City's maintained system, preparing a new 5-year street maintenance program, and updating the
computer generated City map.
6. Winchester Road & Ynez Road Street Widening:
This project is Project I of the City' s portion of the development agreement by and between the
City and Forest City Development California, Inc. All of the Requests for Proposals were
submitted and evaluated by the City and we are now in negotiations with the most qualified firm
to provide design services. The scope of work for this project will be to design the street
widening improvements on the south side of Winchester Road between Ynez Road and Margarita
Road and for the improvements on the east side of Ynez Road between Winchester Road and
Overland Drive.
7. Overland Drive Street Improvements & Margarita Road Street Widening:
This project is Project II of the City's portion of the development agreement by and between the
City and Forest City Development California, Inc. All of the Requests for Proposals were
submitted and evaluated by the City and we are now in negotiations with the most qualified firm
to provide design services. The scope of work for this project will be to design the street
widening improvements on both sides of Margarita Road between Winchester Road and Overland
Drive and new improvements on Overland Drive between Ynez Road and Margarita Road.
8. ADA Inl~rovement Project
The project consists of the construction of sidewalk access and playground surface improvements
to Veterans Park, John Magee Park, and Calle Aragon Park; and ADA improvements to Rancho
Vista fields at the Rancho California Sports Park. Second plan check has been completed and the
architect is making the necessary revisions to the plans. The project is scheduled to bid in late
June.
9. Winchester Creek Park
The project consists of a 4.5 acre neighborhood park with various improvements including
restroom, baskethall courts, volleyball courts, play equipment, polygon shelters with picnic tables,
concrete walkways, and parking. Second plan check has been completed and returned to the
architect for revisions. The project is anticipated to bid in late June.

10. F!a~hin~ Beacons at Various Locations
A consultant has been selected and the design is expected to start the week of June 23. This
project will be installing flashing beacons that warn of children in the immediate area at 10
different school sites thoughout the City.
11. Cosmic Drive and Agena - Street Sidewalk Project #6
The project will consist of 2,600 feet of sidewalk along the west side of Cosmic Drive from
Rancho California Road to Agena Street and 2,300 feet of sidewalk along the south side of Agena
Street from Santa Cec'dia Drive to Southern Cross Road. Staff has selected Engineering Ventures,
Inc. as the design consultant and will recommend award of a contract at the June 24 City Council
meeting. Design work is scheduled to be completed by the end of August at which time the
project will be advertised for public bid.

The Police Department issued 536 traffic citations last month, which compares with 431 issued in
May of 1996. The number of non-injury collisions increased by 50% this month as compared to
May of 1996. Injury traffic collisions remained consistent with that reported last year. Temecula
experienced no fatal traffic collisions in May. Arrests for driving under the influence of alcohol
decreased from May of 1996. Reported burglaries remained the same as last year while grand thefts
increased and auto thefts decreased over last year. Robberies decreased greatly and felony assaults
increased slightly. Arrests made during the month declined from the previous year's figure.
The Police Department responded to forty "priority one" calls for service during the month of May,
with an average response time of slightly over five minutes. A total of 2,698 calls for police service
were generated in the City of Temecula during the month.
During the month of May, the Temecula Police Department's crime prevention officer remained
busy with the new storefront operation. A total of 128 people utilized the office for a variety of
reasons. Thirty seven people were fingerprinted, 19 people made police reports and 14 people had
citations signed off. The number of persons using the facility seems to be increasing and it has
clearly been a positive addition to the Police Department.

The POP Team of Deputies Jeff Kubel and Steve Mike have initiated a new program known as
T.A.G. (Temecula Against Graffiti). T.A.G. a cooperative effort between the Police Department,
The Temecula Valley Unified School District and the Public Works Department. The program will
include surveillance of frequently targeted graffiti locations and should help decrease the overall
graffiti problem throughout the city.
Volunteers from the community continue to be an integral part of the Temecula Police Department's
staff. Under the guidance of volunteer coordinator Ed Bekas, the Police Department's volunteer staff
contributed 600 hours of service in May.

Our emphasis at this time of year have been to complete fire hazard
inspections. Approximately 500 have been completed during the
month of May. All three stations continue to stay on top of
business inspections and pre-fire plans.
Our second Cairns IRIS Thermal Imaging Helmet was placed into
service in May. This helmet was donated by the Rotary Club of
Temecula. Dedication ceremonies were held at the last city council
meeting, as well as a rotary luncheon. The implementation of the
second helmet allows for swift response of the helmet throughout
the city, with one being assigned to Truck 73 on the west end, and
one assigned to Engine 84 on the east end of the city.
