RECOMMENDATION:

installation of a painted school crosswalk, flashing beacon and temporary sidewalk on Rancho

4. Request for uStop Sill/t" and "No Parking" Zone - Corte Mendoza at Camino Romp
RECOMMENDATION:

That the public/Traffic Safety Commission recommend that the City Council adopt a
resolution establishing a "Stop" location on Corte Mendoza at Camino Romp and a "No
Parking" zone on Camino Romp south of Corte Mendoza.
5. Speed Limit - Various Locations
RECOMMENDATION:

That the Public/Traffic Safety Commission recommend that the City Council adopt an

APRIL 24, 1997
A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order
on Thursday, April 24, 1997, 7:10 P.M., at the City Hall Council Chambers, 43200 Business
Park Drive, Temecula, California. Chairman Markham called the meeting to order.

Also present were Public Works Associate Engineer All Moghadam, Police Sergeant Rodney
Crisp, Battalion Chief John Winder, Administrative Secretary Anita Pyle, and Minute Clerk Pat
Kelley.
Battalion Chief Winder led the flag salute.
PUBLIC COMMENTS
Chairman Markham called public comments on non-agenda items.
Ed Dool, Temecula Stage Stop, reported on the RTA meeting held on Wednesday, April
16, 1997, regarding a new RTA route which will fulfill the community's needs. He
requested if this issue could be placed on the Commissions agenda in the near future.
COMMISSION CONSENT CALENDAR

The Minutes of March 27, 1997 were continued to the meeting of May 22, 1997.
COMMISSION BUSINESS
Request for Crosswalk and School Crossing Traffic Signal - Rancho Vista Road at
Camino Romo
Associate Engineer All Moghadam presented the staff report.
Commissioner Perry asked why there was no morning period to match the 2:15 PM
peak. Mr. Moghadam stated he did not know and it was very unusual to have such a
high peak (209 vehicles) within a 15-minute period. Mr. Markham noted the high
volumes was for eastbound traffic away from the school and everyone leaves school at
about the same time, yet arrive at varying intervals.
Judy Baber, 31677 Corte Podrera, stated the school district's opinion that Meadows
Parkway is the appropriate school route is because there is no safe route to school, but
the children will not walk the additional 700 feet to cross safely. She stated there is no
sidewalk at the top of the hill.

Chairman Markham inquired if the recommendation for a yellow warning light installation
at Rancho Vista Road and Camino Romo had been forwarded to the City Council. Mr.
Moghadam replied he was waiting for tonight's decision before forwarding the
recommendation, but the yellow warning light is included in next fiscal year Capital
Improvement Projects.
Chairman Markham suggested a temporary or permanent asphalt sidewalk be
constructed to connect with the existing sidewalk and bring the sidewalk to opposite
Paseo Goleta and the yellow warning light.
Commissioner Perry stated he sees Camino Romo as a potential hazard and would rather
see crossing at Paseo Goleta.
Sergeant Crisp stated that a crosswalk with a crossing guard at Paseo Goleta was
preferable.
It was moved by Commissioner Johnson and seconded by Commissioner Perry to deny
the request for installation of a crosswalk and a school crossing traffic signal on Rancho
Vista Road near Camino Romo.

It was moved by Commissioner Johnson and seconded by Commissioner Perry to have
staff review the costs for adding a five (5) foot asphalt sidewalk on the south side of
Rancho Vista Road between Paseo Goleta and the existing sidewalk, a few feet west
of Camino Romo, and a yellow warning light westerly on Rancho Vista Road.

"No Parking" Zones on Rancho California Road. Winchester Road. Pala Road. Santiago
Road. Pauba Road and Rancho Vista Road
Associate Engineer All Moghadam presented the staff report.
Commissioner Perry inquired as to the existing bike lane and no parking zone percentage
for these roads. Mr. Moghadam replied approximately 50% of the proposed area is
existing bike lane and 50% no parking zones.
Mr. Moghadam stated he reviewed the Vehicle Code relative to truck parking and found
that the only prohibited truck parking is for trucks over six (6) feet in height which are
prohibited from parking within 1 O0 feet of an intersection.
Chairman Markham noted Margarita Road, at Temecula Valley High School is an existing
problem. Sergeant Crisp stated buses park on the east side of Margarita Road in the
afternoons and red curbing would be helpful. Mr. Moghadam reported staff is studying
installation of median islands on Margarita Road and Rancho Vista Road with fencing
and lights at one or two locations on Rancho Vista Road to limit access for pedestrians
and vehicles.
It was moved by Commissioner Johnson, seconded by Commissioner Perry, to
recommend the City Council adopt a resolution establishing "No Parking" zones on
Rancho California Road, Winchester Road, Pala Road, Santiago Road, Pauba Road, and
Rancho Vista Road.

Proposed Median Modification - Rancho California Road between Ynez Road and Lyndie

Associate Engineer All Moghadam presented the staff report.
Commissioner Johnson asked who would pay for the signal at Via Las Colinas. Mr.
Moghadam replied the City has budgeted this signal.

Commissioner Johnson noted this median/signal modification will help traffic flow, but
will not solve the area's long-term traffic problems and there remains a need to increase
westbound storage.
Chairman Markham commented he agrees with this proposal and reported Commissioner
Guerriero had expressed to him his strong support for staff's proposal and would like
to see the left-turn pocket into Town Center driveway extended to provide additional
storage space.
Sergeant Crisp and Chief Winder concurred with the proposal.
It was the consensus of the Commissioners to have this issue brought back as an
agenda item at a future Commission meeting.
6. Prioritization of Present and Future Traffic Improvement Needs (Discussion Item)
It was moved by Commissioner Johnson and seconded by Commissioner Perry to
continue this item to the meeting of May 22, 1997.

TRAFFIC ENGINEER'S REPORT
Mr. Moghadam reported the following:
Ynez Road at Rancho California Road - Staff is working on striping modifications to
provide southbound dual right-turn lanes on Ynez Road at Rancho California Road.
Chairman Markham requested look into coordinating the intersection. At present, the
free right turn traffic backs up with no protected area.
Bedford Court/Hwy 79S - Traffic signal bid opening is May 22, 1997.
Pala Road/Rainbow Canyon Road - Signal has been re-prioritized to Number 1 and
proposed to be included in the 1997/98 budget.
Winchester Road from Jefferson Avenue to Enterprise Circle West (second loop) - Install
median island on Winchester Road from Jefferson Avenue to Enterprise Circle West and
install a traffic signal at Winchester Road and Enterprise Circle West (second loop). Mr.
Moghadam stated he discussed this item with property owners of the center at
Jefferson Avenue and Winchester Road and they are agreeable. They are also requesting
a "Keep Clear" pavement marking for the driveway to ARCO to prevent blocking of the
driveway, and the possibility of a second northerly driveway, by Pasquales Restaurant.
These issues will be brought back to the Commission at a later date.

Chairman Markham stated he would like to see the driveway issue deferred until an
overall Jefferson Avenue Study with an operational analysis regarding a raised median,
consolidating and signalizing driveways, etc is completed. Mr. Moghadam stated
owners seem to be willing to consider alternatives and participate in costs.
Commissioner Perry mentioned when designing the median on Winchester Road,
consider a long storage pocket for left turns onto Enterprise Circle from westbound
Winchester Road. Commission Johnson and Chairman Markham concurred.
Commissioner Johnson inquired about the installation of the signal at Margarita Road
and Solana Way. Mr. Moghadam replied the proposed apartment complex at the
northeast corner will be constructing roadway improvements and installing a traffic
signal at this location.
Commissioner Johnson asked when the last traffic count was taken for northbound
traffic on Ynez Road at Rancho California Road as traffic has increased significantly in
the last few months. Mr. Moghadam responded the count was conducted July 1996,
with the next count scheduled for July 1997.
Chairman Markham asked about widening of Ynez Road at the duck pond. Mr.
Moghadam replied that widening is being considered along with expansion to Embassy
Suites, and staff is also working on striping to provide northbound dual left-turn lanes
on Ynez Road. He mentioned one problem is a majority of the traffic is heading for
northbound Interstate 15 and there would be two lanes competing for one lane.
Commissioner Perry inquired about the status of the 1-15/Hwy 79S temporary
interchange. Mr. Moghadam replied the plans for an interim signal installation and
realignment of Front Street have been signed and will go out to bid soon,
Commissioner Perry asked for an update on the Western Bypass. Chairman Markham
suggested an update of the City"s position/direction be presented at the May 22, 1997
meeting.
Commissioner Markham asked if the Commission will have an opportunity to review the
Capital Improvement Plan before it goes to City Council. Chief Winder stated the
committee is still in the prioritizing process.
Chairman Markham asked if the Meadowview traffic calming methods meeting had been
scheduled. Mr. Moghadam stated it had not been scheduled. Mr. Markham suggested
getting in touch with Mr. Benson to determine a satisfactory time for their members and
schedule the meeting with input back to the Commission at the May 22, 1997 meeting.
He stated Mr. Palmer's request for improvements at Buena Suerta would be a good test
case.
POLICE CHIEF'S REPORT
Sergeant Crisp reported Officer Alexander finished at the top of his motor school class
and is out in traffic; and the second radar trailer is in the field.

Commissioner Perry asked why Area G has such a high crime rate. Chairman Markham
replied G is mainly apartments with no single family residences and only a few
commercial establishments. Sergeant Crisp stated it has been a high crime zone
historically.
FIRE CHIEF'S REPORT
Battalion Chief John Winder stated he had nothing to report.
COMMISSION DISCUSSION
Commissioner Johnson asked if the City Attorney could provide written direction
regarding Conflict of Interest for the Commissioners.
Chairman Markham asked staff to review:
The 2 ~ to 3 ~ -foot drop off on the west side of Ynez Road back of the Bank
of America's parking lot for consideration of a railing for public safety due to
skate boarders, people walking at night, etc,
Fencing at the Santiago Overpass, there is a gap between the freeway right-of-
way fence and the bridge fence, people are going through the gap.
Providing grates over big, pipe and/or box culverts.
Chairman Markham reported Ruth Ann Taylor-Burger will attend the May 22, 1997
meeting to discuss air quality in regards to dirt roads and measures that need to be
taken, and requested staff invite Mr. Klein to attend.
It was moved by Commissioner Johnson and seconded by Commissioner Perry to adjourn the
meeting at 8:28 P.M. The motion was unanimously carried.

PUBLIC COMMENTS
Co-Chairman Guerriero called for public comments on non-agenda items.
Timothy Jay Miller, 45052 Corte Bella Drive, asked the Commission to consider two (2) through
southbound lanes on Margarita Road at its intersection with Hwy 79S as evening rush hour
traffic is backed up consistently.
Commissioner Perry asked if there was significant backup for either the thru lane or the right
turn lane in the mornings. Mr. Miller replied he has never seen any back-up for either lane in
the mornings.
Commissioner Coe stated he was in total agreement with Mr. Miller's position.
Associate Engineer All Moghadam stated a striping work order is in place which should correct
the problem and staff is working with Caltrans to relocate the loops.
Phyllis Price, 42136 Avenida Alvarado, representing MIE, Inc. stated it is very difficult to drive
25 MPH on Enterprise Circle West and asked the Commission to reconsider the speed limit.
Commissioner Johnson mentioned speeds are set by the Vehicle Code and the Commission
cannot change those speed limits and the drivers should observe the posted speed limits.

Traffic Calming Request - Southern Cross Road
Associate Engineer All Moghadam presented the staff report.
Commissioner Johnson asked if the speed studies had been made available to the people
requesting the stop sign. Mr. Moghadam replied the entire package was sent to the
Homeowners Association (HOA).
Commissioner Coe questioned why the HOA declined a center-line strip. Mr. Moghadam
replied he was only told it was an unacceptable solution.
Wayne Hall, 42131 Agena Street, disagreed with the staff report that high school
students are not a majority of the speeding drivers from his observation, but agreed
many adult drivers also drive too fast. He would like to have stop signs in the area.
Ken Bruckman, 42244 Cosmic Drive, reported the stop sign at Cosmic Drive and Santa
Cecilia has slowed traffic down and that sign was erected without meeting warrants.
He spoke about the need for pedestrian access across Rancho Vista Road at Southern
Cross Road to get to the Sports Park and Community Recreation Center.
Commissioner Perry reiterated it is the Commission's position that a demand-signal is
needed at that location.
Co-Chairman Guerriero clarified if a stop sign does not meet warrants, it cannot be
enforced. He suggested residents talk to their neighbors about speeding, and residents
can take down license plate numbers of speeders, contact the police with the numbers
to find out name and address to issue a ticket.
Mr. Bruckman suggested the Commission recommend that the group looking at the high
school traffic problem also consider a pedestrian crossing at Rancho Vista Road leading
to the Sports Park.
Co-Chairman Guerriero mentioned traffic calming methods, of which striping is one, and
suggested the HOA meet with staff and the Commission to discuss such methods.
Sam Rascoe, 42953 Virgo Court, stated the Southern Cross HOA thought the stripe
down the middle of the road was not a good idea because the street is narrow and
drivers sometimes drive in the middle of the road when cars are parked on the side. He
stated Agena Street at Southern Cross Road and Spica Court and Southern Cross Road
are two (2) bad intersections as they are at the bottom of a hill and on a curve. He
suggested if stop signs are not possible, striping, other traffic calming methods, or a
mid-block stop sign might be considered. Mr. Moghadam stated a mid-block stop sign
will cause rear end accidents as it is not expected.

Commissioner Coe stated center line stripping might make people think and thus slow
them down.
Mr. Rascoe asked if striping is done, will there be studies to determine if speed be
actually reduced. Mr. Moghadam replied the area would be reviewed a month or so
after installation of striping or other traffic calming measure to determine its
effectiveness.
Raymond Johnson, 30764 Sky Terrace Drive, president of the Starlight Ridge South
Homeowners Association, stated the Board has not discussed a stripe down the middle
of the street and he will take the idea of a strip or any other calming methods to the
Board for their consideration.
It was moved by Commissioner Coe, seconded by Commissioner Johnson, to deny the
request for installation of "Stop" signs and partial street closure on Southern Cross Road
and directed staff to meet with the Homeowners Association to discuss striping and
other traffic calming methods.

Proposed Median Modifications - Rancho California Road Between Ynez Road and Lyndie
Robert Katan, 30054 Corte Cantera, representing Target Stores, spoke against the
closure of the Claim Jumper and Target Center driveways. He stated a signal at Via Las
Colinas is of no benefit to the shopping center as it goes behind all the stores; is an
entrance that could be closed with little consequence; and a signal is needed at the
Target Center driveway where accidents occur and people need a way to make left
turns safely.
Mr. Moghadam clarified in addition to the Via Las Colinas and Hope Way access, there
is also access from Ynez Road; and Via Los Colinas lines up with a driveway which
makes maneuvering of trucks easier, and the on-site stacking distance is best; the
Target Center entrance cannot stack an adequate number of cars.
Commissioner Perry commented customers will not use a back area to exit and truckers
can utilize the Ynez Road entrances.
Commissioner Coe asked how a signal at Via Las Colinas might impact potential
accidents at the Target Center entrance. Mr, Moghadam replied it will provide accident
relief for turns into the center, but turning out may not be affected.
Pat Snow, 27450 Ynez Road, representing the Temecula Town Center, stated she did
not receive notice of this meeting until 3 PM, Tuesday, June 24, 1997, and requested
a couple of months to have an independent traffic study completed in order to find a
solution that works for retail concerns and addresses the safety issue.
PUBLIC/TRAFFIC SAFETY COMMISSION JUNE 26, 1997
Mr. Moghadam remarked the signal at Via Los Colinas has nothing to do with closing
the medians as it has been a CIP project for a number of years and he does not know
if it can be revised. A signal at Target Center is too close and would not provide relief
for people exiting Via Los Colinas. Co-Chairman Guerriero asked since the distance
between Town Center and Target Center is about the same as between the signals on
Ynez Road, why is there a problem to signalize Target Center. Mr. Moghadam replied
traffic volumes on Rancho California Road are almost double that of Ynez Road, and the
purpose of the median closure is to restrict access due to the number of accidents.
It was moved by Commissioner Perry, seconded by Commissioner Coe, to continue this
item until the July 24, 1997 meeting. Commissioner Johnson asked the motion be
amended to direct staff to help Town Center Management locate a traffic engineer. The
amendment was approved as amended.

recommend the City Council adopt an ordinance re-affirming the speed limits on the
following roadway segments:
1. Solana Way between Ynez Road and Del Rey Road

TRAFFIC ENGINEER'S REPORT
Mr. Moghadam reported the following:
Winchester Road Bridge Opening - Many favorable comments have been received and
the PM peak traffic does not back up as much as before the improvements.
City Wide Intelligent Traffic Management System - All the signals should be
interconnected within a couple of months so signal timing can be coordinated.

Co-Chairman Guerriero stated Walcott Corridor southbound from Nicholas Road seems
to have inadequate signage. Mr. Moghadam replied signage modifications are planned.
Commissioner Johnson commented the on interchange at I-15/Winchester Road and the
Jefferson Avenue/Winchester Road intersection stacking problems need to be reviewed.
Co-Chairman Guerriero asked about the status of Mr. Simon's suggestions for the
Winchester Road/Jefferson Avenue intersection. Mr. Moghadam replied he had talked
to Mr. Simon and suggested they hire an independent engineer to look into on site
effects and then to make any request that would come out of that investigation.
Commissioner Perry encouraged staff to take a more pro-active stance as the
improvement would be mutually beneficial.
Mr. Moghadam reported he is working toward hiring a consultant to help with the
Jefferson Corridor project which was determined to be the Commission's Number I
priority at the May 22, 1997 meeting.
POLICE CHIEF'S REPORT
Sgt. Crisp reported two (2) arrests during Saturday's checkpoint and commended the
wineries for telling their customers to watch their consumption and/or to have a
designated driver as there was a checkpoint.
Co-Chairman Guerriero mentioned the City was getting two (2) additional police officers,
but they are not going to the Traffic Division.
FIRE CHIEF'S REPORT
No report was given.
Co-Chairman Guerriero mentioned the grand opening of Fire Station 84 on Pauba Road
July 1, 1997 at 10:00 a.m.
COMMISSION DISCUSSION
Commissioner Coe reiterated the deplorable condition of northbound Rainbow Canyon
Road. Mr. Moghadam reported the re-evaluation of the existing priority list is still
underway.
Co-Chairman Guerriero suggested the minutes on the Jefferson Avenue Ad Hoc
Committee would provide good input into re-evaluating at the Jefferson Corridor.
Co-Chairman Guerriero expressed his appreciation and privilege to have served on this
Commission and to have worked with staff.
Commissioner Johnson stated it has been an honor to work with Ron Guerriero and the
Commission will miss him as he takes on his new position as Planning Commissioner.
It was moved by Commissioner Coe, seconded by Commissioner Perry, to adjourn the meeting
at 9:02 PM. The motion carried unanimously.

RECOMMENDATION:
That lhe Public/Traffic Safety Commission review and recommend median modifications on Rancho California
Road between Ynez Road and Lyndie Lane.
BACKGROUND:
Currently, several full movement driveways provide access to the Town Center from Rancho California Road.
In addition to the signalized intersection of Town Center/Hope Way, unrestricted accesses exist on Rancho
California Road at Claim Jumper driveway, Target Center driveway and Via Las Colinas (Exhibit "A"). These
full movement driveways which allow right-turns as well as left-turns cause an excessive number of traffic
collisions and create congestion on Rancho California Road east of Ynez Road.
The combination of high traffic volumes on Rancho California Road (Exhibit "C") and several conflicting
turning movements at these driveways has resulted in 31 collisions from January 1, 1996 to July 31, 1997.
Four (4) new collisions have occurred since the last Public/Traffic Safety Commission meeting at these un-
signalized driveways (Exhibit "B").
This issue was reviewed by the Public/Traffic Safety Commission at the June 26, 1997 meeting and was
continued at the request of the Town Center property management representatives to allow adequate time for
a traffic study addressing the access issue to the Town Center. As of date of preparation of this report, City
staff did not receive a traffic study.
The proposed traffic signal at the intersection of Rancho California Road and Via Las Colinas has been on the
Signal Priority List and Capital Improvement Program for several years, and is independent of the median
modification project. An additional signal, as suggested, at the Target Center driveway will adversely impact
the traffic flow on Rancho California Road and is not recommended.
It should be noted that, among other things, the main purpose of a raised median island is to restrict left turning
movements. To allow full access at all driveways defeats this purpose compromising the public safety and
reducing arterial capacity. Therefore, staff recommends modification of the existing median islands on Rancho
California Road to restrict access at Claim Jumper driveway and Target Center driveway to right-in and right-
out only. The proposed modification will include reconstruction of the existing median islands to provide
additional left-turn storage capacity at the signalized intersections of Rancho California Road with Town
Center Drive/Hope Way and Via Las Colinas.
FISCAL IMPACT:
This project has been budgeted for the FY97/98 Capital Improvement Program.

Installation of Painted School Crosswalk, Flashing Beacons and Temporary Sidewalk

RECOMMENDATION:
That the Public/Traffic Safety Commission reconsider the previous recommendation for installation of a
painted school crosswalk, flashing beacons and a temporary sidewalk on Rancho Vista Road at Paseo Golita.
BACKGROUND:
The City revived a request to install a school crossing Waffle signal on Rancho Vista Road at Camino Romo
to assist the students who attend V'mtage Hills Elementary School and Temecula Middle School when crossing
Raneho Vista Road. At the March 27, 1997 meeting of the Public/Traffic Safety Commission, this item was
continued to allow staff to receive input from the Temecula Valley Unified School District (TVUSD) regarding
this issue.
At the April 24, 1997 Public/Traffic Safety Commission meeting this item was reviewed once again and after
a lengthy discussion, the Commission recommended that the request for installation of a school crossing traffic
signal be denied due to lack of necessary warrants and unsafe crossing location. However, the Commission
directed staff to install a school crosswalk and flashing beacons on Rancho Vista Road at Paseo Golita and a
temporary sidewalk on the south side of Rancho Vista Road between Paseo Golita and Camino Romo.
Previous agenda reports and minutes are included in Exhibit "C".
Staff conducted a study to determine the sight distance at Paseo Golita and estimated the cost of construction.
The sight distance at this intersection meets the Caltrans minimum requirements and the cost of construction
is estimated at $20,000.
Recently, the City received a letter (Exhibit "B") from the TVUSD pointing out several issues and requesting
that the Public/Traffic Safety Commission reconsider its previous recommendations. Some of the issues in
the letter inehde, School Districts inability to provide an additional adult crossing guard at Paseo Golita since
three (3) new crossing guards currently assist the students in the area. Also, according to Ms. Geneva Krag,
Safety Technician with TVUSD, only 16 to 20 students crossed Raneho Vista Road at Camino Romo which
were mostly accompanied by an adult.
It appears in light of this new information, this item should be re-evaluated and the previous recommendations
be reconsidered.

Dear Mr. Kicak,
I would like to ask the Traffic Commission through this letter to reconsider their
decision to place a crosswalk on Raneho Vista Road at Paseo Goleta for the following
reasons:
After checking the number of studeros crossing Rancho Vista Rd. at Camino Romo
or below to get to Vintage Hills Elementary School on the first day of school, our
Safety Technician, Geneva Krag, counted only 16 to 20--most of them
accompanied by parents.
We have placed a crossing guard at Meadows Parkway and Rancho Vista for the
purpose of crossing all students living along Rancho Vista Rd. We have also placed
another at Meadows Parkway and Pauba and then at Camino Romo where it
intersects with Corte Viiloss. Those sites have very heavy student traffic. Due to
a limited amount of funds, we would not be able to provide a crossing guard at
Rancho Vista and Paseo Coleta.
We consider the Rancho Vista corridor to be a dangerous area for elementary
school pedestrians because it is so close to Temecula Valley High School's parking
lot. Once school begins in August those parking lots will begin to fill with
inexperienced drivers--drivers not used to looking for pedestrians in the middle of
Rancho Vista Road.
If an asphalt walkway is installed from where Paseo Goleta intersects Rancho Vista
Road to Camino Romo, I fear that drivers will consider that another lane and will
attempt to pass on the right to get around a car preparing to mm thus making it a
vulnerable place for pedestrians.
I would also like to know the intended location of the flashing red lights for Vintage
Hills Elementary School. I believe they are needed on Rancho Vista Rd. and on

Meadows Parkway between Rancho Vista and Panba. Even though the school is not
clearly visible from those places, that is where students often walk and cross and where
the speed limit is highest.

the students who attend the Temecula Middle School and Vintage Hills Elementary School. The
request for installation of a school crossing traffic signal at this location was denied by the
commission; however, on April 24, 1997 upon further review, the commission recommended that a
school crosswalk be installed at the intersection of Rancho Vista Road and Paseo Goleta. This
recommendation also included installation of flashing beacons and a temporary sidewalk on the south
side of Rancho Vista Road between Paseo Goleta and Camino Romo.
In your letter you brought up several valid points, including inability to provide an adult crossing
guardattheproposedcrosswalklocationduetolackoffunding. We believe these issues are worthy
of reevaluation and reconsideration by the Public/Traffic Safety Commission. Therefore, this item
will be scheduled for the August 28, 1997 regular meeting of the Public/traffic Safety Commission
for reconsideration.
In regards to location of the school flashing beacons, we are currently in the process of developing
plans for this project. We certainly would appreciate your input on this matter. Since there is limited
amount offi~nding available for that purpose, with your help we can make the best use of these funds.

BACKGROUND:
The City received a request to install a crosswalk and a traffic signal at the above referenced location to aid
the students who will attend the Vintage Hills ElemenUtry School, currently under construction, and the
existing Temecula Middle School. Exhibit "A" depicts the schools and traffic signal locations.
Staff has conducted a school crossing traffic signal wan'ant analysis for this intersection. Based on the existing
vehicular volumes on Raneho Vista Road, this intersection does not satisfy the warrant requirements for
installation of a traffic signal. Exhibit "B" eDlailg the minimum pedestrian and vehicular vol~ine requirements.
It should be noted that since the Vintage Hills Elementary School will not open until July 1, 1997, an
anticipated pedestrian volume was used for the purpose of this study. This information has been provided by
the Temecula Valley Unified School District.
Currently, the intersection of Meadows Parkway and Rancho Vista Road is controlled by a "4-Way Stop"
which provides a safe erossing for pedestrians. However, this intersection is approximately 700 feet from
the requested signal location and some sludents may not utilize the existing controlled intersection of Meadows
Parkway and Rancho Vista Road and choose to cross Rancho Vista Road at Camjno Romo. If this situation
proves to be the case, when the Vintage Hills Elementary School opens in July 1997, staff can conduct an
actual pedeswian count and a warrant study for a crosswalk with an adult crossing guard and flashing yellow
beacons.

as vehicles come around the curve at high speeds.

2. Speed Limit and "Stop" Sign Installation on Via Norte and Del Rey Road
Associate Engineer All Moghadam presented staff's report recommending re-affirmation
of the 35 MPH speed limit on Via Norte and Del Rey Road based on the road's design
speed and establishing "All-Way Stops" at Del Rey Road and Solana Way and Del Rey
Road at Avenida Del Reposo due to limited sight distances.
Kathy Hoagland, 40481 Calle Fiesta, Temecula, representing the Meadowview
Homeowners Association, stated Avertida Buena Suerta remains an issue even though
it may not meet traffic warrants. She reported four (4) homeowners have been named
to consider traffic calming methods; and the Board does not believe stripping the
roadway edge is viable as it gives a false sense of security because people may think
it is a bike lane or a walk path.
Commissioner Perry stated sight distances are adequate at 35 MPH and questioned if
Meadowview residents are willing to suffer the inconvenience of stop signs to slow
speeds down. Ms. Hoagland said she believes the majority of residents would not mind
the inconvenience.
Commissioner Guerriero said he is interested in being involved in an ad hoc committee
to develop traffic calming methods; and applauded staff's idea of a Neighborhood Traffic
Watch Program and is also interested in being involved in its establishment.
It was moved by Commissioner Guerriero, seconded by Commissioner Coe, to
recommend the City Council adopt an ordinance re-affirming the 35 MPH speed limit on
Via Norte and Del Rey Road and to recommend the City Council adopt a resolution
establishing an "All Way Stop" at the intersections of Del Rey Road at Solaria Way and
Del Rey Road at Avenida Del Reposo.

Request for Crosswalk and School Crossing Traffic Signal at Rancho Vista Road at

Associate Engineer All Moghadam presented staff's report recommending denial of a
traffic signal as vehicular traffic does not meet warrant requirements. Staff proposes
conducting a study for alternatives --i.e., flashing yellow lights, crosswalk with guard --
after school opens in July 1997.

Brian Baber, 31677 Corte Padrera, expressed his concern that children attending Vintage
Hills Elementary School will cross Rancho Vista Road at Camino Romo instead of going
to Meadows Parkway where there is a 4-way stop. He would like to have a demand
traffic signal and crosswalk at Rancho Vista Road and Camino Romo.
Commissioner Guerriero mentioned the Temecula Valley Unified School District (TVUSD)
is considering a "fee" busing program; and is considering a crossing guard at Meadows
Parkway. In his opinion, a crosswalk at Camino Romo would create a dangerous
situation.
Robert Brand, 31605 Corte Padrera, asked about other alternatives to make certain the
children can cross Rancho Vista Road safely.
Commissioner Guerriero mentioned the possibility of signage notifying drivers they are
approaching a school zone or stating children present and asked staff to investigate
Section 21372 of the Vehicle Code; another possibility might be a flashing yellow light.
He will contact TVUSD next week regarding their Safe Route to School Program for this
area.
Nell Stone, 31786 Corte Padrera, expressed his support for a crosswalk/traffic signal at
Rancho Vista Road and Camino Romo.
Judy Baber, 31677 Corte Padrera, stated her main objective is to have a safe place and
a safe way for the children to cross Rancho Vista Road.

item until the April 24, 1997 meeting while staff reviews Section 21372 of the Vehicle

Request for Crosswalk and School Crossing Traffic Signal - Rancho Vista Road at
Camino Romo
RECOMMENDATION:
That the Public/Traffic Safety Commission deny the request for installation of a crosswalk and a school
crossing traffic signal on Rancho Vista Road at or near Camino Romo.
BACKGROUND:
The Public/Traffic Safety Commission reviewed a request for installation of a pedestrian activated traffic
signal on Rancho Vista Road at Camino Romo on March 27, 1997. This request was submitted by parents
who were concerned over the safety of their children crossing Raneho Vista Road to get to Vintage Hills
Elementary School and Temeeula Middle School. This item was tabled to allow time to contact the Temeeula
Valley Unified School District (TVUSD) for their input and to consider other alternatives.
Since the minimum requirements for installation of a school crossing traffic signal were not met for this
location, staff recommended amt this request be denied. Other alternatives such as flashing beacons and adult
crossing guard were also considered; however, since this intersection has not been identified as a crossing
location on the "Suggested Route To School", installation of flashing beacons and adult crossing guard is not
warranted. Staff also analyzed feasibility of establishing a safe crossing location on Rancho Vista Road in the
vicinity. However, due to the roadway alignment, relatively high vehicular speed, roadway width, limited
visibility and lack of sidewalk on the south side of Rancho Vista Road west of Camino Romo, it is
recommended that all students be encouraged to cross Rancho Vista Road at Meadows Parkway which is
curren~y controlled by an "All-Way Stop". This intersection is identified as a crossing location on the
"Suggested Route to School".
Per the Commissioners' direction, staff has reviewed Section 21372 of the California Vehicle Code and the
Caltrans Traffic Manual to determine if other traffic control devices are appropriate for this area. Since
neither Vintage Hills Elementary School nor Temecuia Middle School directly front Rancho Vista Road,
warning signs such as "School - Speed Limit 25 MPH - When Children Present" can not be justified in the
area.

A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order
on Thursday, April 24, 1997, 7:10 P.M,, at the City Hall Council Chambers, 43200 Business
Park Drive, Temecula, California. Chairman Markham called the meeting to order.

Chairman Markham called public comments on non-agenda items.
Ed Dool, Temecula Stage Stop, reported on the RTA meeting held on Wednesday, April
16, 1997, regarding a new RTA route which will fulfill the community's needs. He
requested if this issue could be placed on the Commissions agenda in the near future.

Request for Crosswalk and School Crossing Traffic Signal - Rancho Vista Road at

Associate Engineer All Moghadam presented the staff report.
Commissioner Perry asked why there was no morning period to match the 2:15 PM
peak. Mr. Moghadam stated he did not know and it was very unusual to have such a
high peak (209 vehicles) within a 15-minute period. Mr. Markham noted the high
volumes was for eastbound traffic away from the school and everyone leaves school at
about the same time, yet arrive at varying intervals.
Judy Baber, 31677 Corte Podrera, stated the school district's opinion that Meadows
Parkway is the appropriate school route is because there is no safe route to school, but
the children will not walk the additional 700 feet to cross safely. She stated there is no
sidewalk at the top of the hill.
PUBLIC/TRAFFIC SAFETY COMMISSION APRIL 24. 1997
Chairman Markham inquired if the recommendation for a yellow warning light installation
at Rancho Vista Road and Camino Romo had been forwarded to the City Council. Mr.
Moghadam replied he was waiting for tonight's decision before forwarding the
recommendation, but the yellow warning light is included in next fiscal year Capital
Improvement Projects.
Chairman Markham suggested a temporary or permanent asphalt sidewalk be
constructed to connect with the existing sidewalk and bring the sidewalk to opposite
Paseo Goleta and the yellow warning light.
Commissioner Perry stated he sees Camino Romo as a potential hazard and would rather
see crossing at Paseo Goleta.
Sergeant Crisp stated that a crosswalk with a crossing guard at Paseo Goleta was
preferable.
It was moved by Commissioner Johnson and seconded by Commissioner Perry to deny
the request for installation of a crosswalk and a school crossing traffic signal on Rancho
Vista Road near Camino Romo.

RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council adopt a resolution establishing
a "Stop" location on Corte Mendoza at Camino Romo and a "No Parking" zone on Camino Romo south of
Corte Mendoza.
BACKGROUND:
The Cily staff received a request from a resident of Corte Mendoza to install a "Stop" sign on Corte Mendoza
at Camino Romo, and to establish a "No Parking" zone on Camino Romo south of Corte Mendoza.
Cone Mendoza is a long residential cul-de-sac which forms a "T" intersection with Comino Romo. Camino
Romo is also a residential street which provides access to the Vintage Hills Elementary School from Rancho
Vista Road and surrounding residential neighborhoods. Upon our field investigation, it became apparent that
from Cone Mendoza sight distance to the south is limited. Parked vehicles south of this intersection further
reduce the sight distance, therefore, parking should be restricted as shown on Exhibit "B".
Due to this sight distance restriction, vehicles exiting Corte Mendoza encroach onto the intersection and block
the students who are walking to or from Vintage Hills Elementary School. A one-way stop sign on Corte
Mendoza at Camino Romo will require the vehicles to stop at the proposed stop limit line and proceed when
both pedestrian and vehicular Waffle clear the intersection.

BACKGROUND:
Several requests for installation of speed limit signs on Pio Pico Road, Precee Lane, Del Rio Road and Walcott
Corridor were submitted to the City in July of 1997. Staff conducted engineering and traffic surveys for these
roadways to establish a speed limit as shown in the table.
Pio Pico Road between De Portoal Road and Margarita Road is a local residential street which has a variable
width of 44 feet north of De Portola Road and 24 feet south of Margarita Road. Currently, there are no
sidewalks on either sides of Pio Pico Road at this section. Due to the size of the lots in this area, Pio Pico
Road between De Portola Road and Margarita Road does not qualify for a 25 mph prima facie speed limit.
Precee Lane is a 44 foot wide residential collector street. Due to lack of residential driveways fronting lhis
road and the width of this roadway, it does not qualify for a 25 mph prima facie speed limit.
Del Rio Road is a 44 foot wide collector street per the City of Temecula circulation element. Del Rio Road
does not qualify as a business district since 50 percent or more of the contiguous property fronting the roadway
is not occupied by buildings in use for business. Therefore, a prima facie speed limit of 25 mph could not be
justified for Del Rio Road.
Walcott Corridor is a newly constructed by-pass corridor intended to lessen the traffic volume on Calle
Medusa. Walcott Corridor is 28 foot wide with no existing sidewalks. The design speed is 30 MPH for this
roadway and is currently posted 30 MPH

Election of Public/Traffic Safety Commission Co-Chairperson to Serve for the
Remaining 1997 Calendar Year
RECOMMENDATION:
That the Chairman entertain a motion from the Commissioners to select a candidate to serve as Co-
Chairperson of the Public/Traffic Safety Commission for the remaining 1997 calendar year.
BACKGROUND:
At the regular Commission meeting of December 12, 1996, the Commission elected Commissioner Ron
Guerriero as Co-Chairperson for the 1997 calendar year. At the City Council meeting of June 24, 1997,
Commissioner Guerriero was appointed to the City of Temecula Planning Commission, leaving the position
of Public/Traffic Safety Commission Co-Chairperson vacant. This position will require conducting
Commission meetings in the Chairpersons absence. The newly selected Public/Traffic Safety Commission
Co-Chairperson will serve for the remaining 1997 calendar year.

Appoint a Public/Traffic Safety Commissioner to the Joint Temecula/Murrieta
Transportation Committee
RECOMMENDATION:
That the Public/Traffic Safety Commission appoint a representative to serve on the Joint Temecula/Murrieta
Transportation Committee.
BACKGROUND:
A Joint Temecula/Murrieta Transportation Committee has been established by action of the City Councils of
the two (2) Cities:
1 Member of the City Council
1 Member of the Planning Commission
1 Member of the Public/Traffic Safety Commission
With the recent appointment of Mr. Ron Guerriero to the Planning Commission, there is a vacancy from the
City's Public/Traffic Safety Commission on the Joint Temecula/Murrieta Committee. Mr. Richard Soltysiak
is currently the Planning Commission's representative to the Joint Temecula/Murrieta Transportation
Committee.
The Committee meets on an as needed basis to discuss traffic issues of common concerns to both Cities. Most
recently, the 1-15/1-215 Corridor Study was reviewed by this Committee.
In the near future, issues such as extensions of Diaz Road and Ynez Road to connect the two (2) Cities will
be once again discussed. It is therefore appropriate at this time to appoint a member of the Public/Traffic
Safety Commission to the Joint Temecula/Murrieta Transportation Committee.

I. WORK UNDER CONSTRUCTION:
1.1-15/Winchester Road Interchange Modifications:
During this period, the contractor installed overside drains along the northbound auxiliary lane,
chain link fencing adjacent to Palm Plaza, and portions of the irrigation system. The contractor
will now be installing plants, trees, and shrubs throughout the project site. The project is
scheduled for completion in September.
2. FY95-96 Pavement Management System:
The contractor has submitted all of the required contract documents and this project is scheduled
to be accepted by the City Council at the August 26 meeting. This project included pavement
reconstruction and overlays on Rancho Vista Road, Solana Way, and La Serena Way.
3.6th Street Parking l,ot:
The public parking and restroom facilities including the landscaping have been completed. The
wooden railing for the handicap ramp and the stair cases along the frontage of the Transportation
Depot will be scheduled for construction within the next several weeks.
4. Traffic Signal at SR-795 and Bedford Court:
A preconstmction meeting was held on July 23, however the contractor is working with Caltrans
to determine Caltrans' traffic signal equipment testing facility location. Testing was performed
at District 8 headquarters in San Bernardino. Recent changes at Caltrans have eliminated the
t~sting facilities, which must now be sent to Sacramento for testing. This could delay the project
start and completion for several weeks. The project is expected to be completed late December.
5. City Wide Intelligent Traffic Management System fITMS):
A preconstruction meeting was held on August 6 for installation of additional conduits,
interconnect cable, new controllers, and cabinets to support the new management system which
will be controlled by a central computer system. This project will interconnect all of the traffic
signals wi~in the city. The streets most effeeted by the project include Rancho California Road,
Winchester Road, Ynez Road, Jefferson Avenue/Front Street, and Margarita Road. The project
is expected to be completed the first week of November.

II. BID
1. ADA lntOrovement PrOject
The City Council has approved solicitation of bids for construction of this project. The project
was put out to bid August 7 with the bid opening scheduled for September 4. The project consists
of the construction of sidewalk access and playground surface improvements to Veterans Park,
John Magee Park, and Calle Aragon Park and well as ADA improvements to Rancho Vista fields
at the Rancho California Sports Park.
III. WORK IN DESIGN:
1.1-15/Rancho California Road Interchange Modifications:
Caitrans (District 8) approved and signed the roadway plans on August 7. This was the final
approval necessary prior to bidding the project. The project is scheduled to be out to public bid
starting the last week in August with bid opening at the end of September. Also, GTE has
awarded a contract to Arizona Pipeline for the proposed phone line relocation work. The project
is currently under construction and GTE has indicated the work will be completed in mid-
November. This project includes widening the Rancho California Road Bridge and provides a
new northbound loop entrance ramp.
2. 1-15/Overland Drive Over Crossing IntOrovements:
The consultant will resubmit roadway plans to Caltrans (District 8) for final approval of the
roadway and electrical portions of the project during the third week of August. The structural
plans have already been approved and signed by Caltrans, Division of Structures. SCE is also
working on the design for the relocation of the existing 115, 33, & 12 KVA overhead power lines.
These lines are scheduled to be relocated with the construction of the proposed Overland Drive
Over Crossing Improvements. The transmission and distribution sections of SCE are currently
finalizing their alignment and the City will be preparing the legal descriptions and plats for the
SCE easements and right-of-entry documents for the maintenance of poles and wires.
3. Margarita Community Park:
A lighting system for the two ballfields located in the adjacent school district property has been
added to the project. Once the lighting plans have been reviewed by the School District, the
project will be advertised for bid. The project includes picnic areas, a tot lot area, restrooms, and
open turf areas as well as widening Margarita Road adjacent to the park to its ultimate width.
Development of the two ball fields and the installation of two lighted tennis courts and one lighted
hockey facility will be bid as alternate items.
4. FY96-97 Pavement Management System:
The consultant is scheduled to submit the first plan check for City review by August 25. This
project will provide street rehabilitation of Jefferson Avenue from the northerly City limits to
Rancho California Road. This project will also include the installation of street lighting along the
entire length of the project.

5. Pavement Mana4feraent Sy~em Up-Date:
The consultant has evaluated the physical condition of each road segment including cracks,
potholes and pavement trenching. This information will be used to rank each street and determine
the method and cost of any repairs. The consultant is also compiling all of the cost data to
determine the best 5-year maintenance program for the City. This project will review and update
the existing Pavement Management System computer program which will include new streets
which were added to the City's maintained system, preparing a new 5-year street maintenance
program, and updating the computer generated City map.
6. Winchester Road & ¥nez Road Street Wideniqg:
The consultant is in the process of designing the proposed improvements and is also in the process
of performing the field survey for the proposed street improvements. The scope of work includes
the street widening improvements on the south side of Winchester Road between Ynez Road and
Margaxita Road, and the improvements on the east side of Ynez Road between Winchester Road
and Overland Drive.
7. Overland Drive Street Improvements & Margarita Road Street Widening:
The consultant has prepared the base sheet plans for the design of the proposed improvements on
both sides of Margarita Road between Winchester Road and Overland Drive, and the new
improvements on Overland Drive between Ynez Road and Margarita Road. Also the utility
companies have been notified to address potential conflicts or new facilities which may be
proposed.
8. Winchester Creek Park
This project consists of a 4.5 acre neighborhood park with various improvements including
restrooms, basketball courts, volleyball courts, play equipment, polygon shelters with picnic
tables, concrete walkways, and a parking lot. The architect is presen~y responding to second plan
check comments from staff. The project is anticipated to bid late August.
9. Bashing Beacons at Various Locations
The consultant is in the process of designing the proposed improvements and is expected to submit
first plan check during the first week in September. This project consists of installing flashing
beacons that warn of children in the immediate area at 10 different school sites throughout the
City.
10. Cosmic Drive and Agena Street - Street Sidewalk Project #6
The project consists of 2,600 lineal feet of sidewalk along the west side of Cosmic Drive from
Rancho California Road to Agena Street and 2,300 lineal feet of sidewalk along the south side of
Agena Street from Santa Cecilia Drive to Southern Cross Road. Design work was started in early
July. However, the street-side locations for each sidewalk are presently being reevaluated as a
response to a number of inquiries received from the local residents. Once the ultimate locations
are determined, final design work will be completed.

11. Margarita Road Sidewalk (Rancho Vista to Pauba)
A contract was awarded at the August 12, City Council meeting for consultant services to prepare
plans and specifications to provide a sidewalk on the west side of Margarita Road from Rancho
Vista to Pauba. The consultant will also be responsible for providing minor roadway
improvements and parldng lot improvements adjacent to the existing baseball fields.
12. 1-15/Winchester Southbound Off-rantp Widening
Request for proposals were prepared and four responses were received on July 30. The proposals
have been evaluated and a contract is scheduled to be awarded at the September 9, City Council
meeting.

Also, City Maintenance staff responded to 28 service order requests ranging from weed abatement,
tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings. This is compared
to 20 service order requests for the month of June, 1997.
The Maintenance Crew has also put in 58 hours of overtime which includes standby time, special
events and response to street emergencies.
The total cost for Street Maintenance performed by Contractors for the month of July, 1997 was
$69,477.02 compared to $4,946.50 for the month of June, 1997.

I. WORK UNDER CONSTRUCTION:
1.1-15/Winchester Road Interchange Modifications:
During this period, the contractor opened the new northbound loop entrance ramp for traffic on
June 20. The contractor will now be working on constructing the last segments of the irrigation
system, installing the landscaping, and constructing minor asphalt improvements. The contractor
will also be scheduling final inspections for each phase of the construction work with Caltrans and
the City. The project is scheduled for completion in September.
2. FY95-96 Pavement Management System:
The contractor has completed the last remaining minor punch list items and wilt be submitting the
required mainlenance bond and affidavit necessary for the City Council to accept the project. This
project included pavement reconstruction and overlays on Rancho Vista Road, Solana Way, and
La Serena Way.
3.6th Street Parkine Lot:
The contractor is currently in the process of addressing those items necessary to complete the
project. This project is scheduled to be accepted by the City Council and open to the public in
the next several weeks.
II. BID

installation of two lighted tennis courts and one lighted hockey facility will be bid as alternate
items.
4. FY96-97 Pavement Management System:
The consultant is scheduled to submit the first plan check by July 18. This project will provide
street rehabilitation of Jefferson Avenue from the northerly City limits to Rancho California Road.
This project will also include the installation of street lighting along the entire length of the
project.
5. Pavement Management System Ul~-Date:
The consultant has evaluated approximately 90% of the streets to determine the physical conditions
of the existing pavement and to evaluate the surface characteristics of each road segment including
cracks, potholes and pavement trenching. This project will review and update the existing
Pavement Management System computer program which will include new streets which were
added to the City's maintained system, preparing a new 5-yeax street maintenance program, and
updating the computer generated City map.
6. Winchester Road & Ynez Road Street Widenine:
The City Council approved the consultant design service contract for this project at the July 8
meeting. The consultant will begin design of the proposed improvements starting the third week
in July. The scope of work includes the street widening improvements on the south side of
Winchester Road between Ynez Road and Margarita Road and the improvements on the east side
of Ynez Road between Winchester Road and Overland Drive.
7. Overland Drive Street In~rovements & Margarita Road Street Widening:
The design consultant service contract is scheduled for the 3uly 22 City Council meeting. The
consultant will begin shortly there after on the proposed improvements on both sides of Margarita
Road between Winchester Road and Overland Drive and the new improvements on Overland
Drive between Ynez Road and Margarita Road.

8. ADA lnlprovement Prqject
The project consists of the construction of sidewalk access and playground surface improvements
to Veterans Park, John Magee Park, and Calle Aragon Park as well as ADA improvements to
Rancho Vista fields at the Rancho California Sports Park. The plan check process is complete and
the project is scheduled to bid during the third week of July.
9. Winchester Creek Park
This project consists of a 4.5 acre neighborhood park with various improvements including
restroom, basketball courts, volleyball courts, play equipment, polygon shelters with picnic tables,
concrete walkways, and parking. The architect has submitted revised plans in response to first
plan check comments from staff. The project is anticipated to bid in late July.
10. Flashing Beacons at Various Locations
A consultant has been selected and the design is expected to start during the third week of July.
This project consists of installing flashing beacons that warn of children in the immediate area at
10 different school sites throughout the City,
11. Cosmic Drive and Agena Street - Street Sidewalk Prqject #6
The project consists of 2,600 lineal feet of sidewalk along the west side of Cosmic Drive from
Rancho California Road to Agena Street and 2,300 lineal feet of sidewalk along the south side of
Agena Street from Santa Cecilia Drive to Southern Cross Road. City Council awarded a contract
to Engineering Ventures, Inc. to do the design work which is presently underway and is scheduled
to be completed by the end of August.

Also, City Maintenance staff responded to 20 service order requests ranging from weed abatement,
tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings.
This is compared to 24 service order requests for the month of May, 1997.
The Maintenance Crew has also put in 79 hours of overtime which includes standby time, special
events and response to street emergencies.

POLICE DEPARTMENT ACTIVITY REPORT FOR JUNE, 1997
The following report reflects Part One crimes, traffic enforcement and miscellaneous activity
occurring during June of 1997.
Part One crime statistics are displayed by district within the City, providing stable parameters for
monitoring criminal activity, and aiding in planning police resource deployment.
The Police Department issued 656 traffic citations last month, which compares with 346 issued in
June of 1996. The number of non-injury collisions decreased slightly this month as compared to
June of 1996. Injury traffic collisions showed an increase over June of last year. Temecula
experienced no fatal traffic collisions in June. Arrests for driving under the influence of alcohol
decreased from June of 1996. Reported burglaries decreased while grand thefts increased. Auto
thefts decreased only slightly over last year. Robberies and felony assaults increased slightly.
Arrests made during the month declined from the previous year's figure. Felony arrests were down
sharply compared to the same month last year.
The Police Department responded to thirty-three "priority one" calls for service during the month
of June, with an average response time of slightly over six minutes. A total of 2,441 calls for police
service were generated in the City of Temecula during the month.
During the month of June, the Temecula Police Department's storefront served a total of 122 people
for a variety of reasons. Fifty-six people were fingerprinted, nineteen people made police reports
and nine people had citations signed off. The number of persons using the facility remained fairly
steady.

Also in the month of June, the police department hosted four Temecula Valley High School students
during the school's Job Shadowing program. The students were given a tour of the police facility
and were then paired up with a patrol officer for a ride-along during the day watch. The police
department will continue to support this program as it allows students to get a closer look at what
police work is all about. Comments from students remain favorable and each program shows an
increase in interest in the law enforcement career field.
The POP Team of Deputies Jeff Kubel and Steve Mike began training for the upcoming T.A.G.
Program (Temecula Against Graffiti). T.A.G. volunteers were selected and given training on what
their roles will be. One surveillance program was initiated however, no violations were observed.
Also in June, Community Service Officer Addenne Jones was reassigned to the POP Team to assist
the officers in a number of functional areas. Officer Jones will provide assistance at both the
storefront office and the caboose. In addition, Officer Jones will work closely with city Code
Enforcement on a variety of situations. She is a valuable addition to the team and will enhance the
effectiveness of our community oriented policing effort.
Volunteers from the community continue to be an integral part of the Temecula Police Department's
staff. Under the guidance of volunteer coordinator Ed Bekas, the Police Department's volunteer staff
contributed 482 hours of service in June.

The Police Department issued 599 traffic citations last month, which compares with 505 issued in
July of 1996. The number of non-injury collisions decreased 21% this month as compared to July
of 1996. Injury traffic collisions showed a slight decrease over July of last year. Temecula
experienced one fatal traffic collision in July. Arrests for driving under the influence of alcohol
decreased from July of 1996. Reported burglaries increased slightly while grand thefts decreased.
Auto thefts increased greatly over last year. Robberies and felony assaults both increased compared
to one year ago. Arrests made during the month declined from the previous year's figure. Felony
arrests were down sharply compared to the same month last year.

service were generated in the City of Temecula during the month.
During the month of July, the Temecula Police Department's storefront served a total of 179 people.
The number of citizens utilizing this facility is up nearly 50% compared to last month. Sixty-four
people were fingerprinted, twenty-five people made police reports and twelve people had citations
signed off. In addition, two juveniles were provided with counseling at the request of their parents.

The POP Team of Deputies JeffKubel and Steve Mike continued lraining for the upcoming T.A.G.
Program (Temecula Against Graffiti). T.A.G. volunteers completed training on the program. One
surveillance program was initiated however, no violations were observed. Also in July, the POP
Team, in cooperation with the Riverside County Department of Health Services conducted a juvenile
tobacco buy program. Thirty-four business were visited by an underage decoy attempting to
purchase tobacco products. The program resulted in none of the businesses selling tobacco to the
decoy.
Volunteers from the community continue to be an integral part of the Temecula Police Department's
staff. Under the guidance of volunteer coordinator Ed Bekas, the Police Department's volunteer staff
contributed 589 hours of service in July.
