MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
PUBLIC/TRAFFIC SAFETY COMMISSION
JANUARY 15, 1998
A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order
on Thursday, January 15, 1998, 6:01 P.M., at the City Council Chambers, 43200 Business Park
Drive, Temecula, California. Chairman Telesio called the meeting to order.
PRESENT: COMMISSIONERS: Coe, Johnson, Markham, Perry, Telesio
ABSENT: COMMISSIONERS: None
Also present were Public Works Associate Engineer All Moghadam, Police Sergeant Rodney
Crisp, Battalion Chief John Winder, Fire Captain Alan Black, Administrative Secretary Anita
Pyle, and Minute Clerk Pat Kelley.
Commissioner Coe led the flag salute.
PUBLIC COMMENTS
Chairman Telesio called for public comments on non-agenda items.
Susan Thornton, 30385 Copeno Lane requested consideration of a traffic signal at the
intersection of Pio Pico Road and Margarita Road for the safety of the children attending
Sparkman Elementary School. She is requesting a signal because 1 ) southbound Margarita
Road vehicles are traveling 50 to 60 MPH at that location; and 2) a blind curve on southbound
Margarita Road causes visibility problems, Ms. Thornton stated Hasib Baha, Public Works, told
her beacon lights will be installed before the end of the school year.
Commissioner Markham commented there are California pepper trees which obstruct the view
for southbound Margarita Road traffic. He asked about the status of the traffic signal at Pauba
Road and Margarita Road. Mr. Moghadam stated a signal at Santiago Road and Margarita Road
is under design and the traffic signal for the intersection of Pauba and Margarita Roads will be
installed by the developer of the vacant property in the future.
Commissioner Johnson questioned the possibility of using the construction zone double fine
provision for school zones. Mr. Moghadam will research the Vehicle Code to determine the
possibility and will report back to the Commission at a later date.
Sid Gitthens, 315230 Jedediah Smith Road, expressed his support of Ms. Thornton's comments
and the need for a traffic signal at the intersection of Pio Pico Road and Margarita Road.

2. ProDosed Street Name Signs - Various Locations
Associate Engineer All Moghadam presented the staff report.
Commissioner Coe stated the Commission considered and approved street signs several
years ago.
Commissioner Markham reported the Commissioner approved aluminum metal street
name signs with the City seal on January 26, 1995; subsequently another vendor
brought a reproduction of the existing wooden sign for the Commission's consideration.
The recommendation was never forwarded to the City Council for action. He stated
Meadowview HOA has received approval and an encroachment permit to replace and
maintain their street name signs. Commissioner Markham also noted that the staff
report had the HOA's paying for the signs, but the Commission's recommendation was
for the City to pay for the street name signs.
Sid Gitthens, 31520 Jedediah Smith Road, representing the Santiago Ranchos HOA,
demonstrated a post manufactured from recyclable plastic with a rotor-mold arm scroll
which is graffiti resistant, low maintenance, safer than a steel pole when hit, has a life
expectancy of 25 to 40 years, has 25% reflectivity, and costs $350 to $/400, not
including installation. He stated Santiago Ranchos HOA is requesting approval to put
up the standard 4" X 4" post sign made from this material unless the City approves the
rotor-mold arm scroll model for Citywide placement.
Commissioner Coe stated he would like to see a model in the ground after dark and then
compare it to the Meadowview signs.
Commissioner Markham supported the new signs.
It was moved by Commissioner Perry, seconded by Commissioner Markham, to have this
item on the March, 1998 agenda, and to ask Earthcare and Rancho Recycling give a
presentation.
PUBLIC/TRAFFIC SAFETY COMMISSION
JANUARY 15.1998
Commissioner Johnson asked to amend the motion by adding staff to provide the
Commission with the minutes of the January 26, 1995 meeting and report on what has
transpired since that time regarding street name signs. Commissioners Perry and
Markham agreed to the amendment.

3. Left-Turn Restriction - Warbler Drive at Nicolas Road
Associate Engineer Ali Moghadam presented the staff report.
Commissioner Markham asked if a median was installed, would a left-turn restriction be
appropriate. Mr. Moghadarn replied if there is a good alternative for a U-Turn at other
locations, he would recommend a left-turn restriction on Warbler Drive.
Commissioner Johnson questioned whether the stop bar could be moved forward. Mr.
Moghadam replied it could not due to ADA requirements for handicap access ramps.
It was moved by Commissioner Johnson, seconded by Commissioner Markham, to not
restrict left-turn movements from Warbler Drive onto Nicolas Road.
Commissioner Markham inquired about the trees in the right of way. Mr. Moghadam
replied Public Works Maintenance Crews have removed the lower branches of a pine
tree at this location.

ReQuest for Installation of a Crosswalk - Meadows Parkway between Pauba Road and
Rancho Vista Road
Associate Engineer Ali Moghadam presented the staff report.
Commissioner Johnson inquired about the status of a brochure describing the pros and
cons of crosswalks and detailing court cases and decisions which would be given to
people requesting crosswalks. Mr. Moghadam stated there is a brochure that explains
crosswalks and will be distributed to the Commissioners.

Jefferson Avenue north of Winchester Road.

Resolution Establishing Date. Time and Location of the Public/Traffic Safety Commission
It was moved by Commissioner Johnson, seconded by Commissioner Markham, to
establish the third Thursday of each month, 6:00 p.m., in the Temecula City Council
Chambers as the regular meeting date, time and location.
Commissioner Coe commented he would prefer a different date.
After discussion, Commissioner Johnson withdrew his motion and Commissioner
Markham withdrew his second.
It was moved by Commissioner Coe, seconded by Commissioner Markham, to establish
the second Thursday of each month, 6:00 p.m., in the Temecula City Council Chambers
as the regular meeting date, time and location.

TRAFFIC ENGINEER'S REPORT
Mr. Moghadam reported the following:
The signals at Margarita Road and Yukon Road/Honors Drive will be in operation
by the end of January, 1998.
The interconnection and timing of City traffic signals will be in operation by
February, 1998 and the Commissioners will be given a presentation after staff
is trained to operate the system.
The City Council directed staff to look into alternative funding sources to pave
all unpaved City streets.
Most of the issues raised by the Commission at their workshop will be budgeted
for next fiscal year.
A letter was received from the Los Ranchitos residents regarding changes in
traffic flow. This issue will be presented to the Commission in the near future.
Commissioner Johnson stated a problem remains with the northbound left-turn signal
at Margarita Road and Winchester Road. Mr. Moghadam replied Caltrans had been
notified. Commissioner Johnson asked staff to express to Caltrans the Commission's
concern with the signal's timing phase.
POLICE CHIEFS REPORT
Commissioner Markham stated enforcement has been very evident in the last couple of
weeks.
FIRE CHIEF'S REPORT
Chief Winder introduced Captain Alan Black, who will be representing the Fire
Department at future Commission meetings.
American Medical Response (AMR), the company providing ambulance service to the
City, has put a second unit at Fire Station 84 from 9:00 AM to 9:00 PM, seven (7) days
a week and the Fire Department will be evaluating their response time. He stated a fire
engine responds to all medical aids in less than five (5) minutes and paramedics, just
under ten (10) minutes, which is acceptable under County standards.

Commissioner Coe commended Chief Winder for his presentation on KCBS.
Chief Winder suggested a tour of Fire Station 84 for the Commission on Thursday,
February 12, 1998, 5:00 PM and all agreed to meet at the Station prior to the
Commission meeting.
COMMISSION REPORT
Commissioner Coe asked if the Fire and Police Departments intend to have another
Public Safety Fair. Chief Winder stated he was in favor of having a Public Safety Fair
and the Fire Department will coordinate with the Police Department for a date for a
Public Safety Fair. Commissioner Johnson asked Chief Winder to report back to the
Commission at the March, 1998 meeting.
Commissioner Markham stated he discussed the representation of the interview panel
to select a firm to update the Circulation Element of the Temecula General Plan with
Gary Thornhill, Director of Community Development.
Chairman Telesio thanked Commissioner Markham for doing a terrific job as chairman
for 1997.
It was moved by Commissioner Coe, seconded by Commissioner Johnson, to adjourn the
meeting at 7:40 PM. The motion carried unanimously.
The next regular meeting of the Public/Traffic Safety Commission will be held on Thursday,
February 12, 1998, at 5:00 P.M. at Fire Station 84, 30650 Pauba Road, and adjourn to 6:00
P.M., Temecula City Hall Council Chambers, 43200 Business Park Drive, Temecula, California.

RECOMMENDATION:

The City is currently in the process of updating the Circulation Element of the General Plan. This update is
being administered by the City of Temecnia Planning Department. Mr. Matthew Fagan, AICP, Associate
Planner will present a brief report on the Circulation Element update status.

Proposed Non-Standard Street Name Signs - Various Locations
RECOMMENDATION:
That the Public/Traffic Safety Commission review the street name signs manufactured by La Cresta Plastic
Fence Company (formerly Rancho Recycled Products) and Earth Care, and make a recommendation to the
City Council.
BACKGROUND:
At the January 15, 1998 meeting of the Public/Traffic Safety Commission, the Commission reviewed a special
street name sign manufactured by Earth Care and directed staff to bring back this item in 60 days. The
Commission also requested that the original design which was presented to the Commission on January 26,
1995, be reconsidered and the manufacturer be invited to the meeting. The minutes of January 26, 1995
meeting (Exhibit "A) Lnxticate that the Commission specified a certain design and recommended that the special
residential street name signs be replaced when needed at the City's expense
Staff has invited the two (2) manufacturers of these special signs to make a presentation to the Commission
for review and input. Upon approval by the Public/Traffic Safety Commission, this item will be presented
to the City Council for approval and appropriation of funds.

A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order on Thursday,

Chairman Johnson reported receiving a telephone call from a resident interested in Item 7. This person
requested the item be placed on the next meeting agenda because they were not able to attend tonight. The
Commissioners will discuss this request when the item is scheduled.

3. SI;)ecial Street Name Signs - To Replace Existing Wooden Signs
Traffic Engineer Lauber presented the staff report and informed the Commission of the
residents' objection to replacing the existing wooden signs with the typical green/white metal
variety. Traffic Engineer Lauber shared slides depicting the existing signs and proposed City
signs. A single blade sign is recommended.
John Hoagland, 40481 Calle Fiesta, Temecula, spoke on behalf of the Meadowview Community
Association. The Association recently replaced the signs at a cost of $10,000 under an
Agreement with the City of Temecula. The signs are expected to last for 25 years.
Meadowview wishes to maintain the wooden signs in order to keep the aesthetics of the area.
Lorrie Robinson, 43615 Saufeman Place, Temecula, spoke on behalf of the Santiago Ranchos
Board of Directors. They would like their signs replaced and are in support of the design being
recommended but with black letters/white background, and to maintain the country look, with
a horse depicted on the sign.
Larry Markham, 41750 Winchester Road, Temecula, spoke on behalf of the Los Ranchitos
Home Owners Association, in support of the design but would prefer a whole horse as the logo.
He stated that the cost of the signs should be the City's responsibility and he believes that each
area should adopt a standard sign so as to become unique within their area.
It was moved by Commissioner Perry and seconded by Commissioner Guerriero, to recommend to the City
Council a standard sign be adopted for the City. That sign being Brown/White or Gold/Brown with a standing
horse, City Seal, block number and arrow. Lettering to be upper and lower case. Installed throughout the City
including residential areas as need for replacement occurs and the costs to be paid by the City.

Bequest to Allow the Existing Wooden Street Name Signs - Meadowview Community
Association
Traffic Engineer Lauber reported that staff had received correspondence from residents in
support of keeping the wooden signs maintaining them through an Agreement with the City of
Temecula.
John Hoagland, 40481 Calle Fiesta, Temecula, supported maintaining the wooden signs in the
Meadowview area. The Meadowview Community Association would like to enter into an
Agreement with the City to be permitted to replace the signs as necessary, keeping the wooden
signs at the Association's expense.

"Don't Drink and Drive" Signs
Traffic Engineer Lauber reported the Traffic Division was contacted by the Temecula Partnership
Community Committee to enter into an agreement to incorporate "Don't Drink and Drive"
slogans on signs in the City. Staff is unsure of any locations available at this time, however,
is interested in investigating this with other areas. The City would like to support this effort
and the Community Committee has raised the funds to pay for the signs.
* Commissioner Johnson believes it should be considered, however, is concerned with too
many signs in Temecula.
* Commissioner Sander requested stars on drunk driving violations in the area.
* Commissioner Guerriero felt the slogan should be toned down and not be as blunt due to the
large business community in Temecula.
* Commissioner Perry was in agreement with Commissioner Guerriero, and felt protective of
the businesses in Temecula that serve wine.
Jay Hoffman, Assistant Superintendent, Temecula Unified School District and Co-Chair of the
Temecula Community Partnership, explained this was part of a one million dollar federal grant
received by the Temecula Unified School District and this was coordinated with alcohol vendor
training.
It was moved by Commissioner Guerriero and seconded by Commissioner Coe to support the Temecula
Community Partnership signs with modification of the slogan "Don't Drink and Drive".

Request for Removal of Barrier at the Duck Pond/Oscar's Driveway - Ynez Road
RECOMMENDATION:
That the Public/Traffic Safety Commission review and consider a request regarding removal of the existing
barrier at the Duck Pond/Oscar's driveway on Ynez Road.
BACKGROUND:
The City has received a request from Oscar's restaurant representatives to remove the existing barrier at the
above referenced location. According to Oscar's representatives, the barrier removal will reduce the number
of drivers cutting across three (3) lanes on Rancho California Road to make a "U' turn at the Town
Center/Hope Way signal to go west. The barrier removal will also reduce on-site congestion and provide a
better emergency access and circulation.
We have reviewed this request and determined that although removal of the barrier has some merits,
consideration should be given to potential safety issues as a result of harrier removal. Left-turns in or out of
this driveway could cause traffic collisions due to relatively high vehicular speed and volume on Ynez Road.
It is our understanding that this driveway was initially barricaded to eliminate traffic collisions at this location.
However, if left-turn movement in or out of this driveway could be physically eliminated, right-turns in or out
could be made with relative safety. It should be noted that widening of Ynez Road in front of the Duck Pond
and driveway access to the Oscar's parking lot from Tierra Vista Road is currently under design, and
construction should be completed within 12 to 16 months. When these improvements are completed, the
existing barricaded driveway at Rancho Highland Drive will be eliminated and a Waffle signal will be installed
at the new driveway location at Tierra Vista Road (Exhibit "A"). The planned signalized intersection of Tierra
Vista Road and Ynez Road will then provide a full access to the Duck Pond and Oscar's parking lot.

Thank you for arranging the meeting to bring Oscar's up to date on the plans for
the park improvement and the possibilities to improve the parking situation. Your
group was informative, supportive, and entertained even our wildest ideas.
After meeting, our highest priority is to have the barrier at Ynez removed. The
increased safety (by not having drivers cutting across the white line to make the
quick U-turn to head west on Rancho California), alleviation of congestion, better
access for the fire department, and a few extra parking spots should make
removing the barrier a high priority for the City, as well. I'm anxious to hear from
Joe Kicak when this can take place. If there is anything that we can do to
expedite, consider it done.
We have already initiated contact with Bill Johnson to explore the possibilities of

Request for Installation of Traffic Signal -

RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the installation of a traffic signal at the intersection
of Margarita Road and Pio Pico Road be placed on the City's Signal Priority List and consider installation of
an "All-Way Stop" at lifts location as an interim traffic control device.
BACKGROUND:
At the Jantmry 15, 1998 regular meeting of the Public/Traffic Safety Commission, the Commission received
a letter and a verbal request to consider installation of a traffic signal at the intersection of Margarita Road and
Pio Pico Road and directed staff to place this item on the next meeting agenda.
Margarita Road is designated as a four-lane arterial roadway on the General Plan Circulation Element.
Currently, Margarita Road in this vicinity is a three (3) lane roadway with left-turn pockets at Pio Pico Road.
Margarita Road is improved to the ultimate width including curb, gutter and sidewalk on the east side only.
This intersection is controlled by "Stop" signs on Pio Pico Road and the traffic on Margarita Road is not
required to stop. There are school crosswalks on Margarita Road south of Pio Pico Road, and on Pio Pico
Road east of Margafita Road in front of Sparkman Elementary School. A horizontal curve exists on Margarita
Road south of Pio Pico Road; however, the sight distance is adequate. The speed limit is posted at 45 MPH
on Margarita Road and 30 MPH on Pio Pieo Road west of Margarita Road. Also, "SCHOOL - SPEED
LIMIT 25 MPH - WHEN CHILDREN ARE PRESENT" signs have been installed on Margarita Road and
Pio Pico Road in both directions near the school.
Staff has conducted a comprehensive study of this intersection including vehicular and pedestrian volume
counts, speed data analysis, sight distance measurements, traffic collision data analysis and warrant analysis
for traffic signals, "Stop" signs and flashing yellow school signals (Exhibit "B").
The intersection of Margarita Road and Pio Pico Road meets one (1) of the eleven (11) warrants (peak hour
volume) for installation of a traffic signal, therefore, this intersection will be included in the City's Signal
Priority List for future consideration. There has been one (1) reported accident within the last twelve (12)
month period at this intersection. However, the minimum volume portion of the warrants for installation of
an "All-Way Stop" is met. Therefore, an "All-Way Stop" at this intersection could be considered as an interim
traffic control dayice. In addition, the design for installation of yellow flashing beacons at schools has been
completed and the lights should be in place by July, 1998.

Dear Mr. Moghadam:
This letter is being written to address the City of Temecula's proposed capital
improvement projects. I have been informed by other citizens of Temecula that the City will
propose that a traffic control device be placed at the intersection of Margafita and Santiago, and
that it has not mentioned or considered the serious traffic problem currently existing at Joan F.
Sparkman Elementary School at Margarita and Pio Pico Road.
I am a homeowner residing in close proximity to both the intersections of Margarita/
Santiago and Margarita/Pio Plop. Although I support the City's efforts to control Margarita's
traffic problems, I believe that the City should primarily address the area which puts its
pedestrians, bicyclists, motorists, bystanders and, most importantly, its children at danger. That
intersection is Margarita at Pip Pico.
1 am not trying to dismiss the danger present at Margarita/Santiago. It is indeed
hazardous to motorists traveling Northbound uphill only to immediately confront any Santiago
motorist attempting to turn on or advance across Margafita. Certainly, the speed limit on
Margarita is one which does not allow a lot of reaction time in any event. The residents of Pio
Pico have personally seen the disregard of motorists to adhere to the posted speed limit. I am
sure that local law enforcement can also attest to a number of motorists' complete disregard for
Margarita's posted speed limit. However, I believe that the City should address a more serious
problem which will, in time, result in the death of a pedestrian, bicyclist, motorist, and/or
bystander, including without limitation a child attending Joan F. Sparkman Elementary School, at
Margarita and Pio Pico Road.

You are probably aware of the collective efforts between Pio Pico residents and its
homeowner's association to reduce unsafe speed limits traveled by motorists at Pio Pico between
Deportola and Margarita. Pio Pico residents can attest to the fact that the City's posted speed
limits, Califurnia's prima facie laws relating to the reduction of speed in and around school sites,
blinking lights or designated crosswalks, do not stop the motorist from traveling unsafely. It only
takes one mistake on the part of a motorist to take the life of an innocent person.
I urge the Traffic Commission and yourself to give utmost attention to resolving this
serious traffic problem at Joan F Sparkman Elementary School. Indeed, this problem should be
first and foremost on the City's capital improvement projects. I further believe that failure to
recognize and resolve this problem will eventually result in tragedy to one of its own families.
As you are aware, a four-way traffic sign has existed at Margarita and Pauba for quite
sometime. Your efforts to place a traffic control device at Margarita and Santiago is virtually
only two (2) blocks away from Margarita/Pauba. In the City's June, 1997 Temecula Taffic News,
it was stated that:
"Using stop signs to control speeding is effective only in the immediate vicinity of the stop
sign and frequently, speeds are actually higher between intersections."
If such is the case, your placement of a traffic control device at Margarita/Santiago will
increase the already abused speed limits from downhill Southbound traffic on Margarita toward
Pio Pieo and Sparkman Elementary. Furthermore, it will not remove the blind curve ofPio Pico
motorists attempting to turn Northbound onto Margarita, crossing over Margarita to pick-up their
children at Sparkman School, or returning to their Paloma Development residences.
The current traffic devices which line Margarita and ks perimeters in and around Joan F.
Sparkman Elementary School may have been suitable when the City's population was at best
minimal. I do not have to bring to your attention that our growth has abounded. Growth indeed
brings change whether we like it or not. We, as citizens, and you, as our community leaders, need
to work together to bring change. Please change the current situation.
It is my understanding that "Susan," our local crossing guard for children coming to and
from Sparkman Elementary at the Margarita/Pio Pico intersection, will be speaking before the
Traffic Commission this Thursday evening, January 15, 1998. This letter is being forwarded to
you in the hope that you will deeply consider the common sense issues which I have addressed
and that it will in some way add impact to the message being delivered by Susan at this meeting.
Due to a very serious family illness, I will be unable to attend the meeting. However, I
will be there in spirit and wish that this letter will be read before the Commission. Thank you for
your time and attention in this regard.

to the General Plan Circulation Element Update Committee
RECOMMENDATION:
That the Public/Traffic Safety Commission appoint a commission member to the General Plan Circulation
Element Update Committee.
BACKGROUND:
Currently, a committee is being formed to direct the Circulation Element update efforts. This committee will
consist of a City Council member, a Planning Commission member, a Public/Traffic Safety Commission
member and a citizen-at-large member from the City of Temecula and the City of Murfieta. This committee
will be responsible for reviewing and providing input during various stages of the Circulalion Element update
program.

I. WORK UNDER CONSTRUCTION:
1.1-15/Winch~ter Road Interchange Modifications:
All work has been completed except for plant establishment. Plant establishment work will continue for
approximately one year.
2. 1-15/Rancho California Road lnterchaqge Modifications:
The construction includes widening the south side of the bridge over the freeway, providing a new loop
entrance ramp to northbound 1-15 Freeway from Rancho California Road, and relocation of the existing
northbound exit ramp. Construction began on Monday, January 5. The first phase of construction will consist
of the following: restriping Rancho California Road and portions of the 1-15 freeway, clearing excess
vegetation, and grading the site to accommodate the new bridge supports. Traffic controls will be in place,
and traffic will be allowed through the work area during construction. The estimated time for the entire
project, including landscape improvements is 16 months.
3. City Wide Intelligent Traffic Man~eement System lITMS):
All field work for llis project has been completed. The consultant has received the computer system per the
project's specifications and is eurren~y installing the software. The complete system should be delivered by
the end of January and it will be tes~d in February. The consultant will be monitoring the system and training
the City staff for one year after the date of installation.
4. ADA lnlllrovement Project:
Construction for this project began on January 5. This improvement project will include sidewalk access
ramps, new playground equipment, and rubberized surfacing around existing play equipment for access by
wheel chairs at Veterans Park, John Magee Park, and Calle Aragon Park as well as ADA improvements to
Rancho Vksta fields at the Rancho California Sports Park. The contractor is presenfiy placing sidewalks at the
Rancho California Sports Park. The project is scheduled for completion the second week of March.
5. Traffic Signal Installation at the Intersection of Margarita Rd. and Yukon Rd./Hunter Dr.
The construction contract for lids project was approved by the City Council on October 28. The contractor
has received the signal equipment and is eurren~y installing the underground conduits and pole foundations.
The contractor anticipates that the signal will be in operation by the end of January.
II. BID:
1. Marl,qrita Community Park:
Bids were opened for this project on January 15. Staff will recommend award of bid to City Council at the
February 10 meeting. The project improvements will include restrooms, parking areas, picnic areas, play
equipmere, tennis coum, a roller hockey rink, ballfields, lighting, picnic shelters, sidewalks, landscaping with
open turf areas as well as widening Margarita Road adjacent to the park to its nitimam width. Construction
is anticipated to begin in March.
2. Winchester Creek Park:
The project is currently oat for public bidding, which will close on January 22. The project consists of a 4.5
acre neighborhood park with various improvements including restspores, basketball courts, volleyball courts,
play equipment, polygon shelters with picnic tables, concrete walkways, and a parking lot. Staff will
recommend award of bid to City Council at the February 10 meeting. Construction is anticipated to begin by
late March.
1II. WORK IN DESIGN:
1.1-15/Overland Drive Over Cros~in~ Inlprovement~:
The roadway plans have been subnitted and signed by Caltrans (District 8). The structural plans have already
been approved and signed by Caltrans, Division of Structures. SCE is also working on the design for the
relocation of the existing 115, 33, & 12 KVA overhead power fines. These lines are scheduled to be relocated
concurrently with the construction of the proposed Overland Drive Over Crossing Improvements. The
transmission and distribution sections of SCE have ~nalised their alignment and the City has completed the
legal descriptions and plats for the SCE easements and temporary construction easements.
2. FY96-97 Pavement Management System:
A design amendment has been approved and the consullant is now field surveying for the driveway and curb
& gutter removals. The consultant anticipates submitling plans for second review in three weeks. This project
will provide street rehabilitation of jefferson Avenue from the northerly city limits to Raneho California Road.
This project will also include the installation of street lighting along the entire lenglh of the project.
3. Pavement Management System Up-Date:
The consultant has completed the pubfie parking facilities report and is in the process of ~nalizing the P.M.S.
Up-Date report for the entire city. This project will review and update the existing Pavement Management
System computer program which will include new streets which were added to the City's maintained system,
preparing a new 5-year street maintenance program.
4. Winchester Road & Ynez Road Street Widening:
The consultant is presently addressing the City's plan check comments and expects to resubmit within two
weeks. The Caltrans is reviewing Winchester Road Street Widening. Utility Companies are also reviewing
the plans to identify potential conflicts with the proposed improvements. The scope of work includes the street
widening improvements on the south side of Winchester Road between Ynez Road and Margarita Road, and
the improvements on the east side of Ynez Road between Winchester Road and Overland Drive.
S. Overland Drive Street Improvements & Margarita Road Street Widenip, S:
The consultant is presently addressing the City's plan check comments and expects to resubmit within two
weeks. The proposed improvements will be on Overland Drive between Ynez Road and Margarita Road and
on Margatita Road from Overland Drive to W'mchester Road. Utility companies have been notified to address
potential conflicts or new facilities which may be proposed. Also, storm drain plans have been submitted to
R.C.F.C.D. for their review. The coatam expects the plan review to be completed by R.C.F.C.D. sooa.
6. Flashine Beacons at Various Locations:
On January 9, the consultant submitted second plan check to the City. Staff anticipates returning the plans to
the consultant the week of Januaty 19. The plans ate also being reviewed by Temecula Valley School District.
This project consists of installing flashing beacons that warn of children in the immediate area at 10 different
school sites throughout the City.
7. Cosmic Drive and Agena Street - Street Sidewalk Project
The project consists of the installation of sidewalks on the west side of Cosmic Drive between Raneho
California Road and Agena Street and south side of Agena Street between Santa Cecilia Drive and Cosmic
Drive. The design is complete and the project is scheduled to bid by late January.
8. Marg~rita Road Sidewalk f!!anchn Visa to Pauba):
The improvements will include the installation of concrete curbs, gutter, and sidewalk along the west side of
Margatita Road between Rancho Vista Road and Pauha Road. The sidewalk will be located across from the
high school and also improve access to the Raneho California Sports Park. Also, as part of the design,
addi~ve alternate improvements will include ADA ramp access from Margarita Road to the adjacent hallfields
along with an expanded parking area. Revisions to the drawings are eurfen~y underway with final submitlal
of plans anticipated for the 3rd week in January.
9. 1-15/Winchester Southbound Off-ramp Widening:
The consultant has completed the surveying, geotechuical, and environmental work for this project. The
project will provide an additional left turn lane from the southbound off-ramp onto Winchester Road. This
project will also require a retaining wall between the southbound off-ramp and the southbound loop on-ramp
due to the existing grades in the area of the ramp widening. The consuitant is expected to submit the first plan
check to Caltrans and the City the week of January 26.
10. Winchester Road Median Islands:
The consultant submitled first plan check to the City on January 7 and staff returned the plan check to the
consultant on January 13. This project includes installation of median islands with landscaping and irrigation
along Winchester Road between Enterprise Circle West and Jefferson Avenue along with the installation of
a traffic signal at Enterprise Circle West. Also, the existing median island at Jefferson Avenue will be
modified to provide for a longer left turn pocket for east bound traffic.

11. pain Road Bridge:
A Consultant is in the process of preparing the preliminary documentation required by Caltrans to receive
HBRR Funds as well as performing utility research and design surveys. This project will include the
realignmere of Pain Road from Highway 79 South to Rainbow Canyon Road, which will require that a new
bridge be construeled, two new traffic signals to be installed, the removal of one traffic signal, the installation
of sound walls, sidewalks, landscaping, irrigation, street lighting, bike lanes, signing, striping, channel
improvements, and provisions for Wedand Mitigation.
12. Winchester Sidewalk:
A consultant has been selected and the design ks expected to start during the last week of January. This project
consists of the installation of sidewalks on the west side of Winchester Road between Margarita Road and
Winchester Creek Avenue.

period of 60 days is normally required for soil settlement before bridge abutment construction can begin.
Construction of the retaining wall on the south side of Rancho California Road adjacent to Kentucky Fried
Chicken is scheduled to begin during the week of February 16. Electronic message signs have been placed
on the 1-15 freeway in both directions to update motorists on construction and alternate routes. These signs
will be operational during construction hours only. Traffic controls will be in place, and traffic will be allowe~
through the work area during construction. The estimated time for the entire project improvements is 16
months.

Development, Inc. on Febnmry 10. The project improvements will include restrooms, parking areas, picnic
areas, play equipment, tennis courts, a roller hockey rink, ballfields, lighting, picnic shelters, sidewalks,
landscaping with open tuff areas as well as widening Margarita Road adjacent to the park to its ultimate width.
Construction is anticipated to begin by late March.

Construction, Inc. on February 10. The project consists of a 4.5 acre neighborhood park with various
improvements including restrooms, basketball courts, volleyball courts, play equipment, polygon shelters with
picnic tables, concrete walkways, and a parking lot. Construction is anticipated to begin by late March.
II. BID:
1. Traffic Signal at Pauba Road and Fire Station 84
The bid opening will be on February 19 and the project should be completed by May. This project will be
installing a traffic signal on Pauba Road in front of the Fire Station 84.
2. Traffic Signal at Rancho California Road and Meadows Parkway
The bid opening will be on February 19 and the project should be completed by June. This project will be
installing a traffic signal on Rancho California Road and Meadows Parkway.
3. Traffic Signal at Pala Road and Rainbow Canyon Road
The bid opening will be on February 19 and the project should be completed by June. This project will be
installing a temporary traffic signal on Pala Road at Rainbow Canyon Road.

installation of street lighting along the entire length of the project.
3. Pavement Management S~tem Un-Date:
The consultant has completed the public parking facilities' report and has submitted the P.M.S. Up-Date
reports for City's review. This project will review and update the existing Pavement Management System
computer program which will include new streets which were added to the City 's maintained system, preparing
a new 5-year street maintenance program.
4. Winchester Road & Ynez Road Street Widening:
Caltrans has completed their first plan check on February I0. The consultant expects to return the plans to
Caltrans within three weeks. Utility Companies are also reviewing the plans to identify potential conflicts with
the proposed improvements. The scope of work includes the street widening improvements on the south side
of Winchester Road between Ynez Road and Margarita Road, and the improvements on the east side of Ynez
Road between Winchester Road and Overland Drive.
5. Overland Drive Street lnl0rovements & Margarita Road Street Widening:
The consultant is presently addressing the City's and Riverside County Flood Control's plan check conunents
and expects to resubmit within two weeks. The proposed improvements will be on Overland Drive between
Ynez Road and Margarita Road and on Margarita Road from Overland Drive to Winchester Road. Utility
companies have been notified to address potential conflicts or new facilities which may be proposed.
6. Fla,~hi~lg Beacons at Various Locations:
The consultant is expected to submit the lhird plan check to the City by February 13. Starf expects to return
the plan check within two weeks after the submittal date. The plans have also been reviewed by Temecula
Valley School District. This project consists of installing flashing beacons that warn of children in the
immediate area at 10 different school sites throughout the City.
7. Cosmic Drive and Agena Street - Street Sidewalk Project #6:
The project consists of the installation of sidewalks on the west side of Cosmic Drive between Rancho
California Road and Agena Street and south side of Agena Street between Sanla Cecilia Drive and Cosmic
Drive. The project is presently out to public bidding with bid opening is scheduled for February 26.
Consauction is anticipated to begin in mid April.
8. l%4argarita Road Sidewalk (Rancho Vista to Pauba~:
Second plan check was completed by the consultant on February 10. The improvements will include the
installation of concrete curbs, gutter, and sidewalk along the west side of Margarita Road between Rancho
Vista Road and Pauba Road. The sidewalk will be located across from the high school and also improve
access to the Raneho California Sports Park. Also, as part of the design, additive alternate improvements will
include ADA ramp access from Margarila Road to the adjacent baHfields along with an expanded parking area.
The project is anticipated to bid in early March.

9. l-IS/Winchester Southbound Off~raq~p Widening:
The consultant has submitted the first plan check to the City and Caltrans. The project will provide an
additional turning lane from the southbound off-ramp onto Winchester Road. This project will also require
a retaining wall between the somhbound off-ramp and the southbound loop on-ramp due to the existing grades
in the area of the ramp widening. The consultant is expecting the first plan check to be returned by Caltrans
in mid-March.
10. Winch~ter Road Median l~lm~ds:
The consultant submitted second plan check to the City on January 27 and staff returned the plan check on
February 4. This project includes installation of median islands with landscaping and irrigation along
Winchester Rood between Enterprise Circle West and Jefferson Avenue along with the installation of a traffic
signal at Enterprise Circle West. Also, the existing median island at Jefferson Avenue will be modified to
provide for a longer left turn pocket for east bound traffic.
11. Pala Road Bridge:
A Consultant is in the process of preparing the preliminary documentation required by Caltrans to receive
HBRR Funds as well as performing utility research;and design surveys. This project will include the
realignment of Pala Road from Highway 79 South to Rainbow Canyon Road, which will require that a new
bridge be conswucted, two new traffic signals to be installed, the removal of one traffic signal, the installation
of sound walls, sidewalks, landscaping, irrigation, street lighting, bike lanes, signing, striping, channel
improvements, and provisions for Wedand Mitigation.
12. Winchester Sidewalk:
On February 10, the City Council approved the appropriation of funds for this project. The consultant has
obtained a permit from Calwans to perform the surveying for this project. The consultant expects to start the
design of the project within two weeks. This project consists of the installation of sidewalks on the west side
of Winchester Road between Margarita Road and Winchester Creek Avenue.
13. Duck Pond Park:
The Duck Pond Park Project will include both park and offsite street improvements. Park improvements will
include a gazebo/bandstand, picnic facilities, a restroom, walkways, a parking lot, security lighting,
monumentalion, landscaping and irrigation. The street improvements will consist of the widening of Ynez
Road to full width between Rancho California Road and Tierra Vista Road and will include new sidewalks
along with additional turn lanes, traffic signal modifications at Ynez Road and Rancho California Road and
pavement re-striping to improve traffic circulation. First plan check is presently traderway. Public bidding
for this project is anticipated to begin in March.
14. CRC Gymnasium Air Conditioning S~tem:
Since the opening of the Temecula Community Recreation Center gymnasium the facility has operated without
an air conditioning or cooling system. High temperatures during the warm summer months result in unusually
uncomfortable conditions for patrons who participate in baskethall leagues and other programs. This project
will provide for the installation of an. air conditioning and temperature control system for the CRC
Gymnasium. Design of the A/C system by the consultant has been completed and the plans are in final plan
check. Public bidding is anticipated to begin the end of February.

1. PW95-07 - Phase I Western Bypass Corridor:
The Interstate 15/State Route 79 South (I-15/SR79S) interchange improvements
including the design of Front Street realignment and its intersection with Western
Bypass Corridor has been advertized for bid. The bid opening is scheduled for
January. Phase II of the Rogersdale Entertainment Center (Buffman) which is the
onsite development plan was approved by the Planning Commission. Staff began
review of the first submittal of the Rough Grading Plans for the Entertainment Center.
Review will resume upon submittal of the proposed Western Bypass Corridor plans
and payment of review fees from the Applicant.
2. PW95-08 - First Street Extension:
The negotiation between the City Attorney's Office and the affected property owners
for acquisitions are ongoing. Plans and specifications finalization will resume once
all necessary acquisitions have been finaled.
3. PW95-26 - 6th Street Parking PrOject:
Awaiting the receipt of the Contractor's affidavit and maintenance bond. The
project's completion will be noticed once said documents are received. The Edison
Company's contractor completed the installation of two charging station devices in
the parking area for electrical vehicles.
PW96-05 - PrOject Study Report (PSR) And Project Report (PRI For Ultimate
Interchange ImiTrovements at Interstate 15/State Route 79 South (I-15/SR79S):
The consultant selection for updating the Circulation Element of the General Plan is
in progress. The PSR analysis will resume once the update on the Circulation Element
of the General Plan is finated. The review of the Margarita Canyon commercial
subdivision Tentative Map submittals is in progress and the necessary reports
addressing the environmental issues need to be submitted by the Applicant for
review.
5. General Plan Circulation Element Update:
We are in the process of selecting a panel to interview the consultants who submitted
proposals to conduct the update.
6. The Regional Mall PrOject:
The plans for the mall site perimeter infrastructure improvements are near completion.
The design of the onsite precise grading and improvements plans are in progress
according to schedule.

A panel comprised of our City's elected and appointed officials, Mayor Roberts and
Commissioner Guerriero respectively, City's staff from Planning and Public Works
Department, and representatives from City of Murrieta conducted the interviews and
the consultants were rated. The scope of work will be further refined and circulated
to concerned parties for concurrence. The recommendation for the tasks to be
performed will be presented before our City Council for approval before a contract
agreement is processed with the selected consultant.
6. The Regional Mall Project:
The design of the perimeter infrastructure improvements are in progress. The
consultants are in the process of revising the plans per the plan check comments.
Riverside County Flood Control and Water Conservation District have indicated that
they will not be maintaining the onsite storm drain system and per our agreement
with Forest City, City would have to maintain those storm drain systems.

POLICE DEPARTMENT ACTIVITY REPORT FOR December, 1997
The following report reflects Part One crimes, traffic enforcement and miscellaneous activity
occurring during December of 1997. Part One crime statistics are displayed by district within the
City, providing stable parameters for monitoring criminal activity, and aiding in planning police
resource deployment.
The Police Departmere issued 735 traffic citations last month, which compares with 512 issued in
December of 1996. The number of injury accidents decreased while the number of non-injury
collisions increased this month as compared to December of 1996. Temecula experienced no fatal
traffic collisions in December. An'ests for driving under the influence of alcohol decreased slightly
from December of 1996. Robberies decreased significantly while felony assaults increased
compared to one year ago. Reported burglaries decreased slightly while grand thefts increased
compared to December 1996. Auto thefts decreased slightly over last year. Arrests made during the
month were down significantly from the previous year's figure.
The Police Department responded to fifty-three "priority one" calls for service during the month of
December, with an average response time of approximately 5.2 minutes. A total of 2,462 calls for
police service were generated in the City of Temecula during the month.
DtLring the month of December, the Temecula Police Department' s storefrom served a total of 233
people. The number of citizens utilizing this facility remained fai~y steady although there is an
increase in the number of activities performed by staff. Sixty-five people were fingerprinted, twenty-
four people made police reports, twenty-five people had citations signed off and eight solicitor's

permits were issued. In addition, two juveniles wer. e provided with counseling at the request of their
parents.
Crime Prevention Officer Lynn Fanene participated in a number of special holiday events during the
month. Officer Fanene also wrote an article for the Valley Business Journal on the topic of finding
a quality day care facility.
The POP Team of Deputies Jeff Kubel and Steve Mike completed one TAG (Temecula Against
Graffiti) program focusing on problem sites however, no arrests were made.
On December 31, the traffic team conducted its monthly Operation ERACIT DUI program. The
operation resulted in the arrest of seven persons for DUI.
Volunteers from the community continue to be an integral past of the Temecula Police Department's
staff. Under the guidance of volunteer coordinator Ed Bekas, the Police Department's volunteer staff
contributed 580 hours of service in December.

from January of 1997. Robberies decreased significantly while felony assaults decreased slightly
compared to one year ago. Reported burglaries and grand thefts decreased slightly compared to
January 1997. Auto theRs increased over last year. Arrests made during the month increased

Officers Dave Haar and Vicky Carver participated in a certification ceremony at Rancho West
Apartments on Pujol on January 17. This complex is the first in the city to complete the Crime Free
Multi Housing Program and become certified. The property was prominently posted as being a
qualifying complex.
Volunteers from the community continue to be an integral part of the Temecula Police Department's
staff. Under the guidance of volunteer coordinator Ed Bekas, the Police Department's voltmteer staff
contributed 667 hours of service in January.
