JULY 9, 1998
A regular meeting of the Public/Traffic Safety Commission was called to order by Chairman Telesio on
Thursday, July 9, 1998, at 6:03 P.M., at the City Council Chambers, 43200 Business Park Drive, Temecula,
CaliBrnla.

Alan Black, Associate Planner Matthew Fagan, Administrative Secretary Anita Pyle, and Minute Clerk Pat
Kelley.
Commissioner Coe led the flag salute.
PUBLIC COMMENTS
Associate Planner Matthew Fagan reported on the Circulation Element Update. A draft document is planned
to be available for the Commission in late October or November 1998. Mr. Fagan stated he will bring
additional information to the Commission for their review and comment as they become available.
Commissioner Markham commented the plan will cover Temecula plus its area of influence, which includes
the City of Murrieta and some areas of the San Diego County and how they relate to each other.
Chairman Telesio invited Mr. Fagan to attend the monthly meetings of the Public/Traffic Safety Commission
to provide continuing updates on the progress of the Circulation Element..
Ray West, 31918 Corte Montcito, commented that semi-trucks park in front of Sam Hicks Park and museum
from Friday night to Sunday creating a dangerous situation, are unsightly and asked if something could be done
to prevent their parking.
Commissioner Markham stated the problem is, parking is not allowed on any circulation streets and the new
parking ordinance does not cover non-residential areas.
Mr. Moghadam stated there is a City ordinance, which prohibits commercial vehicle parking on all City streets
unless a permit is obtained from the hotel/motel and the Police Department. Sgt. Crisp reported no parking
permits have been applied for.
Commissioner Coe suggested educating hotel/motel operators regarding the ordinance so the truckers can be
informed of the parking permit process. Commissioner Perry suggested a plan be developed whereby the
motels could issue the permit and then notify the Police Department.
Commissioner Coe requested the matter be agendized for the August meeting.
Cynthia Johnson, 29429 Ynez Road, requested additional barricades at the end of La Paz Street where it
intersects with Ynez Road. She thanked the Commission for the "Stop" signs at La Paz Street and Ynez Road
as they have made a positive change in traffic.

Commissioner Markham requested the matter be agendized for the August meeting along with consideration
of a southbound right-torn lane on Ynez Road at La Paz Street and warning ~ashers in both directions.
Nelson Betancourt, 40835 Calle Medusa, requested closure of Calle Medusa due to high traffic volume and
speeds.
Commissioner Coe mentioned the process to dose a street requires a pedtion initiated and signed by a certain
percentage of homeowners which, when filed with the City, if accepted, requires a public hearing.
Commissioner Markham inquired about traffic counts on Calle Medusa and/or the Walcott Bypass. Mr.
Moghadam stated Walcott Corridor would be between 1,000 to 2,000 and Calle Medusa, a little over a 1,000.
Mr. Betancourt stated the residents hired a person to set up a counter and the count was 1,800 on Calle
Medusa. Commissioner Johnson asked Mr. Betancourt to provide the Commission with his count documents.
Chairman Telesio suggested Mr. Moghadam work with Mr. Betancourt on this issue.

2. "No Turn on Red" Sign - Northbound Front Street at Rancho California Road
Senior Engineer Ali Moghadam presented the staff report.
Chairman Telesio emphasized the need m have a liberal warning period by the Police Department, right toms
on a red light at that location has been an established practice for a long time. Sgt. Crisp stated there would
probably be a two (2) to three (3) week warning period.
It was moved by Commissioner Markham, seconded by Commissioner Coe, to recommend the City Council
adopt a resolution establishing "No Turn on Red 4:00 P.M. TO 6:00 p.m. Monday thru Friday" on
northbound Front Street at Rancho California Road, and staff to bring the matter beck to the Commission after
the reconstructed intersection has been in operation as the right mrn restriction may no longer be needed.

3. Speed Limit - Various Locations
Senior Engineer Ali Moghadam presented the staff report.
Commissioner Markham asked if staff had the original design speed limits on La Paz Street as there
is an unusual curve between Vallejo Avenue and Ynez Road. Mr. Moghadam stated he was unable
to find the design speed documents. He noted that in most cases the determining factor to lower
speeds are conditions that are not readily apparent to drivers, the study did not indicate any conditions
other than the narrow road, which is apparent.
Commissioner Markham asked about the length of the speed survey on La Paz Street and Mr.
Moghadam replied approximately half-an-hour, which is the normal length, and also mentioned
speed surveys are not done during peak traffic hours.
Commissioner Coe asked about accidents in the area. Mr. Moghadam stated the accidents in the area
were right-of-way violations, not speed violations.
Carole Corazza, 44220 La Paz Street, asked the speed limit not ever be set over 35 MPH because of
the curve which limits sight distance and the horse trail located in the area. She stated the small horse
trail sign is not easily visible and asked if the Homeowners Association could replace it.
Commissioner Markham replied the Association could do anything outside the right-of-way.
Ms. Corazza asked about the process of buying the La Paz Street sign on Hwy 795 when it is
replaced. Commissioner Markham said sign replacement is in the CIP for the 1998/99 FY and
suggested Ms. Corazza write the City Engineer or City Manager regarding the sign purchase.
Commissioner Markham asked if the reflectors made a difference and Ms. Corazza replied they did,
especially at the curve. She also mentioned the bend in the road is better than having it straightened
because La Paz Street would then become a thoroughfare.
Victor Jones, 3066 DePortola, representing the Los Ranchitos Homeowners Association (HOA), asked
what triggered the speed survey on La Paz Street. Mr. Moghadam stated the Vehicle Code requires
speed surveys be updated every five (5) years and the survey for La Paz Street had expired.
Commissioner Perry added that residential streets, which meet the 25 MPH prima facia, do not need
to be surveyed.
Mr. Jones asked if a "Horse Crossing" sign could be erected either by the City or the HOA.
Commissioner Markham suggested the issue be added to the other Los Ranchitos items that are to be
brought back next month.

Mr. Jones asked if the monument sign was to be replaced or moved. Commissioner Markham
suggested the HOA write the City Engineer and Mr. Donavan of Riverside County requesting the sign
so the HOA can relocate it.

TRAFFIC ENGINEER S REPORT
Mr. Moghadam reported as soon as computer system problems with the City Wide Intelligent Traffic
Management System (ITMS) have been worked out, he will provide a demonstration of the
computerized signal tracking system either individually or as a group. Chairman Telesio suggested
the demonstration be scheduled a half-hour before a regular Commission meeting.
Mr. Moghadam stated he met with representatives of the Town Center regarding the improvements
at Rancho California Road and Town Center/Hope Way. The Center has agreed to hire a consultant
to design the two (2) left-turns out of the Center and the City will be responsible for the median and
signal modifications. Chairman Telesio asked that the volunteer "No Left Turn" out of the Claim
Jumper driveway be made a permanent condition.
Mr. Moghadam announced the City Council has adopted the 1998/99 CIP.
Mr. Moghadam reported he has received a request to bring the issue of widening Ynez Road from
DePortola to Margarita Road back to the Commission. Commissioner Perry stated at the CIP
Workshop Public Works Director Joe Kicak said Hwy 79 South ultimate improvements had been
turned down by Calltans and the City was looking at on/off ramps at Santiago Road as an alternative.
Commissioner Markham stated the Santiago Interchange is one of the "wish" items in the Circulation
Plan, and suggested the issue be delayed until traffic counts are done because the current counts are
very different from the previous ones.
Commissioner Perry stated he believes the time is here for Ynez Road to be widened to four (4) lanes
all the way to Margarita Road. Commissioner Markham stated he believes that traffic will drop off
on Ynez Road when Hwy 79 South is widened to six (6) lanes, in about a year-and-a-half.

Commissioner Markham commented that proposals to relieve traffic include: widening and
straightening Rainbow Canyon Road to get to San Diego County, a bypass road going through tribal
lands and widening of Pala Road to Hwy 76 in San Diego County. He stated it is difficult getting the
southern end of town traffic on the freeway at Hwy 79S as most go to San Diego, but there is no room
on either side to have loop ramps so a non-standard solution must be considered.
POLICE CHIEF'S REPORT
Sgt. Crisp stated he had nothing to report.
Commissioner Markham asked about the time the four (4) motor officers devote to the City. Sgt.
Crisp replied the motor officers do not have any other duties, hours have increased and are also
patrolling on weekends.
Chairman Telesio asked about the accident reporting process. Sgt. Crisp stated the data base is
available and evexy accident that occurs in the City is forwarded to Mr. Moghadam. Mr. Moghadam
commented all accidents are not reported to the police.
FIRE CHIEF'S REPORT
Fire Captain Black stated to had nothing to report.
Chairman Telesio asked about the French Valley Fire Station staffing. Captain Black stated staff
should be available in August. Commissioner Markham noted the City has budgeted their portion of
the cost.
COMMISSION REPORT
Chairman Telesio asked about the legality of parking in the bike zones on Margarita Road between
Pauba Road and Rancho California Road. Sgt. Crisp and Mr. Mogbadam stated they would look into
the matter. Commissioner Markham noted that Margarita Road was not included as a "No Parking"
street in the Commission's recommendation to the City Council. Chairman Telesio reiterated it should
either be a bike lane or parking, not both.
It was moved by Commissioner Markham, seconded by Commissioner Coe, to adjourn the meeting at 7:44
P.M. The motion carried unanimously.
The next regular meeting of the Public/Traffic Safety Commission will be held on Thursday, August 13, 1998,
at 6:00 P.M., Temecula City Hall Council Chambers, 43200 Business Park Drive, Temecula, California.

Kahwea Road Opening to Through Traffic
RECOMMENDATION:
That the Public/Traffic Safety Commission review and consider opening Kahwea Road to through traffic and
make a recommendation to the City Council.
BACKGROUND:
The City has received several requests from the residents of the area to reevaluate closure of Kahwea Road.
Several letters and telephone calls have also been received both in favor and against the existing closure
(Exhibit "D").
Kahwea Road is a residential collector street which connects Calle Medusa to Via Norte. Kahwea Road varies
in width from 36 feet on the west side to 44 feet on the east side. Closure of Kahwea Road has been reviewed
by the Public/Traffic Safety Commission on April 27, 1993; December 9, 1993; and January 27, 1994.
Several issues have been discussed during these meetings and both the residents of the area and City staff
including the Fire and Police staff have commented on this issue (Exhibit "B") .
After reviewing the minutes of the previous Public/Traffic Safety Commission meetings, it appears that
generally the residents of Meadowview, especially the homeowners on Kahwea Road, are opposed to opening
Kahwca Road to through traffic. The residents have indicated that removal of the fence will increase vehicular
speed and volume on 'Kahwea Road and on other streets within the Meadowview Community. However, when
any street is closed to through traffic, the traffic is diverted to other streets within a given community. In this
case, the residents of Calle Pina Colada contended that the closure of Kahwea Road has unfairly increased the
traffic on their street since Calle Pina Colada is the only remaining access to the east side of the Meadowview
Community. In addition, closure of any street will cause more circuitous route. For example, in order to get
to the Nicolas Valley Elementary School from the east side of Meadowview, one has to take Del Ray Road
or Via Norte to Calle Pina Colada to North General Kearny Road to Margarita Road to Winchester Road to
Nicolas Road instead of from Kahwea to Calle Medusa and Nicolas Road.
The existing barrier on Kahwea Road has on a few occasions resulted in four (4) to five (5) minutes of delay
to the Fire Department when responding to an emergency call because they were on the wrong side of the
barrier. Section 21101(f) of the California Vehicle Code essentially states that local authorities may prohibit
entry to, or exit from, or both, from any street by means of islands, curbs, traffic harriers, or other roadway
design features to implement the circulation element of a general plan adopted pursuant to Article 6, Title 7
of the Government Code (Exhibit "C"). The rules and regulations authorized by this subdivision shall be
consistent with the responsibility of local government to provide for the health and safety of its citizens.

It should be noted that the City has also received several requests in the past to close Calle Medusa and Calle
Pitha Colada to through traffic in this area alone.

The following were some of the concerns expressed by those in opposition to the
opening: no sidewalks, no street lights, driveways which back onto the street,
inadequate sight distance, steep grade, unsafe speeds, narrow street width, increased
traffic flow to the Meadowview area, in particular Via Norte and Del Ray Road, which
are narrow roads with many blind curves.
Chairman Perry asked for comments from the Police Department representative.
Sergeant Domenoe said the first concern would be whether closure delayed response
time of emergency services however, it is felt that could be mitigated. Sergeant
Domenoe said he understands the safety concerns expressed regarding the steep grade
and the narrow road width however, he could not make a recommendation to open or
not open the street.
Commissioner Guerriero said he is not in favor of opening Kahwea Road. He said
opening the road will not shorten trips throughout Temecula and everyone will be
negatively impacted if the street is opened.
Commissioner Johnson concurred with Commissioner Guerriero.
Commissioner Coe said he feels the speed limits along Del Ray Road and Via Norte
should be decreased to 25 mph. He stated he did not feel opening Kahwea Road
would increase the overall traffic to Meadowview and it could possibly decrease the
traffic on Calla Pina Colada and Avanida Barca.
Commissioner Sander said without a network of arterial roads, he could not support
the opening of Kahwea Road.
Chairman Perry said although he believes the City should have open traffic routes, he
can not support the opening of Kahwea Road at this time. Chairman Perry said if the
opening of the road were attached to the completed improvements of Via Norte, Del
Ray Road and to Kahwea Road, he could support the opening.
It was moved by Commissioner Guerriero, seconded by Commissioner Johnson to deny
staff recommendation and recommend to the City Council permanent closure of
Kahwea Road and installation of traversable type barriers, to accommodate emergency
vehicles only at the closure.

Chairman Perry declared a recess at 8:30 P.M. The meeting reconvened at 8:45 P.M.
Chairman Perry re-opened the meeting for public comment at 8:45 P.M.
Csaba Ko, 41621 Avenida Barca, Temecula, asked the Commissioner to direct staff to
investigate parking along Avenida Barca during the early morning drop-off and afternoon pick-
up at Margarita Middle School. Mr. Ko advised the Commission vehicles are parking along
Avenida Barca, sometimes double parked, waiting to pick-up student passengers. Mr. Ko said
this makes it very difficult for homeowners along Avenida Barca to get in and out of their
driveways.
Traffic Engineer Marry Lauber suggested that staff perform a cursory review and discuss the
matter with the school district and parents.
Chairman Perry suggested all the Commissioners drive this street and intersection during
school hours and view the situation. Chairman Perry directed staff to place this item on the
next agenda for Commission discussion.
Kahwea Road Ooenina
Traffic Engineer Marry Lauber suggested staff place this item on the January 1994
agenda.
Commissioner Johnson stated the ad-hoc committee, which included City
Councilmember Jeff Stone and Mayor Pro Tem Ron Roberrs, recommended
unanimously that this road not be opened.

Dear Mr. Kicak
Thank you very much for the wrought iron fence placed at the top
of Kahwea Road to keep it closed to through traffic. It looks very
nice and we were very pleased with the quality of work and
aesthetic appeal of the fence.
When the chain link fence was torn down for a couple of weeks, we
did notice an increase in traffic and dangerous speeds at all hours
of the day and night. One night we even had to call the police
because of the speeding and out-of-control skidding and screeching
of tires we heard. The sheriff's comment to us was that this
street should never be opened because it was not designed to be a
thoroughfare and it would be a nightmare if opened.
Thank you again for the new fence. We appreciate your attention
to this matter of safety to our street.

This is a follow up letter to our conversations of late July and early August regarding the
fence at the Meadowview boundary on Kahwea Road in Temecula. I wanted to thank you for
installing a wrought iron fence at the closure point and cleaning up the trash and silt adjacent to
the area. You mentioned during our phone conversations that the issue of keeping Kahwea
closed would be reviewed by the staff, the Public Traffic/Safety Commission and the City Council,
I encourage you to follow through on this review as quickly as possible. The worst possible
position is to continue as is, without a final decision by the City Council.
It is my desire to keep Kahwea closed, for various reasons, the most important, that of
safety, the roads within Meadowview are narrow, hilly and winding. There have been two times
since I located here in 1993, that the fence was down temporarily, cars raced down Kahwea to
Via None at speeds in excess of 50 mph, hardly making the "S" curve just prior to Via None. At
least twice I have witnessed drag races, starting at the fence, proceeding down Kahwea to Via
None, tires smoking and attaining high speeds. Meadowview already has a continual problem
with traffic and speed on mainly, Del Rey and Via None, complaints are regularly made at the
Home Owners Association Monthly meetings, asking the board to do something about the speed
of traffic on these roads. The city from time to time has put up the mobile radar set, but nothing
seems to change. It is obvious that ifKahwea were to be opened, the traffic would increase on
Via None, Del Rey and Calle Medusa as the only way to get to Kahwea is via these streets. It
wouldn't take long for people to use the streets of Meadowview as a cut through to down town,
the freeway, the new mall, and the new golf course being developed in Meadowview itselK I
can't imagine any residents living on these three streets, wanting Kahwea to be opened as it is
obvious that traffic would increase on all of them.
I have checked with your office regarding the next meeting of the Public/Traffic Safety
Commission and was told it would be on Sept 10, and that the agenda would not be available until
about a week ahead of time. I want to be at the meeting(s) where this issue is discussed, thus I
will make every effort to find out when it is placed on the agenda.
Again thank you for installing the wrought iron fence, which, as far as I am concerned, if
Kahwea is dosed permanently, would serve as the permanent fence.

discussion we had regarding the status of a fence on Kahwea Rd. in the Mirada
tract of Meadowview. As I told you, Mr. and Mrs. Carlisle relocated to another
state due to a corporate transfer. My company is marketing their property for sale.
We have had the home on the market at least sixty days now, and Realtors, plus
myself, are showing the property to prospective purchasers. Our main concern is,
WHY IS THAT FENCE THERE? In a neighborhood such as this, why hasn't the
city taken better care of the fence? (Repair or replace.) It is an EYESORE to the
area of FiNE QUALITY HOMES.
Another issue to prospective buyers is the erosion on the hill across the street from
subject property.
As you stated, Mr. Kicalc, the issue of the fence has been discussed and on the
table since 1993!!! IT'S ABOUT TIME - you and the City Councilman focus on
this issue and the concerns of the citizens of Temecula. The home is now vacant
and my clients have lost money on this home and I don't want them to loose
anymore. This is a Guldant Corporate transfer and they must obtain a sale on this
home ASAP.
I am requesting information in writing to show to prospective buyers the status of
the above matter. I must give them full disclosure of Kahwea Rd., closure or non-
closure of repairs etc.

Dear Commission,
I he~ive that closure of Kahwea St. is not in the public's best
interest. There are too few outlets out of Meadowview right now,
for a community this size. It requires a long circuitous,
backtracking drive to get to most any place, especially the Calle
Medusa neighborhood; even though it is directly adjacent to
Meadowview. The opening of Kahwea would eliminate this problem.
That is the reason (good accessiblity and traffic flow) that
Kahwea was constructed as a through street and not a cul-de-sac.
Shortening trips by making direct routes shortens drive time
thereby reducing the numbers of cars on the roads at any time.
This cuts pollution, saves time. This reduces congestion on other
streets (Pina Colada, & La Serena in this case) delays the need
for maintence or improvement on them and thereby saves tax
dollars. Since cars are on the road for shorter periods the risk
of accidents is lessened, public safety is thereby increased.
I think these valid concerns more than balance against the wishes
of the relative few who live on Kahwea who desire it to be a cul-
de-sac for their exclusive use and enjoyment. If they wished to
live on a cul-de-sac they should have moved to one rather than
trying to create one after the fact at the expense of the public's
welfare.
Please for the sake of clean air, improved quality of life (time
saved), cost savings (lower taxes) and most importantly improved
public safety (people's lives) permanently open Kahwea Street as
soon as possible.

The purpose of this letter is to express my opposition to the
proposed permanent closure of Kahwea Road.
I feel that Kahwea Road should be open in order to reduce the
volume of traffic on Pina Colada. The closure of Kahwea forces
the majority of Meadow View residents including those living on
Kahwea to use Calle Pina Colada in order to enter and exit the
tract.
It's only just and fair that the residents on Kahwea Road share
in the necessary traffic volume for Meadow View and other
Temecula traffic.
I also feel that the opening of Kahwea Road will facilitate
emergency vehicles into the Meadow View tract and provide its
residence a safer place to live.
I should also mention that the speed bumps on Calle Pina Colada
did not reduce the volume on this street. The speed problem
is and has been minor to the volume problem. For this reason
I respectfully request that Kahwea Road be open as soon as
possible.
Prohibiting turns onto Calle Pina Colada and Kahwea during peak
traffic hours would reduce the traffic volume. It would also
require through traffic to use La Serena and Margarita Road rather
than using the residential streets as a short cut.
All Meadow View Residents should share in the necessary traffic
volume. Please premanently OPEN Kahwea Road.
Your assistance in this matter is appreciated. Please don't

Flashing Beacons and Right-Turn Lane Installation - Ynez Road at La Paz Street
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council take no further action regarding
installation of flashing beacons and right-turn lane at the intersection of Ynez Road and La Paz Street.
BACKGROUND:
At a special meeting held on November 20, 1997 the Public/Traffic Safety Commission recommended that
the City Council adopt a resolution establishing an "All-Way Stop" at the intersection of Ynez Road and La
Paz Street. The Commission also recommended installation of flashing beacons on Ynez Road and
construction of a right-turn lane from Ynez Road to La Paz Street to minimize possibility of rear end
collisions. Minutes of the meeting is attached as Exhibit "A" .
At the time this item was reviewed by the Commission, turning movement counts at this intersection were not
available and it was assumed that the majority of the southbound Ynez Road traffic turn right on La Paz Street.
However, the actual counts indicated that the majority of vehicles, two-thirds (2/3), continue southbound on
Ynez Road (Exhibit "B').
Staff has also monitored the number of accidents at this intersection. There has been one (1) reported solo
accident at this intersection since installation of the "Stop" sign. This accident was caused by a driver who
turned right from Ynez Road to La Paz Street at a high rate of speed through the dirt vacant lot at the
southwest corner of this intersection and after loosing control of the vehicle rolled over on La Paz Street.
Since this intersection currently operates safely, it does not appear that flashing beacons and a right-turn lane
are necessary at this time.

A special meeting of the City of Temecula Public/Traffic Safety Commission was called to order
on Thursday, November 20, 1997, 6:02 P.M., in the City Hall Council Chambers, 43200
Business Park Drive, Temecula, California. Chairman Markham called the meeting to order.

COMMISSION BUSINESS
1. Reouest for an "All-Way Stoo" at Ynez Road and La Paz Street
Associate Engineer All Moghadam presented the staff report.
Commissioner Telesio asked if there is any indication of the percentage of traffic turning
right vs. those continuing east. Mr. Moghadam stated while he was in the area, he
observed approximately 60 to 70 percent of the traffic making a right turn to access
Hwy. 79(S). He added motorists turning are not causing accidents, but are contributing
to the problem since the majority of motorists are turning right onto La Paz Street, and
the motorists on La Paz are waiting to make a left-turn onto Ynez Road assume
approaching eastbound motorists are turning right onto La Paz Street, and pull out in
front of motorists continuing eastbound.
Commissioner Johnson asked if there was room for a right-turn lane on Ynez Road. Mr.
Moghadam stated a right-turn lane would require additional paving, but would be within
the existing right-of-way.
Commissioner Johnson asked about stacking space requirements for a right-turn lane.
Mr. Moghadam replied is approximately 200 feet, including the transition, would be
needed.
Ernest Curtsinger, 29083 Ynez Road, representing the Los Ranchitos Homeowners
Association, spoke in favor of the "Stop" signs, and mentioned speed is also an issue
based on his personal observation. He suggested a "Stop" sign for all three (3)
directions, a right-turn lane, and a lower speed limit. Mr. Curtsinger reiterated the
problem is traffic trying to avoid Hwy. 79(S) congestion.

Chairman Markham noted the 85th percentlie for the November 14, 1997 survey is 49.5
which drops the speed limit to 45 MPH, with the highest speed recorded as 50 MPH.
He mentioned the speed limit goes to 50 MPH at Jedediah Smith Road.
Terri Gassen, 44501 Verde Drive, expressed concern about speeding and motorists
passing as it is a difficult and dangerous route due to the undulating roadway.
Bob Yabroff, 29370 Ynez Road stated a lower speed limit would be helpful and is in
favor of a right-turn lane. However, Mr. Yabroff noted if the "Stop" signs are installed,
the back-up of southbound motorists will make it difficult to make a left-turn out of his
driveway, especially between the hours 5:00 and 7:00 PMo
Carole Corazza, 44220 La Paz Street, spoke in favor of the "Stop" signs and a sign
alerting motorists of a 'Stop Ahead", and stated the situation will not be eased until
Hwy. 79(S) improvements are completed in two (2) to three (3) years. She is concerned
that the rise does not allow a motorist to visually determine if there is sufficient time to
make a safe maneuver, which is made more dangerous by speeding vehicles.
Rebecca Weersing, 41775 Yorba Avenue, mentioned that between Margarita Road and
Santiago Road, she observed only two (2) speed limit signs, one (1) 50 MPH sign near
DePortola, and one (1), 45 MPH near Coronado, Ms. Weersing mentioned an additional
problem of turning right onto Ynez Road at Yorba Avenue due to a short sight distance.
Cynthia Johnson, 29420 Ynez Road, invited the Commissioners to sit in her driveway
during evening peak hour to hear the continual screeching of brakes and horns honking.
Police Sergeant Crisp remarked sight distance was the problem in the two (2) recent
accidents.
Director of Public Works, Joseph Kicak, explained the plans and specifications for the
Hwy 79S/I-15 Interchange Project, which include modification and realignment of Front
Street, modification to the east and west on and off-ramps as well as signalization for
the three (3) intersections, will go to bid mid December, with a contract award in
February 1998, and a seven (7) to nine (9) month construction period. He stated
Caltrans considers this an interim project, and the City is doing a project study report
to determine the ultimate design. Mr. Kicak reported that at this time, there is no
schedule for the rest of Hwy 79(S) improvements, which is funded by Assessment
District 159. The City Council budgeted $1.2 million in the CIP for the City's portion
and has al.so received a $5 million loan from Riverside County Transportation
Commission (RCTC) of which $1.2 million is earmarked for the project.
Chairman Markham stated the best case scenario is the project for the widening of Hwy
79(S) will go to bid mido1998 with a year to 14omonth construction schedule.
Mr. Kicak stated a contract for the engineering of the Pala Road Bridge was awarded in
November 1997; tentative schedule is for completion by the year 2000. He said the
project includes relocating the existing bridge, construction of a new bridge, widening
Pala Road, from Hwy 79(S) to the bridge, to six (6) lanes and widening a portion of the
south approaches to the bridge.

Commissioner Perry expressed concern about a "Stop" sign at Ynez Road and La Paz
Street causing traffic back-up of southbound motorists being unable to see the backed-
up traffic until they are upon it. He stated a long right-turn lane might circumvent the
problem, but if a lot of southbound motorists approach the hill, there will be a problem.
Commissioner Johnson suggested adding a right-turn lane with a yield sign instead of
a "Stop" sign for right-turn lane.
Chairman Markham inquired about the stopping sight distance at 50 to 55 MPH. Mr.
Moghadam answered existing 620 feet sight distance meets the requirement.
Mr. Moghadam mentioned the City Council's direction was to look into a signal at that
intersection with a "Stop" sign as an interim measure, but staff does not have sufficient
data to determine if signal warrants are met at this time. He agrees a "Stop" sign may
reduce the number of some types of accidents.
It was moved by Chairman Markham, seconded by Commissioner Johnson, to
recommend the City Council add three-way "Stop" signs on Ynez Road, install a
dedicated right-turn lane on Ynez Road at La Paz Street at a length appropriate to
provide sufficient stacking space, install permanent flashing lights warning drivers of a
"Stop Ahead" in both directions, and consider adding speed limit signs on Ynez Road,
especially at the transitions.
Commissioner Telesio questioned how Mr. Yabroff's access problem will be overcome.
Mr. Moghadam replied the intersection will have to be cleared as quickly as possible and
he will look into the matter further.

Chairman Markham called for public comments on non-agenda items.
Mr. Victor Jones, representing Los Ranchitos Homeowners Association, stated a presentation
will be made by the Homeowners Association at the December 11, 1997 or January 1998
meeting.
Chairman Markham suggested the Homeowners Association provide staff their concerns in
writing as soon as possible and staff will notify the Association if it is possible to get the issue
on the December 11 agenda.

COMMISSION DISCUSSION
Commissioner Perry stated the "Stop" sign at Ynez Road will provide a never-ending stream of
traffic along Ynez Road to Margarita Road and it will become progressively more difficult to
make left-turns Onto other streets.
Chairman Markham mentioned the matter will be before the City Council on November 25,
1997 as a Consent Calendar item. Mr. Kicak stated the item is on the agenda and the staff
report will be handed out no later than Monday, November 24.
Mr. Moghadam clarified the report to the City Council will recommend putting in the "Stop" sign
and temporary flashing beacons immediately with permanent flashing lights installed as soon
as possible.
Jeff Comenchero, newly elected Councilmember, mentioned even though the item is on the
Consent Calendar, it can be pulled for public comment.
It was moved by Commissioner Telesio, seconded by Commissioner Perry, to adjourn the
meeting at 7:04 PM. The motion carried unanimously.
The next regular meeting of the Public/Traffic Safety Commission will be held on Thursday,
December 11, 1997, at 7:00 P.M., Temecula City Hall Council Chambers, 43200 Business Park
Drive, Temecula, California.

Request to Install Barricades and Equestrian Crossing Signs in Los Ranchitos Area
RECOMMENDATION:
That the Public/Traffic Safety Commission deny the request for installation of additional barricades on the
north side of Ynez Road at La Paz Street, and equestrian crossing signs in the Los Ranchitos area.
BACKGROUND:
At the July 9, 1998 meeting of the Public/Traffic Safety Commission, per the residents' request, the
Commission directed staff to evaluate installation of additional barricades on the north side of Ynez Road at
La Paz Street and installation of equestrian crossing signs and pavement markings in the Los Ranchitos
Community.
Two (2) steel posts of unknown nature have been installed on the north side of Ynez Road at La Paz Street.
These posts do not meet the current standards for barricades and they may have been installed before the City
incorporated. There is an existing W56 (two-sided arrow) sign on the north side of Ynez Road for the
northbound La Paz Street traffic.
There are hundreds of "T" intersections within the City limits. Installation of barricades of some sort at any
intersection with a few traffic collisions is neither feasible nor recommended since it could become a precedent
setting action. However, the property owners could install a barricade or a wall outside of the public right-of-
way at their expense.
In regards to inslallalion of signing and pavement markings for equestrian crossing, the existing trails as shown
on the Parks and Recreation Master Plan are tentative. When the Citywide Trails Master Plan is ~nalized,
the City will install equestrian crossing signs at appropriate locations. It should also be noted that the existing
trails within Los Ranchitos are private trails and not City owned.

Request to Remove "No Turn on Red Signs" -
Front Street at Rancho California Road
RECOMMENDATION:
That the Public/Traffic Safety Commission deny a request to remove the recently installed "No Turn On Red,
4:00 - 6:00 p.m., Mon- Fri" signs on northbound Front Street at Rancho California Road.
BACKGROUND:
Recently, the Public/Traffic Safety Commission and the City Council approved installation of a sign restricting
right-turn on red during the p.m. peak hours on Front Street at Rancho California Road.
The same day that the signs were installed, the City received a complaint from a citizen stating that the new
turn restriction is causing the traffic to hack up on Front Street because the green interval for northbound From
Street is too short, and the lanes between Front Street and 1-15 southbound ramps are filled with the vehicles
turning left from southbound From Street. The citizen also stated that the back up on Front Street would cause
delay to the Fire Station 12 vehicles responding to an emergency call.
Staff has reviewed this situation and conducted a turning movemere count attached as Exhibit "A". The
turning movement counts which were conducted between 3:00 p.m. and 6:00 p.m. indicated that during this
period majority of vehicles made a right-turn on green. The highest queue on northbound From Sweet was
11 vehicles during the peak hours; however, this number could increase when the turn restriction is enforced.
As it is apparem on Exhibit "A" , during the highest peak hour between 5:00 p.m. and 6:00 p.m. majority of
vehicles turning right on red blocked the intersection. This occurs when the light is green for eastbound
Rancho California Road but the eastbound traffic does not enter the intersection in order not to block it. It was
also observed that some vehicles used the Unocal gas station driveways to get to Rancho California Road in
order to avoid the turn restriction.
The reeem turn restriction does not appear to have a significant impact on the northbound Front Street right-
turn movement. However, if the enforcement of the turn restriction creates excessive delay, the signal timing
can be adjusted to allow more green time for the northbound through and right traffic. In addition, this turn
restriction will be reviewed when the eastbound Rancho California Road to northbound 1-15 loop ramp is
completed.
The City has received only one (1) negative and several positive comments regarding the turn restriction.

Request for "All-Way Step" - Amarita Way at Via Rami
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council adopt a resolution establishing
an "All-Way Stop" at the intersection of Amarita Way and Via Rami.
BACKGROUND:
The City has received several requests from the residents of the area near the Paloma Elementary School and
the Temecula Valley Unified School District to install an "All-Way Stop" at the intersection of Amarita Way
and Via Rami.
Amarita Way is a 48-foot wide roadway which provides primary access to the Paloma Del Sol residential
community and the Paloma Elementary School. The speed limit is posted at 40 MPH on Amarita Way.
"Speed limit 25 When Children Present" signs are also posted at the boundary of Paloma Elementary School.
Via Rami is also a 48-foot wide residential collector street with school area signage. There are existing school
crosswalks on two (2) legs of this intersection. Currently this intersection is controlled with "Step" signs on
Via Rami.
Caltrans Traffic Manual has established four (4) criteria for evaluation of "All-Way Stop" signs. These
criteria are as follows:
Where signals are warranted and urgendy needed, the multi-way stop may be an interim measure that
can be installed quickly to control traffic while arrangements are being made for the signal
installations.
An accident problem, as indicated by five (5) or more reported accidents within a twelve (12) month
period of a type susceptible to correction by a multi-way stop installation. Such accidents include
right and left4urn collisions as well as right-angle collisions.
3. Minimum Traffic Volumes
The total vehicular volume entering the intersection from all approaches must average at least
500 vehicles per hour for any eight (8) hours of an average day, and
The combined vehicular and pedestrian volume from the minor street or highway must
average at least 200 units per hour for the same eight (8) hours, with an average delay to
minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour,
but
When the 85-percential approach speed of the major street traffic exceeds 40 miles per hour,
the minimum vehicular volume warrant is 70 percent of the above requirements.
School area traffic control recommendations/warrants.
The following is the result of the data collected at this intersection.
1. A traffic signal is neither warranted nor is urgen~y needed at lhis location.
There has been one (1) reported accident at this intersection within the last twelve (12) months
(Exhibit "B").
3. a. The total vehicular volume entering this intersection during the busiest eight (8) hours
averages 350 as compared to 350 (500 X 70%) needed to meet this portion of the warrant (Exhibit "C ")
The vehicular volumes from the minor street averages 172 during the same eight (8) hours
as above. This compares to the 140 (200 X 70%) threshold.
4. Currently, several school children cross this intersection with assistance of an adult crossing guard.
This intersection meets the minimum traffic volumes warrant and therefore, an "All-Way Stop" installation
is recommended.

Prohibition of Commercial Vehicles Parking on Private Property and Public Rights-
Of-Way
RECOMMENDATION:
That the Public/Traffic Safety Commission review and discuss the existing City Ordinance regarding "certain
commercial vehicles prohibited from parking on private property and public rights-of-way".
BACKGROUND:
The City has received several requests in the past to establish "No Parking" zones to prohibit parking of the
large commercial vehicles in various locations throughout the City. At the July 9, 1998 meeting of the
Public/Traffic Safety Commission, a resident requested that parking be restricted on Moreno Road in front
of Sam Hicks Park to eliminate parking of the large commercial trucks in the area.
Section 10.16.260 of the Temecula Municipal Code (Exhibit "A") prohibits parking of commercial vehicles
within all public rights-of-way unless exempted from the parking prohibition per Section 10.16.270 of the
Temecula Municipal Code (copy attached).
Any additional parking prohibition by means of curb marking or signing not only will be redundant, but it will
also eliminate parking of passenger vehicles and all other non-commercial vehicles especially in locations
where there is a high demand for on-street parking such as parks and commercial areas.

10.16.010 Application of regulations.
The provisions of titis chapter pmhibifing the
stopping, standing or parking of a vehicle shall
apply at all times or at those times specified in this
chapter. except when it is necessary to stop a vehi-
cle to avoid conflict with other traffic or in compli-
ance with the directions of a police officer or offi-
cial traffic-control device. (Ord. 91-16 § 2
(12.08.201))
10.16.020 More restrictive provisions.
The provisions of this chapter imposing a tune
limit on standing or parking shall not relieve any
person from the duty to observe other and more
restrictive provisions of the Vehicle Code or the
regulations of this city prohibiting or limiting the

standing or parking of vehicles in specified places

10.16.030 Standing in parkways prohibited.
No person shall stop, stand or park a vehicle
within any parkway paralleled by curbs or any park-
way designated by the city traffic engineer as an
area for no standing, stopping or parking and posted
accordingly. (Ord. 91-16 § 2 (12.08.203))
10.16,040 Use of streets for storage of
veinides prohibited,
A. No person who owns or has possession,
custody or conlrol of any vehicle shall park such
vehicle upon any street or alley for more than a
consecutive period of seventy-two hours.
B. In the event a vehicle is parked or left stand-
ing upon a street in excess of a consecutive period
of seventy-two houn, any member of the police
department authorized by the chid of police may
remove the vehicle from the street in the manner
and subject to the requirements of the Vehicle Code.

10.16,050 Parking for certain purposes
prohibited.
No person shall park a vehicle upon any roadway
for the principal propose of:.
A. Displaying such vehicle for sale;
B. Washing, waxing, wiping, greasing or repair-
ing such vehicle, except rapairs necessitated by an
emergency. (Ord. 91-16 § 2 (12.08,205))
10,16,060 Parking parallel with curb.
A. Subject to other and more restrictive limita-
lions, a vehicle may be stopped or parked within
eighteen inches of the left-hand curb facing in the
direction of tm.ffic movement upon any one-way
street unless signs are in place prohibiting such
swpping or standing.
B. in the event a highway includes two or more
separate roadways and traffic is restricted to one
direction upon any such roadway, no person shall
stand or park a vehicle upon the left-hand side of
such one-way roadway unless signs are in place
permitting such standing or parking.
C. The city traffic engineer is authorized to
determine when standing or parking shall be prohib-
ited upon the left-hand side of any one-way street
or when standing or parking may be permiRed upon
the left-hand side of any one-way roadway of a
highway having two or more separate wadways and
shall establish signs ormarkings giving notice there-
D. The requirement of parallel paiking shall not
apply in the event any commercial vehicle is actual-
ly engaged in the process of loading or unloading
freight or goods, In which case that vehicle may be
backed up w the curb; provided, that such vehicle
does not extend beyond the centedine of the slreet
and does not block waffle thereby. (Ord. 91-16 § 2

10,16,070 Angle parking.
The dty traffic engineer shall recommend upon
what streets angle parking shall be permitted and
shall mark and sign such sU'eets when appropriately
so ordered by the city council. Such angle parking
shall not be permitted on any state highway or upon
any other street or wadway that is norat the angle
to the curb or edge of the roadway indicated by
such signs or markings. (Ord. 91-16 § 2 (12.08-
.207))
10.16.080 Parking adjacent to schools.
A. The city traffic engineer is authorized to erect
signs indicating no paticing upon any street adjacent
to any school property when such parking would, in
his opinion, interfere with traffic or create a hazard-
ous situation.
B. When official signs are erected indicating no
parking upon either side of a street adjacent to any
school pwperty, no person shall park a vehicle in
any such designated place. (Ord. 91-16 § 2 (12.08-
.208))
10.16.090 Parking prohibited on narrow
greets.
A. The city traffic engineer is authorized to place

signs or markings indicating no parking upon any
street when the width of the madway does not ex-
ceed twenty feel or upon one side of a sUcet as
indicated by such signs or markings when the width
of the madway does not exceed thirty feel
B. When signs or markings prohibiting parking
are erected upon narrow sweets as authorized in this
section, no persons shall park a vehicle upon any
such street in violation of any such sign or marking.

10.16.100 Standing of merchandise or food
vehicles.
No person shall stop, stand or park any vehicles
from which merchandise or foodstuffs ate displayed,
offered for sale or sold, upon any portion of any
street within this city except in compliance with all
the following:
A. Stepping to Sell--Time LimiL Such vehicle
shall stand or park only at the request of a bona fide
customer or purchaser and for a period of time not
exceeding ten minutes at any one place.
B. Weight LimiL Such vehicles at all times shall
each have a gross weight of less than eight thousand
C. Length of Vehicle. Such vehicles at all times
shall have an overall length not exceeding eighteen
feet.
D. Days, Hours of Opemtion. Such vehicles shall
not so operate on Sandays or holidays, nor before
nine a.m. or n_~ter five p.m. on other days.
E. Position on SUeeL Such vehicles, during the
time they are stopped, standing or parked, shall be
at the extreme right of the wadway, entirely off the
paved, improved and main traveled portion of the
roadway.
F. Purpose of Vehicles. Such vehicles shall be
used for display, offering for sale and sale of mer-
chandise and foodstuffs other than fresh meal fish,
poultry. fruits and vegetables.
G. Noise emanating from such devices shall not
exceed a duralion of four seconds nor an intensity
of seventy decibels. Recorfi players or other continu-
ous noise-making devices are prohibited. (Ord. 91-

10.16.110 Emergency parking signs.
A. Whenever the city traffic engineer, chid of
police or their designated representatives determine
that an emergency wartic congestion is likely to
result from the holding of public or private assem-
blages, gatherings or functions, or for other reasons,
the city traffic engineer, chief of police or their
designated representatives shall have power and
authority to order temporary signs to be erected or
posted, indicating that the operation, parking or
standing of vehicles is prohibited on such streets and
alleys as the city traffic engineer, chief of police or
their designated representatives shall direct during
the time such temporary signs are in place. Such
signs shall remain in place only during the existence
of such emergency, and the person causing their
placement shall cause such signs to be removed
promp~y thereafter.
B. When signs authorized by the provisions of
'fixiS Sec~o~'are in plac~ giving notice' ~heretb, no
pe~on shall operate, park or stand any vehicle con-
trary te the directions and provisions of such signs.

10.16.120 Display of warning devices when
commercial vehicle disabled.
A. Every motor truck having an unladen weight
of ten thousand pounds or more, and ~v~ry truck
tractor irrespective of weight when operated upon
any su'eet or highway during the time specified in
Section 280 of the Vehicle Code, shall be equipped
with and carry at least two flares or two red lan-
terns, or two warning lights or reflectors, which
reflecters shall be of a type approved by the Depart-
ment of California Highway Patrol.
B. When any vehicle mentioned in subsecti0n A
of this section or any trailer or semi-trailer is dis-
abled upon streets or highways outside of any
business or residence district within this city and
upon which street or highway there is insufficient
street lighting to reveal a vehicle at a distance of
two hundred feet during any time mentioned in
Section 280 of the Vehicle Code, a wanting signal
of the character indicated in subsection A of this
section shall be immediately placed at a distance of

approximately one hundred feet in advance of, and
one hundred feet to the rear of, such disabled vehi-
cle by the driver thereof. The continuous flashing of
at least four approved-type Class A-Type 1 tum
signal lamps, at least two toward the front end and
at least two toward the rear of the vehicle, shall be
considered to meet the requirements of this section
until the devices mentioned in this section can be
placed in the required locations. The warning signals
mentioned in this section shall be displayed con~nu-
onsly during the lime mentioned in Section 280 of
the Vehicle Code, while such vehicles remain dis-
abled upon such street or highway. (Off. 91-16 § 2

10.16,130 Parking on private property
without permission or in an
unauthorized manner.
A. No petson shall stop, pa& oF leave standing
any vehicle on private property or business premises
without the express or implied consent of the owner,
authorized agent of the owner, person in lawful pos-
session of such pt~nnises or pwperty or other person
in charge thereof.
B. No petson shall sWp, pa/k or leave standing
any vehicle on private properry or business premises
at a time, or at a place thereon, or for a period of
time, or in any manner otherwise, which is unautho-
rized by the owner, authorized agent of the owner,
petson in lawful possession of such premises or
pwperty or other petson in charge thereof.
C. The following acts of stopping, parking or
leaving standing a vehicle sixnil be included within
tho~* which shah be deemed a violation of subsee-
tion A or B of this section, whichever is applicable,
but other acts not mentioned may also violate either
subsection. (The use of the term "parking" in the
following examples shall be deemed also to include
collective acts of "stopping" and "leaving stand-
ing.")
1. Parking on any vacant lot or unimproved
property unless affirmatively so permitted by posted
signs or by the authorized person in charge;
2. Panking off-street on any improved private
property not held open to use by the general public,
unless such parking is by invitation of the occu-
pant(s) or for bona fide business purposes upon the
property;
~. Parking on any off-stre~ parking area or lot
or facility of an apamnent building, hotel or bnsi-
ness entezprise which is indicated by any sign(s) or
other makings to be resewad exclusively for use b~
tenants, residents or employees or others not includ-
ing the petson so parking;
4. Paking on the off-steer parking are~ or lot
or facility of an individual parking stall or any a~
which is indicated by a sign or other markings to be
reserved for the exclusive use of a person or persons
other than the person so parking;
5. Parking in a shopping center or business
parking area or facility for a purpose other than
doing business with one or roore of the stores or
offices at the site, or for a purpose not related to
such business operation, or remaining parked.~r
longer than reasormbly appropriate to do such busi-
hess or acts related to such business operations;
6. Utilizing a space or stall which is indicated
by sign(s) or other roarking(s) to be reserved for use
in connection with a particular store, office or busi-
ness, and paticing in the same for a purpose other
than that for which it is so reserved;
7. Parking in any stall orspace which is indicat-
ed by sign(s), blue-painted curbing or other mSik-
lag(s), to be designated for the exclusive use by
physically handicapped persons, of a vehicle not
displaying one of the distinguishing license plales
or placards issued pursuant to Vehicle Code Section
22511.5 or Section 9105;
g, Panking at any spot where such parking is
prohibited, as indicated by sign(s), markings, strip-
ing, lettering on pavement, red-painted curbing or
by any other means, including (but not limited to)
areas and locations within areas reserved for or
designated as traffic lanes for movement of vehicles
or pedesn'ians, clear areas at or near building en-
trances or exits, fire lanes, sidewalks .or pedestrian
or bicycle lanes, clear areas at or near ramps or
other facilities used by or intended for use of handi-
capped persons, unimproved areas, dangerous a~as,
areas to be utilized by larger vehicles such as trucks,

buses, emergency vehicles or other service vehicles,
or areas designated for any other business or special
use;
9. Except when necessary to avoid conflict with
other traffic or by reasons of vehicle disablement or
bona fide emergency, paxking, standing or waiting
at a location within a traffic lane or otherwise,
which subsumtially interferes with me normal move-
ment of vehicular or pedestrian traffic at such loca-
lion;
10. Parking in violation of the restrictions staU~d
on any other sign or matking(s) not memjoned in
the foregoing subparagraphs of this subsection,
which has or have been placed on privat~ property
or business premises by the owner, authorized agent
of the owner, person in lawful possession of such
premises or property, or other person in charge
thereof;
11. Failure or ref~! to remove or move aparked
or standing or stopped vehicle from privat~ property
or business p~mises, in compliance with a direction
to do so by the owner, person in lawful possession
of such premises or property,. or other pe~on in
charge thereof;, or violation of a di~ction by such
person not to park, stop or stand a vehicle upon, or
at a par~cular location upon, such premises or prop-
erty; provided, that this section shall not apply to an
act or failure or refusal to leave property or to non-
compliance with a direction to keep off such proper-
ty, in any of those instances listed in this section; or
12. Paticing on a private s~reet in violation of a
prohibition or restriction stated on any sign or mark-
thg(s) or notification giving notice thereof, placed
or given by or pursuant to anthority of the associa-
lion or person or other entity owning or in charge
of such private street.
D. Nothing in this section affects or limits the
rights or remedies any person may have pursuant to
any other provision of law, such as Section 22658
of the Vehicle Code, to remove or cause the remov-
al of a vehicle parking upon private preporty.
E. It shall be the policy of the city council to
encourage the posting of signs on shopping center
parking facilities similar to the signs mentioned in
Section 21107.8 of the Vehicle Code, to give notice
to the public that the parking regulations applicable
on the private parking facility are subject to official
enforcement by citations and fines and otherwise.
This does not. however, authorize signs posted in
nonconformance with the city's sign comroi ordi-
nance or other applicable regulations, and the post-
ing of such signs shall not be deemed a requi~ment
or condition precedent to enforcement of this sec-
tion. _ ', -. '
F. Section41102 et seq. of the Vehicle Code are
referred to and incorporated in this section by this
re~rence and shall be applicable in connection with
any prosecution for violation of fixis section, in the
same manner and to the same extent as such sec-
tions are applicable to prosecutions for parking
violations occurring on the public streets. (Ord. 91-

10.16.140 toeking ignition reqm~red: :
No penon shah park and leave a vehicle on a
public street, alley or public parking facility unless
the ignition has been locked; provided, however,
that if the driver or passenger remains inside the
vehicle after and while it is parked, or if the vehicle
is in the custody of an attendant. the ignition need

10.16.150 Impounding of vehicle illegally
parked.
Whenever a vehicle is illegally parked on a st~et
or highway in violation of any provision of this
chapter or of this title or of this code, any regularly
employed and salaried police officer of the city or
deputy of the shetiffs office of Riverside County,
or member of the California High.way Patrol, may
cause such vehicle to be impounded, dflven or
towed away and stored, so long as signs are posted
giving notice of the removal. Any reasonable costs
resulting from such impounded, towing or storage
shall be charged to the owner of the vehicle and to
the driver who cornmined the parking violation.

limited on certain streets.
When authorized signs are in place giving notice
thereof, specifying certain parking prohibitions or
time limits, the pmhibinons or time limits to be
established by the city council by resolution, or by
the city tnffic engineer punuant to authority vested
in him by this rifle, or by the Vehicle Code, no
person shall stop, stand, park or heave standing any
vehicle in violation of any such prohibition or time

10.16.170 Parking space markings--
Installation.
The city traffic engineer is authorized to install
and maintain parking space markings to indicate
parking spaces adjacent to curbing where authorized

10.16.180 Parking space markinp
Parking within required.
Each vehicle plac~d in any parking space shall be
parked within the lines and markings so established
by the city traffic engineer, and no person shall park
or leave stand'rag any vehicle so that it extends
across any such line or maticings, or is in such
position that is not emirely within tim space
designated by such lines or markings. (Ord. 91-16

10.16.190 Stricter parking regulations
within council-established
limited-parking zones.
Punuant to authority vested in him by other
provisions of this chapter or by the Vehicle Code,
the city traffic engineer is authorized to prescribe
shorter me limits that those specified by resolution
of the city council, or to prescribe paticing prohibi-
tions, within a particular limited-parking zone so
specified by the city council; provided, that the
stricter parking limitations or prohibitions are prop-
e~y indicated by appropriate signs or markings in
accordance with this chapter or other provisions of
law. (Ord. 91-16 § 2 (12.08.219))
10.16.200 Parking and driving on city
property.
A. The city manger shall from time to time
examine and survey all city-owned parking lots,
parking areas and other properties, and all property
under the city's direct conlrol, with respect to vehi-
cle driving and parking uses, and the need for regu-
lations applicable thereto, in order to assure l~oper
and appropriate use of such public properties and to
prevent interferences with the orderly and efficient
conduct of the city's bus'mess.
B. Based thereon, the city manager shaft promui-
pie such conditions, mtes and regulations govem-
ing driving, stopping, parking or leaving standing of
vehicles on the particular properdes involved, as
shall in his judgment be necessary and appropriate
to advance the public puq~oses mentioned in
subsection A of ~s section.
C. A wriUen statement or other graphic depicriun
of such special conditions, rides and regulations
shall, upon promutg~on, be filed in the office of
the city clerk. and the city councilshall be promptly
notified of such fding. Any council member may
then ca-~e the matter to be submitted. in whole or
in pan. for a formal review by the city council. ff
no council member takes such action within thirty
days from the date the matter was filed with the city
clerk, then the special conditions, rules and regnla-
flons shall be deemed adopted and imposed by the
city council within the meaning of Vehicle Code

10.16.210 Enforcement of parking and
driving regulations applicable on
city property.
A. Pursuant to Vehicle Code Section 21113, a
written statement or other graphic depiction of all
special conditions, roles and regulations adopted per
Section 10. 16.220 shall, at all times while the same
remain effective, be kept on file and available at the
office of the city clerk. for examination by all inter-
ested persons.
B. The city manager shall erect, place and main-
tain appropriate signs and markings at each city-
owned or city-controlled parking lot, parking area

10.16.220 Parking or driving regulations

and other public agencies.
Condidons and R.~,,ulations concerning parking or
driving on property and grounds of schools or other
public agencies are imposed by the appropriate
governing boards or officers and are enforced purau-
ant to and under the conditions of Vehicle Code

10.16.230 No-parking areas.
The city traffic engineer is authorized to maintain,
by appropriate signs, maxkings or by paint upon the
curb surface, certain no-stopping zones, no-paxking
axeas and restricted-parking areas, as defined and
described in this section. No person shall stop,
stand, park or leave standing any vehicle in any of
the following places, except when necessary to
avoid conflict with other traffic or in compliance
with the direction of a police officer or other autho-
rized officer or traffic sign or signal;
A. Within any divisional island unless authorized
and clearly indicated with appropriate sign or signal;
B. On either side of any street between the pro-
jeered property lines of any public walk, public
steps, street or thoroughfare tenninating at such
street, when such area is indicated by appropriate
signs or red paint upon the curb surfnce;
C. In any area where the city trYtic engineer
determines that the parking or stopping of a vehicle
would constitute a trnffic hazard or would endanger
life or property, when such area is indicated by
appropriate signs or by red paint upon any curb
surface;
D. In any area established by resolution of the
city council as a no-panking area, when such area is
indicated by appropriate signs or by red paint upon
the curb surface;
E. In any area where the parking or stopping of
any vehicle would constitute a traffic hazard or
would endanger life or property;
F. On any street or highway where the use of
such street or highway or a portion thereof is neces-
sary for the cleaning, repair or construction of the
street or highway or the installation of underground
utilities, or where the use of the street or highway
or any portion thereof is authorized for a purpose
other than the nonnal flow of traffic, or where the
use of the street or highway or any portion thereof
is necessary for the movement of equipment, articles
or structures of unusual size, and the proking of
such vehicle would prohibit or inteffer~ with such
use or movement; ptovidad, that signs giving notice
of such no-parking are erected or pl~_c_nJ at least
twenty-four hours prior to the effective rime of such
no-panking;
G. At any place within twenty feet of a point on
the curb immediately opposite the midblock end of
a safety zone, when such place is indicated by ap-
propriate signs or by red paint upon the curb sur-
face;
H. At any place within twenty feet of a cross-
walk at an interseclion when such place is indicated
by appropriate signs or by red paint upon the curb
surface, except that a bus may stop at a designated

L In any area of approach to any traffic signal,
left-turn lane, boulevard stop sign or official electric
flashing device when such area is determined by the
city traffic engineer to be valuable in the interest of
promoting traffic safety or convenience, and the area
is indicated by appropriate signs or by red paint
upon the curb surface that a bus may stop at a des-
ignated bus stop;
J. Within five feet in either direction of a fire
hydrant (ten feet overall) authorized by Vehicle
Code Section 225 14, when such place is approved
by the fire chief, and indicated by appropriate signs

10.16.240 Installation, design and spacing of
signs.
The city traffic engineer is authorized and direct-
ed m cause signs regulating or pmhibiring parking
to be installed in the zones now or hereafter provid-
ed by resolution of the city council at such places
as the city traffic engineer is authorized to regulate
parking, standing or stopping pursuant to other
provisions of this chapter or of law. Signs giving
norice of parking lime limitations shall be approxi-
mately twelve inches by twelve inches by eighteen
inches in size, with green lines on a white back-
ground specifying ~ patticularpazking time limita-
tion applicable. Such signs shall be spaced at a
maximum interval of two imndmd feet, and provid-
ed rimt there shall be a minimum of four signs in
one block on each side of the street. (Old. 91-16 §
2 (12.08.224))
10.16.2S0 Curb markings to indicate no
stopping and parking regulations.
A. The city traffic engineer is authorized, subject
to the provisions and limitations of this ride, to
place, and when required in this title shall place, the
following curb markings to indicate parking or
standing regulations, and the curb markings shall
have the meanings as set forth in this section:
I. Red means no stopping or parking at any
time except as permitted by the Vehicle Code, and
except that a bus may stop in a red zone marked or
signed as a bus zone.
2. Yellow mesns no stopping, standing or park-
ing at any time between seven a.m. and six p.m. of
any day for any petpose other than loading or un-
loading of passengers, which shall not consume
more than thine minutes, nor the loading or unload-
ing or materials, which shall not consume more
twenty minutes.
3. White means no stopping, standing or parking
for any purpose other than loading or unloading of
passengers, or for the purpose of deposiring mail in
an adjacent mailbox, which shall not exceed three
minutes, and such restrictions shall apply between
seven a.m. and six p.m. of any day and except as
follows:
a. When such zone is in front of a hotel or in
front of a mailbox the restricrions shall apply at all
times.
b. When such zone is in front of a theater or
restaurant the restricrions shall apply at all times
except when such theater or restaurant is closed.
c. Taxicabs shall comply with this subdivision
unless authorized to maintain a taxicab stand adja-
cent to tile white curb marking, and provided the
area for the taxicab stand is sign-posted at either end
indicating "TAXICAB ZONE ONLY."
4, Green means no standing or parking for lon-
ger than twenty minutes at any time between nine
n_m_ and six p.m. of any day.
5. Blue means parking limited exclusively to the
vehicles of physically handicapped persons.
B. When the city traffic engineer, as authorized
under this ritie, has caused curb markings to be
pinred, no pe~on shall stop, stand or pa~k a vehicle
adjacent to any such legible curb maxking in viola-
lion of any of the parking, standing or stopping
regulations so indicated. (Ord. 91-16 § 2

10.16.260 Certain commercial vehicles
prohibited fi'om parking on
private property and public
rights-of-way.
Unless exempted pursuant to Section 10.16.270
no commercial or construction vehicle, or towed
commercial or comtrucrion equipment, shall be
paticed on private property or on public rights-of-
way unless the vehicle or equipment is screened
from public view and adjacent properties. The term
"commercial or conatmcrion vehicle and/or equip-
ment" includes, but is not necessarily limited to,
utility body tracks, fanning and construction trac-
tors, construction vehicles and towed equipment,
semi-track tractors, semi-truck trailers, dump tracks,
step van delivery trucks or any pans or apparatus of
any of the above. (Old. 91-16 § 2 (12.08.226))
10.16.270 Commercial vehicles exempted
from Section 10.16.260.
The following commerciai and construcrion vehi-

cles are exempted from the prohibition contained in
Section 10.16.260:
A. Pickup trucks, utility vans and similar utility
vehicles, each of which do not exceed eight feet in
height or twenty feet in combined total length;
B. All vehicles while being used in actual con-
stmction work on a permit-approved construction
site;
C. All vehicles in the process of making a pick-
up or delivery;, and
D. Governmental and utility emergency service
vehicles;
E. Vehicles parked on streets direcfiy adjacent
to a hotel, motel or other such establishment when
displaying a parking permit issued by the establish-
ment as authorized by the police department (Ord.
91-16 § 2 (12.08,227))
10.16.280 Establisinnent of loading zones.
The city traffic engineer is authorized to deter-
mine and to make loading zones and passenger
loading zones as follows:
A. At any place in any business district;
B. Elsewhere in front of the entrance to my
place of business or in from of any hall or place
used for the purpose of public assembly. (Ord. 91-
16 § 2 (12.08.228))
10.16.290 Loading zone---How marked.
Loading zones shall be indicated by yellow paint
upon the top and face of the curb, with black letters
"LOADING ONLY" stenc~ed or otherwise painted

Passenger loading zones shall be indicated by
white paint upon the top and face of the curb, with

10.16.310 Effect of permission to load or
unload.
A. Permission granted in Section 10.16.250 to
stop or stand a vehicle for purpose of loading or
unloading of materials shall apply only to cOmmer-
cial vehicles and shall not extend beyond the time
necessary therefor, and in no event for more than
twenty minutes.
B. The loading or unloading of materials shall
apply only to commercial deliveries, and also the
delivery or pickup of express and parcel post paci-
ages and United States mail. * ....
C. Permission granted in Sectloft 1(~:i'6~50 to
stop or park for purposes of loading or unloading
passengers shall include the loading or unloading of
personal baggage but shall not ex~ ~n)t~d the
time necessary therefor and in no event for more
than three minutes.
D. Within the wtal time limits specified in this
section the provisions of this section shall be en-
forced so as to accommodate necessav/and reason-
able loading and unloading but withoutlp~.nnitting
abuse of the privileges granted by this chapter. (Ord.

No person shall stop, stand or park a vehicle in
any yellow loading zone for any purpose other than
loading or unloading passengers or matetiff, for
such time as is permitted in Section 10.16.310.

bus zones opposite curb spa~e for the loading and
unloading of buses or common carriers of passen-
gem and to determine the location thereof subject to

A. "Bus" as used in this section means any
motor bus, motor coach, trackless trolley coach or
passenger stage used as a common canier of passen-
gers.
B. No bus zone shall be established opposite and
to the fight of a safety zone.
C. No person shall stop, stand or park any vehi-

RECOMMENDATION:
That the Public/Traffic Safety Commission receive and file a letter from Mr. Sam Pratt suggesting alternate
routes to reduce congestion.
BACKGROUND:
Attached is a letter to the Public/Traffic Safety Commission which includes letters to the Editor of the
Californian. These letters identify an existing roadway network as well as future connections which could
potentially minimize the congestion at the interchanges within the Cities of Temecula and Murrieta. Attached
is a map showing these routes.

Subject: Suggestions for Traffic Congestion Relief
Gentlemen:
Attached are Letters to the Editor of The Californian describing the above subject.
The Californian has published their summary of these suggestions in a recent edition.
As a result of this public exposure, 1 have received calls from residents requesting
the definitive route with the comment that this suggestion has present merit in relieving
local Temecula traffic congestion.
I have also been contacted by Mathew Fagan of the City of Temecula Planning
Department. 1 have emailed him this "Ring Route" information.
For the long term, a "Ring Road" or "Beltway" would make the greatest impact on
local traffic congestion relief and may well be years away and require the coperation (and
joint financing) of the County of the State of California, the Counties of San Diego and
Riverside and the Cities of Murrieta and Temecula.
However, as an immediate relief, the suggested "Ring Route" has merit and I have
personally used it in both directions.
Additional enhancement - requiring funding and construction - providing an even
greater "Ring Route" access with reduced travel time would be to widen all local
thoroughfares to four (4) lanes. To the Noah: extend Wolf Valley Road to the west
connecting with Rainbow Canyon Road (avoiding the Rainbow Canyon Village area and
Golf Course). A frontage road would have to be provided west of Pala Road in front of
the existing homes.

To the North extend Butterfield Stage Road to Nicolas Valley. This would
eliminate the more circuitous route via Rancho California, Margarita Road, La Serena
and the Wallcolt Corridor. The investment may well provide an interim traffic
congestion solution for some years as a reduced cost to all agencies involved.
A suggestion to make the presently suggested "Ring Rome" more visible and
effective would be street markings indicating the access - in both directions - to SR79 N
& S, 1-215N, and I-15 N & S.

Subject: Ring Road
A "Ring Road" around the combined communities of Temecula and Murrieta
must be given immediate serious consideration. Major interchanges to the south at I-15,
to the north at 1-215, and to the north west at 1-15.
The road would follow the foothills to the west and would require a more
selective path to the east.
With the growth in the southwest area of Riverside county the "Ring Road" would
collect the new traffic and bypass Temecula and Murrieta areas resulting in a major
future mitigation of traffic congestion.
Assuming an eventual tax base of 100,000, a not unreasonable filmre, would be

Note: Yesterday, Sunday August 2, 1998, I FAXed the Ring Route letter to your
office. If you feel the letter has merit in our community efforts toward relieving
traffic congestion 1 believe it may prove more effective in two parts. Following is the
same letter broken down into two parts for your consideration.

Subject: Ring Route, Part I
Residents waiting for a "Ring Road" to be constructed around Murrieta and
Temecula have the following existing options for lowering "Road Rage" to and from
work, going to shop, to see friends, and other needs.
The suggested "Ring Route" avoids all congested intersections except for Rancho
California Road and Margarita Road - which was chosen as the reference point. The
local area map supplied by the Southern California Automobile Club (Copyrighted -
route not photocopied) was used for routes and. distance checks in addition to driving and
logging the miles and times to the various intersections. The Ring Route uses local
thoroughfares.
A resident can obtain a map from the Auto Club, plot the Rin~ Route, locate
their residence and determine the benefits of piece of mind (minimizing congestion) and
safety to the driver and their families. Residents waiting for a "Ring Road" to be
constructed around Murrieta and Temecula have the following existing options for
lowering "Road Rage" to and from work, going to shop, to see friends, and other needs.
As an interim measure this "Ring Route" provides a detour relieving Temecula
traffic congestion for motorists living northeast and southeast of Temecula and needing
access, as required, to SR 79N and SR 795, 1-215N, 1-155 and 1-1 5N.
The Ring Route follows an easterly route on existing surface streets from 1-15 at
the south to SR795 to Rancho California Road and Margarita Road in east Temecula

I. WORK tINDER CONSTRUCTION:
1.1-15/Rancho California Road Interchange Modifications:
The contractor has recently completed the construction of the following items: The easterly and westerly
bridge abutments, center columns, tieback retaining wall located adjacent to the easterly bridge abutment,
retaining wall located on the south side of Rancho California Road adjacent to Kentucky Fried Chicken,
and the water main relocation within the Embassy Suites parking lot. The contractor is in the process of
grading areas for the new northbound loop entrance ramp, exit-ramp, and auxiliary lane. Construction of
the bridge falsework will be completed by the end of July, the contractor will remove the sidewalk/barrier
rail on the south side of the existing bridge and then prepare the formwork necessary to construct the
bridge soffit. The contractor is currently installing electrical conduits and various storm drain systems.
Please note that traffic will be allowed through the work area. Completion of the project, based on an
accelerated schedule including time extensions for weather, is during the month of March 1999.
2. City Wide Intelligent Traffic Management System fiTMS):
The new traffic signal timing has been implemented throughout the City. Majority of the signals are
operating at an acceptable level. The City is coordinating with Caltrans to improve the signal timing on
Winchester Road and on Rancho California Road at 1-15 ramps.
3. ADA Improvement Project:
This improvement project included sidewalk access ramps, new playground equipment, and rubberized
surfacing around existing play equipment for access by wheel chairs at Veterans Park, John Magee Park,
and Calle Aragon Park as well as ADA improvements to Rancho Vista fields at the Rancho California
Sports Park. Play structures at Calle Aragon Park are scheduled for installation the last week of July. The
improvements to the other three parks are substantially complete.
Completion is anticipated to be in late July 1998.
4. Margarita Community Park - Phase I:
The project improvements include restrooms, parking areas, picnic areas, play equipment, tennis courts,
a roller hockey rink, ballfields, lighting, picnic shelters, sidewalks, landscaping with open turf areas as well
as widening Margarita Road adjacent to the park to its ultimate width. Grading and underground work is
completed. Placement of concrete sidewalk, picnic areas and parking lot curbing is underway along with
the construction of the restroom.
The project is estimated to be completed in October 1998.

5. Winchester Creek Park:
The project consists of a 4.5 acre neighborhood park with various improvements including restrooms,
basketball courts, volleyball courts, play equipment, polygon shelters with picnic tables, concrete
walkways, and a parking lot. Installation of the restroom building, concrete fiatwork, and the irrigation
system is complete. Installation of the picnic shade structures and play structures is presently underway.
The project is estimated to be completed in September 1998.
6. Cosmic Drive and Agena Street - Street Sidewalk Project//6:
The project consists of the installation of sidewalks on the west side of Cosmic Drive between Rancho
California Road and Agena Street and south side of Agena Street between Santa Cecilia Drive and Cosmic
Drive. The project is substantially complete. FInal punch list items are presently being corrected.
The project is estimated to be completed in July 1998.
7. Traffic Signal at Pauba Road and Fire Station 84
The signal was turned on July 16. The one year warranty period will begin as soon as the signal is
accepted by the City.
8. Traffic Signal at Pala Road and Rainbow Canyon Road
The contractor has completed installation of the underground conduits, wires, and pole foundations. The
signal equipment has been received and the contractor is currently installing the remaining signal
equipment.
The anticipated completion date is August 1998.
9. Traffic Signal at Rancho California Road and Meadows Parkway
This signal was turned on July 9. The one year warranty period will begin as soon as the signal is accepted
by the City.
10. CRC Gymnasium Air Conditioning System:
Since the opening of the Temecula Community Recreation Center gymnasium the facility has operated
without an air conditioning or cooling system. This project will provide for the installation of an air
conditioning and temperature control system for the CRC Gymnasium. Construction is presently
underway. The structural support work is complete. The A.C. units are scheduled for delivery on July
13. Duct work installation and roof screening will follow.
All work will be completed by late July 1998.
11. Traffic Signal at Margarita Road and Santiago Road
The contractor has ordered the signal equipment and expects delivery in August 1998.
The anticipated completion date is November 1998.

12. Flashing Beacons at Various Locations:
The City Council awarded the project at the June 16 meeting. A preconstruction meeting is scheduled for
July 16. This project consists of installing flashing beacons that warn motorists of children in school zones
at eight (8) different school sites.
Construction is anticipated to begin in July 1998 with an estimated completion date of September 1998.
II. WORK IN DESIGN:
1.1-15/Overland Drive Over Crossing Improvements:
The roadway and structural plans have been signed by Caltrans (District 8) and Caltrans (Division of
Structures), respectively. SCE is also working on the design for the relocation of the existing 115, 33, &
12 KV overhead power lines. These lines are scheduled to be relocated concurren~y with the consauction
of the proposed Overland Drive Overcrossing Improvement Project. The transmission and distribution
sections of SCE have finalized their aligmnent. The City is curren~y in the process of acquiring right-of-
way, utility easements and temporary consauction easements necessary for the project.
Consauction is anticipated to begin in December 1998 with an estimated completion date of October 1999.
2. FY96-97 Pavement Management System:
The consultant is expected to submit a plan check to the City by the end of July. Staff expects to return
the plan check within two (2) weeks after the submittal date. This project will provide street rehabilitation
of Jefferson Avenue from the northerly City limits to Rancho California Road. This project will also
include the installation of street lighting along the entire length of the project.
Construction is anticipated to begin in November 1998 with an estimated completion date of February
i999.
3. Winchester Road & Ynez Road SWeet Widening:
The consultant received the second plan check comments from Caltrans on June 4 and expected to resubmit
plans the week of July 20. The scope of work includes the sweet widening improvements on the south side
of Winchester Road between Ynez Road and Margarita Road, and the improvements on the east side of
Ynez Road between Winchester Road and Overland Drive.
Construction is anticipated to begin in August 1998 with an estimated completion date of April 1999.
4, Overland Drive Street Improvements & Margarita Road Street Widening:
The consultant received the second plan check comments from Riverside County Flood Control on July
1 and expected to resubmit plans the week of July 20. The proposed improvements will be on Overland
Drive between Ynez Road and Margarita Road and on Margarita Road from Overland Drive to Winchester
Road.
Construction is anticipated to begin in September 1998 with an estimated completion date of June 1999.

5. Margarita Road Sidewalk (Rancho Vista to Paubal:
The preparation of improvement plans is substantially complete. The improvements will include the
installation of concrete curbs, gutter, and sidewalk along the west side of Margarita Road between Rancho
Vista Road and Pauba Road. The sidewalk will improve access to the Rancho California Sports Park.
Also, as part of the design, additive alternate improvements will include ADA ramp access from Margarita
Road to the adjacent ballfields along with an expanded parking area. The project is anticipated to bid in
July.
Construction is anticipated to begin in August 1998 with an estimated completion date of October 1998.
6.1-15/Winchester Southbound Off-ramp Widening:
The consultant has submitted final plan check to Caltrans on July 14, The project will provide an
additional tung lane from the southbound off-ramp onto Winchester Road. This project will also require
a retaining wall between the southbound off-ramp and the southbound loop on-ramp due to the existing
grades in the area of the ramp widening.
Construction is anticipated to begin in October 1998 with an estimated completion date of April 1999.
7. Winchester Road Median Ishnds:
The plans are substantially complete and once Caltrans approves the plans and specifications staff will
request City Council's authorization to solicit construction bids. This project includes installation of
median islands with landscaping and irrigation along Winchester Road between Enterprise Circle West and
Jefferson Avenue along with the installation of a traffic signal at Enterprise Circle West. Also, the existing
median island at Jefferson Avenue will be modified to provide for a longer left turn pocket for east bound
traffic.
Construction is anticipated to begin in October 1998 with an estimated completion date of May 1999.
8. Pala Road Bridge:
A Consultant is in the process of preparing the preliminary documentation required by Caltrans to receive
HBRR Funds as well as performing utility research and design surveys. This project will include the
realignment of Pala Road from Highway 79 South to Rainbow Canyon Road, which will require that a new
bridge be constructed, two new traffic signals to be installed, the removal of two (2) traffic signals, the
installation of sound walls, sidewalks, landscaping, irrigation, street lighting, bike lanes, signing, striping,
channel improvements, and provisions for Wetland Mitigation.
Construction is anticipated to begin in October 1998 with an estimated completion date of December 1999.
9. Winchester Sidewalk:
Caltrans has issued an encroachment permit for this project. The plans and specifications are complete.
Staff expects to advertize the project the first week of August. This project consists of the installation of
sidewalks on the west side of Winchester Road between Margarita Road and Winchester Creek Avenue.
Construction is anticipated to begin in August 1998 with an estimated completion date of November 1998.

10. Temecula Duck Pond Park:
The Temecula Duck Pond Park Project will include both park and offsite street improvements. Park
improvements will include a gazebo/bandstand, picnic facilities, a restroom, walkways, a parking lot,
security lighting, monumentation, landscaping and irrigation. The street improvements will consist of the
widening of Ynez Road to full width between Rancho California Road and Tierra Vista Road and will
include new sidewalks along with additional turn lanes, traffic signal modifications at Ynez Road and
Rancho California Road, a new traffic signal at Ynez Road and Tierra Vista Road, and pavement re-
striping to improve traffic circulation. Final revisions to the plans are anticipated to be completed the third
week of July.
Construction is anticipated to begin in September 1998 with an estimated completion date of February
1999.
11. Traffic Signal at Rancho California Road and Via Los Colinas:
The design is substantially complete. Once all necessary easements are obtained staff will request City
Council's authorization to solicit construction bids.
Consunction is anticipated to begin in October 1998 with an estimated completion date of February 1999.

The design of the perimeter infrastructure improvements are in progress. The
consultants are in the process of revising the plans per the plan check comments.

courts, volleyball courts, play equipment, polygon shelters with picnic tables, concrete walk'ways, and a parking
lot. Installation of the restroom building, concrete flatwork, picnic shade structures, play structures and the
irrigation system has been completed. On-site planting and off-site street widaning work am presently under way.
The project is estimated to be completed in September i998, followed by a 90..day landscape maintenance period.
5. Traffic Signal at Pauba Road and Fire Station 84:
This signal is in operation and the one year warranty will begin when the project has been accepted by the City
Council.
6. Traffic Signal at Rancho California Road and Meadows Parkway:
This signal is currendy in operation and the one year warranty period will begin as soon as the signal is
accepted by the City Council.
7. Traffic Signal at Pala Road and Rainbow Canyon Road:
Installation of the traffic signal hardware has been completed and the signal is scheduled to energized on
August 20, 9998.
8. Traffic Signal at Margarita Road and Santiago Road:
The contractor is currently installing the underground conduits, wiring, and pole foundations.
The anticipated completion date in November 1998.
9. Flashing Beacons at Various Locations:
A pre-construetion was held on July 16. Tlm poles and equipment are on order. Once they arrive the
contractor expects to complete the flashing beacons at 9 school site within a week.
1. Temecula Duck Pond Park:
The Temecuia Duck Pond Park Project will include both park and off-site sweet improvements. Park
improvements will include a gazeboFoandstand, picnic facilities, a restroom, walkways, a parking lot, security
lighting, monumentation, landscaping and irrigation. The street improvements will consist of the widening
of Ynez Road to full width between Rancho California Road and Tierra Vista Road and will include new
sidewalks along with additional turn lanes, traffic signal modifications at Ynez Road and Rancho California
Road, a new traffic signal at Ynez Road and Tierra Vista Road, and pavement restriping to improve traffic
circulation. The project is presently out to bid with a bid opening date of August 27.
Construction is anticipated to begin in October 1998 with an estimated completion date of March 1999.
2. Winchester Road Sidewalk:
This project is currently out to bid and will open bids on September 3. This project consists of the installation
of sidewalks on the west side of Winchester Road between Margarita Road and Winchester Creek Avenue.
Construction is anticipated to begin in September 1998 with an estimated completion date of December 1998.
3. Margarita Road Storm Drain:
This project was a part of the Overland Drive and Margarita Road Street Improvement Project. To expedite
the project, City Council authorized the staff to proceed to bid the storm drain system which is in Margarita
Road and to order the material (pipe). Staff has the material on order and this project is currently out to bid
with a bid opening of August 20, 1998. Staff expects to recommend an award of a construction contract to
City Council on August 25, 1998. This project consists of installing 2,000 lineal feet of storm drain in
Margarita Road southerly of Winchester Road and discharging it into Long Canyon Creek northerly of future
Overland Drive intersection with Margarila Road. Due to the location of the proposed storm drain in the
paved section of Margarita Road, temporary pavement widening in Margarita Road will be required to
minimize the disruption of traffic. This widened roadway will remain in place until the reconstruction and
nilimate widening of Margarita Road occurs, later this year.
Construction is anticipated to begin in late August 1998 with an estimated completion date of late October
1998.
WORK IN DESIGN:
1. 1-15/Overland Drive Overcrossing Improvement:
The roadway plans have been signed by Caltrans (District 8) and the structural plans have been signed by
Caltrans-Division of Structures. SCE has provided the City with a relocation plan for the SCE overbead power
lines. The SCE overhead power lines will be relocated concurrently with the construction of the improvements.
The City is currently in the process of acquiring right of way, utility easements, and temporary construction
easements necessary for the project. Construction is antieipat~l to begin in December 1998 with an estim~_!_,yi_
completion date of Janua~ 2000.
2. FY96-97 Pavement Management System:
The consultant submitted a plan cheek to the City on August 6. Staff expects to return the plan cheek within three
weeks. This project will provide street rehabilitation of Jefferson Avenue from the northerly City limits to
Rancho California Road. This project will also include the installation of street lighting along the entire length
of the project.
Construction is anticipated to begin in November 1998 with an estimated completion date of February 1999.
3. Winchester Road & Ynez Road Street Widening:
The consultant has returned the plan check comment back to Calltans. The scope of work includes the street
widening improvements on the south side of Winchester Road between Ynez Road and Margarita Road, and the
improvements on the east side of Ynez Road between Winchester Road and Overland Drive.
Construction is anticipated to begin in September 1998 with an estimated completion date of June 1999.
4. Overland Drive Street Improvements & Margarita Road Street Widening:
The consultant has submitted the construction plans of the proposed improvements on Overland Drive between
Ynez Road and Margarita Road and Margarita Road from Overland Drive to Winchester Road for Riverside
County Flood Control. The storm drain system in Margarita Road has been separated from the project and is
currently out to bid.
Construction is anticipated to begin in November ~vith an estimated completion date of June 1999.
5. Margarita Road Sidewalk (Rancho Vista to Pauba):
The preparation of improvement plans is complete. The improvements will include the installation of concrete
curbs, gutter, and sidewalk along the west side of Margarita Road between Rancho Vista Road and Pauba Road.
The sidewalk will improve access to the Rancho California Sports Park. Also, as part of the design, additive
altamate improvements will include ADA ramp access from Margarita Road to the adjacent ballfields along with
an expanded parking area. The project is anticipated to bid in August.
Construction is anticipated to begin in October 1998 with an estimated completion data of December 1998.
6. 1-15/Winchester Southbound Off-raxnp Widening:
The plans and specifications are complete and Calltans has isannd a permit for the conslruction of Otis pwject.
Staff anticipates to bid this project in late August, with a construction completion in January 1999.
7. Winchester Road Median Islands:
The plans and specifications have been completed and submitted to Calltans for approval. Since tim project is
partially funded by STP, Caltrans approval is required prior to advertising the project for bids. This project
includes installation of median island with landscaping and irrigation along W'mchester Road between Enhatj. ise
Circle West and Jefferson Avenue along with the installation of a Waffle signal at Entarprise Circle West. Also,
the existing median island at Jefferson Avenue will be modified to provide for a longer left turn pocket for east
bound traffic.
8. Pala Road Bridge:
A Consultant is in the process of preparing the preliminary documentation required by Caltrans to receive HBRR
Funds as well as performing utility research and design surveys. This project will include the realignment of Pala
Road from Highway 79 South to Rainbow Canyon Road, which will require that a new bridge be constructed,
two new traffic signals to be installed, the removal of one t~afflc signal, the installation of sound walls, sidewalks,
landscaping, imgation, street lighting, bike lanes, signing, striping, channel improvements, and provisions for
Wetland Mitigation.
Construction is anticipated to begin in October 1998 with an estimated completing date of December 1999.
9. Traffic Signal at Rancho California Road and Via Los Colinas:
The plans and specifications have been completed and submitted to Caltrans for approval. Since this project

The design of the perimeter infrastructure improvements are near completion. The utility
undergrounding is scheduled to begin in August. The design of onsite grading is complete and a
permit may be issued.

POLICE DEPARTMENT ACTIVITY REPORT FOR June, 1998
The following report reflects Part One crimes, traffic enfomement and miscellaneous activity
occurring during June of 1998. Part One crime statistics are displayed by district within the City,
providing stable parameters for monitoring criminal activity, and aiding in planning police resource
deployment.
The Police Department issued 428 traffic citations last month, which compares with 656 issued in
June of 1997. The number of injury and non-injury accidents decreased this month as compared to
June of 1997. Temecula experienced no fatal traffic collisions in June. Arrests for driving under the
influence of alcohol increased from June of 1997. Robberies decreased slightly while felony assaults
increased compared to one year ago. Reported burglaries decreased slightly as did auto thefts and
grand thefts increased when compared to June 1997. The total number of arrests made during the
month are higher than in the previous year. This is due to a change in the way the number of arrests
are reported and recapped.
The Police Department responded to thirty-six "priority one" calls for service during the month of
June, with an average response time of approximately 8.2 minutes. A total of 2,336 calls for police
service were generated in the City of Temecula during the month.
During the month of Jnne, the Temecula Police Department's storefront served a total of 275 people.
The number of citizens utilizing this facility continues to remain steady. Eighty-eight people were
fingerprinted, nine people made police reports, twenty-two people had citations signed off and three
solicitor's permits were issued.
POLICE DEPARTMENT ACTIVITY
June, 1998
Crime Prevention Officer Lynn Fanene participated in numerous special projects this month. On
June 5, Officer Fanene participated with the POP Team in a Crime Free Multi-Housing certification
at Acacia Park Apartments. On June 6, Officer Fanene participated in Chaparral High School's band
swap meet by providing child fingerprinting, unit display and McGruffpresentation. On June 17,
he conducted a Stranger Danger and MeGruff Truck presentation to 300 students at Paloma
Elementary School. Officer Fanene also conducted an open forum Neighborhood Watch briefing
in the Tradewinds Tract on June 25.
In addition to the those commitments, Officer Fanene also conducts Neighborhood Watch meetings,
business and residence checks, processes ride along applications, conducts tours of the station,
reviews Temporary Outdoor Use permits, and also wrote an article for the Valley Business Joumal
titled "Curfew for Minors."
The POP Team of Officers Jeff Kubel and Steve Mike completed one TAG (Temecula Against
Graffiti) program focusing on problem sites. Three citations were issued on unrelated charges which
were discovered during the surveillance of known vandalism sites.
The POP Team also conducted a joint off-road vehicle enforcement program with Murrieta Police
Department. This ongoing program focuses on illegal off roading within the city and surrounding
areas. Programs focus on areas which have been identified as having problems with off roaders
either through citizen complaints or complaints from property owners. This months program
resulted in the issuance of two citations and four warnings.
Volunteers from the commtmity continue to be an integral part of the Temecula Police Department's
staff. Under the guidance of volunteer coordinator Ed Bekas, the Police Department's volunteer staff
contributed 536 hours of service in June.
Another valuable volunteer resource available to the police department is provided by the reserve
officer program and mounted posse. The police department utilizes reserve officers to assist with
patrol, traffic enforcement, crime prevention and a variety of special functions. Reserve police
officers worked a total of 317 hours during the month. Of this time, 121 hours were spent on patrol
95 hours were spent assisting on special programs such as TAG and the off-road vehicle program
and 103 hours were spent on training. The posse contributed a total of 219 hours during the month
on various special functions including a great deal of support with the off-road enforcement program.

The Police Department issued 486 traffic citations last month, which compares with 599 issued in
July of 1997. The number of injury collisions increased while the number of non-injury accidents
decreased this month as compared to July of 1997. Temecula experienced no fatal traffic collisions
in July. Arrests for driving under the influence of alcohol increased significantly from July of 1997.
Robberies decreased as did felony assaults compared to one year ago. Reported burglaries decreased
slightly while auto thefts and grand thefts increased when compared to July 1997. Thetotal number
of arrests made during the month are higher than in the previous year. This is due to a change in the
way the number of arrests are reported and recapped.

"United Against Crime," in addition to his duties at the Storefront Office.
The POP Team of Officers Jeff Kubel and Steve Mike completed two TAG (Temecula Against
Graffiti) programs focusing on problem sites. Three citations were issued on unrelated charges
which were discovered during the surveillance of known vandalism sites.
A quarterly tobacco decoy program was undertaken in which an underage youth (a Police Explorer)
enters a business and attempts to purchase cigarettes. Twenty-five businesses were visited with only
on business actually selling cigarettes to the decoy. The errant business was issued a citation for the
violation.
Temecula Canine Officer Joey Nardone and his dog Hunter made a presentation to the Temecula
Kiwanis and also participated in a K-9 demonstration in addition to his regular training and patrol
duties.
The POP Team also conducted a joint off-road vehicle enforcement program with Murrieta Police
Department. This ongoing program focuses on illegal offroading within the city and surrounding
areas. Programs focus on areas which have been identified as having problems with off roaders
either through citizen complaints or complaints from property owners. This months program
resulted in the issuance of one citation and four warnings.
