A regular meeting of the Public/Traffic Safety Commission was called to order by Chairman Telesio
on Thursday, September 10, 1998, at 6:02 P.M., at the City Council Chambers, 43200 Business Park
Drive, Temecula, California.

Commissioner Perry led the flag salute.

Kahwea Road Opening to Through Traffic
Senior Engineer All Moghedam presented the staff report.
Commissioner Coe inquired about the origination of the requests for opening Kahwea Road.
Mr. Moghadam replied they were basically from the residents on the east side, and a majority
of the west-side residents favor retaining the closure.
Commissioner Markham asked if the City Council took action on this matter after the
Public/Traffic Safety Commission recommended closure at their January 27, 1994 meeting.
Mr. Moghadam replied he did not find any record to indicate the matter was considered by the
City Council.
Ron Parks, Deputy Director of Public Works, stated his research indicated the matter had
never been addressed or decided by the City Council.
Randall Pierce, 31148 Kahwea Road, spoke in favor of keeping Kahwea Road closed, and
suggested closing Calle Pina Colada.
John Harkey, 29755 Pasada Road, representing the Meadowview Community Association, read
a letter from the Association opposing the opening of Kahwea Road to through traffic, and
asked for a permanent closure with installation of a traversible-type barrier to accommodate
emergency vehicles.
Norman Clark, 31199 Kahwea Road, opposed opening Kahwea Road due to excessive speed by
motorists. He stated road maps show a through-road and if the Police and Fire Departments
had corrected maps, there would not be a problem for emergency vehicles to reach residents on
the other side of the barrier or Calle Medusa.
Chuck Peterson, 31196 Kahwea Road, requested the street remain closed. He suggested a
permanent closure with a breakaway section for emergency vehicles. Mr. Peterson asked why
the matter was being considered at this time. Mr. Moghadam replied it was on the agenda
because the City had received requests from citizens. Mr. Parks stated the issue was being
considered because permanently closing streets requires City Council action. He noted
subdivision maps show Kahwea Road as a thoroughfare; and since general circulation of the
City is being reviewed.
James Neeley, 31159 Kahwea Road, spoke in favor of closing Kahwea Road. Mr. Neeley
stated the road was not created to be a thoroughfare and there are other alternatives.
Joseph Wasek, 31393 Bandon Court, opposed the opening of Kahwea Road.
Chief Black , Fire Department, stated the City often utilizes fire personnel from outside the
area who use commercial map books and if the street is to remain closed, it should be
formalized. He noted if Kahwea Road was open. it probably would not be a primary access
for the Fire Department.
Sgt. Crisp, Police Department, stated Kahwea Road is not a major thoroughfare for the Police
Department.
Commissioner Perry asked if additional enforcement problems and accident liability would be
created if it was opened. Sgt. Crisp replied he believed it would.
Chairman Telesio asked if a breakaway gate or something, which could be opened by
enforcement personnel, would be of any value. Chief Black replied out-of-town personnel
would not carry a lock box key or know a combination number.
Commissioner Markham noted this is a design problem as there is a low density area connected
to a high density area and the road was not designed to handle high traffic volumes or through
traffic. He stated he supported a permanent closure with a provision for traversible access for
fire and police services.
Commissioner Perry supported a permanent closure with curbs, gutters and landscaping
installed with no public access.
Commissioner's Johnson and Coe supported permanently closing the street.
Chairman Telesio noted there are various other ways to get into the area that is more suitable
for safety equipment.
Randy Johnson, 31204 Kahwea Road, asked for permanent closure of Kahwea and to be made
a cul-de-sac, which would then be reflected on the maps.
Chairman Telesio asked the Public Works Department to do what they can to make certain the
Police and Fire Departments have updated maps.
It was moved by Commissioner Perry, seconded by Commissioner Coe, to recommend the City
Council permanently close Kahwea Road and a more permanent closure structure be erected to
include curbs, gutters and landscaping as appropriate.

3. Flashing Beacons and Right-Turn Lane Installation - Ynez Road at La Paz Street
Senior Engineer Ali Moghadam presented the staff report.
Commissioner Markham noted a dirt road for cutting the corner has developed. He expressed
concern that people will cut through the corners when Hwy. 795 construction starts, and
perhaps installation of an AC berm could be considered. Commissioner Markham mentioned
that the owner immediately north of the "T" intersection said the "Stop Sign" has been a help.
Commissioner Markham noted the concerns about rear-end accidents has not materialized and
the "Stop Sign" has reduced speed dramatically.
Commissioner Perry agreed with staff that flashing lights are not needed; and questioned the
need for a right-turn lane or a berm as he has not seen more than four (4) to six (6) cars backed
up at a time.
Commissioner Johnson stated traffic volumes may increase in this location until Hwy. 795
construction is complete. He concurred flashing beacons are not needed and was of the
opinion the right-turn lane should be revisited at a later time.
Chairman Telesio mentioned the bike lane has become the right-turn lane and does not see a
need for a dedicated right-turn lane or flashing beacons.
It was moved by Commissioner Coe, seconded by Commissioner Markham, to recommend the
City Council take no further action regarding installation of flashing beacons or construction of
a right-turn lane at the intersection of Ynez Road and La Paz Street.

4. Request to Install Barricades and Equestrian Crossing Signs in Los Ranchitos Area
Senior Engineer All Moghadam presented the staff report.
Commissioner Markham commented the Maintenance Department has installed horse crossing
signs in other locations within Los Ranchitos and whether the trails are public or private, they
are used as public trails by residents of Los Ranchitos, Santiago Estates and Santiago Ranchos
areas. He also noted the three-way stop has helped limit the accidents at this intersection.
Commissioner Markham suggested putting up the equestrian trail signs in both directions of La
Paz Street because of a blind trail crossing due to fencing and trees. He will provide staff with
a trail map.
Commissioner Johnson asked if the trails were in Los Ranchitos' CC&Rs and Commissioner
Markham answered yes.
Chairman Telesio asked if it was necessary for the City to bear the cost of the signs
installation. Commissioner Markham replied the existing signs in Los Ranchitos were installed
by the City.
Chairman Telesio stated he was hesitant about putting a horse crosswalk on La Paz Street and
is not certain a sign will really alert motorists to the presence of a horse.
Mr. Parks stated the equestrian sign is for traffic and should be in public right-of-way as it is a
safety issue to alert the motoring public of the possibility of a horse crossing.
It was moved by Commissioner Markham, seconded by Commissioner Perry, to recommend
the City Council install trail crossing signs at La Paz Street and to deny the request for
installation of additional barricades on the north side of Ynez Road.

Request to Remove "No Turn on Red Signs" - Front Street at Rancho California Road
Senior Engineer All Moghadam presented the staff report.
Commissioner Markham commented this was a waste of staff resources to act on a complaint
by one (1) person even though it is nice to respond to each complaint, and the intersection
works much better with the sign.
Chairman Telesio asked if it was wrong to cut through commercial businesses rather than
waiting for the green light, and Sgt. Crisp stated it was illegal.
It was moved by Commissioner Coe, seconded by Commissioner Johnson, to deny the request
to remove the "No Turn On Red. 4:00 - 6:00 p.m., Mon- Fri" signs on northbound Front
Street at Rancho California Road.

Request for "All-Way" Stop" - Amarita Way at Via Rami
Senior Engineer All Moghadam presented the staff report.
Chairman Telesio remarked it does seem to be a four-way stop location, but the need is only
for a few hours of a day, before and after school, yet a stop will be there constantly.
Commissioner Perry expressed the belief that as soon as a "Stop Sign" is installed, school-
crossing guards will be eliminated.
It was moved by Commissioner Markham, seconded by Commissioner Johnson, to recommend
the City Council adopt a resolution establishing an "All-Way Stop" at the intersection of
Amarita Way and Via Rami.

Prohibition of Commercial Vehicles Parking on Private Property and Public Rights-of-
Way
Senior Engineer Ali Moghadam presented the staff report.
Chairman Telesio commented he did not want to inhibit public traffic with red curbs around
the park; and hotel/motel operators or truckers apparently are not aware of the existing City
Ordinance prohibiting certain commercial vehicles from parking in various locations.
Mr. Moghadam stated information/warning signs must be posted.
Commissioner Coe asked if there is a "Commercial Parking By Permit Only" sign and Mr.
Moghadam replied such a sign could be ordered.
Commissioner Perry stated provisions need to be made for truck parking.
Chairman Telesio suggested making hotel/motel operators aware of the permit process by
letter.
Commissioner Markham stated in the Sam Hicks Park area, there are two (2) motels and they
do not have parking areas for truck/trailer rigs, trucks park around Moreno Road and in the
Kentucky Fried Chicken parking lot (after they close). He mentioned the same problem exists
in the south end of town where they park in commercial and industrial parking lots after the
businesses have closed. Commissioner Markham suggested consulting the hotel/motel
operators on ways to solve the problem.
Commissioner Perry stated he would not be opposed to allow truck parking from 6 pm to 5 am
at the Park and Ride on the north end of town and the proposed one (1) in the south end and
suggested the motels provide shuttle service to drivers.
Commissioner Perry suggested the issue be agendized and truck companies and hotel/motel
operators be invited to attend the meeting.
Chairman Telesio requested for the matter be scheduled for the November/December meeting
and the hotel/motel operators be notified of the meeting.
Commissioner Markham asked about parking in the bicycle lane adjacent to the Sports Park.
Mr. Moghadam replied a work order to remove the bike lane signs on Margarita Road between
Rancho Vista and Pauba Road, as well as other areas where it is wide enough for parking, has
been submitted; but eliminating the signing does not mean bicyclists cannot use it. He stated
the intent of a "Bike Lane - No Parking" sign was to eliminate parking in areas where the
bike lane is only four (4) to five (5) feet wide.
Suggestions for Traffic Congestion Relief
Commissioner Coe related he took the route endorsed in Sam Pratt's letter from Lake Elsinore
and it took him 45 1/2 minutes compared to 14 1/2 minutes when using the freeway.
Chairman Telesio said he believes Mr. Pratt's proposed route is for the future.
Commissioner Markham mentioned the General Plan Circulation Element Update Committee
has discussed this issue and will possibly put forth adding several of these link segments.
Chairman Telesio stated the Commission has received and filed the letter from Mr. Sam Pratt.
TRAFFIC ENGINEER'S REPORT
Chairman Telesio asked about the much needed signal at Margarita and Pauba Roads. Mr.
Moghadam replied it is in the Fiscal Years 1998 - 02 Capital Improvement Program budget.
Commissioner Markham expressed concern about the driveway location for the Duck Pond
expansion as people, children especially, are going to have the cross the driveway. Mr. Parks
stated he could request TCSD to allow a Public Works' review to determine any possible
modifications and report back to the Commission.
Mr. Moghadam reported that when the flashing beacons are installed at the schools, the
newspapers will be notified.
Mr. Moghadam suggested a tour of the City Wide Intelligent Traffic Management System
(ITMS) be held October 8, 1998 at 5:30 P.M.
POLICE CHIEF'S REPORT
Sgt. Crisp stated he had nothing further to add.
FIRE CHIEF'S REPORT
Fire Captain Black stated Station 83 opened September 1, 1998 and he is in the process of
planning and preparing for the safety expo. Some fire personnel were involved in the
Hemet/luniper Flats fire.
COMMISSION REPORT
Commissioner Coe asked about placing additional asphalt in the right-turn lane on northbound
Pala Road at Hwy. 795 because there is only stacking room for 1 and 1/2 cars. Mr. Parks
stated it would be difficult and the construction for permanent realignment is about four (4)
months away, but he will look into it. He mentioned the Pala Road Bridge Project will go out
to bid in November 1998.
Chairman Telesio inquired about the Via Los Colinas/Rancho California Road signal. Mr.
Moghadam stated documents have been submitted to Caltrans for approval since Caltrans
funding is involved.
Commissioner Coe questioned the need for the straight ahead lane on the northbound off-ramp
at 1-15 and Winchester Road, cars entering from Winchester Road would not have to stop and
there would not be a back-up.
Commissioner Perry stated it took 11/2 hours to get to La Paz Street from about 50 to 100
yards on the Hwy. 79S/I-15 off-ramp on a Sunday evening because of re-paving Hwy. 79S and
there were no advance warning signs nor was there anything in the newspaper about possible
delays. Mr. Parks stated he would lodge a complaint with Riverside County and request better
notice; i.e., a flashing sign on the freeway.
Commissioner Perry expressed concern about the Hwy. 795/I-15 Interchange project and the
impasse with Caltrans and asked for an update at the October meeting.
Commissioner Markham mentioned the study has been put on hold until the General Plan
Circulation Element Update is complete as new traffic counts are being developed for
Temecula, and parts of Murrieta and Riverside County areas.
Commissioner Markham reported the Circulation Element Update Committee will meet
Monday, September 14, 1998, at 6 p.m. and a substantial work product from the consultant
should be received; and hearings are targeted to begin by December 1998.
It was moved by Commissioner Markham, seconded by Commissioner Coe, to adjourn the meeting at
8:27 P.M. The motion carried unanimously.
The next regular meeting of the Public/Traffic Safety Commission will be held on Thursday, October
8, 1998, at 5:30 P.M., Temecula City Hall Council Chambers, 43200 Business Park Drive, Temecula,

Request for Installation of Traffic Signal - Margarita Road at Stonewood Road
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council consider installation of a traffic
signal at the intersection of Margarita Road and Stonewood Road in the five (5) year Capital Improvement
Budget.
BACKGROUND:
The City has received several requests from the residents of Stonewood Road to install "Stop" signs or a traffic
signal on Margarita Road at Stonewood Road.
Margarita Road at Stonewood Road is a four-lane divided roadway with a speed limit of 45 MPH. Stonewood
Road is a residential street with single family housing on the east side and multi-family housing on the west
side of Margarita Road. Due to lhe alignment of Margarila Road in the vicinity of Stonewood Road, the
visibility of approaching vehicles is limited from Stonewood Road. Based on Caltrans design manual, a
stopping sight distance of 360 and 430 feet is required for a speed limit of 45 and 50 MPH respectively. The
existing sight distance at this intersection was determined to be less than required by Caltrans for 50 MPH
speed. The City has recently installed an intersection warning sign on northbound Margarita Road approaching
Stonewood Road.
Staff has analyzed the existing conditions at this intersection for both "All-Way Stop" and traffic signal
installation warrants. Based on the existing vehicular volumes, Caltrans warrants for installation of an "All-
Way Stop" were not satisfied and only one (1) of the possible eleven (11) warrants for installation of a traffic
signal was sailstied. This is warram Number 2 "Interruption of Continuous Traffic". Although satisfying any
of the eleven (11) warrants is adequate for installation of a traffic signal, good engineering judgement should
be practiced to determine the need for right-of-way assignment.
Our records indicate one (1) reported traffic collision at this intersection within a one (1) year period.
Due to limited sight distance from Stonewood Road, this intersection should be prioritized and considered for
future installation of a traffic signal as part of the five (5) year Capital Improvement Program.

Gentlemen:
Several of my neighbors and I feel that the Margarita Rd. and Stonewood Rd. intersection is
unsafe. We are eoncemed for the safety of our children as they come and go to school and
friend's homes throughout the day. With the appartment construction on both sides of this
intersection, the mall that will be under construction, and the new park finishing soon, the traffic
along Margarita Rd. will only get worse, making this intersection a more hazardous place for
children and adults to cross. The time it takes for a vehicle to make a safe left turn through this
traffic will also increase causing another potential hazard.
We know that this intersection has been a place for automobile accidents already. Our request is
that the Margarita Rd. and Stonewood Rd. intersection be studied for current traffic pattems and
projected traffic paRems in preparation for the possible placement of a traffic light there. Please
let me know when this issue will come before the Traffic Commission as an agenda item. My
neighbors and I would like to attend that meeting. I look forward to heating from you.

To Whom it may concern,
My husband and I would like to request that a "blind intersection" sign be posted on
Margarita Road between Morega and Stonewood where the "end of school zone" sign is
located (on the east side of Margarita). Also that speed be reduced from 45 mph through
the area from Morega to Solana inasmuch as people drive too fast in this section. At the
end of the school zone, traffic pi~ks up spoed and it is almost hn.~sossible to see very far
ahead when pulling out of Stonewood Drive.
To make a left turn from Stonewood, a person had to drive past two lanes oftrat]tic plus a
turning hne. Cars co~ni.g up the hill and around a curve are almost impossible to see until
they are almost on your car. There is also traffic entering Margarita from the apaament
complexes dim~ly across the street. And the usual cars making left-hand turns on
Stonewood coming from the other direction on Margarita.
I am wdthg this letter in the hope that if you take my suggestion up, it will save having a
serious traffic accident, poss~ly involving school children, and the loss of life.
Please let me know what your decision is on this matter.

GEOMETRIC DESIGN AND
STRUCTURE STANDARDS
Topic 201 - Sight Distance
Index 201.1 - General
Sight distance is the continuous length of
highway ahead visible to the driver. Three types of
sight distance are considered here: passing,
stopping, and decision. Stopping sight distance is
the minimum sight distance to be provided on mul-
tilane highways and on 2-lane roads when passing
sight distance is not economically obtainable.
Stopping sight distance also is to be provided for
all elements of intemhanges and intersections at
grade, including private road connections (see
Topic 504, Index 405.1, & Figure 405.7).
Decision sight distance is used at major decision
points (see Indexes 201,7 and 504.2).
The following table shows the standards for
passing and stopping sight distance related to
design speed. These shall be ~e minimum values
used in design,
Chapter HI of "A Policy on Geometric Design
of Highways and Streets," AASHTO, 1984, contains
a thorough discussion of the derivation of stopping
sight distance.
201.2 Passing Sight Distance
Passing sight distance is the minimum sight
distance required for the driver of one vehicle to
pass another vehicle safely and comfortably.
Passing must be accomplished without reducing the
speed of an oncoming vehicle traveling at the
design speed should it come into view after the
overtaking maneuver is started. The sight distance
available for passing at any place is the longest
distance at which a driver whose eyes are 3.5 feet
above the pavement surface can see the top of an
object 4.25 feet high on the road.
Passing sight distance is considered only on 2-
lane roads. At critical locations, a stretch of 3- or
4-lane passing section .with, s~pping Sight,distance
is sometimes more economical than two lanes with
passing sight distance (see Index 204.4).
Figure 201.2 shows graphically the relationship
among length of vertical curve, design speed, and
algebraic difference in grades. Any one factor can
be determined when the other two are known.

201.3 Stopping Sight Distance
The minimum stopping sight distance is the
distance required by the driver of a vehicle,
traveling at a given speed, to bring his vehicle to a
stop after an object on the road becomes visible.
Stopping sight distance is measured from the
driver's eyes, which are assumed to be 3.5 feet
above the pavement surface, to an object 0.5-foot
high on the road.
The stopping sight distances in Table 201.1
should be increased by 20% on sustained
downgrades steeper than 3% and longer than 1
mile.

Request to Reduce Posted Speed Limit - Cabrillo Avenue
RECOMMENDATION:
That the Public/Traffic Safety Commission deny the request to reduce the existing posted speed limit on
Cabrillo Avenue between Vallejo Avenue and Jedediah Smith Road.
BACKGROUND:
The City received a request to reduce the 35 MPH posted speed limit on Cabrillo Avenue between Vallejo
Avenue and Jedediah Smith Road. This request is based on an opinion that due to the width of the roadway,
lack of sidewalks, occasional sand and silt on the roadway, and limited visibility the speed limit should be
reduced.
Cabrillo Avenue is a 32 foot wide rural residential street without sidewalks on either side. Sand and silt
accumulate on Cabrillo avenue near the intersection of east Vallejo Avenue during the rainy season.
On March 27, 1997 the Public/Traffic Safety Commission reviewed the speed limit on Cabrillo Avenue and
based on a 85~ percentile speed of 38 MPH, recommended that the City Council adopt a resolution establishing
a 35 MPH speed limit on this roadway.
Following the City Council approval, 35 MPH speed limit signs were posted on Cabrillo Avenue. The posted
speed limit is valid for five (5) years from the date the engineering and traffic survey was conducted. Since
there has been no major changes in the area of study, the posted speed limit of 35 MPH is still valid and should
remain the same.
It should be noted that the City has periodically, after each rain, swept the sand and silt from the roadway,
cleaned and improved the drainage course, trimmed the trees that obstructed the visibility, and installed a curve
warning sign to improve the safety on this roadway.

RECOMMENDATION:
That the Public/Traffic Safety Commission:
Recommend that the City Council amend Section 10.20.070 of the Temecula Municipal Code to
designate Front Sweet between Rancho California Road and Santiago Road restricted to vehicles not
to exceed a maximum gross weight of six thousand pounds.
Discuss feasibility of establishing one-way streets and angle parking on From Street between 6th Street
and 2"d Street.
Discuss feasibility of "All-Way Stop" installation on Front Street at 2"a Street, 34 Street, 4th Street
and 5~ Street.
BACKGROUND:
The Old Town Street improvements include special intersection treatments which may not be able to
accommodate large trucks traveling through the Old Town Area. These treatments include protruded curb
returns at intersections, decorative pavement features and an arch with limited height clearance. The proposed
weight limit restriction will not affect the passenger buses, utility vehicles and commercial trucks delivering
goods to the affected area. This portion of Front Street is not a designated truck route as established in Section
10.20.010 of the Municipal Code (Exhibit "A").
It has been suggested that a portion of Front Street between 6m Street and 2"d Street be established as a one-way
street with angle parking. The City Council has directed the staff to bring this item before the Public/Traffic
Safety Commission for review and recommendation. Staff's research indicated that this issue was considered
during the Old Town Specific Plan preparation and it was recommended not to establish one-way streets in
the Old Town Area.
The City received a request to consider the feasibility of establishing an "All-Way Stop" on Front Street at its
intersection with 2'~ Street, 34 Street, 4th Street and 5* Street. This item has been placed on the Public/Traffic
Safety Commission agenda for review and discussion. Any input from the Commission will be utilized in the
future to study this request in detail.

WORK UNDER CONSTRUCTION:
1. 1-15/Rancho California Road Interchange Modifications:
The contractor is in the process of performing the following construction items: Grading the new northbound
exit ramp/auxiliary lane and construction of the new northbound entrance loop, installing electrical conduits,
and constructing storm drain systems. Please note that traffic will be allowed through the work area during
construction. Completion of the project, based on an accelerated schedule including time extensions for
weather, is during the month of March 1999.
2. City Wide Intelligent Traffic Management System (ITMS):
The coordination plan has been implemented on all major intersection within the City. Currently, the City is
working with Calltans to improve the signal timing on Winchester Road and on Rancho California Road at
1-15 ramps.
3. Margarita Community Park Phase I:
The project improvements include restrooms, parking areas, picnic areas, play equipment, tennis courts, a
roller hockey rink, ballfields, lighting, picnic shelters, sidewalks, landscaping with open turf areas as well
as widening Margarita Road adjacent to the park to its ultimate width. Installation of the concrete walkways,
picnic areas, roller hockey rink and tennis court has been completed. The north ballfield lighting and
backstops are completed and the south lighting & backstops are presently being installed. Construction of the
restrooms and shade structures are nearly complete. The irrigation system is being installed w/planting
scheduled for the middle of September.
The project is estimated to be completed in September 1998, followed by a 90-day landscape maintenance
period.
4. Winchester Creek Park:
The project consists of a 4.5 acre neighborhood park with various improvements including restrooms,
baskethall courts, volleyball courts, play equipment, polygon shelters with picnic tables, concrete walkways,
and a parking lot. Construction of the improvements is substantially complete and a final walkthrough
inspection is scheduled for September 9.
The project is estimated to be completed in September 1998, followed by a 90-day landscape maintenance
period.
5. Traffic Signal at Pauba Road and Fire Station 84:
This signal is in operation and the one year warranty will begin when the project has been accepted by the City
Council.
Traffic Signal at Rancho California Road and Meadows Parkway:
This signal is currently in operation and the one year warranty period will begin as soon as the signal is
accepted by the City Council.
6. Traffic Signal at Pala Road and Rainbow Canyon Road:
This signal is currently in operation and the one-year warranty period will begin as soon as the signal is
accepted by the City Council.
7. Traffic Signal at Margarita Road and Santiago Road:
The contractor is currently installing the underground conduits, wiring, and pole foundations.
The anticipated completion date in November 1998.
8. Flashing Beacons at Various Locations:
A pre-construction was held on July 16. The poles and equipment are on order. Once they arrive the
contractor expects to complete the flashing beacons at 9 school site within a week.
10. Old Town Streetscape Project
Storm Drains, curbs and new pavement has been installed from Moreno Drive to Fourth SWeet. This area will
be open to traffic while sidewalks, boardwalks, street lights and landscape improvements continue.
A new Storm Drain System is now being installed between Fourth Street and Second Street. New curbs and
paving will follow with limited through traffic. Access will be maintained to the Old Town Shops and
Restaurants during construction. Completion of the project is scheduled for November 15, 1998.
1. Temecula Duck Pond Park:
The Temecula Duck Pond Park Project will include both park and off-site street improvements. Park
improvements will include a gazebo/bandstand, picnic facilities, a restroom, walkways, a parking lot, security
lighting, monumentalion, landscaping and irrigation. The street improvements will consist of the widening
of Ynez Road to full width between Rancho California Road and Tierra Vista Road and will include new
sidewalks along with additional turn lanes, traffic signal modifications at Ynez Road and Rancho California
Road, a new traffic signal at Ynez Road and Tierra Vista Road, and pavement restriping to improve traffic
circulation. Bids were opened on August 27 with Terra Cal Construction as the apparent low bidder. Staff
will recommend that City Council award a construction contract on September 22, 1998.
Construction is anticipated to begin in November 1998 with an estimated completion date of April 1999.
2. Winchester Road Sidewalk:
On September 3, the bids were opened and staff will be recommending award of a construction contract to
City Council on September 22. This project consists of the installation of sidewalks on the west side of
Winchester Road between Margarita Road and Winchester Creek Avenue.
Construction is anticipated to begin in October 1998 with an estimated completion date of December 1998.
5. Margarita Road Storm Drain:
This project was a part of the Overland Drive and Margarita Road Street Improvement Project. To expedite
the project, City Council authorized the staff to proceed to bid the storm drain system which is in Margarita
Road and to order the material (pipe). Staff has the material on order. This project consists of installing 2,000
lineal feet of storm drain in Margarita Road southerly of Winchester Road and discharging it into Long Canyon
Creek northerly of future Overland Drive intersection with Margarita Road. Due to the location of the
proposed storm drain in the paved section of Margarita Road, temporary pavement widening in Margarita
Road will be required to minimize the disruption of traffic. This widened roadway will remain in place until
the reconstruction and ultimate widening of Margarita Road occurs, later this year.
Construction is anticipated to begin in late September 1998 with an estimated completion date of November
1998.
4. 1-15/Winchester Southbound Off-ramp Widening:
On September 10, the bids were opened and staff will be recommending award of a construction contract to
City Council on September 22. This project consists widening the southbound off-ramp to provide an
additional left turn lane.
Construction is anticipated to begin in October 1998 with an estimated completion date of February 1999.
WORK INDESIGN:
1. 1-15/Overland Drive Overcrossing Improvement:
The roadway plans have been signed by Caltrans (District 8) and the structural plans have been signed by
Caltrans-Division of Structures. SCE has provided the City with a relocation plan for the SCE overhead
power lines. The SCE overhead power lines will be relocated concurrently with the construction of the
improvements. The City is currently in the process of acquiring right of way, utility easements, and temporary
construction easements necessary for the project. Staff anticipates bidding the project in October of 1998.
Construction is anticipated to begin in December 1998 with an estimated completion date of January 2000.
2. FY96-97 Pavement Management System:
Staff returned the plan check to the consultant on September 10. This project will provide street rehabilitation
of Jefferson Avenue from the northerly City limits to Rancho California Road. This project will also include
the installation of street lighting along the entire length of the project.
Construction is anticipated to begin in November 1998 with an estimated completion date of February 1999.
3. Winchester Road & Ynez Road Street Widening:
The consultant has returned the plan check comment back to Caltrans. The scope of work includes the street
widening improvements on the south side of Winchester Road between Ynez Road and Margarita Road, and
the improvements on the east side of Ynez Road between Winchester Road and Overland Drive.
Construction is anticipated to begin in November 1998 with an estimated completion date of July 1999.
4. Overland Drive Street Improvements & Margarita Road Street Widening:
The consultant has submitted lhe construction plans of the proposed improvements on Overland Drive between
Ynez Road and Margarila Road and Margarila Road from Overland Drive to Winchester Road for Riverside
County Flood Control. The storm drain system in Margarila Road has been separated from the project.
Construction is anticipated to begin in November with an estimated completion date of June 1999.
5. Margarita Road Sidewalk (Rancho Vista to Pauba):
The preparation of improvement plans is complete. The improvements will include the installation of concrete
curbs, gutter, and sidewalk along the west side of Margarila Road between Rancho Vista Road and Pauba
Road. The sidewalk will improve access to the Rancho California Sports Park. Also, as part of the design,
additive alternate improvements will include ADA ramp access from Margarita Road to the adjacent ballfields
along with an expanded parking area. The project is anticipated to bid in late September.
Construction is anticipated to begin in November 1998 with an estimated completion date of January 1999.
6. Winchester Road Median Islands:
The plans and specifications have been completed and submitted to Caltrans for approval. Since this
project is partially funded by STP, Caltrans approval is required prior to advertising the project for
bids. This project includes installation of median island and landscaping and irrigation along
Winchester Road between Enterprise Circle West and Jefferson Avenue along with the installation
of a traffic signal at Enterprise Circle West. Also, the existing median island at Jefferson Avenue will
be modified to provide for a longer left turn pocket for east bound traffic.
7. Pala Road Bridge:
A Consultant is in the process of preparing the preliminary documentation required by Caltrans to receive
HBRR Funds as well as performing utility research and design surveys. This project will include the
realignment of Pala Road from Highway 79 South to Rainbow Canyon Road, which will require that a new
bridge be constructed, two new traffic signals to be installed, the removal of one traffic signal, the installation
of sound walls, sidewalks, landscaping, irrigation, street lighting, bike lanes, signing, striping, channel
improvements, and provisions for Wetland Mitigation.
The project will be advertised in October 1998 with an estimated completing date of December 1999.
8. Traffic Signal at Rancho California Road and Via Los Colinas:
The plans and specifications have been completed and submitted to Caltrans for approval. Since this
project is partially funded by STP, Caltrans approval is required prior to advertising the project for bids.
The prqiect is scheduled to begin in the Fall of 1998.

The design of the perimeter infrastructure improvements are near completion. The utility
undergrounding has begun and installation of storm drain system will begin in mid-September.
The design of onsite grading for the mall and the power center is complete and a permit may be
issued.

POLICE DEPARTMENT ACTIVITY REPORT FOR August, 1998
The following report reflects Part One crimes, traffic enforcement and miscellaneous activity
occurring during August of 1998. Part One crime statistics are displayed by district within the City,
providing stable parameters for monitoring criminal activity, and aiding in planning police resource
deployment.
The Police Department issued 437 traffic citations last month, which compares with 584 issued in
August of 1997. The number ofinj ury collisions increased while the number ofnon-inj ury accidents
decreased this month as compared to August of 1997. Temecula experienced no fatal traffic
collisions in August. Arrests for driving under the influence of alcohol increased from August of
1997. Robberies decreased as did felony assaults compared to one year ago. Reported burglaries
and grant thefts decreased while autothefts increased slightly when compared to August 1997. The
total number of arrests made during the month are lower than in the previous year. This is due to
a change in the way the number of arrests are reported and recapped.
The Police Department responded to thirty-six "priority one" calls for service during the month of
August, with an average response time of approximately six minutes. A total of 2,493 calls for
police service were generated in the City of Temecula during the month.
During the month of August, the Temecula Police Department's storefront served a total of 247
people. The number of citizens utilizing this facility continues to remain steady. One hundred four
people were fingerprinted, five people made police reports, eighteen people had citations signed off
and four solicitor' s permits were issued. In addition, two three-day parking permits were issued to
residents pursuant to the new oversize vehicle ordinance.
POLICE DEPARTMENT ACTIVITY
August, 1998
Crime Prevention Officer Lynn Fanene wrote an article for the Valley Business Journal titled "Street
Sense... It's Common Sense," in addition to his duties at the Storefront Office.
Officer Fanene routinely provides public safety information to various community groups and this
month was no exception. During the month of August, Officer Fanene made a number of
presentations. On August 8, he made a Stranger Danger presentation to more than eighty children
at Mervyn's Annual Child Sphere Day. On August 19, he, along with members of the Mounted
Posse conducted a Stranger Danger a presentation to 300 students at Vail Ranch Middle School. On
August 22, he attended a Neighborhood Watch Block Party in Paloma Del Sol as well as Inland
Valley Regional Medical Center's annual Health Faire. On August 28, he made a safety presentation
at Mission Village Apartment's Crime Free Multi-Housing ceremony.
The POP Team of Officers Jeff Kubel and Steve Mike completed one TAG (Temecula Against
Graffiti) programs focusing on problem sites. Although no enforcement action was taken, this
program has proven to be successful as evidenced by the significant reduction in graffiti vandalism.
A Crime Free Multi-Housing certification was presented to Mission Village Apartments. This is of
particular significance because Temecula now has fifty pement of its apartment complexes certified.
Few cities in the state have reached this mark and Temecula is well on its way to certifying all of the
city's complexes.
Temecula Canine Officer Joey Nardone and his dog Hunter made a presentation at Inland Valley
Regional Medical Center's Annual Health Faire. Officer Nardone also made a presentation to the
Temecula Valley School Board on the subject of campus drug detection searches.
The POP Team also conducted a joint off-road vehicle enforcement program with Murrieta Police
Department. This ongoing program focuses on illegal offroading within the city and surrounding
areas. Programs focus on areas which have been identified as having problems with off roaders
either through citizen complaints or complaints from property owners. This months program
resulted in the issuance of four warnings. The program has proven to be successful as the team has
had a steady decrease in the amount of citations issued and contacts made with illegal off roaders.
Volunteers from the community continue to be an integral part of the Temecula Police Department's
staff. Under the guidance of volunteer coordinator Ed Bekas, the Police Department's volunteer staff
contributed 570 hours of service in August. Some of the duties volunteers assist with include
logistics, telephone answering, filing and computer entry and assistance with the TAG Program.
Another valuable volunteer resoume available to the police department is provided by the reserve
officer program and mounted posse. The police department utilizes reserve officers to assist with
patrol, traffic enforcement, crime prevention and a variety of special functions. Reserve police
officers worked a total of 305 hours during the month. Of this time, 197 hours were spent on patrol

108 hours were spent assisting on special programs such as TAG and the off-road vehicle program.
The posse contributed a total of 151 hours during the month on various special functions including
a great deal of support with the off-road enforcement program.
