at 6:01 P.M., on Thursday, May 13, 1999, in the City Council Chamber of Temecula City

COMMISSION CONSENT CALENDAR

RECOMMENDATION:
1.1 Approve the Minutes of Apdl 29, 1999
MOTION: Commissioner Connerton moved to approve the minutes. The motion was
seconded by Commissioner Markham and voice vote reflected approval with the
exception of Chairman Coe who abstained.
COMMISSION BUSINESS
2. Installation of "Multi-Way Stop" - Mar~ladta Road at De Portola Road
RECOMMENDATION:
2.1
That the Public/Traffic Safety Commission recommend that the City
Council adopt a Resolution establishing a "Multi-Way Stop" at the
intersection of Margadta Road and De Portola Road,
Senior Engineer Moghadam presented the staff report (of record); relayed that there
have been a considerable amount of accidents at the intersection of Margadta Road and
De Portola Road due to inadequate provision for safe left-turn movements during peak
hours; and for Commissioner Telesio, noted that most of the violations cited in the area
of discussion were right-of-way violations.
Commissioner Markham relayed concurrence with the need for this particular signal.
MOTION: Commissioner Connerton moved to accept staffs recommendation,
recommending that the City Council adopt a Resolution establishing a "Multi-Way Stop,"
at the intersection of Margadta Road and De Po'rtola Road. Commissioner Edwards
seconded the motion and voice vote reflected unanimous approval.
Discuss Scope of Work for the Proposed Meadowview Area Traffic
Circulation Study
RECOMMENDATION:
3.1
That the Public/Traffic Safety Commission provide input regarding the
scope of work for the proposed study for the Meadowview Area Traffic
Circulation.
Commissioner Markham advised that he would be abstaining with regard to this Agenda
Item, and therefore left the dais for this matter.
Commissioner Connerton relayed that in light of the City Council's determination to
include this particular area of study in the Capital Improvement Program (CIP)
consideration and the ensuing Traffic Circulation Study that the issue be further
addressed when the aforementioned study was complete.
For the record, Chairman Coe relayed that the concerns voiced from community
members in the area of discussion have been duly noted; clarified that it would be in the
best interest of the residents of the City of Temecula to consider the Meadowview area
in conjunction with the general Traffic Circulation Study; reiterated that the concerns of
the residents would not go unnoticed, but instead be engulfed in a study encompassing
a larger area; and noted that the issues of concern would be investigated.
Acting Director of Public Works Hughes relayed that the City Council has determined
that the scope of the study should include the surrounding areas of Meadowview and the
impacts thereof; noted that the study would encompass a larger area in order to obtain
more conclusive information; advised that staff had received direction to continue the
study until consideration for priodtization had been established within the CIP; and
relayed that the City Council workshop for consideration of the CIP will be on June 10,
1999.
Commissioner Connerton relayed that if a comprehensive study were done it would
render more effective data, enabling the City to effectively address the issues of concern
noted by the community members in the Meadowview area.
Acting Director of Public Works Hughes advised that at the time authorization and
funding for the study is secured that a priodty task be assigned to the consultant to
identify what areas outside of the Meadowview area impact or receive impact from the
Meadowview area.
Commissioner Connerton relayed a concern regarding adequately addressing the input
received from community members in the Meadowview area; and advised that the
Public/Traffic Safety Commission provide direction, recommending that the study
encompass areas of expressed community concern.
Acting Director of Public Works Hughes relayed that it is staffs recommendation to meet
with the Meadowview homeowners after funding and authorization for the study is
obtained in order to receive input with respect to their perceptive on points of focus for
the study, and to aid in defining the goals the study would encompass; and noted that
the City Council has postponed the study until the CIP program has been pdodtized.
Commissioner Edwards advised that due to the imminent mall opening and the
associated traffic impacts, it would be prudent to include that impact in the study in order
to obtain effective circulation data.
Acting Director of Public Works Hughes noted that although there would be no
immediate remedies for the Calle Pina Colada area, the City has begun to address the
aforementioned area with the installation of speed undulations, and increased
enforcement in the area.
For Commissioner Edwards, Police Sergeant DiMaggio relayed that concentrated
enforcement would be maintained; and noted for informational purposes that in the
Kahwea Road area fifteen citations were issued dudng a two-hour pedod, pdmadly to
residents.
Expressing concurrence with Police Sergeant DiMaggio, Commissioner Edwards
recommended that in light of the traffic study being postponed, that traffic enforcement
be maintained; and advised placing an officer in Ms. Chdstian's driveway, an expressed
area of community concern.
In response to Commissioner Telesio's comments, Chairman Coe relayed that dudng
the intedm pedod of waiting for the funding and authorization to conduct the traffic study
that the Public/Traffic Safety Commission could catalogue issues of concern for the
purpose of providing direction when the study is undertaken.
Commissioner Edwards relayed that the Cornmission will have an effective timeframe
once the City Council has reviewed the CIP.
In response to Chairman Coe's comments, Acting Director of Public Works Hughes
advised that input not be solicited until after direction has been determined by the City
Council; suggested that the Public/Traffic Safety Commission direct staff to agendize the
Calle Pina Colada issue for a July meeting, in order to further address issues of concern.
For the record, Senior Engineer Moghadam relayed a request from a community
member to agendize the closure of Calle Medusa; and queded whether in light of
Commission discussion, it would be the Commission's desire to address this issue in
July.
It was the consensus of the Commission to postpone the Calle Medusa matter to a July
Public/Traffic Safety Commission meeting.
MOTION: Commissioner Connerton moved to postpone the consideration regarding the
scope of the study in the Meadowview area until July when the Public/Traffic Safety
Commission receives direction from the City Council. Chairman Coe seconded the
motion and voice vote reflected approval with the exception of Commissioner Markham
who abstained.
TRAFFIC ENGINEER'S REPORT
Senior Engineer Moghadam updated the Commission on the completed short-term
projects. as follows: the signs on Winchester Road directing traffic to the freeway have
been installed, the dual left-tums northbound on Margadta Road at Rancho California
Road have been installed, and by week's end the rephasing and restdping project at
Jefferson and Winchester Roads would be completed.
POLICE CHIEF'S REPORT
Police Sergeant DiMaggio invited input from the Commission regarding development of
a high school program addressing the issue of drinking and ddving in light of the
upcoming graduation season.
FIRE CHIEF'S REPORT
Fire Battalion Black noted that the Voor Borg Fire Bdgade would be visiting the City of
Temecula, relaying the various activities they will be involved with.
COMMISSION REPORTS
Commissioner Connerton relayed conveyance of several calls concerning
excessive delays at North General Keamy due to the earthmovers activity dudng
peak pedods; and queried whether the earthmovers activity could be staggered
dudrig peak hours in order to reduce the traffic impact.
Commissioner Markham relayed that the City of Muraleta has revised its Traffic
Circulation Update, which encompassed various areas of concern of the City of
Temecula (i.e., the continuation of Ynez Road); and relayed that he would
provide copies of the update to staff and the Commission.

In response to Commissioner Edwards comments regarding difficulty with
respect to egress from the Palm Plaza Center, specifically, tuming left onto Ynez
Road (traveling northbound). Senior Engineer Moghadam relayed that the left-
turn pocket is proposed to be lengthened further south.
For Chairman Coe, Senior Engineer Moghadam relayed that ultimately them will
be no provision for left-turn movement from the Made Callender's Restaurant
parking lot.
E. Chairman Coe recommended that the Bedford Court left-turn signal be studied.
Commissioner Edwards recommended that the Public/Traffic Safety Commission
and the Public Works Department be involved in the dedication ceremony of the
Pond Project.
Commissioner Markham relayed that the Board has awarded the 79 South
missing link contract, noting that construction will begin on June 1, 1999.

1. Proposed Capital Improvement Proclram for the Fiscal Years 2000-2004
RECOMMENDATION:
1.1
That the Public/Traffic Safety Commission review and discuss the
proposed Capital Improvement Program for the Fiscal Years 2000-2004,
Acting Director of Public Works Hughes relayed that the Circulation Projects within the
proposed Capital Improvement Program (CIP) would be presented to the Commission
for their review and input; noted that, thereafter, the Commission's comments would be
forwarded to the City Council for their review on June 10, 1999; advised that the projects
have been categorized, as follows: A) Projects that have been completed (or will be
completed during this fiscal year), B) Projects that are under construction, C) Projects
that are under design that will be entirely funded, inclusive of design, study, and
construction, D) Projects that are under design that will be funded solely for the design
portion of the project, with no current availability. for funding of the construction (clarified
the rationale for including this type project in the CIP as for the purpose of being
prepared to apply for applicable grant funding), and E) Future projects, solely identified,
without current availability of funding for the design, study, or construction of the project.
By way of slide overheads (operated by Senior Management Analyst Papagolos), Acting
director of Public Works Hughes presented the proposed Circulation portion of the CIP,
presenting the projects in categorical order, and as listed in the CIP.
A. Completed Projects (during the fiscal year)
- I-15 Bddge Widening, and southbound Loop-Ramp Project at Rancho
California Road (Phase I)
- Southbound Ramp Widening Project at Winchester Road (Phase I)
- The Median Island on WincheSter Road, west of Jefferson Avenue
- The Front Street Widening, south of Rancho California Road -ties into
the Old Town Project
- Traffic Signals completed (dudng the fiscal year):

Commissioner Markham specified that the replacement of street signs project would also
be inclusive of Santiago Ranchos and Santiago Estates.

Extension of Diaz Road to Date Street
- The Mumeta Bddge Crossing (between Rancho California Road and
W~nchester Road)
- The Diaz Road Re-alignment to Vincent Moraga Road
- The Jefferson Avenue Median Project from Santa Gertrudis Creek to
Rancho California Road
- The Rancho California Road Wsdening east of Meadows Parkway
- The Winchester W~dening between Jefferson Avenue and Enterprise
Circle West
- Pauba Road Improvements (Phase II) - this project would include
additional widening along Pauba Road in order to serve the proposed
Library site
- Replacement of two Traffic Signal Controllers (not currently Y2K
compliant)
- Additional Signal Interconnect Conduits - along Margadta Road, and
vadous remote areas on the outskirts of the City.
- Intersection Traffic Monitoring System (which would include remote
cameras at intersection locations in order to monitor traffic from City Hall)
- Traffic Signals:

With regard to the VVinchester Road Widening Project, Commissioner Markham
recommended that after completion of the Ovedand Bridge Project, that a
dedicated right-turn lane be installed (eastbound on VVinchester to southbound
on Jefferson Avenue) in order to direct traffic to Overland, relaying that the
current landowner has expressed a willingness to dedicate the right-of-way area;
and further recommended that the project be pdoritized to Pdodty I, specifically,
at the east end of the Enterprise Circle Loop and Jefferson Avenue.
In response to Commissioner Telesio's comments with regard to the signal at
Margarita,'Pio Pico Roads, Acting Director of Public Works Hughes relayed that
pdor to awarding that particular project, staff will bdng a report forward to the City
Council at the June 22, 1999 City Council meeting in order to address the
warrants for the signal and to present the schedule for the completion of
Meadows Parkway to Highway 79 South.
D. Project Under Desicln (funded for desion only)
- Murrieta Bridge Crossing (north of Winchester Road) - potentially
located at Date Street or Cherry Street
- 1-15/79 South Ultimate Interchange - to include funding to bdng the
project report to completion, and to begin funding for the design services
- Widening of Pala Road (south of Pala Road Bridge)
- Feasibility Study which would potentially culminate into the design for
an Overpass Crossing of Iol 5 at Date Street, Cherry Street or at an
alternate location
- Widening Improvement of Margarita Road from Pio Pico Road to
Highway 79 South
Widening of Rancho California Bridge over Mumeta Creek
- Design of Butterfield Stage Road (Phase I) - contingent upon the
successful formation of an assessment distdct
- La Paz Street Widening from Ynez Road to Highway 79 South
In response to Senior Engineer Moghadam's querying, with regard to the Butterfield
Stage Road Extension Project, Deputy Director of Public Works Parks clarified that the
first phase would be from Nicolas Road to Rancho California Road (although the map
denotes La Serena Way); noted that the second distdct would be from Nicolas Road to
Murdeta Hot Spdngs Road, and then an extension of Murrieta Hot Springs Road to the
County line; and advised that this assessment distdct would be contingent upon
approval of the Rodpaugh Ranch Specific Plan.
W~th respect to the Butterfield Stage Road extension, with regard to the timing and
phasing of the project, Commissioner Markham suggested that staff investigate
pdoritizing the southerly portion of the project (from Randno California Road to La
Serena Way, and then La Serena Way to the completed Bypasses) in order to attract
traffic to the Calle GerasoI-Calle Chapos-Walcott Lane Bypass.
E. Future Proiects (not funded)
- Mumeta Creek Improvements (Phase I and II)
1-15 additional Interchange at Santiago Road
- Margarita Road Improvements (Phase II) from Pauba Road to Pio Pico Road
- Meadowview (North) Circulation Study
- Temecula Creek Crossing which would provide additional access to Highway
79 South in the southerly portion of the City
- Ynez Road Widening from Rancho Vista to La Paz
-Westem Bypass (Phase I and II)
For Commissioner Telesio, Commissioner Markham provided additional clarification
regarding the Temecula Creek Crossing Project.
VVith respect to Commissioner Telesio's comments regarding the Bike Path Project,
Commissioner Markham specified that the project would be in compliance with the
General Plan; and advised that the project be considered in conjunction with the
Jefferson Avenue Median Project (and the associated turn lanes) in order to alleviate
any restrictions the median would impose on the installation of the bike paths, and,
additionally, in conjunction with the overall circulation in order to determine whether the
bike paths are still appropriate in the Jefferson Avenue/Ynez Road area; and suggested
relayed vadous alternate sites for the bike paths.
Regarding the above-mentioned Bike Path Project, Acting Director of Public Works
Hughes advised that the project has been brought forward by the Temecula Community
Service Department (TCSD) due to the obtaining of appliceble grants to fund this
particular project; and relayed that he would forward the Commissioners comments to
TSCD.
Deputy Director of Public Works Parks relayed that in order to qualify for certain federal
funding and particular grants there is a requirement to provide provision for alternative
transportation sources, advising that the funding of this particular project may be based
on specific criteria,
Chairman Coe recommended that the bike paths be installed, as proposed.
With regard to the Diaz Road Extension to Date Street, Commissioner Markham advised
that since Date Street will not go across the creek between Diaz Road and Adams
Avenue, that there be consideration to extend the extension to Elm Street, in light of the
fact that the City of Mumeta is considering an Elm Street Overcrossing.
Acting Director of Public Works Hughes advised that the City of Temecula is in the
continued process of meeting with the City of Mumeta to form an agreement on the
crossing of Murrieta Creek; and relayed that although the aforementioned extension's
location could be modified, the City of Temecula needs provision of a north/south
connection west of Mumeta Creek.
VV~th regard to the I~15/South Ultimate Interchange (denoted on page 45 of the CIP),
Commissioner Markham advised that the map graphic should correctly reflect the intedm
alignment.
Commissioner Markham advised that with respect to the I-15 and Rancho Califomia
Road Interchange Additional Improvements (denoted on page 48 of the CIP) that an
additional on-ramp (westbound to southbound loop) at the Steak Ranch location be
added into the CIP, although the project would entail relocating an existing building.
With respect to the 1-15 and Santiago Road Project (denoted on page 49 of the CIP),
Acting Director of Public Works relayed, for Commissioner Markham, that this project
would be funded solely for the feasibility study, relaying that there would be no current
funding for the design or construction, noting that the study would evaluate the area; and
advised that it could potentially be determined that no additional improvements may be
feasible.
Commissioner Markham noted that the map graphic (denoted on page 63 of the CIP),
should reflect the westbound to southbound I-15 Winchester Road on-ramp.
Regarding the Ynez Road Widening Project from Vista Road to La Paz Road (denoted
on page 109 of the CIP), Commissioner Markham recommended there be consideration
of measures to mitigate the potential acoustic impact to the adjacent neighborhood area
(i.e., berming, walls.)
With respect to the Margadta Road Improvement Project, (denoted on page 68 of the
CIP), Commissioner Markham recommended that the project be pdodtized as Pdodty 1;
and advised that since Pio Pico Road is currently being utilized as a cut-through street
that there be consideration to install a cul-de-sac in order to adequately address the
situation
For informational purposed, Senior Engineer Moghadam relayed that the warrant
analysis for the intersection at Pio Pico Road/De Portola Road revealed that 240
vehicles a day utilize that particular portion of Pio Pico Road.
Commissioner Telesio advised that the aforementioned area of discussion be further
analyzed after the construction on Highway 79 South is complete.
With regard to the Murdeta Creek Bddge Analysis Project (denoted on page 71 of the
CIP), Commissioner Markham advised that further analysis be performed in order to
investigate augmenting the tum-lane capability at Via Montezuma and Rancho Way at
the connection to Jefferson Avenue in order to direct traffic to Ovedand Ddve, relaying
that due to the width of the aforementioned streets there is no existing provision for
turning movements.
Commissioner Markham queded with respect to the Mumeta Creek Bddge Crossing
Project (denoted on page 73 of the CIP), regarding the denotation of Date Street as the
proposed crossing, relaying that it could potentially be Cherry Street.
For Commissioner Markham and Police Sergeant DiMaggio, Acting Director of Public
Works Hughes relayed that the First Street Bddge Project is currently denoted in the CIP
as a Redevelopment Project, noting that the project will be funded by Redevelopment;
and confirmed that the aforementioned connection would be at Pujol Street.
For Police Sergeant DiMaggio, Commissioner Markham advised that in conjunction with
the aforementioned project there would be a Pujol Street Widening Project.
In response to Police Sergeant DiMaggio's concern with regard to high rates of vehicle
speed at Pujol/Main Streets, Acting Director of Public Works Hughes advised that a
warrant analysis of Pujol/Main Streets could be conducted in light of the 1= Street Bddge
Project, noting that the results of the analysis could be breught back before the
Commission for their input.
For Commissioner Markham, Acting Director of Public Works Hughes provided
additional clarification regarding the pedestrian/bike overcrossing at Rancho Califomia
Road; and relayed that the aforementioned project has been categodzed as a future
project with no funding for study, design or construction.
For Chairman Coe, Commissioner Markham previded additional clarification regarding
the potential of Via Eduardo tying into Rainbow Canyon.
For Chairman Coe, Deputy Director of Public Works Parks clarified the location of the
proposed school sites.
Commissioner Markham advised that the Murrieta Creek Improvements Phase I and II,
denoted as a Circulation Preject should be categodzed under Infrastructure.
For Commissioner Telesio, Senior Engineer Moghadam specified that the Rancho
California Road Widening Project (denoted on page 83 of the CIP) would be widened to
four lanes without a median.
For Commissioner Markham, Deputy Director of Public Works Parks relayed the
potential site for the proposed Fire Station.
After additional clarification from Deputy Director of Public Works Parks, Commissioner
Markham advised that the previously discussed Via Eduardo Project be added to the
Circulation Element initially, as opposed to adding it directly to the CIP.
For clarification, Acting Director of Public Works Hughes reiterated the Commission's
comments, inviting their additional input, as to the specific Commission
recommendations that staff would relay to the City Council, as follows:
That the previously discussed Rainbow Canyon Project should be included in
the CIP for the purpose of diver~ing traffic from Highway 79 South
That an additional southbound on-ramp at the I-15 Rancho California
Interchange Project be added to the CIP
After additional discussion the recommendation regarding re-pdodtizing the
Rancho California Bridge Widening Preject was to recommend that the
project be pdodtized as Pdodty II.
After additional clarification from Deputy Director of Public Works Parks, it
was the consensus of the Commission to pecommend inclusion as a future
project in the CIP, the addition of a Diaz Road Improvement adjacent to the
Creek, specifically, to include a four-lane Widening Project in this particular
area.
Acting Director of Public Works Hughes noted that the following comments have been
duly noted, but would not be relayed as recommendations to the City Council:
> Recommended analysis of the Pio Pico Road area after the surrounding
improvements are complete.
Recommended analysis to provide turning movements at Jefferson Avenue
dependent on the location of the Mumeta Bddge Crossing.
That the comments regarding the bike paths would be addressed by staff
further investigating the matter and then bdnging additional information
regarding the project back to the Commission pdor to the initiation of the
project.
For Mr. Kenneth Ray, 31647 Pio Pico Road, Acting Director of Public Works Hughes
clarified the process and timing of the Pio Pico Road Signal Project; noted that the Street
Sign Project for Santiago Estates, Santiago Ranchos and the Los Ranchitos area is in
the process of being prepared for bid; advised that the Santiago Extension Project
Between Ynez and Margadta Roads is part of the Circulation Element, ultimately
identified as a necessary route, relaying that this particular project is not part of the five-
year CIP; and clarified the procedure for assessment distdct fees.

Request for Traffic Signal Controls - Santiago Road at "C" Street
RECOMMENDATION:
That the Public/Traffic Safety Commission deny the request for installation of a traffic signal at
the intersection of Santiago Road and "C" Street.
BACKGROUND:
In February 1999, Staff received a request from Mr. Frank Miklas, representing St. Catherine of
Alexandria Catholic Church, to evaluate the possibility of signalizing the intersection of Santiago
Road at "C" Street. The traffic signal was requested to provide a controlled access for
parishioners from "C" Street onto Santiago Road. An evaluation of traffic conditions was
performed that revealed the existing traffic volumes did not satisfy the minimum warrant criteria
for use of traffic signal controls. Mr. Miklas, was informed of the results of the evaluation in a
letter dated March 3, 1999.
In April 1999, a second request was received from Mr. Miklas to evaluate the possibility of
signalizing the intersection. Again the primary concern was the ability for parishioners to access
Santiago Road from "C" Street. Also, Mr. Miklas believes that when the construction ofthe new
church facility is completed, farther delays will be created at the intersection for parishioners
accessing Santiago Road. The proposed church facility is expected to accommodate approximately
one thousand (1,000) parishioners.
An evaluation of traffic conditions has been performed to determine if this intersection satisfies the
minimum warrant criteria for the installation of traffic signals. This includes an evaluation of both
"Weekday" and Sunday traffic volumes at the intersection.
Santiago Road is identified on the City's Circulation Element as a 76 foot wide four lane Major
Highway with a 12-foot wide raised median. Currently, Santiago Road at "C" Street is
approximately 76 feet wide east of the intersection and 60 feet wide west of the intersection with
one-travel lane in each direction and a two-way left turn lane. The speed limit is posted at 45
MPH on Santiago Road.
"C" Street is a 40-foot wide cul-de-sac street that provides access to the Temecula Cemetery and
St. Catherine of Alexandria Catholic Church.
The justification for the installation of a traffic signal at an intersection is based on a series of eleven (11)
warrants that have been established by Caltrans. Satisfying any one of these warrants, or a combination
of warrants, could be justification for the installation of a traffic signal. These warrants are contained in
the Caltrans Traffic Manual that has been adopted by the City of Temecula as a guideline to be used in the
evaluation and installation of various traffic control devices, including traffic signals and "Stop" signs.
The "Weekday" traffic signal warrant analysis performed for the intersection indicates that none of the 11
warrants are satisfied, either eighty percent (80%) or one hundred percent (100%). Therefore, under this
"typical" analysis a traffic signal is not justified at this intersection. A copy of this analysis is included as
Exhibit "C".
The "Sunday" traffic signal warrant analysis performed for the intersection indicates that Warrant 1-
Minimum Vehicular Volume is satisfied one hundred percent (100%) and Warrant 2-Interrruption of
Continuous Traffic is satisfied eighty percent (80%). A copy of this analysis is included as Exhibit "D" .
Although the "Sunday" analysis indicates that traffic signal warrants are satisfied, the volumes shown
represent only eight hours of one day of a seven day week. The traffic volumes for the other six days of
the week do not justify a traffic signal. The satisfaction of any warrant is not necessarily a justification to
signalize an intersection. Experience shows that traffic signals often create additional delays, congestion,
and an increase in the potential for rear-end accidents. At locations where there is no clear evidence of
the need for right-of-way assignment, such as Santiago Road at "C" Street, driver compliance of the traffic
signal is often abused. This could result in vehicles "running the red" traffic signal display.
This location does not appear on the City's Traffic Signal Priority List of future signalized intersections
therefore, funding is not immediately available to construct this traffic signal. Additionally, there are other
locations on the priority list that have a higher priority and provide a greater benefit to the overall motoring
public. Therefore, Staff recommends denial of the request for a traffic signal at the intersection of Santiago
Road at "C" Street.
Alternate Recommendations:
Since a traffic signal at this location provides a direct benefit to the church, the cost for the design,
construction and maintenance of the traffic signal, if approved, should be borne by St. Catherine of
Alexandria Catholic Church. In order to address the parishioners concerns for potential delays attributed
to the construction of the new church facilities, the traffic signal would need to be operational prior to
completion of these improvements. The cost for the design, construction, inspection and contract
administration is approximately $120,000.
A secondary alternative would be to utilize uniformed police officers during the Sunday peak hours to
direct traffic at the intersection. The cost for providing this traffic control should be borne by the church.

Traffic signals are recommended where there is strong evidence that overall traffic safety can be
improved. tit at locations where entering traffic is significantly delayed. Moreover. traffic signals are
recommended at locations where traffic conditions satisfy certain criteria called "warrants". Traffic
engineers have devehlped these warrants over a number of years after reviewing literally thousands of
]llcatit}ns.
'Fhese warrants recognize that signals do not guarantee safety. They only assign right-of way on a
rl~tatmg basis. depending on traffic flow. Experience indicates that when traffic conditions satisfy these
criteria. safety can be enhanced. When signals are installed at locations where these criteria are not
met. slttety can be. and often is cornpromised.
Our evaluation of traftic conditk~ns indicates that traffic volumes are below the minimum values needed

I have received your correspondence, dated March 3, 1999, regarding our request for a traffic
signal at the intersection of Santiago Road and "C" Street. Having spent 32 years with the
California Highway Patrol, I am well aware of the procedures involved for placement of a traffic
signal. While I agree that there is no strong evidence of a traffic safety problem, there nonetheless
exist a potential for serious accidents at the intersection.
In my first conversation with Mr. Gonzales, I related that the incident of traffic accidents would
demonstrate very few, if any, accidents at the intersection. As a representative of St. Catherine's
Church, our primary concern is the potential for serious collisions. Our concerns are justified for
several reasons. Currently, St. Catherine is in the process of constructing a new Church that will
accommodate over 1000 parishioners during a particular religious services. This will create a
significant traffic jam and potential for a serious accidem.
Over two handred vehilcles enter and exit "C" street six times during the weekend. The same
traffic will occur on holidays and other church sponsored religious functions. When the new
church is completed later this year. this number will go to over four hundred vehicles and close to
1000 parishioners that will be utilizing the intersection. Again. an addtional six times for the
religious services. As you know, Motorists tend to take unnecessary chances when confronted
with time-consuming traffic jams.
Therefore, St. Catherine has taken it upon herself to direct traffic at the intersection. With the lack
of a signal light. we felt obligated to our Parishioners to expedite traffic in a safe and reasonable
manner. This. we are sure. has affected traffic. This accounts for the low frequency of Traffc
Collisions at that location. This is being done in a effort to ensure the motoring safety of
Parishioners.
The situation demands a solution. The only viable answer is a SIGNALIZED CONTROLLED
INTERSECTION. We realize a signal light is expensive, but the dividens in terms of property
damage and potential for serious injury is more than compensated. The intersection, with some
modifications, will enhance the expeditious flow of traffic with the adoption of a signal light.

Request for Multi-Way Stop Controls - Via Cordoba between Redhawk
Parkway and Via Del Coronado
RECOMMENDATION:
That the Public/Traffic Safety Commission deny a request for Multi-Way Stop Controls at the
following intersections:
1. Via Cordoba at Corte Zorita;
2. Via Cordoba at Loma Linda Road; and
3. Via Cordoba at Corte Bravo/Via Salito.
BACKGROUND:
At the Public/Traffic Safety Commission meeting of March 11, 1999, a request was received from Mr.
Brace Fosdike, representing the Bridlevale Homeowners Association, to evaluate the need for Multi-Way
Stop controls at intersections along Via Cordoba due to increased traffic volumes and speeds.
An evaluation of traffic conditions has been performed to determine if the intersections along Via Cordoba
satisfy the minimum warrant criteria for the installation of Multi-Way Stop controls. The evaluation
included 24-hour traffic volume counts and a survey of vehicle speeds on Via Cordoba from Corte Rosa
to Corte Zorita and Corte Alegra to Via Lucia.
Via Cordoba is a 44-foot wide residential street that functions as a residential collector providing direct
access to Redhawk Parkway, Via Del Coronado, Loma Linda Road and ultimately other regional roadway
facilities. The speed limit is posted at 25 MPH on Via Cordoba between Redhawk Parkway and Via
Coronado.
Corte Zorita is a 40-foot wide residential street that provides direct access to Via Cordoba. The prima
facie speed limit is 25 MPH on Corte Zorita.
Loma Linda Road is a 40-foot wide residential street that functions as a residential collector providing
access between Via Cordoba, Redhawk Parkway and Pala Road. The speed limit is posted at 25 MPH on
Loma Linda Road between Via Cordoba and Via Del Coronado. The speed limit is not posted between
Via Del Coronado and Pala Road.

facie speed limit is 25 MPH on Corte Bravo.
Via Salito is a 40-foot wide residential street that functions as a residential collector providing access
between Via Cordoba and Redhawk Parkway. The prima facie speed limit is 25 MPH on Via Salito.
The Caltrans Traffic Manual indicates that the Multi-Way Stop installation may be useful at locations where
the volume of traffic on intersecting roads is approximately equal and/or where a combination of high
speed, restricted sight distance and an accident history indicates that assignment of right-of-way is
necessary. Multi-Way Stop controls should not be used for controlling vehicle speeds. There are three
(3) criteria that Caltrans has established for the evaluation of Multi-Way Stop signs. These criteria are as
follows:
Where signals are warranted and urgen~y needed, the multi-way stop may be an interim measure
that can be installed quickly to control traffic while arrangements are being made for the signal
installations.
An accident problem, as indicated by five (5) or more reported accidents within a twelve (12)
month period of a type susceptible to correction by a multi-way stop installation. Such accidents
include right and left-turn collisions as well as right-angle collisions.
3. Minimum Traffic Volumes
The total vehicular volume entering the intersection from all approaches must average at
least 500 vehicles per hour for any eight (8) hours of an average day, and
The combined vehicular and pedestrian volume from the minor street or highway must
average at least 200 units per hour for the same eight (8) hours, with an average delay to
minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour,
but
When the 85-percential approach speed of the major street traffic exceeds 40 miles per
hour, the minimum vehicular volume warrant is 70 percent of the above requirements.
The Multi-Way Stop warrant analysis performed for each of the intersections indicates that the applicable
warrant criteria is not satisfied and Multi-Way Stop signs are not justified on Via Cordoba at Cone Zorita,
Loma Linda Road or Corte Bravo/Via Salito. Copies of the analyses are included as Exhibits "B" , "C ",
and "D".
The speed survey performed in May 1999, for Via Cordoba indicates an 85m percentile speed of 33 MPH
between Cone Rosa and Cone Zorita. Similarly, an 85th percentile speed of 33 MPH was observed on the
Corte Alegra to Via Lucia segment. Copies of the surveys are included as Exhibits "E" and "F" .
Although the data indicates that some speeding does occur on this roadway, the majority of drivers are
travelling at a reasonable and prudent speed for conditions on Via Cordoba. Moreover, the 85a~ percentile
speeds observed on Via Cordoba are enforceable and are consistent with vehicle speeds observed on other
City streets that are primarily residential. Based on the results of the speed data collected, the posted speed
limit of 25 MPH is appropriate for conditions and no changes to the speed limit are necessary.
Staff recommends denial of the request for Multi-Way Stop signs on Via Cordoba at the requested locations
and continued use of the radar trailer and enforcement of the existing speed limit.

WORK UNDER CONSTRUCTION:
1. 1-15/Rancho California Road Interchange Modifications:
This phase of the Rancho California Road loop ramp project improvement is now complete. The landscape
maintenance period has begun and the contractor is correcting punch list items. On April 2, 1999, the City
submitted plans and specifications for additional ramp improvements to Caltrans for review. The additional
work proposed is as follows: Widen both the southbound and northbound on-ramps to two lanes, widen the
north side of Rancho California Road from Ynez Road to the northbound on-romp to provide an additional la~
and optional westbound fight turn lane, and modify the existing median island just east of Front Street to extend
the existing left-turn pocket. The City will be accelerating this new work so it can be included in the Raneho
California Road loop ramp permit.
2. Margarita Community Park Phase I:
The park dedication was April 22. The project improvements include restrooms, parking areas, picnic areas,
play equipment, tennis courts, a roller hockey rink, hallfields, lighting, picnic shelters, sidewalks, landscaping
with open turf areas as well as widening Margarita Road adjacent to the park to its ultimate width. The project
is completed and is currently in a 90-day landscape maintenance period.
3. Old Town Streetscape Project
The street improvements have been completed. A punch list and other detail items are now being worked on
by various contractors.
4. 1-15/Winchester Southbound Off-ramp Widening:
The contractor has completed the second phase of paving on the southbound exit ramp consisting of widening
the southbound off-ramp to provide an additional left tern lane. The City is currently designing an auxiliary
exit lane for the southbound 1-15 Freeway off-ramp north of the Santa Gertrudis Creek. This will allow for
significantly more vehicle storage off of the freeway. This design has been submitted to Caltrans for approval.
5. Temecula Duck Pond Park:
Onsite park improvements are nearly complete with some items remaining to be completed around the pond
and park area. The trees and shrubs have been planted and the turf areas will be hydroseeded in the first week
of June. It is anticipated that the paving operation on Ynez Road will be completed the last week of May.
Unstable subsurface soil conditions in Ynez Road have delayed roadwork. Park improvements include a
gazebo/bandstand, picnic facilities, a restroom, walkways, a parking lot, security lighting, monumentalion,
landscaping and irrigation. The street improvements will consist of widening of Ynez Road full width between
Rancho California Road and Tierra Vista Road and will include new sidewalks, additional torn lanes, traffic

6. Margarita Road Sidewalk (Rancho Vista to Pauba Road):
Construction of the curb, guitar and sidewalk are complete and a few items remain to be completed on the
landscape portion of the work. Paving operations on Margarita Road are scheduled to take place the week of
May 17. The improvements include the installation of concrete curbs, gutter, and sidewalk along the west side
of Margarita Road between Rancho Vista Road and Pauba Road. The sidewalk will improve access to the
Rancho California Sports Park. Also, as pan of the design, additive alternate improvements will include ADA
ramp access from Margarita Road to lhe adjacent ballfields along with an expanded parking area.
Completion is scheduled for June 1999.
7. Winchester Road & Ynez Road Street Widening:
The contractor has installed the concrete curbs along Winchester Road and Ynez Road and is placing base in
the proposed roadway. The electrical sub-contractor is continuing to place streetlight and traffic signal
conduits.
Construction is scheduled to be completed in August 1999.
8. Overland Drive Street Improvements & Margarita Road Street Widening:
The contractor has completed the box culvert at Overland Drive and is grading the Long Canyon Creek
channel. A new detour for the construction of the box culvert at Margarita Road is in place. The electrical
sub-contractor is continuing to place street light and traffic signal underground.
Construction is scheduled to be completed in August 1999.
9. Winchester Road Median Islands and Enterprise Circle Traffic Signal:
The final walk through will be held on Monday, May 17. The project includes the installation of a median
island, landscaping and irrigation along Winchester Road from Jefferson Avenue to 900' west. The new
median island at Jefferson Avenue will be constructed to provide tbr a longer left turn pocket for northbound
traffic.
Construction is now substantially complete.
10. Traffic Signal at Rancho California Road and Via Las Colinas:
The traffic signal was turned on May l 1, 1999, and the project is complete.
I1. i-15/Overland Drive Overcrossing Improvement:
The contractor will be performing the ti31lowing construction operations: Re-construction of 1,000 feet of
Jefferson Avenue in three distinct phases, sewer line installation, construction of bridge falsework (Includes
the installation of columns and beams necessary to support construction loads), construction of bridge
abutments, grading for abutment approaches, and storm drain improvements. The project includes
construction of an 800-foot bridge over I-~S. installing a new traffic signal at Overland Drive and Jefferson

Construction began in February 1999 with an estimated bridge opening of late October 1999

12. Pala Road Bridge:
The pile driving operations are complete and preparation of the bridge tbundation continues.
This project will include realignment of Pala Road from Highway 79 South to Rainbow Canyon Road,
including a new bridge, installation of two new traffic signals, the removal of one existing traffic signal,
sidewall~, landscaping, irrigation, street lighting, bike lanes, signing, striping, channel improvements, and
provisions for Wetland Mitigation. It is anticipated that the new bridge will be open for vehicle traffic by
January 2000.
Construction began March 1, 1999 with an estimated completion date of March 2000.
13. Tennis Court Lighting at Temecula Valley High School
A pre-construction meeting was held on April 29 and the contractor will start work after high school
graduation, which will be on Monday, June 28. This project will install tennis court lighting along with
landscaping, irrigation, fencing, striping, and minor concrete work at Temecula Valley High School.
Construction will begin on June 29 1999, with an estimated completion date of August 1999.
14. Rotary Park
A pre-construction meeting will be conducted the end of May and construction to start in June. This project
will install a picnic shade structure, picnic tables, fencing, concrete and drainage structures.
Construction is anticipated to begin in June and be completed by the end of August.
OUT TO BID:
1. Traffic Signals on Margarita Road at Pio Pico Road and at Pauba Road
Design is complete, and authorization to advertise for public bids was granted by City Council on May
11,1999. Bids will be opened June 10~ 1999.
WORK IN DESIGN:
I. FY96-97 Pavement Management System:
Shaft' received final plans from the consultant. Staff will add the design to pave Winchester Road from
Jefferson Avenue to Diaz Road to the project plans and specifications. This project will provide street
rehabilitation of Jefferson Avenue from the northerly City limits to Rancho California Road and on Winchester
Road from Jefferson Avenue to Diaz Road. This project will also include the installation of street lighting
along the entire length Jefferson Avenue.

2. Pujol Street Sidewalk, Curb & Gutter:
The survey is complete and City staff is currently designing the project. The design is 70% complete.
3. Street Name Sign Replacement - Phase l
Design plans and specifications for this project are complete. The project will be advertised the first of June.
This project will replace existing street name signs in the Santiago Estates area with new plastic molded signs.
4. 1-15 Southbound Off-Ramp Widening at Winchester Road
The City Council approved the Consultant's design contract at the February 9 meeting. Phase I will add on~
(1) southbound lane on the 1-15 Freeway and widen the northbound on-ramp to two lanes. Phase II will widen
the bridge over the Santa Gertrudis Creek at the southbound off-ramp. On May 11, 1999, City Council
authorized staff to solicit bids once Caltrans approves the plans and specifications.

6. Butterfield Stage Park Improvements
This project is currently being designed and is approximately 90% complete. This project will construct a
basketball court near the existing parking lot.
7. Old Town Southside Parking Lnts
The project is currently being designed in-house. This project consists of two (2) proposed parking lo~s. One
will be located on the west side of Front Street just north of Second Sweet, and the other lot is located on the
south side of Fourth Street west of Front Street.
8. Santa Gertrudis Creek Trail Undercrossing
The project design is now complete. This project will construct a bike trail in the existing Santa Gemdis
Creek under Winchester Road (Hwy. 79N) bridge.
9. First Street Bridge
Final construction drawings are complete, construction advertisement is scheduled for May 1999.

Also, City Maintenance staff responded to 48 service order requests ranging from weed
abatement, tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings. This is
compared to 27 service order requests for the month of March,1999.
The Maintenance Crew has also put in 48 hours of overtime which includes standby time, special
events and response to street emergencies.
The total cost for Street Maintenance performed by Contractors for the month of April, 1999 was
$35.943.00 compared to ~29,481.35 for the month of March, 1999.

Estimated bridge opening is late October 1999.

The bridge improvements continued with the completion of both bridge abutments, The pier wall will be
completed the first week of June. Construction of the grouted rock slope protection (Rip-Rap) has begun and
will continue through June. Materials fi~r the underground utility improvements have been delivered and
construction of the waterlines will begin mid June.

7. Butterfield Stage Park Improvements
This project is curren~y being designed and is approximately 90% complete. This project will construct a
basketball court near the existing parking lot.
8. Old Town Southside Parking Lnts
The project is currently being designed in-house. This project consists of two (2) proposed parking lois. One
will be located on the west side of Front Street just north of Second Street, and the other lot is located on the
south side of Fourth Street west of Front Street.
9. First Street Bridge
Final construction drawings are complete; construction advertisement is scheduled for May 1999.
10. Citywide Bike Path Cunstruction
The design of this project is complete. This project will stripe bike lanes along Jefferson Avenue from Rancho
Cali/brnia Road to Sanborn Avenue, Ynez Road from Tower Plaza North to Overland Drive, and Rancho
California from Margarita Road to Riesling Court.

Also, City Maintenance staff responded to 37 service order requests ranging from weed abatement,
tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings. This is
compared to 48 service order requests for the month of April, 1999.
The Maintenance Crew has also put in 92 hours of overtime which includes standby time, special
events and response to street emergencies.
The total cost for Street Maintenance performed by Contractors for the month of May, 1999 was
$132,096.77 compared to $35,943.00 for the month of April, 1999.
