CALL TO ORDER
The City of Temecula Public/Traffic Safety Commission convened in a regular meeting
at 6:05 P.M., on Thursday, October 14, 1999, in the City Council Chambers of Temecula
City Hall, 43200 Business Park Drive, Temecula, California.

In response to Chairman Coe's recommendation, it was the consensus of the
Commission to consider the Commission Reports portion of the meeting at this time,
modifying the order of the agenda.
At this time the Commission Reports were heard.
COMMISSION REPORTS
Commenting on the recent Commission decision to prohibit left-turns in and out
of the Target Center, Commissioner Telesio relayed that he had witnessed an
accident in the area of discussion, reconfirming the need for this particular project
in order to ensure safety.

Senior Engineer Moghadam relayed that the Ynez Road Project which
encompassed adding an additional third through lane of travel, would begin
construction the week of October 18, 1999.
In response to Commissioner Telesio's comments regarding the De Portola and
Margarita Roads area, Senior Engineer Moghadam relayed that the Home Depot
Project would be conditioned to install a traffic signal and to temporarily widen
the road in the area of discussion.

In response to Commissioner Connerton's querying regarding the four-second
timing of the green light at the Ynez/Rancho California Roads intersection for
westbound traffic (for left-turning motions travelling south), Senior Engineer
Moghadam advised that the four-second timing of the green light was most likely
construction related.
For Commissioner Connerton, Director of Public Works Hughes provided
additional information regarding the GTE claim dispute with the City which was
reported in the newspaper, specifying the City's specific direction to GTE to
relocate the facilities prior to the onset of construction; and advised that for
construction projects in general, Dig Alert was enforced per contract
requirements, noting that potholing was required when utilities are involved in
construction projects.
It was noted that Commissioner Markham arrived at 6:12 P.M.
For informational purposes, Commissioner Markham relayed that the streetlight
at the corner of Santiago and Margarita Roads appeared to have been removed
via a vehicle striking it.

Commissioner Markham queried the consistent parking of vehicles on the south
side of Solana Way, east of Ynez Road; and requested that staff investigate the
issue.
Commissioner Markham requested that staff investigate re-striping the area
adjacent to the newly installed signal at Enterprise Circle (south of Winchester
Road), in order to restrict on-street parking.
Due to the unsafe U-turn movements at the uncontrolled intersection in the
vicinity of the Farmer Boy's site, Commissioner Markham recommended that
staff investigate extending the Winchester Road median to Enterprise Circle.
For Commissioner Markham, Senior Engineer Moghadam relayed that a traffic
study was underway with respect to the Enterprise Circle, Rider Way, Commerce
Center, and Via Montezuma areas.
In response to Commissioner Edwards comments regarding the drag racing of
vehicles on the new Meadows Parkway extension (between De Portola Road
south to Highway 79), Police Sergeant DiMaggio relayed that he would
investigate the matter.
For informational purposes, Commissioner Edwards relayed that the traffic circle
recently installed on Via Cordoba was removed via vandalism, noting that the
City has since reinstailed the traffic circle.
Applauding the Police Department, and specifically Police Sergeant DiMaggio,
Commissioner Edwards relayed the thorough response by the Police Department
to address the concerns of residents in her neighborhood regarding traffic
volumes and speed on Calle Marquis.

Chairman Coe requested that staff investigate extending the left-turn pocket at
Margarita Road (for traffic travelling northbound), for vehicles turning left into the
sport's park.
With respect to the recently installedtraffic circles on Via Cordoba, Chairman
Coe relayed the favorable response of the residents that he had received.
Commending the additional second westbound lane constructed on Highway 79
(from Pala Road to the Interchange), Chairman Coe recommended that staff
investigate the left-turn signal timing in order to alleviate traffic congestion of Pala
Road.
PUBLIC COMMENTS
Mr. Bob Lopshire, 40244 Atmore Court, relayed his concern regarding excessive speed
and traffic on North General Kearney Road and Deer Meadows Road; submitted to staff
a petition encompassing approximately 200 signatures from residents in the area
relaying their concern, as well; and requested that staff investigate installation of traffic
circles in the area of discussion.
For Mr. Lopshire, Chairman Coe requested that staff agendize the matter for a future
Public/Traffic Safety Commission meeting.
In response to Commissioner Edwards, Mr. Lopshire confirmed that the concern of the
residents represented on the petition was due to excessive speed and traffic, and the
safety of children in the area.
Mr. John Dedovesh, 39450 Long Ridge Drive, relayed his desire forthe City to eliminate
all designated left-turn lights at major intersections, specifically referencing the
Winchester Road intersections; recommended that there be solely green lights, allowing
left turns and straight-through traffic in order to reduce the number of vehicles going
through red lights, and to alleviate traffic congestion.
In response to Mr. Dedovesh, Senior Engineer Moghadam relayed that all the
intersecting signals on Winchester Road, east of Jefferson Avenue are controlled by
Caltrans; and provided additional information regarding the studies conducted prior to
new signalization and after completion, in order to develop the phasing at the
intersections.

RECOMMENDATION:
1.1 Approve the Minutes of September 9, 1999
MOTION: Commissioner Connerton moved to approve the minutes. The motion was
seconded by Commissioner Edwards and voice vote reflected unanimous approval.

COMMISSION BUSINESS
2. Traffic SiGnal Photo Enforcement Status Update
RECOMMENDATION:
2.1
That the Public/Traffic Safety Commission receive and file a status report
regarding implementation of a Traffic Signal Photo Enforcement System.
Senior Engineer Moghadam presented the staff report (of record); noted that the City
was in the process of working with the Police Department and the vendors to determine
the benefits of the system; advised that there are numerous issues for consideration,
inclusive of the matter of processing the violations; for Chairman Coe, relayed that
Caltrans does not recommend the system, noting that the signals controlled by the City
would be evaluated for installation of the system; noted that the Commission would be
updated upon completion of the analysis; for Commissioner Connerton, relayed that he
would query the City Attorney regarding any legal restrictions with respect to the
Commissioners attending the demonstration and discussion meeting staff had scheduled
to receive information with respect to the traffic signal photo installations.
Commissioner Connerton relayed Commissioner Edwards' recommendation that the
housing of the camera unit be installed at various signals, and that the active unit be
moved from intersection to intersection, in order to allow the posted signage to serve as
a warning, while the cost of the actual unit would be minimized; requested that staff
investigate the issue; and queried the procedure of safeguarding the private information
(i.e., the DMV photo) received by the monitors of the system.
For Chairman Coe, Police Sergeant DiMaggio relayed concurrence with Commissioner
Edward's recommendation; noted that the signage would be an effective deterrent; and
relayed the favorable remarks of the Police Departments in the San Diego, and Santa
Rosa area with respect to the traffic signal photo enforcement system.
3. Commission Meeting Schedule - November and December 1999
RECOMMENDATION:
3.1
That the Public/Traffic Safety Commission direct the Secretary to cancel
and/or re-schedule meetings for November and December 1999, and to
perform the appropriate postings and noticing requirements per the
Government Code.
Commissioner discussion ensued.
MOTION: Commissioner Markham moved to re-schedule the November and December
meetings for the Commission as follows: November 18, and December 9, 1999.
Commissioner Edwards seconded the motion.
While relaying no objection to the proposed temporary schedule change due to the
holiday season, Commissioner Connerton expressed a desire to return to the regularly
scheduled meeting schedule after this period of time, in order to address the numerous
upcoming traffic issues (i.e., the Target Center, mall opening)

Senior Engineer Moghadam advised the Commission bring forward to staff any matter of
concern with respect to traffic issues.
At this time voice vote was taken reflecting unanimous approval.
TRAFFIC ENGINEER'S REPORT
Highlighting the status of the short-term circulation projects (per agenda
material), Senior Engineer Moghadam was available for questions of the
Commission.
With respect to the Overland Drive Crossing Project, Director of Public Works
Hughes relayed that there would be a Ribbon Cutting Ceremony scheduled for
Friday, October 22, 1999, at 5:30 P.M., noting that there would be food and
entertainment provided; invited the Commissioners to attend; for Commissioner
Edwards, advised that the crossing would be open for travel on Saturday
morning, October 23, 1999; for Commissioner Connerton, relayed that there
would be signage directing parking for the Friday, October 22, 1999 festivities.
With respect to the traffic loops at Margarita Road and Rancho Vista Road,
Commissioner Connerton relayed the condition of the wires as loose and
exposed.
For Commissioner Markham, with respect to the Margarita Road Widening
Project (from Pauba to Dartolo Road), Director of Public Works Hughes relayed
that the design portion of the project was currently underway.
Senior Engineer Moghadam provided additional information with regard to the
proposed signal at Margarita Road and Pio Pico Road, for Commissioner
Markham.
For Commissioner Markham, Director of Public Works Hughes relayed that staff
would update the Commission at the October 28, 1999 Public/Traffic Safety
Commission meeting with respect to the specific timing of the installation of the
Pauba Road signal.
Commissioner Edwards recommended that the Pauba Road signal be installed
expeditiously.
POLICE CHIEF'S REPORT
For informational purposes, Police Sergeant DiMaggio relayed the Police and
Riverside County Sheriff Departmenrs attendance to the funeral of a fellow
officer.
Police Sergeant DiMaggio provided additional information regarding the recent
motorcycle accident, which resulted in a fatality.
Updating the Commission with respect to community activities, Police Sergeant
DiMaggio relayed that the Hog Rally (a Harley Davidson motorcycle group

function sponsored by the Hog Organization) was scheduled for the weekend of
October 15, 1999, noting that various activities would be held in Old Town
Temecula; and advised that there would be increased Police enforcement during
this period of time.
In response to Police Sergeant DiMaggio's comments regarding the lengthy
timing of the signal lights during the period of time from 2:30-3:00 A.M.,
specifically denoting the signal at Rancho California Road and Jefferson Road,
Senior Engineer Moghadam relayed that the loops were completed at that
particular location on October 14, 1999, noting that the timing was related to the
construction projects.
For Senior Engineer Moghadam, Police Sergeant DiMaggio advised that he had
not received any accident information regarding the removed streetlight pole at
Santiago and Margarita Roads, which was earlier referenced by Commissioner
Markham,

Request for Removal of Bike Lane and Parking Restriction -
North General Kearny Road
RECOMMENDATION:
That the Public/Traffic Safety Commission review a request to remove the bike lane and associated parking
restriction along North General Kearny Road.
BACKGROUND:
A citizen's request was received to consider the possibility of removing the existing bike lane and associated
parking restriction on North General Kearny Road in front of James L. Day Middle School. The removal of
the bike lane and parking restriction would allow motorists to use North General Kearny Road to load/unload
children in front of the school, thereby alleviating impacts to the adjacent residential neighborhood on La
Colima Road caused by on-street parking. The public has been notified of the Public/Traffic Safety
Commission's consideration of this issue through the agenda notification process.
As indicated in the attached letter (Exhibit "B"), during the morning and afternoon school hours, on-street
parking along Campos Vetdes Drive is not adequate to accommodate the loading/unloading of students.
Theretbre, the loading/unloading of students occurs on the adjacent residential street causing an inconvenience
to the residents of La Colima Road. Since La Colima Road is not widened to its ultimate width, there are no
curbs on this street. Therefore. the parking occurs within the public right-of-way, which is maintained by the
property owners. The City has plans to widen North General Kearny Road on the north side, west of La
Colima Road to allow for on-street parking.
North General Kearny Road is classified as a Secondary Highway with two (2) travel lanes and a bike lane
in each direction. North General Kearny Road is constructed to the ultimate four-lane section between
Margarita Road and just west of Campos Verdes Drive. On-street parking is restricted on both sides of the
street in this section. North General Kearny Road is a two-lane facility from Calle Pina Colada to just west
of Campos Vetdes Drive. A review of the existing geometries indicates that in front of the school, North
General Kearny Road is striped for two (2) 12 foot travel lanes, a 12-foot easthound left-turn lane and two (2)
5 foot bike lanes. These lane designations are consistent with those shown in the City's General Plan
Circulation Element.
The improvements along North General Kearny Road between Margarita Road and Campos Verdes Drive
were constructed by the property owners, Community Southwest, as a condition of sale for the school site.
The site is located on the northwest corner of Campos Verdes Drive and North General Kearny Road. After
Temecula Valley Unified School District's purchase of the property, development plans were processed
through the State Architect and the City was not included in the review process. Consequently, the potential
off site impacts created by the school was not addressed prior to the school's construction. Historically, the
school district has not included the City of Temecula in the review process for proposed school sites.
The elimination of the bike lane striping on the north side of North General Kearny Road will create a 17 foot
wide westbound curb lane. However, this width is substandard for accommodating a travel lane and parking.
A 20-foot wide lane is considered the minimum lane width for accommodating parking and a travel lane.
Moreover, the elimination of the bike lane is not consistent with the City's General Plan Circulation Element
criteria.

Gentlemen:
I Give in Meadowview at the corner of La Colima and North General
Kearny Road. When we moved here in 1990, we marveled at the rural nature of
the area, with a working dairy down the road and sheep grazing in front of our
home. Needless to say, our area has grown and the empty fields are now filled
with the hustle and bustle of progress. I have no complaints about the
inevitable progress; everyone who has moved to Temecula should have
expected that eventually something would be built next to them.
I am not asking that you restore the status quo nor will I personally attack
those who are responsible for the growth; that is not my style; however, I have a
problem which is particular only to me and my location, and I seek your attention
and consideration of this problem. It is as follows:
I feel there was poor planning in the traffic flow at the James L. Day
Middle School. The entire length of both sides of North General Kearny Road in
front of the 20-acre school site as wall as the entire future Chantemar
development has been posted with No Parking signs, causing all of those
parents who cannot perk in front of the school to pick up their children, to park in
front of my house, thank you. They line La Colima Road in both directions,
creating a bottleneck at the intersection. They park in front of the stop sign on
La Colima, causing a traffic hazard which will undoubtedly result in a head-on
collision between cam turning right on North General Kearny and those turning
left onto La Colima.
As you know, Meadowview has no sidewalks. With the oars lining the
streets, the students walk and ride their bikes on my grass. It is not my desire to
be a curmudgeon; however, my attempt to be a good neighbor is not being
reciprocated. The kids unscrew my sprinklers and throw them into the street on
a daily basis; I have heard them bragging about pulling out my sprinklers. They
break off the large stakes away from the trees and poke holes in the grass; they
sit in groups of as many as ton on my fence while waiting for parents, and hang
from the branches of my trees; and of course, there is the inevitable litter which
is thrown both inside and outside of my fence. I cannot be present on a daily
basis to monitor the situation.
I suppose I could call the police about the vandalism, but I really don't
want to do that; I suppose I could turn on my sprinklers at the scheduled time,
but I really don't want to do that either.
I submit to you that the comer on which I live is being unreasonably
surcharged. The school has eliminated its traffic problems at my expense. The
front of my home has literally been designated as the pick-up point. I invite
each of you to come to my corner and observe the situation when school lets out
shortly after 2:00 p.m., Monday through Friday.
I am at a lose to understand why all of the sidewalked area on North
General Kearny near the school has been posed "No Parking." Why has no
provision beon made for parents to pick up their children at a location near the
school? Also, I am surrounded by open space in Meadowview, containing no
homes or landscaping, where cars could just as easily park to pick up their
children. Could the curb around my home be painted red so that parents could
park in the empty open space, thereby eliminating the bottleneck and attendant
safety hazard?. Could you integrate a pick-up area into the proposed park
across the street from the school? I am sure there is a solution-I just don't knew
what it is, but I trust that someone at City Hall can come up with it.

RECOMMENDATION:
That the Public/Traffic Safety Commission review and recommend removal of the existing bike-lanes and
parking restriction on Temeku Drive between Tee Drive and Flag Way.
BACKGROUND:
At the September 9, 1999 meeting of the Public/Traffic Safety Commission, the Commission reviewed a
request to allow temporary exception to the parking restriction on Temeku Drive during the large events held
at the Temeku Hills Clubhouse to allow for overflow parking.
Although the Commissioners agreed that the on-site parking was not adequate during the large events, a
temporary exception to the parking restriction and allowing parking to occur within the bike-lanes was not
recommended. The Commission recommended that the association consider construction of an alternate bike
path to replace the bike lanes in order to maintain a continuous bike route on Temeku Drive.
After discussing this issue at their Board meeting with the members present, the Board of Directors voted to
request that the bike-lanes be removed. However, the feasibility of construction of a bike path has not been
addressed in the attached letter (Exhibit "A~').
If the Association can demonstrate that construction of a separate bike path is not feasible, removal of the
existing bike-lanes without replacement could be considered.

Dear Ali:
On behalf of the Board of Directors of the Temeku Hills Master Association, I am writing to
formally request the removal of the bike lane on the north and west (golf course) side of Temeku
Drive from Flag Way to Tee Drive. I have shown this location in red on the enclosed map.
As you will recall, we have previously appeared before the Public/Traffic Safety Commission asking
for assistance with the parking problem caused by large events at the clubhouse. At that time, no
reasonable proposal could be agreed to that would allow parking on an intermittent basis. The
Commission recommended that the community consider the removal of the bike lane. At the next
Board meeting, the Board of Directors discussed this with the members present and agreed and
approved requesting the removal of the bike lane as described.
After you have received this request letter, please contact me to advise how this request will proceed
through the approval process.

Monthly Activity Report

PROJECTS UNDER CONSTRUCTION
1. 1-15 Southbound Auxiliary Lane at Winchester Road
This Project is Phase I, which will add one (1) southbound lane on the 1-15 Freeway and widened the northbound
un-ramp to two lanes. Phase II will widen the bridge over the Santa Gem-udis Creek at the southbound off-ramp~
The City Council awarded the construction contract on August 24, 1999 to E. L. Yeager hi the amount of
$544,329.40. Construction on this project is complete, with the exception of the overhead sign structure. The sign
structures are expected to be delivered in about two months. They will be installed, along with the overhead signs,
as soon as they are delivered.
2. 1-15 Southbound Auxiliary Lane at Rancho California Road
This project will add one (1) southbound lane on the 1-15 freeway. The City Council awarded the construction
contract on August 24, 1999 to Riverside Construction Company in the amount of $450,000. Construction is
almost complete, with the exception of the overhead sign structures. The sign structures are expected to be
delivered in two months. They will be installed, along with the overhead signs, as soon as they are delivered.
3. 1-15 Southbound Off-Ramp Widening at Rancho California Road {~ 1-15 Ramp Improvements
This project widened both on-ramps to two lanes, widened the north side of Rancho California Road from Ynez
Road to the north bound on-ramp to provide an additional lane and an optional westbound fight turn lane, and
lengthened the west bound left turn pocket at Front Street. Construction on this project is complete.
4. i-15/Overland Drive Overcrossing Improvement
Bridge construction is ahnost complete. Stage 3 of Jefferson Avenue improvements is underway with traffic being
was routed onto the east side of Jefferson Avenue while the west side of Jefferson Avenue is under ennstructien.
During this stage, Overland Drive was closed from Jefferson Avenue to a point 200' west of Jefferson to allow
for construction of the transition to the new roadway grades. Temporary partial blockages to existing driveways
may be experienced during concrete and asphalt placement operations. Stage 3 completion will coincide with
bridge opening, scheduled at the end of this October 1999.
5. Pals Road Bridge
The placement of the undcrgrouod waterline improvements continues. Bridge deck forming is complete,
placement of deck rebar is in progress, and a bridge deck pour is scheduled for mid October. Traffic will be
allowed through the work zone and delays can be expected. Estimated completion for Stage I of the project
remains to be early December 1999.

6. Rotary Park
This project will install a picnic shade structure, picnic tables. fencing, concrete and drainage structures. The
concrete slab and foundation have been poured. Construction is to be completed at the end of this month.
7. Traffic Signals Installation on Margarita Road at Pin Pico Road and at Pauba Road
Construction on these two signals have started. Completion is scheduled for November 1999.
8. Santa Gertrudis Creek Trail Undercrossing at Winchester Road (Hwy. 79 North)
The concrete for the bike path and slope lining have been poured Construction on this project is almost complete.
The missing link of the bike path at Winchester road has been constructed. A bike path undercrossing (under
Winchester Road) is in place now.
9. Street Name Sign Replacement - Phase I
Work is underway in this project. The signs are being manufactured at this time./nstallation of all the sign is
expected to be done by early November.
10. Butterfield Stage Park Improvements
A pro-construction meeting was held on October 5, 1999. Construction is scheduled to begin October 25, 1999.
11. Traffic Signal and Median Modification at Rancho California Road and Town Center Drive
This project will medi6, the intersection to expedite turning movements and to allow for longer green time on
Rancho California Road. Improvements will include the relocation of signal poles, installation of new handicap
ramps, modification of median islands, and restriping the intersection. A pre-constructinn meeting was held on
October 7. 1999 and work started on Wednesday, October 13. Completion of this project is scheduled for mid-
November 1999
PROJECTS BEING BID
1. Citywide Bike Path Construction
This project will stripe bike lanes along Margarita Road from Solann Way to Moraga Road, Ynez Road from
Tower Plaza North to Overland Drive, and Rancho California from Margarita Road to Riesling Court, and
portion of La Serena Way. Bids were received and opened on September 30, 1999. The apparent low bidder is
JP Striping with a bid amotmt of $20,807. The City Council is to award the contract on October 19, 1999.
Completion is scheduled for December 1999.

PROJECTS IN DESIGN
1. Pavement Management System
This project will provide street rehabilitation of Jefferson Avenue from the northerly City limits to Rancho
California Road and on Winchester Road from Jefferson Avenue to Diaz Road. This project will also include
the installation of streetlights along the entire length of Jefferson Avenue. Staff has determined that the
rehabilitation of Winchester Road, from Jefferson Avenue to Diaz Road can be done as a separate project. Work
on Jefferson would be delayed until construction of Overland is complete. The speei~catinns to rehabilitate
Winchester Road is complete and is ready to be advertised for bids. A request for State Transportation
Improvement Program (STIP) funding has been submitted to Riverside County Transportation Commission
(RCTC). As soon as the City receives authorization for the funds, the project to rehabilitate Winchester Road will
be advertised for construction bids.
2. Pujol Street Sidewalk, Curb & Gutter
Design is complete. Council is scheduled to approve the plans and specificaUons and authorize the project to be
bid at the October 19, 1999 meeting.
3. Old Town Southside Parking Lots
This project consists of two proposed parking lots. One will be located on the west side of Front Street just north
of Second Sireel, and the other lot is located on the south side of Fourth Street west of Front Street. The project
is currendy being designed in-house. The conceptual design for Second Street Parking Lot submitted to RDA for
first review on September 27, 1999. Design for Fourth Street Parking Lot is on hold.
4. First Street Bridge
Staff is currently working with Eastern Municipal Water District (EMWD) to determine which agency has prior
rights concerning the accommodation or relocation of a sewer line that is in conflict with the new consreaction.
Initial findings by the City Attorney indicate that the City may have prior rights. Final construction drawing are
complete. Staff is reviewing and assembling the plans and specifications to bid this project. Advertisement for
construction bids is expected in late October.
5. Margarita Road Widening, Pauba Road to Dartolo Road
This project is in design 30% submittals of plans is expected in later this month (October 1999).

abatement, tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings. This is
compared to 45 service order requests for the month of September. 1999.
The Maintenance Crew has also put in 44 hours of overtime which includes standby time, special
events and response to street emergencies.
The total cost for Street Maintenance performed by Contractors for the month of SeotDmber, 1999
was $ 48,979.50 compared to $ 43.050.00 for the month of August. 1999.
