ITEM NO. I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION JANUARY 13, 2000 CALL TO ORDER The City of Temecula Public/Traffic Safety Commission convened in a regular meeting at 6:01 P.M., on Thursday, January 13, 2000, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE The audience was led in the Flag salute by Commissioner Telesio. ROLL CALL Present: Absent: Also Present: Commissioners Edwards, Katan, Telesio, and Chairman Connerton. Commissioner Coe. Director of Public Works Hughes, Senior Engineer Moghadam, Battalion Chief Ritchey, Police Se~leant DiMaggio, Administrative Secretary Pyle, and Minute Clerk Hansen. Introduction by Police Chief Domenoe Police Chief Domenoe introduced Mr. John Gollogly, relaying that he would serve as the new Temecula Police Lieutenant, overseeing the Police Department's Traffic Program; and provided a brief overview of Lieutenant Gollogly's background with police work in the City of Temecula and other areas. Lieutenant Gollogly relayed that he looked forward to working once again for the Police Department in the City of Temecula, where he and his family resided. On behalf of the Commission, Chairman Connerton welcomed Lieutenant Gollogly. PUBLIC COMMENTS Mr. Ron Guerriere, 41510 Chenin Blanc, addressed two issues before the Commission, as follows: Requested that the Commission investigate the feasibility of adding an additional left-turn lane on Margarita Road (southbound to eastbound on Rancho California Road) in order to improve traffic flow. Recommended that there be formation of a Traffic Committee comprised of community residents, relaying that the Committee members could aid in facilitating warnings to traffic violators in cooperation with Law Enforcement (i.e., issuing warnings to violators not stopping for red lights). For Mr. Guerriero, Commissioner Edwards relayed that a Traffic Committee was in the process of being formed in conjunction with the City of Murrieta, noting that the next meeting would be held on February 3, 2000; and relayed that she would request that a member of that Committee contact him. Police Chief Domenoe provided additional information regarding the joint Murrieta/Temecula Traffic Committee being formed for the purpose of addressing traffic safety issues, and citizen awareness; and relayed that the matter would be brought before the City Council at a future date for Council input. Chairman Connerton recommended that a Commissioner from the Public/Traffic Safety Commission serve on the Committee; and advised that Mr. Guerriero would be a good candidate as a Committee Member due to his extensive traffic background. COMMISSION REPORTS It was the consensus of the Commission to hear the Commission Reports at the end of the meeting, and to change the order of the Agenda from this point forward. (The Commission Reports were heard out of order; see page 7.) COMMISSION CONSENT CALENDAR 1. Minutes RECOMMENDATION: 1.1 Approve the Minutes of December 9, 1999 Commissioner Edwards indicated that on page 9, under Agenda Item No. 3, the term Co-Chairperson should be replaced with the term Vice Chairperson. MOTION: Commissioner Edwards moved to approve the minutes, as amended. The motion was seconded by Commissioner Katan and voice vote reflected approval with the exception of Chairman Coe who was absent. COMMISSION BUSINESS 2. Status Update - North General Kearnv Road Sidewalk RECOMMENDATION: 2.1 That the Public/Traffic Safety Commission receive and file the status update regarding the North General Kearny Road sidewalk between Campos Vetdes and La Colima Road. Relaying that this matter was previously considered at the October 28, 1999 Public/Traffic Safety meeting, Senior Engineer Moghadam noted that the item was continued pending installation of a sidewalk; and advised that Director of Public Works Hughes would provide an update with respect to the area of discussion. Director of Public Works Hughes relayed the desire of the residents for the City to abandon the proposed plan to install the curbs, gutters, and sidewalks on North General Keamy between Campos Vetdes and La Colima Road; appdsed the Commission of the results of the meetings held with the residents, and the survey that had been conducted, noting that the proposed project would have necessitated the loss of trees along North General Kearny Road, and portions of the private fences of the property owners due to encroachments issues; advised that the revised project plan would encompass continuing the asphalt berm along North General Keamy Road, removing portions of grass behind the asphalt area in order to install compacted Disintegrated Granite (DG), to create a solid walking surface; and relayed that upon completion of the revised project plan, the bike lane would be continued further east to La Colima, restricting parking in that area. In response to Commissioner Edwards, Director of Public Works Hughes relayed that the previous negative impacts associated with this area appeared to be improving, and that Staff expected greater improvement when the Campos Verdes Project was completed. With respect to Chairman Connerton's queries regarding the need to provide a maintenance program due to the revised plan to install DG, Director of Public Works Hughes provided additional information, advising that the DG walkway would not require high maintenance. For Commissioner Katan, Director of Public Works Hughes provided additional information regarding the location of the proposed extended bike lane, restricting the parking in that area; for Police Sergeant DiMaggio, specified the location of the betre, relaying that the berm would be continuous from the Campos Verdes Project (at the point where the sidewalk ended) to the east, in order to connect with the existing berm which would then continue to La Colima. Chairman Connerton relayed that the Commission would receive and file the status update regarding the North General Kearny Road sidewalk between Campos Verdes and La Colima Road. 3. Le,qislative UI3date - California Vehicle Code RECOMMENDATION: 3.1 That the Public./Traffic Safety Commission receive and file a presentation on California Vehicle Code Legislation update. Police Sergeant DiMaggio presented a video presentation addressing the year 2000 Legislative updates with respect to the Vehicle Code, which highlighted the following matters: safety belts on newly manufactured school busses, prohibitions with respect to laser pointers, vehicle registration issues, farm labor vehicle standards, the California Motorcyclist's Safety Program, the new Ronald Reagan license plates, yielding laws with respect to transit busses which would be solely applicable in specified areas, air bag standards, truck trailer extensions, school bus red flashing lights, restrictions governing the evasion of police officers, missing persons broadcasting, assault weapons, provisions to govern low-speed vehicles, auto insurance liability issues with respect to damaged child restraint systems, provisions to govern motorized scooters, ddver's proof of insurance violations, property-damage only collision allowances, liability issues related to the removal of materials from a highway, and hit-and-run collision issues. Chairman Connerton commended Police Sergeant DiMaggio with respect to the provision of the informative video presentation; and relayed that the Commission would receive and file the Vehicle Code Legislation update. 4. Street Name SiGns - Citywide RECOMMENDATION: 4.1 That the Public/Traffic Safety Commission provide input regarding the design of the proposed street name signs. Via sample model provisions of two street signs, Senior Engineer Moghadam relayed that the proposed revisions to the City street signs encompassed the addition of the following elements: block numbers, the City logo, variant colors, fonts, and border treatments; and queried the Commission for their input. In response to Commissioner Telesio, Senior Engineer Moghadam provided additional information regarding the previously held discussions regarding replacement of old signs by attrition; specified the approximate cost of each sign as $700-$800; and relayed the areas within the City that vadous Homeowners Associations had replaced signs. Senior Engineer Moghadam relayed that he would investigate the Code with respect to a requirement for commercial buildings to display addresses, for Commissioner Telesio. For Chairman Connerton, Senior Engineer Moghadam provided additional information regarding the materials utilized in the new signs. Police Sergeant DiMaggio, echoed by Chairman Connerton, advised that the street sign with the green background, and white lettering, appeared to be more easily read. Battalion Chief Ritchey highly recommended the addition of block numbering which was denoted on the new signage. It was the consensus of the Commission that the sample street sign with the green background and white lettering was the most appropriate design for the proposed street name signs. Senior Engineer Moghadam confirmed that studies had indicated that with a darker- colored background, and lighter-colored lettering, the reflectivity of the sign was increased. 5, Speed Limit - Business Park Drive RECOMMENDATION: 5.1 That the PublicrTraffic Safety Commission recommend that the City Council adopt an Ordinance establishing a 35 MPH speed limit on Business Park Drive. Senior Engineer Moghadam relayed that due to the request by the Police Department and the City Staff to establish a speed limit on Business Park Drive, this issue was being presented to the Commission; provided an overview of the staff report (of record); and advised that 35 MPH was the recommendation for an established speed limit on Business Park Drive. MOTION: Commissioner Edwards moved to approve Staff Recommendation. Commissioner Telesio seconded the motion and voice vote reflected approval with the exception of Commissioner Coe who was absent. 6. Sweetwater School Site Plan RECOMMENDATION: 6.1 That the PublicJTraffic Safety Commission review and provide input on the proposed Sweetwater School site plan. Noting that the school site plan had been provided (via supplemental agenda material), Senior Engineer Moghadam invited the Commission to review and provide input with respect to the Sweetwater School site plan, noting that the comments would be forwarded to the School District for consideration; and via overheads, specified the school site location. Ms. Janet Dixon, representing the School District provided additional specifications regarding the denotations on the map (i.e., roads, parking areas, school site); for Commissioner Telesio, relayed that the access route would be the loop road represented on the map; for Commissioner Edwards, noted that initially there would be provisions for bus transport, advising that at a future point in time it was anticipated that all students would access the school solely by walking; specified the proposed bus drop- off, and parent drop-off areas; for Police Sergeant DiMaggio. relayed that the parent drop-off area would have provisions for single stacking; specified the location of the parking area and the fire lane; in response to Chairman Connerton's queries with respect to the difference in maps, relayed that the map represented on the overhead was the most current, advising that the only differential appeared to be the addition of the proposed landscaping. Chairman Connerton relayed that although he appreciated the opportunity to provide input regarding the school site, that it would have been his preference to have provisions of the map at an eadier date so that he could visit the site and provide more thorough input. For Chairman Connerton, Ms. Dixon relayed that the bus area would hold a minimum of five school busses; and specified that the capacity of the school would be approximately 1000 students. Senior Engineer Moghadam provided additional information regarding the map scale. Chairman Connerton relayed that it would be helpful to obtain data regarding the anticipated number of children to be bussed, and to be transported via parent drop off, in order for the Commission to accurately provide input regarding the potential traffic impacts in this area, and to ensure that there would be adequate provisions for stacking. In response to Commissioner Edwards' queries regarding the availability of parking on the loop read, Senior Engineer Moghadam relayed that this plan was in the preliminary stages; noted that on-street parking would restrict the placement of bicycle lanes; and advised that if the Commission's desire was to investigate the feasibility of on-street parking, that staff would address the issue with the developer. Chairman Connerton, echoed by Commissioner Katan, relayed the difficulty in providing input since there was no specified definitive development plan for this area; and queried whether the matter could be brought back before the Commission at a future date. Ms. Dixon specified that the construction process would begin as soon as the School District had completed acquisition of the site. Director of Public Works Hughes provided additional information regarding the School District's aggressive time schedule with respect to this project; confirmed that the surrounding development plan and land use map was tentative; advised the Commission to provide general comments (i.e., ensure adequate parking for parents), in order for Staff to incorporate bose comments into the review of the development plan. Commissioner Telesio provided an overview of the issues the City and the Commission had needed to address in the past due to the adverse circulation impacts related to the school sites; commended the School District for bdnging this matter before the Commission, recommending for future presentations that it would be helpful if the provision of the site plan was provided prior to the meeting date. Chairman Connerton thanked Ms. Dixon and the School Distdct for the opportunity for the Commission to provide input; and summarizing the Commission discussion, relayed the following recommendations and comments: · That there be adequate parking provisions. · That there be adequate stacking provisions for the bus drop-off area. · That there be provisions for future expansion. · Commended the design of the parent pick-up area. In response to Commissioner Telesio's comments with respect to the placement of a traffic circle on the site plan, Senior Engineer Moghadam relayed that this plan was tentative, noting that the Home Depot site would be inclusive of a traffic circle. For Commissioner Telesio, Director of Public Works Hughes relayed that this development plan had not been appreved by the Public Works Department; and provided the rationale for the placement of the traffic circle at the Home Depot site. At this time the Commission heard the Commission Reports. COMMISSION REPORTS Commissioner Edwards relayed that she had corresponded via fax with Mayor Pro Tem Comerchero in response to Mr. Betancourt's negative comments conveyed at the December 14, 1999 City Council meeting regarding the December 9, 1999 Public/Traffic Safety Commission meeting; and noted that she had sent a copy of the portion of the minutes which accurately depicted the Commissioners comments with respect to the matter. Chairman Connerton noted that he had spoken to Mr. Betancourt, and other community members, since that time, noting that it had been relayed to him that the derogatory statement was a misunderstanding. Due to community expressed concern, Commissioner Katan requested that staff investigate the timing of the signal at the left-turn lane from Winchester Road to Margadta Road. Ce Reiterating Sergeant DiMaggio's comments relayed at a previous Commission meeting with respect to the fact that if there was increased bussing transport of children to schools, the traffic impacts would be reduced dramatically, Commissioner Katan queried whether staff ceuld investigate the issue of employing additional busses in coordination with the School District. Director of Public Works Hughes relayed that staff could forward the comments to the City Council. After additional Commission discussion, it was requested that the matter be agendized for the first Public/Traffic Safety meeting in March. D= With respect to the Temecula Valley High School area, Chairman Connerton relayed the following issues of concern: Relayed that students were parking in the white zone area along Margarita Road for approximately five hours. Noted that after leaving the white zone, students and other ddvers were making unsafe U-turns to Margadta Road. Relayed that he had witnessed 19 students jaywalking across Margarita Road to access their vehicles at the Sports Park. Specified that on January 13, 2000, there were five cars parked in the red zone on Rancho Vista Road. Recommended that the School District notice the students (cautioning the students that the above-mentioned violations would be cited), and after a week's time that Police enforcement increase due to the unsafe traffic conditions in this area, specifically with respect to the U-turn violations. Due to the number of drivers running red lights within the City, Chairman Connerton recommended agendizing the Red Light Camere installation issue for the second meeting in March, requesting that the Police Department's input be provided at that meeting; and recommended that the matter of having an independent party oversee the violations be considered. Chairman Conner~on relayed that per his request, each Commissioner would be provided with a copy of the Emergency Operation Manual, inclusive of information regarding disaster preparedness; and requested that the Commissioners review the material, and that the matter be agendized for a March or April meeting in order for the Commission to provide recommendations for any revisions to the City Council. In light of the potential annexation matter, Chairman Connerton requested that the matter of adding additional Police personnel be agendized for a meeting in April. With respect to the timing delay of signals negatively impacting the City, Chairman Connerton specified the following signals that needed addressing: · The let-tum signal at MargaritaNVinchester Roads (northbound to westhound) to Winchester Road. · The signal at Ovedand Drive/Ynez Road (towards Margarita Road), Chairman Connerton noted that he had recently been on the scene of a traffic accident on Margarita Road; and commended the Police Department and the Temecula Paramedic Squad for the four-and-a-half-minute response time (from the time he had made the 9-1-1 call), Commissioner Telesio reiterated that the yellow flashing lights in the school zones are continually flashing, specifically with respect to the Temecula Valley High School area; relayed that drivers would no longer be alerted to slow down due to children being present, since the lights flash even when school is not in session (i,e,, Christmas break); and requested that the issue be addressed. Senior Engineer Moghadam advised that staff would need to revise the timing of the issues to be agendized due to other matters that would need to be addressed by the Commission. Chairman Connerton relayed that the requested items could be agendized per Staffs Recommendation, but requested that the Police staffing issue be prioritized due to the potential annexation associated with this issue. TRAFFIC ENGINEER'S REPORT With respect to the timing of the left-turn signals previously mentioned by the Commissioners, Senior Engineer Moghadam relayed that the timing was related to pedestrian activity in conjunction with maintaining a coordinated signal system; and provided additional information regarding the programming for the Caltrans- controlled signals. With respect to Mr. Guerriero's comments, requesting the Commission to investigate the feasibility of adding an additional left-turn lane on Margadta Road, Chairman Connerton requested that the issue be agendized for a future date. POLICE CHIEF'S REPORT Relaying that he had visited the Red Light Camera Office in the San Diego area, Police SenSeant DiMaggio noted that he had provision of colored photographs, demonstrating how the camera photographed the violators as they entered the intersection; advised that he had additional data; and relayed that the Red Light Camera Office would be willing to send a representative to provide a presentation to the Commission or Staff. Commissioner Edwards recommended presenting the material at the time the issue was agendized. FIRE CHIEF'S REPORT Battalion Chief Ritchey relayed that there were no significant items to report from New Years Eve, noting that the Y2K issues had not negatively impacted the area. B= Battalion Chief Ritchey noted that outside the City area (in the De Luz Canyon area), on New Years Day there was a mass casualty accident, requiring the service of four ground ambulances, throe engines, one truck campany, and two helicopters. With respect to the Commission's comments regarding ddvers not stopping for red lights, Battalion Chief Ritchey noted that the ambulance that was involved in the accident at the intersection of Rancho California Road/Front Street had been caused by a driver running a red light. Connerton Administrative Secretary Anita Pyle ITEM NO. 2 AGENDA REPORT TO: FROM: DATE: SUBJECT: Public/Traffic Safety Commission Ali Moghadam, P.E., Senior Engineer, Traffic January 27, 2000 Item 2 Review of Speed Limit - De Portola Road and Ynez Road RECOMMENDATION: That the Public/Traffic Safety Commission reaffirm the existing posted speed limit of 45 MPH on Ynez Road and 50 MPH on De Portola Road. BACKGROUND: At the meeting of December 19,1999, the Public/Traffic Safety Commission received a request from Mr. Victor Jones and Mr. Curt Curtsinger representing the Los Ranehitos Homeowners Association, to investigate the possibility of reducing the posted speed limit on Ynez Road and De Portola Road. The public has been notified of the Public/Traffic Safety Commission' s consideration of this issue through the agenda notification process and correspondence to the Los Ranchitos Homeowners Association. Ynez Road is classified as a Secondary Highway with two (2) travel lanes and a bike lane in each direction. Currently, Ynez Road is a 44-foot wide roadway with one (1) travel lane and a bike lane in each direction. The speed limit is posted at 45 MPH west of Jedediah Smith Road. De Portola Road is classified as a Secondary Highway with two (2) travel lanes and a bike lane in each direction. Currently De Portola Road is a 44-foot wide roadway with one (1) travel lane and a bike lane in each direction. The speed limit is posted at 50 MPH between Jedediah Smith Road and Margarita Road. The issue of speeding and potential traffic controls to mitigate the speeding has been addressed in the past by the Public/Traffic Safety Commission and the City Council. At the meeting of April 9, 1998, the Commission considered a request from the Los Ranchitos Homeowners Association to install "All-Way Stop" controls, reduce the posted speed limit, establish a "one-way" street on La Paz Road and Jedediah Smith Road, and the restriction of left-turn movements onto Vallejo Avenue at the Rancho Community Church driveways. The Commission denied the staff recommendation and recommended that the City Council establish "All-Way Stop" controls at the Jedediah Smith Road intersection. The City Council approved the "All-Way Stop" controls at their meeting of April 28, 1998. The California Vehicle Code (CVC) defines the requirement for the increase or decrease of speed limits by die local authority. The CVC indicates that speed limits (other than priam facie speed limits such as School Zones, Business and Residential Districts) must be determined by an Engineering and Traffic Survey. An Engineering and Traffic Survey consists of the measurement of prevailing speeds, review of the accident history and an evaluation of roadside characteristics not readily apparent to the driver. These include roadway geometries and access points, pedestrian traffic, on street parking, and land uses not apparent (such as parks, schools, etc...). All these factors are considered when establishing a posted speed limit that is enforceable by the use of speed detection devicos (i.e....radar, laser) The Vehicle Code requires that the posted speed limit be based on an Engineering and Traffic Survey, hhe speed limit posted must be reasonable, prudent and more importantly, enforceable. Typically, the 85~ percentile speed is defined as the speed that is considered reasonable and prudent under ideal conditions and conforms to the consensus of those who drive the roadway. Speed limits that are set at or slightly below the 85m pereentile speed provides our police department the means of controlling drivers who will not conform to what the majority considers reasonable and prudent. An arbitrary speed limit that is not justified by an Engineering and Traffic Survey constitutes a "Speed Trap" and is very difficult to enforce. The Engineering and Traffic Surveys that established the posted speed limit on Ynez Road and De Portola Road indicates that the 85~ percentile speed is approximately 51 MPH on Ynez Road and 50 MPH on De Portola Road. These speeds are consistent with those recently observed. This suggests that a change in the posted speed limit is not necessary at this time. Therefore, staff recommends denial of the request to reduce the speed limit along Ynez Road and De Portola Road. Other Traffic Control Devices The installation of additional "all-way stop" controls along Ynez Road and De Portola Road to mitigate vehicle speeds is considered inappropriate. "All-way stop" controls are installed at locations where there is strong evidence that overall traffic safety can be improved and the assignment of right-of-way is necessary. They are not used to control the speed of traffic or to deter motorists from travelling on roadways. Experience indicates that when "Stop" signs are used to mitigate these conditions, "Stop" signs become ineffective traffic control devices. When this happens, most abusive drivers tend to disregard the controls. Those motorists who actually stop for the controls can easily resume their speed within a few hundred feet of the intersection and in most cases increase their travel speeds to compensate for "lost time" caused by the unnecessary stop. Because Ynez Road and De Portola Road are both designated as Secendsry Highways, the installation of speed undulations and/or traffic circles would not be considered appropriate for this type of madway. These devices are used on local residential streets that do not appear on the City's Circulation Plan and are experiencing an increase in vehicle speeds and volumes. An alternative to lowering the posted speed limit would be to modify the centerline striping by installing a double yellow centerline along Ynez Road and De Portola Road between Vallejo Avenue and Margarita Road. This would only reduce vehicle speeds by prohibiting faster travelling vehicles from passing slower vehicles. FISCAL IMPACT: None Attachment: 1. Exhibit "A" - Location Map 2. Establish an "All-Way Stop" at the intersection of Ynez Road and Jedediah Smith Road 2. Reduce the posted speed limit to 35 MPH on Ynez Road between Santiago Road and Margarita Road 3. Establish La Paz Street as "One-Way" toward SR79(S) and Jedediah Smith Road as "One-Way" toward Ynez Road/DePortola Road 4. Install "No Left Turn" signs at exit driveways from Rancho Community Church to Vallejo Avenue BACKGROUND: The City received a letter from the Los Ranchitos Homeowners Association requesting the Public/Traffic Safety Commission consider the above mentioned traffic control modifications. Staff has conducted an extensive study of the area traffic flow and has analyzed all of the requested modifications. The following provides a brief summary of our analysis and recommendations for each item. 1. "All-Way Stop" at the intersection of Ynez Road and Jedediah Smith Road Currently, Ynez Road is a 44 foot wide roadway with a posted speed limit of 45 MPH. Jedediah Smith Road is a 24 foot wide roadway and the speed limit is posted at 40 MPH north of Ynez Road. Two (2) accidents have been reported at this intersection from March, 1996 to March, 1997. The California Department of Transportation (Caltrans) Traffic Manual identifies three (3) criteria for installation of "All-Way Stop" signs. These warrants include urgent need for a traffic signal, accidents susceptible to correction by installation of "Stop" signs and ~affic volumes. Caltrans warrants are guidelines that are utilized by most agencies throughout the State of California. Adhering to these guidelines allows uniformity and reduces liability potentials. The Institute of Transportation En~neers (ITE) and Caltrans also discourage use of "Stop" signs tbr speed control. Since this intersection did not satisfy any of the warrants, installation of an "All-Way Stop" is not recommended. 2. Speed limit reduction on Ynez Road and DePortola Road from 45 and 50 MPH to 35 MPH The California Vehicle Code (CVC) requires that speed limits (other than prima facie speeds such as Residence District, School Zones, etc.) be justified by an En~neering and Traffic Survey. An Engineering and Traffic Survey, among other things, consists of measurement of prevailing speeds, review of accident history and roadside conditions not readily apparent to a driver. In addition to the previous speed studies, staff conducted a new speed survey to determine if a lower speed limit could be justified for Ynez Road and DePortola Road with installation of the new "All-Way Stop" at the intersection of Ynez Road and La Paz Street. The new speed surveys did not indicate a change in the overall speed. Therefore, a reduced speed limit on Ynez Road/DePortola Road is neither justifiable nor recommended. An arbitrary speed limit which is not justified by an Engineering and Traffic Survey constitutes a "Speed Trap" and is difficult to enforce. Without enforcement a lower posted speed limit does not reduce the overall speed on a given street and could result in increased number of accidents due to inconsistency in traveling speeds and unsafe passing. Establishing La Paz Street as "One-Way" toward SR79(S) and Jedediah Smith as "One--V~ray'' toward Ynez Road/DePortola Road Although we understand the objective of this recommendation, we are not convinced that the proposed "One- Wa.,. streets will accomplish the objective of reducing the "cut-through" traffic. The morning peak hour traffic on SR79(S) still could turn on Jedediah Smith Road to get to Ynez Road and the evening peak hour traffic could turn from Ynez Road to I2 Paz Street to get to SR79(S). It should be noted that "One-Way" s~reet sysmms are generally established to increase capacity of a roadway system and not to impede traffic and discourage use. 4. No "Left-Turn" signs out of the Rancho Community Church on Vallejo Avenue According to the letter, this recommendation was made to eliminate congestion and a perceived unsafe situation at the intersection of Ynez Road and Vallejo Avenue (north) when making a left turn. Our records indicate one (1) reported accident from January, 1992 to March, 1998 at this intersection. Therefore, it does not appear that left turns at this intersection create an unsafe condition. Also. by eliminating leftoturns at the church driveways, the vehicles exiting the church and making a right-turn could cominuc on Vallejo Avenue going south and make a left-turn at the intersection of Ynez Road and Vallejo Avenue (south). Therefore the suggested "No Left-Turn" signs do not eliminate left-turns onto Ynez Road. The proposed turning restriction would also inconvenience the residents of the area to the north of the church who attend this church and force them to either disobey the signs or travel a long loop to access their homes. However, during our analysis of this request we noticed that making a left-torn out of driveway "C' in Exhibit ~'B" is difficult due to a horizontal curve (crest) just south of this driveway. Staff recommends that this driveway be modified by the church to either an entrance only or exits from this driveway be restricted to ri~t-turn only. In lieu of the modifications to ~s driveway, the existing "No Parking" zone south of driveway "C" can be extended to improve the visibility of approaching cars from the south. In summary, since the requested modifications are not warranted, staff recommends that they be denied. It should also be noted that Ynez Road, DePortola Road, La Paz Street and Jedediah Smith Road are identified as circulation streets on the City's General Plan. All these streets are public roads, publicly maintained and are tbr use of the general public. We anticipated that the improvements on SR79(S) will reduce the "cut-through" traffic within the Los Ranchitos Community. Meanwhile staff will continue to monitor the intersection of Ynez Road/DePortola Road with Jedediah Smith Road, and consider installation of an "All-Way Stop" when the traffic conditiorks warrant it. Gentlemen, Thank you for the opportunity to present our views on the traffic control needs for the Los Ranchitos commtmi.ty. The board of directors has been working on this problem for several months and considerable thought has been given to the needs of the entire community.. We have attempted to be ever mindful of the cost of our recommendations and balance them with the possible cost of human tragedy if certain actions are not taken. We are truly saddened by the death and injuries which have occurred recently at the intersection of LaPaz and Ynez which unfortunately has created a sense of urgency to the situation. As you know Los Ranchitos has been and continues to be considered "Horse Propera,."' with relatively high proport3.' values and minimum acreage lots. The CC&R's contain specific lan_euage that is desired to maintain that destination ~thin the _ereater Temecula area. Numerous residents within Los Ranchitos take advantage of the ability. to keep horses and use the trails and roadsides for their riding pleasure. The major through street, Ynes Road/De Portola Road. also has a bike lane along a ~eat deal of it which is used frequently by cyclists and joggers. Both of these things, while extremely difficult to calculate, add to the traffic safe .ty problems within Los Ranchitos boundaries. After much thought and concern for the overall traffic safe .ty within our communiP,.', the Los Ranchitos Homeowners Association would like to make the following recommendations for your consideration. 1. Place 4 way stop signs at the intersection of Ynez Road and Jedediah Smith Road. Discussion Based on the commissions recommendations during the November 20~ meeting, the intersection of Ynez Road and La Paz Street will become a 3-way stop with other engineering changes that will elevate a Southbound queue for those vehicles turning tight onto La Paz. That was to be one of our recommendations to go along with #1 above. Since the commission has already seen fit to take action at La Paz and Ynez for all the same reasons. 2. Reduce the posted speed limit on Ynez Road to 35 MPH between Santiago Road and Margarita. Discussion We recognize that this area of the city. had been historically viewed as rather rural and a higher than normal residential speed was considered acceptable. Our position is that circumstances have changed dramatically during the last 8-10 years. We are now completely surrounded by a large number of high density residential areas with no end in sight for continued construction to the South and East of Los Ranchitos. Due to the bot~e-neck conditions along Highway 79 a high number of these new residents have chosen to use Ynez Road to "bypass" I-FvVY 79 between Margarita and Rancho California. This gives them quicker access to Interstate 15 in the morning and a quicker route home in the everang. The traffic survey numbers substantiate this understandable adjustment in their driving patterns. It is a well established fact that drivers will adjust their driving routes and habits to the path of least resistance. Unfommately for the residents of Los Ranchitos, that adjustment has brought them directly through the middle of our small corrmauuity. We believe that if the control devices discussed in #1 above are in place and the speed limit is lowered and made consistent along Ynez~De Portola, the "bypass" l~affic will be reduced because it will be less efficient for those drivers objectives. Ynez and De Ponola are the only means by which most Los Ranchitos residents can either enter or leave this commumty. with the existing posted speed limits and the typically higher speeds being driven, this communities' residents are fomed to enter a freeway like environment without benefit of on ramps. As the population grows, so does the danger. We recognize that many people will not understand the need to reduce the speed along Ynez and De Portola to 35 MPH because it has the general appearance of~de open space due to the low population density: however, in reality. it is still just a residential area and should be given consideration as such. 3. Change La Paz St to aOne-Way" Westbound (toward HWY 79) and Jededlah Smith Rd. To "One=Way" Eastbound toward Ynez Rd. & De Portola Rd. Discussion By making the change in the flow of traffic a number oftkings might be accomplished. The traffic in both directions on Ynez wishing to mm onto La Paz would be able to negotiate their respective turning movements more quickly, thus avoiding the Engineering depa~ unents concerns about queuing problems at the intemection. The left turn lane and the left turn tri-light signal phase at La Paz and HWY 79 could be eliminated and the Southbound queuing problem at HWY 79 at La Paz could be transferred further South on HWY 79 to where Jedediah Smith intersects for traffic entering into Los Ranchitos community. 4. Post "No Left Turn" signs at the exits from Rancho Community. Church entering onto Vallejo St. Discussion For some lime now the traffic coming from the church onto Vallejo Ave. Northbound has been creating severe congestion both on Vullejo and at the intersection of Vallejo and Ynez Road. Many of them want to turn left Northbound on Ynez Rd. Which again creates a baTardou$ left turning movement. Being able to turn left only or Southbound on Vallejo and then again only Westbound on La Paz (due to La Paz now being one way), these vehicles would be making right turmng movements (much safer) at each of the intersections not controlled by a tri-light signal until they reach HWY 79. This would also reduce the number of out of the area vehicles moving through Los Ranchitos. For those parishioners that are residents of Los Ranchitos, they could enter again at Jedediah Smith through controlled intersections. We feel that this recommendation has merit even as a stand along change. As you know there are preliminary. plans to develop the land at the North/East comer of the intersection of HW'Y 79 and La Paz. By making La Paz Westbound, that should reduce the related traffic into Los Ranchitos from those developments and also from the church nearby. The board members realize there has been some consideration for the placement of m-light signals on Ynez at either or both of the intersections with La Paz and Jedediah Smith. We believe such an installation would not be in keeping with the rural feeling of the commumty and are not necessary. for safe control oftrafHc. We are also mindful of the budgeta~. impact of lri-light installations. We don't believe the traffic manual minimum requirements will be met either. We do not claim to be traffic engineering experts, but, we have given careful consideration to our recommendations. We make these recommendations in the spirit of concerned commumty representatives and reco~m~ize the decisions you make are sometimes difficult ones that do not please even.'one. We appreciate your willingness to listen to our concerns and stand ready to assist you in working out a plan that will provide the safest traffic flow at a reasonable price. This request was presented to the Public/Traffic Safety Commission at their April 9, 1998 regular meeting. Several residents of the Los Ranchitos Community artended the meeting and provided input and comments. The majority of speakers supported items I and 2, installation of an "All-Way Stop" at the intersection of Jedediah Smith Road and Ynez Road/DePortola Road, and lower speed limits on Ynez Road and DePortola Road. However, items 3 and 4, "One-Way" streets and "No Left Turn' out of Rancho Community Church driveways, were disputed by the majority of the audience. After reviewing the staff report and the public comments, the Public/Traffic Safety Commission voted two (2) to one (1) to recommend that the City Council adopt a resolution establishing an "All-Way Stop" at the intersection of Jedediah Smith Road and Ynez Road/DePortola. Items 2 through 4 however, were unanimously denied by the Commission. Staff has conducted an extensive study of lhe area traffic flow and has analyzed all of the requested modifications. The following provides a brief summary of our analysis and recommendations for each item. I. "AIl-~.Vay Stop" at the interseetion of Ynez Road and Jedediah Smith Rond Currently, Ynez Road is a 44 foot wide roadway with a posted speed limit of 45 MPH. Jedediah Smith Road is a 24 foot wide roadway and the speed limit is posted at 40 MPH north of Ynez Road. Two (2) accidents have been reported at this intersection from March, 1996 to March, 1997. The California Department of Transportation (Caltrans) Traffic Manual identifies thee (3) criteria for installation of "All-Way Stop" signL The warrant~ include urgent need for a traffic signal, accidents susceptible to correction by installation of "Stop" signs and traffic volumes. Caltrans warrants are guidelines that are utilized by most agencies throughout the State of California. Adhering to these guidelines allows uniformity and reduces liability potentials. The Institute of Tnnsportation Engineers (ITE) and Caltrans also discourage use of "Stop" signs for speed control. Since this intersection did not satisfy any of the warrants, installation of an "All-Way Stop" is not recommended. 2. Speed limit reduction on Ynez Road and DePortola Road from 45 and 50 M?H to 35 MPH The California Vehicle Code (CVC) requires that speed limits (other than prima facie speeds such as Residence District, School Zones, etc.) be jusdfied by an F. ngineering and Traffic Survey. An Engineering and Traffic Survey, among other things, consists of measurement of prevailing speeds, review of accident history and roadside conditions not readily apparent to a driver. In addition to the previous s'~cted saxlies, surf conducted a new speed survey to determine if a lower speed limit could be justified for Ynez Road and DePortola Road with installation of the new "All-Way Stop" at the intersection of Ynez Road and La Paz Street. The new speed surveys did not indicate a change in the overall speed. Therefore, a reduced speed limit on Ynez Road/DePortola Road is neither juslifiable nor recommended. An arbitrary speed limit which is not justified by an Engineering and Traffic Survey constitutes a "Speed Trap" and is difficult to enforce. Without enforcement a lower posted speed limit does not reduce the overall speed on a given sweet and could result in increased number of accidents due to inconsistency in traveling speeds and unsafe passing. Establishing La Paz Street as 'One-Way* toward 5R79(S) and Jedediah Smith as "One-Way* toward Ynez Road/DePortola Road Although we underslant the objective of this recommendation, we are not convinced that the proposed "One- Wa.~' streets will acoomplish the objective of reducing the "cut-through" traffic. The morning peak hour traffic on SR79(S) still could turn on Judediah Smith Road to get to Ynez Road and the evening peak hour traffic could turn from Ynez Road to La Paz SWeet to get to 5R79(S). It should be noted that "One-Way" street systems are generally established to increase capacity of a roadway system and not to impede traffic and discourage use. 4. No "Left-Turn" signs out of the Rancho Community Church on Vallejo Avenue According to the leRex, ~is recommendation was made to eliminate congestion and a perceived unsafe situation at the intersection of Ynez Road and Vallejo Avenue (north) when making a left turn. Our records indicate one (1) reported accident from January, 1992 to March, 1998 at this intersection. Therefore, it does not appear that left toms at this intersection create an unsafe condition. Also, by eliminating left-turns at the church driveways, the vehicles exidng the church and making a right-turn could oontinue on Vallejo Avenue going south and make a left-rush at the intersection of Ynez Road and Vallejo Avenue (south). Therefore the suggested "No Left-Turn" signs do not eliminate left-turns onto Ynez Road. The proposed turning restriction ,,vould also inconvenience the residems of the area to the north of the church who at,end this church and force them to either disobey the signs or travel a long loop to access their homes. However, during our analysis of this request we nodcud that mal~ng a left-turn out of driveway "C' in Exhibit "B' is difficult due to a horizonlal curve (crest) just south of this driveway. Starf recommends that this driveway be modified by the church to either an entrance only or exits from this driveway be restricted to fight-turn only. In lieu of lhe modifications to this driveway, the existing 'No Parking" zone south of driveway "C" can be extended to improve the visibility of approaching cars fi'om the south. In summary, since the requested modifications are nol warranted, staff recommends that they be denied. It should also be noted emt Ynez Road, DePotloin Road, La Paz Sweet and ledediah Smith Road are idend~ed as circulation streets on the City's General Plan. All these streets are public roads, publicly maintained and are for use of the general public. We anticipated that the improvements on SR79(S) will reduce the "cut-through" traffic within the Los Ranchitos Community. We arc truly saddened by the death and injuries which have occurred recently at the intersection of LaPaz and Ynez which unfortunately has created a sense of urgency to the situation. As you 'know Los Ranchitos has been and continues w be considered "Hone Property" with relatively high properr/values and minimum acreage lots. The CC&R's contain specific language that is designed to mainlain that destination within the greater Temccula area. Numerous residents within Los Ranchitos take advanlage of the abiliw. to keep horses and use the trails and roadsides for their riding pleasure. The major through su'eet, Ynes Road/De Ponola Road, also has a bike lane along a great deal of it which is used frcqnenfly by cyclists and joggers. Both of these things, while extremely difficult to calculate, add to the uaffic safe.n, problems within Los Ranchitos boundaries. After much thought and concern for the overall traffic safety. within our community, the Los Ranchitos Homeowners Association would like to make the following recommendations for your consideration. ff our board members can be of any help at all, please let me know. BACKGROUND: At the January 25, 2000 City Council meeting, the Council will consider forming a joint Murrieta/Temecula Public Traffic Safety Awareness Group. This Committee will include City of Murrieta Mayor Seyarto, Police Chief Higginbotham, Temecula Police Chief Jim Domenoe, and Councilmember Jeff Comerchero. It will also be recommended that committee members include: one (1) Public/Traffic Safety Commissioner from each City, one (1) traffic enforcement officer, one (1) student from each high school, and one citizen at large from each City. This committee will develop a program that provides for coordination of law enforcement efforts, a public relations campaign that is intended to instill a sense of safety, respect and pride in safe driving within the area. An oral report will be provided on the outcome of the January 25, 2000 City Council meeting. FISCAL IMPACT: None ITEM NO. 4 TRAFFIC ENGINEER'S REPORT CAPITAL IMPROVEMENT PROJECTS Monthly Activity Report December 1999/January 2000 Prepared By: Amer Attar Submitted by: William G. Hughes Date: January 25, 2000 PROJECTS UNDER CONSTRUCTION 1. 1-15/Overland Drive Overcrossing Improvement Work on this project is almost complete. Only change order work remains. 2. Pala Road Bridge Construction of the bridge is also complete. The construction of the basriers and the sidewalk continue. The sewer line for the Pechanga Development Corporation is the conh'olling operation. Bridge opening is expected in mid February. 3. Traffic Signals Installation on Margarita Road at Pio Pico Road and at Pauba Road Construction on these two signals has been completed and they are in operation. The signal at Margarita and Pauba was mined on December 16, 1999. The signal at Margarita and Pio Pico was turned on December 31, 1999. 4. Citywide Bike Path Construction Construction on this project is complete. Bike lanes were striped along Margarita Road from Solana Way to Moraga Road, Ynez Road from Tower Plaza North to Overland Drive, and Rancho California from Margarita Road to Piesling Court, and portion of La Serena Way. 5. Pavement Management System FY98-99 This project will provide strict rehabilitation of Del Rio Road from Via Montezuma to Front Street, Pauba Road from Ynez Road to just east ofLa Primavera and from Margarita Road to Linfield School, Margarita Road from La Serena Way to Rancho Vista Road, Mercedes Street from Moreno Road to 2~ Street, and Rancho Vista Road from Mira Loma Drive (Traffic Signal) east to 200' east of Mira Loma Drive. Work is to be completed in Janua~ 2000. 6. Pujol Street Sidewalk, Curb & Gutter Construction on this project started on January 20, 2000. The improvements include the construction of curb and gutter, sidewalk, asphalt concrete pavement, driveways and driveway approaches and extending a storm drain line. Interim Improvements on Margarita Road ~ De Portola Construction on this project added an additional lane to the southbound direction of Margarita Road approaching De Portola and continuing to the Dartolo intersection with Margarita Road. This addition will ease traffic congestion at both intersections on an interim basis until the ultimate improvements are built as part of the Margarita Road Widening project being designed at this time. 8. Pavement Management System FY99-16, Winchester Road This project will rehabilitate Winchester Road from Diaz to Jefferson. The City Council awarded the contract to E. L Yeager for $360,440. Construction is set to start early February and be completed in March 2000. 9. Margarita Community Park Lighting and Fencing This project will install new light assembly on the existing poles and install a new fence in margarita Park. Bids were opened on December 28, 1999. The lowest responsible bidder was Lighting Contract Services with a bid mount of $57,779. PROJECTS BEING BID 1. First Street Bridge This project will construct First Street from Pujol Street to From Street, including the consauction of a bridge over Muraleta Creek and the realignment of Santiago Road. The new intersection of First Street, Front Street and Santiago Road will be signalized. Bids are scheduled to be opened on January 27, 2000. U.S. Amy Corp of Engineers is reconsidering their previously issued permit They have indicated that the proposed mitigation area must be consistent with Riverside County Flood Control future plans for improving the creek. City, Army Corp and RCFC continue to work to resolve this issue. PROJECTS IN DESIGN I. Pavement Management System This project will provide street rehabilitation of Jefferson Avenue from the northerly City limits to Rancho California Road. This project will also include the installation of streetlights along the entire length of Jefferson Avenue. 2. Old Town Southside Parking Lots This project consists of two proposed parking lots, One will be located on the west side of Front Street just north of Second Street, and the other lot is located on the south side of Fourth Street west of Front Street. The project is currently being designed in-house. A landscape architect and an elecUical consultant are being utilized to do the specialty work. Diaz Road Realignment The consultant presented to the City two different alignments for Diaz as it is approaching Rancho California Road. Staff reviewed the available three alignment choices (one from a previous study) and gave the consultant direction on the preferred alternative. The consultant submitted 30% completed plans based on staff direction. Staff is currently reviewing the preferred alignment for traffac circulation and right-of-way impacts. Individual meetings will be held with property owners. 4. Margarita Road Widening, Pauba Road to Dartolo Road The consultant completed 70% plans and submitted them to the City. Staff is reviewing these plans. Input is being provided to the consultant on many issues that were raised during the last design development meeting. The design is moving forward. Completion is expected in early March. 5. Santa Gertrudis Bridge Widening at 1-15 This is Phase II of the Southbound Auxiliary Lane at Winchester Road project This project will widen die 1-15 southbound off-ramp at the Santa Gertrudis Creek Bridge to provide for an additional lane from the freeway to just north of Winchester Road. The design consultant submitted the 1 ~ plan check the first week of January. Staff is currently reviewing the plans and providing the consultant with input. 6. Traffic Signals Design at Pain Road and Loma Linda and at Pala Road and Wolf Valley The consultant is to submit the preliminary design plans to the City at the end of January. Final plans will be completed in February and the project will be ready to advertise for bids. 7. Pala Road Improvements - Phase II (79 South to Pechanga Road) Design of this project is proceeding as scheduled. In addition, staff is coordinating the work with the Pechangas and Spring Pacific Properties, the developer for Wolf Creek. The design is to be completed in August. 8. North General Kearney ~ La Colima Walkway Tins project will install walkway from base material along the existing Ac Berm on North General Kearny and add an AC Berm to close the gap between the existing curb, gutter and sidewalk and betre. The informal bidding procedure will be utilized for this project in February. 9. Avenida De La Reina Drainage Improvements ~ Calle Aragon Park Staff is designing a storm drain line to carry nuisance water that accumulates at the park to the City's storm drainage system and fix the drainage problem. This project is scheduled for bidding in February. 10. Sports Park Tot Lot Equipment Replacement This project will replace the tot lot equipment at the Rancho Califomia Sports Park. Preliminmy Plans have been reviewed by staff and the consultant will be submitting the fmal Plans, Specifications and Engineer's Cost Estimate. Project will be advertised and bid in February 2000. 11. Sports Park Pond Desiltation This project will clean up the Desiltation Pond in the Sports Park by removing silt from it to allow proper drainage downstream. Chaparral High School Swimming Pool An Olympic size swimming pool will be constructed in Chaparral High School. Temecula Library A full service library, approximately 33,000 square feet in area will be designed and built on Pauba Road, next to Fire Station #84.
