CALL TO ORDER
The City of Temecula Public/Traffic Safety Commission convened in a regular meeting
at 6:06 P.M. , on Thursday, March 9, 2000, in the City Council Chambers of Temecula
City Hall, 43200 Business Park Drive, Temecula, California.

PUBLIC COMMENTS
Mr. Larry Markham, 41750 Winchester Road, expressed the following comments and
recommendations to the Commission:
Recommended that the Commission investigate adding an additional left-turn lane
on Winchester Road at Nicholas Road proximate to the entrance to Chaparral High
School.
Recommended that the Commission investigate establishing no parking zones on
Overland Drive to Commerce Center Drive, and at the intersection area of
Enterprise CircleNVinchester Road, recommending that this area should be re-
striped with respect to the turning movement designations.
With respect to the Beauty College students utilizing on-street parking on Commerce
Center Drive, for Chairman Connerton, relayed that there was most likely insufficient
parking provisions on site for this use.
For informational purposes, provided the Commissioners with an article from the
Los Angeles Times newspaper, dated March 1, 2000, entitled Pedestrian Versus
Automobile; It's a Two-Way StreeL
Commissioner Coe, echoed by Commissioners Connerton and Edwards, relayed to Mr.
Markham that he was greatly missed on the Commission.
COMMISSION CONSENT CALENDAR
1. Minutes
RECOMMENDATION:
1.1 Approve the Minutes of February 10, 2000
MOTION: Commissioner Edwards moved to approve the minutes. The motion was
seconded by Commissioner Coe and voice vote reflected approval with the exception of
Commissioner Katan who was absent.
COMMISSION BUSINESS
2. Traffic Siqnal Photo Enforcement
RECOMMENDATION:

That the Public/Traffic Safety Commission review a presentation on
Traffic Signal Photo Enforcement, and make a recommendation to the
City Council.
It was noted for the record that Commissioner Katan arrived at the meeting at
6:55 P.M.
Senior Engineer Moghadam introduced Ms. Keller, noting that she would provide
additional information regarding the photo enforcement system.
Ms. Lauri Keller, representing Lockheed Martin IMS, via overheads, provided a detailed
presentation regarding Traffic Signal Photo Enforcement, relaying the following:
Provided information regarding the technology of the system, as follows: 1 ) the
automated traffic enforcement which created photographic evidence of the
violation, 2) the key components of the photo enforcement inclusive of the detection
system, and the violation processing system, and 3) the deployment strategy.
Relayed the procedure of processing citations, noting the alternate entities that
would be involved (i.e., the Police Department, Court Services).
Apprised the Commission of the documented data regarding reduction in red light
violations ranging from 40-92% in alternate cities after the implementation of the
program.

Noted that the housing components for the red light cameras could be custom
designed, citing examples from alternate cities.
Specified that for each violation there were two images taken, noting that the speed
was also measured.
Via photographs, presented samples of the photo images, noting the additional
specifications provided per the violation data box.
Provided additional information regarding the complete violation processing
service, collection efforts, and provision of monthly analysis reports.
Relayed that per California Legislative requirements there would be a 30-day
warning period prior to commencement of the program, noting the community
education process.
Noted that warning signs were required via State law to be installed either at the
major entrances to the City (which was recommended) or at the intersections.
Provided additional information regarding the studies completed in order to
determine which intersections and which approaches would be effective locations
for placing the units.
Relayed the comprehensive services offered by Lockheed Martin IMS.
Noted the potential for the utilization of digital cameras at a future point in time,
relaying that the cameras would be upgraded to digital at that time.
Provided additional information regarding the manufacturing firm utilized by the
company.
For Commissioner Edwards, Ms. Keller provided additional information regarding the
reduction in rod light violations after installation of the units.
In response to Commissioner Edwards, Senior Engineer Moghadam relayed that the
interaction between the loop system had been investigated, noting that there would be
no negative impacts.
For Chairman Connerton, Ms. Keller relayed that initially the film would be picked up
daily, noting that there was a six-day turnaround time from the day the violation was
photographed to the time the citation was sent out; noted that the costs associated with
the warning signs would be funded by the City; provided additional information regarding
tickets fought in court, noting that after the first three months, there was a dramatic
decrease, relaying that there was training involved with respect to the courts; and
confirmed that for five camera units (which had a three-year contractual period) the cost
would be $17,000 a month for one year which would be for the construction, hardware,
and technology, noting that there was an on-going per ticket processing fee which would
be a portion of the violation fee.
In response to Chairman Connerton's' queries, Police Chief Domenoe provided
clarification regarding the revenues associated with violations, noting that there was a

cap amount of revenues the City could collect from the issuance of citations;
recommended that the City make its decision as to whether to install the cameras based
on the safety aspects of the program.
Clarifying that this particular program would not be a revenue generator for the City,
Commissioner Edwards recommended that the consideration be aimed at the program's
effectiveness with respect to preventing accidents, saving lives, and safety issues.
For Commissioner Coe, Police Chief Domenoe advised that red light violations
contribute to solely 10% of traffic collisions; and advised that prior to making a
recommendation in favor of, or opposed to the program, he would need to investigate
input from alternate cities that had utilized the cameras.
For Commissioner Edwards, Senior Engineer Moghadam relayed that red light violations
associated with left-turning movements did not significantly negatively impact the traffic
circulation in the City; advised that the majority of collisions in the City were caused by
rear-end accidents which the red light cameras were not expected to decrease; and for
Commissioner Coe, noted that this issue could be brought back to the Commission with
additional data from alternate cites that had utilized the red light camera program.
Police Chief Domehoe relayed that the most effective aspect of this device would most
likely be with respect to changing the driving culture due to the surety of being cited.
For Commissioner Edwards, Ms. Keller provided additional information regarding
installing additional housing units, and transferring the camera units.
In response to Senior Engineer Moghadam's queries, Ms. Keller provided additional
information regarding the companies involvement with public awareness programs (i.e.,
press conference, training, web-site page); clarified the analysis process with respect to
the data revealing reductions in violations; and provided additional information regarding
the City's share of revenues that would be collected on a per ticket basis.
For Commissioner Edwards, Ms. Keller relayed that videos regarding the red light
camera program would be available for the City's use for public awareness.
Chairman Connerton relayed that it appeared to him that the cost figures and
percentages denoted in the data provided were inaccurate.
Deputy Director of Public Works Parks clarified that this presentation to the Commission
was for the purpose of reviewing the red light camera system, noting that the cost
aspects of the issue would be addressed by the Council in the Capital Improvement Plan
(CIP); relayed that if the City pursued the matter, a consultant would be hired to evaluate
numerous systems, and then the project would go out for competitive bid.
Mr. John Dedovesh, 39450 Long Ridge Drive, noted that the number of red light
violations has increased in the City; and relayed that he was strongly in favor of the
program.
In response to Commissioner Edwards' queries, Deputy Director of Public Works Parks
noted that the Commission should consider the following with respect to the red light
camera system, and its recommendation to Council: the enhancement of public safety,
the impact on accidents, the minimizing of the need of patrol officers; and advised that
the Commission could additionally recommend that specific intersections be considered
for this program.
For Commissioner Katan, Deputy Director of Public Works Parks relayed that the
intersection monitoring system denoted in the five-year CIP was unrelated to the red
light camera units; and provided additional information regarding the monitoring system.
For Commissioner Coe, Police Chief Domenoe relayed that the red light camera
program would most likely not significantly impact citizens committing alternate
violations.
Commissioner Edwards recommended that the program be pursued by the City Council
and that additional data be compiled.
Chairman Connerton relayed that this program would be beneficial to the City.
MOTION: Commissioner Coe moved to recommend that the City Council pursue the
implementation of the red light camera program. The motion was seconded by
Commissioner Edwards. {This motion was ultimately amended, see below.)
In response to Chairman Connerton's' queries with respect to funding issues, Deputy
Director of Public Works Parks relayed that the Commission's recommendation could be
inclusive of a recommendation to add this project to the CIP.
MOTION: Commissioner Coe moved to recommend that the City Council pursue the
implementation of the red light camere program; and recommended that this program be
included in the Capital Improvement Plan (CIP). The motion was seconded by
Commissioner Edwards and voice vote reflected unanimous approval.
3. Citywide Traffic Enforcement - Additional Police Officers
RECOMMENDATION:

That the Public/Traffic Safety Commission receive and file a report
regarding additional Police Officers and Citywide Traffic Law
enforcement, and provide further direction to staff,
Senior Engineer Moghadam relayed the Commission's request to agendize this issue to
investigate the feasibility of providing additional Police Officers in order to increase
enforcement throughout the City.
Police Chief Domenoe thanked the Commission for its continued support of public safety
in the City of Temecula, specifically with respect to the Police Department's role in the
matter; noted his involvement with the Commission prior to City's incorporation,
acknowledging that the Commission has always sought to serve the best interests of the
community; relayed that the Police staffing levels are ultimately set by the City Council
via the annual budgeting process after consideration of recommendations from the
Police Department and the City Manager; advised that the current staffing level was
adequate for this budget year, noting that he anticipated that the Police Department
would be requesting additional personnel due to the continued growth with respect to

population and the increased attraction to the City of Temecula due to the mall site, and
alternate new businesses; while reiterating that the determination of Police staffing
issues would be addressed by the City Council, noted his encouragement from the fact
the Commission recognized the importance of the Police Department's mission, and the
need to maintain adequate resources in order to carry out that mission; relayed that
during the next few months there would be discussions with the City Manager and the
Council to address adequate staffing issues; commented that due to the recent roadway
improvements, the Police Department had been relieved of the need to address gridlock
enforcement; and advised that if it was the Commission's desire he would relay any
comments, concerns, or recommendations of the Commission to the City Council during
the discussion process.
The Commission relayed the following comments re.qardina the need for additional
Police Officers in the City of Temecula:
Acknowledging that Police staffing issues were outside of the jurisdiction of the
Commission, Commissioner Edwards relayed the rationale for requesting that this
issue be agendized in order to address the following issues with respect to the need for
additional Officers: 1 ) the impact of additional traffic coming to the City of Temecula from
outside the area, and 2) the inability for Police Officers to maintain consistent
enforcement at the school sites, the busy intersections, and alternate sites due to the
need to address alternate specialized tasks (i.e., Officers being pulled from a site to
complete accident reports).
In response to Commissioner Edwards, Police Chief Domenoe relayed that the Police
Department was in the process of making a determination with respect to the number of
people in the City daily; noted that the ratio of maintaining one Officer per one thousand
residents was inclusive of every Officer (i.e., including administrative Officers); advised
that after Police staffing determination by the City Council, it was his charge to allocate
those resources effectively in order to address all facets of police work; relayed that the
factors of dealing with the additional generation of people attracted to the City via the
mall and alternate businesses would be addressed with the City Council; confirmed that
the duties of the Police Officers varied and was inclusive of completing accident reports,
advising that it was his goal to utilize motorcycle Officers for enforcement, and the
alternate Officers for the handling of accidents; and relaying concurrence with
Commissioner Edward's comments, provided assurance that he would diligently strive to
obtain adequate Police resources.
Commissioner Coe commended the Police Department for their assiduous efforts
associated with responding to the needs of the community, attributing this diligence to
the condition of safety established in the City of Temecula; and echoed the
recommendation to add additional Police Officers if it was feasible to do so at this time.
For Chairman Connerton, Police Chief Domenoe confirmed that if the City needed
additional Officers for certain periods of time (i.e., special events held in the City) that the
Police Department could seek aid from alternate stations, or from the County, in order to
address those impacts.
Referencing the charge of the Commission to make recommendations to the City
Council with respect to public safety, Chairman Connerton relayed the consistent
concern expressed by community residents at the Public/Traffic Safety Commission
meetings that there needed to be increased Police enforcement, citing the previous
comments relayed earlier at this meeting whereby Mr. Dedovesh noted the need for
increased enforcement with respect to intersection violations; advised that the rationale
for relaying to the City Council the Commission's recommendation to add additional
Police personnel was due to the numerous community comments heard by the
Commission that the Council would never hear; relayed that although the target was to
have one Officer, per every 1000 residents, that the mall site utilized two of those 50
Officers, that the school site utilized additional Officers, and that the Police Officers who
served solely in an administrative capacity were included in that ratio, recommending
that the ratio be based on the number of Officers available to the public at large; advised
that the number of Officers needed would be additionally increased if Vail Ranch was
annexed; and while acknowledging that the Police Department would address the needs
for adequate staffing with the Council, suggested that the Commission could additionally
forward its recommendation to add additional Officers based on the input and data
received at the Public/Traffic Safety Commission meetings.
Commissioner Edwards suggested that based on the expressed comments of the
Commission, a letter of support be drafted, enumerating the relayed concerns, such as
the need to pull Police Officers from one needed site to complete alternate specialized
tasks, and that those comments then be presented to the City Council.
In response to Commission comments, Police Chief Domenoe relayed his appreciation
of the support of the Commission, providing assurance that in seeking the best interests
of the City, he would diligently address the staffing issues with the Council; noted the
goal of the Police Department to actively pursue proactive police work, preventing crime
with Police presence, and via educating the community; and advised that he concurred
with the need for additional Officers, relaying that as the City continues to grow, this
would be a natural progression.
Addressing the comments of the Commission, Deputy Director of Public Works Parks
advised the Commission to specify the concerns, such as: Police Officers being utilized
at the mall site, the desire for increased enforcement to address intersection violations or
speed, relaying that staff could then forward those comments to the Council for
consideration.
in response to Commissioner Coe, Police Chief Domenoe relayed that the City of
Murrieta employed fewer Police Officers than Temecula, with an approximate ratio of
three-quarters of an officer, per 1000 residents; and advised that in addition to
population, factors relating to the type of activity involved needed to be addressed in the
employment of Officers within a city.
MOTION: Commissioner Edwards moved to have the Commission's summarized
comments warranting the need for additional Police Officers relayed to the City Council.
Commissioner Katan seconded the motion and voice vote reflected unanimous approval.
Chairman Connerton queried whether the Commission desired to attach the specific
concerns with the motion.
Deputy Director of Public Works Parks relayed that based on the record of the
Commission's remarks in the minutes, staff could draft e letter denoting the specified
concerns and comments, and bring that letter forward to the Commission for review at a

future date (prior to the budgeting process), and subsequently provide the letter to
Council for consideration.
in response to Deputy Director of Public Works Parks' recommendation, the
Commission expressed consensual concurrence.
4. Nei,clhborhood Traffic Calming ProGram
RECOMMENDATION:
4.1
That the Public/Traffic Safety Commission review the report and provide
input regarding the Neighborhood Traffic Calming Program,
Senior Engineer Moghadam presented the staff report (of record), noting that the
majority of complaints received from residents with respect to traffic were speed-related,
and then, secondly, volume-related; relayed the past efforts of the City to slow the
speeds of drivers within the City; clarified that the purpose of this program was to
improve the relationship between staff and the neighborhood representatives, clarifying
that the City was interested in addressing their concerns, and to present options for
traffic calming that would be effective; advised that the City was in the process of
purchasing a radar gun for residential use, noting that signage would be installed
warning speed violators that there were residents surveying speeds in the area; and
noted the goal to create cooperation between City staff and the community, to increase
awareness, and to educate the general public.
Senior Engineer Moghadam concurred with Commissioner Edwards' recommendation
that a Public Works staff member attend neighborhood Homeowners Association
meetings as an avenue for further educating the public.
Additional discussion ensued regarding the Commissioners attending community
meetings in order to address the public's traffic concerns; and to encourage the
residents to attend the Public/Traffic Safety Commission meetings.
Commissioner Katan recommended that prior to an issue being presented to the
Commission at the request of a resident, that there be a requirement that the residents
must first schedule a meeting with staff and a Commissioner in an informal setting in
order to provide education with respect to viable options to address their concerns.
Senior Engineer Moghadam concurred with Commissioner Katan's recommendation,
noting that staff could relay to residents that an issue would not be agendized until the
meeting had been held.
MOTION: Commissioner Coe moved that from this point forward, that an item not be
agendized via a request from a resident until a meeting had been held in an informal
setting with staff and a Commissioner to provide data and additional information related
to their concerns prior to the Commission meeting. The motion was seconded by
Commissioner Edwards and voice vote reflected unanimous approval.

TRAFFIC ENGINEER'S REPORT
Senior Engineer Moghadam relayed that the southbound dual left-turn lanes from
Margarita Road to Rancho California Road had been completed, noting that it
appeared to have improved the traffic flow.
POLICE CHIEF'S REPORT
For information purposes, Police Sergeant DiMaggio relayed that if it was the
Commission's desire, a Police Officer could additionally attend the previously
mentioned community meetings in order to support the Commission and provide
educational information to the community.
Police Sergeant DiMaggio noted that on March 23, 2000 there would be
increased enforcement of red light violations in specific areas, relaying that the
public would notified.
In response to Senior Engineer Moghadam, Police Sergeant relayed that the
Police Department would be willing to aid in the training of educating the public
with respect to the use of the radar gun, noting that guidelines could be
developed.
FIRE CHIEF'S REPORT
No comments.
COMMISSION REPORTS
In response to Commissioner Coe's queries regarding the intersection at Pala
Road and Clubhouse Drive, Police Sergeant DiMaggio relayed that the Police
Officers were directed to begin directing traffic at the point the cars were stacked
with between four and six cars, advising that he would further investigate the
matter.
Commissioner Coe commended the Public Works Department for their fine work
in the City, noting their expeditious manner in addressing his concern regarding
the height of barricades that had been impeding visibility.
Commenting on The Evel7 Fifteen Minutes Program regarding drunk driving,
held at the high schools, Commissioner Edwards relayed that the program was
tremendously effective.
Chairman Connerton provided additional information regarding the viewing of
films displaying accidents, inclusive of graphic accounts of the associated
impacts and injuries, noting the effectiveness with respect to awareness; and
recommended that Commissioner Coe bring up the issue for discussion at the
next Traffic Awareness Now (TAN) Committee meeting.
With respect to the dual left-turn lanes recently installed at Margarita Road,
Chairman Connerton relayed that the additional lane had vastly improved

circulation in that area, commending the Public Works Department for the
expeditious completion of the project.
Chairman Connerton commended his fellow Commissioners for their diligent
work in the past, looking forward to the upcoming issues which would be
addressed by the Commission; and queded staff as to when the Disaster
Emergency Preparedness Plan would be reviewed by the Commission, noting
that the Commission was required to review this material.
With respect to the TAN Committee discussions, Commissioner Coe updated the
Commission, noting that the high schools were currently involved in a poster
contest to create a poster for the awareness of traffic attitudes; noted that the
Police Department was in the process of setting up hotlines to receive residents
concerns regarding vehicle violations, relaying the potential to send a written
warning to the violators; and advised that there were discussions regarding the
development of good driver awards.
Police Chief Domenoe relayed that it had been suggested at the TAN meetings
that there be painted lines (in a unique color, i.e., pink) on the pavement at
intersections to provide an indicator as to whether a vehicle could make it
through the signal if the light was yellow, while driving at the speed limit; and for
Commissioner Coe, noted that it was a viable idea, providing a visual reference
point for drivers.
Commissioner Coe requested that this issue be agendized for a future
Commission meeting.

RECOMMENDATION:
1.1
That the Public/Traffic Safety Commission receive and file the report
regarding a right turn lane - Palm Plaza North at Ynez Road.
Associate Engineer Gonzales provided the staff report (of record), noting that this issue
had been brought before the Commission due to Commission request; referencing
Exhibit B (per agenda material), relayed that during the evaluation, staff had reviewed
the peak hour turning volumes during the AM, mid-day, and PM periods; advised that the
counts indicated that a dual eastbound left-turn lane was required to adequately handle

significantly lower; and noted that due to the width of the driveway and the median island
(which was privately owned) installing an additional lane would be very difficult.
For Commissioner Coe, Associate Engineer Gonzales specified that this item had been
agendized at the request of Chairman Connerton.
In response to Chairman Connerton, Associate Engineer Gonzales relayed that the
feasibility of installing the additional lane would be negatively impacted due to the width
of the driveway, and the median island that was privately owned.
Chairman Connerton relayed that the rationale for requesting this issue to be agendized
was that he had received input from various individuals expressing concern with respect
to the vehicles which were attempting to make turning movements at this signal,
blocking the vehicles behind them, creating a stacking effect and causing congestion
within the Plaza parking lot.
For Chairman Connerton, Associate Engineer Gonzalez noted that the negative impact
was caused by the interior drive aisle's proximity to the intersection, relaying that the
solution would be to modify the median and close this particular drive aisle, modifying
the interior; advised that it would be unlikely for the property owner to be agreeable to
this modification; and provided additional information regarding the alternate signalized
entrance to this shopping center.
For information purposes, Deputy Director of Public Works Parks relayed that when the
Michaers use (located within this center) came before the Planning Commission, that
the Commission had requested the developer to investigate the interior traffic conditions
within the shopping center and to come back with a plan as development continued; and
advised that the matter had not been addressed by the developer, noting that the City
could potentially have some leverage in requesting modifications to the drive approach.
In response to Deputy Director of Public Works Parks' comments, Chairman Connerton
relayed that he would recommend that the issue be pursued due to the impacts, which
could ultimately cause an accident.
For Chairman Connerton, Deputy Director of Public Works Parks relayed that staff could
investigate the matter, relaying that the City did not have control with respect to the
private property; and noted that due to the width of the driveway, there was not much
space available for expansion, while advising that the property owner would most likely
desire the most efficient traffic flow for the center.
For Commissioner Coe, Deputy Director of Public Works Parks relayed the process of
staff addressing traffic impacts throughout the City.
MOTION: Commissioner Coe moved to receive and file this report. Commissioner
Edwards seconded the motion and voice vote reflected approval with the exception of
Commissioner Katan who was absent.

TRAFFIC ENGINEER'S REPORT
It was noted for the record that Commissioner Katan arrived at the meeting at
6:13 P.M.
For informational purposes, Associate Engineer Gonzales relayed that the Via
Cordoba Traffic Circles issue would go before the City Council on Tuesday,
March 28, 2000.
POLICE CHIEF'S REPORT
Police Sergeant DiMaggio relayed that the Police Department was in the process
of conducting a red light enforcement program at several main intersections; and
noted that at the next meeting he would update the Commission with respect to
the number of citations issued.
For Commissioner Edwards, Police DiMaggio relayed that the majority of the
citations were issued to residents, providing additional information regarding the
public's response to being cited; and for Chairman Connerton, relayed that the
Police Department utilized two Police Officers who operated in unmarked Police
vehicles.
FIRE CHIEF'S REPORT
Battalion Chief Ritchey relayed that there had been a mass casualty incident in
the De Luz Canyon area approximately two weeks ago with two fatalities (local
residents), noting that excessive speed could have been the cause of the
accident.
Relaying the upcoming changes, Battalion Chief Ritchey noted that within a year
the Fire Department would be wearing blue uniforms; and advised that the
change would be Statewide, relaying that the modification was a safety issue.
COMMISSION REPORTS
Commissioner Coe commended the Police Department for their diligent efforts in
the Pala Road/Rainbow Canyon Road area during the construction period, noting
that he had cited Police Sergeant DiMaggio directing traffic in this particular area.
Associated Engineer Gonzales relayed that Rainbow Canyon Road would be
open on March 24, 2000.
In response to Commissioner Coe's comments with respect to the Alcohol Sting
Project, Police Sergeant DiMaggio relayed that on March 17, 2000 (St. Patrick's
Day) the Police Department had arrested eight individuals driving under the
influence of alcohol.
For Commissioner Coe, Police DiMaggio relayed that at this time no alcohol was
served at the Pechanga site.

Commenting on the agenda for the March 23, 2000 Commission meeting
(tonight's meeting), Commissioner Coe relayed that in his opinion the brief topic
could have been added to the subsequent meeting agenda, noting that it was an
improper use of staff time to schedule this meeting.
Commissioner Edwards relayed that at the Lowe's site, with respect to the
Margarita exit which only allowed right turns, drivers were making left turns; and
queried whether signage could be posted stating fight-turn only, or whether
delineators could be installed,
Associate Engineer Gonzalez relayed that staff would investigate the matter.
Commissioner Edwards noted that the Homeowners Association president of the
residential tract off of Via Cordoba was planning to schedule a meeting with staff
in order to address the residents' questions regarding traffic circles prior to the
matter being presented to the City Council.

that he had been unable to attend due to being out-of-state at the time of the
scheduled meeting.

Request for Multi-Way Stop Controls - Mercedes Street at Sixth Street
RECOMMENDATION:
That the Public/Traffic Safety Commission deny a request for Multi-Way Stop Controls at the intersection of
Mercedes Street and Sixth Street.
BACKGROUND:
A request was received from Councilmember Roberts, representing the Mary Phillips Senior Center, to
evaluate the need for Multi-Way Stop controls at the intersection of Mercedes Street and Sixth Street due to
increased "cut-through" vehicular volumes and speeds along Mercedes Street. An evaluation of traffic
conditions has been performed to determine if the intersection satisfies the minimum warrant criteria for the
installation of Multi-Way stop controls. The evaluation includes a review of 24-hour vehicular volume and
speed data, and accident history on Mercedes Street from Moreno Road to Second Street. The public has been
notified of the Public/Traffic Sat~ty Commission's consideration of this issue through the agenda notification
process.
Mercedes Street is a 30 foot wide local roadway that functions as a collector roadway providing direct access
to Moreno Road, Main Street and ultimately Old Town Front Street. At the intersection with Sixth Street,
Mercedes Street is approximately 37 feet wide. The speed limit is posted at 25 MPI-I on Mercedes Street
between Sixth Street and Second Street.
Sixth Street is a 32 foot wide local roadway that functions as a collector roadway providing direct access to
Mercedes Street and Old Town Front Street. The Mary Phillips Senior Center is located at the east terminus
of the roadway.
The Caltrans Traffic Manual indicates that the Multi-Way Stop installation may be useful at locations where
the volumes of traffic on intersecting roads are approximately equal and/or where a combination of high speed,
restricted sight distance and an accident history indicates that assignment of right-of-way is necessary. Multi-
Way Stop controls should not be used for controlling vehicular speeds. There are three (3) criteria that
Caltrans has established for the evaluation of Multi-Way Stop signs. These criteria are as follows:
Where signals are warranted and urgently needed, the multi-way stop may be an interim measure that
can be installed quickly to control traffic while arrangements are being made for the signal
installations.
An accident problem, as indicated by five (5) or more reported accidents within a twelve (12) month
period of a type susceptible to correction by a multi-way stop installation. Such accidents include
right and left-torn collisions as well as right-angle collisions.
3. Minimum Traffic Volumes
The total vehicular volume entering the intersection from all approaches must average at least
500 vehicles per hour for any eight (8) hours of an average day, and
The combined vehicular and pedestrian volume from the minor street or highway must
average at least 200 units per hour for the same eight (8) hours, with an average delay to
minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour,
but
When the 85-percentlie approach speed of the major street traffic exceeds 40 miles per hour,
the minimum vehicular volume warrant is 70 percent of the above requirements.
The Multi-Way Stop warrant analysis performed for the intersection indicates that the existing volumes are
considerably lower than the applicable warrant criteria. Therefore, Multi-Way Stop signs are not justified
at Mercedes Street and Sixth Street. Additionally, there were no reported accidents within a twelve-month
period at this intersection. A copy of the analysis is included as Exhibit "B".
A review of the vehicular volume and speed data collected along Mercedes Street from Moreno Road to
Second Street indicates that the Average Daily Traffic (ADT) volume along Mercedes Street varies from 1,928
ADT south of Moreno Road to 954 ADT south of Main Street. Our review also indicates that Second Street
between Mercedes Street and Old Town Front Street carries approximately 619 ADT. The vehicular volume
data indicates that the ADT on Mercedes Street is appropriate for a roadway that primarily functions as a
collector roadway and does not support the observation that Mercedes Street is being used excessively as a
"bypass" to Old Town Front Street.
The speed data indicates that the 854 percentile speed along Mercedes Street varies from 27 MPH south of
Moreno Road to 33.5 MPH south of Main Street. Although the data indicates that some speeding does occur
on this roadway, the majority of drivers are travelling at a reasonable and prudent speed for conditions on
Mercedes Street. Moreover, the 85th percentile speeds observed on Mercedes Street are enforceable and are
consistent with vehicle speeds observed on other City streets that function in a similar capacity. Based on the
results of the speed data collected, the posted speed limit of 25 MPH is appropriate for conditions and no
changes to the speed limit are necessary.
Copies of the vehicular volume and speed data are included as Exhibit "C".
Staff recommends denial of the request for Multi-Way Stop Controls at the intersection of Mercedes Street
and Sixth Street and continued use of the radar trailer and enforcement of the existing speed limit.

Extension of Mercedes Street - Second Street to First Street
RECOMMENDATION:
That the Public/Traffic Safety Commission receive and file the report regarding the extension of Mercedes
Street between Second Street and First Street.
BACKGROUND:
At the meeting of January 27, 2000, the Public/Traffic Safety Commission requested that staff review the
possibility of connecting Mercedes Street to First Street to improve traffic circulation along Old Town Front
Street. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue
through the agenda notification process.
Mercedes Street is a 30 foot wide local roadway that functions as a collector roadway providing direct access
to Moreno Road, Main Street and ultimately Old Town Front Street. At the intersection with Sixth Street,
Mercedes Street is approximately 37 feet wide. The speed limit is posted at 25 MPH on Mercedes Street
between Sixth Street and Second Street.
First Street is a 32 foot wide local roadway that currently terminates approximately 300 feet east of Old Town
Front Street. The prima facie speed limit is 25 MPH on First Street.
Subsequent to the Commission's request, vehicular volume data was collected along Mercedes Street, Old
Town Front Street and Second Street to establish existing traffic circulation patterns. The data indicates that
the Average Daily Traffic (ADT) volume on Mercedes Street ranges from 1,928 ADT south of Moreno Road
to approximately 954 ADT south of Main Street. The data also indicates that the vehicular w~lume on Second
Street is approximately 619 ADT. It is very likely that the majority of the Second Street vehicular volume is
in t~tct "bypass" traffic.
In order to extend Mercedes Street to First Street, it will be necessary to purchase rights-of-way from three
13) parcels that are privately held, and secure a roadway easement over Caltrans held right-of-way. The
approximate cost for right-of-way purchase for the throe (3) parcels could vary from $150,000 to $300,000.
This cost estimate is based on the property's assessed value and may be very conservative. In some cases it
may be necessary to purchase the entire parcel if the right-of-way acquisition creates an unusable parcel.
In addition to the right-of-way costs, there are costs associated with the construction of the improvements. The
estimated cost to improve Mercedes SWeet from Second Street to First Street could vary from $75,000 to
$100,000 depending on the types of improvements installed (i.e., curb, gutter and sidewalk versus A.C. berm
with no sidewalk). The total combined costs of right-of-way and roadway improvements are approximately
between $225,000 to $300,000. Based on the projected vehicular volume traffic (619 ADT) that is likely to
use this segment of roadway, the construction costs outweigh the benefits of the improvements. However, if
the commission desires to pursue this issue further, a recommendation can be made to the City Council to
consider this item in the upcoming Fiscal Year 2000-2001 Capital Improvement Program budget preparation
process.
Another factor to consider is, that with the construction of the First Street Bridge west of Old Town Front
Street, the east and west legs of First Street will be offset by approximately 200 feet with no direct connection
between the two (2) segments of roadway. The intersection offset will make this a less desirable bypass route
to travel. Moreover, it is likely that the bypass traffic patterns will shift from Mercedes Street to Pujol Street
when the bridge construction has been completed, thereby reducing vehicular volumes on Mercedes Street.

BACKGROUND:
The City Council has scheduled a Workshop on April 27, 2000 regarding the Riverside County Integrated
Plan (RCIP). Since this is the same date as the Public/Traffic Safety Commission's regular meeting, staff
is recommending canceling the meeting of April 27, 2000 and adjourning to the next regular meeting of
May 11, 2000.

PROJECTS UNDER CONSTRUCTION
1. 1-15/Overland Drive Overcrossing Improvement
Work on this project is almost complete. Only minor change order work remains. Contractor is to submit "As-
Builts.'
2. Pala Road Bridge
The Pala Road Bridge is now open to through traffic. The Rainbow Canyon detour and Cupeno closure have
been implemented. Starting on March 24, 2000, Rainbow Canyon Road is open to traffic during commute time,
nights and weekends.
3. Pujol Street Sidewalk, Curb & Gutter
Construction on this project started on January 20, 2000. The improvements include the construction of curb and
gutter, side~valk, asphalt concrete pavement, driveways and driveway approaches and extending a storm drain
line. The storm drain line has been completed. Concrete curb & gutter have been poured and the contractor is
working to form and pour the sidewalks and build the headwall. Completion is scheduled for April 24, 2000.
4. Pavement Management System FY99-16, Winchester Road
This project will rehabilitate Winchester Road from Diaz to Jefferson. The City Council awarded the contract to
E. L Yeager for $360,440. The pre-ennstruction meeting was held on February 9, 2000. Consauction was delayed
due to weather. Most of the rehabilitation work will be completed over two-weekends. The first part of the work,
the outside lancs, was completed at 5:00 a.m., Monday, March 27. The inside lanes will be done the following
weekend. Striping and loop detectors installation will be done at night, the following week. Consauction is
scheduled for completion in early May 2000.
5. Margarita Community Park Lighting and Fencing
This project will install new light assembly on the existing poles and install a new fence in margarita Park.
Construction on this project started on February 7, 2000. The contractor installed the fence and began trenching
and installing the conduit. Project completion is expected in early Aprii 2000.
6. First Street Bridge
This project will construct First Street from Pujol Street to Front Street, including the construction of a bridge
over Murricta Creek and the realignment of Santiago Road. The new intersection of First Streek Front Street and

Santiago Road will be signalized. Construction on this project started late February. The contractor completed
clearing Mum eta Creek before the March 15 environmental deadline. Stage I of the work is set to start. This stage
includes work along the west side of Front Street and Pujol Street. In addition, waterline relocation is to be done
simultaneously. Completion is scheduled for January 2001.
7. North General Kearney ~ La Colima Walkway
Construction on this project was just completed. This project installed a walkway from base material along the
existing AC berm on North General Kearny and added an AC berm to close the gap between the existing curb,
gutter and sidewalk and berm.
PROJECTS BEING BID
1. Sports Park Tot Lot Equipment Replacement
This project will replace the tot lot equipment at the Rancho California Sports Park. Plans, Specifications and
Cost Estimate (PS & E) were completed and the City received authorization from the Economic Development
Agency (EDA) to advertise for bids. CDBG funds (Federal) are funding this project. Bids are scheduled to be
opened on April |2, 2000.
PROJECTS IN DESIGN
1. Pavement Management System
This project will provide street rehabilitation of Jefferson Avenue from the northerly City limits to Rancho
California Road. This project will also include the installation of streetlights along the entire length of Jefferson
Avenue. Pavement and street light design is in progress.
2. Old Town Parking Lots
This project consists of two proposed parking lots. One will be located on the west side of Front Street just north
of Second Street, and the other lot is located on the south side of Fourth Street west of Front Street. The project
is currently being designed in-house. A landscape architect and an electrical consultant are being utilized to do
the specialty work. The design for the Second Street parking lot is being ~nalized. This project is scheduled to
be advertised for bids in April. Design For Fourth Street Parking Lot is on hold pending the Mercantile building
plans.
3. Diaz Road Realignment
The consultant presented to the City two different alignments for Diaz as it is approaching Rancho California
Road. Staff reviewed the available three alignment choices (one from a previous study) and gave the consultant
direction on the preferred alternative. The consultant submitted 30% completed plans based on staff direction.
Staff completed a traffic circulation and right of way impact analysis and a preferred alignment has been
established. Individual meetings will be held with property owners to discuss and present to them the new
alignment and its impacts to their properties. The consultant was directed to proceed with the design. 70% plans
wilt be submitted in April 2000.

4. Margarita Road Widening, Pauba Road to Dartolo Road
The consultant completed 70% plans and submitted them to the City. Staff reviewed these plans and provided
the consultant with input and comments on many issues that were miser. A minor delay is expecmd due to utility
and developer's (Home Depot) coordination. The design is moving forward. Design completion is expected in
May 2000.
5. Santa Gertrudis Bridge Widening at 1-15
This is Phase II of the Southbound Auxiliary Lane at Winchester Road projecL This project will widen the 1-15
southbound off-ramp at the Santa Gertrudis Creek Bridge to provide for an additional lane from the freeway to
just north of Winchester Road. The design consultant submitted the 1't plan check to the City and Caltrans the
first week of January. Staff is currently reviewing the plans and providing the consultant with input. Comments
from Caltrans are pending.
6. Traffic Signals Design at Pala Road and Loma Linda and at Pala Road and Wolf Valley
The consultant submitted the preliminary design plans for the Loma Linda intersection to the City. The City is
reviewing these plans. Wolf Valley intersection plans are expected at the end of March. Final plans for both
signals will be completed in April 2.000 and the project will be ready to advertise for bids.
7. Pala Road Improvements - Phase II (79 South to Pechanga Road)
Design of this project is proceeding as scheduled. Preliminary design work include geotechnical investigation,
environmental assessment, surveying and utility research. In addition, staff is coordinating the work with the
Pechangas and Spring Pacific Properties, the developer for Wolf Creek. 30% plans are expected in early April
2000. The design is to be completed in August 2000.
8. Calle Aragon Park Drainage Structures
Staff is designing a storm drain line to carry, nuisance water that accumulates at the park to the City's storm dram
system and fix the drainage problem. Plans and Specifications are complete. TCSD is reviewing the plans. This
project will be advertised for bids in April (as soon as TCSD comments are received and addressed).
9. Rancho California Road Median Modifications at Town Center
Under this project, the two median openings at Target and at the Claim Jamper will be closed and the left turn
pockets at Town Center and the church will be lengthened. Design completion is expected in early June 2000.
10. Sports Park Pond Desiltation
This project will clean up the Desiltation Pond in the Sports Park by removing silt from it to allow proper
drainage dewnstrean~. The consultant, Armslrong Development Services, is currently making their final revisions
to the design plans. This project is scheduled to be advertised for bids in April 2000.
ll. Adding an Additional Lane On Ynez Road Between Tierra Vista and Rancho Vista
This project will add a second southbound lane to Ynez Road between Tierra Vista and Rancho Vista. The project
area is to be surveyed and staff will do the design. A modified striping plan for Ynez Road within the proposed
prc~icct has been prepared.

12. Senior Center Expansion
The expansion will include and addition of 3000 square feet of building area for recreational, office, and meeting
purposes. The project is currently under design.
13. Chaparral High School Swimming Pool
A swimming pool will be constructed inside Chaparrai High School. The kick-off meeting for the design
committee, including the architect RKM Design Group, City staff, School Disu-ict staff and the swim club, was
held on January. 11, 2000. A community workshop was held on February 12, 2000 at the high school A tour of
the a number of aquatic facilities was conducted on March 1, 2000. The design committee is to meet and decide
on the type of facility to be built.
14. Temecula Library
A full service library, approximately 35,000 square feet in area, will be designed and built on Pauba Road, next
to Fire Station #84. This project will provide the commumty with library resources and services. The design
committee kick-off mecting was held on January 25, 2000. A layout and a theme were approved by the design
comrmttee. The cernrmttec has come to consensus on the building form and appearance, and interior and furniture
layout( minor adjustments were requested by the committee and are being done by the architect). The parking lot
theme is being finaiized by the architect. Design is scheduled for completion in July 2000.
