Speakers are limited to two (2) minutes each. If you desire to speak to the Commission about an item not listed on the Agenda, a pink "Request to Speak' form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. For all other agenda items, a 'Request to Speak' form must be filed with the Recording Secretary before the Commission gets to that item. There is a five (5) minute time limit for individual speakers. COMMISSION BUSINESS 1. Election of Chairman. RECOMMENDATION: 1.1 Select a member to serve as Chairman for the Public/Traffic Safety Commission for one (1) year. 2. Election of Vice-Chairman. Resolution establishinn time and place of Public/TraffiC Safety Commission Meetin~3s. RECOMMENDATION: 3.1 Adopt a resolution entitled: RESOLUTION NO. PTS 93-01 A RESOLUTION OF THE PUBLIC/TRAFFIC SAFETY COMMISSION OF THE CITY OF TEMECULA SETTING THE DATE, TIME AND LOCATION OF PUBLIC/TRAFFIC SAFETY COMMISSION MEETINGS. Discuss Qoals and Mission Statement. RECOMMENDATION: 4.1 That the Commission discuss it's goals and a Mission Statement. Attached is a copy of the Traffic and Transportation Commission's Proposed Goals for 1991-92, and a copy of the Public Safety Commission's Resolution PS No. 91-01, which set forth it's Mission Statement. I ELECTION OF CHAIRMAN ITEM NO. 2 ELECTION OF VICE-CHAIRMAN ITEM NO. 3 RESOLUTION PTS 93-01 A RESOLUTION OF THE PUBLIC/TRAFFIC SAFETY COMMISSION OF THE CITY OF TEMECULA SETTING THE DATE, TIME AND LOCATION OF PUBLIC/TRAFFIC SAFETY COMMISSION MEETINGS. The Public/Traffic Safety Commission of the City of Temecula does resolve, determine and order as follows: WHEREAS, The City Council adopted Ordinance No. 92-01 establishing the Temecula Municipal Code on February 13, 1990, and WHEREAS, Ordinance No. 92-17, Section 12.01.050, requires the Public/Traffic Safety Commission to establish a schedule of time and place for meetings. NOW, THEREFORE, BE IT RESOLVED BY THE PUBLIC/TRAFFIC SAFETY COMMISSION of the City of Temecula; Section 1. That the Temecula Public/Traffic Safety Commission will meet regularly on the of each month. Regular meetings shall commence at PM and adjourn no later than 9:00 PM, subject to an adopted motion to extend the meeting. Section 2. Regular meetings will be held at City Hall, 43174 Business Park Drive, Temecula. If a regular meeting falls on a holiday, the regular meeting shall be held on the next business day. (Gov. Code Section 36808.) Section 3. The Public/Traffic Safety Commission may, by resolution, designate another date, time and location for a meeting. Section 4. Sal Mu~oz May 28, 1991 Proposed Goals of the Traffic & Transportation Commission 1991-1992 PREPARED BY: City Clerk June S. Greek RECOMMENDATION: Receive and file report BACKGROUND: The Traffic and Transportation Commission wishes to advise the City Council that the following are the general goals they will be pursuing during the coming year subject to any modifications the City Council may choose to make. [The following has been modified to include the Council's additions: specifically, the addition of the language, "to include neighboring community roadways" in Goal//1, as well as the addition of Goal Nos. 6, 7, and 8.] 1. Participation in the development of the General Plan with emphasis on evaluation and review of the road network for the City and circulation element to include neighboring community roadways. 2. The identification and recommendation of programs to promote traffic safety. 3. The identification and recommendation of safety zones such as school bus loading and unloading areas, bus stops, etc. 4. Formulating recommendations regarding transportation within the City of Temecula. 5. Participation in the Parks and Recreation Master Plan development as it relates to bicycle routes/paths and other trails. 6. Review and evaluate public transportation systems and routes. 7. Encourage ride sharing, i.e. Dial-a-Ride, carpools, bussing, etc. 8. Review general circulation elements such as driveways, no parking zones, traffic signals, properly lighted intersections, striping, signage, street and names and addresses. -3- pwO1~traffic~commissn~agenda\93\0107 1216 RESOLUTION PS NO. 91-01 A RESOLUTION OF THE PUBLIC SAFETY COMMISSION OF THE CITY OF TEMECULA SETTING FORTH ITS MISSION STATEMENT THE PUBLIC SAFETY COMMISSION OF THE CITY OF TEMECULA DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS: WHEREAS, the City Council adopted Ordinance 90-02, establishing the Temecula Municipal Code on February 13, 1990; and, WHEREAS, the City Council appointed a Public Safety Commission pursuant to Chapter 2.06 of that code on October 2, 1990; and WHEREAS, the Temecula Municipal Code does not set forth a mission statement for the Public Safety Commission; and the Public Safety Commission has deemed that a formal resolution setting forth the Commission's understanding of its role and mission would be beneficial. NOW, THEREFORE, BE IT RESOLVED BY THE PUBLIC SAFETY COMMISSION OF THE CITY OF TEMECULA; 1. That the mission of the Public Safety Commission is to make recommendations to the City Council to better enable them to maintain a safe, secure, clean, healthy and orderly community, and to promote increased public input and citizen participation in the determination of City policies and program implementation. 2. That the Commission will accomplish this mission by serving as a citizen's advisory arm of the City Council, focusing attention on Public Safety issues within the City of Temecula. In this role the Commission will: a) Encourage public input on Public Safety issues and seek resolution of then' concerns: b) on specific matters referred to it by the City Council, serve as the City's principal reviewing body; and, c) upon request, review specific matters for staff, prior to their being presented to the City Council for final approval. 3. That the Commission will generally operate under the guidelines set forth in "The City of Temecula, California Handbook for Boards, Committees, and Commissions. 4. That Commission members will endeavor to keep informed on matters of interest to the Commission and bring these matters to the attention of the Commission for their consideration and recommendations. 5. That the Commission shall, on occasion, request the City Council to authorize staff 3/ResosPS 91-01 4- support and City resources to develop Commission proposed Public Safety programs, policies, and ordinances for the City Councils consideration. 6. That the Commission shall keep informed on matters relative to contracted law enforcement and fire protection services to ensure that the level of services being provided are commensurate with the City's needs. 7. That the Commission will participate in the City's annual budgeting activities by reviewing and commenting on contracts, programs, and capital projects related to the Commission' ;s scope of interest. 8. That the Commission will periodically review the merits of "contracted" vs "municipal" services related to the Commissions scope of interest. 9. That the Commission will assist in the development and implementation of the City's Multi-Hazards Emergency Plan. 10. That the Commission will monitor the City Safety Program in the development and promulgation of Emergency Preparedness Programs for the City';s residents, students, and businesses. 11. That the Commission will endeavor to identify innovative and viable programs to combat the proliferation of gangs, graffiti, drug trafficking, drug abuse, and crime in general within the City. 12. That the Commission will endeavor to ensure that the City Council is provided with "factual": information on which to base their public safety related deliberations and determinations. 13.
