Maintain the present level of control at the intersection of Wolf Valley Road at Camino Rosales; and 2. Direct Staff to modify the existing striping and coordinate the installation of left-turn lanes to reduce vehicular conflicts on Wolf Valley Road at Caminito Olite, Camino Rosales, and Camino San Jose. BACKGROUND: Staff received a request to consider the feasibility of implementing a multi- way stop control at the intersection of Wolf Valley Road and Camino Rosales to reduce vehicular conflicts and provide right-of-way assignment at the intersection. Wolf Valley Road is designated as a Major Arterial and Secondary Arterial on the City's General Plan Circulation Plan. On the segment between Caminito Olite and Redhawk Parkway where Camino Rosales is located, Wolf Valley Road is an undivided sixty-four (64) foot wide Secondary Arterial, which provides two (2) travel lanes in each direction with bike lanes on both sides. The Average Daily Traffic (ADT) on Wolf Valley Road is approximately 16,000 ADT west of Redhawk Parkway and 14,100 ADT east of Pechanga Parkway. The speed limit is posted at 45 MPH on Wolf Valley Road. Camino Rosales is a forty (40) foot wide residential street that functions as a residential collector roadway providing access for numerous residential homes to the arterial roadway network. Camino Rosales provides one travel lane in each direction with on-street parking on both sides of the street. Camino Rosales carries approximately 1,000 ADT north of Wolf Valley Road. The prima facie speed limit is posted at 25 MPH. In August 2017, vehicular volume data was collected on Wolf Valley Road and Camino Rosales after school had been in session for several weeks. In addition to the data collection, Staff performed a review of the collision history, an evaluation of intersection sight distance and completion of a multi-way stop warrant analysis. A review of the collision history for the twelve(12) month period from October 1, 2016 to September 30, 2017, indicates there was one reported collision at the intersection which was attributed to right- of-way violation. The favorable collision history can be attributed to driver familiarity with roadway conditions and exercising due care when entering and travelling through the intersection. Since Wolf Valley Road is designated an arterial highway, the California Manual on Uniform Traffic Control Devices (Caltrans MUTCD)was used to evaluate the need for multi-way stop controls at the intersection. The warrants allow for the installation of stop signs when the following conditions are satisfied: 1. Minimum Vehicular Volumes (for speeds greater than 41 MPH) a) The total vehicular volume entering the intersection from both approaches on the major street is equal to or greater than two hundred-ten (210) vehicles per hour for any eight (8) hours of an average day; and b) The combined vehicular volume on the minor street is equal to or greater than one hundred- forty (140) per hour for the same eight (8) hours. 2. Collision History a) Five(5)or more reported collisions within a twelve(12) month period of a type susceptible to correction by a multi-way stop installation. Such accidents include right and left-turn collisions as well as right-angle collisions. WARRANTS 1 and 2 MUST BE SATISFIED Optional Criteria that may be considered when evaluating the need for a multi-way stop control includes: A. The need to control left-turn conflicts; B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; C. Locations where a road user, after stopping, cannot see conflicting traffic and is not able to reasonably negotiate the intersection unless conflicting cross traffic is also required to stop; and D. An intersection of two residential neighborhood Collector(through)streets of similar design and operating characteristics where an all-way stop control would improve the traffic operational characteristics of the intersection. The multi-way stop warrant analysis performed found that the minimum warrant criteria was not satisfied and multi-way stop signs are not iustified at the intersection. Staff recommends maintaining the existing level of control at the intersection. As previously mentioned, the request for stop signs was prompted by the perception that right-of- way assignment was needed to mitigate conflicts between through traffic and left-turn ingress and egress movements at the intersection. Currently, east bound and west bound motorists must execute left-turn movements from the number one through lane to access intersections along Wolf Valley Road without the benefit of a left-turn pocket. The lack of a left-turn pocket creates an increase in delays to through traffic and increases the possibility of a rear-end collision with vehicles waiting to turn left at the intersection. This condition exists at the following three intersections: Caminito Olite, Camino Rosales, and Camino San Jose. Since Wolf Valley Road is 64 feet wide, the roadway section is wide enough to accommodate a ten (10) foot wide left-turn lane, which will provide a refuge area for left-turn vehicles at each intersection. Staff recommends modifying the existing striping to accommodate the installation of a left-turn lane on Wolf Valley Road at Caminito Olite, Camino Rosales and Camino San Jose. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. FISCAL IMPACT: Minor cost associated with modifying the existing striping and associated pavement markings. Adequate funds are available in the Traffic Division's operating budget. ATTACHMENT: 1. Associate Engineer II - Traffic RECOMMENDATION: That the Public/Traffic Safety Commission: 1. Receive and file the report. BACKGROUND: The St Jeanne de Lestonnac School is currently processing a Development Application through the County of Riverside to add a five hundred student high school located on Avenida Lestonnac. Based on the results of a traffic impact analysis prepared for the proposed high school, the school has been conditioned to install a traffic signal at the intersection of Butterfield Stage Road and Avenida Lestonnac to mitigate traffic impacts. The traffic signal improvement plan is currently in the design process and the signal installation will occur when the expansion of the school has been approved by the County. Recently, the County and City of Temecula received a request from school representatives to consider the feasibility of installing an all-way stop control at the intersection to provide interim right of way control until traffic signal controls can be installed. The California Manual on Uniform Traffic Control Devices (Caltrans MUTCD) indicates that an all-way stop installation may be useful as an interim measure at locations where traffic signal controls are justified and being considered for installation. In November 2017, the County of Riverside's, Director of Transportation. Patricia Romo, approved the request and installation of an interim all-way stop control at the intersection of Butterfield Stage Road and Avenida Lestonnac. The proposed all-way stop control will stop traffic on northbound Butterfield Stage Road, westbound Avenida Lestonnac. and the southbound left-turn movement on Butterfield Stage Road. The southbound through movement on Butterfield Stage Road will be separated by delineators and will not be required to stop at the intersection. Since the west side of Butterfield Stage Road lies within the City's jurisdiction, the County has requested the City's concurrence with the proposed interim all-way stop control at this location. The County has prepared an improvement plan for the installation of the interim all-way stop control, which has been reviewed and approved by Staff. The County will be responsible for the installation of the stop signs, delineators and associated pavement markings and striping. The County/City boundary runs along the centerline of Butterfield Stage Road, with the City of Temecula located west of Butterfield Stage Road. There are existing curb, gutter, and sidewalk improvements along both sides of Butterfield Stage Road. The existing posted speed limit on Butterfield Stage Road is 55 miles-per-hour(mph). Avenida Lestonnac Avenida Lestonnac is an east-west, two-lane collector roadway that extends easterly from Butterfield Stage Road. The pavement width of Avenida Lestonnac is 40 feet with existing curb and gutter improvements. There are existing fronting homes along the south side of Avenida Lestonnac. St. Jeanne De Lestonnac School is located along the north side of Avenida Lestonnac. The existing posted speed limit on Avenida Lestonnac is 40 mph. There is an existing stop sign located on Avenida Lestonnac for westbound traffic at Butterfield Stage Road. The County of Riverside Transportation Department and City of Temecula were recently contacted by representatives of St. Jeanne De Lestonnac School regarding the intersection of Butterfield Stage Road and Avenida Lestonnac. The County and City have reviewed the request and have recommended the installation of the interim all-way stop control. The proposed interim all-way stop layout will help enhance traffic safety for entering onto Avenida Lestonnac and exiting vehicles onto Butterfield Stage Road while minimizing traffic delays. The existing configuration of the intersection allows southbound traffic on Butterfield Stage Road to continue through the intersection without stopping. Associate Engineer II - Traffic RECOMMENDATION: That the Public/Traffic Safety Commission: 1. Receive and file the report. BACKGROUND: In 2016, a Traffic Impact Analysis (TIA) was approved for the proposed Gateway to Temecula project, which is located on Temecula Parkway at Bedford Court. The proposed project consists of a fitness center, gas station, retail space, office space, Starbucks, sit down restaurants, and fast food restaurants. When completed,the proposed project is expected to generate approximately 391 AM peak hour trips and 483 PM peak hour trips. The TIA evaluated Level of Service (LOS) at ten intersections deemed to be within the project's study area, which included the intersection of Ynez Road at La Paz Street. The results of the LOS analysis indicate that the intersection currently operates at LOS E during the PM peak hour and is expected to operate at LOS F with the addition of project traffic. In order to mitigate the project's impact at the intersection, the TIA identified two potential mitigation measures and evaluated the LOS operation under each alternative. The potential mitigation measures are: a roundabout or traffic signal. The roundabout alternative was proposed by the developer's engineer to address concerns received from the Los Ranchitos Homeowners Association about perceived lighting impacts to ambient conditions caused by the traffic signal's safety street lights. The developer is responsible for the design and construction of the roundabout improvements as a condition of approval for the project. The proposed roundabout configuration as shown on Exhibit"B"has been conceptually approved by Staff and final plans are forthcoming. As shown the construction of the proposed roundabout requires the purchase of additional right-of-way from the properties located on the southeast and southwest corners of La Paz Street to accommodate the improvements. The developer is currently finalizing the negotiation of the right-of-way purchase with the affected property owners It is anticipated that construction of the roundabout will begin in early 2018. When completed the proposed roundabout will improve the intersection operation from LOS F to LOS D, which is deemed to be an acceptable level of service under the City's General Plan Circulation Element. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process.
