CALL TO ORDER: The meeting was called to order at 4:15pm by City of Temecula Mayor
Pro Tem Mike Naggar

COMMITTEE BUSINESS
Announcements:
• Mayor Pro Tem Naggar started the meeting by asking for a moment of silence in
remembrance of Paul Bandong, an active supporter of the Task Force, who recently
passed away.
• Mayor Pro Tem Naggar noted our TVH and Loma Linda recently received exciting news:
Cheryl Allred of Loma Linda shared that Loma Linda University Medical Center —
Murrieta obtained a three-year accreditation by the Commission on Cancer (COC) of the
American College of Surgeons, and Loma Linda is fully accredited by American Cancer
Society. Darlene Wetton shared that Temecula Valley Hospital received 4 Stars on
Medicare Hospital Compare. TVH earned 2017 Top General Hospital and "A" Grade for
Patient Safety by The Leapfrog Group, (in addition to Inland Empire Top Workplaces).
1. Cancer Patient/Caregiver Testimonial:
•Katherine Contreras provided her cancer testimony having metastatic breast cancer for 13 years.
•Kerrin Smith, Cancer Caregiver
2. Subcommittee Updates: Jenna LeComte-Hinely facilitated the following topics.
a. Legislative: Victoria Ostermann pointed out some important bills to note in the
packet, including AB-36, SB-17, SB-294, and SB-440.
b. Foundation: Dr. LeComte-Hinely indicated that the discussion on the foundation
subcommittee would be s discussed later.
c. Healthcare: Dr. LeComte-Hinely shared that this subcommittee met and decided
there are already existing resources available such as American Cancer Society
to help people with cancer navigate insurance and healthcare.
d. CHNA: Dr. LeComte-Hinely declared that the CHNA is now final and available.
5 issues: Lack of awareness of existing resources, perception of lack of
prestigious care (use Cancer Guide to highlight local provider credentials and
capabilities, etc., created online resource guide), physician shortage, Cancer
Treatment is financially burdensome (foundation division by Michelle's Place),
cancer is caused by environmental factors (healthy cities, etc.).
3. Other related next steps: Jenna LeComte-Hinely
a. Resource Guide: Dr. LeComte-Hinely stated that the Task Force -designed
Resource Guide is complete, and can be shared widely.
Cathy Zappia from American Cancer Society shared that they have a toll -free
number, a resource guide, along with resource specialists and medical
specialists who can answer questions.
Dr. LeComte-Hinely described the annual magazine -style comprehensive cancer
guide that had been envisioned by Paul Bandong. Featuring articles by local
experts, physician profiles, advertorials, etc.
b. Physician recruitment: To address the issue of physician recruitment, Dr.
LeComte-Hinely recommended working closely with Riverside County Medical
Association that is actively attempting to recruit physicians, and making efforts to
develop local residency programs.
c. Foundation: Dr. LeComte-Hinely indicated that Michelle's Place needs a bit of
assistance. They will need a part-time staff member, financial assistance for 7
patients, and promoting it (inkind). This will take seed money to begin.
Discussion ensued by all Task Force Members for follow up ideas.
•Dr. Hizon announced UHS has begun the process for a local Residency Program and
will have it going in 2019 (18 months from now) for general surgery, internal medicine
and family medicine. Discussed ideas attracting physicians to region.
•Mayor Pro Tem Mike Naggar summarized several "to-do" items and that the Task Force
should not disband and the Cities contribution is to create an economic development
environment. Suggestion is to take it to the next level to sell this region: Resource
Guide (Task Force keep it updated/fresh, host on a website — could be American Cancer
or our own - with every City linking to it). Task Force works with Valley News for a
magazine [resource guide] and publish it. Host a "meet and greet(s)" (Cities can help
facilitate but health care providers are the ambassadors to do it). The Task Force needs
to empower [financially] Michelle's Place new division, fund magazine/resource guide.
•Dr. Mendoza indicated we have accomplished a lot and work has just begun. If we do
two or three steps: proceeding with treatment assistance program through Michelle's
Place and Comprehensive Cancer Resource Guide.
•Menifee Mayor Pro Tem Lesa Sobek discussed a race or joint golf tournament for
fundraising.
•Murrieta Mayor Gibbs discussed that City Managers meet to discuss JPA structure.
•Temecula Mayor Maryann Edwards discussed EDC format for medical community to
attract and retain medical services promoting the region as a whole.
4. Closing Remarks: City of Temecula Mayor Pro Tem Mike Naggar reiterated several "to-
do" items moving forward.
