HomeMy WebLinkAbout041300 PTS Minutes70/-o ~ CALL TO ORDER MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION APRIL 13, 2000 The City of Temecula Public/Traffic Safety Commission convened in a regular meeting at 6:01 P.M., on Thursday, April 13, 2000, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE The audience was led in the Flag salute by Chairman Connerton. ROLL CALL Present: Absent: Also Present: Commissioners Coe, Edwards, Katan, and Chairman Connerton. None. Director of Public Works Hughes, Deputy Director of Public Works Parks, Senior Engineer Moghadam, Police Chief Domenoe, Police Sergeant DiMaggio, Administrative Secretary Pyle, and Minute Clerk Hansen. PUBLIC COMMENTS The public comment portion of the meeting was considered out of order, see page 2. PRESENTATIONS/PROCLAMATIONS Certificate of Appointment/Scott Lanier At this time, Deputy City Clerk Ballreich duly swore in the newly appointed Public/Traffic Safety Commissioner, Mr. Scott Lanier; and presented him with a certificate of appointment. CONSENT CALENDAR Minutes of March 9, 2000, and March 23, 2000 RECOMMENDATION: 1.1 Approve the Minutes of March 9, 2000 and March 23, 2000. MOTION: Commissioner Coe moved to approve Consent Calendar item No. 1. The motion was seconded by Commissioner Katan and voice vote reflected approval with the exception Commissioner Lanier who abstained. PUBLIC COMMENTS Mr. Joseph Lamarca, 41138 Promenade Chardonnay Hills, relayed his concern regarding the speed and volume of vehicles travelling on Promenade Chardonnay Hills, noting that the street had not yet been dedicated. In response to Chairman Connerton, Director of Public Works Hughes confirmed that on April 11, 2000 the City Council had taken action to negotiate an agreement with an adjacent developer to have the streets in this particular area repaired (i.e., concrete repairs, capping the street)); relayed that staff was in the process of finalizing the agreement, noting that the work would most likely begin in 60 days or less; and advised that there were no proposed stop signs for this particular area, clarifying that stop signs were utilized to assign right-of-way to vehicles approaching an intersection, and not to control speed. Police Sergeant DiMaggio confirmed that stop signs installed without the completion of a warrant analysis would not be enforceable, for Chairman Connerton. Commissioner Edwards recommended increased enforcement during this interim period, recommending that after the streets were repaired and dedicated that the volumes be addressed. In response, Police Sergeant DiMaggio relayed that the Police Department would increase enforcement in this area. For informational purposes, Director of Public Works Hughes relayed that although the City was addressing this area, the City was receiving no funds for the maintenance of the streets. Chairman Connerton advised Mr. Lamarca to continue to communicate with Commissioner Edwards or alternate commissioners in order for his concerns to be addressed. In response to Commissioner Edwards, Director of Public Works Hughes relayed that if at a future point in time, the Commission would recommend that additional investigation be completed in this area, specific concerns should be identified. COMMISSION BUSINESS 2. Request for Multi-Way Stop Controls - Mercedes Street at Sixth Street RECOMMENDATION: 2.1 That the Public/Traffic Safety Commission deny a request for Multi-Way Stop Controls at the intersection of Mercedes Street and Sixth Street. Senior Engineer Moghadam provided an overview of the staff report (of record), relaying that the request for the multi-way stop controls was received by Councilman Roberts in response to concerns expressed to him from seniors at the Senior Center; noted that the standard warrant analysis had been completed, advising that the results did not meet the warrants for establishing an all-way stop at this particular intersection; advised that a portion of the traffic in this area was most likely due to vehicles avoiding stop signs on Front Street, relaying the irony; and noted that Councilman Roberts' request encompassed investigating the feasibility of the installation. Per discussions with a Senior Center representative, Director of Public Works Hughes relayed that the pdmary concerns expressed were regarding the volumes and speeds of vehicles in this area, noting that their desire for a 4-way stop was in order to improve the ingress and egress at the center; and for Chairman Connerton, relayed staffs recommendation to utilize the Police radar trailer, and to increase enforcement in this particular area in order to address the community concerns. For the record, Chairman Connerton noted that the Commission had receipt of a copy of a letter from Councilman Pratt addressed to City Manager Nelson, reiterating the request for the City to address this issue. After observing this particular intersection for over an hour, Commissioner Katan relayed that there was a dip in the road on both sides of this intersection which served as a natural slowing device, noting that he witnessed solely three cars not reduce their speed in anticipation of these dips; and concurred with staffs findings that this intersection did not warrant the multi-way stop controls. Commissioner Lanier relayed that the location of the Fire Station also contributed to the driving safety in this area; and referencing the data, advised this particular intersection had the lowest generation of speeds over 25 MPH in the area. In light of the conclusive data, Commissioner Coe concurred with staffs recommendation. MOTION: Commissioner Coe moved to approve staffs recommendation with the utilization of the Police radar trailer and increased Police enforcement in this area. The motion was seconded by Commissioner Edwards and voice vote reflected unanimous approval. 3. Extension of Mercedes Street - 2nd Street to tst Street RECOMMENDATION: 3.1 That the Public/Traffic Safety Commission receive the report regarding the extension of Mercedes Street between 2"d Street and 1 st Street. Senior Engineer Moghadam relayed the staff report (per agenda material), highlighting the data associated with the proposed extension; provided additional information regarding the future re-alignment of Santiago Road; and for Commissioner Edwards, provided clarification regarding the circulation in this area. Noting that this issue was agendized at his request, Commissioner Coe commended staff for the thorough report, concurring with staffs recommendation. MOTION: Commissioner Coe moved to receive and file the report regarding the extension of Mercedes Street between 2"d Street and 1st Street. Commissioner Edwards seconded the motion and voice vote reflected unanimous approval. 4. Public/Traffic Safety Commission Meetin¢l Schedule - April 27° 2000 RECOMMENDATION: 4.1 That the Public/Traffic Safety Commission direct the secretary to cancel the meeting of April 27, 2000 and adjourn to the meeting of May 11, 2000. Chairman Connerton noted that there was a City Council Workshop scheduled for April 27, 2000, relaying the rationale for canceling this particular Public/Traffic Safety Commission meeting. MOTION: Commissioner Edwards moved to approve staffs recommendation. Commissioner Coe seconded the motion and voice vote reflected unanimous approval. TRAFFIC ENGINEER'S REPORT For informational purposes, Senior Engineer Moghadam relayed that there would be a neighborhood workshop held on April 22, 2000 at City Hall in order to discuss traffic calming methods along Via Cordoba. After additional discussion, it was the consensus of the Commission that Commissioners Coe and Edwards would attend the meeting. B, In light of previous discussions regarding Homeowners Association meetings, Commissioner Katan queried whether the meetings could be held at the City. Commissioner Edwards relayed that she had recently reserved the City Council Chambers for a Riverside County meeting, advising that the City conference rooms were also available to the public. POLICE CHIEF'S REPORT Police Sergeant DiMaggio distributed copies of the vehicle code to the Commissioners, and additional data regarding residents driving at 25 MPH in residential areas. Regarding the increased enforcement in the Via Cordoba area, Police Sergeant DiMaggio relayed that during a seven-day period, 14 citations had been issued, inclusive of one stop sign violation, the remainder for speeding, noting that the average speed in this area was between 28-32 MPH. In response to Commissioner Coe's queries, Police Sergeant DiMaggio relayed that it was the opinion of the police officers patrolling the Via Cordoba area that the traffic circles were effective. Commissioner Edwards recommended that Police Sergeant DiMaggio attend the Via Cordoba meeting. In response, Police Sergeant DiMaggio relayed that he would be willing to attend. Chairman Connerton commended the Police Department for their diligent efforts in addressing the concerns of the community. FIRE CHIEF'S REPORT No comments. COMMISSION REPORTS In response to Commissioner Katan's queries regarding the data provided with the slogan Keeps Kids Alive, Drive 25, Police Sergeant DiMaggio advised that contact numbers to obtain additional information were included in the material. B= With respect to Commissioner Katan's queries regarding the James Day Middle School school zone, Police Sergeant DiMaggio advised that signage was in place in both directions of travel. C, Commissioner Coe, echoed by Commissioners Connerton and Edwards, welcomed Commissioner Lanier to the Commission, With respect to the Pala Bridge Project, Commissioner Coe commended the City staff for their great work with respect to this project. Commissioner Coe, echoed by Chairman Connerton, noted the concise and professional staff reports in the agenda packets, applauding staff. In response to Commissioner Coe's queries regarding a time schedule for the completion of the Meadows Parkway Project, Director of Public Works Hughes advised that it would be completed in approximately 10-12 months. For informational purposes, Commissioner Coe relayed that he had been the recent guest speaker at an EIk's Club meeting, noting that Deputy Leggett had also artended; and relayed the various queries of the meeting participants. For Commissioner Coe, Senior Engineer Moghadam relayed there would be a signal installed for traffic coming from Campos Verdes, onto Margarita Road, In response to Commissioner Coe's comments regarding motorcycles being sited driving at high rates of speed on the dirt portion of Santiago Road, Police Sergeant DiMaggio confirmed that there would be increased enforcement in this area. Commissioner Coe commented on the jaywalking proximate to the park on Meadows Parkway, relaying that numerous residents had expressed concern with respect to this issue. With respect to the Traffic Awareness Now (TAN) Committee, Commissioner Coe updated the Commission, providing the following information: Relayed that the theme for the poster contest for the TAN Committee was Don't' be rude lose the attitude, advising that the posters would be judged on April 27t", and that a scholarship would be awarded. Noted that June was going to be declared Traffic Awareness month. · Advised the potential to add TAN data to the City's website. Noted that public service announcements associated with TAN would soon be relayed via the radio. L, Commissioner Lanier thanked Senior Engineer Moghadam, Assistant Engineer Gonzales, and Administrative Secretary Pyle for their informative aid in preparing him for his position on the Commission; and for informational purposes, advised that in his opinion, awareness was the key to safe driving. Commissioner Edwards relayed that she had had an opportunity to attend a sobriety checkpoint, commending the Police Department for their work. Applauding staff, Commissioner Edwards relayed that in response to her comments at the previous Commission meeting, a No Left Tum sign had been place at the exit of the Lowe's site (on Margarita Road); and commended staff for their expeditious work. In response to Commissioner Edwards queries regarding the signal at Winchester Road/Enterprise Circle South, Senior Engineer Moghadam relayed that loops were recently installed, noting that traffic would now be detected. Director of Public Works Hughes, and Senior Engineer Moghadam provided additional information regarding the removal of the duck feet on the pavement proximate to the Duck Pond, for Commissioner Edwards. For Chairman Connerton, Senior Engineer Moghadam relayed that the issue of on-street parking on Overland Drive was on the schedule of items to be agendized. Chairman Connerton noted that on three different occasions at Margarita Middle School one of the mini school busses was parking in the red zone, advising that there was alternate parking available. S= At the Temecula Valley High School site, along Margarita Road, Chairman Connerton noted that instead of parking in the designated parking area, after school there was parking in the loading zones and the red zone. ADJOURNMENT At 7:11 P.M. Chairman Connerton formally adjourned this meeting to Thursday, May 1t, 2000 at 6:00 P.M., in the City Council Chambers, 43200 Business Park Drive, Temecula.
