MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
PUBLIC SAFETY COMMISSION
THURSDAY, DECEMBER 19, 1991
A regular meeting of the Temecula Public Safety Commission was called to order Thursday,
December 19, 1991,6:05 PM., Fire Station No. 73, 27415 Enterprise Circle West, Temecula,
California, Chairman Frank Klein presiding.

Also present were Police Chief Rick Sayre, Fire Chief Jim Wright, Emergency Services
Coordinator Mary Moreland and Recording Secretary Susan Jones.
PUBLIC COMMENT
Linda CIoughen, 41304 Bravos Court, addressed the Commission regarding the need for curbs
marked with addresses to enable emergency vehicles to easily locate addresses. She
suggested that this may be an appropriate project for Boy Scouts doing "Eagle Service
Projects."
COMMISSION BUSINESS
1. Minutes
Due to a lack of a quorum of those present at last month's meeting, approval of the
minutes of November 21 st were continued to the meeting of January 23, 1992.
Chairman Klein addressed the Commission stating that it has been proposed that
minutes from the previous meeting be forwarded to the Commissioners prior to the
next Commission meeting for correction of typographical errors.
2. Public Safety Comolaints/Recommendations
Chairman Klein explained this item is to be a regular item on each agenda to give
citizens the opportunity to make suggestions and express their concerns to the
Commission.
Hearing no objections, Chairman Klein reordered the agenda to accommodate speakers on
Agenda item No. 4.
4. Trauma Intervention ProGram (T.I.P.) ProDosai
Fire Chief Jim Wright presented the staff report, recapping a subsequent meeting and
introducing Virginia Rodriguez, a member of the Trauma Intervention Program. A video
was shown to the Commission and audience explaining the T.I.P.

Chairman Klein asked if liability issues have been researched. Virginia Rodriguez stated
that T.I.P. does carry insurance which covers general liability.
Commissioner Perry asked if this service is desired by the Fire Department and Police
Department? Chief Wright stated this is a valuable service for the community.
Chairman Klein asked if funding issues have been researched. Chief Wright stated that
ToI.P. has applied for a Community Services Funding Grant from the City, in the
amount of $10,000. He stated that at the current time, facilities are not available to
house the organization.
Commissioner Goudy asked if the County has been contacted to participate in this
program. Virginia Rodriguez stated that other Cities in the County have been
contacted and eventually it is the desire of the organization to link these communities
with the T.I.P.
Chief Wright stated this would be a good project in conjunction with the City of
Murrieta. He suggested the organization go to local organizations for grants and
donations.
It was moved by Commissioner Perry, seconded by Commissioner Goudy to endorse
the Trauma Intervention Program Proposal.

Avenida De La Reina Safety Concerns
Chairman Klein asked speakers to please limit their comments to safety concerns as
the Traffic Commission would be dealing with traffic concerns.
Frank L. Kimbro, 31231 Corte Alhambra, addressed the Commission regarding the
need for more than one exit in and out of this area. He stated this creates problems
in an emergency situation.
Ben Madison, 31241 Corte Alhambra, stated he is concerned with only one entrance
and exit in the event of an emergency such as an earthquake.
Laverne Stafford, 41652 Avenida de la Reina, asked the Commission to reassure
residents that the closure of Avenida de la Reina is not causing a safety hazard.

Anthony Bergeron, stated he is concerned about one entrance and exit, stating this
would cause a safety hazard in an emergency.
Chairperson Klein asked what kind of delay is occurring for emergency vehicles getting
through the blockade. Commissioner Goudy stated he witnessed an emergency vehicle
removing the blockade and stated it took 5 to 6 seconds.
Chief Wright stated that with current staffing on emergency vehicles, delays would be
kept to a few seconds.
Captain Sayre stated he does not have a personal opinion on whether this closure
should remain permanent, however if it does, he has a suggestion to correct some of
the problems. He suggested that if the cul-de-sac is made into a community park,
either one side of the street or the other should have the name changed to eliminate
confusion.
Commissioner Goudy suggested that the City investigate speed humps. He reported
that the City of Pasadena has used speed humps since 1983 with only two law suits
filed, both of which were dismissed. He stated for more information to contact City
of Pasadena Traffic Engineer Hernandez and City Attorney Phil Andreen.
Commissioner Perry asked the Police Department whether or not this closure presents
a safety problem. Captain Sayre reported that there is no significant safety problem
with the current situation.
5. NeiQhborhood Watch (N.W.) Activities
Neighborhood Watch Chairperson Lori Harrison, 309859 Calle Pina Colada, announced
that Neighborhood Watch is hosting an Appreciation Evening, Wednesday, January 8,
1992, between the hours of 7:00 - 9:00 PM at Margarita Middle School. She
explained this evening is to show appreciation to all volunteers who have worked on
the Neighborhood Watch program.
She reported that in the month of December, Agent Steinway, a Drug Task Force
Agent, spoke to Neighborhood Watch members. Ms. Harrison reported that monthly
meetings are going to be put on hold and Neighborhood Watch will meet with the
individual tracts on subjects such as home security, vehicle security, CAT Program
(Combat Auto Theft), bike i.d., child i.d., and fire prevention. She asked that anyone
interested in this program, please contact Lori Harrison at 699-4843.
Ms. Harrison further reported that Neighborhood Watch is looking into better
identification of addresses on houses. She stated this is vital for emergency vehicles
trying to locate a specific address.

6. Status of N.W. Communications
Chairman Klein stated that since Vice Chairman Ron Knopp is absent, this item needs
to be rescheduled. Chief Rick Sayre asked that Commissioner Perry give an update on
the network within the City.
Commissioner Ron Perry reported on the Emergency Communication System for the
Police Department, stating that volunteers are in place who are currently working on
their badges for this program. He stated in January, a capability test will be conducted
and by March, the City would attempt to tie into the Red Cross Damage Assessment
Exercise.
Chairman Klein asked that Commissioner Perry and Commissioner Knopp give a report
on this at the next meeting.
Chief Sayre reported that three'officers will be attending school to be certified to
operate legally on the radio system.
7. Emergency Preoaredness
Chairman Klein stated this was to be chaired by Vice Chairman Knopp, however he
asked Linda Cloughen to give a report on the meeting with the PTA Council for
Disaster Preparedness for school children.
Linda Cloughen, 41304 Bravos Court, reported that she was unable to meet with the
PTSA Council, however she hopes to be on the agenda for January.
Emergency Services Coordinator Mary Moreland introduced Jed Holly to give a
presentation on the Emergency Volunteer Air Corps. Mr. Holly presented a report on
EVAC. He explained EVAC would provide emergency airborne transportation and/or
recognizance to emergency professionals in the event of some type of disaster or
major emergency.

8. School Safety
Linda Cloughen, 41304 Bravos Court, reported she has nothing further to report on the
Drop-off zones, stating she has had trouble meeting with the School District.

Ms. Cloughen reported on walkways for school children, stating for elementary age
children it is one mile by air, for high school, 2 miles by air. She reported on several
areas in the City which do not have sidewalks and the conflict that exits between
those concerned about the safety of the school children and those who wish to keep
certain areas a rural environment. She listed as the most critical area Pauba Road from
Ynez to Margarita, where a large amount of construction traffic is present.

Unfinished Business
Chairman Klein listed the following projects which have not been completed:
Swimming pools in all tracts to assist in emergency water supply. Linda
Cloughen reported this is an ongoing project which has been worked on by
block coordinators.
File cabinet and office space designated in City Hall for Commissioners' use.
Chairman Klein stated that City Manager Dixon stated it is his intention to fulfill
this request.
Commission to receive information from the Traffic Commission regarding Bike
Paths along the major thoroughfares.
Implementation of a two-man sub-committee to head emergency preparedness
considerations for the Commission.
Approved the aforementioned ad hoc sub-committee to investigate the City of
San Luis Obispo's Flood Control Plan. Not accomplished.
Recommended implementation of the Opticom System. He stated Chief Winder
indicated a failed funding problem. Current status questioned by unanswered.
Cost analysis request for a dedicated City Para-medic Services utilizing
Goodhew Ambulance Service as a transport. Chief Wright stated a
Memorandum Of Understanding is established with Goodhew Ambulance
Company which is direct dispatched, and it is a dedicated unit for Temecula.
He stated Murrieta now has a unit which is also being direct dispatched out of
this office.

Requested City involvement in a substance abuse program and suggested a
resolution be drafted for presentation to the City Council.
Recommend that the Chairman and in his absence Vice Chairman be on the
alert list for City emergencies. Chairman Klein stated one of the City
Councilmembers will introduce this as an City Council Agenda Item.
Commission recommended adoption of a Wooden Roof Ordinance. Chief Sayre
stated this needs to first go before the Architectural Review Committee and
then submitted to the Council.
David Cabattoni suggested that newspaper delivery people be used for
reporting criminal activity. Captain Sayre reported the Crime Prevention Officer
has contacted the Press Enterprise and the Californian who are reluctant to get
carriers involved in crime prevention. He stated they are in favor of a program
for individual safety.
Lori Harrison reported on traffic safety hazards, in which Councilmember
Lindemans suggested that the secretary prepare a memorandum to the Traffic
Commission to solve this problem. Chairman Klein requested that Ms. Harrison
address this problem directly to the Traffic Commission.
Chairman Klein requested that Mary Moreland research the Southern California
Earthquake Center. Mary Moreland reported that she was unable to find this
particular group. She stated she made a copy for the Chairman's information
of the organization that provides reports directly to the Governor.
10. Police Chief's Reoort
Captain Sayre briefed the Commission on the following:
House on Rancho Vista has been referred to Code Enforcement Officer Allan
Marshall who is researching property ownership, and who will deal with the
problem. Commissioner Goudy requested that the red tag notices be made
larger, posted in the driveway, to warn citizens of a dangerous area.
Helmet Law takes effect January 1, 1992 and stated the Traffic Commission
is unanimous in supporting aggressive enforcement. Chairman Klein,
Commissioners Goudy and Perry were all in support of this law.
Police Department met with Yellow Brick Road Arcade, the Edward Cinema and
the Land Grant Company and agreed that non-participating youth should not be
allowed to loiter on the property. He stated their intention is to take a more
affirmative action towards enforcing loitering laws. He reported the owner at
the Yellow Brick Road Arcade was the most supportive in dealing with this
situation.

· Driving Under the Influence checkpoint is scheduled for December 28th.
An Alcoholic Beverage Decoy program was conducted over the past month,
with a very successful outcome.
· Bike Patrol will be increased during the Holiday Season.
· Police Department is involved in the amateur radio program.
Bicycle Safety Program was conducted over the past month and met with great
success.
· Reported that training for officers will no longer be reimbursed from the State.
Chairman Klein asked if the staffing audit review mentioned in the Berkeley Study
would be utilized. Chief Sayre stated that this will be done.
Chairman Klein noted that the Miscellaneous Narcotic Activity Graph was missing in
the November Crime Stats Report and requested it be included in the next month's
report.
Chairman Klein asked why there has been a steady increase in aggravated assaults.
Chief Sayre stated it could partially be due to the influx of people into the area,
economic times, etc.
Commissioner Goudy asked Chief Sayre to brief the Commission on the Valley Beat
Dance Club. Captain Sayre stated this project has been conditioned with security
guards, hours of operation, age of young adults, decor inside, signage on walls
indicating underage smoking is prohibited, lighting, etc. He stated the owner has been
very cooperative thus far. He encouraged the Commission to meet with the owner to
discuss any concerns they may have.
FIRE CHIEF'S REPORT
Chief Jim Wright reported the following:
The Aerial Truck is currently out of service, however, if need arises the City has
mutual aid with Murrieta. He stated an automatic aid agreement is in the works
with the Murrieta Fire District, which will update an existing agreement.
· Pilot program is being developed in Temecula for Fire Safety Inspections.
Banners are being used during inspections to inform concerned citizens as to
the purpose of fire equipment at various locations.

· A flood rescue class was conducted the first part of the month.
· Proposed a volunteer manned fire truck on the East Side for use on an
emergency basis.
COMMISSIONER'$ REPORTS
Commissioner Ron Perry introduced himself, briefly outlining programs he has been
involved with. Chairman Klein asked that Commissioner Perry give a more detailed
report on this at a future meeting.
Commissioner Goudy asked when the tour of the French Valley Police Facility Would
take place. Chief Sayre reported any time the Commission is ready to do so.
Chairman Klein requested that an orientation be given to the Commission for Fire
Services as well as police services on separate dates. Notification of a desired time
period will be given.
Chairman Klein reported on the following:
On November 25, 1991, a citizens meeting was held at the Police Station to
help citizens better understand the current status of gang activity. Current lack
of support for a school resource officer was attributed to a lack of funds.
Neighborhood Watch Meeting was held on December 1 lth at Margarita Middle
School where the subject was drug abuse. He reported it was very poorly
artended.

The meeting was adjourned at 8:45 PM. The next regular meeting of the Public Safety
Commission will be held on January 23, 1991,6:00 Pm. Station 73, 27415 Enterprise Circle

The following pages reflect the Part I Crimes, Traffic
Activity, and Miscellaneous Offenses occurring in the
City of Temecula during the month of December 1991.
The Part One Stats are broken down by individual
districts within the City. This provides a greater
understanding of the criminal activity within the City
for police staff deployment and for Council interest.
No problems were noted at the Yellow Brick Road Arcade
during this month. The officers continue to do foot
patrols when persons are present.
On January 12, 1992, The Californian reported "Bullets
Break Windows At Businesses." The article failed to
indicate that the bullets were from a pellet gun. I am
not trying to down-play the importance of the event,
however, there is a significant difference between pellet
guns and cartridge driven weapons.
A recent article in The Press Enterprise about me
contained several points that I would like to address.
First, there was a statement that indicated that the
Council was difficult to deal with. I have, at several
public meetings, indicated that Council from the start of
the Temecula Police Department has been extremely
supportive of public safety and provided resources for
any request made. I feel as though the entire Council
has been very supportive of the Police Department and is
public safety minded.
The second issue was a statement from Linda Cloughen.
She was right-on stating that I try not to be an alarmist
or over-react to situations that occur. I do prefer to
work in a harmonious environment. I do not attempt to
"pass the buck" and accept full responsibility for myself
and the actions of officers assigned to my command.
The relationship between Linda Cloughen, Crime Prevention
Officers and the Police Department as a whole is good!
I have asked staff to prepare a comparison report that
will compare Temecula's Crime Stats with another city of
equal size and demographics. I expect this will be ready
for the March report.
Arrests were made in relation to several window smashes
that took place during November. The persons were
residents of San Diego. A variety of property was
recovered. This case was of interest to Escondido Police
Department and Santa Ana Police Department as the
suspects were involved in similar crimes in those cities.
An additional investigation is being conducted relating
to door-pry cases that might have involved a person who
worked for a security company. The person was arrested in
New York based upon information provided to New York
Police Department by our investigators.
Response times have remained the same as indicated in
previous reports.
The amateur radio project is moving ahead.
The Valley Beat Club is a priority with the .Department.
New information pertaining to activities at clubs
previously operated by the owners of the Valley Beat was
obtained by staff. It appears there were incidents that
lead to the arrest of minors for various violations. The
Valley Beat is a priority and will be monitored closely.
All incidents related to the club will be
written by staff.
Lt. Sniff will be the custodian of the reports
and will review each of the incidents.
Staff have been instructed to perform walk
throughs of the business whenever possible.
I will meet with the club owner to discuss issues on a
regular basis.

size, was at Family Fitness Cen-

"We're not sure if those inci-

doors at her store were shattered
by bullets Thursday. The store
was unoccupied at the time,
which a nearby resident said was
around 10:30 p.m.
A block to the south on Wash-
ington, windows also were bro-
ken on both sides of the front
door at Murrieta Post Office.
The apparent random shooting
spree on the street involved at
least one other window -- at a
florists shop next to the post of-
rice.
Despits the breakage, Stewart
said nothing was stolen from the
market. Domenoe added that the
windows broken in Temecula al-
so didn't lead to any thefts.

December 1991, Activity Report
The following statistics reflect the monthly fire suppression and
fire prevention activity for the month of December, 1991.
In preparation for potential flooding this winter. Battalion
personnel attended an eight hour seminar on the technique of flood
rescue. The class was taught by a Flood rescue expert from Northern
California. Since 20% of all flood related deaths are rescuers, and
water causes much more loss of life and damage than fire annually,
it was felt some basic knowledge would be an important beginning.
It is interesting to note that aggressive debris removal from all
potential flood channels was stressed to help insure maximum safety
for the local inhabitants and rescuers.
Emergency responses for the holiday period were unusually slow. We
feel a large part of this is the result of the excellent efforts of
our fire prevention officer and crews investing a great deal of
time in teaching fire prevention education to children and adults
whenever and wherever possible.
On the evening of December 30, 1991, a beautiful home on DePortola
Road sustained a great deal of heat and smoke damage when the
electric blanket started a fire in the master bedroom. The fire
promptly began spreading into the attic. Actual fire damage was
limited to the bedroom only. It is estimated that in another five
minutes or less, the entire house would have been ablaze based on
the fire's progress upon our arrival. The home's value is estimated
at approx. $450,000. Damage to structure was apprx. $50,000 and
contents $10,000. Estimated save is $390,000. There were no
injuries.

During the holiday school break, there were several instances of
false alarms being called in at some local schools. Method of alarm
was the activation of the local pull boxes located on the school
grounds. Fire Captain Windsor and engine crews are investigating
and monitoring any potential trends. It is usually unsupervised
juveniles looking for some excitement.
We hope the coming year is a good one for you, and that the Public
Safety Commission can effectively assist the City in dealing with
all pertinent safety issues.
