Speakers are limited to three (3) minutes each of speaking time, time to commence with a subject content statement. Circumstances may necessitate a variation to this rule and a change can be effected at the discretion of the Chairman. If you desire to speak to the Commission about an item not listed on the Agenda, a pink "Request To Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state vour name and address. For all other' agenda items a "Request To Speak" form must be filed with the Recording Secretary before the Commission gets to that item. There is a five (5) minute time limit for individual speakers. PS/AGNS/28/92 MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC SAFETY COMMISSION HELD THURSDAY, APRIL 23, 1992 A regular meeting of the City of Temecula Public Safety Commission was called to order Thursday, April 23, 1992, 6:05 P.M., Fire Station 73, 27415 Enterprise Circle West, Temecula, Chairman Frank Klein presiding. Chairman Klein led the flag salute. (See attached Addendum) PUBLIC SAFETY COMMISSION MINUTES * May 12 & 13, Vineyard Preschool * May 14, English As A Second Language Course * May 20, Operation Wipe-Out (local schools) APRIL 23, 1992 m UNFINISHED BUSINESS Chairman Frank Klein reported on the following: Forwarded Commissioner Knopp's memorandum to the Traffic and Transportation Commission and Public Works Department, regarding traffic hazard at the intersection of Solana and Ynez. Awaiting an appointment date to meet with a geologist to investigate Mr. James Marple's concerns for a potential landslide at the Santa Margarita gorge, downstream from TemecuJa. Questioned Chief Sayre on his support of the inclusion of the membership of the Public Safety Commission's drug abuse sub-committee in the TVUSD program to reduce drug and alcohol use in the City. Chief Sayre reported that he discussed the recommendation at the most recent Directors meeting and it most likely will be another eight months before any sub-committees are established. Due to computer malfunctions, I am unable to supply you with the fourth graph that reflects Cover and Assist responses. On April 22 at 21:52 hours Temecula felt a 6.1 earthquake centered in the community of Desert Hot Springs. There were no reports of damage and the fire department responded to no incidents related to the earthquake. As a precautionary measure, the Assistant City Manager requested the Emergency Operation Center be set-up at Station #73. The E.O.C. was not staffed but prepared for operation should the need arise. This was in effect for 48 hours following the earthquake. On April 28 units from Station #12 assisted the Border Patrol by using auto extrication equipment to remove the false bed of a pick- up truck that contained approximately 70, 2 lb packages of marijuana. The Part One Crime Stats are broken down by individual districts within the City. This provides a greater understanding of the criminal activity within the City for police staff deployment and for Council interest. Regarding crime trends and patterns from the previous month, auto theft went down from 32 to 22 or 42%. Arrests for misdemeanor and felonies are down from March 1992. Citations for hazardous and non- hazardous violations are also reduced slightly from March 1992. Injury collisions increased from 8 to 11. Our Special Enforcement Team (SET) Officers Chuck Zunker and Boris Robinson conducted a two (2) hour class on drug use, recognition, and gangs to the Temecula Valley School District employees as part of an in- service training day for non-teaching personnel. Deputy Mark Lohman was reassigned from the Crime Prevention Officer to the T.V.U.S.D. School Resource Officer in the first week of May. Officer Dan Feltenberger was assigned to the Crime Prevention Officer duties. The Valley Beat Club activity has been monitored by patrol. Attendance is very low and complaints have subsided from the public.
