A regular meeting of the City of Temecula Public Safety Commission
was called to order Thursday, May 28, 1992, 6:00 P.M., Fire Station
73, 27415 Enterprise Circle West, Temecula, Chairman Frank Klein
presiding. Chairman Klein led the flag salute.

Also present were Police Lieutenant Larry Grotefend, Division Fire
Chief Jim Wright, Battalion Chief John Winder, and Minute Clerk

RECOMMENDATION
1.1 Approve the minutes of April 23, 1992 as mailed.

2. ANIMAL CONTROL SERVICES
Emmett Gibson, County Supervisor Veterinary Services, gave a
presentation on Riverside County Veterinary Services and data
pertaining specifically to the City of Temecula's Animal
Control Services, (e.g. number of monthly complaint calls
during a ten (10) month period, number of dog licenses issued,
etc.).
Joe Hreha, City of Temecula, advised the Commission that he
administers the contract with Riverside County Veterinary
Services, which the City budgets $80,000 annually for animal
control services, dog licensing programs and animal
emergencies.

3. REPORT ON L.A. INCIDENT
Sergeant Darrell Morelock and Officer Scott Collins, gave a
presentation on the Riverside County Sheriff's Department
participation in assisting the Los Angeles Police Department
during the Los Angeles riots.
NEIGHBORHOOD WATCH (NW) ACTIVITIES
In the absence of Lori Harrison, Linda Cloughen reported the
following NW activities:
· June has been declared Disaster Preparedness Month.
· Lori Harrison will be meeting with the homeowners in the
Villa Avanti tract to discuss street numbering.
, Upswing in the number of people interested in forming a
Neighborhood Watch Program.
, Sycamore Terrace Apartments has expressed an interest in
forming a Neighborhood Watch Program.
, N.W. will be fingerprinting during the July 4th Parade.
· Officer Dan Feltenberger was introduced as the new Crime
Prevention Officer for the City of Temecula.
· Officer Mark Lohman is now the School Resource Officer.
, Several hundred children were fingerprinted at the
Balloon and Wine Festival.
BUSINESS WATCH (BW) ACTIVITIES
Lt. Grotefend reported the following BW activities:

Working with Old Town merchants to reduce and/or stop
graffiti and window breaking. Stepping up foot patrol
and bike patrol enforcement in this area.
EMERGENCY PREPAREDNESS
In the absence of Vice Chairman Knopp, no report was made.
REVIEW OF PSC GOALS AND OBJECTIVES
It was moved by Commissioner Perry that the Public Safety
Commission form a sub-committee of two people to meet with the
City Council liaison, Fire Chief Wright, Police Chief Sayre
and the City Manager, and come up with a reasonable set of
goals and objectives that the Commission can take back to the
City Council for their approval. Commissioner Perry
volunteered to serve on the committee.
Commissioner Goudy stated that he would second the motion
provided Chairman Klein was the second member of the sub-
committee since Chairman Klein was present during the previous
meetings to draft the Public Safety Commission's Goals and
Objectives.
Chairman Klein stated that he would serve on the committee
with Commissioner Perry.

Commissioner Perry stated that he would make the arrangements
for the meeting and advise accordingly.
UNFINISHED BUSINESS
Chairman Klein updated the Commission on the following items:
Pursuant to a report by Mr. James Marple regarding his
concern for the potential of a landslide in the Santa
Margarita Gorge, Chairman Klein reported he had
interacted with a licensed hydrologist who Mr. Marple
recommended. Originally it was hoped that a "no cost"

program might be possible, however, this is not the case.
Mr. Marple has hopes of involving a University of
California professional in a cost free preliminary
investigation.
At the March 1992 meeting, Commissioner Knopp reported on
a traffic hazard at the intersection of Ynez Road and
Solano Way, and a memo was forwarded to the Traffic and
Transportation Commission. Per a response from Scott
Harvey of the Engineering Department, resolution of the
problem should be implemented sometime in the month of
June.
In conjunction with the Sr. Meteorologist of SCAQMD,
Chairman Klein is pursuing the question of the
advisability of continuing to use currently available
wind data during emergency services versus using data
generated within the City.
Discussed the Commission's by-pass in the budget review
process with Assistant City Manager Mark Ochenduszko who
stated the by-pass was unintentional and due to a
constellation of unfavorable circumstances. Chairman
Klein added that he doubted the Commission could have
effected any changes by way of recommendations.

Lt. Larry Grotefend reported the following:
Valley Beat has been re-named Club Dimension. Changing
music to pop rock.

Light activity at the satellite office at City Hall.
One Community Service Officer is housed there currently.
The public has responded well to the move to French
Valley.
French Valley Station open house planned for June 25,
from 3:00 - 8:00 P.M.
Working on a Bike Safety Essay Program for sixth and
seventh graders.
Two fatal traffic accidents within the City. Both
accidents were alcohol related.

CHIEF'S REPORT
Chief Jim Wright reported the following:
June 1st is the opening of fire season.
Department is anticipating a serious year. Peak staffing
will not be implemented until July 1st.
, Breathing Support Unit is close to completion.
Department has been invited to go to Los Angeles for a
preliminary inspection.
Battalion Chief John Winder reported the following:
, Local stations were very busy the Saturday of the Balloon
and Wine Festival Event.
* Seven Riverside County fire engines were sent to Los
Angeles during the riots. One Temecula truck was sent;
however, it was never deployed during the rioting.
11. COMMISSIONER REPORT8
As a result of a 1991 tour of SCAQMD, Commissioner Goudy
reported that, in an attempt to come up with a resolution to
the school bus facility problem, he was investigating the
possibility of implementing electric buses in the City of
Temecula Unified School District. Met with the Director of
Transportation Forest Thomas, contacted the Clean Air Transit
and they provided a demonstration on clean air buses.
Commissioner Goudy stated he will keep the Commission advised
on any update as it occurs.
Chairman Klein reported the following:
"Day Of The Teacher" Celebration invitation was sent to
the Public Safety Commission. However, it was received
late and therefore was not passed along to the
Commissioners.
Commented on his reply letter from SCAQMD regarding an
article in the April Reader's Digest criticizing that
organization.
Confirmed Commission's Orientation Trip for Saturday,
June 6th, to Fire Services, Law Enforcement Services
(French Valley Headquarters), CAL I.D., and Perris
Dispatch.

Wes Alston, Deputy Fire Marshall, Riverside County Fire Department, and David Matis,
Department of Forestry and Fire Protection, provided a video and slide presentation
depicting the events and devastation resulting from the Oakland Hills Fire of October
20, 1991. (See attached Addendum)

Chairman Frank Klein reported on the following:
Forwarded Commissioner Knopp's memorandum to the Traffic and
Transportation Commission and Public Works Department, regarding traffic
hazard at the intersection of Solana and Ynez.
Awaiting an appointment date to meet with a geologist to investigate Mr.
James Marple's concerns for a potential landslide at the Santa Margarita gorge,
downstream from Temecula.
Questioned Chief Sayre on his support of the inclusion of the membership of
the Public Safety Commission's drug abuse sub-committee in the TVUSD
program to reduce drug and alcohol use in the City.
Chief Sayre reported that he discussed the recommendation at the most recent
Directors meeting and it most likely will be another eight months before any
sub-committees are established. He added that the recommendation was well
accepted.

OAKLAND HILLS FIRE OVERVIEW
Chairman Klein's addendure to the April 23, 1992 minutes:
"Some remarks of interest and possible relevance for Temecula were the following:
The use of the portable GPS system in the large scale fire proved invaluable.
this system is available among the resources at Hemet-Ryan.
Winds played a prominent role in the fire. Chadman Klein questioned the merit
and validity of wind data used in Temecula and said he will pursue the
question.
* Communication and water resources were rapidly overwhelmed.
Not types of plants but improper management of trees and brush (e.g. a failure
to clear dead brush) was a basic contributor to the spread of the fire.
Ornamental trees and improperly planted bushes (e.g., immediately adjacent to
a home) aggravated the fire problem.
There are no fire resistant plant species. The message is that one must
manage what one has.
Poorly engineered road systems or a lack thereof for ingress/egress may
critically impact upon disaster consequence.
The reluctance of homeowners to leave their property contributed significantly
to the number of fatalities.
Shake-shingle roofs not only contributed to the lack of survivability of homes
but also contributed to the transfer of fire.
In Southern California it is not a question of if it is going to burn but when it is
going to burn.
4. TRAUMA INTERVENTION PROGRAM (TIP)
"Some highlights of the presentation included the following remarks:
* As a first, the Temecula program will receive County focus.
* Participation by Murrieta is being solicited.

Crime Stats for May, 1992
The following report reflects the Part One Crimes, Traffic Activity, and
Miscellaneous Activity occurring in the City of Temecula during the
month of May 1992.
As in previous months, the Part One Crime Stars are broken down by
individual districts within the City. This provides a greater under-
standing of the criminal activity within the City for police staff
deployment and for Council interest.
The major issues during this period were the two fatal auto accidents
that occurred. Both of these were related to driving under the
influence. The other collisions did not occur during this period of time
and will be reflected in the month of June's report. D.U.I.
enforcement is a priority with staff.
The recent number of fatal traffic collisions has been very disturbing
to police staff. The Police Department was very proud of the City's
two-year period without a fatal traffic collision.
The Bicycle Program has restarted and will continue during the
summer months. As the weather gets warmer the program time will
be increased and targeted toward the areas where problems have
been noted in the past.
The satellite station located at the old police building continues to be
staffed by a Community Service Officer. The number of citizens
contacting the station is low and the need to continue the store front
operation should be reviewed. I believe that the operation should be
discontinued.

During last month#s report to the Public Safety Commission the
question was asked if 'PAGE 5' of this report reflected total activity.
The chart does reflect all the activity of the Police in the City.
On June 27th, the City is sponsoring a Public Safety Picnic at Sam
Hicks Park from 11:00 A.M. to 2:00 P.M. I hope that the Council and
Commissioners will attend. Prior to the event the Police Department
and a local group will be repainting the caboose located at the
Temecula Town Association building as a community project.

Monthly Recap
Started Crime Prevention Duties
Gave speech at Temecula High School for adult education/non -English
speaking immigrants on Police Procedures. Spoke before approximately 250 students.
Balloon and Wine Festival. Worked a Crime Prevention Booth at the Festival.
We fingerprinted approximately 200 children and displayed a city Patrol Unit.
Received great public response.

Participated in Temecula Valley High School's mock traffic collision. The
event was intended to show the students the possible dangers and repercussions of
drinking and driving.
Neighborhood Watch meeting. I attended an initial Neighborhood Watch
meeting with Deputy Collins at Redhawk development. I observed how the meetings
go and initiated some input at the meeting.
Public Safety Commission meeting. Attended with Lt. Grotefend, Sgt.
Morelock, and Deputy Collins. Met the members of the committee.

May 1992, Activity Report
The following statistics reflect the monthly fire suppression and
the fire prevention activities for the month of May, 1992.
The May statistics reflect an overall increase in activity which is
common as we enter into the summer months.
On Saturday, May 16 we had one of our busiest days so far this
years. Fire Department equipment responded to seventeen calls
between the two stations all before 17:00 hours. With this unusual
sudden increase in activity, I requested that two additional
engines be dispatched to the city (one for each station) and one
additional Goodhew unit at approximately 09:00 hours. These
resources remained in the city until 18:00 hours when they were
released to return to their respected stations.
While most of the responses were for medical assistance and routine
in nature, the sheer volume is what taxed the department and
required the additional resources. I believe the reason for the
sudden increase in responses was due in part to all the activities
that were taking part in and around the city during this week-end.
These activities were of the nature that drew a large amount of
people from out of town.
Some of these activities included the Balloon & Wine Festival, a
large bicycle road race in the Red Hawk development and a large
event involving the Girl Scouts of America at the Woodchuck
Campground.
As we enter into the summer months, the amount of vegetation fires
has started to increase. This is a trend I am sure will continue
.as we have all the elements for a disastrous fire season.
There were no other newsworthy incidents to report for the month of
May.
