A regular meeting of the City of Temecula Public Safety Commission was called to order
Thursday, June 25, 1992, 6:00 P.M., Fire Station 73, 27415 Enterprise Circle West,
Temecula, Chairman Frank Klein presiding. Commissioner Knopp led the flag salute.

the minutes of April 23, 1992 as mailed.

In the absence of Tony Elmo, no report was given.
CITY EMERGENCY MANAGEMENT - Joe Hreha, Sr. Management Analyst, City of
Temecula
Joe Hreha provided the Commission with an overview of the City's Emergency
Management Program.
Chairman Klein stated "Joe Hreha's presentation prompts the following comment: If
not scheduled, it is suggested that our City Council request a report on the current
status and future plans associated with the City's Emergency Management function."
EMERGENCY PREPAREDNESS - Vice Chairman Ron Knopp
Commissioner Knopp gave no report.

NEIGHBORHOOD WATCH (NW) ACTIVITIES - N.W. Chairperson Lori Harrison
In the absence of Lori Harrison who was on vacation, Linda Cloughen reported the
following:
* NW is preparing for the July 4th parade. They are currently looking for
volunteers to march in the parade, pass out NW literature, brochures,
fingerprinting, etc.
* NW coordinators are analyzing the program for changes in order to initiate new
interest.
* Update on the school districts progress on Earthquake Preparedness.
UNFINISHED BUSINESS - Chairman Frank Klein
Regarding the potential for a landslide in the Santa Margarita Gorge, Chairman
Klein reported he is still awaiting a call from Mr. James Marpie, who is hoping
to involve a University of California professional in a cost free preliminary
investigation.
In response to a previous memo by Commissioner Knopp, the City Engineering
Department made some traffic safety changes at the intersection of Ynez Road
and Solano Way in early June.

Regarding his own concern for the advisability of the City's public safety
services using wind data from sources outside of the City, he made the
following statement: "It is my belief that wind data available at Fire Station 12
almost always provides more accurate information about local wind conditions
than can be provided by any meteorological source outside of the City."
Chairman Klein added, "1 am supported in this belief by Mr. Joe Cassmassi, the
St. Meteorologist at SCAQMD. This support of my contention may be
confirmed by calling (714) 396-3155".
Regarding the potential for a landslide in the Santa Margarita Gorge as reported
by Mr. James Marpie: Upon interacting with Doug Stewart, City Engineer, Mr.
Stewart does not believe there is any significant probability attached to a near-
term landslide at the gorge.

Chief Rick Sayre reported the following:
* Update on the status of the June 2 traffic accident aftermath and investigation.
* Department is responding undercover to a citizen report of a contact about a
deal on Apple computers.
* Report of "dry wallers" vandalism problems.
* Update on bike patrol.
* Update on budget process.
* Discussed department stars.
FIRE CHIEF'S REPORT
Chief Jim Wright reported the following:
* End of month delivery for the Breathing Support Unit.
* Increase in fire activity state-wide.

COMMISSIONER REPORTS
Commissioner Holliday discussed the following:
* Update on the Drug and Substance Abuse Sub-Committee (Commissioner
Holliday and Commissioner Perry). Commissioner Holliday advised that she is
presently preparing a questionnaire to distribute to all the local clubs,
questioning their participation in any drug and substance abuse programs and
their interest in such programs.
* Regarding panhandlers and homeless people: asked that a representative from
the County address the Commission about the problem.
* Requested reports from the director of the Boys and Girls Club and the Teen
Center on the programs.
* Expressed concern for the increase in graffiti.
Commissioner Perry discussed the following:
* Advised that gang members from "The Bloods" have moved into Temecula.
* Reported that due to the reported possible merger of the Public Safety and
Traffic/Transportation Commissions, which may be considered by the City
Council in July, no action was taken on PSC Goals and Objectives.
Commissioner Knopp discussed the following:
* Prepared a grant application on behalf of URGE (Union For Riverside Greenbelt
Environment) which the state awarded $50,000 for work on the urban streams
restoration project. Working with the State and the City on making a safe
environment and providing a recreation area.
Chairman Klein discussed the following:
* Regarding the traffic accident of June 2, Chairman Klein made the following
statement: "On behalf of the Public Safety Commission, the Commission thanks
Chief Sayre, Chief Wright and Chief Winder and all the public safety personnel
for the excellence of their services on June 2, 1992. Additionally, "With

respect to the June 2, 1992 traffic accident at the site of the Temecula Valley
High School, I regret that no one saw merit in involving our Commission in any
discussions-internal or inter-agency- that have taken place to date. I realize that
the primary agency for prompting such assistance is the City Council. It is
quite natural for one to question if the reticence to involve our Commission in
the matter says something about the regard or esteem in which our
Commission is held."
* June 6th Orientation Trip postponed indefinitely.
Possible merger of the Traffic and Transportation Commission and the Public
Safety Commission.
Tony Elmo and Gary Thornhill invited to provide presentations at the July 23rd
meeting.

RECOMMENDATION:
Adopt a resolution entitled:
RESOLUTION NO. PS 92-01
A RESOLUTION OF THE PUBLIC SAFETY COMMISSION OF THE CITY
OF TEMECULA SETTING THE DATE, TIME AND LOCATION OF PUBLIC
SAFETY COMMISSION MEETINGS
DISCUSSION: At the time the Public Safety Commission was established,
meeting space was at a premium and difficult to secure. The Fire Department
graciously offered the use of Station 73 for these meetings. Since that time, the City
Hall tenant improvements have been completed at City Hall, 43174 Business Park
Drive and the main conference room has been used very effectively for Commission
and Committee meetings. The City has also purchased its own audio recording
equipment which can be set up in the Main Conference Room to record all
Commission and Committee meetings.
Since these facilities are now available, staff recommends that the Commission adopt
the attached resolution which changes the location of the Public Safety Commission
meetings.
FISCAL IMPACT: Cost savings will be realized in the amount of $1,500. per
year through the use of City-owned recording equipment
RESOLUTION PS 92-01
A RESOLUTION OF THE PUBLIC SAFETY COMMISSION
OF THE CITY OF TEMECULA SETTING THE DATE,
TIME AND LOCATION OF PUBLIC SAFETY
COMMISSION MEETINGS.
The Public Safety Commission of the City of Temecula does resolve, determine and order
as follows:
WHEREAS, The City Council adopted Ordinance No. 92-01 establishing the Temecula
Municipal Code on February 13, 1990, and
WHEREAS, Ordinance No. ,90-05, Section 13.01.020, requires the Public Safety
Commission to establish a schedule of time and place for meetings.
NOW, THEREFORE, BE IT RESOLVED BY THE PUBLIC SAFETY
COMMISSION of the City of Temecula;
Section 1. That the Temecula Public Safety Commission will meet regularly on the
fourth Thursday of each month. Regular meetings shall commence at 6:00 PM and adjourn at
9:00 PM, subject to an adopted motion to extend the meeting.
Section 2. Regular meetings will be held at City Hall, 43174 Business Park Drive,
Temecula. If a regular meeting falls on a holiday, the regular meeting shall be held on the next
business day. (Gov. Code Section 36808.)
Section 3. The Public Safety Commission may, by resolution, designate another date,
time and location for a meeting.
Section 4. The City Clerk shall certify to the passage and adoption of this Resolution.

The following report reflects the Part I Crimes, Traffic Activity,
and Miscellaneous Activity occurring in the City of Temecula
during the month June 1992.
As in previous months, the Part One Statistics are broken down
by individual districts within the City. This provides a greater
understanding of the criminal activity within the City for police
staff deployment and for Council interest.
The Department's open house is scheduled for this Saturday,
July 18th. There will be a variety of interesting items on
display. The open house is in conjunction with the French
Valley Airport open house. The Police Department will be open
from 10:00 A.M. to 4:00 P.M. There is no set schedule for the
event.
The City-sponsored public safety picnic at the Sam Hicks park
was appreciated by all staff. For those of you who artended,
we appreciated the support.
The caboose painting project was completed and the caboose
was ready for the July 4th parade.
Again, as in the previous report, the fatal collisions have had a
direct impact on our community. There were two fatal
collisions.

No major issues have been reported in the areas where young
persons frequent; however, the summer months are here.
A request was made to include bookings, arrests and
convictions in this report. We may be able to include the first
two, arrests and bookings; however, convictions are not
tracked by the existing system. Convictions are not readily
available with our system.

Temecula High School fatal traffic collision. Spent the day securing the crime
scene and later secured the suspects at both Inland Valley and Sharp's hospitals.
Neighborhood Watch Meeting. Initial meeting for Neighborhood Watch at
Sycamore Terrace Apartments. Twelve people in attendance.
Emergency Preparedness Meeting. Meeting held at Linda Cloughen's house.
Topic of conversation centered on fatal T/C at the High School.
Temecula Court House all day reference MRR91348015. Jury trial.

days of testifying, the defendant decided to enter plea of guilty.
Gang Intelligence Meeting. Held in San Bernardino. AttendeLl with Deputies
Robinson and Lohman. Gathered useful information about gangs including possible
activity in Temecula.
Old Town Temecula Association Meeting. Meeting held at Community Center
and was in regards to the July 4th Parade and Country Fair.
Gave Station Tour to four students and two teachers from special education
school from Anza.
Attended meeting with Scot at KRTM Radio in Temecula for improving
Police/Law Enforcement relations with the public. We met with Joseph Risico at
1100 hrs.
Spent day assisting Investigators in the arrest of suspects involved in stolen
computers. Included serving search warrants with the Investigators. Reference file #
TER92171013.
Attended meeting at Southwest Station for C-CAP. Discussed ways to improve
information received through them for patrol purposes. Meeting was attendeLl by
C.P. Officers Collins, Rubio, and myself, along with C-CAP members.
Attended meeting for Old Town Temecula Merchants at Chaparral building on
Front St. regarding Western Days scheduled for the end of August.
Participated in the painting of the caboose as a community project at the
Temecula Community Center.
