PUBLIC COMMENTS
A total of 15 minutes is provided so members of the public can address the
Commission on items that are not listed on the Agenda. Speakers are limited to three
(3) minutes each. If you desire to speak to the Commission about an item not listed
on the Agenda, a pink ~Request To Speak" form should be filled out and filed with the
Recording Secretary.
When you are called to speak, please come forward and state your name and address.
For all other agenda items a "Request To Speak" form must be filed with the Recording
Secretary before the Commission gets to that item. There' is a five (5) minute time
limit for individual speakers.

MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
PUBLIC SAFETY COMMISSION
SEPTEMBER 24, 1992
A regular meeting of the City of Temecula Public Safety Commission was called to order
Thursday, September 24, 1992, 6:00 P.M., Temecula City Hall Main Conference Room,
43174 Business Park Drive, Temecula. The meeting was called to order by Chairman Frank
Klein. Commissioner Goudy led the flag salute.
PRESENT: 4 COMMISSIONERS: Goudy, Knopp, Perry, Klein
ABSENT: 1 COMMISSIONERS: Holliday
Also present were Police Chief Rick Sayre, Fire Chief Jim Wright, Battalion Chief John Winder
and Minute Clerk Gall Zigler.
Commissioner Holliday arrived at 6:05 P.M.

COMMISSION BUSINESS
1. Minutes of August 27, 1992
It was moved by Commissioner Perry, seconded by Commissioner Goudy to approve
the minutes of August 27, 1992 as mailed.
The motion was carried as follows:

Sexual Assualt Response Team
It was moved by Commissioner Holliday, seconded by Chairman Klein to more
immediately aid the victims of sexual assault and to materially assist the District
Attorney's Office in the prosecution of offenders, it is suggested that the City Council
express its support and recommend to the County of Riverside the formation of a
Sexual Assault Response Team (SART) Program at a near-by (Temecula/Murrieta)
hospital.

Commissioner Knopp questioned the cost of implementing the SART Program.
Commissioner Holliday read a letter from Sharp Healthcare of Murrieta outlining the
program and the costs.
Chief Sayre questioned the cost of this service provided by Western Nurse Specialist.
Commissioner Holliday advised that she has been notified that the information is
forthcoming and will be forwarded to accompany the minute order.

Substance Abuse Prevention Plan
Leslie Wood, Temecula Valley School District, provided the presentation. Ms. Wood
provided the Commission with a draft of the Temecula Valley Unified School District
Temecula Community Partnership, 1992-93 Community Prevention Plan Outcomes.
Ms. Wood advised that the Office of Substance Abuse Prevention awarded the City
of Temecula ~1,000,000 in grant money to implement the program. Ms. Wood
concluded that the Temecula Community Partnership plans to present the program to
the City Council for their support during "Red Ribbon" week.
It was moved by Commissioner Holliday, seconded by Chairman Klein to recommend
that the City of Temecula City Council support the Temecula Community Partnership's
Community Substance Abuse Prevention Plan during Red Ribbon Week, October 24 -
31, 1992 in working toward a drug free future for the City.
The motion carried as follows:

NeiQhborhood Watch (NW) Activities
Linda Cloughen introduced Chris Martinelli as the new Neighborhood Watch
Chairperson.
Chris Martinelli gave a brief background of herself and an update on NW activities.

Construction Site Hazard ProQram
Officer Mark Leggett presented an overview of the construction zone safety program.
Officer Leggett advised that the purpose of the program is to educate and inform
employees and contractors doing work on city streets of their obligation to maintain
a current traffic control plan approved by the public works department.
Commissioner Goudy stated that he would like the program to address pedestrians
independently.
Other Business
Police Chief's Rel~ort
Chief Sayre reported on the following:
* Advised that graffiti removal is currently overriding the annual budget.
* Police Department sent two officers to a forty (40) hour course on sexual
assualt response.
* Discussed increase in "Bad Check" writing in the City.
* Review of crime stats.
* Discussed safety in and around school zones.
Fire Chief's Reoort
Division Chief Jim Wright reported on the following:
* Fire Captain Susan Zimmerman promoted to Fire Prevention Officer.
* East side fire station project received support and approval by the City Council.
Location is currently being negotiated.
* Update on delivery of Breathing Support Unit.
Battalion John Winder reported on the following:
* Breathing Support Unit will be on display at the October 6, 1992 City Council
meeting and the October 22, 1992 Public Safety Commission meeting..

* Review of Fire Department monthly statistics.
8. Commissioner Report
Commissioner Perry advised that he made a presentation to the City of Murrieta Public
Safety Commission on "RACES".
Commissioner Perry requested the issue of the passing of bad checks be a topic for
the October agenda.
Chairman Klein provided a report on the status of the Public Safety Commission and
Traffic and Transportation Commission merger advising that the Council voted 4 to 1
in favor of combining the Traffic and Transportation Commission and the Public Safety
Commission to form a new 7 member Commission to act on these issues.
Chairman Klein announced that this would be the last meeting he would be attending
and turned the gavel over to Vice Chairman Ron Knopp,

Chairman Klein declared the meeting adjourned at 7:45 P.M.

CRIME STATS FOR SEPTEMBER, 1992
The following report reflects the Part I Crimes, Traffic
Activity, and miscellaneous activity occurring in the
City of Temecula during the month of September 1992.
As in previous months the Part One Stats are broken down
by individual districts within the city. This provides
a greater understanding of the criminal activity within
the city for police staff deployment and for Council
interest.
During this month the incidents of reported graffiti has
decreased.
The media has reported an increase in car "jacking"
throughout the nation. There have been several reported
in other Riverside County citys. We have not experienced
such crimes.
Reports from San Bernardino County indicate that they are
experiencing fast food restaurant take overs by armed
persons. All of our fast food business owners have been
contacted and advised to secure their building's rear
doors, which was the suspects point of entry.
The staffing of the Police annex has been reduced to
Monday, Wednesday, and Friday. No complalnts have been
received from the community.
Two local merchants have agreed to test a program that is
intended to reduce the n-mher of forged checks being
passed. The program requires persons who write a check
also provide a thumb print for verification using
invisible ink. In the event the check is forged the

the thumb print will be submitted to Ca1 ID for identification.
Staff worked the Rodeo and other community events. All occurred
with little conflicted. Planning is underway for the Rod Run.
With the upcoming holidays and the economy there will be an
increase in property crimes. In an effort to decrease opportunity
there will be an increase in foot patrols and bike patrol in the
shopping areas.

Gave a speech to The Rotary Club at the Sizzler Restaurant. Subject of the
speech was gangs. Speech was well received.

Officer Lynn Fanene and myself gave a presentation to employees at "Scented
Gardens" boutique business in the Towne Center. The subject of the
presentation was shoplifting and robbery prevention.

Spent the day as a regular Patrol Unit.

The Police Explorers and myself fingerprinted approximately 50 children at
Sam Hick's Park. The event was the City of Temecula Arts and Crafts
Festival.

I artended the Temecula Interagency Council Meeting at Temecula Valley High
School. The Police Department was represented by Captain Sayre, Lieutenant
Sniff, Officer Lohman, and myself.

recommend to the City Council that the City formally recommend to the County of
