CALL TO ORDER: The meeting was called to order at 4:05 p.m. by City of Temecula Mayor
Matt Rahn

COMMITTEE BUSINESS
1. Goal Statement & Objectives of Task Force: Confirm Segment of 1-15 to Address:
Discussion was about various segments of 1-15 to support, including from San Diego
County to 1-15/215 Junction and 1-15/215 Junction to 74, and 74 to Calajco Road, and
how to prioritize which segments may be needed to be completed first.
Menifee Mayor asked to go on the record about the importance of job attraction-the
need for economic growth/job attraction in Southwest Riverside [to remove commuters
from freeways].
Discussed traffic and priorities along 1-15 from San Diego County to the 91. It was
decided the Task Force needs to understand what "big data" determines, and to hear
speakers on Agenda, before prioritizing.
2. Structure Task Force: Task Force Members/Organizations were not officially confirmed.
Task Force decided they wanted to hear data before structure. However, it was agreed
(later in the meeting) that Mayor of Temecula would Chair this Task Force, and Mayor of
Murrieta would be the Vice Chair.
3. Commuter Study, Director of Transportation, WRCOG: Chris Gray provided an
overview regarding a commuter study that WRCOG is undertaking in this region that will
use "big data". This data is derived from cell phones, car GPS, etc., and there are
multiple queries that can be downloaded. The report will look at where residents from
each City are travelling to and from each day, demonstrate where there is congestion,
and the times of day of congestion. The report will be ready for the April 5th meeting and
Chris Gray will distribute findings ahead of the meeting.
4. RTP/SCS (Regional Transportation Plan/Sustainable Communities Strategy)
Process, and overview of 1-15 segments already on RTP/SCS, Executive Director,
RCTC: Anne Mayer provided a presentation that summarized history, plan, process and
prioritization of infrastructure and freeway/roadway projects that have been completed or
are in the pipeline. She discussed that the 1-15 AdHoc Committee and RCTC
Commission decided the northern area of 1-15 would be first and construct Tolled
Express Lanes (minimizing Measure A monies and focusing on more capacity) which is
now under construction (1-15 from 60 to Calajco Road — $471 M Project). Another
relevant RCTC AdHoc Committee is Western Riverside Plans and Programs.
Anne discussed other projects on the Regional Transportation Plan, that all Freeway
Projects on 215 were completed. Discussed freeway projects along 1-15 and indicated
that Calajco to State Route 74 ($544M Project) Tolled Express Lanes was next priority I-
15, per RCTC Commission, for 2019-2029 since it was "deferred" during 2009-2019
timeframe. The RTP also includes State Route 74 to the 1-15/215 Junction (for 2029-
2039). Anne suggested submitting the last segment of 1-15 freeway from 1-15/215
Junction to San Diego County to be in the "Strategic Plan" of the RTP.
Discussed environmental concerns that 1-15 is covered by MSHCP; however, the
permitting agencies (ACOE, Wildlife agencies) will need to provide clearance (Anne
mentioned that is too far in the future to address now).
Discussion resolved that the priority of which segment on 1-15 to address first would be
data driven, and that lobbying efforts for the region should be evaluated and brought
back to the Task Force.
5. 2018 Meeting Schedule: Tentative Schedule is 1st Thursday at 4pm, every other month
February 1, April 5, June 7, August 2, October 4, December 6.
