Chairman Guerdero, echoed by Commissiorar Naggar, commended the applicant for bdnging this much-rmeded type of facility to the City of Temecul8. Deputy 0ireclot of Public Works Parks confirmed, kw Commissioner Webster, that Mar;adta and Pauba Roads are cuffentJy developed to full width along this property, and that them is a proposed light to be installed at Pauba and Mm~rita Roads; noted that this particular project has been ~ to paflkipate in the funding of the raised median on Maf~arita Road fronting the site; for Commissioner Nqlgar, darled that allhough there will be no designated left-tum into this project, there will be a dedicated M-turn motion from Margarila Road to Pauba Road, noting that at PBuba Road them will be a fulNenglh intersection; and mlayecl that currently, there is consideration to design Margadla Road to full widlh (from hula Road to 79 South), noting, however, that curmrttly funding for this project is unavailable. Commissioner Webster commented with respect to the mise<l issues of concem, as follows: regarding the lighting. relayed that the existhl Mount Pdomar ~ reslficiions adequately address the issue; regarding the trash area, noted that the Design Guidefines address this issue; regarding the open-space easement am of concern, relayed that this particular area is an off-site issue, recommending that no conditions be placed upon this project; regarding the traffic signal, relayed that since the signal is currently proposed, the issue does not need to be re-addressed; noted that adequate traffic measures have been provided in area, relaying lhat the primary traffic problem in the area of discussion is poor driving; regarding the roof, (sped~ny the hehaht mU sk~pe ) noted that the desert is consistent wfh b'm Specmc Plan, recommending that no modifications be made; regarding the decelem~ lane on regarding deliveries to the fadlit,/, relayed that sinm them is no high traffic impact associated deliveries. In response ~o Commi,nioner Naggar's comments, lhe applkant's mlxesentaUve expressed that the 8pplicant would be agreeshie to the restriction of commerciBI vehicle deliveries (specifically, larger than 24 feeq befom T:OO A. M. and after g:00 P. M. Chairman Guerriero thanked the public for their input. Assistant Planner Anders advised that since the project is going to be permitted by the City, that the timing of the Conditions be modified, per City policy. MOTION: Commissioner Naggar moved to close the public hearing; adopt Resolution No. 99- 005 approving Planning Application No. PA98-0446 based upon the Analysis and Findings contained in the Staff Report, and subject to the attached Conditions of Approval; and adopt Environmental Addendum No. 2 to the previously certified ~Environmental Impact Report (EIR No. 235), and make the finding that a subsequent EIR is not required pursuant to the California Environmental Quality Act Section 15162. RESOLUTION NO. PC 99-005 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TEMECULA APPROVING PLANNING APPLICATION NO. PA98-0446 (DEVELOPMENT PLAN ND CONDITIONAL USE PERMIT) FOR THE DESIGN, CONSTRUCTION AND OPERATION OF A 22,850 SQUARE FOOT ALTERNATIVE SENIORS LIVING SERVICES AND ALZHEIMER CARE FACILITY WITH ASSOCIATED PARKING AND LANDSCAPING ON A PARCEL CONTAINING 3.22 ACRES LOCATED AT THE SOUTHEAST CORNER OF MARGARITA ROAD AND PAUBA ROAD AND KNOWN AS ASSESSOR'S PARCEL NO. 955-t50-027. Add modify the language in Condition 36(b) to reflect the word when instead of the word if that the trash enclosure area comply with the Design Guidelines that bike lane striping be added, per the City Traffic Engineer recommendation that commercial deliveries (larger than 24 feet) be restricted after 9:00 P. M. and before 7:00 A. M Delete Condition No. 87 (regarding Riverside Transit recommendations) that the Conditions of Approval be amended, regarding the Public Works portion of the Conditions, per City policy The motion was seconded by Commissioner Webster and voice vote reflected unanimous approval with the exception of Commissioner Soltysiak who was absent. PLANNING MANAGER'S REPORT Planning Manager Ubnoske relayed, for Commissioner Naggar, that the crosswalk at Margarita Road was scheduled to be removed on February 16, 1999. ADJouRNFNT At 7:23 P.M.
