A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMECULA, CALIFORNIA, IN SUPPORT OF THE CALIFORNIA
MAGLEV DEMONSTRATION PROJECT
THE CITY COUNCIL OF THE CITY OF TEMECULA DOES RESOLVE, DETERMINE AND ORDER
AS FOLLOWS:
WHEREAS, Southern California's population is expected to increase by over 6 million people
over the next twenty years - a 43% increase; and,
WHEREAS, the region's freeway system is already severely congested; and,
WHEREAS, this population increase is expected to add to congestion and almost double our
average daily commuting time and severely add to local air quality problems; and,
WHEREAS, a high speed rail system, based on state-of-the-art magnetic levitation (Maglev)
technology has the ability to effectively transpod Southland passengers and cargo in an
environmentally friendly and energy efficient manner at speeds over 200 miles per hour; and
WHEREAS, the Southern California Association of Governments (SCAG) has included high-
speed Maglev as a vital component of its Regional Transportation Plan (RTP) for the future and is
necessary for achieving Federal air quality attainment standards; and
WHEREAS, the Southern California Association of Governments (SCAG), along with the
California Business, Transportation and Housing Agency, and the California High Speed Rail
Authority, have organized a cooperative effort called the California Maglev Deployment Program to
develop and construct a high-speed Maglev system for the region; and
WHEREAS, this Program will assist us in addressing the region's growth and mobility needs
and provide a much needed critical link between our region's airports; and
WHEREAS, the California Maglev Deployment Program is competing against six other
projects across the country for almost $1 billion in Federal Funds that have been authorized by
the U.S. Congress for a demonstration project;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Temecula, does
hereby support the California Maglev Deployment Program's effort to obtain Federal Funding from
the Federal Railroad Administration (FRA) to complete further engineering and design work for its
proposed high-speed Maglev system in Southern Califorr~ia.

regular meeting held on the 14th day of November, 2000.
