Speakers are limited to three (3) minutes each. If you desire to speak to the Commissioners about an item no~t listed on the Agenda, a green "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. For all other agenda items, a "Request to Speak" form must be filed with the Community Services Commission Secretary before the item is addressed by the Commission. There is a three (3) minute time limit for individual speakers. NOTICE TO THE PUBLIC All matters listed under Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no discussion of these items unless members of the Commission request specific items be removed from the Consent Calendar for separate action. Parker, Director of Community Services January 8, 2001 Installation of Sports Art RECOMMENDATION: That the Community Services Commission approves the installation of sports figurine art on the backstops on two (2) ball fields at the Rancho California Sports Park. BACKGROUND: Staff has been considering methods of enhancing the aesthetics and character of our park sites through the installation of artwork and landscaping. Recently staff had the opportunity to meet with Mr. Niles Palmer of Sports Art, a company that install colorful link deco pieces in the image of sports figurines on the chain link back stops of softball and baseball fields. Mr. Palmer shared with us a product called link decos, which he said, attached to the chain link of ball field backstops. The decos come in a variety of colors and are computer design generated into sports figurines. The art deco pieces are attached by hand to the chain link fence and then are tightened with a special tool. These pieces cannot be removed from the chain link without the special tool. The color and integrity of the deco pieces has a 10 year life expectancy. Generally they are installed on the backstops high enough to be out of reach of the public. Because of the height they are installed and the durability of the plastic art deco pieces, they appear to be fairly vandal proof. Staff is proposing the installation of two sports figurines on two backstops at the Rancho California Sports Park. The first would be a female softball batter figure. The second would be a male little league baseball batter. The intended colors are royal blue and dark blue for contrast. We think the addition of these art deco figurines to the backstops will add character to the park site and be an attractive enhancement to the facility for several years to come. Zigler, Administrative Secretary RECOMMENDATION: That the Community Services Commission: 1. Approve the recommended honoree for placement on the Wall of Honor. BACKGROUND: On September 28, 1999, the Community Services District Board of Directors approved the amended procedures for the selection of entries to be honored by placement of their names on the Wall of Honor. The Wall of Honor is intended to honor and recognize individuals who have made an outstanding contribution to the City of Temecula. The names of the designated individuals will be permanently displayed in a prominent location in the Tony and Mildred Tobin Rotunda in the Temecula Valley Museum. Staff solicited nominations from the community for persons to be recognized on the Wall of Honor. Five nominations were received, reviewed and ranked by a sub-committee made up of Council Members Jeff Comerchero and Jeff Stone. Based upon the threshold of ninety percent (90%), one honoree was selected by the sub-committee for induction to the Wall of Honor for the year 2000. The following is the sub-committee's recommendation for the individual to be installed on the Wall of Honor for 2000. Staff will forward the Commission's recommendation to the Board of Directors for final action. Grace Mellman R:~ZIGLERG\REPORT1010801 wall of honor inductees - csc.doc CI]7 0F ]BIEQEA PROCEDURE FOR THE ESTABLISHMENT AND CONTINUING OPERATION OF THE CITY OF TEMECULA WALL OF HONOR 8/28/98 WALL OF HONOR To honor and recognize individuals who have made an outstanding contribution to the City of Temecula over a significant period of time. To commemorate the contribution, the names of these individuals will be placed on a wall of honor in the Tony and Mildred Tobin Rotunda in the Temecula Valley Museum. BASIC CRITERIA FOR SELECTION To be eligible, an individual must have made a major contribution to improve the quality of life for the residents of the City of Temecula over a significant period of time. Members of service clubs, City Councilmembers and Commissioners, City Staff, and residents are all eligible for nomination. METHODOLOGY · Names will be added to the wall on an annual basis. The inaugural group of honorees will be selected and placed on the wall when the wall is dedicated. This group will consist of 10 individuals. One or more honorees will be placed on the wall in each succeeding year. · The City will solicit nominations for the Wall of Honor each September. Announcements will be placed in local newspapers and posted on public buildings. The process will also be publicized by mailings to community groups and announcements by elected and appointed officials of the City. · Anyone can submit a nominee or nominees utilizing a form provided by the City. The form will require some background information and a short statement (not to exceed fifty words) in support of the nomination. A Wall of Honor Subcommittee will review the nomination forms. This Subcommittee will be made up of two City Councilmembers. Each Subcommittee member will rank all the nominees in numerical order from one to the total number of nominations, with one being the lowest ranking. City staff will tabulate the results. The points assigned to each of the nominees will be totaled and the results compared to a minimum threshold number. All nominees who meet or exceed the threshold number will be recommended for placement on the Wall of Honor and taken forward to the Community Services Commission for approval. The Commission's nominee(s) will be presented to the City Council for final approval. CITY OF TEMECULA PROCEDURE FOR THE ESTABLISHMENT AND CONTINUING .OPERATION OF THE CITY OF TEMECULA WALL OF HONOR 9/28/99 Page Two · It is anticipated that the final approval of the nominee(s) and the induction ceremony will take place in December. · The inaugural group will be selected in the manner described above, except that the ten individuals with the highest number of points will be placed on the Wall of Honor. No threshold will be applied to the inaugural group. · A threshold has not been included in this procedure. Subsequent to the inaugural selection, a threshold will need to be set before the next round of balloting. DESIGN CONSIDERATIONS · The Wall of Honor will be located in the Tony and Mildred Tobin Rotunda at the Temecula Valley Museum. The Wall of Honor will occupy one wall panel to the left of the doorway into the exhibit area. · Each name will be placed on a large acrylic panel mounted on the wall of the rotunda. The panel will appear as if the names were sandblasted on a sheet of glass. The panel will include large lettering stating ~City of Temecula Wall of Honor" with a brief explanation about the purpose of the wall. This display configuration will be integrated into the design of the other elements in the rotunda. · A short statement describing each honoree and the nature of the her/his contribution will be placed in an archive and/or in an interactive computer station at the museum. That the Community Services Commission receive and file BACKGROUND: With the appointment of two new commissioners to the Community Services Commission, staff felt it would be appropriate to provide a brief overview and presentation of the Community Services Department. The Community Services Department oversees the maintenance of parks, medians and slope landscaping, building maintenance; assessment administration, development review, and park design; and recreation, community and human services. The Community Services Department also oversees refuse collection and recycling, and the City cable television franchise agreements. The department is divided into three specific divisions: the Maintenance Division, the Development Services Division, and the Recreation and Community Services Division.
