HomeMy WebLinkAbout111298 PTS Minutes MINUTES OF AN REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION NOVEMBER '12, 1998 CALL TO ORDER The City of Temecula Public/Traffic Safety Commission convened in a regular meeting at 6:05 P.M., on Thursday, November 12, 1998, in the Main Conference Room of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ROLLCALL Present: Commissioners Coe, Connerton, Edwards, Markham, and Chairman Telesio Absent: None Also Present: Mayor Roberts, City Clerk Jones, Deputy Director of Public Works Parks, Senior Engineer Moghadam, Senior Planner Fagan, Police Sergeant Crisp, Battalion Chief Black, and Administrative Secretary Pyle. PRESENTATIONS/PROCLAMATIONS City Clerk Jones swore in and presented Certificates of Appointment to newly appointed Commissioners Darrell L. Connerton and Maryann Edwards. PUBLIC COMMENTS Because of road width, lack of sidewalks, and inadequate drainage which causes silt and sand to be on the roadway almost constantly, Mr. Jim Caldwell, 30260 Cabrillo Avenue, requested a speed survey, traffic count and siltJsand removal for Cabrillo Avenue. It was noted by Commissioner Markham that although solutions are underway regarding drainage and siltation problems, the issues raised by Mr. Caldwell should be agendized with the exception of a speed survey. Mayor Ron Roberts welcomed the new commissioners, discussed the background of the Commission, and summarized the traffic problems and possible solutions the City Council is hoping to achieve with the assistance of the Public/-rraffic Safety Commission. Mayor Roberts also encouraged the Commissioners to attend traffic workshop training sessions offered by the Southern California Association of Governments (SCAG). Senior Planner Fagan reported on the status of the General Plan Circulation Element and advised that he will present a report on,alternatives developed by the consultant and the General Plan Circulation Element Update committee at the December 10, 1998, Commission meeting. COMMISSION CONSENT CALENDAR 1. Minutes of October 8, 1998 MOTION: Commissioner Coe moved to approve the minutes of October 8, 1998. The motion was seconded by Chairman Telesio and voice vote reflected unanimous approval with the exception of Commissioners Connerton, Edwards, and Markham who abstained COMMISSION BUSINESS 2. Request for Installation of a Traffic Signal - Margarita Road at Paseo Brilliante RECOMMENDATION It is recommended by the Public Works Department that the Public/Traffic Safety Commission review a request for installation of a traffic signal at the intersection of Margarita Road and Paseo Brilliante. Senior Engineer Moghadam presented the staff report (of record) clarifying that a fully-activated traffic signal would allow for pedestrian crossing and noting that there are existing signals in Temecula which are closely spaced. It was suggested by Commissioner Edwards that the gate presently located in the middle of the park area be relocated to the northwest corner of the park. Ms. Geneva Krag, 29917 Via Puesta del Sol, representing Temecula Valley Unified School District (TVUSD), spoke in favor of a traffic signal installation due to heavy traffic and noted TVUSD is willing to work with the City on solutions to increase safety. Mr. David Mathewson, 31293 Durney Court, reiterated support of a traffic signal installation. Mr. Mike Naggar, 43034 Agena Street, representing himself and the City of Temecula Planning Commission, spoke in favor of a traffic signal. MOTION: Commissioner Connerton moved to recommend to the City Council removal of the crosswalk on Margarita Road at Paseo Brilliante; to request that the Temecula Valley Unified School District relocate the gate located midpoint of the park to the northwest corner of the park; and to encourage the School District to monitor the situation until park visitors get accustomed to crossing at the new location The motion was seconded the Commissioner Markham and voice vote reflected unanimous approval. Establishment of Passenger Loading Zone - Eastside of Mar,qarita Road between Pauba Road and Rancho Vista Road RECOMMENDATION It is recommended by the Public Works Department that the Public/Traffic Safety Commission review a request to establish a passenger loading zone on the east side of Margarita Road between Pauba Road and Rancho Vista Road in front of the Temecula Valley High School. Senior Engineer Moghadam reviewed the staff report (of record), noting that the loading/unloading zone could be any length and advising that residents of surrounding streets are requesting establishment of no parking zones because of parking by students and school visitors. Mayor Roberts informed the Commission that at a joint workshop between TVUSD and the City Council, it was recommended that sophomores be permitted to park at the Sports Park. Mr. Kenneth Ray, 31647 Plo Pico, spoke in favor of establishing a 200' passenger loading zone north 'of the school gate. Ms. Geneva Krag, 29917 Via Puesta del Sol, representing TVUSD for Forr'est Thompson, Transportation Supervisor, stated that the District would be willing to work with the City to resolve the parking problems at the high school. in order to reduce the number of people crossing the street at various locations instead of at the signal, Commissioner Edwards suggested working with the Community Services District to install a staircase at the southwest corner of Rancho Vista Road and Margarita Road to enable people to cross at the signal easily. MOTION: Commissioner Markham moved to recommend to the City Council to red curb an additional 200' on Margarita Road, south of Rancho Vista Road, to allow for a dedicated right- turn lane on Margarita Road; to designate the area from the fire hydrant south to the existing red curbing near Pauba Road as a loading/unloading zone; to encourage the City Council to coordinate with the Temecula Valley Unified School District to provide use of appropriate areas of the Sports Park parking lot for student parking; and to coordinate with the Community Services District to provide access to the parking lot at the corner of Rancho Vista Road and Margarita Road. The motion was seconded by Commissioner Coe and voice vote reflected unanimous approval. TRAFFIC ENGINEER'S REPORT In response to Chairman Telesio, Mr. Moghadam reported that the bid opening for the signal at Rancho California Road and Via Las Colinas will be opened December 10, 1998. Commissioner Markham mentioned that the City Council awarded the contract for the Winchester Road median and signal at Enterprise Circle West on Tuesday, November 10, 1998. It was clarified by Deputy Director Parks that the median would not be constructed until the signal is installed. Possibly due to Caltrans' signal timing, Com'missioner Markham noted that the Winchester Road Interchange construction project has not provided the anticipated benefits to the westside's traffic flow. POLICE CHIEF'S REPORT Sergeant Crisp reminded the Commissioners of the Safety Expo to be held Saturday, November 14, 1998, at Chaparral High School. FIRE CHIEF'S REPORT No report given. COMMISSION REPORT The new commissioners were welcomed by Commissioner Coe.
