OF THE CITY OF TEMECULA
PUBLIC/TRAFFIC SAFETY COMMISSION
JANUARY 15, 1998
A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order
on Thursday, January 15, 1998, 6:01 P.M., at the City Council Chambers, 43200 Business Park
Drive, Temecula, California. Chairman Telesio called the meeting to order.
PRESENT: COMMISSIONERS: Coe, Johnson, Markham, Perry, Telesio
ABSENT: COMMISSIONERS: None
Also present were Public Works Associate Engineer Ali Moghadam, Police Sergeant Rodney
Crisp, Battalion Chief John Winder, Fire Captain Alan Black, Administrative Secretary Anita
Pyle, and Minute Clerk Pat Kelley.
Commissioner Coe led the flag salute.
PUBLIC COMMENTS
Chairman Telesio called for public comments on non-agenda items.
Susan Thornton, 30385 Copeno Lane requested consideration of a traffic signal at the
intersection of Plo Pico Road and Margarita Road for the safety of the children attending
Sparkman Elementary School. She is requesting a signal because 1) southbound Margarita
Road vehicles are traveling 50 to 60 MPH at that location; and 2) a blind curve on southbound
Margarita Road causes visibility problems. Ms. Thornton stated Hasib Baha, Public Works, told
her beacon lights will be installed before the end of the school year.
Commissioner Markham commented there are California pepper trees which obstruct the view
for southbound Margarita Road traffic. He asked about the status of the traffic signal at Pauba
Road and Margarita Road. Mr, Moghadam stated a signal at Santiago Road and Margarita Road
is under design and the traffic signal for the intersection of Pauba and Margarita Roads will be
installed by the developer of the vacant property in the future.
Commissioner Johnson questioned the possibility of using the construction zone double fine
provision for school zones. Mr. Moghadam will research the Vehicle Code to determine the
possibility and will report back to the Commission at a later date.
Sid Gitthens, 315230 Jedediah Smith Road, expressed his support of Ms. Thornton's comments
and the need for a traffic signal at the intersection of Plo Pico Road and Margarita Road.

COMMISSION CONSENT CALENDAR
1. Minutes of December 11. 1997
It was moved by Commission Markham, seconded by Commissioner Perry to approve
the Minutes of December 11, 1997.
The motion carried as follows:

2. Proneaed Street Name Signs - Various Location~
Associate Engineer Ali Moghadam presented the staff report.
Commissioner Coe stated the Commission considered and approved street signs several
years ago.
Commissioner Markham reported the Commissioner approved aluminum metal street
name signs with the City seal on January 26, 1995; subsequently another vendor
brought a reproduction of the existing wooden sign for the Commission's consideration.
The recommendation was never forwarded to the City Council for action. He stated
Meadowview HOA has received approval and an encroachment permit to replace and
maintain their street name signs. Commissioner Markham also noted that the staff
report had the HOA's paying for the signs, but the Commission's recommendation was
for the City to pay for the street name signs.

demonstrated a post manufactured from recyclable plastic with a rotor-mold arm scroll
which is graffiti resistant, Iow maintenance, safer than a steel pole when hit, has a life
expectancy of 25 to 40 years, has 25% reflectivity, and costs $350 to 8400, not
including installation. He stated Santiago Ranchos HOA is requesting approval to put
up the standard 4" X 4" post sign made from this material unless the City approves the
rotor-mold arm scroll model for Citywide placement.
Commissioner Coe stated he would like to see a model in the ground after dark and then
compare it to the Meadowview signs.
Commissioner Markham supported the new signs.
It was moved by Commissioner Perry, seconded by Commissioner Markham, to have this
item on the March, 1998 agenda, and to ask Earthcare and Rancho Recycling give a
presentation.

Commissioner Johnson asked to amend the motion by adding staff to provide the
Commission with the minutes of the January 26, 1995 meeting and report on what has
transpired since that time regarding street name signs. Commissioners Perry and
Markham agreed to the amendment.

Left-Turn Restriction - Wnrhler Drive at Nicolas Rn~d
Associate Engineer Ali Moghadam presented the staff report.
Commissioner Markham asked if a median was installed, would a left-turn restriction be
appropriate. Mr. Moghadam replied if there is a good alternative for a U-Turn at other
locations, he would recommend a left-turn restriction on Warbler Drive.
Commissioner Johnson questioned whether the stop bar could be moved forward. Mr.
Moghadam replied it could not due to ADA requirements for handicap access ramps.
It was moved by Commissioner Johnson, seconded by Commissioner Markham, to not
restrict left-turn movements from Warbler Drive onto Nicolas Road.
Commissioner Markham inquired about the trees in the right of way. Mr. Moghadam
replied Public Works Maintenance Crews have removed the lower branches of a pine
tree at this location.

Reouest for Installatinn of a Crosswalk - Meadows Parkway between Pauba Road and
Associate Engineer Ali Moghadam presented the staff report.
Commissioner Johnson inquired about the status of a brochure describing the pros and
cons of crosswalks and detailing court cases and decisions which would be given to
people requesting crosswalks. Mr. Moghadam stated there is a brochure that explains
crosswalks and will be distributed to the Commissioners.

It was moved by Commissioner Coe, seconded by Commissioner Perry, to deny a
request for installation of a painted crosswalk, a traffic signal or "Stop" signs on
Meadows Parkway between Pauba Road and Rancho Vista Road near Vintage Hills
Elementary School.
The motion carried as follows:

"No Parking" Zones on Jefferson Avenue North of Winchester Ro~d
Associate Engineer Ali Moghadam presented the staff report.
It was moved by Commissioner Coe, seconded by Commissioner Johnson, to
recommend the City Council adopt a resolution establishing "No Parking" zones on
Jefferson Avenue north of Winchester Road.
The motion carried as follows:

Resolution Establishing Date. Time and Location of the Public/Traffic Safety Commission
It was moved by Commissioner Johnson, seconded by Commissioner Markham, to
establish the third Thursday of each month, 6:00 p.m., in the Temecula City Council
Chambers as the regular meeting date, time and location.
Commissioner Coe commented he would prefer a different date.
After discussion, Commissioner Johnson withdrew his motion and Commissioner
Markham withdrew his second.
It was moved by Commissioner Coe, seconded by Commissioner Markham, to establish
the second Thursday of each month, 6:00 p.m., in the Temecula City Council Chambers
as the regular meeting date, time and location.

TRAFFIC ENGINEER'S REPORT
Mr. Moghadam reported the following:
The signals at Margarita Road and Yukon Road/Honors Drive will be in operation
by the end of January, 1998,
The interconnection and timing of City traffic signals will be in operation by
February, 1998 and the Commissioners will be given a presentation after staff
is trained to operate the system.
The City Council directed staff to look into alternative funding sources to pave
all unpaved City streets.
Most of the issues raised by the Commission at their workshop will be budgeted
for next fiscal year.
A letter was received from the Los Ranchitos residents regarding changes in
traffic flow. This issue will be presented to the Commission in the near future.
Commissioner Johnson stated a problem remains with the northbound left-turn signal
at Margarita Road and Winchester Road. Mr. Moghadam replied Caltrans had been
notified. Commissioner Johnson asked staff to express to Caltrans the Commission's
concern with the signal's timing phase.
POLICE CHIEF'S REPORT
Commissioner Markham stated enforcement has been very evident in the last couple of
weeks.
Chief Winder introduced Captain Alan Black, who will be representing the Fire
Department at future Commission meetings.
American Medical Response (AMR), the company providing ambulance service to the
City, has put a second unit at Fire Station 84 from 9:00 AM to 9:00 PM, seven (7) days
a week and the Fire Department will be evaluating their response time. He stated a fire
engine responds to all medical aids in less than five (5) minutes and paramedics, just
under ten (10) minutes, which is acceptable under County standards.
PUBLIC/TRAFFIC SAFETY COMMISSION
Commissioner Coe commended Chief Winder for his presentation on KCBS.
Chief Winder suggested a tour of Fire Station 84 for the Commission on Thursday,
February 12, 1998, 5:00 PM and all agreed to meet at the Station prior to the
Commission meeting.
Commissioner Coe asked if the Fire and Police Departments intend to have another
Public Safety Fair· Chief Winder stated he was in favor of having a Public Safety Fair
and the Fire Department will coordinate with the Police Department for a date for a
Public Safety Fair. Commissioner Johnson asked Chief Winder to report back to the
Commission at the March, 1998 meeting.
Commissioner Markham stated he discussed the representation of the interview panel
to select a firm to update the Circulation Element of the Temecula General Plan with
Gary Thornhill, Director of Community Development.
Chairman Telesio thanked Commissioner Markham for doing a terrific job as chairman
for 1997.
It was moved by Commissioner Coe, seconded by Commissioner Johnson, to adjourn the
meeting at 7:40 PM. The motion carried unanimously.
The next regular meeting of the Public/Traffic Safety Commission will be held on Thursday,
February 12, 1998, at 5:00 P.M. at Fire Station 84, 30650 Pauba Road, and adjourn to 6:00
P.M., Temecula City Hall Council Chambers, 43200 Business Park Drive, Temecula, California.
