COMMISSION BUSINESS
2. Multi-Hazard Functional Plan
RECOMMENDATION:
2.1 That the PubliclTraffic Safety Commission receive and file the report on
the City of Temecula's Multi-Hazard Functional Plan.
Assistant to the City Manager Yates introduced Management Analyst Adams who was
involved in administering the Emergency Management Program; and introduced
Emergency Services Coordinator Hagemann who worked with the County of Riverside.
At this time, Assistant to the City Manager Yates presented a detailed overview of the
City's Multi-Hazard Functional Plan, as follows:
+ Provided information regarding the process of addressing earthquakes, floods, dam
failures, major structure and wild land fires, nuclear incidents, transportation
incidents, biological and chemical incidents, hazardous materials incidents, domestic
terrorism, and wartime events.
+ Specified the four (4) phases of Emergency Management, as follows:
. Mitigation inclusive of the knowledge of the risks, and preparing plans to mitigate
incidents.
. Preparedness inclusive of the Standardized Emergency Management System
(SEMS) Program, relaying that the City employees participated in a training
program.
Response inclusive of the designation of Emergency Operations Centers
(EOCs), relaying the activation levels ranging from 1-3.
Recovery inclusive of careful record keeping, and the retrieval of essential
services back on line as soon as possible.
+ Presented a brief history of the development of SEMS, providing additional
information regarding the introduction of S. B. 1841, legislation that became
effective in 1993.
+ Specified the variant levels of aid in emergency situations, as follows:
Field level
. Local government (City)
. Operational level (County)
Regional level (southern California)
State level, and
Federal level
+ Advised that SEMS provided guidelines for addressing emergency situations via
variant components of an integrated system plan.
+ Relayed the emergency incident organizational chart with standard operation
procedures for each position, noting that employees have been trained with respect
to SEMS.

+ Specified the primary Emergency Operation Centers (EOCs), as follows:
Station No. 84 located on Pauba Road
The Community Recreation Center
+ Provided additional information regarding the Community Emergency Response
Team (CERT) Program, which provides FEMA training in order to enable entities to
be able to address emergency incidents independently at the onset of an incident
(i.e., a 12-hour period).
+ Advised that the Y2K training programs were useful in aiding the City in
preparedness with respect to emergency situations.
+ Provided additional information regarding standard drills and training.
+ Relayed that during a fire emergency incident, statewide strike teams were brought
in, noting that the City employees have toured the operations in process as an
educational tool; and advised, in response to Commissioners Connerton and
Edwards queries with respect to participation, that touring the operation in process
would be an excellent opportunity for the Commissioners. Battalion Chief Ritchey
relayed that part of the command staff was available for this particular training.
Chairman Connerton commended staff for the City's thoroughly planned program.
For Chairman Connerton, with respect to earthquake incidents, Assistant to the City
Manager Yates provided additional information regarding the process of dealing with this
type of emergency, noting that the City had identified the liquefaction areas; with respect
to housing residents in an emergency, specified that school sites would be utilized,
additionally noting that the Red Cross would set up facilities. Battalion Chief Ritchey
provided additional information regarding pre-designated evacuation routes, and the Red
Cross' Disaster aid.
In response to Chairman Connerton's queries, Mr. Yates provided additional information
regarding the City's ability to be live on TV immediately during an emergency event for
the purpose of contacting the public; relayed the potential for the CERT Program to be
tied to neighborhood community training; and briefly reviewed the emergency
communications system. Battalion Chief Ritchey provided additional information
regarding an inter-communication system; and noted that in the event of an emergency
there was a plan to set an amateur radio-communications system in place.
For information purposes, Chairman Connerton indicated specific updates that needed
to be reflected in the document. Mr. Yates advised that in approximately a year the City
would update the plan.
For Chairman Connerton, Mr. Yates relayed that the Inland Valley Hospital had the
capability of setting up a mobile hospital.
In response to Commissioner Edwards, Mr. Yates advised that in the 1993 Flood Event,
the City activated this particular plan, relaying that within three hours there was a mobile
command center set up.

CALL TO ORDER
The City of Temecula PubliclTraffic Safety Commission convened in a regular meeting
at 6:04 P.M., on Thursday, May 11, 2000, in the City Council Chambers of Temecula
City Hall, 43200 Business Park Drive, Temecula, California.

MOTION: Commissioner Edwards moved to approve the minutes. The motion was

In response to Commissioners Edwards' and Connerton's recommendation to present
this plan at a City Council meeting, Mr. Yates recommended postponing the presentation
until the plan had been updated; and relayed his reluctance to relay the information to
the community prior to having a mechanism in place for training the residents.
The Commission relayed that the plan was impressive and would be informative to the
community.
Battalion Chief Ritchey provided an overview of the CERT Program status, clarifying that
at this particular time the City would not be prepared to train volunteers, noting that this
portion of the program was upcoming.
For informational purposes, Ms. Hagemann relayed that Mount San Jacinto College (at
the Menifee campus) was offering a CERT training class.
For Commissioner Katan, Mr. Yates specified that the City's staff (excluding the Police
and Fire Departments) was inclusive of approximately 120 employees; and noted that
the Police and Fire Department each had approximately 50 employees.
Commissioner Katan recommended that once the City was prepared to administer
CERT training on a larger scale, that as a prerequisite for non-profit organizations and
volunteer groups receiving monies from the City, that there be a required CERT training
class.
Commissioner Lanier commended Mr. Yates for a job well done with respect to the
presentation.
Chairman Connerton relayed that the Commission would receive and file the report.
3. Parkinq Restrictions - North Jefferson Business Park
RECOMMENDATION:
3.1 That the PubliclTraffic Safety Commission receive the report and provide
further direction to staff.
Senior Engineer Moghadam provided an overview of the staff report (of record),
highlighting the results of the City's review of this particular area; specified that the
speed limit was 25 MPH; relayed that the on-street parking was necessary in various
areas due to inadequate parking provisions at the proximate businesses; noted staff's
recommendation to restrict parking in specified areas (per agenda material), installing
red curbing; and for Chairman Connerton, relayed that the width of the street was 44
feet.
In response to Chairman Connerton's comments regarding the UPS trucks illegally
parking in this area, Police Sergeant DiMaggio relayed that he would call the UPS office
in order to provide notification, advising that the trucks would be cited if this illegal
parking continued.
With respect to this particular area, Commissioner Lanier relayed that the fire hydrant
locations were not all red-curbed. In response, Senior Engineer Moghadam noted that

regardless of the placement of red curbing, it was illegal to park in the vicinity of a fire
hydrant.
Commissioner Katan concurred with staff's recommendation.
Commissioner Edwards commented on the inadequate parking in this area with respect
to the businesses, specifically the Beauty College; and relayed concurrence with staff's
recommendation.
Senior Engineer Moghadam addressed the permitting process for businesses applying
to utilize an existing business (i.e., parking requirements).
TRAFFIC ENGINEER'S REPORT
A. Senior Engineer Moghadam queried the Commission for input with respect to
community requests to bring back the issues of the opening or closures of
streets.
Chairman Connerton recommended that these issues be postponed until the
traffic study had been completed in order for the Commission to be able to make
a justifiable recommendation to Council. Commissioner Edwards provided
additional information regarding Council's direction with respect to the
Meadowview resident's issues, concurring with postponing the matter until the
mall was fully developed and the study had been completed.
In response, Senior Engineer Moghadam confirmed that it was the Commission's
desire to respond to the community that the issues would be addressed by the
Commission after the traffic study was conducted, and after the mall area
development was completed.
POLICE CHIEF'S REPORT
A. Police Sergeant DiMaggio relayed the fOllowing statistics for the Via Cordoba
area for the month of April:
+ 51 citations were issued (21 were residents of the Via Cordoba area)
+ 40 citations for speed violations (citations were issued for speeds between 32-45 MPH)
+ 8 citations for stop sign violations
+ 3 citations for parking violations
+ Approximately 48 staff hours were designated solely to this area.
FIRE CHIEF'S REPORT
A. Battalion Chief Ritchey relayed that there had been three major mass casualty
incidents during the last month, noting that one incident was a fatality on the 1-15,
and there had been a double fatality on Highway 79 South; and advised that
multiple units responded.
B. Battalion Chief Ritchey noted that there was a Major Hazardous Materials
Incident at the Union 76 Station on Front Street; relayed that the Police

Department, Fire Department, Sheriff's Department, and the County Fire
Department Hazardous Materials Team were involved in addressing the matter
for approximately six hours on May 5, 2000 from 6:00 P.M. to 3:30 A.M. Police
Sergeant DiMaggio provided additional information regarding the incident,
advising that Police Officers had seen what appeared to be chemicals for a
laboratory in a vehicle; and noted that due to the appearance of a bomb-like
device (which ultimately was not a bomb), the area had been evacuated.
COMMISSION REPORTS
A. Commissioner Lanier relayed that his teenage-child had received material at
school regarding red light violations, commending the distribution of the
informative data.
B. Commissioner Edwards provided an update with respect to the Via Cordoba
Traffic Circle meeting, noting that there were 49 residents present.
C. For Chairman Connerton, Senior Engineer Moghadam provided additional
information regarding the stop signs placed in the Via Cordoba area via a
recommendation by the Council, clarifying the enforcement differentials between
stop signs and speed limits placed without warrants.
D. With respect to the Temecula Valley High School crosswalk, for Commissioner
Edwards, Police Sergeant DiMaggio clarified that if the street light was green that
it was legal for the students to enter the crosswalk. Senior Engineer Moghadam
provided additional information.
E. On behalf of Ms. Eve Craig, Commissioner Edwards queried the timing of the
project, which would extend La Tierra Vista, noting that the Highlands residents
were having difficulty exiting the development.
Director of Public Works Hughes relayed that this extension would be dependent
upon the development in the area, noting that this was a condition of the project.
F. On behalf of Mr. Wayne Hall, Commissioner Edwards relayed timing problems at
the signals at Highway 79 South/Margarita Road, and Winchester/Margarita
Roads with respect to left-turning motions.
Senior Engineer Moghadam relayed the Highway 79 signal had been reported to
Caltrans and would be addressed.
G. On behalf of Mr. Elton Ward, Commissioner Edwards relayed that there was a
school bus that stopped on Rancho California Road in the vicinity of the Duck
Pond to pick up children, querying whether the bus could piCk up the children in
the parking lot in order to improve the traffic situation.
In response, Senior Engineer Moghadam relayed that the City would relay the
recommendation to the School District.

H. With respect to the Temecula Valley High School site, Chairman Connerton
reported the following concerns: double-parking, parking in the red zone, and
jaywalking; and recommended that the TAN Committee address this issue.
Senior Engineer Moghadam relayed the discussions the City has had with the
school, clarifying that the school was additionally concerned.
I. For informational purposes, Chairman Connerton referenced the news report he
had distributed to the Commission regarding civilians utilizing radar guns, noting
that it had been an effective tool in the state of Virginia.
J. Via overheads, Chairman Connerton provided a model of a pedestrian crosswalk
device with strobe lights, noting that he would provide a copy of the data to staff
for distribution to the Commission with the next agenda packet.
K. Chairman Connerton commended Management Analyst Adams and Assistant to
the City Manager Yates for the presentation regarding the Multi-Hazard
Functional Plan.
L. Commissioner Katan queried the differential between the Circulation Element
Update and traffic studies, and questioned whether the update had been
completed. In response, Senior Engineer Moghadam relayed that the Circulation
Element Update would not be inclusive of minor streets (i.e., Kahwea Road) due
to the insignificance of the numbers; and noted that the Circulation Element
Update would be conducted in conjunction with the update of the entire General
Plan.
ADJOURNMENT
At 7:57 P.M. Chairman Connerton formally adjourned this meeting to Thursday, May
25.2000 at 6:00 P.M., in the City Council Chambers, 43200 Business Park Drive,

COMMISSION BUSINESS
REQUEST TO ADD A SUBSEQUENT NEED AGENDA ITEM
Vice Chairman Edwards relayed that there was a request to agendize a subsequent
need item, the Traffic Signal Photo Enforcement issue (per supplemental agenda
material); and noted that the City Council had requested that the Public/Traffic Safety
Commission discuss this issue and make a recommendation for the CIP budget.
MOTION: Commissioner Katan moved to agendize the Traffic Signal Photo Enforcement
issue. The motion was seconded by Commissioner Coe and voice vote reflected
approval with the exception of Chairman Connerton who was absent.

1. Capital Improvement Proaram
RECOMMENDATION:
1.1 That the PubliclTraffic Safety Commission review and discuss the
proposed Capital Improvement Program (CIP) for Fiscal Years 2001-
2005.
Director of Public Works Hughes reviewed the circulation and infrastructure projects that
had been completed in the fiscal year 1999-2000, noting that the City had received two
awards for the Overland Drive Freeway Overcrossing Project, inclusive of a nomination
for a Helen Putnam Award, and an American Public Works Association Award.
Commissioner Coe commended staff and invited the Commission to give a round of
applause for the great achievements accomplished during the past fiscal year.
Director of Public Works Hughes provided an overview of the 5-year CIP for the years
2001-2005 (per agenda material), noting that the first two years encompassed projects
that were funded and that the remaining three years comprised projects that were not
funded or were partially funded; relayed that there were 55 circulation element projects
and 18 infrastructure projects; noted that the projects were categorized as follows:
1) projects under construction, 2) projects in the design or planning phase with funding,
and 3) projects in the design or planning phase without funding; relayed that the
designations would provide the Commission a general idea of the timing of the projects;
advised that the projects that had no funding at this time would be positioned for grant
funding if the design phase was completed; for Vice Chairman Edwards, relayed that
although there was no funding for the construction of the future project, Pala Road
would ultimately be six lanes, clarifying that the project denoted in the CIP to widen Pal a
Road to four lanes was an interim project; and with respect to the project to study the
feasibility of a second interchange south of Highway 79 South, noted that the City had
no pre-determined location, relaying that the City was addressing the demand issues.
In response to Commissioner Coe's queries, Director of Public Works Hughes provided
additional information regarding the Murrieta Creek Interim Low Flow Crossing Via
Montezuma, noting that one would drive into the creek and up the alternate side; and
advised that during heavy flooding the crossing would wash out so as to not impede the
flood waters.
With respect to the 1s, Street Bridge Project, Director of Public Works Hughes relayed,
for Sergeant DiMaggio, that there would be a four-way stop at Pujol and Main Streets.
Via overheads, Director of Public Works Hughes presented a map of the City, which had
been highlighted with the ClP projects, demonstrating the areas staff was focusing on.
In response to Vice Chairman Edwards queries, Director of Public Works Hughes
relayed the status of the Highway 79 Ultimate Interchange Project, noting that staff had
completed a preliminary project report which was a document that identified the traffic
volumes and provided an overview of alternatives of how the ramping system could
work; noted that the document had been presented to Caltrans and would be reviewed,
advising that Caltrans could modify the altematives or reject them; for Commissioner
Coe, provided an overview of the project that was recently applied for which could make

the opportunities for the interchange more difficult to obtain, advising that the applicant
had development rights, relaying that the City could not condition the project to
accommodate a future interchange; and noted that this applicant had agreed to develop
solely the front two lots at this time, and would not develop the remaining parcels until
there was a concept developed for the interchange and after the development of a
Development Agreement which identified the properties that the City would need for the
project.
Relaying that she had recently attended a Healthy Families Even Start Literacy Program,
Vice Chairman Edwards noted that there were approximately 70 organizations
represented including the School District and the Temecula PTA; relayed that she was
questioned regarding the installation of a signal at the Temecula Valley High School; and
recommended that the signal be added to the CIP pending the School District
reconfiguring the interior of the parking area.
For Vice Chairman Edwards, Director of Public Works Hughes noted that there was a
program sheet in the program for this project, which encompassed funding fifty percent
(50%) of the signal.
SUBSEQUENT NEED AGENDA ITEM
Director of Public Works Hughes relayed that at the May 23, 2000 City Council meeting
Mayor Stone presented a request to seek a recommendation from the PubliclTraffic
Safety Commission regarding photo enforcement; noted that Chairman Connerton had
relayed that the Commission had received information from one vendor; noted that with
respect to the City's proposed operating and maintenance budget, $35,000 had been
identified to be earmarked for consulting services of which a portion could be utilized to
hire a consultant to conduct independent analysis of photo enforcement opportunities,
providing the pros and cons of each program; relayed that it was staff's recommendation
that an independent analysis of the system be funded in order to explore all the options;
provided additional information regarding problems alternate cities had had with the
systems, emphasizing the need for thorough investigation.
MOTION: Commissioner Coe moved to recommend that an independent study be
funded with respect to this matter. Commissioner Katan seconded the motion.
For Commissioner Lanier, Director of Public Works Hughes relayed that the study would
identify the various costs the City would incur which could then be compared to the costs
of adding additional motor officers.
At this time voice vote was taken reflecting approval with the exception of Chairman
Connerton who was absent.

POLICE CHIEF'S REPORT
With respect to the TAN Committee's traffic awareness program, Police Sergeant
DiMaggio relayed that approximately 50,000 flyers would be distributed in the City to

encourage safe driving, noting that 75 businesses had donated rewards for distribution
to safe and courteous drivers; advised that there would be public service
announcements daily on the radio, and weekly in the newspapers; relayed that bumper
stickers would be distributed; and noted that in conjunction with the timing of the onset of
this program Murrieta was going to be adding two new motor officers.

COMMISSION REPORTS
Commissioner Coe provided additional information regarding the TAN Committee's
traffic awareness program which would begin on June 1s'; noted that posters would be

That the Public/Traffic Safely Commission recommend the implementation of Stage 1 Neighborhood Traffic
Calming Program strategies.
BACKGROUND:
At the meeting of November 18, 1999, the Public/Traffic Safely Commission considered a request for the
installation of speed undulations on North General Kearny Road to reduce vehicular speeds and volumes.
Following a detailed discussion of the item, the Commission approved the staff recommendation to deny the
request for the installation of speed undulations. Staff was also directed to bring the matter back for further
consideration after the adoption of the Neighborhood Traffic Calming Program by the Cily Council and
completion of the evaluation of the temporary traffic circles on Via Cordoba. The public has been notified
of the Public/Traffic Safely Commission's consideration of this issue through the agenda notification process
and by mail.
At the meeting of February 10, 2000, the Public/Traffic Safely Commission received a staff presentation
regarding the results of the evaluation of the temporary traffic circles on Via Cordoba. The results of the
evaluation revealed that the temporary traffic circles and medians were not effective in reducing the overall
vehicular speeds and volumes on Via Cordoba except in the immediate vicinily of the two (2) circles.
Following a brief discussion, the Commission recommended that the issue be forwarded to the Cily Council
for their consideration. Subsequently, at the meeting of April 25, 2000, the Cily Council approved the
removal of the temporary traffic circles and medians because of their ineffectiveness at reducing the overall
vehicular speeds and volumes. As an alternative to the traffic circles and medians, the Cily Council asked that
staff explore the feasibilily of installing temporary multi-way stop controls at three locations along Via Cordoba
and measure their etfectiveness in reducing vehicular speeds and volumes. The implementation of this
alternative has been completed and the measure of effectiveness will be presented to the Cily Council at a later
date.

The Cily Council recently adopted the Neighborhood Traffic Calming Program as a means of addressing
concerns over excessive speeds and volumes on residential streets in the Cily. Tbe program addresses
neighborhood traffic calming in a two-stage approach with Stage I being comprised of education and
enforcement strategies. Staff recommends that the Stage 1 strategies be implemented on North General
Kearny Road and that representatives from the PubliclTraffic Safely Commission, Police Department and Cily
staff meet with the neighborhood representatives to define the problem and identify an appropriate solution.

Request for Speed Undulations - North General Kearny Road
RECOMMENDATION:
That the PuhliclTraffic Safely Commission deny a request for the installation of speed undulations on North
General Kearny Road between Nicolas Road and Willow Creek Drive.
BACKGROUND:
At the meeting of October 14, 1999, the PuhliclTraffic Safely Commission received a request from Mr. Bob
Lopshire, to evaluate the possihilily of installing speed undulations or traffic circles on North General Kearny
Road to reduce vehicular speed and volume. A petition with approximately two hundred-forly (240) signatures
was received from residents of the area. The public has been notified of the Public/Traffic Safely
Commission's consideration of this issue through the agenda notification process and by mail.
North General Kearny Road is a forly-four (44) foot wide residential street that functions as a collector street
providing direct access to approximately 381 dwelling units between Willows Avenue and Nicolas Road. The
speed limit is posted at 25 MPH on North General Kearny Road he tween Nicolas Road and Willow Creek
Drive.
An analysis of traftic conditions was pert(lfmed in November 1999. The comprehensive study included
collection of speed and volume data at two (2) locations and accident history in the area. Copies of the speed
and volume data are included as Exhihit "C" and "0".
The speed data indicates that the 85'" percentile speed on North General Kearny Road is approximately 32
MPH hetween Sierra Madre Drive and Cross Creek Court. Similarly, an 85'" percentile speed of 32 MPH
was measured on North General Kearny Road he tween Pauma Valley Road and Willow Creek Road.
Although the data indicates that some speeding does occur on this roadway, the majorily of drivers are
travelling at a reasonahle and prudent speed for conditions on North General Kearny Road. Moreover, the
85'" percentile speeds ohserved on North General Kearny Road are enforceahle and consistent with vehicle
speeus ohserved on other City street, that are primarily residential. Based on the result' of the speed data
collected. the posted speed limit of 25 MPH is appropriate for conditions. Our records show one (I) reported
.cciuent within the last three (3) years which involved a parked vehicle.

A review of the traffic count data indicates that between Sierra Madre Drive and Cross Creek Court, North
General Kearny Road carries approximately 1,635 Average Daily Traffic (ADT). Between Pauma Valley
Road and Willow Creek Road, North General Kearny Road carries approximately 1,634 ADT. These traffic
volumes are also consistent with the number of dwelling units which access from North General Keamy Road
and do not represent a significant "cut-through" traffic to access Nicolas Valley Elementary School.
Residents commonly express concerns over excessive speeds and volumes on nearly every residential street
in the Cily. A solution expressed by residents is the installation of speed undulations to control vehicle speed
and volume. To that end, the Cily of Temecula developed a Speed Undulation Policy and implemented speed
undulations along Calle Pina Colada as a pilot program. The before and after studies performed on Calle Pina
Colada indicate that the speed undulations have reduced speeds slightly; however, they have proven to be
ineffective in reducing vehicle volumes. Moreover, the residents along Calle Pina Colada perceive the speed
undulations to be ineffective and obtrusive.
Recently the Cily Council recommended that staff develop a Neighborhood Traffic Calming Policy as a means
of addressing concerns about excessive speeds and volumes on residential streets. Along with the policy the
Cily Council recommended the use of traffic circles on Via Cordoba. Via Cordoba was chosen as a test
location primarily because of the traffic volumes, approximately 2,400 ADT. A temporary traffic circle
pattern has been implemented using delineators in order to determine if the traffic circles are effective in
reducing vehicle speeds and volumes. The lest period is expected to last approximately four (4) months. After
the Neighborhood Traffic Calming Policy has been adopted and the results of the Via Cordoba test have been
evaluated, traffic circles could be implemented along North General Keamy Road if conditions are appropriate
and the traffic circles prove to be effective.
For these reasons staff recommends denial of the request for speed undulations on North General Kearny Road
between Sierra Madre Drive and Willow Creek Road.
An alternative recommendation would be that the Commission deny the request for speed undulations on North
General Kearny Road hetween Sierra Madre Drive and Willow Creek Road and direct staff to evaluate the
feasihilily of implementing traffic circles along North General Kearny Road after the Neighborhood Traffic
Calming Policy has been adopted and the results of the Via Cordoba test have been evaluated. it should be
noted that installation of traffic circles or similar devices on North General Kearny Road could direct the
traftic to Sierra Madre Drive. Therefore, implementation of any lype of traffic control device should also
incluue Sierra Madre Drive.

CALL TO ORDER
The City of Temecula PubliclTraffic Safety Commission convened in a regular meeting
at 6:00 P.M., on Thursday, November 18, 1999, in the City Council Chambers of
Temecula City Hall, 43200 Business Park Drive, Temecula, California.

At this time the Commission continued back to the Public Comment portion of the
meeting.
PUBLIC COMMENTS
Ms. Janet Dixon, 31860 Via Cordoba, noted the effectiveness of the temporarily installed
traffic circles on Via Cordoba, relaying that the installation at the T-intersection was not
as effective; commended Director of Public Works Hughes, and the Public Works
Department, for their diligent efforts associated with the project; and noted that she
looked forward to the installation of the permanent traffic circles.

COMMISSION REPORTS
A. Commissioner Telesio queried staff as to the procedure of providing the Fire
Department with new unlisted streets and developments within the City.
Deputy Director of Public Works Parks advised that the City provided Thomas
Bros. MapS4ll with recorded final maps on an annual basis; and noted that in the
past, Permit Engineer Crisp had provided the updates, and that staff would
ensure that the process continued after Mr. Crisp's retirement, at the end of
November.
Fire Battalion Chief Ritchey relayed that each Fire Station traveled the streets of
the City on a regular basis in order to update their map guide.
B. In response to Commissioner Telesio's querying, regarding the recent new article
referencing a grant application, inclusive of a foot bridge at 10' Street, Deputy
Director of Public Works Parks relayed that the article could potentially be
referring to a separate trail bridge in that area; and updated the Commission with
respect to the current 10' Street Bridge Project, noting the need to relocate a
sewer line.
C. With respect to the recent improvements at the Target entrance to the Town
Center, Commissioner Edwards commended staff; and noted, additionally, that
the interior driveways had been re-striped.
D. Regarding the ongoing improvements on Highway 79 South, Commissioner
Edwards recommended that staff relay to the residents of the Rainbow Valley
area that this particular road improvement project was being constructed by the
County; and noted that numerous residents had relayed that they were upset
with the City of Temecula, unaware that this was a County project.
E. For informational purposes, Commissioner Edwards relayed that she had
received input from residents in the Via Cordoba area, concurring with Ms. Dixon
comments, regarding the effectiveness of the temporary traffic circles; and further
relayed that the residents had also commented on the vehicles that still traveled
at high speeds even with the traffic circles.
F. Due to the consistent complaints from certain neighborhood residents (i.e., Via
Cordoba, Calle Pina Colada, North General Keamy Road, Meadows Parkway,
and Lorna Linda Road areas), Commissioner Edwards recommended that the
issue of adding additional Police Department personnel be agendized, in order to
adequately enforce speed limits: and suggested establishing a Zero Tolerance
Policy for neighborhood speed violators.
G. Concurring with the City's need for additional Police Officers, Commissioner
Connerton relayed the ineffectiveness of random police enforcement; and
recommended that the Meadowview Traffic Study incorporate vehicle speed into
the data, in order for the Commission to adequately address the problem.

H. Commending all the participants in the Race for the Cure Event, recently held in
the City of Temecula, Commissioner Connerton relayed that he had had the
opportunity to direct traffic; and noted that the event was a success.
I. For the upcoming year, Commissioner Connerton recommended agendizing the
previous-mentioned heavily impacted residential areas in order for the
Commission to address the traffic concerns in those specific areas (denoted in
Section F).
J. Applauding the Public Works Department, and the Commission, with respect to
the recent circulation improvements within the City, specifically, commenting on
the recent Target Center improvements, Commissioner Katan relayed what a
honor it was to serve on the Commission; and noted that on November 15, 1999
there was a news article commenting on the success of the traffic improvements
in Temecula.
K. Concurring with the previous Commission comments, Chairman Coe relayed
kudos to the Public Works Department for the numerous recent projects which
had improved traffic circulation, specifically, at the south end of the City; and
noted that his driving time from his residence to the City Hall had been only eight
minutes.
L. With respect to the traffic circles, Chairman Coe recommended improving the
design at the T-intersections; noted the effectiveness of the traffic circles; and
commended the Police Department, due to the Via Cordoba residents' comments
that there had been increased enforcement in that area.
M. For informational purposes, Chairman Coe relayed that although the issue had
been previously addressed, that numerous community members had been
querying him with respect to the likelihood of the City installing passive left-turn
lights; and noted that at a future point in time, the matter may need to be re-
addressed.
N. With respect to the 1" Street Bridge Project, Chairman Coe recommended that
the City investigate a connector between 1s1 Street, and 2"d Street, at Mercedes
Street.
Deputy Director of Public Works Parks relayed that after the completion of the
1st Street Bridge Project, staff would evaluate the circulation of Old Town
Temecula; and relayed the considerations for future improvements in Old Town.

motion was seconded by Commissioner Connerton and voice vote reflected approval
with the exceotion of Commissioner Katan who abstained.
COMMISSION BUSINESS
2. ReQuest for Saeed Undulations - North General Keamv Road
RECOMMENDA TION:
2.1 That the PubliclTraffic Safety Commission deny a request for the
installation of speed undulations on North General Keamy Road between
Nicolas Road and Willow Creek Drive
Noting the submittal of a petition signed by approximately 240 residents (requesting that
the City install speed undulations), Senior Engineer Moghadam provided an overview of
the staff report (of record); relayed the existing speed limit of 25 MPH on North General
Keamy Road between Nicolas Road and Willow Creek Drive; noted that the analysis
revealed that there was not excessive speed, or high volumes of traffic in the area of
discussion; relayed that speed undulations have not been proven to be an effective tool
for reducing vehicle speed; advised that any traffic control devise recommended for this
area should, additionally, be considered for Sierra Madre Drive, since this area would be
heavily impacted if traffic was diverted from North General Kearny Road; for
Commissioner Edwards, specified that staff had received complaints, confirming that
. traffic currently negatively affects Sierra Madre Drive; and for Commissioner Connerton,
confirmed that the average speed in the area was 28 MPH.
Commenting on the traffic analysis, Commissioner Connerton noted that while excessive
speeding was not frequent, that there was speeding consistently cited at approximately
6:00 A.M. and 4:00 P.M.

The above-mentioned individuals relayed the following comments:
./ Thanked the Commission for consideration of traffic improvement in their
area.
./ Noted that the residents were aware of traffic control devices not
recommended for the area, imploring the City for an alternate solution.
./ Relayed that the speed data was inaccurate due to the placement of the
speed trailer, and the road speed-measuring device.

./ Expressed concern regarding the safety of children in the area due to the
location of the school.
./ Advised that vehicles were travelling at high rates of speed.
./ Noted the attempts of the residents to control the traffic situation via the PT A,
and various volunteer-monitoring procedures.
./ Concurred with the recommendation of increased Police enforcement, noting
the recent effectiveness of a vacant Police vehicle, which had been parked in
the area.
./ Noted the negative impact of the closure of the parking lot located at the rear
of the school site, and the associated request by the school to encourage
pedestrian access which would further impact the number of children on the
streets.
./ Advised that the news article associated with this noticed meeting, and the
referencing of staff's recommendation to deny the request for speed
undulations (implying that the decision had already been made) had
discouraged many residents from attending the meeting.
./ Noted that the PTA and the school had sent notices to the parents, directing
them to drive at safe speed limits.
./ Advised that a red vehicle driven by a young female driver had been cited
numerous times speeding, noting that the driver was not responsive to the
residents' caution to slow down.
Senior Engineer Moghadam advised that the speed measuring devices had been placed
at both ends of the street in the area of discussion; for Chairman Coe, relayed that the
completed analysis associated with the traffic circles would be presented to the
Commission in January 2000; noted that the input received from the Via Cordoba
residents (regarding the traffic circles) had been primarily negative; relayed that the
Homeowners Association in that area was conducting a residential survey; and advised
that the City's traffic analysis in all these areas was performed by an independent firm.
For Ms. Mathes, Chairman Coe clarified that the City was in the process of investigating
effective traffic control devices (i.e., traffic circles); advised that the rationale for not
recommending stop signs or speed undulations, was that these installations were not
effective traffic calming devices; provided the rationale for the City Council solely
recommending the placement of the temporary traffic circles on Via Cordoba until further
data had been completed.
For Ms. Duncan, Commissioner Connerton noted that the City could not control the
news stories, advising that she relay to the residents that the Commission desired to
hear the residents' comments, and that no decision was made regarding agenda items
until the public meeting.
Although the analysis revealed low average rates of speed in the area of discussion,
Commissioner Edwards relayed that the data revealed one vehicle travelling at

excessive speeds consistently in the early morning hours and then repeated in the
afternoon hours; recommended that the Police Department attempt to cite this violator,
requested that there be increased enforcement in the area; and noted that if the traffic
circles prove to be effective traffic calming devices, that after the analysis was
completed, the Commission could consider recommending the installation of the traffic
circles on North General Keamy Road.
For Commissioner Edwards, Senior Engineer Moghadam relayed that staff would
investigate as to whether the dip on North General Keamy Road (referenced by the
community members) was within the parameters of the County or the City.
For Commissioner Connerton, Mr. Lopshire clarified the location of the present bus
parking area at the school site.
Commissioner Connerton advised that the Commission could make a recommendation
that staff request the School District to ensure a safer condition for the children, and
additionally, recommending that Police Chief Labahn alert the Sheriff's Department
(amended to be the California Highway Patrol) regarding the safety hazard in the vicinity
of the school site due to excessive speeding; noted that the City did not have jurisdiction
with respect to the school site; and relayed that via his visits to the site, he had
witnessed vehicles travelling at high speeds.
For Commissioner Connerton, Police Sergeant DiMaggio advised that traffic
enforcement within the County was handled by the Califomia Highway Patrol (CHP.)
Commissioner Connerton requested staff to pursue the matter of the City providing a
radar gun for the use of the residents; and provided additional information regarding the
news article: clarified the process of approval or denial of requests of the PubliclTraffic
Safety Commission; and assured the community that he would personally continue to
visit the area of discussion in order to monitor the traffic conditions.
Commissioner Telesio advised the community members that it was the Commission's
desire and charge to address the concerns of the community; relayed that the City had
been requested numerous times to address the negative impacts caused by the School
District's decision to site schools in certain areas; reiterated the rationale for the
recommendation to deny speed undulations and stop signs; and advised that at this
time, while there was no immediate solution, that the PubliclTraffic Safety Commission
would continue efforts to seek a remedy for their concerns.
For clarification with respect to Ms. Mathes comments, Senior Engineer Moghadam
noted that while staff did provide information regarding the data that revealed that speed
undulations and stop signs were not effective tools for addressing traffic speed, that staff
had not relayed that any request was impossible; and that staff had, specifically,
commented that the study being conducted with respect to the traffic circles on Via
Cordoba may provide an alternate option for the North General Kearny Road area.
Ms. Mathes noted for the Police Department's information that school would not be in
session beginning November 22, 1999, due to the Thanksgiving Holiday, relaying that
there would be a reduction in traffic during this interim periOd: in response to Senior
Engineer Moghadam's comments, apologized, noting that he had never stated that any
improvements would be impossible; relayed that the residents have become so

discouraged due to the lack of a recommended solution which would address their traffic
concerns, and that she had misspoken; and reiterated her gratitude for the Commission
hearing the comments of the residents.
Commissioner Katan relayed that he had visited the area of discussion on a Monday
evening, noting that while the majority of the residents appeared to have been driving
the speed limit, he had witnessed a vehicle attempting to pass a car in this residential
area; relayed the impact of the community comments, providing the Commission and
staff with additional information, emphasizing the need to seek a solution addressing the
expressed concerns; and concurred with Commissioner Edwards recommendation, that
. enforcement be increased in the area.
For informational purposes, Chairman Coe relayed that the previously mentioned
petition with 240 signatures demonstrated the degree of community concern with respect
to this area; and relayed that the results of the traffic circle study could potentially
provide a solution to the traffic impacts in this area.
MOTION: Commissioner Connerton moved to deny the request for speed undulations
on North General Kearny Road. Commissioner Edwards seconded the motion. (This
motion was ultimately amended,)
Concurring with staff's recommendation that speed undulations would not be an effective
tool in addressing the traffic impact in this area, Commissioner Connerton recommended
that speed limits be strictly enforced; requested that staff present to the Commission a
method, whereby the Commission could make a recommendation to the City Council for
the purchase of radar guns, advising that although the community members could not
cite violators, that the visual impact of the radar gun would serve as a deterrent to
speeding.
MOTION: Commissioner Connerton moved to deny the request for speed undulations
on North General Kearny Road; and moved to bring the matter back to the Commission
after completion of the traffic circles' feasibility evaluation. Commissioner Edwards
seconded the motion.
Taking into consideration the comments and data presented, Commissioner Telesio
relayed that the majority of the vehicles were travelling at safe speeds; and
recommended that the few violators travelling at excessive speeds be severely fined in
order to make the public aware that speeding would not be tolerated in residential areas.
Concurring with Commissioner Telesio's comments, Commissioner Connerton advised
that if repeat speed violators had their licenses revoked, the message would be relayed
that the City of Temecula would not permit speeding in residential areas.
At this time voice vote was taken reflecting unanimous approval.
TRAFFIC ENGINEER'S REPORT
A. Senior Engineer Moghadam welcomed Mr. Mark Katan to the PublicfTraffic
Safety Commission.

B. Deputy Director of Public Works Parks relayed that December 6, 1999 had been
scheduled as an Emp/oyee Appreciation Day, invited the Commissioners to sign
up for a guided tour of the City via Administrative Secretary Pyle; and invited the
Commissioners to attend the luncheon to be held at 12:00 noon.
POLICE CHIEF'S REPORT
A. Wrth respect to the request for increased Police enforcement, Police Sergeant
DiMaggio concurred with the recommendation to consider recommending to the
City Council that additional Police personnel be added; relayed the potential of
an officer being added to staff in January; provided an overview of the collision
incidents in the City; noted that per Commission request, and community
concern, officers are sent to residential areas, although the officer may not issue
any citations; noted that speed was not always the major factor in a collision
(referencing the recent fatal accident which occurred at a speed of 5 MPH),
advising that inattention and driver unawareness were primary factors in the
cause of collisions; recommended that the focus of collision prevention be
concentrated on Public Education; specified that statistically, collisions rarely
occurred in residential areas; noted that if it was the desire of the Commission to
address the impact of the collisions within the City, which posed the greatest
safety hazard with respect to traffic, that speed in residential areas would not be
the primary focus; and relayed that the Police Department's foremost charge was
to reduce collisions.
B. With respect to residential areas impacted by the location of a school, Police
Sergeant DiMaggio recommended that the School District be directed to consider
additional bus transport; and noted that one bus would alleviate the need to
vehicle transport 40-60 children, thereby, reducing the vehicle volumes.
C. With respect to increased Public Awareness, Police Sergeant DiMaggio
recommended televising a program in order to educate the public with respect to
speeding, unsafe lane changes, driver awareness, and other primary collision
factors.
Commissioner Edwards relayed that she was in the process of pursuing the
matter.
D. In order to reduce traffic volumes in neighborhoods impacted by the location of a
school, Police Sergeant DiMaggio recommended implementation of a staggered-
school start schedule.
E. In response to Ms. Mathes' comments, Police Sergeant DiMaggio relayed that he
could place an empty Police vehicle (ghost car) in the North General Kearny
Road area, noting that this would serve as a temporary deterrent to speeding.
F. Police Sergeant DiMaggio reiterated that a permanent solution to traffic hazards
would be to educate the public.
G. For Commissioner Telesio, Police Sergeant DiMaggio concurred with the Police
Department making efforts to cite the few extreme speed violators in residential
areas (referenced in the data associated with Agenda Item No.2.)

H. For informational purposes, Police Sergeant DiMaggio relayed that although
there was limited staff, and various priority issues for the Police Department to
address, that the Police Department consistently responded to the requests of
the community, and the Commission, to increase enforcement in specific
residential areas.
I. In response to Commissioner Edward's querying, Police Sergeant DiMaggio
relayed that public awareness could be addressed in residential areas (i.e., the
North General Kearny Road area) by holding a public forum at the school via the
PT A, relaying that the Police Department would be willing to conduct a special
program, educating the community with respect to collision prevention tactics.
J. In response to Police Sergeant DiMaggio's comments, Commissioner Connerton
concurred with Commissioner Edwards' recommendation associated with
agendizing the issue of the feasibility of adding additional Police personnel;
relayed that as a Commissioner, he was directed to receive input and address
the concerns of the community members; and noted that if the residential speed
was not addressed, the occurrence of residential collisions could rise, with the
potential of children being harmed.
K. Police Sergeant DiMaggio invited the community members to take a ride-along
with the Police Officers.
FIRE CHIEF'S REPORT
A. Fire Battalion Chief Ritchey relayed that he would be replacing Fire Battalion
Black as the Fire Department's representative at the PubliclTraffic Safety
Commission meetings; and noted that he, and Mr. Howard Windsor, would serve
as operational Battalion Chiefs in the City of Temecula.
B. Updating the Commission with respect to the traffic collision, which occurred on
Saturday, November 13, 1999, Fire Battalion Chief Ritchey relayed the incident
involving three vehicles, with four injuries, which the Fire Department had
responded to.
C. With respect to the Race for/he Cure Event recently held in Temecula, Fire
Battalion Chief Ritchey relayed that the Fire Department had fielded a 25-
member team to participate in the race.
D. Fire Battalion Chief Ritchey noted that the Fire Department was in the process of
evaluating the Optican System, advising that he would keep the Commission
updated.
E. Chairman Coe welcomed Fire Battalion Chief Ritchey as the Fire Department's
representative for the Commission.

Engineering and Traffic Survey Update - Cilywide
RECOMMENDATION:
That the Public/Traffic Safely Commission review and recommend that the Cily Council adopt an Ordinance
establishing the recommended speed limits identified in Exhibit "A".
BACKGROUND:
State law, under the California Vehicle Code, obligates local authorities to review and reaffirm or adjust speed
limits every tive years on the basis of an Engineering and Traffic Survey. A review of the existing Engineering
and Traffic surveys revealed that some locations have exceeded the five-year time frame thereby, making those
speed limits unenforceable. In addition, roadway improvements to several arterial highways necessitated an
Engineering and Traffic Survey update. The required speed limit update provides the mechanism for the legal
enforcement of the posted speed limit by the use of radar or any other electronic speed-measuring device. A
cilywide Engineering and Traffic Survey has been performed to update and adjust the speed limits throughout
the Cily. The public has been notified of the Public/Traffic Safely Commission's consideration of this issue
through the agenda notification process.
In 1991, the Cily of Temecula adopted speed limits for the first time under Cily Ordinance 91-22, adding
Chapter 12.02 to the Temecula Municipal Code regarding the prima facie speed limits on certain streets. As
roadway segments have been added on the City's roadway system, subsequent ordinances have amended this
section of the Municipal Code. These amended ordinances have been adopted between 1991 and 2000.
Although, it WdS not necessary to include locations that had speed limits adopted in latter years (1996-2000),
all locations were reviewed in an effort to maintain continuily between Engineering and Traffic Survey data
and simplify future speed limit updates.
As defined in the California Vehicle Code, an engineering and traffic survey is "a survey of highway and
traffic conditions in accordance with methods determined by the Department of Transportation (Caltrans) for
use by state and local authorities." The survey shall include, but not be limited to, consideration of prevailing
speeds as determined by traffic engineering measurements, accident statistics, and highway, traffic, and
roadside conditions not readily apparent to the driver. These characteristics are all considered when
determining a reasonable and prudent posted speed limit. It should be noted that establishing a speed limit,
which is not consistent with the 85ili percentile speed, constitutes a "speed trap" and is not enforceable by the
use of radar or any other electronic speed-measuring device.
A review of thirty-nine (39) arterials was performed that included approximately one hundred and five (105)
segments (Shown in Exhibit "A"). This review includes Engineering and Traffic Surveys at new locations

such as Butterfield Stage Road, portions of De Portola Road, Leena Way, portions of Meadows Parkway,
North General Kearny Road, Overland Drive, Pio Pico Road, Wolf Valley Road and a portion of Ynez Road.
Pala Road and Rainbow Canyon Road were omitted from the review process due to construction activities.
Butterfield Stage Road between Rancho California Road and Pauba Road was also omitted because the
eastside of the roadway lies within the Counly's jurisdiction.
Overall, the majorily of the speed limits reviewed have not changed and the posted speed limit being
recommended is consistent with the existing posted speed limit. There are however, five (5) locations where
a decrease in the posted speed limit is being recommended. Those locations are as follows:
. De Portola Road between Jedediah Smith Road and Margarita Road
. Margarita Road between Pio Pico Road and De Portola Road
. Pujol Street between Sixth Street and First Street
. Rancho California Road between Ynez Road and Moraga Road
. Solana Way between Ynez Road and Margarita Road
50 MPH to 45 MPH
45 MPH to 40 MPH
30 MPH to 25 MPH
45 MPH to 40 MPH
45 MPH to 40 MPH
Our review also found one (I) location where the 85fu percentile speed had increased from the previous survey
and an increase in the posted speed limit is being recommended. That location is as follows:
. Pauba Road between Margarita Road and Meadows Parkway
45 MPH to 50 MPH
Based on the results of the Engineering and Traffic Survey, staff recommends the approval of the speed limits
as identified in Exhihit "A".
FISCAL IMPACT:
Funds are available for the installation of signs and associated pavement markings in the Public Works Routine
Strect Maintenance Account.

11. Speed Trap -
Section 40802(b) provides that prima facie
speed limits established under Sections
22352(b)(1), 22354, 22357, 22358 and
22358.3 may not be enforced by radar unless
the speed limit has been justified by an
engineering and traffic survey within the last
five years.
Under Section 40802(b) an engineering
and traffic survey is required where
enforcement involves the use of radar or
other electronic speed measuring devices.
Local streets and roads, as defined in Section
40802(b), primarily serving abutting
residential property, are exempt from this
requirement.

B. Engineering and Traffic Sun'eys
Section 627 of the Vehicle Code defmes the
term engineering and traffic survey and lists its *
requirements. Section 627 states: "An engineering
and traffic survey shall include, among other
requirements deemed necessary by the Department
of Transportation, consideration of all of the
following: prevailing speeds as determined by
traffic engineering measurements; accident
records; and highway , traffic, and roadside
conditions not readily apparent to the driver."
The Engineering and Traffic Survey should
contain sufficient information to document that
the conditions of cve Section 627 have been
complied with and that other conditions not readily
apparent to a motorist are properly identified.
Prevailing speeds are determined by a speed
zone survey. Guidelines for a speed zone survey
include:
. The intent of the speed measurements is -r
to determine the actual speed of the
unimpeded traffic. The speed of traffic
--i3a should not be altered by concentrated
law enforcement, or other means, just
prior to, or while taking the speed
measurements.
. Only one person is required for the field
work. Speeds can be read directly from
a radar meter.
. Devices, other than radar, capable of
accurately distinguishing and measuring
the unimpeded speed of free flowing
vehicles unaffected by platoon movement
may be used. Special application of
devices other than radar are particularly
appropriate on low volume facilities.
. A location should be selected where
prevailing speeds are representative of
the entire speed zone section. If speeds
vary on a given route, more than one
speed zone section may be required, with
separate measurements for each section.
Locations for measurements should be
chosen so as to minimize the effects of
traffic signals or stop signs.
. Speed measurements should be taken ~
during off-peak hours on weekdays. If
there is difficulty in obtaining the desired
quantity, speed measurements may
betaken during any period with free
flowing traffic. The weather should be
fair with no unusual conditions
prevailing. The surveyor and equipment
must not affect the traffic speeds. For
this reason, an unmarked car is
recommended, and the radar speed meter
located as inconspicuously as possible.
The meter should be placed to survey
traffic in both directions, and it should
not make an angle greater than 15 degrees
with the roadway centerline.
. In order for the sample to be
representative of the actual traffic flow,
the minimum sample should be 100
vehicles in each survey. In no case should
the sample contain less than 50 vehicles.
. Short speed zones of less than 0.8 km
should be avoided, except in transition
areas.

In determining the speed limit which is
most appropriate to facilitate the orderly
movement of traffic and is reasonable and
prudent, important factors are prevailing
speeds, unexpected conditions, and collision

the traffic is moving. The 85 percentile
speed is often referred to as the critical
speed. Pace speed is defined as the to-mile
increment of speed containing the largest
number of vehicles (See Figure 8-2). The
lower limit of the pace is plotted on the
Speed Zone Survey Sheets as an aid in
determining the proper zone limits. Speed
limits higher than the 85 percentile are not
generally considered reasonable and prudent.
Speed limits below the 85 percentile do not
ordinarily facilitate the orderly movement of
traffic and require constant enforcement to
maintain compliance. Speed limits
established on the basis of the 85th percentile
conform to the consensus of those who drive
highways as to what speed is reasonable and
prudent, and are not dependent on the
judgement of one or a few individuals.
The basic speed law states that no person
shall drive at a speed greater than is reasonable
or prudent. The majority of drivers comply
with this law. Speed limits set at or slightly
below the 85 percentile speed provide law
enforcement officers with a means of
controlling the drivers who will not conform
to what the majority considers reasonable
and prudent. Further studies have shown
that establishing a speed limit at less than the
85th percentile (Critical Speed) generally
results in an increase in accident rates.
When roadside development results in
traffic conflicts and unusual conditions which
are not readily apparent to drivers, as
indicated in the collision records, speed limits
somewhat below the 85 percentile may be
justified. Concurrence and support of
enforcement officials are necessary for the
successful operation of a restricted speed
zone.
Speed zones ofless than 0.8 km and short
transition zones should be avoided.
2. City and County Through Highways,
Arterials, Collector Roads and Local Streets.
a.Introduction - This is a short method of
speed zoning based on the premise that a
reasonable speed limit is one that conforms
to the actual behavior of the majority of
motorists, and that by measuring motorists'
speeds, one will be able to select a speed
limit that is both reasonable and effective.
Other factors that need to be considered
include but are not limited to; the most
recent two year collision record, roadway
design speed, safe stopping sight distance,
superelevation, shoulder conditions, profile
conditions, intersection spacing and offsets,
commercial driveway characteristics, and
pedestrian traffic in the roadway without
sidewalks. In most situations, the short
form will be adequate, but the procedure
used on State highways may be used at the
option of the local agency.
b.Determination of Existing Speed Limits -
Figures 8-3 and 8-4 show samples of
data sheets which may be used to record
speed observations. Specific types of
vehicles may be tallied by use of letter
symbols in appropriate squares.
The factors justifying a reduction below
the 85th percentile speed in the speed limit
are the same factors mentioned above.
Whenever such factors are considered to
establish the speed limit, they should be
documented on the speed zone surveyor
the accompanying engineering report.

Traffic Manual
Generally, the most decisive evidence of
conditions not apparent to the motorist
surface in accident histories.
The establishment of a speed limit of
more than 5 miles per hour (8 km/h) below
the 85 percentile speed should be done
with great care as studies have shown that
establishing a speed limit at less than the
85th percentile generally results in an
increase in accident rates, in addition, this
may make violators of a disproportionate
number of the reasonable majority of
drivers.
C. Truck Speed Zone on Descending Grades
The grades which may require posting for
downhill trucks are those grades on which there is
some record of runaway commercial vehicles.
Grades shorter than 1.6 km should not require
posting since braking alone can generally provide
sufficient control on so short a grade.
To establish a downhill truck speed limit, a
physical profile showing length and gradient and
a downhill speed profile for three or more axle
commercial vehicles with a gross rating of 10,000
pounds (4,536 km/h) or more will be provided.
Speed profiles for truck speed limits shall be
prepared on the same form as other speed surveys.
An analysis of collisions involving trucks shall be
prepared. Posted speeds should he on the low side
of the scale, generally within the pace of loaded
commercial vehicles. If warranted, the District
Director shall issue a standard speed zone order.
Posting of the regulation will be by placement
of a standard 900 mm x 1150 mm R2 speed limit
sign with an R4 truck plate above. A standard R3
sign with an R4 truck plate shall be posted at the
end of the truck zone when appropriate.
D. Construction Speed Zones
Construction speed zones are established on
roads under construction where reduced speed is
necessary to limit the risk of an accident to workers
and the traveling public during all hours of the day
and night. Protection of workmen during working
hours is provided for under CVC Section 22362.
Construction speed zones should be avoided if
traffic can be controlled by other means.
Where traffic obstructions exist only during the
hours of construction, the speed zone signs shall
be covered during nonworking hours. The traveled
way should be signed and delineated to
communicate physical conditions to the motorists
such as curvature, narrow roadways, detours, rough
roads, dips or humps, etc. The advisory speed
plate (W6) may be used in combination with
various warning type signs to decrease speed at a
particular location. To preserve the effectiveness
of this sign, it should not be used unless the
condition to which it applies is immediate and will
be experienced by all motorists.
The Road Work-Speed Limit sign (C I 7) should
only be used when needed to reduce the risk of an
accident to workers on the highway. It should be
placed within 400 feet (122 m) of each end of the
restricted zone and removed whenever the workers
leave the area. The C I 7 signs shall not be used on
State highway contracts.
The following instructions apply to construction
speed zones:
I. Speed Limit and End Zone signs will be
installed at locations jointly agreed upon by
the Traffic Engineer and the Construction
Engineer. The speed zone will be verified by
an engineering and traffic survey.
2. The District Construction Engineer should
advise the District Traffic Engineer as to the
need for removal or relocation of the signs.
3. Orders for construction speed zones are
ordinarily issued for the entire length of the
construction project. This avoids the
necessity and resulting delay of obtaining a
new order each time the speed restriction
signs require relocation to fit conditions. It
is not the intention, however, that the entire
length be posted for the duration of the

of investigating and securing evidence in reference to any theft of a vehicle
or failure of a person to stop in the event of an accident or violation of Section
23109 or in reference to any felony cbarge, or to any officer engaged in

Speed Trap Prohibition
40801 No peace officer or other person shall use a speed trap in
attesting, or participating or assisting in the arrest of, any person for any
alleged violation of this code nor shall any speed trap be used in securing
evidence as to the speed of any vehicle for the purpose of an arrest or
prosecution under this code.

40803 (a) No evidence as to the speed of a vehicle upon a highway shall
be admitted in any court upon the trial of any person in any prosecution
under this code upon a charge involving the speed of a vehicle when the
evidence is based upon or obtained from or by the maintenance or use of a
speedtrap.
(h) In any prosecution under this code of a charge involving the speed of
a vehicle, where enfnrcement involves the use of radar or other electronic

40805 Every court shall be without jurisdiction to render a judgment of
conviction against any person for a violation of this code involving the speed
of a vehicle if the court admits any evidence or testimony secured in violation
of, or which is inadmissible under this article.
Police Reports
40806. In the event a defendant charged with an offense under this code
pleads guilty, the trial court shall not at any time prior to pronouncing
sentence "receive or consider any report, verbal or written, of any police or
traffic officer or witness of the offense without fully informing the defendant
of all statements in the report or statement of witnesses, or without giving
the defendant an opportunity to make answer thereto or to produce
witnesses. in rebuttal. and for such purpose the court shall grant s

Use of Evidence Regarding Departmental Action
40807 . No record of any action taken by the department against a
person's privilege to operate a motor vehicle, nor any testimony regarding

PROJECTS UNDER CONSTRUCTION
1. First Street Bridge
This project will construct First Street from Pujol Street to Front Street, including the construction of a bridge
over Murrieta Creek and the realignment of Santiago Road. The new intersection of First Street, Front Street
and Santiago Road will be signalized. Construction on this project started last February. The excavation of the
center bridge pier is complete with the Cast In Drilled Hole (CIDH) pile drilling operations to begin the third
week in May. The overexcavation and recompaction on the west and east side of First Street is complete and
the bridge approaches are under construction. The existing 8" sewer by-pass line was completed and a portion
of the storm drain work has also been completed.
2. Pala Rood Bridge
The new Pala Road Bridge is now open to through traffic. Old bridge demolition has been completed. Retaining
walIlsoundwall at Rainbow CanyonlPala is under construction.
3. Pujol Street Sidewalk, Curb & Gutter
This project is now complete. The contractor completed all punchlist items, and a fmal walkthrough was done.
As soon as bonds are received, the project will be scheduled for acceptance by the City Council.
4. Pavement Management System FY99-16, Winchester Road
This project is complete. The contractor completed all punchlist items. A fmal walkthrough will be done. As soon
as bonds are received, the project will be scheduled for acceptance by the Cily Council.
5. Margarita Community Park Lighting and Fencing
This project is almost complete. Contractor has completed the installation of the fence and the lighting fixtures
for the hockey rink and tennis courts. A walkthrough inspection was conducted. The Contractor is presently
performing final light fixture aiming for optimum illumination. Anticipated completion date: May 23, 2000.
6. Sports Park Tot Lot Equipment Replacement
This project will replace the tot lot equipment at the Rancho California Sports Park. Bids were opened on April
24, 2000. The lowest bidder was McLaughlin Engineering and Mining, Inc. with a bid amount of $92,187. The
Cily Council awarded the contract at the May 9, 2000 meeting. The contract document is being prepared.

7. Calle Aragon Park Drainage Structures
Staff completed designing a storm drain line to carry normal drainage and nuisance water that accumulates at the
park to the Cily's storm drain system and fix the drainage problem. Bids were opened on May I 1,2000. The
lowest bidder was McLaughlin Engineering and Mining, Inc. with a bid of $75,000. The Cily Council is
scheduled to award the contract on May 23, 2000.
8. Adding an Additional Lane On Ynez Road Between Tierra Vista and Rancho Vista and Widening the
Southwest Corner of Margarita Road at Santiago Road
This project will add a second SOUthboood lane to Ynez Road between Tierra Vista and Rancho Vista. Widening
the southwest corner of Margarita and Santiago was just added to this project. The informal bid process was
utilized for this project. Request for bids were sent to five contractors. McLaughlin Engineering and Mining, Inc.,
was the only contractor to submit a bid. The bid amount was $65,232. The City Council is scheduled to award
the contract on May 23, 2000.
PROJECTS BEING ADVERTISED FOR BIDS
1. Rancho California Sports Park Parking Lot Rehabilitation
This project will rehabilitate the parking lot for the Rancho California Sports Park. The old cracked pavement
and portions of the curb will be removed and replaced with an adequate pavement section and some new curb.
The City Council authorized the advertisement for bids at the May 9, 2000 meeting. This project is now being
advertised for bids. Bids will be opened on June 1,2000. This project must be constructed between 7/5 and 8/15,
when there are no major organized sport activities in the park.
2. FY 99- 2000 Slurry Seal Program
This is a new project to slurry seal various streets in the Los Ranchitos area between Rancho California Road and
Pauba Road. The slurry seal includes the application of a Rubberized Polymer Modified Emulsion (RPME), crack
sealing, traffic control and the removal and replacement of all traffic striping and stenciling. The City Council
authorized staff to advertise for bids at the May 9, 2000 meeting. This project is now being advertised for bids.
Construction bids will be opened on Jooe 1,2000. Sealing work is anticipated to begin in late Jooe or early July.
3. Pavement Management System, Various Streets
This is a new project to rehabilitate various streets including Chardonnay Hills and Ynez Rd south of Santiago
Road. Pavement rehabilitation work is anticipated to begin in July. A geotechnical investigation will be
performed on the streets designated for rehabilitation to determine the extent of rehabilitation required. The
Cily Council authorized staff to advertise for bids at the May 9, 2000 meeting. This project is now being
advertised for bids. Construction bids will be opened on June 1,2000.

PROJECTS IN DESIGN
1. Murrieta Creek Crossing Between Winchester and Rancho California Road - Low-flow Crossing at
Via Montezuma
Preliminary discussion with USACOE and Riverside Counly Flood Control District has begun. The
Construction window is from September through March due to environmental issues. An environmental
consultant is reviewing the requirements for such a project. In addition, surveying of the project area has
started and in-house design has been initiated. A hydrology study may be required.
2. Pavement Management System, Jefferson Avenue
This project will rehabilitate Jefferson. A venue from the northerly Cily limits to Rancho California Road. The
design process started. Areas to be rehabilitated will be identified. Plans and Specifications will then be
completed. Construction is expected to start in September 2000.
3. Old Town Parking Lots
This project consists of two proposed parking lots. One will be located on the west side of Front Street just north
of Second Street, and the other lot is located on the south side of Fourth Street west of Front Street. The project
is currently being designed in-house. A landscape architect and an electrical consultant are being utilized to do
the specialty work. The design for the Second Street parking lot is almost complete. Awaiting 90% submittal
oflandscape and electric design. This project is scheduled to be advertised for bids in late May 2000. Design
for Fourth Street Parking Lot is on hold pending the Mercantile building plans.
4. Diaz Road Realignment
The consultant presented to the City two different alignments for Diaz as it approaches Rancho California Road.
Staff reviewed the available three alignment choices (one from a previous study) and gave the consultant
direction on the preferred alternative. The consultant submitted 30% completed plans based on staff direction.
Staff completed a traffic circulation and right of way impact analysis and a preferred alignment has been
established. Staff continues to hold individual meetings with affected property owners to present to them the new
alignment, its impacts to their properties, and to address their concerns. The consultant was directed to proceed
with the design. The designer is currently preparing the improvement plans for 70% submittal. Design completion
is expected in June 2000.
5. Margarita Road Widening, Pauba Road to Dartolo Road
The consultant completed 70% plans and submitted them to the Cily. Staff reviewed these plans and provided
the consultant with input and comments on many issues that were raised. 90% plans are due at the end of May.
A minor delay is expected due to utilily and developer's (Home Depot) coordination. The consultant is also
potholing existing utilities to determine their exact location. The Cily intends to back charge the utilily companies
for the cost of the potholing. The consultant will fmalize the design and submit it to the Cily. Design completion
is expected in June 2000.
6. Santa Gertrudis Bridge Widening at 1-15
This is Phase II of the Southbound Auxiliary Lane at Winchester Road project. This project will widen the 1-15

southbound off-ramp at the Santa Gertrudis Creek Bridge to provide an additional lane on the freeway just north
of Winchester Road. The design consultant submitted the I" plan check to the City and Caltrans the fIrst week
of January. Staff is reviewed the plans and provided the consultant with input. Caltrans Division of Structures
in Sacramento is reviewing the plans.
7. Traffic Signals Design at Pala Road and Loma Linda and at Pala Road and Wolf Valley
The consultant submitted 90% final plans for both traffic signals and the proposed striping plans. Staff is
reviewing these plans and in the process of preparing specifIcations and bid documents for this project. This
project will be advertised for bids in June.
8. Pala Road Improvements - Phase II (79 South to Pechanga Road)
Design of this project is proceeding as scheduled. Preliminary design work include geotechnical investigation,
environmental assessment, surveying and utilily research. In addition, staff is coordinating the work with the
Pechangas and Spring Pacific Properties, the developer for Wolf Creek. The City's design consultant, DMJM,
submitted 30% plans on May I, 2000. Staff reviewed the plans and provided the consultant with comments. The
design is to be completed in August 2000. The project is funded for design only at this time.
9. Pala Road Interim Improvements - (Widening to accommodate four lanes from bridge to Wolff Valley)
The interim road widening will be done as part of the Pechanga sewer line construction. An encroachment Pennit
was issued to the Pechangas for the sewer line. The City provided the contractor with stations and elevations of
the new edge of pavement for Pala Road DMJM, the Cily's design consultant for the Pala Road Phase II project,
is assisting the City with the design from Lorna Linda Road to Muirfield Drive. The Construction plans are now
complete and Murrieta Development Corporation will be constructing the new sewer line/pavement section from
Muirfield Drive to Wolf Valley Road. Construction will start in late May.
10. Rancho California Road Median Modifications at Town Center
Under this project, the two median openings at Target and at the Claim Jumper will be closed and the left turn
pockets at Town Center and the church will be lengthened. Design completion is expected in June 2000.
11. Sports Park Pond Desiltation
This project will clean up the Desiltation Pond in the Sports Park by removing the silt to allow proper drainage
downstream. The consultant, Armstrong Development Services, is currently making their fInal revisions to the
design plans. This project is scheduled to be advertised for bids in June 2000.
12. Pauba Road Improvements - Phase II (West of Margarita to just west of Showalter)
This project will widen Pauba Road to its ultimate width from just west of Margarita Road to just west of
Showalter. This segment of the street includes the widening along the proposed new library. A Request for
Proposals (RFP) was sent to qualifIed consultants on April 18, 2000 and responses were received on May I,
2000. Negotiations are underway with the consultant who was determined to be the most qualifIed to do this
project. Work will be coordinated with design of the library project. Funding may need to be accelerated.
13. Senior Center Expansion
The expansion will include and addition of3000 square feet of building area for recreational, office, and meeting
purposes. The architect has completed the conceptual design. This conceptual design was presented to the

Communily Services Commission on May 8"' and is to be presented to the Cily Council on May 23, 2000. Design
completion is expected in August 2000.
14. Temecula Library
A full service library, approximately 34,000 square feet in area, will be designed and built on Pauba Road, just
west of Fire Station #84. This project will provide the communily with library resources and services. Design is
progressing on schedule. The theme of the building, the building layout, building form, and furniture layout were
approved by the design committee. The committee has come to consensus on the colors to be used for the building
exterior, building interior and carpeting. The design committee is in the process of choosing the different type
offurniture required for the library. Design is scheduled for completion in July 2000.
15. Chaparral High School Swimming Pool
A swimming pool will be constructed inside Chaparral High School. The kick-off meeting for the design
committee, including the architect RKM Design Group, Cily staff, School District staff and the swim club, was
held on January 11,2000. A communily workshop was held on February 12,2000 at the high school. A tour of
a number of aquatic facilities was conducted on March 1,2000. The Temecula Valley Unified School District
Board has elected to work with the Cily of Temecula to construct and operate a 25 Yard x 25 Meter aquatic
facility at Chaparral High School. The facilily would include a smaller recreational pool component and a
bathhouse with locker room facilities, restroorns and showers. The master plarming and design process started.

Also, City Maintenance staff responded to ~ service order requests ranging from weed abatement, tree
trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings. This is compared to ~
service order requests for the month of March, 2000.
The Maintenance Crew has also put in...1lL hours of overtime which includes standby time, special events
and response to street emergencies.
The total cost for Street Maintenance performed by Contractors for the month of April, 2000 was $18,142.70
compared to $ 37.634.50 for the month of March. 2000.
