A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMECULA REQUESTING GOVERNOR DAVIS CONVENE A
SPECIAL SESSION OF THE LEGISLATURE TO APPROPRIATE
EMERGENCY FUNDING TO COMBAT THE RECENT OUTBREAK
OF PIERCE'S DISEASE SPREAD BY THE GLASSY-WINGED
SHARPSHOOTER
THE CITY COUNCIL OF THE CITY OF TEMECULA DOES RESOLVE, DETERMINE AND
REQUEST AS FOLLOWS:
and;
WHEREAS, the Temecula Valley is renown for its beautiful vineyards and wine country
WHEREAS, Temecula Valley is home to 15 beautiful wineries and is a major tourist
attraction in Southern California and;
WHEREAS, Temecula Wine country produces grapes not only for local wineries but for
grapes throughout the State and;
WHEREAS, the Temecula Valley Wine industry is valued at $36 million dollars annually
and the whole Temecula Valley Wine industry contributes a total of $112 million a year and;
WHEREAS, the Glassy Winged-Sharpshooter has recently invaded California and has
created serious new economic problems in both agricultural (grapes, citrus), and ornamental
plantings and;
WHEREAS, the Glassy Winged-Sharpshooter is responsible for spreading a bacteria
known as Pierce's disease in grapevines, Oleander Leaf Scorch and infections to various other
plants and;
WHEREAS, if emergency action is not taken immediately, the Temecula Valley Wine
industry will be destroyed in 3 years and;
WHEREAS, the Glassy Winged-Sharpshooter is moving north and currently exists in the
counties of San Diego, Orange, Riverside, San Bernardino, Los Angeles, Ventura, Santa Barbara,
and Kern County and is rapidly approaching the Napa Valley and;
WHEREAS, the California Department of Transportation (CALTRANS) maintains oleander
in over 2, 100 miles of freeway median and stands to suffer at least a $52 million loss.
Now, therefore, be it resolved that the Temecula City Council has formally requested that Governor
Davis convene a special session of the Legislature to appropriate emergency funding to combat
the recent outbreak of Pierce's disease by the Glassy-Winged Sharpshooter.
